An Induction Training

Programme for newly recruited

APDs of DRDA is being organized

at State Institute for Rural

Development (SIRD), Bhubaneswar

from 13th to 17th December, 2010

in two batches by Panchayati Raj

Department, Government of

Odisha. In the program total 50nos

of newly appointed APDs in DRDAs

have been trainined.The course was

coordinated by Ms. Amita Patra, &

Mr. Manoranjan Pattnaik, Faculties,

SIRD.

The Basic Objective of the Training Programme :

⁄ To familiarize the participants about PR Administration and different

schemes implemented by Panchayati Raj Department.

⁄ To sensitize the participants about their role and responsibilities on PR

department and DRDA set up

⁄ To sensitize the participants about e-Governance initiative of PR

department.

The training was inaugurated by Shri Prafulla Samal, Hon'ble Minister, Panchayati Raj

and I & PR, Orissa by kindling the lamp along with Shri S.N Tripathi, IAS, Principal Secretary,

Panchayati Raj Department, Shri Sushil Kumar Lohani, IAS, Director, Special Project, PR


Department cum Director, SIRD & Shri. S. R Pradhan, Deputy Director cum Deputy Secretary

to Panchayati Raj Department, Govt. of Orissa.

Delivering the keynote address Shri S. N Tripathi, IAS, Principal Secretary, Government

of Orissa mention that the posting of APDs has been done for proper implementation of the

different poverty alleviation and rural development programs. The 5days training schedule

would give all the APD trainees an opportunity to get familiar with the functioning of DRDAs

and all anti poverty programme being implemented by the PR department at the field level. He

urged them to work hard for the poor so that all the benefits meant for them reaches them

without harassment.

Sj. Prafulla Samal, Hon'ble Minister Panchayati Raj, Government of Orissa in his

innagural address acknowledged that it is a very challenging for all of us to work for the

betterment of the poor. It is planned to appoint new officers in DRDAs of the state for

streamlining the development work at district level. They should make all out effort for proper

implementation of various development programmes in a transparent manner.

Panchayati Raj department had initiated a process of filling up of all the 3 vacant posts

of APD at DRDAs with the help of a web based module in the month of October 2010. Against

87 vacant posts more than 6000 applications had been received by 30 DRDAs. A selection

committee under the chairmanship of District Collector finalized the merit list following due

process.

Evalution by Participants

An evaluation was made by the course team to know the feed back of the participants

about the different aspects of training including the logistic arrangement. The major findings are

given below.

- Majority of Participants i.e. 93% are quite satisfied with the practical orientation through

field visit.

- Except 3 percent 97 percent given positive remarks so far as the course materials and

handouts are concern.

- More than 87% of participants are quite satisfied with the personalized attention of the

course team and hostel staffs.

- 83% of participants shown their satisfaction regarding the accomodation in hostel while

17% are bit disatisfied with it.

- In response to the question regarding the adequates of the programme 77% found it to be

adequate.

The following sugestion were made by participants to improve to the training programme

- In corporation of more case study and group exercise in the training.

- Access to library after training programme or in between.

- At least 15 days induction programme should be conducted for indepth knowledge on

various theme.
