Message from the President 

Firstly I wish to thank all of you all for your excellent collaboration during the last 

year. It was a pleasure to stay in contact with all of you and your members and to 

work on fruitful projects in Canadian Studies. 

Last year was extremely rich in communication and exchanges. At the May 2010 

Board of Directors and Annual General Meeting, Patrick James was elected 

President-Elect, a role that is especially important at a time when Canada-US 

relations, as well as links with ACSUS, are high on the ICCS’ priorities. 

Congratulations to the Executive Committee as well as to the Secretariat for having 

an experienced and prominent Canadianist as President-Elect. Patrick will take 

over the functions of President at the 2011 AGM. I would also like to thank Susan 

Hodgett and Stewart Gill for their extraordinary contribution during the last two 

years. 

We all are aware of the excellent input and energy of the Secretariat, which has done an excellent job in running 

projects, maintaining external communication and managing the electronic networks and current program applications. 

As of April 1 st , 2010 Cristina Frias will assume the role of Executive Director of the ICCS. A Communications Officer will 

be hired to take on the tasks of external affairs, the International Journal and some fundraising activities. 

Continuing with the implementation of our strategic plan, both the Executive Committee and the Secretariat have been 

working towards raising the profile of our programs. Upgrading our Web site is one of the key components of this 

strategy. This work will be undertaken in the near future. Contact, our newsletter has a new look and I am sure that it 

will attract more Canadianists. I am very pleased that more than one thousand individuals receive Contact every two 

weeks. If you are already into Social Media like Facebook or Twitter, you will discover the dissemination of Canadian 

Studies around the world. We invite you to participate and encourage la Relève! 

We want to highlight the excellent work of Claude Couture, historian and director of the Canadian Studies Institute at 

the University of Alberta, in his capacity as editor-in-chief of the International Journal of Canadian Studies (IJCS). In 

2012, Chantal Maillé of the Simone de Beauvoir Institute at Concordia University will take over as Editor-in-Chief of the 

IJCS. In 2010, issue 41 Representation of First Nations and Métis and issue 42 Canadian Issues: Childhoods, States, 

Nationalisms were published. Issue number 43 Miscellaneous: International Perspectives on Canada will be published 

in the Fall 2011. 

In May 2011 the ICCS will celebrate its 30 th anniversary. To commemorate this occasion an interdisciplinary book 

entitled Canadian Studies: The State of the Art / Études canadiennes: Questions de recherche will be published by 

Peter Lang. The book will offer an overview of the development of the most important disciplines of Canadian Studies.

Tout d’abord, je tiens à tous vous remercier pour votre excellente collaboration au 

cours de cette dernière année. J’ai eu grand plaisir à collaborer avec vous et avec 

les membres de notre organisme, et à travailler avec vous sur des projets 

fructueux contribuant aux études canadiennes. 

L’année qui vient de s’écouler a été extrêmement riche en communications et en 

échanges. Lors de la réunion du Conseil d’administration et de l’assemblée 

générale annuelle, en mai 2010, Patrick James a été élu président, un rôle qui 

prend une grande importance à un moment où les relations entre le Canada et les 

États-Unis et les liens avec l’ACSUS (Association des études canadiennes aux 

États-Unis) occupent un rang élevé parmi les priorités du CIEC. Je félicite le 

Comité exécutif ainsi que le Secrétariat qui auront maintenant à leur tête un 

canadianiste à la fois chevronné et bien reconnu. Patrick prendra ses fonctions 

lors de l’AGA de 2011. J’aimerais également remercier Susan Hodgett et Stewart Gill pour leur extraordinaire 

contribution au cours de ces deux dernières années. 

Nous connaissons tous le niveau d’excellence et d’énergie du Secrétariat, qui a fait de l’excellent travail dans les 

domaines de l’administration de projets, du maintien des communications externes et de la gestion de réseaux 

électroniques et d’applications de programmes. Le 1 er avril 2010, Cristina Frias endossera le rôle de directrice 

générale du CIEC. Un agent des communications sera engagé pour s’occuper des questions d’affaires extérieures, de 

la Revue internationale et de certaines activités de collecte de fonds. 

Poursuivant la mise en œuvre de notre plan stratégique, le Comité exécutif et le Secrétariat se sont efforcés de 

hausser le profil de nos programmes. La mise à niveau de notre site Web constitue un des éléments clés de cette 

stratégie. Ce travail sera entrepris sous peu. Contact, notre bulletin, paraîtra sous une nouvelle présentation; je suis 

convaincu qu’il attirera encore plus de canadianistes. C’est pour moi une grande satisfaction de savoir que plus d’un 

millier de personnes reçoivent Contact toutes les deux semaines. Si vous échangez déjà sur des médias sociaux 

comme Facebook ou Twitter, vous découvrirez à quel point les Études canadiennes sont connues dans le monde. 

Nous vous invitons à y participer et à encourager la relève! 

Nous désirons souligner l’excellent travail de Claude Couture, historien et directeur de l’Institut d’études canadiennes à 

l’Université de l’Alberta en sa qualité de rédacteur en chef de la Revue internationale d’études canadiennes (RIÉC). En 

2012, Chantal Maillé, de l’Institut Simone de Beauvoir à l’Université Concordia prendra la relève de la RIÉC en tant 

que rédactrice en chef. Au cours de l’année 2010 la RIEC a publié le volume 41 « Les représentations des Premières 

Nations des Métis » et le volume 42 « Enjeux canadiens : enfances, États, nationalismes ». Le numéro 43 « En vrac : 

perspectives internationales sur le Canada » sera publié à l’automne 2011. 

En mai 2011, le CIEC célébrera son 30 e anniversaire. À cette occasion paraîtra un livre touchant à plusieurs 

disciplines intitulé Canadian Studies: The State of the Art / Études canadiennes: Questions de recherche, publié par 

Peter Lang. Cet ouvrage offrira une vue d’ensemble des disciplines les plus importantes en études canadiennes.

On May 26th, 2011, Jean Labrie of the Department of Foreign Affairs and International Trade Canada (DFAIT) will organize 

a forum on the Understanding Canada Program in order to examine the program’s format since its restructuring in 2008 and 

to determine what might be done to heighten the program’s effectiveness and ensure it is adapted to all stakeholders. 

I also wish to inform you that the ICCS will hold its Biennial Conference in 2012. The topic of the conference will be “Cultural 

Challenges of Migration in Canada/Les défis culturels de la migration au Canada”. The event will be organized in 

collaboration with Patrick Imbert (University of Ottawa). University of Ottawa and Carleton University will be the official 

partners. 

Finally, I would like to thank the Secretariat - Cristina Frias, Lise Nichol, Sylvie Provost, Nadyne Lacroix, Anne Hébert-Oram, 

and Irais Lopez as well as our financial consultant, Gaëtan Vallières - for their excellent work and collaboration.

un forum sur le programme Comprendre le Canada : études canadiennes afin d’examiner le format du programme depuis 

sa restructuration en 2008 et de déterminer si nous pouvons le rendre plus efficace et mieux adapté à toutes les parties 

prenantes. 

Je dois également vous informer que le CIEC tiendra sa conférence biennale en 2012, sous le thème « Cultural Challenges

The International Council for Canadian Studies (ICCS), with its twenty-two member associations, five associate members and 

over seven thousand scholars and researchers in thirty-nine countries, is a registered, not-for-profit organization that promotes the 

study, research, teaching and publication about Canada in all academic disciplines. The ICCS is governed by a Board of Directors 

(a representative from each association) and an elected four-member Executive Committee. 

These 7,000 “Canadianists” publish hundreds of scholarly articles and books on Canada; organize colloquia, seminars and 

conferences on Canada; and through their teaching and seminars reach yearly over 150,000 students interested on Canada. 

The ICCS links and supports the scientific work of its member associations by organizing communications initiatives, by holding 

various scholarly activities, and offering scholarships and awards. 

The ICCS also acts as an administrative agent of Foreign Affairs and International Trade Canada for most of the Department’s 

Understanding Canada - Canadian Studies Programs. 

Mandate and General Objectives 

The mandate of the ICCS is to promote and support research, education and publications in all fields of Canadian Studies and in 

all countries. The ICCS has identified three major objectives and priority areas: 

Promotion of scholarly activities 

Creation of an international community of Canadianists 

Communication of the results of research and public awareness

Promotion of Scholarly Activities 

The ICCS organizes world-class scholarly activities and contributes to the establishment and development of Canadian Studies in 

universities of all countries where there is a demonstrated interest. 

The ICCS organizes conferences and seminars and participates in the production of publications, often in conjunction with 

universities. It publishes a scholarly journal entitled the International Journal of Canadian Studies. In addition, it undertakes a 

variety of tasks on behalf of government departments, agencies and private corporations, ranging from the administration of 

academic programs to surveys and the collection of bibliographic data. 

Creation of an International Community of Canadianists. 

The ICCS contributes to the creation and development of an international community of Canadianists and acts as an information 

resource for this community. 

Creating links to facilitate scholarly exchanges between Canadianists is one of the prime reasons for the existence of the ICCS. 

To this end, the Council coordinates international representation programs, and produces web-based resources (a database of 

international Canadianists and a Web Resources Portal), and a newsletter ICCS Contact CIEC published twice a month. It also 

maintains a comprehensive Web site www.iccs-ciec.ca. 

Communication and Information 

The Council disseminates, in Canada and abroad, the results of research, study and other scholarly activities undertaken by 

Canadianists in all countries, and promotes public awareness of Canadian Studies. 

The ICCS collaborates with public and private sector publishers in marketing Canadian Studies books abroad. As part of its 

communication/public relations strategy, the Council engages in a number of networking activities, and produces and distributes 

publications such as its annual report, brochures on programs, and two newsletters, The International Canadianist and ICCS 

Contact. The ICCS web site (www.iccs-ciec.ca) serves not only as a communication tool for Canadianists worldwide, but has the 

potential to inform hundreds of thousands of individuals about the activities of the Council and its member associations. The ICCS 

is also pleased to participate in the creation of a communication network for the new generation in Canadian Studies through the 

use of Facebook and Twitter.

Le Conseil international d’études canadiennes (CIEC) regroupe vingt-deux associations membres et cinq membres associés et 

représente plus de sept mille universitaires et chercheurs dans trente-neuf pays. Il est un organisme sans but lucratif promouvant 

les études, la recherche, l’enseignement et les publications universitaires sur le Canada, et cela, dans toutes les branches du 

savoir. Le CIEC est dirigé par un Conseil d’administration composé d’un administrateur de chacune des associations membres et 

d’un Comité exécutif élu de quatre personnes. 

Ces quelque 7000 canadianistes publient chaque année des centaines d’articles et d’ouvrages sur divers aspects de la société 

canadienne et organisent des conférences, des colloques et des séminaires. Par leur enseignement, ils rejoignent annuellement 

plus de 150 000 étudiants qui s’intéressent au Canada. 

Le CIEC appuie la recherche universitaire de ses membres par l’organisation d’activités de communication, par la tenue de 

diverses activités savantes et par l’octroi de bourses et de prix. 

En outre, le CIEC administre des programmes au nom du ministère des Affaires étrangères et du Commerce international 

Canada. Il s’agit notamment des programmes Comprendre le Canada - Programmes d’études canadiennes. 

Mission et objectifs généraux 

Le CIEC a pour mandat de promouvoir les études, la recherche, l’enseignement et les publications universitaires sur le Canada 

dans toutes les branches du savoir. À cette fin, le CIEC a choisi d’œuvrer dans trois secteurs prioritaires :

Le Conseil international d’études canadiennes veille à la mise sur pied de manifestations savantes de calibre international et à 

l’essor des études canadiennes dans les universités de tous les pays intéressés. 

Plus précisément, le CIEC organise, de concert avec les universités, des colloques et des séminaires. Il fait de plus paraître des 

publications comme la Revue internationale d’études canadiennes. Par ailleurs, il assure pour le compte de ministères, d’agences 

gouvernementales et d’organismes, la gestion de programmes, la production de bibliographies et la réalisation d’enquêtes. 

Formation d’une communauté internationale de canadianistes 

Le Conseil s’emploie à créer des liens et à faciliter les échanges entre les universitaires qui se consacrent, partout dans le monde, 

à la recherche et à l’enseignement en études canadiennes. C’est d’ailleurs sa principale raison d’être. 

Centre d’information au service de la communauté internationale des canadianistes, il maintient des banques de données et 

diffuse un bulletin électronique et hebdomadaire, ICCS Contact CIEC. Il maintient également un site Web exhaustif situé au 

www.iccs-ciec.ca. 

Diffusion et information 

Les activités de diffusion et d’information du CIEC englobent la distribution au Canada et à l’étranger des résultats de recherches, 

d’études et de travaux de canadianistes de divers pays, ainsi que la sensibilisation du public à ses activités. 

En collaboration avec des éditeurs canadiens, le Conseil distribue à l’étranger des ouvrages portant sur les études canadiennes et, 

conformément à sa politique de communication et de relations publiques, il établit et diffuse des rapports, dont un rapport annuel, des 

dépliants sur ses propres initiatives, de même que deux bulletins d’information, le Canadianiste international et ICCS Contact CIEC. 

Le site du CIEC (www.iccs-ciec.ca) sert non seulement d’outil de communication à la communauté de canadianistes, mais également 

à tous les individus qui, de près ou de loin, s’intéressent aux études canadiennes. Le CIEC est heureux de participer à la création

Scholarly Activities 

International Journal of Canadian Studies 

The Editorial Board of the International Journal of Canadian Studies is composed of an Editor-in-Chief 

and three Associate Editors. Claude Couture, Historian and Director of the Canadian Studies Institute, 

University of Alberta, Canada, acts as Editor-in-Chief. The Associate Editors are: Professor Chantal 

Maillé, Institut Simone de Beauvoir, Concordia University; Miléna Santoro, Associate Professor, 

French Department, Georgetown University and Ursula Moser, Canadian Studies Centre, Universität 

Innsbruck. 

The ICCS Secretariat, is responsible for the day-to-day activities of the Journal. In 2010-2011, the IJCS 

published Volume 41 “Representation of First Nations and Métis” and 42 “Canadian Issues: childhoods, 

states, nationalisms”. 

Biennial Conference 

The conference “Ageing Societies - The Dynamics of Demographic Change in Canada” held in 

Montreal in May 29-30, 2010, in collaboration with Concordia University was a success at many 

levels. The number of participants reached 120 in the following disciplines: Demography, 

interdisciplinary studies, social gerontology, health, economy, social development, comparative public 

policies, etc. Organizers were very satisfied that their main objective was reached: Networking 

between Canadian and international universities which led to collaborative research projects. Among 

the 80 participants 38 were from Canada and 42 came from abroad. There were 38 individual 

presentations, 16 panels, 1 round table and 2 keynote speakers (Céline LeBourdais from McGill 

University and Munir Sheikh from Statistics Canada).

Revue internationale d’études canadiennes 

Le Comité de rédaction de la Revue internationale d’études canadiennes est composé d’un 

rédacteur en chef et de trois rédacteurs adjoints. Claude Couture, historien et directeur de l’Institut 

d’études canadiennes, l’Université de l’Alberta, agit à titre de rédacteur en chef. Les rédactrices 

adjointes sont les professeurs Chantal Maillé, Institut Simone de Beauvoir, Université Concordia, 

Miléna Santoro, French Department, Georgetown University et Ursula Moser, Centre d’études 

canadiennes, Universität Innsbruck. 

Le Secrétariat du CIEC est chargé des activités quotidiennes de la Revue. En 2010-2011, la RIEC 

a publié le volume 41 intitulé « Les représentations des Premières Nations et des Métis » et le 

volume 42 « Enjeux canadiens : enfances, États, nationalismes ». 

Colloque international biennal 

Le colloque « Le Vieillissement des sociétés : la dynamique de l’évolution démographique au 

Canada » tenu à Montréal du 28 au 30 mai 2010 en collaboration avec l’Université Concordia, s’est 

avéré un succès à plusieurs égards. Le nombre de participants anticipés se chiffrait à 120 dans les 

disciplines suivantes : démographie, études interdisciplinaires, gérontologie sociale, santé, 

économie, développement social et l'analyse comparée des politiques publiques. Les organisateurs 

ont été très satisfaits d’avoir dépassé leur objectif. Le réseautage entre universitaires canadiens et 

internationaux a conduit à des projets de collaboration de recherche. Des 80 participants, 38 étaient 

du Canada et 42, de l’étranger. Le colloque s'est composé de 38 présentations individuelles, 16 

séances plénières, 1 table ronde et 2 conférenciers d’honneur. (Céline LeBourdais de l’Université

ICCS Programs 

The ICCS created the ICCS Endowment Fund for Canadian Studies in 1998, thanks to a matching grant from Foreign Affairs and 

International Trade Canada. The interest of the Endowment Fund is earmarked for specified ICCS scholarships and programs in 

support of Canadian Studies. 

Graduate Student Scholarships 

The encouragement of a new generation of scholars in Canadian Studies is of vital concern to the ICCS. In 1995 the ICCS 

Executive Council established the ICCS Graduate Student Thesis/Dissertation Scholarship to enable students at the Master’s or 

Ph.D. level to spend four to six weeks at a Canadian university doing research related to their thesis or dissertation. Each year, 

the ICCS gives a number of awards of $3,500 maximum. The ICCS Adjudication Committee met in February 2011 and awarded 

9 scholarships of the 2010-2011 competition.

Programmes du CIEC 

Grâce à une subvention de contrepartie d’Affaires étrangères et Commerce international Canada, le Conseil a établi le Fonds de 

dotation en études canadiennes du CIEC en 1998. Les intérêts amassés dans ce fonds sont réservés à l’appui de bourses et de 

programmes du CIEC en études canadiennes. 

Bourses de rédaction de thèse 

Ce programme, le premier à être institué et entièrement financé par le CIEC, vise à favoriser l’émergence d’une nouvelle 

génération de canadianistes. Il permet aux candidats retenus de passer de 4 à 6 semaines dans une université canadienne autre 

que la leur, pour y poursuivre des recherches liées à leur thèse ou mémoire. Chaque année, le CIEC octroie des bourses d’une 

valeur maximale de 3500$. Le Comité d’adjudication du CIEC s’est réuni en février 2011 et a sélectionné 9 récipiendaires des

This program was developed to enable Canadian and foreign academics who have recently completed a doctoral thesis on a topic

Publishing Fund 

The Publishing Fund grants financial aid to a recognized scholarly press to assist with the publication and distribution in Canada of 

scholarly monographs on Canada written by foreign Canadianists members of a Canadian Studies Association or Associate 

Member belonging to the ICCS. The Fund also grants financial assistance for the translation from English or French into a third 

language and from a third language into French or English. The Editorial Board of the International Journal of Canadian Studies 

acts as the Selection Committee for the Publishing Fund. 

The ICCS Publishing Fund received four applications for its 2010-2011 competition. After due consideration, the Selection 

Committee voted to fund the following submissions:

ICCS Awards and Distinctions 

Governor General’s International Award in Canadian Studies 

The Governor General’s International Award in Canadian Studies, the most prestigious 

academic award in the area of Canadian Studies, is presented each year to an individual who 

has made an outstanding contribution to scholarship and to the development of Canadian 

Studies internationally. 

Gerry Turcotte is Associate Provost and Executive Dean of the College of Arts & Sciences at 

the University of Notre Dame, Australia. He is Immediate Past- President of the Australasian 

Council of Deans of Arts, Humanities and Social Sciences (DASSH), Past-President of the 

Association for Canadian Studies in Australia and New Zealand (ACSANZ), and Former 

Secretary of the International Council for Canadian Studies (ICCS). 

He is the author and editor of 14 books including the novel Flying in Silence which was 

shortlisted for The Age Book of the Year in 2001 and Border Crossings: Words & Images both 

published by Brandl & Schlesinger. He is also the author of three collections of poetry: 

Neighbourhood of Memory (Dangaroo), Winterlude (Brandl & Schlesinger) and Hauntings: the 

‘Varuna’ Poems (Five Islands Press). His edited works include Jack Davis: The Maker of History (Harper Collins), Writers in Action 

(Currency), Masks, Tapestries, Journeys (CRITACS), Canada-Australia: Towards a Second Century of Partnership with Kate 

Burridge and Lois Foster (Carleton University Press) and Compr(om)ising Post/colonialisms: Challenging Narratives & Practices, 

with Greg Ratcliffe (Dangaroo). His most recent publications include Peripheral Fear: Transformations of the Gothic in Canadian 

and Australian Fiction (Peter Lang: New York) and Unsettled Remains: Canadian Literature & the Postcolonial Gothic, co-edited 

with Cynthia Sugars (Wilfrid Laurier University Press) and shortlisted for the Gabrielle Roy Prize for Literary Criticism. 

He is the winner of the 2000 OCTAL/Vice-Chancellor’s Award for Outstanding Contribution to Teaching & Learning and a winner of 

the 2001 New South Wales Government/ACE Teaching Excellence Award. Gerry Turcotte is presently in Canada to take up the 

position of President (Vice-Chancellor) of St Mary’s University College, Calgary. 

The Pierre-Savard Awards 

The Pierre-Savard Awards recognize each year outstanding scholarly monographs on a Canadian topic, and promote, throughout the 

Canadian academic community, exceptional works written by members of the Canadian Studies international network. There are two 

categories: 1) Book written in French or English; 2) Book written in a language other than French or English. The ICCS received seven 

submissions for the Pierre-Savard Award (book written in French or English). This year, it was decided to award the prize to Province 

of History: the Making of the Public Past in Twentieth-Century Nova Scotia by Robin Bates (United States/États-Unis) & Ian McKay 

(Canada). There were two awards for the Pierre-Savard Award (book written in a language other than English or French). It was 

decided to award the prize to North America and Siberia at the end of XVIth - middle of the XVIIIth century: An Essay on Comparative 

History of Colonizations by Yury G. Akimov (Russian Federation).

Le Prix international international du Gouverneur général en études canadiennes vise à 

souligner une contribution exceptionnelle à l’érudition et au développement des études 

canadiennes à l’échelle internationale. 

Gerry Turcotte est actuellement recteur adjoint et doyen exécutif du College of Arts & 

Sciences de la University of Notre Dame, Australie. Il est également président sortant de 

l’Australasian Council of Deans of Arts, Social Sciences and Humanities (DASSH). Il a comblé 

le poste de président de l’Association des études canadiennes en Australie et Nouvelle- 

Zélande (ACSCANZ), et d’ancien secrétaire du Conseil international d'études canadiennes 

(CIEC).

Les Prix Pierre-Savard 

Les Prix Pierre-Savard soulignent chaque année deux monographies savantes de qualité, écrites par des membres des associations 

membres ou membres associés du CIEC et contribuant à une meilleure connaissance du Canada. Il existe deux catégories : livre 

écrit en anglais ou en français; livre écrit dans une langue autre que l’anglais ou le français. Le CIEC a reçu sept candidatures pour le 

Prix Pierre-Savard (livre écrit en anglais ou en français). Cette année, le CIEC a décidé d’accorder le prix à Province of History: the

Best Doctoral Thesis in Canadian Studies 

This Award recognizes yearly an outstanding PhD thesis on a Canadian topic, written by a member (or one of his/her students) of 

a Canadian Studies Association or Associate Member, and which contributes to a better understanding of Canada. The award 

forms part of ICCS’ strategy aimed at fostering a new generation of Canadianists, and underlines the value of their work. This year 

the Adjudication Committee decided to award the prize to Carlos Alberto Tello-Campos, Universidad Nacional Autónoma de 

México, for his thesis “Urban Revitalization and Quality of Life in Inner City Montreal and Mexico.” 

Certificates of Merit 

Each year, the Council recognizes the work accomplished by individuals whose dedication to Canadian Studies over the years 

has been remarkable by granting those Certificates of Merit. The persons honoured for 2010-2011 were:

Meilleure thèse de doctorat en études canadiennes 

Ce prix souligne chaque année une thèse de doctorat de qualité, écrite par un membre (ou par un de ses étudiants) d’une des 

associations membres ou membres associés du CIEC, et qui contribue à une meilleure connaissance du Canada. Ce prix s’inscrit dans la 

stratégie de mise en valeur du travail réalisé par de jeunes canadianistes et qui porte sur le Canada (les études comparées sont aussi 

admissibles). Il vise à stimuler le développement de nouvelles générations de canadianistes dans le réseau international des études 

canadiennes. Cette année, le Comité d’adjudication a décidé de remettre le Prix à Carlos Alberto Tello-Campos, Universidad 

Nacional Autónoma de México, pour sa thèse “Urban Revitalization and Quality of Life in Inner City Montreal and Mexico.”

Canada and abroad and to promoting its activities and those of its members.

The ICCS Web site launched in 1996 includes information about the ICCS, its members and the 

over 300 Canadian Studies centres and programs around the world; information on ICCS 

programs and publications; a newsroom; a calendar section listing up-coming Canadian Studies 

conferences both in Canada and abroad; a search mechanism for the Web site; two searchable 

databases; and links to other Canadian Studies Web sites (including those of member 

associations, associate members, and Canadian Studies centres and programs worldwide). As 

part of the ICCS contract for the administration of the Understanding Canada - Canadian Studies 

Programs for the Government of Canada, information and on-line application procedures are also 

an integral part of the ICCS Web site.

Representation and distribution of information to ICCS members 

The ICCS has developed and implemented a communications initiative that consisted in two specific projects. The first is the 

production of a revised PowerPoint presentation of ICCS activities and programs for the use of ICCS Executive Committee and 

staff members. Executive Committee members represented the ICCS at various association conferences, such as China, 

Columbia, Israel, France, Germany, Mexico, Poland, Spain and United Kingdom. As well, the Executive Committee met in Ottawa, 

Canada, for its Fall meeting, with a view to promote the programs and activities of the ICCS. The second project is the distribution 

of promotional material in the form of brochures containing information on the ICCS programs and activities.

Promotion 

The International Canadianist 

The aim of this newsletter is to make major achievements and events in the field of Canadian Studies 

known to key groups and individuals outside and inside the academic community. It was published 

four times from April 2010 to March 2011. 

The International Canadianist was distributed to its regular mailing list of over 800 names, which 

includes Members of Parliament in Canada, a number of senior executives in the Federal Public 

Service, foreign embassies in Canada and Canadian diplomatic posts abroad, Canadian provincial 

representatives abroad, international liaison officers at Canadian universities, major Canadian 

businesses and foundations, and the media. Back issues are included on the ICCS Web site. 

Database of individual Canadianists 

The ICCS maintains a database of relevant information of Canadianists around the world. This Web-based resource provides 

selected information on some 7,360 Canadianists. The database is searchable by name, institution, area of research, specific 

research interest and country. 

The Foreign Canadiana Project 

Under a contract with the Library and Archives Canada (LAC), the ICCS is responsible for identifying Canadian Studies materials 

published abroad. Unfortunately, in 2010-2011 the contract could not be renewed due to major restructuring within LAC. 

Nevertheless, the ICCS identified fifty-nine titles that were added to the ICCS bibliographical database ‘Foreign Canadiana’. Books 

received by the secretariat were donated to LAC for inclusion in its Canadiana Collection. 

ICCS Member Associations and Associate Members Reports 

In 2004, the ICCS undertook to collect and collate on an annual basis brief summaries of 3 pages of 

the activities of each of its members. The resulting report contains over seventy pages and highlights 

some of the most important events in Canadian Studies around the world. 

The document “Reports of the ICCS Member Associations and Associate Members” enables the 

Canadianist community and those interested in Canadian Studies to obtain at a glance a clear picture 

of the state of Canadian Studies, as well as current information on each association and associate 

members of the ICCS. The ICCS Secretary, Susan Hodgett presented a PowerPoint summary of this 

report during the annual ICCS Board of Directors meeting. 

A copy of this report is presented to each association and is posted on the ICCS Web site.

bibliographiques Publications et thèses étrangères. Ces ouvrages reçus par le Secrétariat furent remis sous forme de don à BAC 

afin d’être ajoutés à sa Collection Canadiana. 

Rapports des Associations membres et Membres associés 

En 2004, le CIEC a entrepris de recueillir et colliger sur une base annuelle un bref résumé (3 

pages) des activités de chacun de ses membres. Cette collecte d’information permet de produire 

un rapport qui souligne leurs activités et leurs événements les plus importants. 

Chaque association membre et membre associé reçoit, lors de la réunion du Conseil 

d’administration du CIEC, une copie de ce rapport. La secrétaire du CIEC, Susan Hodgett, a 

présenté un sommaire PowerPoint de ce rapport lors de la réunion annuelle du CIEC. Cet outil 

d’information permet à la communauté de canadianistes et au grand public d’obtenir rapidement

Understanding Canada – Canadian Studies Programs 

Programs administered on behalf of Foreign Affairs and International Trade Canada 

The ICCS has acted since 1987 as the administrative agent of Foreign Affairs and International Trade Canada (DFAIT) for most of 

the Department’s Understanding Canada - Canadian Studies Programs. The role of the ICCS is to ensure compliance with 

established criteria for eligibility and academic quality, and to carry out the financial administration of these programs. 

In 2010-2011, Understanding Canada - Canadian Studies Programs were offered in over 50 countries. Programs are generally 

aimed at individual scholars, while some are directed towards institutions such as universities and libraries. DFAIT also provides the 

ICCS with annual grants for other Canadian Studies activities.

Understanding Canada - Canadian Studies Programs for Individuals 

Faculty Enrichment Program (FEP) and Faculty Research Program (FRP) 

These programs are designed to increase the knowledge and understanding of Canada abroad by allowing academics in 

institutions of higher education to travel to Canada for up to four weeks. Scholars in the Faculty Enrichment Program (FEP) use the 

time to develop one or more courses on Canada which they will then teach at their respective institutions as part of their regular 

teaching load. Scholars in the Faculty Research Program (FRP) undertake short term research about Canada or Canada’s bilateral 

relations with the applicant’s country with a view to publishing an article or part of a book on the subject. A similar award entitled the 

Special Award in Canadian Studies (SACS) is available in the People’s Republic of China.

Doctoral Student Research Awards 

This program is designed to assist full-time graduate students at degree-granting institutions of higher education in selected 

countries, whose dissertations are related in substantial part to Canada, to undertake doctoral research in Canada. Awards are 

granted for research in Canadian topics within the social sciences and the humanities; comparative studies in which Canada 

represents a substantial part of the work (normally more than 33%); or aspects of Canada’s bilateral relations.

Programmes d’études canadiennes à l’intention des particuliers 

Bourses de complément de spécialisation (BCS) et Bourses de recherche (BREC) 

Ces programmes ont pour but de permettre à des universitaires étrangers d’améliorer leur connaissance de la société 

canadienne en profitant d'un séjour en sol canadien. Les bourses de complément de spécialisation permettent à des 

universitaires de compléter l’élaboration d’un ou de plusieurs cours sur le Canada, cours qu’ils intégreront à leur enseignement 

dans leur université. La bourse de complément de spécialisation permet à des universitaires étrangers de compléter une 

recherche devant mener à une publication scientifique (article ou chapitre de livre). Un programme similaire, intitulé « Bourse 

spéciale d’études canadiennes », est offert en République populaire de Chine.

International Research Linkages 

The International Research Linkages program (IRL) is financed by Foreign Affairs and International Trade Canada, and 

administered by the International Council for Canadian Studies. The IRL, launched in 1991, is designed to promote and facilitate 

international collaborative research by providing assistance to teams of researchers from Canada and one or more countries 

where Canadian Studies are represented. Specifically, the IRL funds research seminars or other forms of research linkages. 

The ICCS Adjudication Committee met in Ottawa in February 2011, and, from a total of forty-one submissions, selected 9 awards

Programmes d’études canadiennes à l’intention des particuliers 

Réseaux internationaux de recherche 

Le programme Réseaux internationaux de recherche (RIR) reçoit l’aide financière du MAECI et est administré par le Conseil 

international d’études canadiennes. Depuis sa création en 1991, ce programme a comme objectif de promouvoir et de faciliter la 

collaboration internationale entre des équipes de chercheurs du Canada et d’un ou plusieurs des autres pays où les études 

canadiennes sont représentées. Plus précisément, il accorde un appui financier envers la tenue de séminaires de recherche et 

autres liens de recherche similaires. 

Le Comité de sélection du CIEC s’est réuni à Ottawa en Février 2011. À partir d’un total de 41 soumissions, le comité en a retenu 

neuf, auxquelles il a remis une bourse, variant de 9 700$ à 10 000$ chacune.

Canadian Studies Programs for Institutions/Associations 

Conference Travel Assistance Program 

This program is designed to help fund the participation of third-country scholars at major conferences of associations of Canadian 

Studies which are members of the International Council for Canadian Studies (ICCS) — e.g. a French Canadianist invited to 

participate in the Italian Association for Canadian Studies conference. Applications under this program may be made only by 

ICCS member associations in good standing. Funding from this program is for use in conjunction with the annual, biennial or 

triennial conference of an association. 

University Library Support Program 

The Library Support Program is designed to assist university libraries to strengthen their Canadiana library holdings in order to 

support teaching and research in Canadian Studies. Eligibility to participate is based on an institution’s existing or expressed 

commitment to the inclusion of Canada-related courses and research in its programs. Grants may be matching or outright grants. 

In lieu of these grants, for most of the developing countries, there is a book donation program, administered by the ICCS. 

In 2010-2011 library support grants were dispersed as follows:

Book Display Program (BDP) 

Foreign Affairs and International Trade Canada, through the services of the International Council for Canadian, will contribute 

$1,000CDN (including transportation fees) for library materials considered to be Canadiana and which are related to the theme of 

the Conference. The Book Display Program (BDP) provides conference applicants who have been selected with publications on 

Canada to be displayed at their event. Consultations between the organizers and the local Canadian mission will determine 

where the collection of books will be housed following the conference. 

In 2010-2011, the Book Display Program was sent to conferences of the following associations: ASAEC, ACSC, GKS, AFEC, 

PACS and BACS.

Aide aux voyages-conférences 

Ce programme vise à promouvoir la participation de professeurs ou de chercheurs non résidents du Canada aux congrès et 

conférences des associations d’études canadiennes membres du Conseil international d’études canadiennes (CIEC). Par 

exemple, il peut contribuer à la participation d’un canadianiste français à la conférence statutaire de l’association italienne d’études 

canadiennes. Seuls les membres en règle du CIEC peuvent soumettre une demande de subvention dans le cadre de ce 

programme. Toute aide financière fournie en vertu de ce programme doit être utilisée dans le cadre des congrès ou conférences 

statutaires annuels, biennaux ou triennaux d’un membre du CIEC. 

Appui aux bibliothèques 

Ce programme est destiné à aider les bibliothèques universitaires à accroître leurs collections de livres et autres matériels 

didactiques en études canadiennes afin d’appuyer l’enseignement et la recherche dans ce domaine. L’admissibilité est largement 

dépendante des engagements présents ou projetés d’un établissement d’enseignement supérieur eu égard à l’enseignement et à 

la recherche en études canadiennes. Les subventions peuvent être soit inconditionnelles ou appariées. Pour la plupart des pays 

en voie de développement, il existe un programme de don de livres administré directement par la Direction de l’éducation 

internationale et jeunesse du MAECI. 

En 2010-2011, les subventions du Programme d’appui aux bibliothèques ont été réparties comme suit :

Governance and Administration 

The Council’s administrative structure is simple and efficient, thanks to the volunteer work of its members, particularly its elected 

officers, and the dedication of its permanent staff. A Board of Directors, comprising of one representative from each of the 21 

member associations and 6 associate members (non-voting), and a 4 member Executive Committee are in charge of ICCS 

governance. The Secretariat, based in Ottawa, supports the work of the Board of Directors and the Executive Committee. 

The Executive Committee 

A four-member Executive Committee is responsible for managing the ICCS between the Annual General/Board of Directors 

meetings. It is composed of the President and the President-Elect or Past President of the Board of Directors, and two Membersat-Large, 

who act as Secretary and Treasurer. The Executive Committee held 3 meetings: the first in Montréal, Canada, May 25 

and 26, 2010; the second in Ottawa, Canada, November 5 and 6, 2010; and then in Ottawa, March 3 and 4, 2011.

Administration 

Financial Resources 

The ICCS relies for a significant part of its financial resources on contract administration of various programs sponsored by the 

International Education and Youth Division of Foreign Affairs Canada. It also receives a grant to subsidize general administration 

of the Secretariat. In addition, the ICCS has service contracts with Library and Archives Canada for the identification and 

donation of foreign Canadiana and with the Office of the Commissioner of Official Languages for promoting the aims/mandate of 

the Office at ICCS Conferences and at those of its associations and monitoring incoming newsletters and reports from members 

of the ICCS for matters relating to the study of Canada’s official languages.

Ressources financières

comprise the statement of financial position as at 

March 31, 20:1_1, the statements of revenue and expenses, 

changes in fund balances and cash flows for the year then 

ended, as well as a summary of significant accounting 

policies and other explanatory information. 

Management’s Responsibility for the Financial Statements 

Management is responsible for the preparation and fair 

presentation of these financial statements in accordance 

with Canadian generally accepted accounting principles, 

and for such internal control as management determines is 

necessary to enable the preparation of financial statements 

that are free from material misstatement, whether due to 

fraud or error. 

Auditor’s Responsibility 

Our responsibility is to express an opinion on these 

financial statements based on our audit. We conducted our 

audit in accordance with Canadian generally accepted 

auditing standards. Those standards require that we 

comply with ethical requirements and plan and perform 

the audit to obtain reasonable assurance about whether the 

financial statements are free from material misstatement. 

An audit involves performing procedures to obtain audit 

evidence about the amounts and disclosures in the 

financial statements. The procedures selected depend on 

the auditor’s judgment, including the assessment of the 

risks 6f material misstatement of the financial statements, 

whether due to fraud or error. In making those risk 

assessments, the auditor considers internal control relevant 

to the Council’s preparation and fair presentation of the 

financial statements in order to design audit procedures 

that are appropriate in the circumstances, but not for the 

purpose of expressing an opinion on the effectiveness of 

the Council’s internal control. An audit also includes 

evaluating the appropriateness of accounting policies used 

and the reasonableness of accounting estimates made by 

management, as well as evaluating the overall presentation 

of the financial statements.

The International Council for Canadian Studies / 

¯Le Conseil international d’rtudes canadiennes 

(the Council) commenced on May 31, 1981 and 

is registered as a charity under the provisions of 

the Income Tax Act. The Council was 

constituted as a not-for-profit corporation under 

the Canada Business Corporations Act on 

September 12, 1989 and, therefore, is exempt 

from income taxes.

Fund accounting 

The Council follows the restricted fund method 

of accounting for its activities. 

The Council maintains an Operating Fund, a 

Business Administration Scholarship Fund, a 

Capital Assets Fund and an Endowment Fund. 

The purpose of the Funds is explained in 

note 11.

Accounting estimates 

The preparation of financial statements in 

accordance with Canadian generally accepted 

accounting principles requires management to 

make estimates and assumptions that affect the 

amounts recorded in the financial statements and 

notes to the financial statements. These 

estimates are based on management’s best 

knowledge of current events and actions that the 

Council may undertake in the future. Actual 

results may differ from those estimates.

Revenue recognition 

Restricted contributions are recognized as 

revenue of the Operating Fund in the year in 

which the related expenses are incurred. Other 

contributions are reported as revenue of the 

appropriate restricted fund. 

The membership fees and the other 

non-restricted contributions are recognized as 

revenue of the Operating Fund when received or 

receivable, provided the amount to be received 

can be reasonabIy estimated and collection is 

reasonably assured. 

Investment income earned on resources of the 

Endowment Fund and directed to operating 

activities is recognized as revenue of the 

Operating Fund, in the year in which related 

expenses are incurred. Other restricted 

investment income is recognized as revenue of 

the appropriate restricted fund. Unrestricted 

investment income is recognized as revenue of 

the Operating Fund. 

The contributions received for endowment 

purposes are recognized as revenue in the 

Endowment Fund.

Financial instruments 

The Council has elected to classify its financial 

assets and liabilities in the following manner: 

Loans and receivables 

Accounts receivable are measured at amortized 

cost using the effective interest method. Gains 

and losses related to the derecognition of these 

financial assets are recognized in the statement 

of operations in the period in which they arise. 

Held-for-trading financial assets and liabilities 

Guaranteed investment certificates, as well as 

the investments, the bank overdraft and the 

funds held in trust are measured at fair value 

using the market price method. Gains and losses 

are recognized in the statement of operations in 

the period in which they arise. 

Other financial liabilities 

Accounts payable and accrued liabilities are 

measured at amortized cost using the effective 

interest method. Gains and losses related to 

derecognition of these financial liabilities are 

recognized in the statement of operations in the 

period in which they arise. 

Financial instruments - disclosure and 

presentation 

The Council has elected to take advantage of the 

choice to apply the Canadian Institute of 

Chartered Accountants (CICA) Handbook 

Section 3861, "Financial instruments - 

disclosure and presentation" in place of Sections 

3862, "Financial instruments - disclosures" and 

3863, "Financial instruments-presentation".

The Council administers funding from the 

Department of Foreign Affairs and International 

Trade Canada (DFAIT) related to Canadian 

Studies Programs outside of Canada. In 2011, 

the Council received and disbursed $1,926,017 

($1,696,094 in 2010) in the form of awards. In 

addition, the Council received $293,591 

($313,972 in 2010) from DFAIT for the 

administration of these programs.

The majority of funds are held in trust on behalf 

of the Spanish Foundation in order to aid in the 

funding of the joint Scholarship Program with 

Caixa. Costs associated with the program are

entities or foundations. These funds are not 

maintained in trust but rather included in the 

operations of the Council. As at March 31, 2011, 

the Council maintains a total amount of 

$384,546 (2010: $443,337) on behalf of other 

entities or foundations.

CREDIT FACILITY AND BANK 

OVERDRAFT 

The Council has an authorized credit facility in 

the amount of $20,000. This facility bears 

interest at the bank prime rate plus 1%. In 

addition, the Council routinely carries a 

significant internal accounting overdraft due to 

the nature of its operations, which require a high 

volume of banking transactions that need to be 

carried as outstanding items for a longer than 

normal time period.

10. FINANCIAL INSTRUMENTS 

The Council is exposed to various financial risks 

resulting from both its operating and investing 

activities. The Council’s management manages 

financial risks. 

The Council does not enter into financial 

instrument agreements including derivative 

financial instruments for speculative purposes. 

Liquidity risk 

Liquidity risk management serves to maintain a 

sufficient amount of cash. The Council 

establishes budget and cash estimates to attain 

its objectives and fulfil its obligations. 

Credit risk 

In the normal course of its operations, the 

Council continuously reviews the financial 

situation of its clients and examines the credit 

history of all new clients. The Council 

establishes allowances for doubtful accounts 

while keeping in mind the specific credit risk of 

clients, their historic tendencies and economic 

situation. Approximately 14% of the total of the 

accounts receivable are to be received from three 

entities. The Council considers that there is no 

significant credit risk arising from this situation. 

Interest rate risk 

The Council uses a line of credit bearing a 

variable interest rate. Consequently, the 

Council’s interest risk exposure is function of 

the changes of the prime rate. However, a 

variation of 1% of the prime rate will not have a 

significant effect on the net earnings and 

financial position of the Council. 

10. INSTRUMENTS FINANCIERS

afin de s’assurer qu’il dispose des fonds 

n6cessaires pour rencontrer ses obligations. 

Risque de cr6dit 

Le Conseil fivalue la condition financi~re de ses 

ddbiteurs sur une base continuelle et examine 

l’historique de credit de tout nouveau d~biteur. 

Le Conseil fitablit une provision pour cr~ances 

douteuses en tenant compte du risque de crddit 

de d~biteurs particuliers, des tendances 

historiques et d’autres informations. Environ 

14 % du total des d~biteurs sont ~ recevoir de 

trois entit~s. Le Conseil est d’avis qu’il n’y a 

aucun risque d~coulant de cette situation. 

Risque de taux d’int6r~t 

Le Conseil utilise une marge de crddit 

comportant un taux d’ int6r~t variable. 

Cons6quemment, il encourt un risque de taux 

d’int6r~t en fonction de la fluctuation du taux 

d’int~r~t pr6f6rentiel. Cependant, une variation 

de 1% du taux pr6f6rentiel n’aurait pas une 

incidence significative sur les rfsultats et la 

situation financi~re du Conseil.

Investment risk 

Investment in financial instruments renders the 

Council subject to investment risks. These 

include the risks arising from changes in interest 

rates, in rates of exchange for foreign currency, 

and in equity markets both domestic and foreign. 

They also include the risks arising from the 

failure of a party to a financial instrument to 

discharge an obligation when it is due. 

The Council follows investment policies and 

practices to control the amount of risk to which 

it is exposed. The investment practices of the 

Council are designed to avoid undue risk of loss 

or impairment of assets and to provide a 

reasonable expectation of fair return given the 

nature of the investments. The maximum 

investment risk to the Council is represented by 

the market value of the investments. 

Currency risk 

The Council holds $156,323 (2010: $191,615) in 

bank overdraft and has $143,339 (2010: 

$145,264) of accounts payable and accrued 

liabilities which are denominated in US dollars, 

therefore, the Council is exposed to the risk of 

changes in fair value resulting from foreign 

exchange rate fluctuations. These amounts have 

been converted into Canadian dollars. 

Fair value 

The carrying value of the guaranteed investment 

certificates, accounts receivable, bank overdraft 

as well as accounts payable and accrued 

liabilities approximates their fair value, given 

their short-term maturities.

contr61er le niveau de risque auquel il s’expose. 

Les pratiques du Conseil en ce qui concerne les 

placements ont pour but d’6viter tout risque 

inutile de perte ou d’insuffisance d’actif et de 

fournir une esp6rance quant ~ leur rendement. 

Le risque maximal auquel s’expose le Conseil 

correspond h la juste valeur des placements. 

Risque de devises ~trang~res 

Le Conseil dgtient 156 323 $ (2010 : 191 615 $) 

en dfcouvert bancaire et 1433395 (2010:

11. CAPITAL MANAGEMENT 

Policies and procedures for managing capital 

The Council’s objectives when managing capital 

are to safeguard the Council’s ability to continue 

as a going concern and to meet its financial 

obligations. 

The Council manages its capital by investing 

funds not yet expended in order to help fund 

future projects and programs administered by 

the Council. 

Other than the Operating Fund and the Capital 

Assets Fund, the Council manages the following 

funds: 

Business Administration Scholarship Fund 

This Fund represents an externally restricted 

fund. The purpose of this Fund is to manage and 

grant scholarships under the Business 

Administration Scholarship Fund. 

Endowment Fund 

The ICCS Endowment Fund has been created to 

finance projects aimed at facilitating the 

emergence and the development of a new 

generation of Canadianists. The capital of the 

ICCS Endowment Fund must be maintained 

permanently. Investment revenues generated by 

the Fund are restricted for the purpose of these 

projects. Any unused amount is deferred to a 

subsequent year. The balance of the Fund is 

divided between externally and internally 

restricted amounts, as certain contributions are 

received from external sources and are therefore 

externally restricted. 

11. GESTION DU CAPITAL

Fonds de bourses en sciences de 

l ’administration 

Ce fonds constitue une r~serve d’affectation 

externe crf6e dans le but d’administrer et 

d’octroyer des bourses dans le cadre du 

programme de bourses en sciences de 

1’ administration. 

Fonds de dotation 

Le Fonds de dotation du CIEC a ~t6 cr6~ afin de 

financer des projets visant ~ permettre 

l’6mergence et le d6veloppement d’une nouvelle 

g6n6ration de canadianistes. Le capital du Fonds 

de dotation doit ~tre maintenu en permanence. 

Les produits de placements g6n6r6s par le Fonds 

sont affect6s au financement de ces projets. 

Toute somme non utilis6e est report6e a un 

exercice subs6quent. Le solde du Fonds de 

dotation est s6par6 entre les montants grev6s 

d’une affectation d’origine interne et les 

montants grev~s d’une affectation d’origine 

externe puisque certains apports au Fonds de 

dotation proviennent de sources ext6rieures et 

sont grev6s d’une affectation d’origine externe.
