Figure 4.25 shows detailed distribution of the percentage of effective implementation by State in the Pan American Region. La Figura 4.25 muestra una distribución más detallada del porcentaje de implementación efectiva por Estado, en la Región Panamericana. Figure 4.25 Figure 4.25 only shows the extent of official effective implementation information, based upon ICAO audit program results. The year of the last update is also presented. It should be noted that in the interim period, States may or may not have improved their safety oversight processes; however, changes/ improvements can only be reflected after ICAO conducts an ICAO Coordinated Validation Mission (ICVM) and publishes the updated results. Figure 4.25 also shows the average effective implementation in the Pan American Region, which increased from 65.21% to 2010 to 68.22% as of October 2012. This was mainly due to improvement with effective implementation of the ICAO CEs achieved by Colombia, Costa Rica, Ecuador and Mexico. According to ICAO, States should target their efforts to increase and maintain effective implementation above 60%. In the Pan American Region, 13 of the States audited show effective implementation below 60%. Figure 4.26 shows a comparison between effective implementation and traffic volume (departures) by States in 2011. La figura 4.25 muestra únicamente la información oficial sobre la implementación efectiva, con base en los resultados de los programas de auditoría de la OACI. También se presenta el año de la actualización. Debe tenerse en cuenta que es posible que los Estados hayan mejorado sus procesos de vigilancia de la seguridad operacional, pero esto se verá reflejado únicamente luego de realizar la Misión de Validación Coordinada (ICVM) de la OACI y publicar los resultados actualizados. Asimismo, tal como se muestra en la figura 4.25, el promedio de Implementación Efectiva en la Región Panamericana se incrementó de 65.21% hasta 2010, a 68.22% hasta octubre de 2012. Esto fue el resultado, principalmente, de una mejor implantación efectiva de los Elementos Críticos de la OACI por parte de Colombia, Costa Rica, Ecuador y México. De acuerdo con la OACI, los Estados deberían enfocar sus esfuerzos a aumentar y mantener la Implementación Efectiva sobre 60%. En la Región Panamericana 13 de los Estados auditados todavía muestran un porcentaje de Implementación Efectiva inferior a 60%. La Figura 4.26 compara la implementación efectiva con el volumen de tráfico (salidas por Estado) en 2011. 28
