SAPD unveils new tool to fight crime

that is basically a crime lab on wheels.

could become unusable with time.

unit will be able to conduct
the scrupulous work of crime scene

a lengthy procedure, crime scene
processing will be greatly reduced by
cutting out travel time.

site. The van is fully stocked with
computers, measuring kits, flashlights,
a mini fridge, a Super glue

The entire van is kept clean and
sterile to prevent contamination of
evidence.
Existing vehicle funds were used
instead of taxpayer money to obtain
the crime scene response vehicle.

Making Memories Breast Cancer
Foundation, a non-profit
organization dedicated to granting
wishes to men and women
battling stage IV breast cancer
has kicked off its annual Brides
Against Breast Cancer Nationwide
Tour of Gowns and will
be stopping in our very own city
from July 31 to August 1. Visitors
will have an opportunity to
find a dream gown while making
wishes come true for metastatic
breast cancer patients.
“I feel very strongly about the
work that we do,” Brenda Chovanak,
tour director for Brides
Against Breast Cancer. I’ve been
involved in helping grant wishes
since 2004 and you can’t put
into words how much it means
for those families who are going
to have to say goodbye to someone
they love very much. These
women are fighters and they
might be weak from the disease
but they’re hanging in there.”
The dresses aren’t your ordinary
gowns –more than half
are brand new and have been
donated to this organization by
famous designers, manufacturers,
bridal shops and individuals.
Prices start as low as $99. “Some
of the most valuable dresses
you’ll find are usually donated
by individuals and that’s where
you’ll find a Vera Wang dress
in our couture section,” added
Chovanak.
Tiaras, veils, crinolines and

on sale. Proceeds will benefit

Governor Perry visits seniors center

With a great deal of hard work,
dedication and perseverance, the
District 5 Senior Multi-Service
Center finally opens its doors –and
Governor Rick Perry was there to
confirm it.
“San Antonio is known for being
a city of passion,” he said on
Tuesday morning. “It’s home to a
lot of veterans and retired teachers,
and having a way to say thank you
through centers like these are one
of the ways that we do that. You
all help build a good world and we
have a deep respect for each of you
and how you’ve given back.”
The governor also recognized
the military. “This city is so fortunate
to have a great military
history,” he stated. “Men and
women who have given so much
to our country deserve our support.
They deserve the ability to
have a safe neighborhood to live
in, a facility like this where they
can come and not only enjoy the
company but know that they’re
going to be safe.”
Perry concluded his speech
praising District 5 Councilman
David Medina, Jr. for his continuous
accomplishments and ongoing
drive for the success of our city.
“Such a young, dynamic, caring

and compassionate individual,” he
began. “He has that San Antonio
passion burning in his heart for
you, for his city, and for the state
of Texas and for that I thank him.”
You name it, the center has it.
Education classes, fitness and
health, dancing, bingo and daily
meals—they’re all part of the
11,000-square-foot facility, located
at 2701 South Presa inside
what was an H-E-B supermarket
for more than six decades.
“When H-E-B closed, it was
devastating to the community because
everything was gone. It was
like a big chunk of the community
had been taken away from us,” said
Aida Meza, a San Antonio resident
who’s attended the center with her
husband, Gilberto, since its inception.
“But now I think we got the
better end of the deal because we
got two for the price of one!” she
said, referring to the center and the
dollar store next door.
“We needed something like this
for a long time,” she added. “The
ambiente [environment] here is unbelievable.
Everybody is friendly,
everybody is nice –we have actually
met people that have been in
the neighborhood for 40 years like
us and we never met before!”
Councilman Medina shared his
dedication and commitment to his
community. “District 5 is a community
I grew up in, a community
I love, and a neighborhood I have
a passion for,” he mentioned. “But
most definitely I understand as a
councilperson that it’s extremely
important that all of our seniors
in San Antonio to have all of
the resources necessary, and we
will continue to fight to keep our
neighborhood safe, prosperous and
blessed.”
The center is open Monday
through Friday from 7:45 a.m. to
4:30 p.m. Seniors can take advantage
of medical and dental screening
services provided on-site by
WellMed, along with fitness activities
sponsored by Family Service
Association, YMCA and YWCA.
In addition to noon meals and
health education, the Department
of Community Initiatives offers
basic computer classes to seniors at
the center’s new computer lab, and
case management for emergency/
resource assistance. AARP provides
on-site assistance to seniors
interested in seeking employment
or job training. Arts and crafts and
recreational activities will also be
featured at the center.

L.A. activists headed for Arizona
participation in the state. “In
1994, California Gov. Pete
Wilson’s attack on immigrants
spurred Latinos to organize and
fight for their rights alongside
the rest of California’s working
people, as never before
in our state’s history,” said
Maria Elena Durazo, executive
secretary-treasurer of the L.A.
labor federation. “The renewal
of that attack in the form of SB
1070 has made our members
realize that to protect our rights
as working people we must
reach out beyond our state’s
borders and find ways to build
a real long-term partnership
with our neighbors in Arizona.”
Petra Falcon, director of
Promise Arizona and one of
the event’s Arizona hosts,
said she helped arrange the
visit because “we believe it is
extraordinarily important to
look at the passage of SB 1070
and other similar legislation in
the context of the continued
struggles of all working people
in Arizona, and of our state and
federal lawmakers’ failure to
address those struggles.”

On Thursday, more than
550 members of Los Angeles
unions, faith and community
groups will travel in a caravan
of 11 buses bound for Phoenix
on the day SB 1070 is scheduled
to go into effect. Their
message is simple: “We are all
the same.”
Sponsored by the Los Angeles
County Federation of
Labor, AFL-CIO, the activists
will meet with working Arizonans
who have been struggling
with the economy and are now
facing the state’s new immigration
law. “What Arizona
has done is it has awakened

on the street? Can police officers
really decide that?” added
Martinez. “The Arizona law is
shameful, it’s un-American and

There has to be a better way to
address the issue of immigration
in this country.”
Martinez shared his concerns
with other states that might
pass similar legislation. “It’s
about violating the constitutional
rights of people who
look or sound foreign which
is creating racial profiling,”
he explained. “As free people
in America, we embrace the
constitution of life, liberty and
the pursuit of happiness, and
that defines what our nation
should stand for. We stand for
what is right for justice and
civil human rights,” continued
Martinez.
While the Arizona law has already
been passed and is ready
to be implemented, it has not
escaped severe criticism from

Governor Rick Perry expressed
his concern with the
fact the law will permit lawsuits
against police officers.
“Allowing a private citizen to
sue a police officer for not doing
their work –I think this is
missing the greater issue, which
is border security,” said Perry.
“That’s what we really need to
be focused on. You can’t have
an immigration policy until you
secure the border.”
President Obama will be
coming to Texas on August 9 to
talk with the governor and people
of public safety to discuss
ways to secure the border. “We
can do that,” stated Perry. “It’s
not greatly difficult, it requires
some resources. I think it would
be highly educational for him
to actually talk to people who
deal with this issue every day.”
The unions will also kick off
a new partnership with Arizona
groups to increase Latino voter

Texas Attorney General
Abbott challenges EPA

Texas Attorney General Greg Abbott
filed a legal challenge against
the U.S. Environmental Protection
Agency regarding their decision to
reject the Texas Flexible Permits
Program to defend the state’s legal
rights and challenge improper overreach
by the federal government.
The petition was filed with the U.S.
Court of Appeals for the Fifth Circuit
in New Orleans earlier this week.
The EPA’s decision threatens
tens of thousands of jobs in Texas,
according to the Governor’s office.
“The EPA’s overreach is as potentially
devastating as it is unnecessary,
as Texas has achieved greater
improvements in air quality than
the nation as a whole since 2000
through our use of incentives and
innovation,” Gov. Rick Perry said
in a statement Monday.
“Instead of worrying about cleaner
air, the EPA seems intent upon putting
the jobs of tens of thousands of
hardworking Texans at risk, mainly
so the EPA can impose a system it
says will be easier for Washington
bureaucrats to understand. The
EPA’s actions would likely result
in significantly higher prices for energy
and just about everything else,
a frightening prospect during a time
so many Americans are struggling to
make ends meet,” he added.
By rejecting Texas’ Flexible Permits
Program, the EPA declares the
state program does not comply with
federal law. That decision not only
imposes significant uncertainty on
entities that employ thousands of
Texans, but also threatens the livelihood
of their employees.
The EPA’s decision also threatens
a regulatory program that has successfully
reduced harmful emissions
in the State of Texas. Emissions data
cited by the Governor’s Office demonstrates
the Texas clean air program
achieved a 22 percent reduction in
ozone and a 46 percent reduction in
Nitrogen Oxide, which outpaces the
eight percent and 27 percent reductions
recorded nationally.

Program, Texas had a large number
of “grandfathered” facilities that predated
the State’s permitting program,
which began in 1971. The program
gave facilities more flexibility and
control, resulting in reduced emis-

sions and compliance with all state
health standards and all applicable
federal Clean Air Act requirements.
Even the EPA acknowledges that no
agency had statutory authority to impose
controls on – or require permits
for – these grandfathered facilities.
Thanks to the Flexible Permits
Program – and Texas laws that
later imposed mandatory permitting
requirements – there are no longer
any grandfathered facilities in Texas.
In contrast, many states across the
country still have facilities that are
exempt from state and federal permitting
requirements.
The TCEQ submitted its Flexible
Permits Program rules to the EPA
in 1994. Although the TCEQ has
been issuing flexible permits without
interference from the federal government
since the Clinton Administration,
the EPA rejected the rules and
disapproved the Texas program on
July 15, 2010.
Under the Clean Air Act, the EPA
was required to act on Texas’ rules
within one year. But the federal
government waited more than a
decade, through three presidential
administrations, to take action and
reject the TCEQ’s Flexible Permits
Program rules.
Even though more than a dozen
years passed since the rules were
submitted, Texas, through the
TCEQ, tried to work with the
Obama administration and resolve
the new EPA administrator’s objections.
On June 16, 2010, TCEQ
set up draft rules that amended the
Flexible Permits Program to address
the federal government’s concerns.
Still, the EPA rejected the Texas
program just one month after the
State’s new proposed rules were
published.
The EPA disapproved the Flexible
Permits Program and imposed
the federal government’s judgment
on Texas despite Section 101 of the
Clean Air Act, which provides that
air pollution prevention “is the primary
responsibility of the States and
local governments.” Section 110 of
the Act clearly gives authority to the
states in this matter, stipulating, “…
each State shall have the primary
responsibility for assuring air quality
within the entire geographic area
comprising such State.”
“This legal action is the next step
in our ongoing commitment to fight
back against the Obama Administration’s
ever-widening effort to
undermine our air quality initiatives
and force a heavy-handed federal
agenda on the people of Texas,”
Perry added.
La Prensa asked EPA’s Region
6 to explain how EPA’ s reforms
do better and at what cost. We also
asked why now, since the permits
have been in place for 12 years and
with the turmoil in the economy,
this could create changes that could
cost jobs
David Bary, EPA Public Information
Officer, responded via e-mail. It
seems the EPA is using results from
an earlier period (1994 to 2000)
on which to base its decision. The
response said:
“It appears that TCEQ has calculated
their ozone and NOx reductions
over the 2001 - 2008 time
period. The improvements in ozone
and NOx are due to the Ozone
State Implementation Plan control
measures required by TCEQ and
which took place during this time
period - not benefits from Flexible
Permits. Earlier information for the
time period of 1994 to 2000 showed
a relatively flat to slight decrease
in ozone and this was the period
when the Flexible Permit program
was being implemented and before
the aggressive Ozone SIP measures
were adopted and implemented.
EPA and Business Coalition for
Clean Air (BCCA) Appeal Group,
Texas Association of Business,
and Texas Oil and Gas Association
reached an agreement regarding the
timing of federal review of aspects
of Texas’ air permitting program
in July 2009. The settlement established
a schedule for EPA actions
including acting on the states
proposed flexible permit program.
The schedule for action on about 30
proposed changes to the Texas program
was published in the federal
register after public comment. The
agreement set a deadline of June 30,
2010 for Flexible Permit program.
The next deadline is for NSR reform
on August 30.”
No one at the EPA could be
reached by phone for clarification
of their statement.
Sealed proposals will be received by the City Clerk,
City Hall, until 2:00 P.M.

SBOE Permanent School Fund up 25 percent in 2009

The Permanent School Fund,
managed by the State Board of
Education, is the state’s public
school endowment fund. It is one
of the largest education endowments
in the country, created by
the state to provide additional
funding for education every year
from earnings from the principal
in the fund. In 2009, the PSF enjoyed
a 25 percent return, placing
it in the top 10 percent of public
funds.
The State Board of Education
approved a new asset allocation
for the $22.2 billion PSF that includes,
for the first time, making
about $100 million available for
charter school facilities and putting
$1.5 billion in a risk parity
strategy.
About $800 million will be
used to purchase new science text
books for schools across the state
this year, as well as a straight allotment
of $247 per student for a
total of about 4.8 million Texas
students, also for the 2010-2011
academic year. Additionally,
after extensive debate, the board
set aside $100 million for charter
schools, although they have not
yet determined how the funds will
be distributed.
According to a press release
from the SBOE, the board voted
7-6, with two members absent, to
approve the new asset allocation
mix that sets aside 0.5 percent
of the fund for charter school facilities.
Members also approved a
proviso that said funds would not
be spent on the charter facilities
unless the board received a favorable
opinion from the state’s attorney
general or express legislative
authority.
Board Chair Gail Lowe will
seek the attorney general’s opinion
to clarify whether the board
can invest in charter facilities and
maintain its constitutional duty
to meet the “prudent person standard”
with all investments.
Determining the asset allocation
“is the most important decision we
make for the fund,” Lowe said.
The asset allocation strategy sets
spending and investment targets
for the PSF.

schools. There are currently 210
charters holders. Because charter
schools do not have local taxing
authority, their funding is dependent
on state and federal aid and
grants. Many operate on extremely
tight budgets, leaving them unable
to purchase property. They are often
located in strip shopping malls
or churches. Because they lease
the property, charter schools tend
to move from location to location
far more frequently than does a
traditional school.
Some board members argued
that by investing in property
that could be leased or rented by
charter schools, the board could
help this segment of the school
community while earning a return
on the fund’s investment. Other
board members argued that there
were too many unanswered legal
questions surrounding this issue
and said it would not be prudent to
invest in charter schools because
they are considered high risk and
are sometimes even unable to get
traditional bank loans.

Risk parity is a term for a variety
of investment techniques that attempt
to take equal risk in different
asset classes.
With so much money sitting in
the fund, La Prensa wondered if it
could be a target to help the state
relieve the deficit it’s facing.
“The principal is rarely touched,
and only if Texas legislators pass
a bill to use that money,” Debbie
Ratcliffe, spokesperson for the
SBOE at the Texas Education
Agency, told La Prensa. She was
not concerned that the state would
raid the fund to make up for projected
deficits in the state budget,
at least, not at this point.
“Thanks to improved returns for
2009, the fund is able to pay about
$12 more per student this year than
it did last year,” she added.

According to the SBOE Web
site, by 1876, the Texas Constitution
stipulated certain lands and
all proceeds from the sale of these
lands should also constitute the
PSF. Additional acts gave even
more public domain land and
rights to the PSF. In 1953, the U.S.
Congress passed the Submerged
Lands Act that relinquished to
coastal states all rights of the
U.S. navigable waters within state
boundaries.
After three years of litigation,
from1957 to 1960, the U.S. Supreme
Court affirmed Texas’
historic three marine leagues
(10.35 miles) seaward boundary
in May of 1960. Texas proved its
submerged lands property rights
to three leagues into the Gulf of
Mexico by citing historic laws and
treaties dating back to 1836. All
the lands lying within the limit belong
to the PSF, and proceeds from
the sale and mineral-related rental
of these lands including bonuses,
delay rentals and royalty payments
make up the principal of the Fund.

KWEX Univision 41 auspiciará
su segunda Copa anual el sábado 25
de septiembre. Éste torneo y festival
unirá a fanáticos de fútbol del sur
de Texas.
“Estamos muy emocionados de
auspiciar la segunda Copa Univision
San Antonio en celebración con el
deporte más popular del mundo y
posteriormente a la Copa del Mundo
este verano”, dijo el gerente general
y vicepresidente de KWEX Univision
41 y KNIC TeleFutura 17, Luis
Patiño.
Chicos y grandes podrán participar
en el torneo del deporte más afamado
mundialmente. Los equipos serán de
8 jugadores y habrá 14 divisiones.
Desde la sub 8 hasta hombres y
mujeres adultos. Solamente jugarán
5 jugadores a la vez en una cancha
mucho más pequeña que la de un
campo de fútbol original con el fin
de crear una competencia más emocionante
y para que el índice de goles
sea más alto.
Se estiman que 125 equipos se
unirán a la Copa este año. Todos los
participantes recibirán una playera
conmemorativa de la Copa Univision
además cada equipo obtendrá una
pelota de futbol de la Copa. A los
equipos del primer y segundo lugar

la temporada NFL 2010, es ganar
partidos en la National Football
Conference (NFC), donde los
Cowboys de Dallas (Vaqueros
de Dallas) se encuentran sembrados
en el grupo del este, en el
cual contenderán por obtener el
liderato.
Para lograr el liderazgo tienen
que superar de principio a fin a
sus rivales de grupo; Lions de
Detroit, Giants de Nueva York,
Eagles de Filadelfia y a los Redskins
de Washington. La NFC la
integra a 16 equipos, mismos que
componen los grupos del Este,
Norte, Sur, y Oeste. En el sur
milita el actual campeón Saints
de Nueva Orleáns, que segura-

Wade Phillips says the Dallas
Cowboys field an “elite” quarterback.
Tony Romo knows better.
No disrespect to his head coach,
but even Romo realizes that he still
hasn’t met all the criteria needed to
deserve mention in the same breath
as Tom Brady, Peyton Manning
and Drew Brees.
“You’re judged at the quarterback
position by wins, Super Bowls
and things of that nature,” Romo
said Saturday after the Cowboys’
first training camp practice. “I
love the tradition and history of
the game, so for me, you set out to
accomplish certain goals. Right at
the top, the only way to be included
in any talk of anything is to go out
and win championships.”
The clock is running.
Only three of the past 11 Super
Bowls were won by quarterbacks
age 30 and above. There are 11
projected NFL starters this season
in that age bracket. Minnesota’s
Brett Favre, Brady, Brees and Manning
have earned their rings, with
the latter two meeting last season
in Super Bowl XLIV.
Romo, who turned 30 on April
21, is among the seven who
haven’t. The group consists primarily
of former stars who may have
plateaued (Washington’s Donovan
McNabb and Seattle’s Matt Hasselbeck),
stopgaps (Cleveland’s
Jake Delhomme and St. Louis’ A.J.
Feeley) and a starter on the hot seat
(Jacksonville’s David Garrard).
That leaves Romo and Cincinnati’s
Carson Palmer. Both led their
teams to division titles last season,
but the expectations and Super
Bowl hype surrounding the 2010
Cowboys is far greater.
The same applies for Romo
himself. Even though he shook
off a huge monkey by winning his
first playoff game last season, critics
who doubt he has what it takes
to win a championship are still on
his back.
After four years as a Cowboys
starter, Romo has learned not to
sweat it.
“I’m much harder on myself

than anybody else will ever be,”
he said. “I get upset at the smallest
little thing I might mess up. Other
people can talk and make their assumptions.
I know that I’m excited
about the improvement I hope I
made this offseason.”
Romo, who reported to camp
five pounds lighter than his target
weight of 228, wouldn’t reveal
what he focused on specifically
besides bettering his already stellar
golf game. Dallas quarterbacks
coach Wade Wilson and offensive
coordinator Jason Garrett said they
reinforced many of the same points
that led to Romo’s 2009 improvement.
Both coaches believe Romo still
hasn’t reached his full potential,
which separates him from some of
the league’s other 30-something
quarterbacks. Romo also hasn’t
grown stubbornly complacent in
his ways, another factor that negatively
affects some veterans and
ultimately leads to their demise.
“Playing the game probably
won’t be quite as enjoyable when
I stop getting better than I was the
year before,” Romo said. “That
hasn’t happened yet.”
Romo posted personal bests
in passer rating (97.4), yardage
(4,483), completions (347) and attempts
(550) while tossing a careerlow
nine interceptions during the
2009 regular season. Brad Johnson,
who was Romo’s backup in 2007
and 2008, said he noticed marked
gains when watching the Cowboys
play. In particular, Johnson said
Romo took a more conservative
approach when plays broke down
“instead of trying to create a lot of

“He got away from a lot of the
fumbles and crazy interceptions,”
said Johnson, who won a Super
Bowl at age 34 with Tampa Bay in
2002. “He looked like he was under
control the whole year.”
Along the way, Romo answered
lingering questions about his leadership
skills — Cowboys legends
like Emmitt Smith and Troy Aikman
had called him out — and
dispelled the perception that jetsetting
with Hollywood celebrities
like ex-girlfriend Jessica Simpson
was detracting from his football
focus.
“I think there’s been a lot of little
things over the years,” Romo said
when asked his biggest areas of
improvement. “Footwork, an armangle
change, decision-making,
experience in certain situations …
There’s 30 I could probably run
off. But without any specific one,
you’re not where you need to be.”
Garrett, a 12-year NFL quarterbacking
veteran, said if Romo plays
10 more years there will still be
areas he needs to improve.
“He’s got to get his feet right,”
Garrett said. “He’s got to throw
more accurately. He’s got to know
the offense better. He’s got to be
quicker with the ball. He’s got to
manage the game better.
“John Elway in his 17th year was
doing the same thing. Look at the
strides Brett Favre made last year.
Can you play much better than he
played? It’s hard to do. We’re in
that environment where we try
to learn every day. It’s a lifelong
process.”
For some quarterbacks, that
process gets derailed early in their
careers. An inferior supporting
cast, too many season-by-season
changes in offensive systems and/
or impatient team management
can doom a neophyte. Wilson also
espoused what is painfully obvious:
Some of the 21 starting NFL
quarterbacks under the age of 30
aren’t ready for the role, but are
thrust onto the field prematurely to
justify the high salaries associated
with being early draft picks.
Romo has none of the above
excuses. The undrafted Romo spent
his first three NFL campaigns as a
reserve before getting to start during
2006 season. Romo will enter
his fourth consecutive season with
the same coordinator and quarterbacks
coach, a luxury enjoyed by
only five of his peers. Thanks to
that continuity, Phillips said he
expects the team’s entire offensive
package will be installed before the
August 8 preseason opener against
Cincinnati.
Romo also is surrounded by the
league’s best all-around cast of
skill-position players. Dallas has
two returning 1,000-yard receiving
targets (wideout Miles Austin and
tight end Jason Witten) as well as
three productive running backs in
Felix Jones, Marion Barber and
Tashard Choice. Another piece of
game-breaking talent was added
with the first-round selection of
wide receiver Dez Bryant, who
has shined during early preseason
practices inside San Antonio’s
Alamodome.
Cowboys owner Jerry Jones is
even bullish about two suspect
players: Wide receiver Roy Williams
and new left tackle Doug
Free. Jones said the Cowboys’
coaching staff has spent the offseason
trying to find a way to more
effectively deploy Williams, who
has a disappointing 57 catches
since being acquired from Detroit
early in the 2008 season. Free is far
less experienced than released 12-
year veteran Flozell Adams. Jones,
though, hinted Free’s athleticism
could lead to more plays like slip
screens that will cause speed rushers
to think twice before simply
charging up-field after Romo.
“(Free) has to show it and do
it,” Jones said. “But if he gets that
done, I think Tony will get some
throws in that he might not have
had the chance to get right last
year.”

PARA EL PERMISO DEL SISTEMA DE ELIMINACIÓN DE DESCARGAS DE CONTAMINANTES DE TEXAS (TPDES) PARA AGUAS RESIDUALES INDUSTRIALES
[MODIFICACIÓN]
PERMISO NO. WQ0003955000
SOLICITUD Y DECISIÓN PRELIMINAR. La Fuerza Aérea de los Estados Unidos, Agencia de Bienes Inmuebles de la Fuerza Aérea (AFRPA por sus siglas en en inglés), 2261
Hughes Avenue, Suite 121, Lackland AFB, Texas 78236, una instalación de la USAF que operaba como la Base Antigua Aérea de Kelly, la cual que se encarga de remediar la
contaminación de tierra y agua subterránea, ha solicitado a la Comisión de Calidad Ambiental del Estado de Texas (TCEQ por sus siglas en inglés) una modificacón principal
al TPDES No. WQ0003955000 para autorizar la eliminación del Desagüe 002 no construida, la eliminación de muestras totales requeridas de PCBs en el Desagüe 003, y la
modificación de los acres de irrigación de 195 acres a 198 acres. El permiso actual autoriza la descarga de agua subterránea tratada y enjuague de un flujo diario, de no exigir
1,000,000 de galones por día por medio de los Desagües 001, 002, y 003; la descarga de agua subterránea tratada y enjuague de un flujo diario aproximado, de no exigir 150,000
galones por medio del Desagüe 004; y la irrigación de 195 acres de la Base Fuerza Aérea de Lackland con agua subterránea tratada de un grado de aplicación hidráulico de no
exigir 4.0 pies-acre por acre por año. La TCEQ recibió esta solicitud el 3 de septiembre del 2009.
La planta está ubicada en un terreno junto a la Base Fuerza Aérea de Lackland, sur de la carretera U.S. Highway 90 y al éste de la intersección de Leon Creek y Military Drive, en
la porción sudeste de la ciudad de San Antonio, en el Condado de Bexar, Texas, 78226. El local de la solicitud de propiedad está situado en La Base Fuerza Aérea de Lackland.
El efluente tratado es descargado por medio del Desagüe 001 a la parte sur de Leon Creek en el Segmento No. 1906 de la Cuenca del Río San Antonio; por medio del Desagüe
003 a un drenaje pluvial y de allí a Six Mile Creek; de allí a la parte norte del Río San Antonio en el Segmento No. 1911 de la Cuenca del Río San Antonio; y por medio del Desagüe
004 por pipa y drenaje pluvial a un tributario sin nombre de Leon Creek; de allí a la parte sur de Leon Creek en el Segmento 1906 de la Cuenca del Río San Antonio. Los usos
no clasificados de las aguas receptoras son no significativos, usos de la vida acuática para Six Mile Creek y el tributario sin nombre de Leon Creek. Los usos designados para el
Segmento No. 1906 son uso excepcional de vida acuática, navegación y recreación de contacto, abastecimiento de agua potable y los usos designados para el Segmento No.
1911 son excepcionales de vida acuática y navegación y recreación de contacto.
De acuerdo con la 30 TAC §307.5 y los procedimientos de implementación de la TCEQ (enero 2003) para las Normas de Calidad de Aguas Superficiales en Texas, fue realizada
una revisión de la anti degradación de las aguas recibidas. Una revisión de anti degradación del Nivel 1 ha determinado preliminarmente que los usos de la calidad del agua
existente no serán perjudicados por la acción de este permiso. Se mantendrá un criterio narrativo y numérico para proteger los usos existentes. Una revisión del Nivel 2 ha determinado
preliminarmente que no se espera ninguna degradación significativa en la parte sur de Leon Creek, el cual se ha identificado que tiene altos usos en la vida acuática.
Los usos existentes serán mantenidos y protegidos. La determinación preliminar puede ser reexaminada y puede ser modificada, si se recibe alguna información nueva.
El Director Ejecutivo de la TCEQ ha completado la revisión técnica de la solicitud y ha preparado un borrador del permiso. El borrador del permiso, si es aprobado, establecería
las condiciones bajo las cuales la instalación debe operar. El Director Ejecutivo ha tomado una decisión preliminar que este permiso/plan de cumplimiento, si es que sea emitido,
cumple con todos los normativos y legales. La solicitud del permiso, la decisión preliminar del Director Ejecutivo, y el borrador del permiso/plan de cumplimiento están disponibles
para leer y copiar en la biblioteca pública de San Antonio, sección de documentos de gobierno, 600 Soledad Street, en San Antonio, Texas.
COMENTARIO PUBLICO / REUNION PUBLICA. Usted puede presentar comentarios públicos o pedir una reunión pública sobre esta solicitud. El propósito de una reunión
pública es dar la oportunidad de presentar comentarios o hacer preguntas acerca de la solicitud. La TCEQ realiza una reunión pública si el Director Ejecutivo determina que hay

un/a audiencia administrativa de lo contencioso.” Si presenta por parte de un grupo o asociación el pedido para una audiencia administrativa de lo contencioso,
debe identificar el nombre y la dirección de una persona que representa al grupo para recibir correspondencia en el futuro; debe identificar un miembro del grupo que

El Puente Hays Street, importante
vía de acceso en el este del
centro de San Antonio fue puesto
en servicio el martes pasado para
uso exclusivo de ciclistas y peatones.
Esta obra es un factor importante
para la revitalización de
este sector de la ciudad.
Hace 100 años el Puente Hays
Street fue transportado del sur del
estado a la ciudad de San Antonio
y el año pasado fue objeto de una
rehabilitación con costo de 3.7
millones de dólares, los cuales
fueron aportados por las siguientes
instituciones: Tax Increment Reinvestment
Zone 11, Hays Street
Bridge Restoration Group, Office
of Historic Preservation y por
donaciones privadas.
La ceremonia inaugural dio
inicio a las 10 de la mañana con

Para completar el aspecto estético

comisionó al escultor Riley Robinson
para instalar una serie de
siluetas galvanizadas en las rampas
de entrada al puente.
Inmediatamente después de la
ceremonia inaugural el puente entró
en servicio uniendo dos sectores
del centro de la ciudad y que será
de gran utilidad para peatones y
ciclistas.
El Puente Hays Street, de 100 años de antigüedad, ubicado en el este de la ciudad, ahora será de uso

A todos los que nos encanta la
comida mexicana de repente nos
atrapa la melancolía y queremos
algo que nos recuerde a nuestro
México lindo y querido.
En San Antonio existen cientos
de establecimientos de comida
mexicana pero solamente el restaurante
Hecho en México tiene
la hamburguesa 100 por ciento al
estilo México.
Lo que hace tan especial a esta
hamburguesa son sus ingredientes,
carne y pan. Como buena hamburguesa
mexicana lleva aguacate,
jamón a la plancha, queso, tomate
y jalapeño.
La carne de cada hamburguesa
es como su sello personal es decir
lo que la distingue de decenas de
hamburguesas del mercado.
La carne de Hecho en México
