Broadband Network (ICBN) supports the connectivity<br />

of 700 community anchor institutions that could<br />

reduce regional disparities in education through<br />

distance learning opportunities, and improving public<br />

health through the availability of tele-medicine,<br />

patient tracking in mass casualty events, and access<br />

to secure, online medical records. Each jurisdiction<br />

Since 2002, <strong>KCI</strong> has inspected Baltimore City’s manholes to determine the occupancy of facilities within the elaborate<br />

network of underground facilities that are used by Baltimore, BGE, Comcast and numerous fiber optic carriers to run<br />

their cables. As part of this contract, <strong>KCI</strong> designed, provided stake out, and inspected 52 miles of the direct bury and<br />

underground conduit for the city’s 800 MHz public safety fiber optic ring. Most recently, <strong>KCI</strong> documented the condition<br />

of the ring, identifying all splice matrixes and developed a web based GIS base model for interactive viewing of<br />

the inspection data.<br />

CHrisToPHEr J. griffiTH, PE, CCm, Over 25 years of experience<br />

JosEPH siEmEk, PE, Over 35 years of experience<br />

inspection. This level of multidiscipline expertise ensures that<br />

clients will receive high-quality services regardless of the circumstances<br />

or current conditions.<br />

During our more than 55 years in business, <strong>KCI</strong> has been involved<br />

with projects requiring coordination or approvals with<br />

most - if not all - of the agencies in the state. Our team has completed<br />

thousands of architectural, engineering, and construction<br />

projects throughout the mid-Atlantic and Southeast. Total team<br />

experience gives us outstanding insights into the knowledge of local<br />

codes, laws, permits, and construction materials and practices.<br />

Mr. Griffith is an Executive Vice President and part of <strong>KCI</strong>’s senior management team. With 28 years’ experience,<br />

Mr. Griffith is both a licensed engineer and a certified construction manager. He has been an integral part<br />

of developing <strong>KCI</strong>’s wireless service capabilities, providing oversight of key projects such as the construction of<br />

thousands of miles of network to enhance fiber-optic connectivity for federal agencies and telecommunications<br />

customers throughout several regions.<br />

Mr. Siemek is a Senior Vice President with <strong>KCI</strong>, where he has more than 34 years of experience in the planning,<br />

evaluation, design, and construction of utilities and public works infrastructure. His relevant experience includes<br />

Program Director for <strong>KCI</strong>’s $20 million design and construction contracts for the Inter County Broadband<br />

Network, utility coordinator for the East Baltimore Development Project Utility Undergrounding; and project<br />

principal for our Open-End utility design contracts with Verizon, BGE, FiberLight and the Maryland State Highway<br />

Administration. His technical experience includes researching utility records, locating and mapping existing<br />

facilities, coordinating with public and private utility owners, identifying potential conflicts with proposed<br />

construction, and design and construction of communications facilities.<br />

Ed CrofT, Over 25 years of experience<br />

Mr. Croft is a Vice President and Corporate Practice Leader for the Communications Design Practice within<br />

<strong>KCI</strong>’s Telecom/Utilities Discipline. Mr. Croft specializes in utility engineering including utility design, relocation,<br />

right-of-way, easement, as-builts, inspection, and SUE services. With more than 25 years of experience, Mr.<br />

Croft has expertise in utility relocation design related to underground and overhead telephone, electric, CATV,<br />

conduit infrastructure design, sanitary sewers, and water mains.<br />

kEn HarmEl, Over 35 years of experience<br />

Mr. Harmel is the Vice President of <strong>KCI</strong>’s Communications Infrastructure Division and has more than 34 years of<br />

experience in the telecommunications industry. Mr. Harmel’s communications expertise is in the areas of project<br />

management, design, engineering, installation management, and implementation of large private SONET Networks<br />

supporting voice, video, and data, including Fujitsu FLM Multiplexers, Lucent Technologies DDM-2000<br />

Multiplexers, Telect DSX products, BroadBand Technologies video codec equipment, Newbridge Channel Bank<br />

products and a host of others. He provides communications support structure, manhole and conduit systems,<br />

building entrance facilities, underground, aerial and buried cabling systems including third-party license agreements,<br />

utility easements, and right-of-way negotiations.<br />

sam TrinCa, CgC, Over 30 years of experience<br />

Mr. Trinca is responsible for methods and procedures in all aspects of the construction and maintenance of<br />

communications sites including ground and rooftop facilities. He is responsible for corporate and operational<br />

compliance with all federal and state occupational safety and health regulations. He is also responsible for the<br />

overall supervision of <strong>KCI</strong> personnel involved in cellular and PCS market build-outs throughout the country.<br />

sCoTT riddlE, Over 20 years of experience<br />

Mr. Riddle is responsible for overseeing the preparation of multiple environmental, civil engineering and public<br />

utilities projects for permitting and construction. With 20 years of extensive expertise in utility relocation<br />

design and permitting, Mr. Riddle has worked on multiple projects for a variety of utility company clients. Mr.<br />

Riddle demonstrates project experience related to underground telephone, electric, CATV conduit infrastructure<br />

design, sanitary sewers, and water mains. In addition, he oversees a group of 45 utility design experts on a daily<br />

basis to provide the services related to utility construction design, permitting and construction.<br />
