Welcome to CFOA’s new magazine! Ferry
Horizons is meant to be another tool to
communicate with our members, suppliers
and stakeholders.
The intent is to provide important
industry news while highlighting key
achievements in the ferry sector.
We are proud to have, for this inaugural
edition, contributions from the Minister of
Transport Canada, the Honourable Marc
Garneau, PC, MP, and from the Minister
of Infrastucture and Communities, the
Honourable Amarjeet Sohi, PC, MP.
Communications are essential to ensure
that our community remains vibrant,
visible and informed.
We’re proud of this first edition of Ferry
Horizons – it’s a great one – and it’s also
a first step to providing a new image to
ferry operators in Canada.
We need to consistently provide information
on our sector to the greater public in order
for them to understand the opportunities
and challenges facing ferry operators across
the country.
With direct and indirect employment
sustained for 32,000 Canadians and their
families, the sector is an important part
of our social and economic fabric. We
also can undeniably claim to be essential
to the growth and economic well-being
of certain parts of Canada, particularly
in rural and remote communities.

un autre outil pour communiquer avec
nos membres, fournisseurs et intervenants.
L’objectif est de publier les nouvelles
importantes de l’industrie tout en
soulignant les réalisations clés dans
le secteur des traversiers.
Dans le cadre de cette première édition,
nous sommes fiers d’avoir compté parmi
nos collaborateurs le ministre des Transports
du Canada, l’honorable Marc Garneau,
C.P., député, ainsi que le ministre de
l’Infrastucture et des Collectivités,
l’honourable Amarjeet Sohi, C.P., député.

pour s’assurer que notre collectivité
demeure dynamique, visible et informée.
Nous devons constamment rendre

du pays ainsi que les défis auxquels ils

But we need to do more to communicate it – all of us.
That means ferry operators, suppliers to the sector
and other stakeholders (such as government officials)
regularly reminding of the importance of ferries to
Canada.
We’re proud of this first edition of Ferry Horizons –
it’s a great one – and it’s also a first step to providing
a new image of ferry operators in Canada.
CFOA wants to thank all contributors to the magazine,
including editorial content providers, advertisers
and operators.

and billions of dollars
worth of goods.
It is, for parts of Canada’s population,
a vital link allowing people to attend
schools, reach their place of employment,
stay connected with friends and
family, and receive needed healthcare.

leur permettant de se rendre à l’école,

There should be no question: ferries are an essential
part of the Canadian transportation infrastructure.
Ferry operators are also at the leading edge of innovation.
From safety systems to new methods for ticket
reservation, operators are always finding new ways to
better serve their passengers.
Nowhere is innovation most visible than in the use of
propulsion for ferries. Natural gas and other types of
environmentally-friendly methods to power ferries
are being used more and more frequently - and we’re
proud that Canada is seen as a leader in introducing
new, leading-edge technology.
The signs are positive for our sector. The Canadian
government recently announced a series of measures
that will enable operators to strengthen their innovation
efforts. We have been the focus of budgetary
commitments and we have been involved in recent
infrastructure announcements and outreach initiatives,
including vessel visits by Transport Minister Garneau.
We will not just revel in achievement though. We need
to continue to liaise with the Canadian government to
achieve more successes that will enable operators to
service vessels and enhance infrastructure, while working
with regulatory agencies on key initiatives.
As CFOA approaches our 30th anniversary, we can
easily reflect on the successes of the past and look
forward to future achievements.
We’ve built a solid footing on ground and are ready
to sail more efficiently, farther and better.

Les traversiers constituent sans aucun doute une
part essentielle de l’infrastructure de transport
canadienne.
Les opérateurs de traversiers se situent également à
la fine pointe de l’innovation. Des systèmes de sécurité
aux nouvelles méthodes de réservation de billet,
les opérateurs trouvent toujours de nouvelles façons
pour offrir de meilleurs services à leurs passagers.
Cependant, c’est dans l’utilisation des solutions de
propulsion pour les traversiers que l’innovation se fait
le plus sentir. On utilise de plus en plus souvent le gaz
naturel et d’autres types de méthodes écologiques
pour propulser les traversiers, et nous sommes fiers
que le Canada soit perçu comme un chef de file en
matière de mise en œuvre de nouvelle technologie
de pointe.
Les signes sont positifs pour notre secteur. Le
gouvernement canadien a récemment annoncé une
série de mesures qui permettront aux opérateurs de
renforcer leurs efforts en matière d’innovation. Des
engagements budgétaires ont été axés sur notre
secteur et nous avons pris part à de récentes
annonces de projets d’infrastructure et d’initiatives
de mobilisation, y compris des visites de flottes du
ministre des Transports, Marc Garneau.
Mais nous ne nous assoirons pas sur nos lauriers.
Nous devons continuer à assurer la liaison avec le
gouvernement du Canada afin d’obtenir d’autres
bons résultats qui permettront aux opérateurs

As a former officer in the Royal Canadian Navy, I have a
strong interest in marine transportation and I know how
important your association is to all of our coastal and

Canada’s transportation system is essential to move both
people and goods. The ferry services sector plays an important
part in this system, transporting some 55 million passengers
and 19 million vehicles each year. It fulfills a valuable role
by connecting communities while also supporting local
economies and directly employing some 32,000 people.

Transport Canada recently provided $51.9 million in
financial assistance to support inter-provincial ferry
transportation in Atlantic Canada and Eastern Quebec.
Additionally, we provided $28.7 million in 2015/16 to the
Province of British Columbia for their inter-provincial
coastal ferry services. The priority of the Government
of Canada is to promote and support a safe, secure,
efficient and environmentally responsible transportation
system in Canada.
Transport Canada has regular contact with ferry
operators in Canada and our relationship with your
organization and others is critical to delivering on our
goals in marine transportation. One way we achieve
this is through our inspection and certification
processes.
I know that Transport Canada also consults with
various marine stakeholder groups on a regular basis.
Groups such as CFOA provide us with ongoing input
about the many issues that affect ferry operators such
as infrastructure needs.
I commend all of you for your efforts to move goods
and passengers efficiently and sustainably, while
upholding the high standards of the ferry industry
in Canada.
I am proud to have been appointed Minister of
Transport and I look forward to a strong relationship
with Canada’s ferry operators.

Members of the Canadian Ferry
Operators Association,
In Budget 2016, the Government of
Canada outlined its historic plan to
invest more than $120 billion in public
infrastructure over the next 10 years.
Under this plan, the government is also
implementing immediate short term
investments in public infrastructure to
create jobs and support clean economic
growth across the country.
I am pleased to let you know that, as
part of this plan, passenger ferries
services infrastructure is now eligible for
funding under the New Building Canada
Fund–Provincial-Territorial Infrastructure
Component (NBCF–PTIC). In our
discussions with provinces and territories,
this was raised as a way to provide
greater flexibility to address the varying
infrastructure pressures in different
regions of the country.
This means that new construction,
additional capacity, and rehabilitation
of certain capitalized and fixed passenger
ferry infrastructure are now eligible
for federal funding when prioritized by
provinces and territories. Specifically,
this includes:
• Wharves and associated infrastructure;
• Passenger terminals;

• Access road infrastructure that provides the main
vehicular access to the passenger ferry terminal;
• Vessel purchase and/or conversion, including
retrofitting vessels to other alternative fuels (e.g.
vessel retrofit to dual-fuel propulsion systems); and
• Intelligent transportation systems in support of
ferry services.
I hope that this and other improvements to the
federal infrastructure plan will help you address
your sector-specific needs. I look forward to working
with your provincial and territorial governments to
review your project proposals that they have prioritized.

Improving Fleet Renewals
Across Canada in 2016

Earlier this year in the federal Budget, the government
waived tariffs on the importation of vessels of all sizes.
Initially, this tariff was intended to protect the Canadian
shipbuilding industry. However, with the National
Shipbuilding Procurement Strategy underway,
Canada’s shipyards are at capacity and unable to
meet the demand. So, ferry operators are forced
to go to foreign shipyards.
As well, recent trade agreements signed by Canada
were already eliminating the tariffs over the long-term.
“Ultimately, this means that operators will be able to
renew their fleets with vessels that are more efficient,
safer and better for the environment as well as make
strategic investments in infrastructure,” said CFOA
CEO Serge Buy.
Removing these tariffs allows operators to make strategic
investments in capital projects and fleet renewal
– and in some cases, help avoid decisions that mean
additional costs to passengers. The capital projects
will, in turn, create jobs in Canada.
But this hasn’t been the only good news for ferry
operators in 2016. Recent changes were also
announced to the Building Canada Fund, now
allowing eligibility for projects related to ferries.
“Minister Sohi and the new government understand
the importance of ferries for Canadians. Access to the
New Building Canada Fund will enable operators to
make crucial investments that will benefit passengers
and the communities served by ferries,” added Buy.

Plus tôt cette année dans le budget fédéral, le
gouvernement a proposé la renonciation aux droits
de douane s’appliquant à l’importation des traversiers
de toutes tailles.
À l’origine, ces droits de douane visaient à protéger le
secteur canadien de la fabrication de navires. Toutefois,
avec le lancement de la Stratégie nationale d’approvisionnement
en matière de construction navale, les
chantiers navals du Canada sont au maximum de leur
capacité et ils ne peuvent plus répondre à la demande.
Par conséquent, les opérateurs de traversiers sont
obligés de recourir aux chantiers navals étrangers.
De plus, des accords commerciaux récents signés par
le Canada avaient déjà éliminé les droits de douane à
long terme.
« Finalement, cela signifie que les opérateurs pourront
renouveler leurs flottes en choisissant des navires
plus efficaces, plus sûrs et plus écologiques, tout en
investissant dans l’infrastructure », a ajouté Serge Buy,
président-directeur général de l’ACOT.
L’élimination de ces droits permet aux opérateurs de
réaliser des investissements stratégiques en matière
de projets d’immobilisation et de renouvellement
des flottes – et, dans certains cas, aide à éviter les
décisions qui entraînent des coûts additionnels pour
les passagers. Ces projets d’immobilisation créeront,
à leur tour, des emplois au Canada.
Mais, ce ne fut pas la seule bonne nouvelle annoncée
en 2016 pour les opérateurs de traversiers. De récents
changements apportés au Fonds Chantiers Canada
permettent maintenant le financement de projets liés
aux services de traversiers.
« Le ministre Sohi et le nouveau gouvernement

New Building Canada Fund and the Canadian Ferry Fleet
Many of our Canadian ferries owned federally, provincially or privately are in a state which constitutes
some urgent intervention. These vessels are beyond the age where repair is a feasible option and we
need to look to a replacement option to keep these crossings operational. To aid with this imperative
need, ferry operators across Canada will now have access to the New Building Canada Fund. This
fund would inject billions of dollars in transportation infrastructure projects, under the condition that
the proposed projects be completed within a three-year schedule.
