<strong>of</strong> a Rebekah <strong>Lodge</strong> in good standing. Under Art. Ill <strong>of</strong> <strong>the</strong> Rebekah<br />

Code as amended, 1907 Journal, 250, 299, 309, it is provided that <strong>the</strong><br />

<strong>Grand</strong> Master shall be <strong>the</strong> installing (instituting) <strong>of</strong>ficer, who may,<br />

however, appoint for that purpose any Past <strong>Grand</strong> or Past Noble<br />

<strong>Grand</strong>, who is in good standing in a Rebekah <strong>Lodge</strong>.<br />

Dec. 34. Question.—Is Resolution 25, pages 58 and 59, Daily Jour-<br />

nal <strong>of</strong> 1912, to be construed as a general law and mandatory, requiring<br />

all reports from Rebekah Assemblies to be received from Secretaries<br />

<strong>the</strong>re<strong>of</strong> direct to <strong>the</strong> <strong>Grand</strong> Secretary <strong>of</strong> <strong>the</strong> Sovereign <strong>Grand</strong> <strong>Lodge</strong>,<br />

or is said resolution to be construed as permissive only where au-<br />

thority is granted by <strong>the</strong> <strong>Grand</strong> <strong>Lodge</strong>s respectively to so report?<br />

In o<strong>the</strong>r words, should reports for Rebekah <strong>Lodge</strong>s in Jurisdictions<br />

having Assemblies be received by <strong>the</strong> <strong>Grand</strong> Secretary <strong>of</strong> <strong>the</strong> Sovereign<br />

<strong>Grand</strong> <strong>Lodge</strong>, some from <strong>the</strong> Secretaries <strong>of</strong> Assemblies and some from<br />

<strong>Grand</strong> Secretaries <strong>of</strong> <strong>Grand</strong> <strong>Lodge</strong>s?<br />

Answer.—The resolution referred to is not mandatory.<br />

Dec. 35. Statement.—There are two Rebekah <strong>Lodge</strong>s in <strong>the</strong> same<br />

town and each have candidates ready for initiation. The degree Staff<br />

<strong>of</strong> one <strong>of</strong> <strong>the</strong> <strong>Lodge</strong>s is to put on <strong>the</strong> work at a district meeting in <strong>the</strong><br />

same town.<br />

Question.—Can that degree staff initiate candidates for both<br />

<strong>Lodge</strong>s?<br />

Answer.—A degree staff at a district meeting can only exemplify<br />

<strong>the</strong> degree and cannot confer it by initiation. Candidates must be<br />

initiated in <strong>the</strong> <strong>Lodge</strong> electing <strong>the</strong>m to membership, but such <strong>Lodge</strong><br />

may invite <strong>the</strong> degree staff <strong>of</strong> ano<strong>the</strong>r <strong>Lodge</strong> to confer <strong>the</strong> degree in<br />

<strong>the</strong> <strong>Lodge</strong> electing <strong>the</strong> candidate.<br />

Encampment Decisions.<br />

Dec. 36. Question.—In <strong>the</strong> absence <strong>of</strong> <strong>the</strong> Chief Patriarch, High<br />

Priest, Senior Warden, Junior Warden, Secretary and Treasurer, and<br />

<strong>the</strong>re being no Past Chief Patriarch present, who would have <strong>the</strong><br />

authority to open <strong>the</strong> Encampment?<br />

. Answer.—An Encampment can not be opened without some member<br />

present qualified to preside. Your statement shows that <strong>the</strong>re<br />

was no member present so qualified, hence, no legal meeting could be<br />

held.<br />

Dec. 37. Question.—Are <strong>Grand</strong> Honors only conferred upon <strong>the</strong><br />

<strong>Grand</strong> Officers in <strong>the</strong> branches to which <strong>the</strong>y belong as such <strong>of</strong>ficers?<br />

Answer.—Yes.<br />

Dec. 38. Statement.—At it session in 1895, <strong>the</strong> Sovereign <strong>Grand</strong><br />

<strong>Lodge</strong> provided that <strong>Grand</strong> Encampments might so legislate as to permit<br />

Subordinate Encampments within its Jurisdiction to be non-
