Se trata, sin duda, <strong>de</strong> un númeroespecial, no sólo por <strong>la</strong> calidad <strong>de</strong> sus contenidossino, sobre todo, por <strong>la</strong> oportunidad <strong>de</strong> su publicación.Este año <strong>de</strong> 2013 es, <strong>de</strong>s<strong>de</strong> luego, crucial en nuestro afánpor conseguir que <strong>la</strong> cultura, entendida como medio <strong>de</strong>transmisión <strong>de</strong> conocimiento, como producto resultado<strong>de</strong> ese conocimiento, como cohesionador social, comomanifestación <strong>de</strong> i<strong>de</strong>ntida<strong>de</strong>s, sea reconocida, también,como un pi<strong>la</strong>r esencial <strong>de</strong>l <strong>de</strong>sarrollo humano y económico<strong>de</strong> nuestras socieda<strong>de</strong>s.Como podrán leer en el artículo que abre esta edición,Francesco Bandarin, Subdirector General <strong>de</strong> <strong>Cultura</strong> <strong>de</strong> <strong>la</strong>UNESCO, nos recuerda que, en 2013 tienen lugar una serie<strong>de</strong> reuniones, a esca<strong>la</strong> mundial, que <strong>de</strong>batirán sobre porquéy cómo incorporar <strong>la</strong>s políticas culturales en los nuevosObjetivos <strong>de</strong> Desarrollo Sostenible que <strong>la</strong> comunidadinternacional aprobará en 2015 como sucesores <strong>de</strong> losObjetivos <strong>de</strong> Desarrollo <strong>de</strong>l Milenio. Aquí, en <strong>la</strong> región<strong>la</strong>tinoamericana y caribeña, en marzo <strong>de</strong> este mismo año,durante <strong>la</strong> celebración conjunta en Suriname <strong>de</strong>l XIX Foro<strong>de</strong> Ministros <strong>de</strong> <strong>Cultura</strong> y Encargados <strong>de</strong> Políticas <strong>Cultura</strong>les<strong>de</strong> <strong>la</strong> región y <strong>la</strong> Primera Reunión <strong>de</strong> Ministros <strong>de</strong> <strong>Cultura</strong><strong>de</strong> <strong>la</strong> Comunidad <strong>de</strong> Estados Latinoamericanos y Caribeños(CELAC), los más altos responsables ya reconocían <strong>la</strong>importancia <strong>de</strong> <strong>la</strong> cultura para el crecimiento económico,<strong>la</strong> erradicación <strong>de</strong> <strong>la</strong> pobreza y el <strong>de</strong>sarrollo sostenible <strong>de</strong> <strong>la</strong>región.Este número <strong>de</strong> <strong>Cultura</strong> y Desarrollo es parte <strong>de</strong> losesfuerzos <strong>de</strong> <strong>la</strong> <strong>Direct</strong>ora General <strong>de</strong> <strong>la</strong> UNESCO por incluir<strong>la</strong> cultura en <strong>la</strong> agenda <strong>de</strong> <strong>de</strong>sarrollo post-2015 y suponeuna contribución a los <strong>de</strong>bates internacionales al presentarreflexiones y experiencias que profundizan en el potencial<strong>de</strong> <strong>la</strong> cultura para el <strong>de</strong>sarrollo. Es el caso <strong>de</strong> <strong>la</strong> participación<strong>de</strong> Marta Suplicy, Ministra <strong>de</strong> <strong>Cultura</strong> <strong>de</strong> Brasil, <strong>de</strong> Abe<strong>la</strong>rdoMoreno, Viceministro <strong>de</strong> Re<strong>la</strong>ciones Exteriores <strong>de</strong> Cuba yCoordinador <strong>de</strong> <strong>la</strong> Presi<strong>de</strong>ncia Pro Tempore <strong>de</strong> <strong>la</strong> CELACy <strong>de</strong> Myrna Cunningham, Ex Presi<strong>de</strong>nta y actual miembro<strong>de</strong>l Foro Permanente <strong>de</strong> Naciones Unidas para CuestionesIndígenas.Herman van Hooff<strong>Direct</strong>or <strong>de</strong> <strong>la</strong> OficinaRegional <strong>de</strong> <strong>Cultura</strong> paraAmérica Latina y el Caribe<strong>de</strong> <strong>la</strong> UNESCOPor otra parte, <strong>la</strong> revista presenta los resultadosobtenidos, hasta el momento, en el <strong>de</strong>sarrollo <strong>de</strong><strong>la</strong> Batería <strong>de</strong> Indicadores sobre <strong>Cultura</strong> y Desarrollo,que, una vez finalizada, será una herramienta <strong>de</strong> granutilidad para medir el impacto <strong>de</strong> <strong>la</strong> cultura en elbienestar humano y económico. También se presentanexperiencias en <strong>la</strong> región sobre <strong>de</strong>rechos <strong>de</strong> autor,i<strong>de</strong>ntidad y participación social, industrias culturales,cultura y educación, socieda<strong>de</strong>s <strong>de</strong>l conocimiento ycómo los recursos culturales contribuyen al <strong>de</strong>sarrollolocal, entre otros temas.A estas cuestiones se suma <strong>la</strong> <strong>la</strong>bor <strong>de</strong> los centros bajolos auspicios <strong>de</strong> <strong>la</strong> UNESCO CERLALC (Centro Regionalpara el Fomento <strong>de</strong>l Libro en América Latina y el Caribey CRESPIAL (Centro Regional para <strong>la</strong> Salvaguardia <strong>de</strong>lPatrimonio <strong>Cultura</strong>l Inmaterial <strong>de</strong> América Latina), cuyosórganos <strong>de</strong>cisores reconocieron el valioso papel <strong>de</strong> <strong>la</strong>cultura en el <strong>de</strong>sarrollo <strong>de</strong> <strong>la</strong> región.Asimismo, <strong>la</strong> Oficina Regional <strong>de</strong> <strong>Cultura</strong> para AméricaLatina y el Caribe <strong>de</strong> <strong>la</strong> UNESCO, junto a <strong>la</strong> Escue<strong>la</strong>Internacional <strong>de</strong> Cine y Televisión <strong>de</strong> <strong>la</strong> San Antonio <strong>de</strong>los Baños, ha realizado durante el 2013 dos audiovisualesque ilustran <strong>la</strong> valiosa contribución <strong>de</strong> <strong>la</strong> cultura al<strong>de</strong>sarrollo. El primero <strong>de</strong> ellos p<strong>la</strong>sma <strong>la</strong> realidad <strong>de</strong> <strong>la</strong>localidad cubana <strong>de</strong> Gibara, analizando su potencialcultural para el <strong>de</strong>sarrollo social y económico, yel segundo aborda <strong>la</strong> Convención <strong>de</strong> 2005 sobre<strong>la</strong> protección y promoción <strong>de</strong> <strong>la</strong> diversidad <strong>de</strong> <strong>la</strong>sexpresiones culturales a través <strong>de</strong> unos personajes <strong>de</strong>ficción que también ilustran esta edición, creación <strong>de</strong> unjoven diseñador cubano.Es, sin duda, un número oportuno <strong>de</strong> <strong>la</strong> revista comocontribución al <strong>de</strong>bate global sobre cultura y <strong>de</strong>sarrolloy que a<strong>de</strong>más esperamos permita al lector acercarse unpoco más, si cabe, a <strong>la</strong> realidad <strong>de</strong> nuestra región, don<strong>de</strong><strong>la</strong> cultura ya es, sin excepción <strong>de</strong> ningún país, <strong>la</strong> columnaque vertebra <strong>la</strong> rica diversidad y <strong>la</strong> base <strong>de</strong> nuestrobienestar.CULTURA Y DESARROLLO ES UNA REVISTA PERIÓDICA QUE LA OFICINA REGIONAL DE CULTURA DE LA UNESCO PARA AMÉRICA LATINA Y EL CARIBE PUBLICA DESDE EL AÑO 2000.
