UNDP has been working in Georgia for years
implementing a number of different projects in
many areas. What are the priority areas since
the August war?
UNDP’s assistance since the conflict focused on early recovery
initiatives. We have a project in the Shida Kartli region
which is the area most affected by the conflict and which
has the most IDPs. Since January, this project has been expanded
with fresh funding from the European Union to include
the Mtskheta-Mtianeti and Samegrelo regions.
This is a recovery initiative to help people who were displaced
to move back or resettle in the new homes, to get
vocational training, and to start income generating activities.
In Shida Kartli, UNDP also helps to address human rights
concerns. This implies setting up the regional branch of the
Public Defender’s Office and the Gender Equality Resource
centre in Gori, and providing support for the Legal Aid Service
of the Ministry of Justice.
We are particularly interested in UNDP’s efforts
to support the protection of human rights and
to enhance tolerance in Georgia.
If you are asking about human rights challenges that Georgia
faces today, I think religious and ethnic tolerance is on
the list. Like many other post-Soviet countries, Georgia is
comprised of many different minority groups, religious minorities
and ethnic minorities. When it comes to minority
interests, Georgia has to do more to encourage inter-ethnic
and inter-religious tolerance.
The international community has been encouraging the Georgian
government to take more concrete steps towards resettlement
of the Meskhetian population which was resettled
during the World War II. There is also the Armenian minority
in Samtskhe-Javakheti. More needs to be done to open
up this region to allow people marketing their goods, to give
them better education, to teach them Georgian language,
which is obviously essential to do well in the society.
The Public Defender with the support of UNDP
has recently conducted a survey on Human
Rights awareness in Georgia. A high percentage
