El estatus de México como una economía del<br />
G20 y su influencia regional al norte y al sur<br />
como uno de los más grandes mercados de telecomunicaciones<br />
móviles en América Latina, le confieren<br />
un papel importante en la configuración del<br />
crecimiento de la industria de las telecomunicaciones<br />
móviles en todo el continente. Este logro se debe a<br />
las políticas adoptadas por el Gobierno de México y la<br />
Comisión Federal de Telecomunicaciones (COFETEL)<br />
para estimular la inversión del sector privado en redes<br />
móviles. México está en la cúspide del crecimiento<br />
de la banda ancha móvil, por lo que es imprescindible<br />
que el gobierno y el ente regulador continúen trabajando<br />
con la industria para desarrollar y aprovechar<br />
el potencial de una sociedad conectada.<br />

La industria de las telecomunicaciones móviles<br />
es un contribuyente socioeconómico importante;<br />
su contribución económica total a la economía<br />
mexicana se estimó para 2011 en $ 377 mil millones<br />
de pesos, lo que representa 2.6 % del PIB. 1 La banda<br />
ancha móvil ofrece un enorme potencial para incrementar<br />
aún más la calidad de vida, la competitividad<br />
empresarial y el crecimiento incluyente en toda la<br />
región. En un estudio reciente de la GSMA, Cisco y<br />
Deloitte mostraron que en México, con los actuales<br />
niveles de adopción del 3G, si 10 personas más por<br />
cada 100 personas adoptan los servicios 3G, esto<br />
incrementará el Producto Interno Bruto (PIB) per<br />
cápita en 0.9 %. 2<br />
Aunque la cobertura de banda ancha móvil 3G ha<br />
llegado a una gran mayoría de la población en México<br />
(una cobertura de más de 90% de la población), la adop-<br />

This achievement is down to the policies adopted<br />
by the Mexican Government and the Federal<br />
Commission of Telecommunications (COFETEL)<br />
to encourage private sector investment in mobile<br />
networks. Mexico is at the cusp of mobile broadband<br />
growth and it is critical that the government<br />
and the regulator continue to work with the industry<br />
to develop and reap the potential of a connected<br />
society.<br />

The mobile telecoms industry is a significant socioeconomic<br />
contributor; the total economic contribution<br />
to the Mexican economy in 2011 was estimated at<br />
MX$ 377 billion, representing 2.6% of the GDP. 1 Mobile<br />
broadband offers tremendous potential<br />
to further raise the quality of<br />
life, business competitiveness and<br />
inclusive growth across the region.<br />
A recent study by the GSMA,<br />
Cisco and Deloitte showed that<br />
at Mexico’s current 3G take-up<br />
levels, if 10 more people per 100<br />
people take-up 3G services, it<br />
will increase the Gross Domestic<br />
Product (“GDP”) per capita by 0.9%. 2<br />

desarrollar servicios de TI para los clientes de empresas multinacionales<br />
de Equant. Comenzó su carrera en el sector de las telecomunicaciones<br />
como jefe de proyecto para Telmex en México en 1991. Anne tiene un<br />
master y un doctorado en matemáticas y ciencias de la computación por<br />
la Ecole Normale Supérieure de París y una maestría de Telecom Paris.<br />

gran compañía de seguros francesa, y como directora no ejecutiva de<br />

importante papel de la banda ancha móvil en la inclusión digital y el<br />
desarrollo socioeconómico, así como la exención de los servicios de<br />
internet del impuestos especial sobre el consumo (IEPS), aunque se<br />
mantiene para los servicios móviles en general. Un entorno propicio<br />
para la actividad empresarial y una inversión de los operadores en el<br />
3G ha colocado a México en la mitad superior de los países de la región<br />
en términos de servicios de 3G. Sin embargo, en comparaciones<br />
internacionales, la adopción del 3G en México se encuentra por debajo<br />
de la media mundial en los países de niveles de ingresos similares. 4<br />

inteligentes en México crecerá 30 veces de 2012 a 2017, con una tasa<br />

Anne Bouverot is Director General of the GSMA and a<br />
Member of its Board. Anne brings to the GSMA a wealth of<br />
experience and a proven track record of success in the highly<br />
dynamic mobile industry. With a deep understanding of the opportunities<br />
and the challenges facing mobile operators today, she leads the GSMA as<br />
the essential industry partner for its operator members around the world,<br />
enabling their continued success through driving innovation, providing<br />
thought leadership and advocating for the industry. Before joining<br />
the GSMA, Anne was Executive Vice President for Mobile Services for<br />
France Telecom Orange, where she defined the strategic transformation<br />
programmes for a business serving more than 120 million customers<br />
and revenues of more than 14 billion euros at the time. Prior to France<br />
Telecom Orange, Anne led a 600-person business unit of Equant and was<br />
responsible for developing IT services for Equant’s multinational business<br />
customers. She began her career in telecommunications as project<br />
manager for Telmex in Mexico in 1991. Anne holds M.S. and Ph.D. degrees<br />

and as a non-executive director of Edenred, the world leader of prepaid<br />

mobile broadband is the only means of internet access<br />
to most citizens. It offers an opportunity to provide many<br />
Mexicans with the first experience of internet access and bridge<br />
the digital divide. The government has recognised the important<br />
role of mobile broadband in digital inclusion and socio-economic<br />
development by exempting internet services from the special consumption<br />
tax (IEPS), though it remains for mobile services in general.<br />
A supportive business environment and operator investment<br />
in 3G has placed Mexico among the top-half of the countries in the<br />
region in terms of take-up of 3G services. Nevertheless, in international<br />
comparisons, Mexico’s 3G take-up comes below the global<br />
average for countries of similar income levels. 4<br />
Cisco estimates that smartphone mobile data traffic in Mexico<br />
will grow 30-fold from 2012 to 2017 at a compound annual growth<br />
