Summary<br />

Following the new policy regarding the management of diabetes in Morocco, the referral cen-<br />

ter of diabetes (RCD) of Oujda was set up in 2005 to re<strong>du</strong>ce mortality and the complications<br />

linked to diabetes. The aim of our study is to assess the role of this center in the management<br />

of diabetes.<br />

It is a <strong>de</strong>scriptive and analytical study (before / after and case study) that inclu<strong>de</strong>d a non-<br />

participant observation in the RCD and in three health centers (two urban, one rural), a docu-<br />

mentary analysis and a qualitative study. The latter, using semi-structured interview gui<strong>de</strong>-<br />

lines, focused on the perception of patients, general practitioners and local managers regard-<br />

ing the RCD.<br />

The main results of our study showed that the RCD plays a backup role to health centers: free<br />

access to specialized consultations, re<strong>du</strong>ction of <strong>de</strong>lays to get an appointment, personalized<br />

consultation offered by dietitians to sensitize and e<strong>du</strong>cate the patients and their families, and a<br />

multidisciplinary management of diabetic children by a pediatrician and a dietitian with the<br />

active involvement of their families.<br />

However, our study showed that the obtained results are below those expected. Barriers to ac-<br />

cess were i<strong>de</strong>ntified at the level of health professionals, patients and of the health care organi-<br />

zation. Other constraints came from the external partners.<br />

In conclusion, the role of the RCD was still problematic and confronted with many constraints<br />

for which we proposed possible ways of improvement.<br />
