January 24 At the 134th MAC meeting, the North criticizes the South for<br />

rearming, but the South refutes the claims and blames the<br />

North for rearming. The North argues that rearmaments<br />

intend to provoke a new war. The South declares that two<br />

fishermen had asked to remain in South Korea but the North<br />

argued that the South had prevented them from returning by<br />

threats.<br />

March 2 At the 136th MAC meeting, the North argues that the<br />

American troops create a war atmosphere by rearming South<br />

Korea.<br />

March 8 At the 137th MAC meeting, the North claims that foreign<br />

troops must be withdrawn to peacefully resolve the Korean<br />

issue but the South argues that the withdrawal of foreign troops<br />

was not an issue to raise in the MAC but at a government level.<br />

March 21 At the 138th MAC meeting, the North asserts that an American<br />

troop withdrawal would lead to peaceful re-unification, but<br />

the South argues that a troop withdrawal should not be raised<br />

in the MAC.<br />

April 7 At the 232nd MAC secretary meeting, the South admits the<br />

protest made by the North on March 10 against an airspace<br />

violation by a military airplane (no. 25).<br />

April 11 At the 139th MAC plenary meeting, the South claims that the<br />

North had captured six torpedo boats and 43 fishermen. The<br />

North asserts that an UNC vessel had intruded to capture<br />

fishing boats.<br />

Charges of kidnappings cause an offense and defence from the<br />

two sides.<br />

April 22 At the 140th MAC meeting, the South protests against the<br />

North’s capture of torpedo boats. The North responds that the<br />

incident was not kidnapping but free crossings.<br />

May 16 Brigadier-General Park Chung Hee seizes power in South<br />

Korea.<br />
