In September 1997 the Danish Centre for Human Rights initiated its

cooperation with Association Nigérienne pour la Défense des Droits de

l’Homme (ANDDH), a monitoring NGO, and Faculté des Sciences

Economiques et Juridiques (FSEJ). Originally, an additional small scale

cooperation was envisaged with Association des Femmes Juristes

Nigériennes (AFJN), but this never took off. The entire programme was

evaluated by Penal Reform International in August 1999.

Given the difficult political circumstances when the project started in

1997 the project focussed primarily on members of civil society and

independent institutions in order to strengthen their abilities to reinforce

the rule of law in their country. This project goal has been sought

materialised by means of i) training in human rights and organisational

skills, ii) providing access to information on human rights, and iii)

focussing on the development and strengthening of research capacity in

the country.

The content of the project has to a large extent focussed on capacity

building within both partner organisations. Thus, personnel/consultants

have been employed and trained, and procedures for accounting and

auditing have been ensured with both partners. Moreover, a number of

seminars have been conducted for and by ANDDH in order to strengthen

its organisational knowledge and to supply its members as well as other

parts of civil society with more profound knowledge of the substance of

human rights. A few university teachers have been involved in the human
