January 1974<br />

612 Peace-keeping in the Korean Peninsula<br />

North Korea intrude on nine occasions into waters contiguous<br />

to the five islands under UNC control in violation of Paragraph<br />

15 to support its claim for the islands.<br />

December 1 At the 346th MAC meeting, North Korea charges the UNC and<br />

South Korea with intrusions by naval destroyers, but the South<br />

denies the charges and instead charges two North Korean<br />

patrol vessels with violating waters contiguous to the five<br />

islands. The KPA/CPV rejects the claim.<br />

December 24 At the 347th MAC meeting, the North criticizes the South for<br />

intruding into its coastal waters, claims its responsibility for the<br />

five islands and refutes the South’s claim on them. The South<br />

protests that the North had obstructed civilian traffic and<br />

military ships between Inch’ôn and Yônp’yông Island and<br />

refutes the North’s claim on the islands.<br />

1974<br />

January 18 South Korea suggests a “North-South Mutual Non-aggression<br />

Pact” that North Korea rejects.<br />

February 15 North Korean patrol vessels sink the South Korean fishing boat<br />

Suwon-ho 32 in the West Sea. South Korea protests the<br />

incident, rejects the claim that the boats were “espionage<br />

vessels” and urges the return of the fishermen via Panmunjom.<br />

February 27 At the SNCC talks in Panmunjom, South Korea urges North<br />

Korea to confess its responsibility for the February 15 incident,<br />

but North Korea refuses and urges confessions and apologies<br />

from South Korea.<br />

February 28 At the 348th MAC meeting, the South protests the February 15<br />

attack on two fishing boats and urges the return of the survivor<br />

and the Suwon-ho 33, but the North does not respond.<br />

March 11 At Red Cross talks held in the NNSC conference room, South<br />

Korea Demands repatriation of the fishermen, but in 2007 the<br />

whereabouts of the crew still remained unknown.
