Executive SummaryUn<strong>de</strong>r the mandate of NPDES stormwater permit, NCDOT has launched a seriesof research programs to examine the most effective ways to reduce the impacts ofhighway runoff on surface water quality. Currently, the permit has inclu<strong>de</strong>d nine maincomponents to address illicit discharge <strong>de</strong>tection and elimination, post constructioncontrols, encroachment, construction controls, industrial facilities, education andinvolvement, research, and total maximum daily loads.This research attempts to provi<strong>de</strong> NCDOT with (1) scientific observations tovalidate the pollutant removal performance of selected structural BMPs, (2) a databasemanagement option for BMP monitoring and non-monitoring sites, (3) pollutionprevention plans for vehicular maintenance facilities, and (4) treatment options forborrow pit wastewaters.Three structural BMPs were monitored over a period of three to six months. Thegrass filter strip that was installed in Clayton, North Carolina, was able to achieve TSSremovals of 56-94% based on concentration reduction and 68-97% removal based onmass load reduction. The regulatory requirement of 85% TSS removal is within the rangeof the estimated long-term TSS removal of 78%-88% achievable by this filter strip. It isconceivable that TSS removal performance may be affected by the prevailing rainfalldistribution in a particular year. Consequently, state agencies need to consi<strong>de</strong>r the rangeof performance variance as justifications to the fluctuation of treatment performance thatcould have been influenced by annual rainfall patterns. Computer simulation using theVFSMOD computer mo<strong>de</strong>l has revealed that maintaining grass growth in goodconditions with regard to <strong>de</strong>nsity and grass spacing is critical for achieving high sedimentremoval. Depending on the particle size distribution of influent sediment, a majority ofsediment removal can be typically achieved within the first thirty-three feet (ten meters)of a filter strip.The second monitored BMP was a filtration swale installed in Troy, NorthCarolina. This swale has achieved TSS reductions between 56% and 100% based on amass load reduction. Turbidity levels were approximately 50% below inflow levels.The filtration swale appeared to attenuate runoff peak flows rather successfully with peakoutflows lagging inflow discharges by one to five hours. The performance of thefiltration swale as a nutrient trap was variable. The BMP treatment train (filtration swale+ grassed swale) appeared to retain the dominant form of nitrogen in precipitation (NH 4 -N) relatively effectively. However, the retention of NO 3 -N appeared to be almostentirely attributable to hydrologic retention and therefore was variable.The third BMP site was the W.T. Harris Blvd. grassed shoul<strong>de</strong>r in Charlotte,North Carolina. This grassed shoul<strong>de</strong>r could achieve TSS reductions averaging 40%based on concentration differences between overland runoff at the road edge and samplesobtained at the end of the shoul<strong>de</strong>r slope. It is recommen<strong>de</strong>d that active turf managementbe employed on pre-existing grassed shoul<strong>de</strong>rs and swales and efforts be ma<strong>de</strong> on newlyiv
