Foreword
Why is it that we talk about the environment as an external
condition or source?
Why did we as humans give up on following nature’s
principles for survival and having a good life, especially in
the last century?
How did the human-made economy start to dominate the
real sense of nature?
Why do we have a big society of never satisfied consumers,
driving unsustainable production which is growing in the
wildest ways?
Why are fresh air, clean water, healthy food and a basic
home not considered as the foundation of life anymore?
The Buğday movement started with the search for answers
to these questions. The first initiators of the Buğday
movement looked for those answers in real life, in the
farmers’ markets as well as the traditions, the culture and
wisdom in Turkey. The movement rapidly grew with the
abundance of answers gathered. This led the organization
to become a democratic, open and active ngO in Turkey,
working in many different areas of ecological living. Buğday
always works with a holistic approach, taking its power
from the country’s richness and diversity.
Turkey is a land of immense cultural diversity. Being a
melting pot of ethnicities, rooted in many different cultures
makes us very colourful. As a result of our culture having
so many different sounds, it is not always easy to compose
a good symphony. Taking this fact into account, Buğday
Association follows the traditions of the ancestors who
lived on this land with an open mind.
Buğday has been active in lobbying, taking part in policy
making to follow up Turkey’s EU accession negotiations
closely. Buğday invests in a variety of people, believing that
good seeds grow healthy only if they are sown with good
intentions.
For 20 years the Buğday movement has been building
bridges between people and organizations to create an
abundance of healthy seeds and harvests. The doors of
Buğday Association are open to all with good intentions,
with good seeds in hand to share and grow.
Introduction
The History of Organic in Turkey and Today’s…
When the Movement of Bugday began to take its first steps in 1991, Turkey had
a different look than today’s. There were still self-sustainable villages, village
schools, natural food, the gardens and fields that were sown with various intact
seeds, mills, donkeys, and prosperous areas of biological diversity. The nature
was supporting the human. All the things I have mentioned above is still present
however it is getting less and polluted. The period is leading into annihilation.
The start of certified organic farming in Turkey encountered in 1884. Organic
producing began with the regulation based on European standards and the
demands from abroad. Almost the whole amount of ecological goods produced
has been exported. The number and amount of production have been growing
according to the demands by becoming varied for a long while since that date.
Any serious progresses were not made between 1991 and 2002 apart from some
meetings to improve the internal organic market, projects to produce and share
the technical information, symposiums about ecological agriculture and small
organic farms establishing themselves. The most important development at
this period was the opening of healthy food shops. Organic products started to
appear at some supermarket aisles and in some stalls of the local markets. The
main problem of organic sector at this period was that the consumer who had a
difficulty of finding organic products as they were having more and more health
problems could not meet the organic producer who was not able to find a place
to sell his goods.
The Law of Organic Agriculture was prepared after that period. This time was the
beginning of a busy period as the related social movement got stronger and the
consumer demanded more organic goods. A high-budget project was prepared
within the body of the Ministry of Agriculture and rural Affairs with the support
of FAO in 2004. The national Action Plan of Organic Agriculture was prepared
within the scope of this project, which was supported by EU in 2006. The basis
of the ecological farmers network in Anatolia was set up with TaTuTa (visiting
ecological farms) Programme that was initiated by Bugday in order to share the
experiences and knowledge about ecological living. The focus of all this work was
Güneşin Aydemir
Bugday Association for Supporting Ecological Living
President
to popularize organic production and to remove the
obstacles to enable the public reaching them.
At this period, the idea of ecological public markets
was the only solution to create internal organic
markets. Turkey’s first 100% ecological market
was set up in Şisli, Istanbul in the leadership and
coordination of the Bugday Association in 2006.
The setting up of the 100% Ecological Market was
a turning point of internal organic market. Whilst
there were 20 stalls at the beginning, in five years,
the number of stalls has gone up to 200. Today, the number of markets increased
to 6 in Istanbul. Diverse Ecological markets have been set up in Izmir, Samsun,
Antalya, Bursa and Ankara. In order to set up markets, new associations and
organizational structures have been established. The model of the first 100%
Ecological Market has formed the “ecological market” standards in the last five
years hosted by the Bugday Association.
now we are in a “new” period. Small farmers life is not easier but there are
more people who understands them. The return from city to village has begun,
there are a few and small countryside living places that urbanite lives. Local
seeds are sown, harvested and shared in these fields. Topics like traditional
agriculture, permaculture, ecological living is interesting more and more people,
the knowledge about self-sufficient agriculture and the harmony with nature is
seriously growing on this land. Exactly on the brink of meeting today’s needs…
It is difficult and at the same time strengthening to stand up insistently for an
unchanged idea in Turkey as a country of continuously changing agendas. Bugday
has been carrying out this cause with great willingness and enthusiasm for the
last 20 years.
We look forward to host this magnificent meeting that everybody meets again to
share the traditional country culture, sophistication and knowledge of Anatolia
with you. Like in the old days, at the stops of the Silk road and spice road…
Title and Purpose of the Event
Title “Bridging the organic world: from local to global, tradition to knowledge”
Slogan: Transform into organic.
Purpose of the Congress
The 18th IFOAM Organic World Congress aims to build linkages for the benefit
of organic farming through traditional knowledge and practices that are mainly
organic by nature and will seek how this could enhance or bring an added value to
the organic movement while enabling the conservation of traditions which tends
to disappear. However, Traditional knowledge and practices might be highly wide
ranged in terms of topics to be dealt within one congress. Therefore, the main
focus will be on OrganicTraditional Productionthat is increasingly affected by
different pieces of legislation in different regions of the world and no longer can
meet the market standards. This unfortunately results by an important loss of
diversity in terms of culture but also nature friendly practices that developed
throughout decennia.
Moreover, we believe that the 18th IFOAM Organic World Congress to be held in
2014 will be a crucial congress enabling an environment for the monitoring of the
results ofIFOAM good governance strategy (Please bare in mind that this should
be adapted according the decision taken in Korea about the good governance
Findings and recommendations). This led us to choose it as one of the key themes
to be dealt with during the congress. This theme could be supported by discussion
on good governance fed by the latest experience worldwide to be able to have a

BIDDIng PrOPOSAL FOr THE 18 th IFOAM OrgAnIC WOrLD COngrESS 2014
better assessment for further success within IFOAM.
Within the scope of the topics above, it will important to create a ground to explore
the opportunities to enhance regional partnership under the IFOAM umbrella in
order to ensure close communication to increase the impact of the advantages
to become a stronger worldwide organisation. The IFOAM already underline this
need and importance through its diverse activities. By choosing this theme the
Bugday Association would like to look at the opportunities to create more synergy
and increase participation based on the existing experience and bringing it’s own
and worldwide expertise.
The IFOAM Organic World Congress to be held in Istanbul will also support the
raising of global awareness on Turkey’s organic agriculture potential. Such an
event will also bring the representative of different organic sector and support
cooperation in order to increase the impact of the organic movement in Turkey.
We believe in the importance to develop different strategies in order to strengthen
organic agriculture but also increase IFOAM representation in Turkey.
The Buğday Association since 1998 strongly aimed to enable the local producers
to meet with the consumer and this finally resulted in the opening of our first
ecological market in Istanbul in 2006. Buğday is willing to make use of its unifying
characteristic towards the further development of organic agriculture in Turkey.
Buğday Association is already looking for ways to bring the Turkish organic sector
together or contribute to similar initiatives starting up in Turkey. This congress
will create an important driving force towards unifying the organic agriculture
movement in Turkey.
conservation of Turkey’s Agrobiodiversity, The Farmers gazette etc.)
• Projects aiming to raise awareness on specific issues (EU CAP Harmonisation
process among farmers, Agri Environment Programmes etc.)
Bugday in its works aims to bring different relevant stakeholders together in order
to create project models that will support the development of diverse solutions.
Most of the projects implemented by the Bugday Association are a result of its
networking and dissemination of knowledge concern, which we believe will create
the solution.
Lobbying and Decision making
The Buğday Association since its foundation believes in the importance of
lobbying and influencing decision making at national Level. The Buğday Team
regularly tries to allocate sufficient time to monitor the progress on the politics to
be able then to be part of the process and reflect the feedback they would collect
from local level. With this regard the contribution of the Bugday Association to
the development of the Organic Agriculture regulation has been very important.

BIDDIng PrOPOSAL FOr THE 18 th IFOAM OrgAnIC WOrLD COngrESS 2014
Buğday took part in the process starting from the revision of the EU related
directives to the formulation of the regulation that entered into force in December
2005. As a result the Buğday Association is still a member of the national Organic
Agriculture Steering Committee established by the Ministry of Agriculture and
rural Affairs.
Moreover, the Buğday Association is also closely communicating with diverse
departments of the Ministry of Agriculture and rural Affairs as well as the
Ministry of Environment, Forestry and Urbanisation in order to implement its
lobbying activities.
Within this context Bugday develop some of its projects according the needs
they identify through their communication and attendance to diverse meetings/
workshops organised by the Ministries.
Accordingly Bugday is aware of the importance of extending its advocacy activities
at International level which results with diverse memberships to Key International
Membership and dialogues with diverse political environments. The Brussels
representation of Bugday was established to develop further its efficiency.
One of the most important advocacy topics of Bugday would be implemented
towards supporting organic agriculture and small-scale farming among others.
Research on Traditional Knowledge
The Bugday Association for Supporting Ecological Living is dedicated to research
on traditional knowledge at local and global level. Develop activities in order to
explore ways to ensure the conservation of these traditions closely linked with
nature and their transmission to the future generations. To sustain these activities
Bugday Association take into consideration the socio-economical aspects within
its projects. The Buğday Association also develop training programmes, organise
workshops and produce publications and documentaries in order to share the
experience and the collected knowledge.
Date and Outline of the Program
Date
The proposed dates for the 18th IFOAM Organic World Congress are
23 July - 02 August 2014 or 04-14 October 2014
As explained later in this document, The Lütfi Kırdar Congress and Exhibition
Centre is an entity that belongs 25% to the Turkish Culture and Tourism Ministry
and 75% to a consortium of a great number of businessmen. The centre is one
of the most important congress centres of Istanbul. Because of its physical
features and its the advantageous location the centre has an intensively loaded
programme. Upon our request to the centre we have been allocated for two
options. As the Bugday Association we do believe that both suggested date are
appropriate.
Outline of the Program
Traditional Production is a hot topic at global and EU level but also in Turkey
due to the harmonization process but also worldwide. That is the reason why the
Bugday Association thinks there is a strong need to address the issue of these
products being usually produced in harmony with nature. Most of these products
do not meet the standards required by the different legislations and are subject
to disappear. Under this theme, challenges and opportunities of traditional
production in relation to organic will be explored and alternative certification
schemes will be addressed.
Additionally, local food systems and urban-rural linkages: In addressing the
question of how to make food supply chain more sustainable and secure, it is
widely acknowledged that the local food systems provide a tremendous potential.
From local to global, benefits of local food systems (environmental, social and as
well as economic) will be explored and good practices will be exchanged.
Good Governance:
Our second theme is linked with governance especially to explore ways to
strengthen regional cooperation which is already treated within IFOAM under the
governance task force findings and recommendations but our aim by choosing this
topic is to share our experience on networking while gathering others experience
through the congress but also enable an environment to assess/monitor the
change after the implementation of the recent IFOAM good governance strategy
in the coming three years. The end of the three years implementation process
for the adopted good governance recommendations will also create a perfect
moment to assess the training/information needs for further efficiency and
increase in participation. Under this theme we aim to first enable the sharing of
the progress then formulate sessions to identify the gaps but also opportunities
for the future.
Enhancement of regional partnership:
Both above mentioned themes would be used as a basis for exploring ways to
enhance and strengthen regional partnership. This theme will also need to gather
feedback from different IFOAM members in the world in order to target relevant
issues that could be better addressed through regional partnerships. However,
Buğday is also planning to allocate special session on participation/Information
exchange and advocacy. The aim of this theme is to create, enhance synergies
through diverse relevant topics identified throughout the three-year preparations.
However, despite the framing outline Buğday is willing to increase its
communication with different IFOAM members in Turkey but also worldwide to
ensure a programme agreed by a high number of members.

Istanbul by Özcan Yüksek
going back to how it all started, early humans who originated in Africa moved on
to Europe via Istanbul. Yarımburgaz cave, located within the city limits of Istanbul,
and dating back some 800,000 years was a home for Homo Erectus.
The forefathers of today’s humans have landed in Europe by travelling through
Istanbul. Which is to say Europe has moved on to the neolithic revolution, meaning
it has transformed from a hunter/gatherer society to a farming structure, again
by way of Istanbul. The first examples of farming were observed in Anatolia at
11,000 BC. The MezraaTeleilat just outside Bilecik on the banks of Euphrates
exhibits the most striking examples of such farming activities.
All legumes were domesticated in Anatolia. The forefather of wheat comes from
Karacadağ in South-western Anatolia. Wild wheat is still grown in volcanic soil.
Cattle, pigs, sheep and goats were also domesticated in Anatolia.
Those societies who have chosen a lifestyle built around farming and animal
breeding have moved west and north in the course of time, bringing their culture
along, as well. Aktoprak, Bursa is among the last neolithic settlements where
Anatolian farming has come in relatively close proximity of Istanbul. Fikirtepe
and Pendik are the first neolithic settlements in Istanbul. Farmer societies had
an impact on the local fishing communities on the Istanbul coastline, ultimately
transforming them, as well.
The recently discovered neolithic port in Yenikapı, Istanbul is sure to shed new
light on the culture of humanity. These findings are magnificent proof that there
was life in central Istanbul 8,500 years ago.
The fact that the oldest examples of agricultural activities date back to around
6,000 BC in Europe, and that such examples are located in greece and Bulgaria,
which happen to be close to Istanbul, is proof enough about the direction from
where farming has originated. Another 3 or 4 millennia would have to pass for
farming to reach the northern regions of Europe.
Istanbul happens to be a truly unique and miraculous strait where two continents
come up on each other. These two continents, two banks, the great waterway
running through these banks, the joining of two seas north to south, have
determined the dynamic identity of Istanbul throughout history. The geography
has always nurtured the creative spirits, the fighter, the challenger and the
aggressive qualities of those who have dwelled in it.
Istanbul constitutes a crossroads for the three major climactic characteristics
of Anatolia; this is a city where two separate climates rule, dividing the city
into northern and southern halves. northern European weather, and European
weather to be exact. Such variety, such duality has all but enhanced the city’s
way of thinking in terms of climates and natural cycles, and even went as far
as establishing its political and social culture. Talismans tied to weather events
and astral cycles have provided protection for Constantinople, which has become
the capital of rome, following the destruction of Western rome. Such talismans
are directly related to the abundance and richness of the city itself, its migrating
birds, reptiles, bugs and fish.
A bronze relief of a stork set on marble columns comes to life and spreads its
wings once a year, enabling the establishment of the direction of the storks’
seasonal migration. There are 360 marble columns at Sarayburnu, one for each
of the 360 days, and as many species of fish. Each column features a bronze relief
of a different kind of fish; one of them comes alive every day, throughout the year,
and that particular species come ashore, in droves.
Such roman talismans have been taken over and adopted by the Ottomans, as
well.
Istanbul’s topography has also had a strong impact on the fate of the city itself.
And, the city of Istanbul, regardless of the previous names it has been referred to
in the past, has had an impact on its surroundings, as well. The effects Istanbul
has created have well reached to Europe, the Middle East, the Aegean, The
Mediterranean, and all the way to northern Africa.

Istanbul as the City of Contrasts
Istanbul’s beauty lies in its ability to embrace its contrasts. Ancient and modern,
religious and secular, Asian and European, mystical and earthly all co-exist in
Istanbul.
There, god and human, nature and art are together, they have created such a
perfect place that is valuable to see.” Lamartine’s famous poetic lines reveal
his love for Istanbul, describing the embracing of two continents, with one arm
reaching out to Asia and the other to Europe.
Istanbul presents unforgettable moments to its visitors, providing uncountable
surprises. Having many sights to see and experience that a limited time would not
be enough; it deserves to be the destination everybody wonders about and desires
to visit several times for its enchantment.
Istanbul as the Rising Star of the
Congress Tourism
Istanbul has hosted many important international fairs and congresses in recent
years due to its specific location as a central spot both geographically and also
culturally functioning as a bridge between Asia and Europe. In this respect, it has
been attracting attention in the international area in recent years as a rising star
in the congress tourism.
The city is quite assertive with its hotels, fair, congress and meetings halls to
European standards; international airport with a passenger capacity of 25.5
millions annually and its transportation opportunities. It has the capacity to meet
all the demands of the sector with its five-star hotels providing service in world

standards and with the Cnr Expo Istanbul, Beylikdüzü Tüyap Congress and Fair
Centre, grand Cevahir Congress Center and Lüti Kırdar Congress Palace (Istanbul
Congress and Exhibition Centre - ICEC), which have become giant fair complexes
with recent investments.
Istanbul is home to numerous members of the ICCA, the International Congress
and Congress Association, which is the most extensive and prominent meetings
organization in the world.
According to ICCA statistics, Istanbul ranked 7th in market share by number of
international meetings per city over the world in 2009, just ahead of Paris and
Copenhagen and just behind Lisbon.
Having a strategic importance in the international area Istanbul hosts a very
colorful and lively business life. The city, bearing the position of being the country’s
economic locomotive, can be defined as the “capital of economy”. Istanbul
rapidly goes up to the first league of the congress sector with all these special
characteristics…
Ms. Katherine DiMatteo
President
IFOAM
30 June 2011, Wommels
Dear Ms. DiMatteo,
By this letter we would like to express our support to the Bugday Association for Supporting
Ecological Living for the organisation of the 18th Congress of IFOAM and the General Board
Meeting in Istanbul, Turkey.
The Bugday Association for Supporting Ecological Living is a non-governmental organisation that
has undertaken important activities for almost 20 years towards the development and extension of
the organic agriculture movement in Turkey. Turkey, because of its geographical characteristics,
its long history on rural culture and its traditional agricultural practices holds an important and
special role in the area of agriculture. The place of organic agriculture in Turkey is increasingly
growing and presents many opportunities to the world in terms scientific experience, production
and enhancement of civil or producers initiatives for the success of the organic agriculture
movement.
We firmly believe that the organisation of this outstanding event in Istanbul will create an important
synergy for the organic agriculture movement both in Turkey and the region.
Yours sincerely,
Martien Lankester
