La Cité internationale a été créée dans le contexte
pacifiste des années vingt, tant pour redonner à la France
son rôle international dans l’enseignement supérieur
que pour favoriser les échanges et les rencontres entre
étudiants et chercheurs du monde entier.

nationalités choisis à un niveau élevé de leur études en
leur fournissant un accueil…

recherche ou d’enseignement supérieur…
Plus de quatre-vingts ans après sa fondation, ses
missions sont plus que jamais d’actualité.

the Cité internationale universitaire
de Paris accommodates 10,000 students
and researchers each year within its
40 houses. Set in a 34-hectares park in the
14 th arrondissement of Paris, it provides
dedicated premises for international
students and facilities to make everyday
life easier and more pleasant.
The Cité internationale was created during the
peacetime of the 1920s, both to restore France’s
international role in higher education and to promote
exchanges and friendships between students and
researchers from across the world.
Since the outset its principal goals, written into its
statutes, have been:
> to promote exchanges between leading students of all
nationalities by providing them with a warm welcome…
> to provide accommodation for researchers, teachers,
and artists pursuing temporary research or higher
education assignments in France.
More than eighty years after its foundation, its goals are
more relevant than ever.
UNE UTOPIE DEVENUE RÉALITÉ
Au lendemain de la Première Guerre mondiale, André HONNORAT,
ministre de l’Instruction publique, imagine la création d’une cité
destinée à héberger les étudiants étrangers. Grâce au soutien
de l’industriel Émile DEUTSCH DE LA MEURTHE et de Paul APPELL,
recteur de l’Université de Paris, l’utopie devient réalité.
UTOPIA BECOME REALITY
Following the First World War, André HONNORAT, the
Minister of public Instruction, dreamed of creating a
housing complex to accommodate international students.
With the support of industrialist Émile DEUTSCH DE LA
MEURTHE and Paul APPELL, rector of the University of Paris,
this utopian vision became a reality.

LE MOT DU PRÉSIDENT
La Cité internationale universitaire de Paris a été conçue
et voulue comme un ensemble dédié aux échanges
universitaires internationaux. Composée de près de
40 maisons, toutes dotées d’une identité spécifique,
elle accueille chaque année 10 000 étudiants, chercheurs,
artistes et sportifs de haut niveau dans un cadre de vie
sans égal dans le monde. Fidèle à l’ambition de ses
fondateurs, la Cité internationale permet le brassage de
résidents d’environ 130 nationalités représentant l’ensemble
des filières d’enseignement des universités, des
grandes écoles et des centres de recherche français.
Pour répondre aux évolutions de la mobilité universitaire,
la Cité internationale a développé une ingénierie de
l’accueil sur mesure. Véritable creuset de cette mobilité,
elle joue le rôle d’un laboratoire de l’accueil en perpétuelle
recherche d’adaptation aux besoins de ses publics.
Outre l’accompagnement personnalisé, l’amélioration de
l’accueil se traduit par la poursuite d’un vaste programme
de rénovation des maisons existantes, et par la création
de nouvelles maisons, liées à un pays, une école ou à un
ensemble de nations, comme celui de la nouvelle Europe.
La Cité internationale se préoccupe également, dans le
respect de ses missions d’origine, toujours d’actualité,
de faire évoluer ses statuts et son cadre juridique, pour
répondre mieux aux besoins d’autonomie et de responsabilité
de toutes ses composantes et faire rayonner ce
lieu de vie unique et singulier où la jeunesse du monde
entier partage ses attentes et écrit son avenir.

A MESSAGE
FROM THE PRESIDENT
The Cité internationale universitaire de
Paris was designed and intended as
a campus devoted to international
exchange students. Comprising around
40 houses, each expressing their own individual
identity, every year it provides
accommodation for 10,000 students, researchers,
artists and top class sportsmen
and women in surroundings that are unparalleled
anywhere in the world. Remaining
loyal to the aim of its founders, the Cité internationale
brings together residents of
around 130 nationalities representing every
type of higher education in France – universities,
“grandes écoles” and research establishments.
In order to respond to changes in student mobility, the
Cité internationale has developed a set of personalised
welcoming services. As a genuine example of this mobility,
it plays the role of a reception test bed constantly
seeking to adapt to the needs of its various user groups.
In addition to personalised support, the improvement
of the welcome given is reflected in the pursuit of an
extensive programme to renovate existing houses and
build new ones, associated with a particular country,
school or group of nations, such as the new Europe.
While the original goals of the Cité internationale are now
more relevant than ever, its legal framework and statutes
also need to evolve if it is to respond more appropriately
to the need for autonomy and responsibility of all its
components and to continue to be a unique and remarkable
place where young people from all over the world
can share their expectations and shape their future.

UNE ORGaNISATION oRIGINALE
Les résidents jouent un rôle actif dans l’animation de leur maison
Fondation de droit privé reconnue d’utilité publique
par décret du 6 juin 1925, la Cité internationale est
administrée par un conseil d’administration.
La délégation générale assure la direction des services
et maisons à comptes intégrés et coordonne l’ensemble.
Les maisons
Chaque maison pratique le « brassage » des nationalités
et des disciplines afin de favoriser les échanges. Deux
familles de maisons composent la Cité internationale :
> 18 maisons sont gérées sous le contrôle de la
délégation générale.
> 22 maisons disposent d’une entière autonomie
d’organisation et de gestion, dans le respect de la
législation française, des actes de donation, et des
règlements de la Cité internationale.
Les résidents
Ils sont invités à s’investir dans la vie de la Cité
internationale et de leur maison. Des Comités de
Résidents sont ainsi élus au sein de chaque maison pour
jouer un rôle actif en termes d’animation.
AN ORiGINAL ORgANISATION
As a private legal foundation, recognised to be of
public benefit by the decree of 6 june 1925, the Cité
internationale is administered by a Board of Governors.
The General Delegation is in charge of services and
houses with shared accounts and coordinates the
overall management.
Student houses
Each house operates a policy of « bringing together »
people of different nationalities and disciplines in order
to promote a spirit of exchange.
The Cité internationale comprises two sets of houses:
> 18 houses managed by the General Delegation.
> 22 houses with complete autonomy over their
organisational and management procedures, providing
that they comply with French law, rules on donations
and the Cité internationale’s own regulations.
Residents
Residents are invited to involve themselves fully in
the life of the Cité internationale and of their house.
Residents Committees are elected in each house to take
on an active role in arranging activities.

PARTNERSHIP AT THE CITÉ INTERNATIONALE
The Cité internationale is authorised under its statutes to receive donations and bequests. In order to continue the work begun by
its founders, it has to adapt to the new needs of its various user groups and restore and develop its infrastructures. These needs are
considerable and in order to address them, the institution must rely on the partnership that was at the heart of its original creation.

Le parc de la Cité internationale, ouvert au public, abrite
37 maisons* inspirées de mouvements architecturaux
variés. Quatre d’entre-elles sont classées ou inscrites
au titre des monuments historiques.
La préservation du patrimoine
Une politique de conservation du patrimoine a permis
de rénover près de 2 000 logements en cinq ans.
Ces restaurations sont rendues possibles grâce au
concours d’états étrangers, de comités de soutien,
des pouvoirs publics français, de la Région île-de-
France, de la ville de Paris… à ceci s’ajoute le support
de mécènes et de donateurs privés, indispensable à la
poursuite de cette politique.
Des logements supplémentaires
en perspective
Au cours des dix prochaines années, la Cité
internationale prévoit de rénover et construire près de
1 200 logements supplémentaires, avec notamment la
création de cinq nouvelles maisons dans son parc.

UN PaTRIMOINE SInGULIER
A REMaRkABLE HeRITAGE
The Cité internationale grounds, which are open to the
public, host 37 student houses* inspired by a variety of
architectural movements. Four of them are classed or
registered as listed buildings.
Preserving our heritage
A policy of protecting our heritage has enabled the
renovation of almost 2,000 accommodation units in
five years – restoration work made possible through
support from other countries, support committees,
public authorities in France, the île-de-France Region,
and from the city of Paris. In addition support is
provided by private sponsors and donors, another vital
element in the pursuit of this policy.
Future plans for additional accommodation
Over the course of the next ten years, the Cité
internationale plans to renovate and build up to
1,200 additional accommodation units, in particular
by building five new houses on its site.

The 10,000 or so students and researchers resident in
the Cité internationale each year are selected using
an admission policy that gives preference to those
enrolled on Masters, Doctoral and Postdoctoral courses.
Individual requests for accommodation are handled by
an online admissions procedure.

Over the past few years the Cité internationale has
strengthened partnerships with universities and
research establishments both in France and abroad, as
well as with local and regional authorities that reserve
accommodation for their own students and researchers.

Le Pôle d’Accueil des étudiants
Chercheurs et Artistes étrangers
Une plate-forme de services, ouverte toute l’année,
aide les publics en mobilité (résidents ou non) dans la
préparation de leur séjour et facilite leur intégration.
Ce pôle d’accueil coordonne des structures dédiées aux
chercheurs comme la Fondation nationale Alfred KASTLER
(France entière) et le réseau régional des centres de
mobilité (île-de-France). A la Cité internationale, des
services spécialisés ont été conçus pour les chercheurs,
les étudiants et les artistes étrangers.
Avant et pendant leur séjour, les étudiants de
niveaux Licence, Maîtrise, Doctorat trouvent à la Cité
internationale des informations sur les formalités
administratives, l’apprentissage du français, l’emploi...
Chaque rentrée universitaire s’accompagne de la mise
en place d’un dispositif d’accueil renforcé. Ce « guichet
unique » réunit en un même lieu la Préfecture de police
de Paris et la Direction Départementale du Travail
qui prennent en charge, sur place, les demandes.
Les chercheurs bénéficient d’un accueil plus large
incluant la préparation pratique et administrative
du séjour (l’aide au logement, l’accompagnement
des conjoints…). Labellisé « centre de mobilité »
par la Commission européenne du réseau ERA-MORE,
ce service fait figure de modèle en Europe.
La Cité internationale a ouvert en 2008 un Club des
Chercheurs, lieu dédié aux chercheurs franciliens
pour lire, travailler, échanger et profiter d’une
programmation culturelle.

Les artistes et les professionnels de la culture reçoivent
un accueil spécifique qui inclut une aide dans les
démarches administratives et un suivi pendant le séjour

dispensent une aide psychologique, une assistance

Reception Centre for International Students
Researchers and Artists
A platform of services, available throughout the year,
enables international students (resident or otherwise)
to prepare for their stay and makes it easier for them
to integrate. This reception centre coordinates facilities
dedicated to researchers such as the Fondation nationale
Alfred KASTLER (whole of France) and the regional
network of mobility centres (île-de-France). In the Cité
internationale, there are specialist services designed with
researchers, artists and foreign students in mind.
Before and during their stay, students following
Undergraduate, Masters and Doctorate
programmes can obtain information in the Cité
internationale on administrative procedures,
French language lessons, job seeking… At the
start of every new academic year an improved
package of welcome services is put in place.
This « one-stop » shop brings together the Paris
Police Authority and Departmental Directorate of
Work who can handle any enquiries on site.
Researchers enjoy a wider range of welcome
services, including practical and administrative
assistance in preparing for their stay (help with
accommodation, and support for spouses…).
This “mobility centre”, as the European Commission
of the ERA-MORE network has designated it, acts as
a template for the rest of Europe.
In 2008 the Cité internationale opened a Researchers‘
Club. These are dedicated premises where researchers
in the Ile-de-France can read, work, exchange ideas
and benefit from a schedule of cultural events.
Artists and cultural professionals receive a
specific welcome package that includes help with
administrative procedures and follow-up throughout
their stay (networking, trips, evening events, etc.).
In addition, social, psychological and educational
assistance is available for residents in difficulty.

au cœur de la Cité internationale. Elle abrite des espaces de restauration, une bibliothèque ouverte
7 jours sur 7, un Esp@ce Langues... Inspirée du château de Fontainebleau, la Maison Internationale est composée
de salons de caractère offrant des possibilités d’organisation d’événements (colloques, congrès, séminaires…).
THE MAISON INTERNaTIONALE
Built in the 1930s, thanks to the partnership of John D. ROCKEFELLER Junior, the Maison Internationale is
at the heart of the Cité internationale. It has restaurant facilities, a library which is open 7 days a week, and its
Esp@ce Langues (Language Centre). Inspired by the château de Fontainebleau, the Maison Internationale is made up
of function rooms suitable for events such as workshops, conferences and seminars.

UNE OFFRE CULTURELLE
ET SPORTIVE PLURIELLE
Chaque année, les maisons et les services spécialisés
de la Cité internationale organisent et accueillent plus
de 1 000 manifestations culturelles,
intellectuelles et festives. Ouverts aU
public, ces événements sont axés sur
le dialogue interculturel, la création
artistique et le partage des savoirs.
La Cité internationale comporte des structures
professionnelles avec un théâtre, véritable phare en
matière d’arts de la scène, et CitéCulture, son centre
culturel, qui propose des activités centrées sur le
patrimoine, les arts visuels et la musique. Il soutient
aussi les pratiques amateurs.
L’Orchestre de la Cité internationale, composé de jeunes
musiciens de toutes nationalités, aborde un répertoire
classique et contemporain. A ses côtés, une chorale
réunit une centaine d’amateurs.
Au sein des maisons, des manifestations ayant trait à
la culture des pays représentés ou à la spécificité de
la maison se tiennent quotidiennement : conférences,
concerts, expositions… Cette programmation attire
un public d’étudiants, de chercheurs internationaux
et d’initiés.
Un pôle sportif universitaire
La Cité internationale favorise l’accueil d’étudiants
sportifs de haut niveau et gère une grande variété
d’installations : stades, piscine, gymnase, salles de
danse et de combat... Une large palette d’activités
sportives est proposée aux résidents, étudiants et
chercheurs.
A DIVERSE RANGE OF CULTURAL AND
SPORTING ACTIVITIES ON OFFER
Every year the houses and specialist services
at the Cité internationale organise and
host more than 1,000 cultural, intellectual
and festive events. These events, which are
open to the general public, are focused on
intercultural dialogue, artistic creation and
knowledge sharing.
The Cité internationale provides professional facilities
including its Theatre, which showcases contemporary
arts, and the CitéCulture, a cultural centre offering
activities relating to heritage, the visual arts and music.
It also provides practice facilities for amateurs.
The Orchestre de la Cité internationale, which brings
together young musicians of all nationalities, performs
a classical and contemporary repertory. It is supported
by a 100-strong amateur choir.
Within the houses, events such as conferences, concerts
and exhibitions that are associated with the cultures of
the countries represented or the specific character of the
house take place every day. This programme attracts a
wide audience of students, international researchers and
connoisseurs.
A university sports centre
The Cité internationale particularly welcomes top
class sports students and provides a wide variety of
facilities: stadia, swimming pool, gym, dance and
combat studios, etc. A wide range of sporting activities
is available to residents, students and researchers.

Les produits d’exploitation s’élèvent à 35.6 M¤ en progression de 0.1 M¤ par rapport à 2006, 35.5 M¤.
Les charges d’exploitation s’élèvent à 34.4 M¤ en diminution de 0.6 M¤. Le résultat d’exploitation s’élève à 1.2 M¤
en nette progression sur 2006 dont le résultat d’exploitation était à 0.5 M¤. Le résultat financier représente pour
l’essentiel les charges financières liées aux emprunts contractés pour les travaux de rénovation des maisons de la Cité
internationale. Le résultat net est positif à 234 K¤ en 2007 pour un résultat à (- 289 K¤) en 2006.
LE bILAN AU 31 DÉCEMbRE 2007
L’actif s’établit à 165.8 M¤, sous l’effet notamment des travaux de rénovation de la Résidence André DE GOUVEIA, de la
Maison des Étudiants de l’Asie du Sud-Est et de la fermeture de la Fondation AVICENNE. La trésorerie est positive de
24.2 M¤. La valeur d’expert des 18 maisons et des bâtiments communs figure ainsi à l’actif, en contrepartie du droit
des propriétaires inscrit au passif. Les constructions et droits des propriétaires sont amortis sur les quarante années
d’application de la convention avec la chancellerie des Universités de Paris. La passif enregistre une diminution des
subventions d’investissement.

Operating income in 2007 totalled ¤35.6M, a rise of ¤0.1M on the 2006 figure of ¤35.5M.
Operating expenses came to ¤34.4M, down ¤0.6M. Operating profits totalled ¤1.2M, a significant rise on the 2006
profits of ¤0.5M. Essentially our financial performance reflects expenses associated with loans contracted for
renovation work to halls of residence at the Cité internationale. There was a net profit in 2007 of ¤234K, as compared
with a negative performance in 2006 (¤-289K).
STATEMENT OF ACCOUNTS AT 31 DECEMbER 2007
Assets stand at ¤165.8M, principally as a result of renovation work to the Résidence André DE GOUVEIA and the Maison
des Étudiants de l’Asie du Sud-Est and to the closure of the Fondation AVICENNE. Cash flow is positive with a net cash
position of ¤24.2M. The expert valuation of the 18 halls of residence and shared buildings appears as assets to balance
out the property rights which are included as liabilities. buildings and property rights are amortized over the forty
years of the term of the agreement with the Chancellery of the universities of Paris. The liabilities reflect a reduction
in investment subsidies.

À la cité internationale
Fondation de droit privé, reconnue d’utilité publique par
décret du 6 juin 1925, la Cité internationale est née
de la mobilisation de nombreux mécènes : émile DEUTSCH
DE LA MEURTHE, David DAVID-WEILL, John D. ROCKEFELLER
Junior… Par son statut, elle est habilitée à recevoir des
dons et legs et offre ainsi des avantages fiscaux
aux entreprises comme aux particuliers.
Afin de poursuivre l’œuvre engagée par ses fondateurs, la
Résidence André DE GOUVEIA
Cité internationale doit s’adapter aux nouveaux besoins
de ses publics, restaurer et développer ses infrastructures dont certaines maisons. Les besoins sont considérables
et la Cité internationale souhaite renouer avec la tradition de mécénat, à l’origine de son édification, en proposant
à une nouvelle génération d’entreprises et de particuliers de s’inscrire dans son histoire.
LES PROGRAMMES DE MéCéNAT
≥ « 1000 Euros, une chambre à votre nom »
Ce programme est réservé aux particuliers désireux de contribuer à l’amélioration du confort des chambres des
différentes maisons de la cité internationale. Chaque don de 1 000 euros permet au donateur de voir son patronyme
attribué à une chambre via une plaque nominative. Ce don ouvre droit à une réduction d’impôt de 66% du montant
versé (soit un don réel de 340 euros). Pour les personnes assujetties à l’ISF, la réduction d’impôt est de 75% du
montant du don effectué (soit un don réel de 250 euros). Actuellement, près de 300 chambres sont en cours de
restauration, soit une recherche de fonds de 300 000 euros.
≥ Mécéner les projets de la Cité internationale
Les entreprises mécènes ont la possibilité de bénéficier
d’une réduction d’impôt de 60% sur le montant de l’impôt
sur les sociétés dans la limite d’un plafond de 0,5 % du
chiffre d’affaires de l’entreprise. L’engagement d’une
entreprise auprès de la Cité internationale lui donne accès,
en fonction du montant du mécénat, à une visibilité sur
les outils de communication dédiés au projet, à hauteur
de 25% du don, (brochure, relation presse, site Internet,
plaque murale, etc.), à des visites guidées du parc, à des
invitations aux expositions et concerts organisés par la Cité
internationale, etc. Ainsi un don de 500 000 euros coûte
réellement à l’entreprise 75 000 euros.

As a private legal foundation, recognised as being
of public benefit under the decree of 6 June 1925, the Cité
internationale owes its existence to the involvement
of a number of patrons: Emile DEUTSCH DE LA MEURTHE,
David DAVID-WEILL, John D. ROCKEFELLER Jnr… Its statutes
enable it to receive donations and legacies, and thus
it is able to offer tax concessions to corporate
or individual sponsors.
In order to continue the work of its founders, the Cité
internationale must adapt to the changing needs of its
Maison des étudiants de l’Asie du Sud-Est
various user groups as well as restore and develop its
infrastructures, including a number of houses. The associated costs are considerable and the Cité internationale
is seeking to renew its links with the tradition of partnership that was present at its creation, by offering a new
generation of corporate and individual sponsors the opportunity to become part of its history.
PARTNERSHIP PROGRAMMES
≥ « Give 1,000 euros and have a room named after you »
This programme is reserved for individuals wishing to contribute towards improving rooms in the various houses in the
Cité internationale. For each donation of 1,000 euros, a room will be named after the donor’s family which will be shown
on a nameplate. 66% of the total sum of the donation is tax deductible, so a gift of 1,000 euros in actual fact costs
340 euros. For those subject to wealth tax, 75% of the total sum of the donation is tax deductible (making the actual
cost of donation just 250 euros). Almost 300 rooms are currently undergoing restoration, so we are looking to raise
funds of 300,000 euros.
≥ Partnership of projects at the Cité internationale
Corporate partners can benefit from 60% tax relief on corporation
tax up to a maximum of 0,5% of company turnover. A donation of
500,000 euros in actual fact costs the company only 75,000 euros.
Any company that sponsors the Cité internationale (depending
on the amount of the donation), will have its name featured on
communication tools dedicated to the project – brochures, press
relations, website, wall plaque, etc, – will receive guided visits of
the grounds, and be invited to exhibitions and concerts organised
by the Cité internationale, etc…

de la cité internationale
la cité internationale mène une politique d’accueil à destination des chercheurs en mobilité. soutenue par la région île-
de-France, elle offre des services d’accueil spécialisés (aide administrative, recherche d’un logement, cours de français...)
et propose, dans ses 40 maisons, des logements adaptés à ce public. depuis la rentrée 2008, elle met à leur disposition
un lieu de convivialité qui leur est spécialement réservé : le club des chercheurs.

le club regroupe différents espaces ouverts tous les jours de 14h à 23h :
> un salon ouvert sur un jardin,
> un espace bureautique,
> une salle dédiée aux formations linguistiques et aux réunions,
> un auditorium pour accueillir débats, soirées festives, ciné-club,

the cité internationale runs a support scheme for researchers temporarily staying in the paris region. supported by the île-
de-France region, the scheme includes specialised welcome services (including administrative assistance, help looking
for accommodation and French language lessons) and offers accommodation suited to researchers in its 40 halls. From
the start of the 2008 academic year, the cité is providing a special social venue for researchers: the researchers’ club.
WOrK and socialising
the club includes different areas open every day from
2 p.m. - 11 p.m. :

> a room for language training and meetings,
> an auditorium for debates, parties, the film club and concerts.
hoW to Join
the club is open to all international researchers (minimum level phd)
working in the paris region and also to their French counterparts.

internationale, the club’s facilities and services make
it a great venue. researchers from all backgrounds can

l’accueil des artistes et professionnels de la culture
le bureau d’accueil des artistes et professionnels étrangers – baape – est un pôle d’information, d’orientation et de
soutien aux structures franciliennes accueillant des artistes et professionnels de la culture étrangers, toutes disciplines
confondues. Interlocuteur fixe avant et pendant le séjour, le BAAPE assure le suivi et l’accueil des artistes et professionnels
de la culture.
Le BAAPE bénéficie du soutien du Ministère de la culture et de la communication et de la Région Île-de-France.

Elles tiennent au fait que je ne connais absolument pas le système administratif français et

Quel soutien avez-vous trouvé à la Cité internationale ?
Un soutien d’écoute et de présence tout d’abord. L’équipe du BAAPE prend le temps de répondre
(en anglais !) à mes multiples questions : comment bénéficier de la carte européenne
d’assurance maladie, quelle mutuelle choisir, ai-je droit à la CAF, qu’est-ce que le statut d’intermittent… Je suis en
France pour un séjour de plus d’un an et je dois apprivoiser tous ces problèmes pour travailler sereinement.

the Guest artists and professionals office (BAAPE) is a dedicated centre offering information, guidance and support to
organisations in the paris region that host foreign artists and culture professionals, of all disciplines.

What major difficulties did you come across when preparing for your stay in France?
the main problem was that I had absolutely no idea how the French administrative system
worked and was a little lost when it came to dealing with things like health, contributions,
intermittent work, tax, etc.
How did the Cité internationale help you?
First, just by being there and listening. the BAAPE team took the time to answer my many
questions (in English!) such as how to get the European health card, what kind of supplementary
health cover I should choose, do I have the right to apply to the CAF, etc. they were even able to answer
questions about my employment status as an intermittent worker. I will be staying in France for over a year and
need to deal with all these issues in order to do my work stress-free.
