FELLOWS, OF THE STATE OF ILLINOIS.<br />

Hon. John E. Jennings, <strong>Grand</strong> Master:<br />

Your petitioner, Lily <strong>of</strong> <strong>the</strong> West <strong>Lodge</strong>, No. 407, I. O. O.F., respect-<br />

fully represents that it is a Subordinate <strong>Lodge</strong> <strong>of</strong> <strong>the</strong> State <strong>of</strong> <strong>Illinois</strong>,<br />

having been instituted by and under <strong>the</strong> authority <strong>of</strong> <strong>the</strong> <strong>Grand</strong> <strong>Lodge</strong><br />

<strong>of</strong> <strong>the</strong> State <strong>of</strong> <strong>Illinois</strong>. Your petitioner represents that it is subject<br />

to <strong>the</strong> rules and regulations <strong>of</strong> <strong>the</strong> <strong>Grand</strong> <strong>Lodge</strong>.<br />

Your petitioner fur<strong>the</strong>r represents that Edward Roos, a member<br />

<strong>of</strong> this <strong>Lodge</strong>, had an attack <strong>of</strong> paresis on <strong>the</strong> 4th day <strong>of</strong> September,<br />

1904, at Fond du lac, Wisconsin, and that on September 5, 1904, <strong>the</strong> day<br />

following, <strong>the</strong> said Edward Roos was removed to <strong>the</strong> Milwaukee Sanitarium<br />

at Wauwatosa, Wisconsin, at which institution he remained<br />

from that time until <strong>the</strong> date <strong>of</strong> his death, October 21, 1907. The<br />

remains were brought to Chicago, and he was buried on <strong>the</strong> 23d day<br />

<strong>of</strong> October, 1907. The two hundred dollars ($200.00) funeral expenses<br />

provided for by <strong>the</strong> By-Laws <strong>of</strong> said <strong>Lodge</strong> were paid by your petitioner.<br />

On <strong>the</strong> 16th day <strong>of</strong> November, 1904, <strong>the</strong> said Edward Roos was<br />

adjudged insane by <strong>the</strong> Probate Court <strong>of</strong> Cook County. <strong>Illinois</strong>. The<br />

hearing was exparte and no notice <strong>of</strong> this hearing was given to <strong>the</strong><br />

lodge.<br />

The wife and family <strong>of</strong> Edward Roos did not notify <strong>the</strong> <strong>Lodge</strong> <strong>of</strong><br />

his sickness. No physician's certificate <strong>of</strong> his sickness was ever<br />

furnished <strong>the</strong> lodge. The lodge inquired <strong>of</strong> <strong>the</strong> family <strong>of</strong> Edward<br />

Roos as to where <strong>the</strong> said Edward Roos was. The family replied that<br />

<strong>the</strong>y would not permit any member <strong>of</strong> <strong>the</strong> lodge to visit him.<br />

No claim for sick benefits- was ever m|ade by <strong>the</strong> family <strong>of</strong> Edward<br />

Roos during <strong>the</strong> lifetime <strong>of</strong> <strong>the</strong> said Edward Roos, and not until several<br />

months after <strong>the</strong> death <strong>of</strong> <strong>the</strong> said Edward Roos.<br />

When <strong>the</strong> claim for sick benefits was made, <strong>the</strong> lodge submitted<br />

<strong>the</strong> claim to <strong>the</strong> Hon. Owen Scott, <strong>the</strong>n <strong>Grand</strong> Master. Bro<strong>the</strong>r Scott<br />

directed <strong>the</strong> lodge not to pay <strong>the</strong> claim for sick benefits. Just at <strong>the</strong><br />

close <strong>of</strong> Bro<strong>the</strong>r Scott's term <strong>the</strong> family <strong>of</strong> Bro<strong>the</strong>r Roos asked that<br />

<strong>the</strong> matter be investigated more fully, and Bro<strong>the</strong>r Scott recommended<br />

that <strong>the</strong> case be referred to <strong>the</strong> incoming <strong>Grand</strong> Master for fur<strong>the</strong>r<br />

examination and action. Your petitioner refers to <strong>the</strong> Journal <strong>of</strong> 1908,<br />

on page 370 in <strong>the</strong> <strong>Grand</strong> Master's supplemental report, which is as<br />

follows:<br />

"A CLAIM FOR BENEFITS.<br />

"Mr. Otto Roos, son <strong>of</strong> Edward Roos, deceased, late a member <strong>of</strong><br />

Lily <strong>of</strong> <strong>the</strong> West <strong>Lodge</strong>. No. 407, presented a claim for sick benefits to<br />

said lodge on account <strong>of</strong> his fa<strong>the</strong>r. I gave said claim such investi-<br />

gation as I had opportunity to make, and sustained <strong>the</strong> action <strong>of</strong> <strong>the</strong>
