Primera central fotovoltaica de este tamaño con módulos de<br />
1500 voltios glass-glass sin marco en Chile. Esta característica<br />
permite reducir las pérdidas en la instalación, como también<br />
-gracias a no tener marcos- facilita la limpieza de los módulos.<br />
El contrato EPC y O&M firmado entre AustrianSolar y Eiffage,<br />
incluyó la construcción de la planta fotovoltaica, una línea de<br />
10km de interconexión en 220KV y la subestación San Simón. El<br />
proyecto, posteriormente, fue adquirido por las empresas<br />
japonesas Sojitz y Shikoku Electric Power, junto a un consorcio de<br />
bancos internacionales y nacionales apoyados por Nexi,<br />
convirtiéndose así en la primera central de energía renovable de<br />
sus inversionistas. El proyecto, hasta la fecha, ha sido muy<br />
exitoso, entregando los resultados esperados, gracias también al<br />
apoyo de la región de Tarapacá, sus autoridades y su gente.<br />
AustrianSolar sigue desarrollando nuevos proyectos fotovoltaicos<br />
y eólicos, por lo que seguirá creciendo en Chile.

UN AÑO ESPECIAL PARA CHILE<br />
El año <strong>2020</strong> se inicia con muchas preguntas y pocas respuestas. Después del estallido social del<br />
18/10 la exigencia por mejorar gran parte de los servicios sociales como salud, pensiones y<br />
educación se han instalado como elementos principales de la agenda política. También lo ha<br />
hecho la discusión sobre si Chile necesita una nueva Constitución y en abril el país deberá votar<br />
sobre esa disyuntiva que, en caso de ser aprobada, significará la instalación de un órgano<br />
constituyente que deberá proponerle al país una nueva redacción para nuestra carta magna.<br />
El sector eléctrico también tendrá un año de cambios. Nos preparamos para un intenso trabajo<br />
centrado en la modernización del sector de la distribución eléctrica y en los diferentes aspectos<br />
de la flexibilidad del sistema eléctrico necesarios para seguir creciendo en la participación de las<br />
energías renovables variables.<br />
Además, en camino a la COP 26 -que se realizará en Glasgow, Reino Unido- y luego de los<br />
magros resultados de la versión recién pasada, esperamos que la crisis climática atraiga una<br />
mayor atención y dedicación de los gobiernos, especialmente de aquellos que ya están<br />
sufriendo serios efectos sobre su población, sus territorios y su economía. Y Chile es uno de<br />
ellos.<br />
La buena noticia. Con mucha seguridad, éste será el año en que Chile alcance la meta de una<br />
participación anual del 20% de energía generada mediante fuentes ERNC en nuestro sistema<br />
eléctrico, meta propuesta legalmente para el año 2025 y que, aunque hemos estado cerca de<br />
cumplir los últimos dos años, no hemos logrado concretar aún. Si el 2019 terminó con una<br />
participación del 19,4%, sin duda el <strong>2020</strong> será el año de la meta que propuso <strong>ACERA</strong> desde sus<br />
comienzos.<br />
En el contexto esperado del año que se inicia, tampoco podemos dejar de referirnos a las<br />
formas de expresión de las demandas que con tanta fuerza surgieron luego del 18/10. Al<br />
respecto, creemos que es necesario descartar cualquier forma que no respete las reglas de<br />
buena convivencia del país y que no incluya a todos los sectores representativos de nuestra<br />
sociedad.<br />
Y seguiremos trabajando.<br />
En lo que respecta a <strong>ACERA</strong> y sus empresas socias, estamos siempre a disposición de la<br />
sociedad y de las autoridades, para aportar lo necesario en energías limpias para la transición<br />
energética, creación de puestos de trabajo, competitividad en precios, energías ciudadanas y, en<br />
todas las aristas que se desprendan de nuestra industria, como la equidad de género, mejorar el<br />
acceso a la energía, mitigar la vulnerabilidad energética y lo que nuestro país demande en los<br />
próximos años.<br />
Estamos optimistas en que éste será un año en que la resiliencia de nuestro país, nuestro sector<br />
y nuestra democracia nos permitirán sortear las dificultades, de que saldremos fortalecidos de<br />
esta crisis y que Chile continuará en una senda que acentúe el desarrollo inclusivo y sustentable.<br />

<strong>ACERA</strong> participa en los<br />
talleres de actualización<br />
de la Política Energética<br />
“Somos la Energía del Futuro” fue el nombre de los talleres que<br />
organizó el Ministerio de Energía entre octubre y enero a lo largo de<br />
todo Chile para trabajar la actualización de la Política Energética. El<br />
último de ellos se realizó en Santiago y fue encabezado por el ministro<br />
Juan Carlos Jobet y el subsecretario, Francisco López, quienes<br />
compartieron con representantes de organizaciones sociales,<br />
instituciones públicas, empresas y gremios.<br />
Una de las asociaciones presentes fue <strong>ACERA</strong>, que, a través de su<br />
Ingeniero de Estudios, Felipe Gallardo, y su Director Ejecutivo,<br />
Carlos Finat, participaron de la instancia. Al respecto Finat comentó<br />
que “el taller fue una actividad en la que participaron personas de las<br />
más diversas ocupaciones y edades, lo que permitió un diálogo sobre<br />
el futuro de la energía en Chile desde una mirada no técnica, del cual<br />
se obtuvieron conclusiones muy útiles, como insumos para la revisión<br />
de la Política Energética de nuestro país para los próximos años”.<br />
La jornada tomó como base la política vigente y los consensos<br />
impregnados en ella, y desde ahí se evaluaron, mediante 20 mesas de<br />
trabajo, los nuevos caminos para alcanzar los objetivos propuestos<br />
como, por ejemplo, la sustentabilidad energética, la carbono<br />
neutralidad del país, la educación en energía y la disponibilidad de<br />
información accesible para la ciudadanía, entre otros temas.<br />
Webinar <strong>ACERA</strong>: Centro de Investigación de<br />
la APEC presenta estudio energético<br />
APERC es el nombre del Centro de Investigación del Foro de<br />
Cooperación Económica de Asia Pacífico – APEC, con sede en Tokio,<br />
que desarrolló un extenso y detallado informe sobre la actualidad y<br />
proyecciones de la demanda y oferta de las diferentes formas de<br />
energía en las economías de la APEC, con un capítulo sobre Chile.<br />
Fue en este contexto que <strong>ACERA</strong> desarrolló un webinar, totalmente<br />
gratuito, con Victor Ramírez y Diego Rivera, investigadores de APERC,<br />
como expositores, para presentar la última versión del APEC Energy<br />
Demand and Supply Outlook 7th Edition.<br />
El informe contiene proyecciones business as usual que ilustran los<br />
riesgos de la senda de desarrollo en la que se encuentra la región de<br />
la APEC. En escenarios alternativos, el informe examina opciones para<br />
mejorar la sostenibilidad. En el año en que Chile debe actualizar su<br />
Política Energética este análisis se convierte en una importante<br />
referencia por la proyección de largo plazo del país. (Puedes revisar<br />

Ésta es la primera vez que <strong>ACERA</strong> desarrolla este tipo de iniciativas<br />
remotas y el primer desafío fue con speakers desde Japón.<br />
Finalmente, la actividad contó con más de 30 participantes de distintas<br />
partes del mundo que pudieron intercambiar opiniones y resolver<br />
dudas a través de los investigadores.

Avanza la descarbonización: Cierre<br />
simbólico de Central Tarapacá<br />
El pasado 31 de diciembre la Central Termoeléctrica Tarapacá finalizó<br />
sus operaciones, marcando un nuevo hito en la descarbonización de<br />
la matriz energética de Chile, pero fue durante enero que el Ministro<br />
de Energía, Juan Carlos Jobet, el Intendente de Tarapacá, Miguel<br />
Ángel Quezada, y los ejecutivos de Enel, Paolo Pallotti, gerente general<br />
de Enel Chile y Michele Siciliano, gerente general de Enel Generación,<br />
encabezaron la ceremonia que le dio un cierre definitivo a la central.<br />
De acuerdo con el cronograma establecido en el acuerdo de retiro de<br />
centrales a carbón suscrito por el Gobierno en junio 2019, el cierre de<br />
Tarapacá estaba previsto para mayo de <strong>2020</strong>. Sin embargo, la<br />
compañía, en consulta con el Gobierno, resolvió anticipar el cierre<br />
definitivo.<br />
El plan "Energía Zero Carbón" estructura un retiro programado de las<br />
centrales termoeléctricas del país y la descarbonización total de la<br />
matriz energética nacional para el año 2040, con los objetivos de<br />
reducir las emisiones de efecto invernadero y potenciar la generación<br />
de energías renovables.<br />
Cabe recordar que hace menos de un mes el ministro Jobet anunció<br />
que se adelantará respecto del plan original la salida de cuatro<br />
centrales a carbón que representan 700 MW.<br />

<strong>ACERA</strong> realiza su primera Asamblea<br />
de Socios<br />
<strong>Enero</strong> es el mes para organizar el año, es por eso que <strong>ACERA</strong> realizó<br />
su primera Asamblea de Socios, a través de las cuales se aprobó el<br />
presupuesto <strong>2020</strong>.<br />
La actividad inició con las palabras de bienvenida del Presidente de la<br />
Asociación, José Ignacio Escobar, quien destacó el trabajo de la<br />
asociación durante el 2019 y los desafíos de cara a un <strong>2020</strong> que, a<br />
todas luces, será vertiginoso, pero también muy positivo para un<br />
sector que podría lograr la meta del 20% ERNC cinco años antes de lo<br />
estipulado.<br />
“Definitivamente este año las ERNC marcarán pauta en lo que será el<br />
desarrollo de Chile durante <strong>2020</strong>. Como anunciamos en su momento,<br />
las renovables tenían mucho más para mostrar de lo que todos<br />
pensaban, y ahora lo están demostrando con creces. <strong>ACERA</strong> y todos<br />
sus socios siempre estaremos apoyando para que el camino que<br />
recorran sea exitoso”, comentó el Presidente.<br />
Luego fue el turno del Director Ejecutivo de <strong>ACERA</strong>, Carlos Finat, a<br />
cargo de comunicar el Informe de Gestión de los últimos meses de<br />
2019, además de adentrarse en los focos de trabajo más importantes<br />
del gremio y que ha delineado lo que será el Plan <strong>ACERA</strong> <strong>2020</strong>.<br />
La presentación del Presupuesto <strong>2020</strong> estuvo a cargo del Director<br />
Tesorero, Manuel Tagle, quien presentó los lineamientos<br />
económicos que tendrá la asociación este año. Finalmente, la<br />
Vicepresidenta, Paola Hartung, entregó unas palabras al cierre,<br />
recalcando la importante labor que realiza <strong>ACERA</strong>, junto con destacar<br />
el gran aporte que puede entregar el sector renovable en el escenario<br />
social que enfrenta el país.

Francisco nació en España, pero durante su vida ha vivido en diferentes países de<br />
Europa, Medio Oriente y Latinoamérica. Su formación académica la realizó en el<br />
Instituto de Estudios Bursátiles y en IE Business School, ambos en España. Estudió<br />
también en Harvard Business School, en Estados Unidos. Actualmente está casado y<br />
tiene tres hijos.<br />
Dentro de sus pasatiempos se encuentran el deporte, la lectura y los viajes. Además de<br />
disfrutar tiempo de calidad con su familia, idealmente al aire libre.<br />
Hoy en día, Francisco se desempeña como CEO de la empresa Senvion Chile. Una<br />
compañía alemana fabricante de aerogeneradores OnShore y OffShore con 16 GWs<br />
vendidos a nivel mundial.<br />
¿Por qué decidió orientar su carrera a la industria de la energía?<br />
Porque el sector energético es uno de los más relevantes para el bienestar de la sociedad y<br />
es un factor esencial para todas las actividades productivas de un país. Supone además un<br />
sector en plena revolución y con una demanda que está en continuo aumento.<br />
Adicionalmente, es un gran reto poder contribuir con la transición energética a través de<br />
soluciones que generan energía limpia. Llevo más de 15 años trabajando en el sector de la<br />
energía renovable y, sin duda, el crecimiento ha sido exponencial.<br />

Sobre la importancia de las Energías Renovables, el CEO de Senvion dice que “éstas<br />
contribuirán, entre otros, a la eficiencia económica del sistema, aportando seguridad al<br />
mismo y contribuyendo a la creación de empleos”. Destaca también la importancia y el<br />
papel fundamental de estas energías para concretar el ambicioso plan de<br />
descarbonización al que se ha comprometido Chile.<br />
Respecto al rol de estas energías limpias para mitigar el cambio climático, Francisco<br />
comenta que “es fundamental. Las renovables son fuentes de energía limpia e inagotable<br />
por su origen natural, no producen emisiones de CO2 ni otros gases altamente<br />
contaminantes que afectan el cambio climático y la degradación medioambiental”. En esa<br />
misma línea, asegura que “con una demanda energética cada vez mayor a nivel mundial, el<br />
desarrollo de soluciones que respeten el medio ambiente es fundamental”.<br />
Al ser consultado por los grandes proyectos en los que Senvion se encuentra trabajando<br />
actualmente, Francisco destaca tres: el primero se trata de Sarco, un proyecto compuesto<br />
por 50 aerogeneradores que en total suman una potencia de 170 MW, lo que es<br />
equivalente al consumo de energía de aproximadamente 270 mil hogares. El proyecto está<br />
ubicado en la Región de Atacama, específicamente en la comuna de Freirina.<br />
El segundo proyecto que destaca el CEO de Senvion Chile, es Aurora. Parque ubicado en<br />
la comuna de Llanquihue en la Región de Los Lagos y que cuenta con la instalación de 43<br />
aerogeneradores, que equivalen al consumo de energía de aproximadamente 195 mil<br />
hogares. Finalmente, Francisco destaca el proyecto El Arrebol, ubicado en la Comuna de<br />
Lebu en la Región del Biobío, el cual consiste en una instalación de tres aerogeneradores<br />
que equivalen a 9.9 MW.<br />
La industria energética está en constante movimiento y Senvion no es la excepción.<br />
“Hemos estado trabajando en la venta de nuestro negocio de Servicio y Mantenimiento en<br />
Europa, que finalmente han sido adquiridos por la empresa Siemens Gamesa, garantizando<br />
así el correcto mantenimiento a largo plazo de nuestros aerogeneradores”, dice. En cuanto<br />
a lo que sucede en Latinoamérica, asegura que “estamos trabajando también para asegurar<br />
a nuestros clientes la continuidad de nuestros Servicios”.<br />
¿Por qué recomendaría ser socio de <strong>ACERA</strong>?<br />
Por la información y promoción del sector, así como todas las actividades que realizan<br />
para poder apoyar el reto de mitigar el impacto del cambio climático a través de las<br />
energías renovables. Igualmente, al ser una plataforma en la que se encuentran los agentes<br />
más relevantes del sector, la capacidad de interlocución para el desarrollo de las energías<br />
renovables a nivel nacional es muy importante.

Alejandro es argentino, casado y tiene cuatro hijos: Tomás, de 33 años, Santiago de 30,<br />
León de 10 y Benjamín de siete. Es Ingeniero electrónico Naval, MBA y varios otros<br />
programas de Management y dirección de empresas (PADE). Llegó a Chile hace 23 años<br />
para instalar la empresa Siemens, en donde trabajó hasta el 2013. Tras varios años de<br />
consultoría, tuvo un breve paso por ENAP, para luego ingresar a Wärtsilä.<br />
Su gran pasión es la navegación a vela, tanto en navegación de crucero como en<br />
Regatas, donde ha tenido la oportunidad de conocer “gente brillante y apasionada,<br />
armar equipos de excelencia, con quienes logramos ganar varios campeonatos<br />
nacionales”. Destaca que en el mundo de la navegación es posible “conocer a la gente en<br />
un medio distinto y así descubrir valores en personas que en tierra no se manifiestan<br />
abiertamente, o toma más tiempo”.<br />

¿Por qué decidió orientar su carrera a la industria de la energía?<br />
La energía es un elemento vital para la humanidad. Desde mi formación ingenieril, y luego<br />
empresarial, he encontrado en la energía, en especial la Renovable, el espacio para conjugar<br />
ciencia, tecnología, negocio y, sobre todo, aportar al desarrollo y bien común.<br />
Respecto a Wärtsilä, comenta que es una empresa con una gran trayectoria, cuyo propósito<br />
es ser un aporte para el desarrollo sustentable mediante tecnologías inteligentes. “Nuestra<br />
visión en Energy Solutions de Wärtsilä es hacia un futuro 100% de energía renovable, nuestra<br />
propuesta de valor está en la integración de sistemas para proveer la flexibilidad necesaria<br />
para el aprovechamiento óptimo de las energías renovables”, asegura.<br />
Para Alejandro, el avance de las energías renovables en Chile es “un ejemplo de la razón,<br />
imponiéndose por su propio peso” y que este ejemplo de desarrollo “tiene repercusión en los<br />
más diversos ámbitos, desde lo social, ambiental, pero también el económico, porque ahora<br />
se ha manifestado en el gatillador de una tremenda baja en los costos de generación”.<br />
Asegura que las renovables se convertirán en la energía base y que la generación fósil<br />
tradicional (carbón, diésel o gas flexible) ya no tendrá cabida en el sistema. “Sin carbón las<br />
emisiones de gases de efecto invernadero bajarán drásticamente”, afirma. En tanto, para lograr<br />
la salida del carbón asegura que “será necesario incorporar recursos que provean flexibilidad,<br />
como sistemas de almacenamiento con baterías o generación flexible a gas. También, con la<br />
introducción del hidrógeno verde, será posible la producción de combustibles sintéticos que,<br />
utilizados en los mismos motores, nos llevarán al Carbono Neutral”.<br />
Desde Wärtsilä -cuenta Alejandro- están trabajando fuertemente para aportar a la transición<br />
energética. Actualmente, se encuentran desarrollando un Leading Case para una planta de<br />
balanceo de renovables de 100MW de capacidad, en base a gas natural, con tiempos de<br />
partida desde dos minutos para alcanzar la máxima potencia. “Esta dinámica y la alta<br />
confiabilidad que ofrecen permite el máximo aprovechamiento de las energías renovables<br />
utilizando, por ejemplo, hasta el último rayo de sol”, explica.<br />
“Creemos que éstas son las plantas que la transición energética requiere y este modelo será<br />
replicado en muchas localizaciones, aportando resiliencia y balanceo al sistema”, asegura<br />
Alejandro, y enfatiza en que la experiencia de Wärtsilä con plantas instaladas en todo el<br />
mundo (especialmente en el Estado de California, Estados Unidos) les confirma que están en<br />
el camino correcto.<br />

<strong>ACERA</strong> ha jugado un excelente papel desde el inicio de las Renovables. De la mano de sus<br />

Durante el mes de enero se realizó la Conferencia de Prensa Anual de <strong>ACERA</strong>,<br />
encuentro característico del sector que reúne a los directivos de la entidad con<br />
los principales medios de comunicación a nivel nacional.<br />
En la ocasión, el Presidente de la Asociación, José Ignacio Escobar, resaltó<br />
cómo <strong>ACERA</strong> siempre ha sido parte importante de la discusión de los temas<br />
relevantes de la industria, agregando que “el <strong>2020</strong> será el año de las ERNC,<br />
adelantándose a su meta de participación en la matriz energética cinco años.<br />
Pero aún hay varios temas que trabajar, como la modificación al impuesto<br />
verde, regular el desarrollo de centrales Diésel, el ingreso del almacenamiento y<br />
la robustez de las líneas de transmisión, entre otros. Seguiremos trabajando para<br />
eliminar esas barreras”.<br />
El <strong>2020</strong> no será, probablemente, un año fácil, pero las energías renovables<br />
esperan ser parte de la solución, con el compromiso, calidad y eficiencia que<br />
han demostrado como sector y <strong>ACERA</strong> se mantendrá firme trabajando para<br />
apoyar desde su vereda la resiliencia de Chile.<br />

glass-glass frameless modules. This feature reduces losses in the<br />
installation, as well as - thanks to having no frames - facilitates the<br />
cleaning of the modules.<br />
The EPC and O&M contract signed between AustrianSolar and<br />
Eiffage, included the construction of the photovoltaic plant, a<br />
10km interconnection line at 220KV and the San Simón<br />
substation. The project was subsequently acquired by the<br />
Japanese companies Sojitz and Shikoku Electric Power, along<br />
with a consortium of international and national banks supported<br />
by Nexi, thus becoming the first renewable energy power plant<br />
for its investors. The project, to date, has been very successful,<br />
delivering the expected results, thanks also to the support of the<br />
Tarapacá region, its authorities and its people.<br />
AustrianSolar continues developing new photovoltaic and wind<br />
projects and will therefore keep growing in Chile.

A SPECIAL YEAR FOR CHILE<br />
<strong>2020</strong> begins with many questions and few answers. After the social outburst of 10/18, the<br />
demand to improve much of social services such as health, pensions and education has<br />
become the main elements of the political agenda. So has the discussion on whether Chile<br />
needs a new Constitution, and in April the country will have to vote on this disjunction which,<br />
if approved, will mean the installation of a constituent body that must propose to the country<br />
a new wording for our magna carta.<br />
The electricity sector will also have a year of change. We are preparing for an intense work<br />
focused on the modernization of the power distribution sector and on the different aspects of<br />
the flexibility of the electricity system required to continue increasing the participation of<br />
variable renewable energies.<br />
In addition, on the way to COP 26 -to be held in Glasgow, United Kingdom- and after the<br />
meager results from the recent version, we hope that the climate crisis will attract greater<br />
attention and dedication from governments, especially those already suffering serious effects<br />
on their population, territories and economy. And Chile is one of them.<br />
The good news. This will certainly be the year in which Chile achieves the goal of 20% annual<br />
participation of energy generated by NCRE sources in our electrical system, a goal set by law<br />
for 2025 and that, although we have been close to achieving during the last two years, we<br />
have not yet managed to realize. If 2019 ended with a 19.4% participation, <strong>2020</strong> will<br />
undoubtedly be the year of the goal proposed by <strong>ACERA</strong> since its inception.<br />
In the expected context of the year that begins, we cannot fail to refer to the forms of<br />
expression of the demands that so strongly arose after 10/18. In this regard, we believe that it is<br />
necessary to dismiss any form that does not respect the rules of peaceful coexistence and<br />
does not include all the representative sectors of our society.<br />
And we'll keep working.<br />
With regard to <strong>ACERA</strong> and its member companies, we are always at the disposal of society<br />
and the authorities, to provide what is necessary in clean energy for the energy transition, job<br />
creation, competitiveness in prices, citizen energy as well as in all areas that detach from our<br />
industry, such as gender equity, improving access to energy, mitigating energy vulnerability,<br />
and whatever our country demands in the coming years.<br />
We are optimistic that this will be a year in which the resilience of our country, our sector, and<br />
our democracy will allow us to overcome the difficulties, that this crisis will make us stronger<br />
than ever and that Chile will continue on a path that emphasizes inclusive and sustainable<br />

<strong>ACERA</strong> participates in the<br />
workshops to update the<br />
Energy Policy<br />
"We are the Energy of the Future" was the name of the workshops<br />
organized by the Ministry of Energy between October and January<br />
throughout Chile to work on the update of the Energy Policy. The last<br />
of them was held in Santiago and was headed by Minister Juan Carlos<br />
Jobet and the undersecretary, Francisco López, who met with<br />
representatives of social organizations, public institutions, companies,<br />
and trade associations.<br />
<strong>ACERA</strong> was one of the associations that participated in the instance,<br />
represented by its Studies Engineer, Felipe Gallardo, and its Executive<br />
Director, Carlos Finat. In this regard Finat commented that " people<br />
of the most diverse occupations and ages took part in this activity,<br />
which allowed a dialogue on the future of energy in Chile from a<br />
non-technical perspective, giving rise to very useful conclusions, such<br />
as inputs for the review of our country's Energy Policy for the coming<br />
years".<br />
The workshop, based on the current policy and the consensuses<br />
imbued with it, was organized in 20 work tables which evaluated the<br />
new paths to achieve the proposed objectives, such as energy<br />
sustainability, carbon neutrality of the country, energy education and<br />
the availability of accessible information for citizens, among other<br />
topics.<br />
<strong>ACERA</strong> Webinar: APEC Research Center<br />
presents energy study<br />
APERC is the name of the Research Center of the Asia Pacific<br />
Economic Cooperation Forum – APEC, based in Tokyo, which<br />
developed an extensive and detailed report on the current state and<br />
projections of demand and supply of different forms of energy in<br />
APEC economies, with a chapter on Chile.<br />
In this context, <strong>ACERA</strong> developed a webinar, totally free, with APERC<br />
researchers Victor Ramirez and Diego Rivera as exhibitors, to present<br />
the latest version of the APEC Energy Demand and Supply Outlook 7th<br />
Edition.<br />
The report contains business as usual projections illustrating the risks<br />
of the APEC region's development path. In alternative scenarios, the<br />
report examines options to improve sustainability. In the year in which<br />
Chile must update its Energy Policy this analysis becomes an<br />
important reference for the long-term projection of the country. (You<br />

This is the first time <strong>ACERA</strong> has developed such remote initiatives and<br />
the first challenge was with speakers from Japan. Finally, the activity<br />
had more than 30 participants from different parts of the world who<br />
were able to exchange opinions and solve doubts with the<br />
researchers.

Decarbonization progresses: Symbolic<br />
closure of Tarapacá Plant<br />
On December 31, the Tarapacá Thermoelectric Plant wound up its<br />
operations, marking a new milestone in the decarbonization of Chile's<br />
energy matrix, but the ceremony marking the final closure of the plant was<br />
made in January, headed by the Minister of Energy, Juan Carlos Jobet,<br />
the Intendente of Tarapacá, Miguel Angel Quezada, and the executives of<br />
Enel, Paolo Pallotti, general manager of Enel Chile and Michele Siciliano,<br />
general manager of Enel Generación.<br />
In accordance with the timetable set out in the coal-mining plant<br />
withdrawal agreement signed by the Government in June 2019, the<br />
closure of Tarapacá was scheduled for May <strong>2020</strong>. However, the company,<br />
in consultation with the Government, decided to anticipate the final<br />
closure.<br />
The "Zero Coal Energy" plan structures a scheduled withdrawal of the<br />
country's thermoelectric plants and the total decarbonization of the<br />
national energy matrix by 2040, aimed at reducing greenhouse emissions<br />
and boosting renewable energy generation.<br />
It is worth remembering that less than a month ago Minister Jobet<br />
announced that the withdrawal of four coal-mining plants representing<br />
700 MW will be advanced ahead of the original plan.<br />

<strong>ACERA</strong> holds its first Members Assembly<br />
January is the month to organize the year, and therefore <strong>ACERA</strong><br />
held its first Members Assembly, where the <strong>2020</strong> budget was<br />
approved.<br />
The activity began with the welcome words of the President of<br />
the Association, José Ignacio Escobar, who highlighted the<br />
work of the association during 2019 and the challenges for <strong>2020</strong><br />
that will clearly be dizzying, but also very positive for a sector that<br />
could achieve the goal of 20% NCRE five years earlier than<br />
stipulated.<br />
"Definitely this year NCREs will set the tone for what will be the<br />
development of Chile during <strong>2020</strong>. As we announced at the time,<br />
renewables had much more to show than everyone thought, and<br />
now they're proving it. <strong>ACERA</strong> and all its members will always<br />
support them so that their path is successful," the President said.<br />
Then it was the turn of <strong>ACERA</strong> Executive Director, Carlos Finat,<br />
who set forth the Management Report of the last months of 2019,<br />
in addition to delving into the most important work areas of the<br />
association which have outlined what will be the <strong>ACERA</strong> <strong>2020</strong><br />
Plan.<br />
The presentation of the <strong>2020</strong> Budget with the association’s<br />
economic guidelines for this year was made by the Director<br />
Treasurer, Manuel Tagle. Finally, the Vice-President, Paola<br />
Hartung, closed the meeting emphasizing the important work<br />
carried out by <strong>ACERA</strong> and highlighting the great contribution that<br />
the renewable sector can deliver in the country’s social scenario

Francisco was born in Spain, but during his life he has lived in different countries in<br />
Europe, the Middle East and Latin America. His academic training was at the Institute<br />
of Stock Studies and IE Business School, both in Spain. He also studied at Harvard<br />
Business School in the United States. He is currently married and has three children.<br />
Among his hobbies are sports, reading, and travel. In addition to enjoying quality<br />
time with his family, ideally outdoors.<br />
At present, Francisco works as CEO of Senvion Chile, a German company<br />
manufacturer of OnShore and OffShore wind turbines with 16 GWs sold worldwide.<br />
Why did you decide to direct your career to the energy industry?<br />
Because the energy sector is one of the most relevant to the well-being of society and is an<br />
essential factor for all the productive activities of a country. It is also a sector in full<br />
revolution and with a demand that is constantly increasing. In addition, it is a great<br />
challenge to be able to contribute to the energy transition through solutions that generate<br />
clean energy. I have been working in the renewable energy sector for more than 15 years<br />
and, without a doubt, growth has been exponential.<br />

On the importance of Renewable Energy, Senvion's CEO says that "these will contribute,<br />
among others, to the economic efficiency of the system, bringing security to it and<br />
contributing to the creation of jobs". He also stresses the importance and fundamental role<br />
of these energies in realizing the ambitious decarbonization plan to which Chile has<br />
committed.<br />
Regarding the role of these clean energies in mitigating climate change, Francisco<br />
comments that "it is essential. Renewable energies are clean and inexhaustible energy<br />
sources because of their natural origin, they do not produce CO2 emissions or other highly<br />
polluting gases that affect climate change and environmental degradation." In the same<br />
vein, he says that "with a growing global energy demand, the development of<br />
environmentally friendly solutions is critical."<br />
When asked about the large projects that Senvion is currently working on, Francisco<br />
highlights three: the first is Sarco, a project composed of 50 wind turbines with a total<br />
power of 170 MW, which is equivalent to the energy consumption of approximately 270<br />
thousand homes. The project is located in the Atacama Region, specifically in the<br />
commune of Freirina.<br />
The second project highlighted by the CEO of Senvion Chile, is Aurora, a farm located in<br />
the commune of Llanquihue in the Los Lagos region with of 43 wind turbines, which<br />
equate to the energy consumption of approximately 195 thousand homes. Finally,<br />
Francisco highlights the El Arrebol project, located in the Commune of Lebu in the Biobío<br />
Region, which consists of an installation of three wind turbines equivalent to 9.9 MW.<br />
The energy industry is constantly moving and Senvion is no exception. "We have been<br />
working on the sale of our Service and Maintenance business inEurope, which have finally<br />
been acquired by Siemens Gamesa, thus ensuring the correct long-term maintenance of<br />
our wind turbines,"he says. As for what happens in Latin America, he says that "we are also<br />
working to assure our customers of the continuity of our Services".<br />
Why would you recommend being an <strong>ACERA</strong> member?<br />
For the information and promotion of the sector, as well as all the activities it carries out to<br />
support the challenge of mitigating the impact of climate change through renewable<br />
energies. Likewise, as a platform on which the most relevant actors in the sector are<br />
located, the capacity for dialogue concerning the development of renewable energies at<br />
the national level is very important.

Alejandro is Argentinian, married and has four children: Tomás, 33 years old,<br />
Santiago, 30, Leon, 10, and Benjamin seven. He is a Naval Electronic Engineer, MBA<br />
and several other Business Management (PADE) programs. He arrived in Chile 23<br />
years ago to install Siemens, where he worked until 2013. After several years of<br />
consulting, he had a brief stint at ENAP, then entering Wärtsilä.<br />
His great passion is sailing, both in cruise navigation and in Regattas, where he has<br />
had the opportunity to meet "bright and passionate people, assemble teams of<br />
excellence, with whom we managed to win several national championships". He<br />
emphasizes that in the world of navigation it is possible to "meet people in a different<br />
environment and thus discover values in people who on land do not express<br />
themselves openly, or it takes longer for them to do so."<br />

Why did you decide to direct your career to the energy industry?<br />
Energy is a vital element for humanity. Due to my engineering and then entrepreneurial<br />
training, I have found in energy, especially renewable, the space to combine science,<br />
technology, business and, above all, contribute to the development and common good.<br />
With regard to Wärtsilä, he says that it is a company with a great trajectory, whose<br />
purpose is to be a contribution for sustainable development through intelligent<br />
technologies. "Our vision at Energy Solutions in Wärtsilä is a 100% renewable energy<br />
future and our value proposition is the integration of systems to provide the flexibility<br />
required for the optimal use of renewable energies," he states.<br />
For Alejandro, the advancement of renewable energies in Chile is "an example of reason<br />
prevailing by its own weight" and that this example of development "has an impact in the<br />
most diverse areas: social, environmental, and also economic, because now it has proved<br />
to be the trigger of a tremendous drop in generation costs".<br />
He is sure that renewables will become the base energy and that traditional fossil<br />
generation (coal, diesel or flexible gas) will no longer have a place in the system. "Without<br />
coal, greenhouse gas emissions will drop dramatically," he says. Meanwhile, to achieve<br />
coal withdrawal, he says that "it will be necessary to incorporate resources that provide<br />
flexibility, such as storage systems with batteries or flexible gas storage. Also, with the<br />
introduction of green hydrogen, it will be possible to produce synthetic fuels which, used<br />
in the same engines, will take us to Neutral Carbon".<br />
Alejandro tells that in Wärtsilä they are working hard to contribute to the energy transition.<br />
They are currently developing a Leading Case for a 100MW renewables balancing plant,<br />
based on natural gas, with starting times from two minutes to reach maximum power.<br />
"This dynamic and high reliability that they offer allow maximum use of renewable<br />
energies using, for example, even the last ray of sunshine," he explains.<br />
"We believe that these are the plants that energy transition requires and this model will<br />
be replicated in many locations, bringing resilience and balance to the system," says<br />
Alejandro, and emphasizes that the experience of Wärtsilä with plants installed all over the<br />
world (especially in the State of California, United States) confirms that they are on the<br />
right track.<br />
Why would you recommend being an <strong>ACERA</strong> member?<br />
<strong>ACERA</strong> has played an excellent role since the beginning of the Renewables following the<br />
path of its forerunners, who with great vision, commitment, courage, and conviction,<br />
knew how to open the way in a forest of vicissitudes, breaking down barriers and<br />
summoning wills. To be a member of <strong>ACERA</strong> is to belong to an association that, in<br />
addition to developing business in a sector, promotes the common good.

During the month of January, <strong>ACERA</strong>'s Annual Press Conference was held, a<br />
characteristic meeting of the sector that brings together the executives of the<br />
entity with the main media at the national level.<br />
On the occasion, the President of the Association, José Ignacio Escobar,<br />
highlighted how <strong>ACERA</strong> has always been an important part of the discussion of<br />
the industry’s relevant issues, adding that "<strong>2020</strong> will be the year of the NCREs<br />
since they will be five years ahead of their goal of participation in the energy<br />
matrix. But there are still several issues to work with, such as the amendment to<br />
the green tax, regulating the development of diesel plants, the entry of storage<br />
and the robustness of transmission lines, among others. We will continue<br />
working to remove those barriers."<br />
<strong>2020</strong> will probably not be an easy year, but renewables expect to be part of the<br />
solution, with the commitment, quality, and efficiency they have shown as a<br />
sector and <strong>ACERA</strong> will remain firm working to support Chile's resilience.<br />
