The Law No. 39 for the year of 2003 is the private law of civil defence affairs in the
Syrian Arab Republic, in addition to that there is the internal regulation of Civil
Defence General Directorate for the year 1987.
2. Mission:
- Intervening in damaged areas,
- Caring of prevention of civilians,
- Keeping of continuing of works in private and public establishments, and
- Protect the cultural heritage against several dangers arise by wars or several
disasters.
3. Regulation and procedure :
Administrative planning and executing of civil defence arrangements is mutual
(mixed) depending on centralization of planning and non-centralization of executing.
4. Organization :
The following authorities are responsible of the planning and executing of civil
defence arrangements in the normal and emergency cases:
Normal cases:
- Supreme Council of civil defense;
- High national committee of disasters management,

- Civil Defense General Directorate, and its sub-directorates in several
governorates;
- Private protection authority in the establishment
Emergency cases:
- Central leadership of operations of civil management and civil defence;
- Sub-leadership of operations of civil management and civil defence in the
governorates;
- Common councils in the regions and suburbs;
- Local committees in the villages;
- Self-protection authorities in the establishments.
5. Staff :
There are five classes of employees in the civil defence general directorate, in
addition to that there are the civil defence units and troops in several governorates.
6. Training :
There are so many of training courses, in several subjects about civil defence
activities, the period is between 3 days up to 6 months.
7. Equipment/appliances :
There are firefighting engines, rescue vehicles, ambulances, heavy machines, water
tanks, electricity generators. In addition to that there are a lot of machines and
vehicles available in the municipalities which we may use if need.
8. Finances :
There are two parts:
- the first from the government
- the second from the municipalities

- From January 2995 up to now he is nominated the Director General of Civil Defence
in Syrian Arab Republic.
