Resumen EjecutivoEn 2011 se iniciaron las actividades de conmemoración de los10 años de existencia del Centro de Derechos Humanos (CDH)de la Facultad de Derecho de la Universidad de Chile. Desdesu fundación, a finales de 2001, el CDH ha tenido como norteprincipal aportar a la construcción de sociedades democráticasen América Latina basadas en la plena vigencia de los derechoshumanos. Para cumplir con dicho objetivo, hemos desarrolladoactividades de docencia, investigación y extensión.Nuestro programa de Diplomas de Postítulo se ha situado comouna de las principales instancias académicas de formaciónen derechos humanos de la región. Desde 2004, el CDH hacapacitado a 673 profesionales, provenientes de 21 países deAmérica Latina, del sector público, la sociedad civil, la academiay de organizaciones internacionales, a través de los 28 diplomasdictados a la fecha.Con el fin de contribuir al progreso, enseñanza y difusión dela disciplina de los derechos humanos, el CDH también harealizado numerosos proyectos de investigación, que se hantraducido en 25 publicaciones. El CDH cuenta además con dospublicaciones periódicas: el Anuario de Derechos Humanos y elBoletín de Jurisprudencia de la Corte Interamericana de DerechosHumanos. En 2011, publicamos el séptimo número del Anuariode Derechos Humanos. Por su parte, el Boletín de Jurisprudencia,que comenzó a editarse en 2009, ya lleva 12 números publicadosa la fecha.Otro aspecto del trabajo del CDH está enfocado en el análisisy la planificación estratégica en problemáticas de derechoshumanos en América Latina. En una iniciativa conjunta del CDHy la Fundación Konrad Adenauer, en junio se realizó en Lima,Perú, la Tercera Reunión Regional de Justicia Constitucional yDerechos Fundamentales. Asimismo, en noviembre se realizóen Santiago de Chile, la tercera reunión de especialistas enTransparencia, Anti-Corrupción y el Sistema Interamericano deDerechos Humanos.Executive SummaryActivities to commemorate the tenth anniversary of theCentro de Derechos Humanos (CDH), of the School of Law ofthe Universidad de Chile, began in 2011. Since it was foundedin late 2001 the main purpose of the CDH has been to helpbuild democratic societies in Latin America based on the fullenjoyment of human rights. To meet this goal we have carriedout activities in the areas of teaching, research and outreach.Our Graduate Fellowship Program has established itselfas one of the main academic sources of human rights trainingin the region. Since 2004, CDH has trained 673 professionalsfrom the public sector, civil society, academia and internationalorganizations, from 21 Latin American countries, through theirparticipation in one of the 28 fellowship courses offered todate.In order to contribute to the progress, teaching anddissemination of the field of human rights, CDH carries outresearch projects, which have resulted in 25 publications todate. The CDH also has two periodical publications: the Anuariode Derechos Humanos (Human Rights Yearbook) and theBoletín de Jurisprudencia de la Corte Interamericana de DerechosHumanos (Bulletin of Case Law of the Inter-American Court ofHuman Rights). In 2011, the CDH published the seventh issueof the Anuario de Derechos Humanos, whereas the Boletín deJurisprudencia, which was first published in 2009, has beenpublished in 12 issues to date.The CDH also focuses on the analysis and strategicplanning of human rights issues in Latin America. In June,CDH and Konrad Adenauer Foundation, held the third RegionalMeeting Constitutional Justice and Fundamental Rights, inLima, Peru. In November 2011, the third Expert Meeting onTransparency, Anti-Corruption and the Inter-American HumanRights System was held in Santiago, Chile.

Con respecto al equipo humano del CDH, 2011 ha sido un añode transiciones para el Centro. En abril de 2011, José Zalaquettdejó la co-Dirección, quedando Cecilia Medina como Directoradel CDH y Claudio Nash, como Sub-Director del mismo. Unaño más tarde, en abril de 2012, se completó dicho proceso yCecilia Medina dejó la dirección del Centro y Claudio Nash fuenombrado Director.En el equipo académico también se han producido cambiospor alternativas laborales y por procesos de perfeccionamientoprofesional. No obstante, hemos aprovechado esta oportunidadpara reestructurar el Centro, de manera de hacerlo más eficiente.En este sentido, se fusionaron los Programas de “Estado deDerecho” y “Democracia y Derechos Humanos” en un sóloprograma “Democracia y Derechos Humanos”, agrupando lasÁreas de Estado de Derecho, Procesos de Democratización yTransparencia, Accountability y Lucha contra la Corrupción. ElPrograma “Mujeres y Derechos Humanos” se mantiene comoel otro eje del CDH.En este año muy especial para el CDH, queremos agradecer atodos los/as alumnos y alumnas que han participado de nuestroscursos, ya que son quienes mejor representan el espíritu denuestro trabajo orientado a la defensa de los derechos humanosen la región. Asimismo, queremos reconocer el meritorio aporteen la fundación y desarrollo de este Centro de cuatro personas:Cecilia Medina Quiroga, José Zalaquett Daher, Claudio NashRojas e Ingrid Wittebroodt, y también agradecer la valiosacontribución de todos/as los/as profesionales, profesores/asy expertos/as que han trabajado y/o colaborado con el Centroa lo largo de estos 10 años. In April 2011, Jose Zalaquett steppeddown as Co-Director of the CDH. Cecilia Medina was namedDirector of the CDH and Claudio Nash became AssistantDirector. Then, in April 2012, Cecilia Medina stepped down fromthe management of the Center and Claudio Nash was appointedDirector, completing the process of generational transitioninitiated in 2011.Changes have also occurred in the academic staff dueto career options and professional development. We used thistime as an opportunity to restructure the Center and make itmore efficient. Therefore, the programs “Rule of Law” and“Democracy and Human Rights” were merged into a singleprogram under the title “Democracy and Human Rights”. Theynow cover the areas of rule of law, democratization processes,and transparency, accountability and the fight against corruption.The “Women and Human Rights” program continues to be theother thematic pillar of the CDH.In this very special year for the CDH, we wish to thank allthe students who have participated in our courses since they arethe ones who best represent the spirit of our work in the defenseof human rights in the region. We also wish to acknowledgethe major contribution that the following persons made tothe founding and development of the CDH: Cecilia MedinaQuiroga, Jose Zalaquett Daher, Claudio Nash Rojas and IngridWittebroodt. In addition, we also wish to express our appreciationfor the valuable contribution made by all the professionals,teachers and experts who have worked and/or collaborated withthe Center over the past 10 years. Each course addresses a specificsubject area and the goal is to provide the necessary tools toadvance the human rights agenda in all countries of the region.Undergraduate teaching is also a vital aspect of the work carriedout by the CDH at the School of Law of the Universidad deChile.In order to contribute to the progress, teaching anddissemination of the field of human rights, CDH carries outresearch projects, resulting in numerous publications that canbe downloaded free of charge from our websites. The CDH alsohas two periodical publications: the Human Rights Yearbook, apublication that serves as guide and reference point on regionaland international developments in the field of human rights andrelated fields, and the Bulletin of Case Law of the Inter-AmericanCourt of Human Rights.Another line of work carried out by the CDH focuses onthe analysis of and strategic planning for human rights problemsin Latin America, particularly in the areas of women´s humanrights, and transparency and the fight against corruption.2

II.Actividades de DocenciaII.Education and TrainingDiplomas de PostítuloGraduate Fellowship Courses1.Derechos Humanos y Procesosde Democratización1.Human Rights and DemocratizationProcessesEntre el 7 de marzo y el 22 de julio de 2011, el ProgramaDemocracia y Derechos Humanos realizó la sexta versión deeste diploma. Los temas del programa de estudio incluyeron:i) introducción al derecho internacional de los derechoshumanos; ii) derechos humanos y la transición a la democracia:verdad, reconocimiento, justicia, reparaciones y reconciliación;y, iii) post-transición y construcción de la democracia: memoria,gobernabilidad democrática y transparencia y anti-corrupción.El diploma combinó 17 semanas de enseñanza enlínea con tres semanas de clases presenciales en Santiago.Se recibieron un total de 145 postulaciones. De los/as 25seleccionados/as, 23 personas, de 14 países de la región,completaron exitosamente el diploma.The sixth version of the course Human Rights andDemocratization Processes was offered by the Democracy andHuman Rights Program from March 7 through July 22. Thecourse addressed the following core issues: i) introductionto international human rights law; ii) human rights and thetransition to democracy: truth, recognition, justice, reparationsand reconciliation; and, iii) post-transition and the construction ofdemocracy: memory, democratic governance, and transparencyand anti-corruption.The fellowship course combined 17 weeks of onlineteaching and three weeks of classroom-based sessions inSantiago. A total of 145 applications were received. Of the 25students selected, 23 from 14 countries in the region, completedthe course successfully.2.100 Reglas de Brasilia y Sistema Interamericano deDerechos Humanos2.100 Rules of Brasilia and the Inter-American HumanRights SystemEntre el 14 de marzo y el 27 de mayo el ProgramaDemocracia y Derechos Humanos realizó este diploma, dirigidoa defensores/as pertenecientes a la Asociación Interamericanade Defensorías Públicas (AIDEF). Los contenidos deldiploma giraron en torno a cuatro unidades temáticas: i) elderecho internacional de los derechos humanos y el sistemainteramericano de protección; ii) las 100 reglas de Brasilia; iii)igualdad y no discriminación; y, iv) acceso a la justicia, debidoproceso y reglas de Brasilia.El diploma tuvo una duración total de 13 semanas.La semana presencial se realizó en Montevideo, Uruguay.22 defensores obtuvieron su diploma de postítulo. Cabeseñalar como anécdota que, durante la semana presencial,se confirmó que se había asignado el primer caso (SebastiánClaus Furlán vs. Argentina) en el que actuaría un o una“Defensor/a Interamericano/a”. Una (de dos) de las DefensorasInteramericanas asignadas al caso estaba justamente tomandoeste curso.The second version of this course was offered by theDemocracy and Human Rights Program from March 14 throughMay 27. It was aimed at public defenders belonging to the Inter-American Association of Public Defenders’ Offices (AIDEF).The course was divided into four thematic units: i) internationalhuman rights law and the Inter-American protection system; ii)the 100 Rules of Brasilia; iii) equality and non-discrimination;and, iv) access to justice, due process and the 100 Rules ofBrasilia.The fellowship course lasted a total of 13 weeksand 22 public defenders successfully completed the course.Coincidentally, during the classroom-based sessions (whichtook place in Montevideo, Uruguay), AIDEF received its firstcase (Sebastián Claus Furlán vs. Argentina) to represent beforethe Inter-American Court of Human Rights. One (of the two)Inter-American Defenders assigned to the case was taking thecourse at the time.3

3.Responsabilidad Internacional de los Estados ylas Reparaciones ante la Corte Interamericana deDerechos Humanos3.International Responsibility of States andReparations in the Inter-American Court of HumanRightsEntre el 28 de marzo y el 17 de junio el Programa Democraciay Derechos Humanos impartió este diploma, dirigidoa defensores/as de Centroamérica y República Dominicana pertenecientesa la AIDEF. El objetivo de este diploma fue capacitara los/as defensores/as en el conocimiento y uso de normas,estándares y principios del derecho internacional de los derechoshumanos y, en particular, de los aspectos relativos a laresponsabilidad internacional del Estado y la reparación de lasvíctimas ante la Corte Interamericana de Derechos Humanos. Elprograma de estudio se estructuró en torno a cuatro unidadestemáticas: i) el sistema interamericano de derechos humanos;ii) aspectos teóricos de las reparaciones; iii) reparación material;y, iv) otras formas de reparación.El diploma tuvo una duración total de 13 semanas. Lasemana presencial se realizó en San José, Costa Rica. 19 defensores/ascompletaron el Diploma exitosamente.From March 28 through June 17, the Democracy and HumanRights Program offered this fellowship course to public defendersbelonging to the AIDEF from the Dominican Republic andCentral America. The purpose of the course was to train publicdefenders in the knowledge and use of the rules, standards andprinciples of international human rights law and, specifically,in matters related to the international responsibility of theState and reparations for victims in the Inter-American Court.The study program was divided into four thematic units: i) theInter-American human rights system; ii) theoretical aspects ofreparations; iii) material reparations; and, iv) other reparationmethods.The fellowship course lasted 13 weeks. The classroom-basedsession was held in San Jose, Costa Rica. The course wassuccessfully completed by 19 public defenders.4.Mujeres y Derechos Humanos: Estrategias Jurídicaspara la Incidencia4.Human Rights and Women: Legal Strategies forAdvocacyEste diploma, organizado por el Programa de Mujeresy Derechos Humanos, se ofreció por primera vez entre el 4 deabril y el 1 de julio. El diploma Mujeres y Derechos Humanos:Estrategias Jurídicas para la Incidencia, es un diploma avanzadoque se ofrece a abogadas/os con el objetivo de que adquieranlas competencias especializadas para la implementaciónde estrategias jurídicas que permitan proteger y promoverlos derechos humanos de las mujeres en la región. Lostemas incluidos en el programa de estudios fueron: i) litigionacional e internacional; ii) monitoreo; iii) incidencia en lossistemas de justicia; iv) estrategias políticas; y, v) estrategiasde apoyo. Participaron como instituciones colaboradoras: RedALAS, Women´s Link Worldwide, Grupo de Información enReproducción Elegida, Articulación Regional Feminista, Centropor la Justicia y el Derecho Internacional y New York Center forReproductive Rights.De los/as 20 alumnos/as seleccionados/as, 18 concluyeronel curso de manera satisfactoria. El curso combinó 11semanas de enseñanza en línea con dos semanas de clases presencialesen Santiago.This fellowship course, organized by the Women andHuman Rights Program, was offered for the first time from April4 through July 1. It is an advanced course for lawyers, intendedto strengthen the participants´ practical skills, theoreticalfoundations and strategic capabilities to design, implement andevaluate legal strategies for the advancement of women’s rights intheir home countries and regionally. The study program focusedon: i) domestic and international litigation; ii) monitoring; iii)advocacy in the justice systems; iv) political strategies; and,v) support strategies. Collaborating institutions included: RedALAS, Women’s Link Worldwide, Grupo de Información enReproducción Elegida, Articulación Regional Feminista, Centerfor Justice and International Law and the New York Center forReproductive Rights.Of the 20 applicants selected, 18 completed the coursesuccessfully. 5.Mujeres y Derechos Humanos: Teoría y Práctica5.Women and Human Rights: Theory and PracticeEntre el 18 de julio y el 2 de diciembre de 2011, elPrograma de Mujeres y Derechos Humanos realizó la octavaversión de este diploma, que tiene como principal objetivocapacitar a abogados/as en la aplicación del derecho internacionalde los derechos humanos (DIDH) para la promoción,protección y defensa de los derechos humanos de las mujeres,específicamente respecto a situaciones de discriminación quelas afectan. Para ello, el diploma busca que los/as estudiantesaprendan nociones básicas de teoría feminista y adquieranherramientas suficientes para asumir estrategias judiciales yextrajudiciales de defensa y protección de los derechos de lasmujeres en el ámbito nacional e internacional, incorporando ensu análisis jurídico la perspectiva de género.El curso combinó 18 semanas de enseñanza en líneacon dos semanas de clases presenciales en Santiago. Se recibieronun total de 149 postulaciones al diploma. Completaronexitosamente el curso 21 personas de 14 países de la región.6.Introducción al Derecho Internacional de losDerechos HumanosEste diploma, desarrollado por el Programa Democraciay Derechos Humanos, se realizó entre el 4 de julio y el 30 deseptiembre. Fue creado a solicitud del Instituto Nacional deDerechos Humanos con el fin de satisfacer las necesidades deformación de profesionales del Estado en materias referentesa la fundamentación, estructura y aplicación del DIDH. En elcurso se revisaron los siguientes contenidos: i) introducción alderecho internacional de los derechos humanos; ii) sistemas deprotección internacional; iii) tratados de derechos humanos y laprohibición de discriminación; y, iv) Convenio N° 169 de la OITsobre Pueblos Indígenas y Tribales en países independientesy Pacto Internacional de derechos económicos, sociales yculturales.Aprobaron el curso 24 alumnos/as. El curso generó unimpacto positivo en los/as alumnos/as, quienes manifestaronsu conformidad con los contenidos de éste al estimar queexiste una carencia en la formación del DIDH en Chile. Tambiéndestacaron que el curso les dio la posibilidad de generar vínculoscon personas de diversos servicios públicos del Estado.This postgraduate fellowship course was offeredby the Women and Human Rights Program for the eighthtime between July 18 and December 2. The emphasis of thisdiploma is on teaching international human rights law and thedifferent feminist theories as the main framework for analyzingthe inequality, discrimination and exclusion that affect womenin the region. The fellowship course seeks to equip studentswith sufficient tools to adopt legal and extrajudicial strategiesto defend and protect the rights of women in national andinternational spheres, including a gender perspective in theirjuridical analyses.The course consisted of 18 weeks of online sessionsand two weeks of classroom based sessions, held in Santiago.A total of 149 applications were received for the course, fromwhich 25 students were selected. The course was successfullycompleted by 21 individuals from 14 countries in the region.6.Introduction to International Human Rights LawThis course was offered by the Democracy and HumanRights Program from July 4 through September 30. It was createdat the request of the Instituto Nacional de Derechos Humanos(INDH) so as to meet the training needs among professionalslinked to the INDH and also Chilean civil servants whose workis related to human rights issues. The following subjects werestudied during the course: i) introduction to international humanrights law; ii) international protection systems; iii) internationalhuman rights treaties and the prohibition of discrimination; and,iv) the International Labor Organization Convention No. 169concerning Indigenous and Tribal Peoples and the InternationalCovenant on Economic, Social and Cultural Rights.The course was successfully completed by 24 students.Upon completing the course, many students expressed theirsatisfaction with the course contents since they feel there is a lackof training in international human rights law in Chile. They alsopointed out that the course offered networking opportunitiesbetween actors from different state agencies.5

Cursos de especializaciónSpecialization Courses7.Estudio profundizado de los estándares sobre derechoshumanos7.In-Depth Study of International Human RightsStandardsEste curso, implementado por el Programa Democraciay Derechos Humanos, se realizó entre el 27 de junio y el 7 deoctubre de 2011. La semana presencial del curso se realizó enBogotá, Colombia, en el marco del 92º Período Ordinario deSesiones que celebró la Corte Interamericana de DerechosHumanos. El curso estuvo destinado a Defensores PúblicosInteramericanos pertenecientes a la AIDEF y tuvo comoobjetivo general brindar una capacitación profundizada a los/asDefensores/as en el conocimiento y uso de estándares, normasy principios del DIDH, en temáticas de particular relevanciaen el Sistema Interamericano, para permitir su aplicación enel desempeño de sus labores de defensa de las víctimas enel procedimiento contencioso ante la Corte. Los contenidosrevisados en este curso fueron: i) derecho a la integridad ylibertad personal; ii) derechos de los migrantes; iii) mujeres y elacceso a la justica; iv) pueblos indígenas y derecho de propiedad;y, v) derechos de los/as niños/as e interés superior del niño/a.Sin duda, el aspecto más valorado del curso fue laposibilidad de asistir a las audiencias públicas de la Corte, yaque les permitió apreciar la forma de litigación internacional. 19defensores/as completaron el curso.Este curso, así como los cursos 100 Reglas de Brasilia ySistema Interamericano de Derechos Humanos, y ResponsabilidadInternacional de los Estados y las Reparaciones ante la CorteInteramericana de Derechos Humanos, se realizaron en el marcodel proyecto “Capacitación de Profesionales de la Justicia paraLitigar ante la Corte Interamericana de Derechos Humanos”,financiado por el Fondo de Naciones Unidas para la Democracia(UNDEF).This course, implemented by the Democracy andHuman Rights Program, was offered from June 27 throughOctober 7. The classroom based sessions were held in Bogotá,Colombia, in the context of the 92nd regular session of the Inter-American Court. This course was designed exclusively for publicdefenders who have been appointed to the position of Inter-American Defenders belonging to AIDEF. The main objective ofthis course was to offer the Inter-American Defenders an in-depthspecialization in the knowledge and use of standards, normsand principles of international human rights law in specificareas that are particularly relevant for the Inter-American systemand to thus allow for their application in the defense of victimsin the adversarial proceedings carried out before the Inter-American Court of Human Rights. The study program was builtaround five thematic modules: i) the right to personal freedomand personal integrity; ii) the rights of migrants; iii) women andaccess to justice; iv) indigenous peoples and property rights;and, v) the rights of children and the protection of their superiorinterest.Undoubtedly, the most valued aspect of the coursewas the possibility of attending the public hearings of the Inter-American Court since this gave the students the chance to seeinternational litigation in action. The Women and Human RightsProgram monitored cases affecting women´s rights, whereasthe Democracy and Human Rights Program monitored issuesrelated to the right to personal integrity, personal freedom,judicial guarantees, judicial protection, and equality and nondiscrimination.7

Boletines InformativosTanto el Programa de Mujeres y Derechos Humanos,como el Programa Democracia y Derechos Humanos, prepararonboletines informativos en formato electrónico que difundieronentre sus redes de ex alumnos/as y a un público más amplio depersonas e instituciones. Los boletines comparten informaciónsobre las actividades de docencia e investigación, noticias deex alumnos/as, conferencias y eventos recientes, columnas deopinión sobre temas de interés, comentarios sobre lecturasrecomendadas y otros recursos relevantes.Encuesta de impacto a ex alumnos/asCada año, el CDH realiza una consulta a sus exalumnas/ossobre el impacto que tienen los diplomas cursadosen sus trayectorias profesionales. Este año, se realizó la encuestacon los 144 ex alumnos/as del diploma Derechos Humanos yProcesos de Democratización, de los/as cuales respondieron 41(28%).Las respuestas demuestran que hay consenso entrelos/as ex alumnos/as que haber participado en el diploma tieneun impacto positivo en su desarrollo profesional: 85% manifestóque el diploma les entregó herramientas y conocimientos pararealizar investigaciones y/o informes en temas relacionadoscon el diploma; 83% indicó que les permitió profundizar laperspectiva de derechos humanos en su trabajo diario; 73%reveló que el diploma les permitió replicar los conocimientosadquiridos en el Diploma con otras personas, grupos y/uorganizaciones; y, 57% indicó que les abrió oportunidades dereconocimiento, cambio o crecimiento laboral.Information BulletinsBoth the Women and Human Rights Program and theDemocracy and Human Rights Program prepared informationbulletins in electronic format, which were distributed amongthe networks of former students and to a broader public ofindividuals and institutions. The bulletins provide informationon teaching and research activities, news on former students,conferences and recent events, opinion columns on subjectsof interest, comments on recommended reading and otherrelevant matters.Alumni SurveyEach year, the CDH conducts a survey among its formerstudents in order to measure the medium and long term impactof our diplomas. This year, we conducted the survey with thealumni of the diploma Human Rights and DemocratizationProcesses. Coordinación de AccionesEstratégicasTercera Reunión regional Justicia Constitucional yDerechos FundamentalesV.Coordination of Strategic ActionsThird Regional Meeting Constitutional Justice andFundamental RightsEntre el 10 y 13 de julio de 2011 se realizó laTercera Reunión regional Justicia Constitucional y DerechosFundamentales, en Lima, Perú. Esta iniciativa conjunta delCDH y la Fundación Konrad Adenauer ha reunido anualmente,desde el 2009, a académicos y magistrados de diversos paíseslatinoamericanos para dar seguimiento y reflexionar sobrela jurisprudencia de los órganos de control jurisdiccional deconstitucionalidad. Las principales actividades en la reunión deeste año fueron: i) discusión del texto de Víctor Bazán “Controlde Convencionalidad”; ii) exposiciones de las más relevantesdecisiones jurisprudenciales en la región; iii) reunionescon representantes del Instituto de Defensa Legal y otrasinstituciones de Derechos Humanos; y, iv) un seminario abiertoen la Universidad Católica del Perú.Reunión Regional de Especialistas Transparencia,Lucha Contra la Corrupción y el Sistema Interamericanode Derechos Humanos.Durante los días 7 y 8 de noviembre de 2011, se realizópor tercera vez en Chile una Reunión Regional de Especialistasen el ámbito de la Transparencia, Accountability y Lucha Contrala Corrupción. El objetivo general de esta reuniónfue corroborar este diagnóstico y situar en un nivel de prácticasy estrategias concretas las relaciones posibles de cooperación ymutuo fortalecimiento entre el campo de la transparencia y lalucha contra la corrupción y los derechos humanos. Participaron14 expertos/as de toda la región, provenientes de los camposde la transparencia, la anti-corrupción y los derechos humanos,además de académicos/as del CDH. En 2012 se lanzará unapublicación sobre esta reunión.The third Regional Meeting Constitutional Justice andFundamental Rights took place in July 2011, in Lima, Peru.Since 2009, this joint initiative of CDH and Konrad AdenauerFoundation has brought together academics and magistratesfrom different Latin American countries to monitor and analyzethe jurisprudence of the competent organs responsible forconstitutional control. This year, the main activities of the meetingwere: i) discussion of a paper “Control of Conventionality”, byVictor Bazán; ii) presentations on the most significant legaldecisions in terms of jurisprudence in the region; iii) meetingswith the representatives of the Instituto de Defensa Legal andother human rights organizations; and iv) an open seminar atthe Universidad Católica del Peru.Regional Expert Meeting Transparency, the Fightagainst Corruption and the Inter-American System ofHuman RightsIn November 2011, CDH hosted the third RegionalExpert meeting Transparency, the Fight against Corruption andthe Inter-American System of Human Rights. Our initial diagnosiswas that professionals in the field of transparency and the fightagainst corruption have failed to make use of the mechanismsavailable through the Inter-American Human Rights system,despite the fact that they would benefit from using these toolsin achieving their goals. On the other hand, in dealing withhuman rights violations, human rights professionals have notincluded an approach that includes the perspectives of the fieldof transparency and the fight against corruption. The generalpurpose of the meeting was to verify this diagnosis and to taketo the practical level and that of concrete strategies the possiblerelationships of cooperation and mutual support between thefield of transparency and the fight against corruption and humanrights. Meeting participants included 14 experts from the regionin matters involving transparency, anti-corruption and humanrights, as well as CDH academics. A publication on the meetingwill be available in 2012.10

The course was taught byProfessor Claudio Nash in the first semester of 2011.2. Undergraduate ThesesPromoting research is one of CDH’s key elements.Consequently, CDH staff work to promote and assist thedevelopment of undergraduate theses in areas of interest tothe CDH. In 2011, Professor Claudio Nash acted as adviserto three students of the School of Law.3. Undergraduate AssistantsAnother key element in the work carried out by CDHat the undergraduate level, is the training of new academicsin the field of human rights.
