Baru-baru ini penulis terbaca dalam satu ruangan

dalam akhbar Mingguan Malaysia bertarikh 28 hb

Februari mengenai luahan seseorang mengenai

jirannya yang didakwa malas bekerja tetapihanya

mengharapkan bantuan Baitul Mal yang

dimasukkan ke dalam akaun setiap bulan. Beliau

dalam kenyataannya juga sangat mengharapkan

agar Baitul Mal lebih telus dalam memberi bantuan

zakat kepada penerima yang benar-benar layak

Salah faham orang ramai

terhadap peranan Baitul Mal

sedikit sebanyak menjejaskan

kredibiliti Baitul Mal di bawah Majlis

Agama Islam Wilayah Persekutuan

(MAIWP). Ini kerana MAIWP telah

mempergiatkan usahanya untuk

membantu umat Islam dengan

menyediakan banyak program

agihan zakat yang meliputi aspek

pembangunan insan, pembangunan

ekonomi, pembangunan sosial,

pembangunan pendidikan dan

pembangunan institusi agama. Segala usaha yang dibuat

berasaskan prinsip ketelusan, keadilan dan keberkesanan

dalam pengagihan zakat. Bahkan kursus - kursus seperti

kursus motivasi dan kursus keusahawanan juga diadakan bagi

melahirkan golongan penerima bantuan ini kepada golongan

yang berkemampuan menjana ekonomi sendiri dengan

melibatkan diri dalam bidang perniagaan dan sebagainya.

Atas kesedaran untuk membantu golongan yang

memerlukan juga, MAIWP membuka dua lagi cawangan Pusat

Agihan Zakat (PAZA) iaitu di Masjid Abu Bakar As-Siddiq dan

Wilayah Persekutuan Putrajaya, tambahan kepada pusat yang

sedia ada sebelum ini iaitu di Masjid Ar-Rahimah, Kampung

Pandan Kuala Lumpur.

Pendekatan MAIWP dalam menjadikan masjid sebagai pusat

agihan zakat amatlah tepat kerana masjid merupakan tempat

yang sesuai bagi penyatuan umat Islam dan pembangunan

modal insan selain daripada meningkatkan sosio ekonomi umat

Islam. Ini selari dengan zaman Rasulullah saw yang berjaya

membina tamadun manusia dan mencapai kegemilangan

melalui institusi masjid daripada segala aspek.

1431H/2010M yang berlangsung pada

26 hb Februari 2010 telah dirasmikan oleh

Kebawah Duli Yang Maha Mulia Al-Sultan

Almu’tasimu Billahi Muhibbuddin Tuanku Alhaj

Abdul Halim Mu’adzam Shah Ibni Almarhum

Sultan Badlishah Sultan Negeri Kedah Darul

Aman, Timbalan Yang di-Pertuan Agong pada 26

Februari 2010M (Jumaat) bertempat di Dewan

Solat Utama, Masjid Putra, Putrajaya bertemakan

“Memantap Ukhuwah, Memperkasa Ummah”.

Majlis disertai oleh hampir 10,000 peserta yang terdiri daripada

kakitangan kerajaan, badan berkanun, pertubuhan pelajar, badan

bukan kerajaan (NGO) dan orang ramai. Semua peserta kontinjen

terlebih dahulu telah mengambil bahagian dalam perarakan Maulidur

Rasul bermula dari Masjid Tuanku Mizan Zainal Abidin ke Dataran

Putrajaya di hadapan Istana Kehakiman seterusnya berarak beramairamai

menuju ke Masjid Putra. Perarakan diiringi oleh alunan selawat

kepada Baginda Nabi SAW.

Kebawah Duli Yang Maha Mulia Tuanku Sultan Kedah Darul Aman,Timbalan

Yang di-Pertuan Agong berkenan untuk bergambar bersama penerima-

penerima anugerah.

Pada majlis itu, Kebawah Duli Yang Maha Mulia Tuanku Sultan

Kedah Darul Aman, Timbalan Yang di-Pertuan Agong juga berkenan

menyampaikan Anugerah Maulidur Rasul SAW 1431 H kepada tujuh

penerima iaitu Profesor Dato’ Dr Mahmood Zuhdi Bin Haji Ab. Majid

(Profesor di Jabatan Fiqh dan Usul Fiqh, UIAM), Profesor Dr. Yakob Che Man (Pengarah, Institut Penyelidikan

Produk Halal, UPM), Dato’ Dr Abdul Razak Kechik (Bekas Pengarah Kesihatan), Nik Nur Madhihah Nik Mohd

Kamal (Pelajar Cemerlang SPM 2008), Hajah Faiza Bayumi Syed Ahmad (Usahawan), Datuk Hassan Din Al-Hafiz

(Pendakwah Bebas) dan Dr. Tan Swee Lian (Pegawai Penyelidik Prinsipal, Pusat Penyelidikan Padi dan Tanaman

Industri, MARDI). Masing-masing menerima pulang wang tunai, sijil dan plak.

Baru-baru ini penulis terbaca dalam satu ruangan

dalam akhbar Mingguan Malaysia bertarikh

28 hbFebruari mengenai luahan seseorang

mengenai jirannya yang didakwa malas bekerja

tetapi hanya mengharapkan bantuan Baitul Mal yang

dimasukkan ke dalam akaun setiap bulan. Beliau

dalam kenyataannya juga sangat mengharapkan agar

Baitul Mal lebih telus dalam memberi bantuan zakat

kepada penerima yang benar-benar layak.

Penulis tidak berhasrat untuk menceritakan

keseluruhan luahan isi hati beliau, tetapi mengambil

inisiatif untuk mendapatkan maklumat daripada

Pegawai Perhubungan Awam, Majlis Agama Islam

Wilayah Persekutuan (MAIWP) berkaitan dengan

agihan pungutan zakat ini bagi menjelaskan

ketidakpuasan hati orang ramai yang tidak mendapat

maklumat yang terperinci berkaitan peranan Baitul

Mal.

Fakir

Seseorang yang tidak mempunyai apa-apa harta

atau pekerjaan atau menerima pendapatan dari

sumber-sumber lain yang jumlahnya tidak sampai

50% daripada keperluan harian dan keperluan

tanggungannya dan tidak sampai 50% daripada

belanja hidup seseorang yang hidup sederhana dan

orang-orang tanggungannya.

Miskin

Seseorang yang mempunyai pekerjaan atau hasil

usaha yang hanya memenuhi sebahagian keperluan

asasinya tetapi tidak mencukupi untuk menampung

keperluan harian dan juga menampung keperluan

orang-orang tanggungannya.

Amil

Mereka yang terlibat secara langsung dengan

institusi zakat samada individu atau organisasi bagi

mengurus dan mentadbir hal ehwal zakat termasuk

urusan pemungutan, agihan, urusan kewangan dan

sebagainya.

Al-Riqab

Memerdekakan orang-orang Islam daripada

cengkaman perhambaan dan penaklukan samada

dari segi cengkaman fizikal atau mental seperti

cengkaman kejahilan dan terbelenggu di bawah

kawalan orang-orang tertentu.

Al-Gharimin

Golongan yang berhutang untuk memenuhi keperluan

asas bagi kemaslahatan diri, keluarga tanggungannya

atau masyarakat yang memerlukan penyelesaian

segera dan dibenarkan oleh hukum syarak.

Fisabilillah

Mana-mana orang atau pihak yang melibatkan diri

dalam suatu aktiviti untuk menegak, mempertahankan

dan mendakwahkan agama Islam serta kebajikannya

Pada 17 hingga 18 Februari 2009 Bahagian Pembangunan Keluarga, Sosial dan Pengurusan Masjid (Kesuma)

Jabatan Kemajuan Islam Malaysia (Jakim) telah mengadakan Seminar Standard Penarafan Masjid Malaysia

di Institut Latihan Islam Malaysia Bangi.

Kebangsaan Malaysia ini bertujuan untuk memberi taklimat

dan penjelasan kepada penilai-penilai negeri tentang

pelaksanaan Standard Penarafan Masjid Malaysia dan

menyelaras pelaksanaan Standard Penarafan Masjid

Malaysia bertepatan dengan instrument yang telah disediakan. Standard Penarafan Masjid Malaysia menekankan

empat komponan utama iaitu pengurusan, pengimarahan, kemudahan prasarana dan persekitaran. Bagi melahirkan

masjid yang cemerlang di Malaysia, empat komponan ini perlu diberi keutamaan berdasarkan ciri-ciri yang menepati

standard yang telah disediakan.

Pada 3 Mac 2010, Bahagian Kesuma, Jakim telah mengadakan Seminar Standard Penarafan Masjid Malaysia

(Zon Sabah) di Wisma Majlis Agama Islam Sabah (MUIS) Kota Kinabalu Sabah.

Seminar ini dirasmikan oleh Tuan Haji Mohamad bin Mohd Zin, Ketua Penolong Pengarah Kanan, Cawangan

Pengurusan Masjid, Bahagian Kesuma, Jakim dan dihadiri oleh 60 orang peserta terdiri daripada Pegawai Tadbir

Agama Daerah, Penolong Pegawai Agama Daerah dan

Imam-Imam.

Turut hadir ialah Ustaz Mohd Sidek bin Awang

Adi, Timbalan Pengarah (Hal Ehwal Islam) Jabatan Hal

Ehwal Agama Islam Negeri Sabah (JHEAINS) yang

turut menyampaikan ucapan penghargaan kepada

pihak Jakim atas program yang telah dilaksanakan.

Pihak JHEAINS akan sentiasa bekerjasama dengan

pihak Jakim dalam meningkatkan pengurusan dan

pengimarahan masjid bagi meningkatkan martabat

institusi masjid setanding dengan institusi lain.

WITHOUT LOSING JESUS

An Interview With a Romanian Female Convert

In the small West Bank town of Dura,

ReadingIslam.com (RI) had an interesting

encounter with Manuela- Mirela Tanasecu,

a Romanian woman who embraced Islam

several years ago after meeting and marrying

her Palestinian husband, Walid Suleiman, a

globe trotter and popular Islamic preacher in

the southern West Bank.

He has toured more than a hundred

countries, mostly on foot, as part of his 7-year

global tour to promote peace and discourage

war and violence. They met andmarried in

Bucharest in 1991. A few months later, she

embraced Islam while on a tour in Iran.

The following are excerpts of what she

said: “My name is Manuela-Mirela. I am

my parents’ only child. My childhood in

Bucharest was beautiful and peaceful, as I

used to travel with my parents throughout

Romania . I excelled in my studies both

at school and in college (I majored in

chemistry). I was raised in a Christian

Orthodox family which was not particularly

religious. But we always believed in the

existence of God.

“I married a Muslim from occupied

Palestine, and thanks to him that I became

acquainted with Islam. Eventually, I decided

to embrace Islam following an extended tour

to several Muslim countries including Jordan,

Syria, Iran, Pakistan, Malaysia and Indonesia

. I declared the Shahadah, the article of faith,

(I bear witness that there is only one God and

that Muhammad is His messenger) in Iran in

1991.” Mirela answered RI’s questions on why

she embraced Islam.

RI: Was there anything particular that

attracted you to Islam and did you feel you

had to embrace Islam in order to adapt to

this new life?

Mirela: The doctrinal clarity of Islam is really

very striking. In Christianity, the Trinitarian

doctrine is vague, confusing and difficult to

understand. This doesn’t exist in Islam which

teaches absolute monotheism.

Also, I felt that Muslims took their

religion more seriously than many Christians.

For example, Muslims pray five times a

day, while Christians only go to Church

on Sunday and mostly only elderly people

go. In short, I saw that Islam was strong in

doctrine in comparison to other religions.

More to the point, I noticed during my visit

to Muslim countries, especially in Asia,

that regions inhabited by Muslims were

generally cleaner than areas inhabited by

non-Muslims.

RI: How did your family react to your

decision to embrace Islam?

Mirela: Actually, my father died before I

became a Muslim, and my mother never

discussed the issue with me. She seemed to

have reasoned that as long as I was happy, it

was fine with her.

So, I can say without any exaggeration

that my relations with my mother didn’t

suffer at all as a result of my embracing of

the Islamic faith. In fact, she visits me here

in Palestine and she plays with the kids. She

never mentioned to me, directly or indirectly,

that she was unhappy with my decision.

RI: When you compare and contrast Islam

and Christianity, are there specific aspects

that you think exist in Islam but doesn’t

exist in Christianity?

Mirela: Islam respects and venerates

all prophets and messengers and doesn’t

prefer one over another. Hence, I can say

that by becoming Muslim, I won Muhammad

(peace be upon him) without losing Jesus

peace be upon him).

This is really a point of strength in Islam which

shows that anyone who loves Jesus can

embrace Islam without having to stop loving

Jesus because Islam teaches Muslims to love

and believe in all the prophets of God.

RI: What was your perception of Islam

prior to embracing it?

Mirela: I had thought that Muslim women are

generally enslaved and that every Muslim

man has four wives. But what I found out later

is that the Muslim man cares about his family

and wife more than he typical western man

does.

Moreover, during my tours of the

Muslim world, I found that Muslims were

hospitable, gallant and magnanimous people

who wouldn’t flinch from helping us whenever

we needed help.

RI: In much of the West there is a

widespread misconception that the typical

Muslim woman is abused. What would

you say about this?

Mirela: Well, this perception is true to a large

extent, and the reason for that is because

they don’t understand the true Islam, either

because of misinformation or disinformation

about it, or because some nominal Muslims

distort the image of Islam through their un-

Islamic behavior especially when they go

abroad.

Also, it is clear that the modern

woman in the West has become a victim of

the overwhelmingly materialistic western

civilization. The West claims to have liberated

women, but a closer and deeper examination

of the issue reveals that women have

been dehumanized to a great extent and

transformed into a cheap commodity and a

sexual object. Hence, I can testify after many

years of living Islam that no other religion has

honored women like Islam does.

RI: Do you have any advice to Muslim

women in Palestine and else where?

Mirela: I would like to offer this advice to my

Muslim sisters, especially in the Arab world.

Don’t get yourself occupied with imitating

western women. Islam gives you everything

that makes you happy and allows you to

live a serene life. Don’t hanker after blind

imitation. Have confidence in yourself. I am

not saying that everything western is bad.

There are many good things, like respect for

time and other positive aspects.

However, there are many negative

things that really undermine the value of

women. So, don’t harrow after imitation of

everything western.

RI: You are living in a country that is

languishing under a harsh military

occupation. How do you manage?

And haven’t you thought of returning

to Romania for a quieter and more

comfortable life?

Mirela: Yes, there is a lot of oppression

here, and freedom doesn’t exist here due

to the restrictions of the occupation, but our

patience and suffering in this world will be

rewarded in the hereafter. Allah says that

the reward of those who are patient will be

Paradise.

ABORTION CHILD

Q

: As-Salamu `alaykum. I’m a new resident here.

I have a 3-month-old baby who is having certain

health problems since birth and I’m facing many

difficulties in taking care of her. I have no family member

here to help me. Yesterday I learned that I’m pregnant

again and it is the start of the second month. Under these

circumstances, can I have an abortion because it will be

very difficult for me to take care of my newborn during

pregnancy and even after delivery, I can’t take care of both

an infant and an 11-month-old baby. Please answer me

according to Shari`ah. Jazakum Allah khayran.

A : First of all, we’d like to state that abortion is forbidden in

Islam whether it be in the early or late stages of pregnancy.

The degree of sin incurred varies according to the stage of

pregnancy, so that less sin would be incurred if the abortion

took place during the early stages, while it becomes

increasingly haram (forbidden) as the pregnancy advances.

When the pregnancy reaches the 120th day, abortion

becomes totally forbidden and is deemed a form of murder

that results in compensation becoming liable.

In his response to your question, Sheikh Ahmad

Kutty, a senior lecturer and Islamic scholar at the Islamic

Institute of Toronto, Ontario, Canada, states:

“Abortion or termination of pregnancy is generally

considered abominable, and therefore is haram since

it involves interfering with the life process once it has

started. There are, however, differences of opinion about

the permissibility of abortion in special circumstances

depending on the stage of pregnancy.

1. There is a unanimous consensus among scholars

that abortion is absolutely forbidden after 120 days from

conception. This is the point when ensoulment (breathing of

the soul into the embryo) takes place. To abort pregnancy

from this point onwards is akin to committing infanticide,

which has been condemned in the Qur’an. Scholars,

however, have made a single exception to this rule: If

continuation of the pregnancy and carrying it through to full

term proves to be a risk to the mother’s life, abortion shall

be considered permissible.

2. Abortion after the end of the first 40 days from conception

is considered haram except in the following exceptional

cases: a) If carrying the pregnancy to full term exposes

the mother to unbearable health problems during or

after delivery; 2) if, as determined by reliable medical

practitioners, the child will be born with such physical and

mental deformity as would deprive him or her a normal life.

This decision must be based on the opinion of at least two

reliable medical experts in the field.

3. While many scholars consider abortion before

the end of the first 40 days of conception as

haram, a number of them, however, consider it

as either permissible or at least not as haram.

In conclusion, as Imam Al-Ghazali has observed,

one is discouraged from tampering with the life process

once it has started; the intensity of sin, however, varies

according to how advanced the pregnancy is. Thus while

it may be considered as less sinful in the very early days,

it is considered as absolutely haram after the ensoulment.

Coming to your specific case, if there is no medical

necessity that compels you to seek an abortion, you are

best advised to carry it through to full term. Meanwhile, turn

earnestly and sincerely to Allah to ease your burden and

pain and grant you patience and strength to surrender to

His will. Allah has certainly promised to bring relief to all

those who turn to Him for assistance. “Whoever remains

conscious of Allah, He will grant him ease in his affair.”

(At-Talaq: 4) The Prophet (peace and blessings be upon

him) said, “Whoever consistently asks forgiveness of

Allah, Allah will appoint for him a way out of every

conceivable trouble and provide for him sustenance in

ways he can never foresee.””

Editor’s note: Try to make friends at the mosque with

other young mothers. You might learn from them how to

deal better with caring for two small children, and perhaps

you can exchange babysitting time so that you get a break

once in a while from the kids. Sisters from North America

are probably not as accustomed to having help from their

family as you are, so you can learn from them how to cope.
