Responsibility System
It wouldn’t be exaggerating if Yudi Pujianto
had the feeling of huge fanaticism towards
the presence of Save Loan Cooperation
(KSP) of Lestari Mandiri. When rice mill that
he managed needed capital development,
he borrowed capital from cooperation. At the
time it was 2000, he borrowed fund from
Save Loan Business (USP) of Lestari
Mandiri. When his business went through ups
and downs since he was deceived by his
business partner in 2008, again he obtained
loan from KSP Lestari Mandiri, which used
to be known as USP Lestari Mandiri. The
business that he managed was saved from
bankruptcy. “When I fell, only cooperation
that was there to help me,” said Yudi
Pujianto, business owner of rice mill, whose
life standard was lifted after synergizing with
cooperation, in this matter KSP Lestari
Mandiri.
Lestari Mandiri Save Loan Cooperation
is one of cooperations participating in Micro
and Small Entrepreneur Development Program
through KSP Capital Strengthening in
Agribusiness sector. This save loan cooperation
is the reincarnation of Save Loan Unit
(USP) of Citra Lestari Mandiri Cooperation.
In 2003, this cooperation received scrolling
fund from the Government through State
Ministry of Cooperation and Small Middle
Scale Enterprises in the amount of Rp 1 billion.
According to Chairman of KSP Lestari
Mandiri, Khulsum Hidayati, from such scrolling
fund loan in the amount or Rp 1 billion,
up to now the amount of return that has been
paid by KSP Lestari Mandiri has reached Rp
500 million. With number of members of up
to 4,268, then the asset reached Rp 7.2 bil-
lion, the circulation of save loan in this KSP
reached Rp 10.8 billion last year (2008).
Still according to Khulsum Hidayati,
one of the keys to the success of administrators
in managing this KSP is the application
of joint responsibility system. “Joint responsibility
system as the tip of the spear of
our success has been successful also in
terms of pressing the non performing loan,”
described Khulsum Hidayati. In such system,
the cooperation does not provide individual
loan, instead it is provided for groups. One
group consists of 15 up to 30 cooperation
members. This way each member of KSP
Lestari Mandiri automatically becomes a
member of joint responsibility.
With this method if there is a member
who faces difficulties in paying the loan installment,
other members within the group
will also bare the risk. Therefore the potential
non performing loan can be pressed.
Another advantage, cooperation administrators
will find it easier to develop cooperation
members who are united in such 267 groups.
Each group has a regular schedule of
monthly meeting. In addition to exchanging
information, members usually make loan installment
deposit in such monthly forum. The
collected installment deposit is then carried
by group representatives to be deposited to
KSP Lestari Mandiri.
The amount of capital provided through
such groups is at a maximum of RP 8 million
per member with the term of 24 months. For
members who need more than the stipulated
amount of loan, KSP will require security for
them. As a note, the amount of loan interest
is stipulated at a maximum of 2%.
