Il gotha del cluster marittimo si riunisce per la settima<br />

volta in Italia.<br />

Nella meravigliosa cornice di Sorrento, lunedì 9<br />

maggio all’Hotel Hilton, si discute delle nuove sfide globali<br />

che il mercato in costante cambiamento pone agli<br />

imprenditori ed esperti della finanza.<br />

Il titolo della conferenza si chiede “Italy and the world<br />

– Quo vadis?”. E’ stata presa in prestito la locuzione<br />

latina “Dove vai?” per ragionare sulle scelte che l’Italia<br />

farà nel mercato e su quali partner internazionali sceglierà<br />

al suo fianco per mantenere un ruolo di primo<br />

piano nell’economia mondiale.<br />

Dopo la prima sessione dedicata alle considerazioni<br />

geopolitiche di macroeconomia, opinion leaders e relatori<br />

da tutto il mondo illustreranno al pubblico le nuove<br />

strategie dei paesi in crescita negli ultimi anni: la Cina,<br />

il Brasile, l’India e la Russia. Ma soprattutto saranno<br />

analizzate le conseguenze nel cluster marittimo dello<br />

tsunami e del problema nucleare in Giappone.<br />

Esempi di esperienze dirette sul campo racconteranno<br />

il progressivo spostamento del baricentro dei poteri<br />

economici da Occidente a Oriente.<br />

Armatori da tutto il mondo e leader mondiali dello<br />

shipping si confronteranno sulle prospettive del mercato,<br />

sulle attese e prossimi grandi passi da compiere nel<br />

settore marittimo. Tra questi, figura, sicuramente, il problema<br />

libico nel settore tankers come pure il problema<br />

Giappone nel comparto dry cargo, tankers e containers.<br />

Non ultimo la sempre assillante questione della pirateria<br />

nel golfo di Aden che diventa sempre più cruenta.<br />

Il dibattito si sposterà poi su quali strategie animano<br />

i mercati, in quali luoghi del mondo conviene spostare<br />

The Goth of the maritime world and its supporters is to<br />

meet for the 7 th time in Italy at the Hilton Hotel in Sorrento<br />

on May 9. The agenda will discus the challenges which<br />

men of business and finance face in a constantly<br />

changing market.<br />

The conference is called Italy and the World – Quo Vadis<br />

to discuss the market choices available to Italy and<br />

which international partners are to be chosen to maintain<br />

Italy’s front ranking position in the world economy.<br />

After the first session dedicated to the geopolitics<br />

associated with macroeconomics, opinion makers and<br />

speakers from all over will illustrate the new strategies<br />

of the countries, China, Brazil, India and Russia which<br />

have shown growth over the last few years. Above all an<br />

analysis will be made of the effect of the tsunami and<br />

the nuclear disaster in Japan on shipping and related<br />

industries.<br />

People with direct experience will explain how the<br />

baricentre of economic power is moving from West to<br />

East.<br />

Ship-owners and world leaders in shipping will discuss<br />

market prospects, expectations and the next big steps<br />

to be taken in shipping. Without doubt this will include

economica. Si confronteranno sul tema figure rappresentative<br />

delle compagnie di navigazioni italiane e straniere<br />

con charterers e shipbrokers.<br />

Un’altra domanda chiave al centro del tavolo è: le<br />

banche della finanza marittima stanno ritornando al<br />

business, la crisi ha davvero cambiato il quadro della<br />

finanza globale della navigazione? Quali banche sono<br />

attive oggi e quali lo saranno nel futuro?<br />

La finanza italiana è disposta a continuare a sostenere<br />

l’espansione imprenditoriale italiana? E ancora, i<br />

fondi cinesi sono disponibili per il settore italiano dello<br />

shipping?<br />

Quesiti cruciali ai quali esperti e operatori del settore<br />

cercheranno di dare risposte per orientare gli attori del<br />

settore marittimo nella ricerca delle risorse finanziarie.<br />

La full immersion sorrentina cercherà di far riflettere<br />

il cuore del cluster marittimo su modi, luoghi e tempi<br />

per investire i capitali del futuro, prefigurando scenari<br />

e pianificando una ripresa del business che, nonostante<br />

gli sviluppi di successo in location asiatiche, ha<br />

bisogno di essere osservata e studiata sulle acque del<br />

thinking on ways, places and timing for investing in<br />

the future by creating scenarios and planning recovery<br />

of shipping not only in relation to successful Asiatic<br />

countries but also in the Mediterranean.<br />

è particolarmente importante per<br />

la storia di Mare Forum. La conferenza<br />

internazionale è diventata, in oltre<br />

dieci anni, punto di riferimento delle<br />

più influenti organizzazioni marittime<br />

nel mondo. La formula Mare Forum organizza<br />

conference will take place in Sorrento this year. Each<br />

year confirms the importance of this meeting of the most<br />

FACING UP TO A CHANGING MARKET<br />

Where is Italian shipping going? Given his experience<br />

in finance even Angelo D’Amato joint managing director<br />

of Perseveranza Spa could not resist answering the<br />

question. In fact he is the finance manager of the<br />

company headed by his father Giuseppe D’Amato the<br />

senior member of Italian ship owners. Angelo shares<br />

responsibility for the company with his brother Umberto<br />

also joint managing director responsible for technical<br />

matters. One peculiarity of the market at the moment<br />

is the offer of vessels caused by the amount of ship<br />

building.<br />

Mr. D’Amato are we continuing to launch vessels?<br />

The building programmes did not stop indeed could<br />

Il mercato del liquido non doveva<br />

avere una contrazione per scelte sociali?<br />

Non facciamoci influenzare da scenari<br />

emotivi: certo tra cinquanta anni<br />

circoleranno una percentuale di automobili<br />

in meno, ma i consumi per<br />

produrre energia saranno sempre sostenuti.<br />

Una parte di mondo consuma<br />

ancora solo combustibili fossili per il<br />

proprio approvvigionamento energetico<br />

e fino a che andranno a regime sistemi<br />

alternativi, la domanda di trasporto<br />

di greggio sarà sempre sostenuta e<br />

anzi ritengo che crescerà la domanda<br />

di trasporto di prodotti già lavorati: ad<br />

esempio a parità di consumo di petroli<br />

potrebbe moltiplicarsi il trasporto di raffinati.<br />

be there. Part of the world still uses fossil fuels and until<br />

alternatives are fully accepted there will continue to be<br />

demand for transporting crude and I also believe that the<br />

market will increase for finished products.<br />

How have building programmes affected the Naples ship<br />

owners?<br />

Its true heavy commitments were made but basically all<br />

the companies followed the line of using the substantial

E’ vero, sono stati varati programmi<br />

molto impegnativi, ma tutte le imprese,<br />

fondamentalmente hanno seguito<br />

la linea di non far uscire importanti utili<br />

generati nel biennio precedente ma destinarli<br />

alla crescita ed a investimenti. E<br />

ciò in un contesto napoletano dove la<br />

classe imprenditoriale è assolutamente<br />

restia a lasciare il danaro nelle imprese:<br />

l’imprenditore napoletano tipico è<br />

uno con l’impresa molto povera e l’imprenditore<br />

molto ricco, per gli armatori<br />

francamente questo non accade, è per<br />

questo che il nostro settore rappresenta<br />

un’eccellenza nel contesto produttivo<br />

meridionale.<br />

Quindi un futuro roseo?<br />

Siamo ottimisti di natura, certo, ma<br />

esistono sacche di preoccupazione<br />

dovute a queste dinamiche di mercato<br />

che potrebbero generare una nuova<br />

catena di default, situazioni incresciose<br />

che abbiamo vissuto nel 2008/2009.<br />

La vostra azione sui mercati?<br />

Comunque vadano le cose abbiamo<br />

scelto di bilanciare la nostra azione sui<br />

mercati paralleli del secco e del liquido<br />

con circa un 50-50 tra i due settori: così<br />

facendo abbiamo un meccanismo controciclico<br />

che ci salvaguarda da scossoni<br />

perchè nel momento che soffre<br />

un settore, viene sostenuto dall’altro e<br />

poi con la ciclicità dei mercati avremo<br />

l’inverso.<br />

In questa situazione di perdurante<br />

incertezza, quali mercati sono maggiormente<br />

sotto stress?<br />

Quelli che più hanno spinto sulla finanziarizzazione,<br />

quelli che si sono<br />

più legati alla dinamica speculativa e<br />

finanziaria e meno a quella industriale;<br />

poi nel contesto generale esiste una<br />

profits generated in the previous two years for investment<br />

or growth. In Naples the typical businessman keeps his<br />

company poor and himself rich. Naples ship owners are<br />

not like that and that is why we represent an “excellence”<br />

in Southern Italy.<br />

Therefore you see a rosy future?<br />

We are optimists by nature, but the risk of further defaults<br />

such as in 2008/2009 is causing a lot of worries.<br />

What are you doing in the market?<br />

Whatever happens we have chosen to divide our work<br />

in 50% dry bulk and 50% liquid bulk in order protect<br />

ourselves from cyclical changes.<br />

In this situation of continuing uncertainty which markets<br />

are under the most stress?<br />

Those which carry the most financing, those dependant<br />

Bisogna aspettare quindi che il<br />

mercato si riequilibri, anche attraverso<br />

demolizioni?<br />

Certo, vari fattori nei prossimi due<br />

o tre trimestri potrebbero giovare, non<br />

ultimo quello delle demolizioni di navi<br />

vetuste: a fine aprile di questo anno le<br />

demolizione hanno raggiunto la quota<br />

che si è registrata durante tutto lo scorso<br />

anno.<br />

coming onto the market and creating shock in charter<br />

rates by holding them down. As I said this is not caused<br />

by lack of demand for transport which stays interesting<br />

but excess offer. A very different situation from the height<br />

of the crisis when for two six month periods demand was<br />

almost zero.<br />

So one must wait for the market to settle. Would<br />

demolition help?<br />

Certainly in the next two or three quarters a number<br />

of factors could intervene including demolition of old<br />

vessels. In April the amount of demolition reached the<br />

total of last year.<br />

WITH STRONG ROOTS<br />

In the first quarter of this year Deiulemar Shipping an<br />

historic Naples shipping company from Torre del Greco<br />

added two vessels to its fleet. Maria Carmen Lembo is a<br />

182,000 ton capesize delivered from a Chinese yard in<br />

January and Angelo Della Gatta an 80,000 ton kamsarmax.<br />

The crisis is just at an end and the recovery just<br />

beginning but the company founded in 1967 by Giovanni<br />

Della Gatta, Michele Iuliano and Giuseppe Lembo knew<br />

how to consolidate its position and make the correct<br />

diversification investments. The investment is in fleet<br />

renewal with two sister ships of Maria Carmen Lembo<br />

arriving between the end of this year and the middle<br />

of next year from a Chinese yard. Deiulemar Shipping<br />

Spa managing director Pasquale Della Gatta explained<br />

to <strong>Porto</strong>&<strong>diporto</strong> “currently the company fleet is made<br />

up of 20 owned vessels and approximately 70 chartered<br />

vessels. The fleet is run by 100 land based employees<br />

and 700 at sea in shifts. 200 of these are locals from Torre<br />

del Greco where the company has strong roots and pays<br />

much attention to safety standards and respect for the<br />

environment. In fact one of our most important attributes<br />

il piano di rinnovamento della<br />

flotta che prevede a breve l’arrivo<br />

di due unità capesize gemelle della<br />

Maria Carmen Lembo, sempre costruite<br />

in Cina e prevista consegna<br />

tra la fine di questo anno e la metà<br />

del prossimo. “Attualmente – spiega<br />

collaborators and suppliers. It is to all effects a charter<br />

of rights and duties for all those who participate in the<br />

life of the company and becomes the instrument which<br />

defines irresponsible or illegal behaviour.<br />

The changing and unpredictable market leads us to anchor<br />

ourselves to something very solid and what better than<br />

property in which Deiulemar has been investing for some<br />

time beginning with the sports complex in Via Benedetto<br />

Cozzolino at Ercolano followed by the Hotel Sakura<br />

managed by Mercure an international hotel group and<br />

finally a 20 million euro investment in the construction of<br />

the Hotel Poseidon in what were the silos of the Marzoli<br />

mill. The new four star hotel will open in June with 70<br />

rooms and mini apartments and a 350 seat conference<br />

centre. This investment also demonstrates the owners<br />

positive attitude to job creation in their own territory.

Come si sa il mercato è mutevole<br />

ed imprevedibile così è meglio ancorarsi<br />

a qualcosa di molto solido,<br />

niente di meglio del settore immobiliare<br />

per dare riferimenti certi agli investimenti<br />

“a terra”. E Deiulemar ha<br />

investito già de tempo, dapprima nel<br />

complesso sportivo e ricettivo di via<br />

Benedetto Cozzolino ad Ercolano,<br />

poi l’acquisizione dell’Hotel Sakura,<br />

affidato in seguito alla rete internazionale<br />

Merkure. Infine l’investimento<br />

di circa 20 milioni di euro per la<br />

costruzione dell’Albergo Poseidon,<br />

sui suoli che tempo fa ospitavano<br />

i silos dei Molini Marzoli. La nuova<br />

struttura sarà inaugurata nel prossimo<br />

giugno e avrà la classificazione<br />

quattro stelle, dotata di 70 camere e<br />

mini appartamenti, con una sala congressi<br />

capace di 350 posti. Anche in<br />

questo caso si è preferito anteporre<br />

le ricadute positive sul territorio alle<br />

mere logiche imprenditoriali, privilegiando<br />

scelte capaci di attivare posti<br />

di lavoro diretto e indotto nell’area<br />

imprenditori marittimi. Provengo da una<br />

famiglia di armatori che ha cominciato<br />

Comandante Bottiglieri, da dove<br />

parte la sua storia personale?<br />

Questo mestiere ce l’ho nel sangue,<br />

lavoro da quando avevo 18 anni, non<br />

potevo certo stare fermo, è stato per<br />

me un obbligo morale. Dopo un periodo<br />

trascorso all’estero, nel 1992 sono<br />

ritornato a Napoli e, qui, l’anno successivo,<br />

assieme ai miei familiari, abbiamo<br />

costituito la società Bottiglieri di Navigazione.<br />

The rise of businessman Michele Bottiglieri seems<br />

irresistible. He was born in 1954 and is married to Rosaria<br />

Savastano and they have two children, Giovanni Battista<br />

and Giuseppe.<br />

Mr. Bottiglieri explained “I am the 5 th generation of a<br />

shipping family which started in 1850”<br />

Commander Bottiglieri, what was the starting point of<br />

your own story?<br />

This profession is in my blood and I started work when I<br />

was 18. I couldn’t sit about doing nothing in fact it was a<br />

moral obligation. After spending time abroad I returned<br />

to Naples in 1992 and the year after founded Bottiglieri<br />

di Navigazione with my family. In 2008 I decided to go on<br />

my own and set up MBA with much sacrifice.<br />

What were the sacrifices?<br />

I started from scratch all over again in the midst of a<br />

thousand difficulties. I had to put a new organisation<br />

together, restructure the building and find valid people.<br />

molto positiva. Con la MBA Future,<br />

una Kamsarmax da 82mila tonnellate<br />

di portata costruita dal gruppo giapponese<br />

Tsuneishi Shipyard, ho inaugurato<br />

ufficialmente l’attività armatoriale<br />

guardando al futuro con ottimismo,<br />

come credo sia evidente dalla scelta<br />

del nome attribuito alla prima nave di<br />

proprietà. Nel gennaio 2010 è stata varata<br />

la gemella MBA Liberty. Ad aprile<br />

successivo è stata la volta di MBA Giovanni,<br />

una bulk carrier di 93.200 tonnellate<br />

costruita presso i cantieri cinesi<br />

di Jiangsu New Yangzi Shipbuilding. Il<br />

mese successivo è salpata MBA Giuseppe<br />

e a gennaio scorso MBA Rosaria.<br />

Oggi la mia flotta si compone quindi<br />

di 5 navi di proprietà e di sette unità a<br />

noleggio. E’ un buon risultato, conseguito<br />

nonostante il periodo di certo non<br />

facile per l’<strong>armamento</strong> in generale.<br />

Che momento sta vivendo il mercato<br />

dei trasporti marittimi?<br />

La crisi è ormai alle spalle. In realtà<br />

il periodo più nero si è concentrato in<br />

circa sei mesi e cioè da ottobre 2008 a<br />

marzo 2009. Tutti i settori sono crollati.<br />

Can you summarise the history of the company since its<br />

foundation in 2008?<br />

I have to say that it has been a very positive experience.<br />

MBA Future an 82,000 ton Kamsarmax built at Tsuneishi<br />

Shipyard in Japan officially inaugurated the start up of<br />

business which looks to the future with the optimism<br />

expressed in the name of the vessel. A sister ship MBA<br />

Liberty was launched in January 2010 and in April 2010<br />

a 93,000 ton bulk carrier MBA Giovanni was built at the<br />

Chinese yard Jiangsu New Yangzi Shipbuilding. In May<br />

2010 MBA Giuseppe was launched and last January MBA<br />

Rosaria. The fleet now consists of 5 owned vessels plus 7<br />

under charter. It is a good result considering the difficult<br />

times for ship-owners.<br />

How do you judge the sea transport market now?<br />

The crisis is now behind us. The blackest period lasted<br />

for about 6 months from October 2008 to March 2009<br />

when all sectors of shipping collapsed. Transport costs

ripercussioni è chi ha operato a noleggio<br />

per periodi lunghi e che si è trovato<br />

ad avere grossi problemi di liquidità.<br />

Facendo noli, infatti, l’armatore fa salire<br />

enormemente il fatturato, ma il rischio di<br />

perdite è altissimo. Con le navi di proprietà,<br />

invece, i costi di gestione sono<br />

molto più bassi. Il trucco di un armatore<br />

è spuntare un buon prezzo di acquisto.<br />

Altrimenti ti ritrovi a lavorare 10-15 anni<br />

solo per rifarti dell’investimento.<br />

Cosa è cambiato a seguito della<br />

crisi?<br />

Molti operatori sono scomparsi e la<br />

speculazione è diminuita. Il mercato, in<br />

precedenza, è stato drogato dal boom<br />

di investitori che si sono approcciati allo<br />

shipping anche senza far parte di questo<br />

mondo. Molte navi negli anni scorsi<br />

erano ordinate da speculatori. Se ti<br />

espandi troppo quando il mercato è<br />

forte, sbagli. Bisogna anticipare la crescita<br />

ma vedendo i prezzi per calcolare<br />

il rischio. Quindi la crisi è servita principalmente<br />

per una ripulita del settore.<br />

Ora, quali sono gli scenari futuri?<br />

E’ una fase d’attesa. C’è movimento<br />

di merci, ma ci sono anche molte navi.<br />

Il costo delle materie prime è aumentato,<br />

ma quello del trasporto è notevolmente<br />

calato. Le previsioni per il futuro<br />

sono molto volatili.<br />

Quali sono i piani futuri del suo<br />

gruppo?<br />

Steel was the first product to pick up whereas dry goods<br />

went into crisis later and for longer and is still picking<br />

up slowly Then interest rates on ship mortgages fell and<br />

ships began to move again. The major repercussions<br />

were felt by those with long charters who as a result found<br />

themselves with liquidity problems. Ship-owners who<br />

charter increase turnover enormously but carry a high<br />

risk of loosing. On the other hand running costs of owned<br />

ships are much lower. The trick is to buy well otherwise it<br />

takes 10 to 15 years to repay the investment.<br />

Please explain how the crisis has changed things?<br />

Many operators have gone and there is less speculation.<br />

In the past the market was drugged with a boom of<br />

investors with no shipping experience. Many ships were<br />

ordered by speculators. Over expansion in a strong<br />

market is an error. You need to anticipate the growth with<br />

an eye on prices in order to calculate the risk. Therefore<br />

the principal effect of the crisis was a cleaning out of the<br />

La storia insegna come non esista un<br />

anno che si chiuda nella stessa maniera<br />

in cui è iniziato. Preferisco non fare<br />

previsioni per scaramanzia.<br />

Its wait and see. Freight is moving but there too many<br />

vessels. Raw material prices have risen but transport<br />

costs have fallen considerably. Estimates for the future<br />

are very volatile.<br />

Can you outline your Group’s future plans?<br />

As I am a very prudent operator I evaluate risks with<br />

great care and never overstretch. The difficult times are<br />

now in the past and we are waiting for the market to pick<br />

up not to the level of the boom of the golden times but<br />

to a point where a careful operator can programme and<br />

manage his business without worry. I have placed no<br />

further orders for the moment preferring to see how the<br />

market evolves.<br />

And your budget for 2011?<br />

History tells us that no year finishes as it started.<br />

The two shores of the Mediterranean are now closer<br />

together. Grimaldi Group and the Spanish Flota Suardiaz<br />

have entered into a joint venture which will strength<br />

“motorways of the sea” which already has operations<br />

between Italy and North Africa. The ferry Ikarus Palace<br />

will enter regular service between Barcelona and Tangier<br />

and the Livorno/Barcelona service operated by Grimaldi<br />

Group since 2007 will up from 3 to 4 times a week<br />

substantially increasing the available passenger and<br />

vehicle capacity.<br />

The current Monday, Wednesday and Friday sailings from<br />

Livorno will be increased by a Saturday sailing departing<br />

at 23.30 and arriving in Barcelona at 19.30 on Sunday.<br />

Barcelona departures are on Tuesday, Thursday and<br />

Saturday with the additional departure on Wednesday<br />

at 23.55 arriving in Livorno on Thursday at 19.30. Ikarus<br />

Palace will be used for the additional departures whereas<br />

the other sailings will be made the Florencia.<br />

Ikarus Palace has a capacity of 2,130 lane meters and<br />

110 cars with 1,500 passengers in 200 cabins and 180<br />

reclining seats and a cruising speed of 26 knots. The<br />

vessel is equipped with a la carte and self service<br />

restaurants, two saloons, two bars, two swimming pools,<br />

a shopping centre, disco, games area, videogames and<br />

objective is to improve our service not just in number of<br />

sailings but also in quality by using Ikarus Palace with its<br />

Ikarus Palace will also be used on the Tangiers line,<br />

leaving Barcelona at 23.59 on Sunday and arriving in<br />

Tangiers on Tuesday at 10.30. The ferry leaves again on<br />

the Tuesday at 17.00 and arrives in Barcelona at 20.00 on<br />

Wednesday.<br />

WITH SNAV<br />

Gianluigi Aponte’s holding company Marinvest is about<br />

to acquire 50% of the capital of Grandi Navi Veloci. The<br />

transaction was announced last Autumn and concluded<br />

with the transfer of three SNAV vessels SNAV Toscana,<br />

SNAV Lazio and SNAV Sardegna to GNV. The vessels built<br />

between 1981 and 1990 are all within the 30,000/33,000<br />

ton range. SNAV continues to manage the vessels. The<br />

deal with a value of 130 million euros gives GNV 30<br />

million euros of much needed liquidity.<br />

The prime objective of manager Roberto Martinoli<br />

is to reduce costs and put the balance sheet in order.<br />

L’operazione, annunciata lo scorso<br />

autunno e portata a termine attraverso<br />

il conferimento a GNV di tre navi di<br />

un’altra compagnia controllata da Marinvest,<br />

la napoletana SNAV (si tratta<br />

dei traghetti SNAV Toscana, SNAV Lazio<br />

e SNAV Sardegna, compresi fra le<br />

30.000 e le 33.000 tonnellate di stazza<br />

lorda, costruiti fra il 1981 e il 1990, la cui<br />

gestione tecnica continuerà ad essere<br />

affidata alla compagnia partenopea),<br />

oltre ad un’integrazione finanziaria di<br />

circa 30 milioni di euro (per un valore<br />

complessivo quantificato in 130 milioni<br />

di euro), è stata un toccasana per i conti<br />

della società genovese, da anni alle<br />

prese con un forte indebitamento.<br />

Ciononostante il primo obiettivo del<br />

management, guidato dal luglio scorso<br />

dall’esperto Roberto Martinoli, rimane<br />

quello della riduzione dei costi e del<br />

risanamento del bilancio, ragion per<br />

cui recentemente sono state tagliate<br />

alcune figure manageriali di vertice<br />

dell’azienda (direttore delle risorse<br />

umane, direttore operativo, direttore<br />

tecnico della flotta e responsabile degli<br />

acquisti), riassegnandone internamente<br />

le funzioni: “La struttura che ho<br />

trovato al mio arrivo in GNV era ben<br />

oliata e funzionante, ma l’organizzazione<br />

di alcune posizioni di vertice andava<br />

alleggerita, anche alla luce dell’inarre-<br />

anche se i valori suggeriti da alcune<br />

indiscrezioni non sembrano lontani dal<br />

vero: il fatturato dovrebbe attestarsi sui<br />

300 milioni di euro, con un indebitamento<br />

in calo a circa 400 milioni di euro,<br />

mentre in termini operativi i passeggeri<br />

trasportati dovrebbero essere stati 1,47<br />

milioni e i metri lineari di carichi rotabili<br />

1,75 milioni. “Quel che posso dire con<br />

certezza è che il bilancio resta negativo<br />

e per questo abbiamo avviato e stiamo<br />

procedendo in una riorganizzazione<br />

sia operativa che amministrativa, con<br />

l’obiettivo primario di razionalizzare i<br />

costi. In particolare puntiamo a raggiungere<br />

il pareggio nel giro di 2-3 anni,<br />

per poi tornare a investire”.<br />

Anche sul fronte della flotta Martinoli<br />

E il termine ‘sinergie’ non è certo casuale,<br />

perché almeno per il momento<br />

non è prevista alcuna fusione (del resto<br />

chi l’ha evocata e, forse, invocata, non<br />

ha considerato che metà delle azioni di<br />

GNV non sono nelle mani di Marinvest,<br />

bensì dei fondi d’investimento Investitori<br />

Associati, Idea e Charme) ed anzi<br />

le due società sembrano destinate a<br />

rimanere almeno per il momento entità<br />

ben distinte, ancorché integrate da un<br />

punto di vista operativo.<br />

il settore ro-pax resta alla finestra<br />

Può darsi che, mentre leggete<br />

queste pagine, Tirrenia sia già<br />

stata venduta (o dichiarata fallita)<br />

e che l’esito della procedura abbia<br />

già dato la stura a quella serie di azioni<br />

e reazioni sul settore traghetti tricolore<br />

che ci si aspetta dalla privatizzazione<br />

della compagnia di bandiera (che sia la<br />

pacifica sparizione della flotta statale e<br />

la definizione di un nuovo assetto del<br />

comparto oppure un più burrascoso<br />

evolversi della vicenda, legato a possibili<br />

recriminazioni sulle modalità di gara<br />

e sui contributi pubblici).<br />

Nel frattempo, però, essendo in fieri<br />

anche la privatizzazione delle controllate<br />

regionali di Tirrenia, la bonaccia<br />

sembra farla da padrona, con il solo<br />

Fuel costs and the privatisation of Tirrenia are keeping<br />

the Italian ro-pax sector on hold. By the time you have<br />

read this article Tirrenia may well have been sold or declared<br />

bankrupt bringing to an end the long drawn out<br />

affair of the Company and its regional subsidiaries.<br />

High fuel costs rising again as a result of the situation<br />

in North Africa have been the principal cause of a<br />

number of changes in the ro-pax business.<br />

Moby has cancelled its Toulon/Bastia line which started<br />

last year not just because of fuel costs but also because<br />

of non-payment of subsidies by the Corsica Region.<br />

The ferry used on the rout now joins Moby Freedom<br />

and Moby Wonder on the Civitavecchia/Olbia line<br />

where Moby has signed a code sharing agreement with<br />

SNAV valid from June 1.<br />

Corsica Ferries subsidiary Strada Blu has also made<br />

cuts by suspending its Olbia/Livorno service despite<br />

Moby, ad esempio, nel dare notizia<br />

della cancellazione della rotta fra Tolone<br />

e Bastia inaugurata lo scorso anno,<br />

ha illustrato con una nota che la decisione<br />

è maturata oltre che per “il mancato<br />

pagamento, da parte della regione<br />

Corsica, del contributo a noi dovuto per<br />

la continuità territoriale, a causa dell’aumento<br />

del costo del petrolio”. La nave<br />

utilizzata, la Moby Corse, è stata riposizionata,<br />

a fianco di Moby Freedom e<br />

Moby Wonder, sulla linea Civitavecchia<br />

– Olbia – Civitavecchia, linea su cui la<br />

compagnia della Balena Blu ha appena<br />

stretto un accordo di code sharing con<br />

SNAV, valido dal primo giugno.<br />

Ma se Atene piange Sparta non ride.<br />

Anche Stradeblu, la controllata di Corsica<br />

Ferries che opera nel settore ro-ro,<br />

ha dovuto fare i conti, sospendendo ad<br />

interim (col rischio però di una cancellazione<br />

definitiva) il servizio operato fra<br />

Olbia e Livorno, peraltro proprio poche<br />

settimane dopo aver avuto ragione dal<br />

TAR a proposito di un contenzioso con<br />

l’Autorità Portuale del Nord Sardegna<br />

riguardante gli accosti da questa concessile.<br />

Anche in questo caso l’amministratore<br />

delegato Virgilio Cimaschi<br />

our favour the damages awarded were much less than<br />

the damage we suffered. An additional case is in front of<br />

the court regarding the availability of a ticket office in the<br />

Olbia passenger terminal and fuel costs have now made<br />

passenger and 1,900 lane meter ro-pax Strada Corsa has<br />

been chartered to Moby for use on the same line which<br />

Moby has operated for some time.<br />

Corsica Ferries has been assigned three slots on the<br />

Piombino/<strong>Porto</strong>ferraio line although MD Euan Lenmon<br />

says that they will not necessarily be accepted. He explained<br />

“The Authority informed us that our request for<br />

many more than 3 slots will be partially rejected and we<br />

maintain that with 3 slots the line will not be profitable.<br />

However we are hopeful that a solution is found before<br />

our June appeal is heard”. These slots would bring Corsica<br />

Ferries back to Olbia after an absence of some years<br />

and disagreements over the allegedly dominant position<br />

of Toremar and Moby.

oltre a 1.900 metri lineari di mezzi<br />

rotabili), è stata noleggiata alla stessa<br />

Moby, che l’ha posizionata sulla medesima<br />

rotta, già da tempo operata.<br />

Dal canto suo Corsica Ferries ha incassato<br />

dall’Autorità Portuale di Piombino<br />

l’assegnazione di tre slots sull’ambita<br />

tratta fra Piombino e <strong>Porto</strong>ferraio,<br />

anche se, come spiega l’amministratore<br />

delegato Euan Lonmon, non è detto<br />

che li accetterà: “L’Authority ci ha comunicato<br />

che ci sarebbe un ‘parziale<br />

rigetto’ della nostra richiesta, articolata<br />

su ben più di tre slots, che del resto non<br />

sarebbero in grado di garantire la profittabilità<br />

del collegamento. Siamo però<br />

speranzosi che, prima della pronuncia<br />

del TAR sul ricorso da noi presentato<br />

al riguardo, prevista per giugno, si possa<br />

addivenire ad una soluzione”. Per<br />

la compagnia guidata dall’imprenditore<br />

corso Pascal Lota si tratterebbe di un<br />

ritorno sull’isola d’Elba, dopo che negli<br />

ultimi anni il servizio era stato interrotto,<br />

non senza polemiche in relazione alla<br />

presunta posizione dominante degli incumbent<br />

Toremar e Moby.<br />

Detto che il quarto slot in ballo è<br />

stato assegnato alla compagnia genovese<br />

Blu Navy, che ha esordito lo<br />

scorso anno con il ro-pax Primrose, recentemente<br />

ceduto e sostituito grazie<br />

al noleggio del traghetto bidirezionale<br />

Achaeos, lo sfondo di quanto accade<br />

nelle acque toscane è la privatizzazione<br />

della compagnia regionale Toremar.<br />

Allo scadere del termine previsto per la<br />

presentazione delle offerte, la Regione<br />

Trading). Altrettanto noto è l’interesse<br />

di Moby, mentre la terza offerta è stata<br />

presentata da un fiduciario a nome<br />

di un’ATI (Associazione Temporanea<br />

d’Imprese) nominata Pi Greco, dietro a<br />

cui non è dato per il momento sapere<br />

chi si celi.<br />

Ancora in alto mare la privatizzazione<br />

delle altre due ex regionali Caremar<br />

e Saremar, per Toremar come per Siremar<br />

(per la quale sono state avanzate<br />

due offerte, di Mediterranea Holding e<br />

Ustica Lines) sembra dunque avvicinarsi<br />

il momento del passaggio a mani<br />

private. Su entrambe, tuttavia, come<br />

del resto sulla vendita di Tirrenia, pende<br />

la scure dei possibili ricorsi, anche<br />

in sede europea, in relazione ai contributi<br />

pubblici previsti dai bandi di gara e<br />

alle presunte concentrazioni di mercato<br />

che si realizzerebbero.<br />

Anche perché, rimanendo in tema,<br />

lo spettro dei cartelli anticoncorrenziali<br />

è già stato evocato nelle ultime settimane<br />

da diverse parti (associazioni<br />

di consumatori, operatori del turismo,<br />

autotrasportatori e politici) per giustificare<br />

il contemporaneo aumento delle<br />

tariffe di tutte le compagnie operanti fra<br />

il continente e la Sardegna (da Tirrenia<br />

a GNV, da Moby a SNAV), denunciato<br />

persino in alcune interrogazioni parlamentari.<br />

Un fenomeno dietro cui, per chiudere<br />

il cerchio, non si celerebbe alcuna<br />

intesa secondo le suddette compagnie<br />

marittime, bensì proprio il temuto carobunker<br />

che nessuno risparmia.<br />

to the fleet Costa Favolosa will be baptised in Trieste.<br />

The announcement was made in the presence of Port<br />

Authority president Marina Monassi, Friuli-Venezia region<br />

e l’amministratore delegato Giuseppe<br />

Bono.<br />

L’occasione è stata utilizzata anche<br />

per illustrare i piani di Costa per quanto<br />

riguarda Trieste. La società genovese<br />

fa parte della Tami, la società che ha<br />

ottenuto la concessione per la gestione<br />

della Trieste Terminal Passeggeri; il recente<br />

annuncio del suo ritorno a Trieste<br />

come home port nel 2012 fa parte della<br />

strategia di offrire il maggior numero<br />

di possibilità d’imbarco ai clienti italiani.<br />

Quindi con Costa Classica (52.926<br />

t.s.l.), che verrà utilizzata per crociere<br />

verso la Grecia da maggio a novembre,<br />

anche i triestini potranno imbarcarsi a<br />

quattro passi da casa. Le previsioni indicano<br />

una movimentazione complessiva<br />

di circa 65.000 passeggeri contro<br />

i 37.000 dell’ultima stagione triestina di<br />

Costa, quella del 2008.<br />

Costa Favolosa invece, circa 113.500<br />

tonnellate di stazza lorda, sarà la quindicesima<br />

nave della flotta. L’inaugurazione<br />

a Trieste sarà un evento che<br />

coinvolgerà tutta la cittadinanza e che<br />

sfrutterà le bellezze naturali ed architettoniche<br />

che la città può offrire. Infatti<br />

l’evento sarà organizzato nella cornice<br />

di Piazza Unità d’Italia, affacciata<br />

al mare e a due passi dalla Stazione<br />

Marittima dove sarà ormeggiata “Favolosa”.<br />

concession and has recently announced its intention to<br />

return to Trieste in 2012 and use it as a home port as<br />

part of its strategy to offer Italian passengers as many<br />

embarkation ports as possible. Costa Classica a 52,926<br />

ton cruise ship will call at Trieste from May until November<br />

as part of its Greek cruises. 65,000 passengers are<br />

expected compared with Costa’s last year of operations<br />

of 37,000 passengers in 2008.<br />

The 113,500 ton Costa Favolosa will become the 15 th<br />

vessel in the Costa fleet and the baptism will involve<br />

the whole of the city with its backdrop of natural and

il nostro tricolore a poppa di tutte le<br />

navi della flotta e per quel che riguarda<br />

Trieste, auspica che un buon riscontro<br />

del mercato faccia si che il ritorno del<br />

2012 non sia solo una parentesi.<br />

La presenza contemporanea di Arison<br />

e Bono invece ha portato ovviamente<br />

il discorso anche sulla questione delle<br />

nuove commesse del gruppo Carnival.<br />

Arison, indicando nel numero di 2/3<br />

nuove navi da ordinare all’anno, ha<br />

ammesso che ci sono trattative in corso<br />

e che Fincantieri ha buone possibilità di<br />

essere ancora prescelta per costruirle.<br />

Bono comunque ha sottolineato che<br />

eventuali nuovi ordini non basterebbero<br />

per coprire le necessità di tutti gli<br />

stabilimenti del gruppo e che quindi la<br />

fase critica non potrà comunque essere<br />

superata a breve; perciò il numero<br />

di cassintegrati all’interno del gruppo<br />

continuerà ad aumentare, tenendo<br />

conto che per l’avvio dei lavori di nuove<br />

commesse bisognerebbe aspettare circa<br />

un anno dalla firma del contratto.<br />

Per concludere possiamo dire che an-<br />

sogno, ma per quanto lo sarà ancora?<br />

Solo l’andamento del mercato crocieristico<br />

potrà darci queste risposte.<br />

NORWEGIAN EPIC - FREESTYLE CRUISING<br />

Norwegian Cruise Line (NCL) one of the world’s major<br />

cruise companies was founded in 1966 as Caribbean<br />

Line by Knut Kloster and Ted Arison later the founder of<br />

Carnival Cruise Line. Fans of naval history will remember<br />

NCL as the operator of the passenger ship France later<br />

called Norway then the longest ship in the world.<br />

Today when cruise holidays are growing in number NCL<br />

has also chosen to enter the Mediterranean currently the<br />

market with the highest margins. In 2010 NCL had two<br />

ships in the Mediterranean, Norwegian Jade of 93,558<br />

tons operating from Barcelona and Norwegian Gem of<br />

93,530 operating from Venice and the first NCL vessel<br />

based in Italy.<br />

In 2011 Jade will replace Gem from Venice, and Barcelona<br />

will be served by the new 155,873 ton giant admiral<br />

of the fleet Norwegian Epic. She is 329,45 meters long<br />

with 2,097 cabins for 5,186 passengers. The vessel was<br />

built at STX France Cruise of Saint Nazaire and entered<br />

service last summer.<br />

The ship was designed for the freestyle cruising philosophy<br />

of NCL which means offering passengers cruises<br />

without limitations and without imposition from meal<br />

times to dress rules. Norwegian Epic offers 11 eating<br />

options in the basic fare and a further 9 with an extra<br />

payment. Each on board restaurant offers typical dishes<br />

of the best cuisines in the world from Italian to French,<br />

Chinese and Japanese.<br />

Oggi in un momento di espansione<br />

del mercato della vacanze sul mare,<br />

anche questa compagnia ha iniziato a<br />

puntare decisamente sul Mediterraneo,<br />

il mercato che offre i più grossi margini<br />

di sviluppo.<br />

Già durante la stagione estiva 2010<br />

sono state posizionate due navi di assoluto<br />

prestigio nel “Mare Nostrum”:<br />

beauty centre. 39 of the ships cabins have direct access<br />

The VIP zone is situated at the prow of the ship on decks<br />

16 and 17 with swimming pool, hydro-massage, gymnasium,<br />

nightclub and private dining area. This area of the<br />

ship recalls the 1 st class on luxury transatlantic liners<br />

and is available to passengers staying in suites, penthouses<br />

and villas.<br />

There are many types of cabin available catering for all<br />

categories of passenger. 128 studio cabins with a special<br />

tariff have been designed for singles, a first for a cruise<br />

ship. All the cabins with balconies are curved and named<br />

“new wave”, again a first.<br />

Taking a freestyle cruise on Norwegian Epic also means<br />

a splendid water park, two separate bowling areas and<br />

a vast selection of entertainments throughout the ship.<br />

The first “ice bar” is to be found on board as well as a<br />

prow area named Spice H2O where a pool can be enjoyed<br />

during the day and at night a beach club such as is found<br />

on Ibiza.<br />

from May until October departing from Barcelona<br />

and calling at Livorno, Civitavecchia, Naples and<br />

quest’anno sarà il posizionamento<br />

su Barcellona della nuova e gigantesca<br />

ammiraglia della compagnia:<br />

la Norwegian Epic. Questa nave ha<br />

una stazza lorda di 155.873 t.s.l., è<br />

lunga fuori tutto 329,45 metri e in<br />

2.097 cabine può ospitare un massimo<br />

letti extra. E’ stata realizzata presso<br />

i cantieri STX France Cruise di<br />

cruising” che identifica NCL. Ma<br />

cosa vuol dire fare una crociera<br />

“freestyle”? E’ un concetto molto<br />

semplice da spiegare: le crociere<br />

di questa compagnia sono state<br />

ideate per offrire all’ospite una vacanza<br />

senza limitazioni e imposizioni<br />

di qualunque tipo. Dall’orario<br />

dei pasti all’abbigliamento a bordo.<br />

Per quel che riguarda la ristorazione,<br />

su Epic ci sono una ventina di possibilità<br />

di scelta: 11 opzioni sono comprese<br />

nella tariffa base della crociera, mentre<br />

per altre 9 viene richiesto un pagamento<br />

extra. Ogni ristorante a bordo propone<br />

i piatti tipici delle migliori tradizioni<br />

culinarie del mondo, dalla cucina italiana<br />

a quella francese, dalla cinese a<br />

quella giapponese; insomma c’è ne per<br />

tutti i gusti!<br />

Altro record di “Epic” la realizzazione<br />

della più grande spa navigante del<br />

mondo crocieristico: ben 2.883 metriquadri<br />

dedicati al fitness, al benessere,<br />

alla rigenerazione del corpo e della<br />

mente. “Mandara Spa” propone 24 sale<br />

per trattamenti, bagni turchi, idroterapia,<br />

palestra e salone di bellezza. Infine<br />

ricordiamo che 39 cabine hanno l’accesso<br />

diretto a quest’area della nave.<br />

Nella sovrastruttura prodiera ai ponti<br />

16 e 17 invece è posizionata la zona<br />

vip dotata di piscina, idromassaggi,<br />

palestra, nightclub ed area di ristoro<br />

riservata. Questa parte esclusiva della<br />

nave ricorda un po’ la prima classe dei<br />

lussuosi transatlantici di un tempo e vi<br />

possono accedere tutti i fortunati ospiti<br />

alloggiati nelle “suites”, “phenthouses”<br />

e “villa” (una sorta di miniappartamenti<br />

sul mare) che sono localizzate in questa<br />

zona.<br />

A bordo ci sono tante tipologie di cabine<br />

per soddisfare tutti i gusti possibili<br />

dei potenziali ospiti, tra le tante vorrei<br />

sottolineare quelle dedicate ai single,<br />

chiamate “studio”: per la prima volta su<br />

una nave passeggeri sono state realiz-<br />

zate 128 sistemazioni per chi viaggia<br />

da solo (a cui sarà garantita una tariffa<br />

speciale). Infine tutte le cabine con balcone<br />

della nave sono curve e sono state<br />

battezzate “new wawe”, un’unicum<br />

in campo navale.<br />

Ma vivere una crociera “freestyle”<br />

a bordo di “Epic” vuol dire anche poter<br />

provare uno splendido acqua park,<br />

poter giocare a bowling in due locali<br />

differenti ed aver a disposizione una<br />

vasta gamma d’intrattenimenti nei vari<br />

ambienti della nave. Inoltre a bordo<br />

troviamo il primo “ice bar” navigante e<br />

pure un’area poppiera chiamata “Spice<br />

H2O” dove di giorno ci si gode la vita a<br />

bordo piscina, mentre alla sera diventa<br />

un beach-club come quelli di Ibiza.<br />

Malta Super Yacht Yard diventa<br />

parte del gruppo Palumbo.<br />

La società, che opera<br />

nella cantieristica navale dal 1967, ha<br />

sottoscritto con il governo maltese il<br />

contratto di concessione della durata<br />

di 30 anni per la gestione del cantiere<br />

nautico Malta Super Yacht Yard (ex<br />

Malta Super Yacht Services). L’investimento<br />

complessivo del gruppo italiano<br />

raggiungerà i 29,4 milioni di euro includendo<br />

il prezzo d’acquisto di 7,5 milioni<br />

di euro e il canone di concessione<br />

annuo di 500mila euro che può variare<br />

A Naples shipyard company Palumbo Group operating<br />

since 1967 has taken over Malta Super Yacht Yard after<br />

entering into a 30 year concession from the Maltese<br />

government to run the yard. Palumbo will invest 29,4<br />

million euros divided between 7,5 million euros for the<br />

company plus rental of 500,000 euros a year subject to<br />

a 15% increase every 5 years. In addition Palumbo is<br />

committed to invest 3,6 million euros in the first 5 years.<br />

The Naples company stated “that it was proud of and<br />

enthusiastic about the acquisition and is ready to take<br />

on the new adventure”. Malta Economics and Finance<br />

minister Tonio Fenech underlined that the agreement<br />

with the Italian company would further strengthen<br />

Malta’s nautical industry which in the last few years and<br />

especially joining the EU has become an important base<br />

for yachting.<br />

The acquisition is only the last of a number of acquisitions<br />

made by Antonio Palumbo head of the Palumbo Group in<br />

the port of Naples including the Smeb yard at Messina<br />

un’importante base per questo compar-<br />

to e, in particolare, dopo il suo ingresso<br />

nell’Unione Europea. L’acquisizione dei<br />

cantieri dedicati ai superyacht, infatti, è<br />

solo l’ultimo colpo messo a segno da<br />

Antonio Palumbo, a capo della società<br />

omonima nel porto di Napoli e sbarcato<br />

a Messina nel 2006 dove ha acquisito i<br />

cantieri ex Smeb. L’imprenditore aveva<br />

già rilevato a luglio scorso la concessione<br />

dei cantieri di riparazioni navali<br />

di Malta localizzati a Cospicua, fino ad<br />

allora controllati dallo Stato maltese.<br />

Per Palumbo l’operazione si è tradotta<br />

in un importante salto dimensionale.<br />

The concession also includes laboratories and offices on<br />

the Grand Harbour. The Group’s ambition is to transform<br />

the Malta yard and docks into a centre of excellence<br />

for the maintenance and repair of super yachts in the<br />

Mediterranean creating a new opportunity for customers<br />

and industry in general. Palumbo Group stated “this<br />

objective will be achieved with the planned investment<br />

and the development of personnel. The tradition and<br />

support available from the Group and its experience will<br />

enable Palumbo Malta Super Yachts Ltd to offer a wide<br />

range of services capable of meeting the most varied<br />

and complex requests from customers. Therefore the<br />

Group believes it can create a new competitive force in

sarà raggiunto con l’investimento previsto<br />

L’obiettivo è disporre di opere, attrezzature<br />

e sistemi di gestione in grado<br />

di conciliare rapidità, quindi il contenimento<br />

dei tempi di gestione delle<br />

operazioni logistiche, regolarità, a ritmi<br />

o “frequenze” crescenti, e la flessibilità<br />

nell’operatività, vale a dire la capacità<br />

di adattare le caratteristiche dei flussi<br />

alle esigenze del mercato finale, sia<br />

sulla base delle molteplici destinazioni<br />

geografiche verso cui essi sono diretti,<br />

sia per quanto riguarda le dimensioni<br />

dei carichi.<br />

Si tratta di una strada intrapresa da<br />

tutti i diversi attori della catena logistica,<br />

che puntano a importanti progetti di<br />

reingegnerizzazione, con un’attenzione<br />

e sensibilità a fattori ormai considerati<br />

can also be integrated with other services such as<br />

customs and harbour master. As a result of an agreement<br />

between UIRNet and the Ministry for Infrastructure the

chiave, quali l’ambiente o la sicurezza,<br />

nel duplice senso di safety e security.<br />

L’implementazione dei sistemi di security<br />

portuale - finalizzati alla prevenzione<br />

di intrusioni all’interno delle aree portuali,<br />

alla tutela dei vettori,<br />

dei beni trasportati,<br />

dei passeggeri e degli<br />

operatori del trasporto<br />

- ha reso necessario<br />

rivedere le strutture e<br />

le procedure operative<br />

nelle diverse fasi e segmenti<br />

del trasporto, con<br />

particolare riguardo alla<br />

fase portuale. L’innovazione<br />

dunque a servizio<br />

del sistema dei porti per<br />

potenziare e riqualificare<br />

le infrastrutture portuali<br />

e sviluppare sistemi<br />

di controllo di traffico<br />

marittimo.<br />

Ormai tutti i porti<br />

sono allineati circa l’opportunità<br />

di disporre di<br />

piattaforme infotelematiche<br />

per la gestione<br />

e l’organizzazione dei<br />

processi operativi, autorizzativi<br />

e gestionali.<br />

Una precisa politica sta<br />

attivando collegamenti<br />

telematici tra attori presenti<br />

in ambito portuale,<br />

con efficaci sistemi di controllo. Sistemi<br />

che possono essere integrati da altri<br />

servizi informativi, come ad esempio<br />

quelli in uso all’Agenzia delle Dogane,<br />

o il Sistema VTS gestito dalle Capitanerie<br />

di <strong>Porto</strong>. Inoltre, sono integrabili<br />

dal sistema nazionale di gestione della<br />

logistica, grazie all’accordo che UIRNet<br />

ha realizzato per conto del Ministero<br />

delle Infrastrutture e dei Trasporti. Un<br />

accordo inteso ad individuare, per un<br />

campione rappresentativo dei principali<br />

porti nazionali, i modelli organizzativi<br />

ed operativi adottati, i diversi sistemi<br />

infotelematici disponibili, le esigenze<br />

informative e di servizio degli operatori<br />

più un pre-requisito per l’attrazione dei<br />

traffici. La globalizzazione, la delocalizzazione<br />

produttiva, le strategie del “just<br />

in time” hanno funzionato da motore<br />

per il mondo del trasporto, dando luogo<br />

ad una domanda sempre crescente;<br />

queste politiche, pur essendo efficienti<br />

in termini di costi e organizzazione<br />

aziendale, mostrano indiscutibili limiti<br />

dal punto di vista della sostenibilità<br />

(energetica, ambientale e sociale). Il<br />

valore ed il peso dell’impatto variano a<br />

seconda della dimensione globale o locale<br />

del trasporto da effettuare. Anche<br />

il mondo dei porti punta ad evolvere<br />

verso un modello organizzativo plurimodale,<br />

che di volta in volta utilizzi il<br />

sistema più idoneo, cioè più efficiente<br />

non solo dal punto di vista dei costi, ma<br />

anche della sostenibilità<br />

ambientale.<br />

Attraverso la promozione<br />

dell’intermodalità<br />

e lo sviluppo di tecnologie,<br />

procedure e attività<br />

mirate a ridurre l’impatto<br />

ambientale dei vari anelli<br />

della catena logistica, è<br />

possibile ottenere una<br />

processo logistico più<br />

efficiente dal punto di<br />

vista della produttività<br />

con, allo stesso tempo,<br />

un minore impatto ambientale.<br />

L’Associazione<br />

dei Porti Italiani si propone<br />

per approfondire<br />

alcuni progetti innovativi<br />

mirati a sviluppare il trasporto<br />

intermodale, con<br />

particolare riferimento ai<br />

sistemi di automatizzazione<br />

e movimentazione<br />

delle merci in banchina,<br />

all’evoluzione tecnologica<br />

e organizzativa dei<br />

retro porti e delle piattaforme<br />

logistiche. Si tratta<br />

di iniziative che possono<br />

contribuire a un pieno rilancio dell’Italia<br />

nello scacchiere internazionale, e a<br />

sopperire a quella mancanza di collegamenti<br />

strutturali tra porti e mercati legati<br />

in parte alle infrastrutture e in parte<br />

alle necessità ad un flusso informativo<br />

possibile con l’implementazione tecnologica.<br />

La presenza del sistema portuale italiano<br />

a Monaco sarà un momento molto<br />

importante sia per gli incontri previsti<br />

con operatori internazionali, sia per il<br />

confronto, anche sul piano dell’innovazione,<br />

sui principali temi d’interesse per<br />

il settore.<br />

Italian Port Association is proposing to study a number<br />

of projects aimed at developing inter-modular transport<br />

with special attention to automation and handling on<br />

wharves, technological innovation and the organisation<br />

of the back areas of ports and logistics platforms.<br />

These initiatives could help to put Italy back on the<br />

International scene and overcome the lack of structural<br />

communication between ports and markets partly caused<br />

by infrastructure problems and partly by the need for<br />

information flows.<br />

The presence of the Italian ports at Munich for Transport<br />

Logistics 2011 will be important for meeting international<br />

operators and discussions on the principal matters of<br />

interest.

insieme: lo stesso stand divideranno,<br />

infatti, le Autorità portuali di Palermo,<br />

Messina e Augusta. Il settore della logistica<br />

e dei trasporti ha assunto un<br />

ruolo strategico nel sistema Italia in termini<br />

economici e occupazionali. Anche<br />

in Sicilia, nel settore, servono progetti<br />

che… navighino spediti per aggirare, e<br />

AT TRANSPORT LOGISTIC 2011<br />

The Port Authorities of Palermo, Messina and Augusta<br />

have joined together in a stand at the Transport Logistic<br />

2011 conference in Munich. Logistics and transport now<br />

have a strategic economic and employment role in Italy’s<br />

economy. Sicily’s logistics and transport also need to<br />

move quickly to get over the crisis which has slowed down<br />

world trade. Palermo port is working to offer satisfactory<br />

services and up to date standards of functionality and<br />

comfort. The architect Italo Rolo has designed a project<br />

for the modernisation of the passenger terminal. Work<br />

on the 28,5 million euro project will start soon. Tenders<br />

are going out for a number of jobs. 2 million euros for the<br />

port illumination system. 4.5 million euros for safety and<br />

security systems which is in progress. 1 million euros for<br />

reorganising the Amari port entrance. 8 million euros has<br />

already been spent on Cala the old Palermo port where<br />

work will be finished by the beginning of summer.<br />

Palermo expects record numbers of cruise ship<br />

passengers this year but in 2010 registered a 9,6% fall in<br />

container handling caused by the overall crisis However<br />

Palermo thanks to its joining forces with Termini Imerese<br />

has contained the fall in traffic. In fact the Termini Imerese<br />

freight tonnage has more than tripled in the last three<br />

years from 490,000 tons in 2008 to 1,723,841 in 2010 with<br />

an especially strong performance from bulk and general<br />

freight. Forecasts for the period 2011/2013 are bright<br />

for Termini Imerese helped by the work carried out to<br />

improve the functioning of the port. Lighting has been<br />

Palermo si lavora per offrire all’utenza<br />

servizi soddisfacenti e adeguati ai moderni<br />

standard di funzionalità e di comfort:<br />

inizierà a breve un intervento che<br />

cambierà il volto (interno) della Stazione<br />

Marittima che verrà rimodernata su<br />

progetto dell’architetto Italo Rota e con<br />

un investimento di 28 milioni e 500 mila<br />

euro. Quindi stanno per essere ap-<br />

paltati i lavori per la razionalizzazione<br />

dell’impianto elettrico per l’illuminazione<br />

del porto, per un importo complessivo<br />

2 milioni. Quattro milioni e mezzo<br />

sono stati destinati ai lavori (in corso) di<br />

security e sicurezza, 1 milione è stato<br />

impiegato per la sistemazione del Varco<br />

Amari mentre all’inizio dell’estate<br />

verranno ultimati i lavori di sistemazione<br />

(già concluso l’intervento di disinquinamento)<br />

della Cala, l’antico porto di<br />

wharf improved, the building of a temporary passenger<br />

terminal and strengthening of the shore wharf and the<br />

Trapezoidale wharf in the commercial port.<br />

The ports of Messina - Tremestiere and Milazzo form a<br />

complicated port structure handling various types of<br />

maritime traffic which taken together make them a unique<br />

system in Italy. Messina - Tremestiere basically handles<br />

traffic between Sicily and the mainland using ferries<br />

to carry passengers, vehicles and rail cars as well as<br />

cruise traffic. On the other hand Milazzo handles traffic<br />

for the Eolie islands in addition to hydrocarbon liquid<br />

bulk. However neither of the ports can be considered<br />

as specialised in only one type of traffic. Ro-ro already<br />

operates with a Messina/Salerno line. Growth prospects<br />

for ro-ro are such that substantial work should be<br />

carried out in both the ports of Messina and Milazzo.<br />

At the moment Messina is spending 1,5 million euros<br />

to complete a 15,000 sq mt parking area at Norimberga<br />

wharf which will improve the parking and stocking area<br />

for trucks and trailers waiting to take the Motorways of<br />

the Sea vessels.<br />

Milazzo mainly handles traffic to the Eolie islands plus<br />

considerable quantities of carbohydrate bulk from the<br />

nearby refinery. Work is in progress to get over the<br />

current operational limitations of the port represented by<br />

the depth of the water and the lack of ferry piers. The port<br />

plan also includes development of shipyard work and the<br />

substantial amount of work needed to recover the city’s<br />

waterfront.


Palermo, dove sono stati investiti circa<br />

8 milioni e mezzo di euro.<br />

Previsioni ottime per le crociere nel<br />

2011 a Palermo, mentre dati statistici<br />

registrati rilevano un forte incremento<br />

della movimentazione delle merci nel<br />

2008 e un decremento nel 2010 pari al<br />

-9,5%, dovuto alla crisi mondiale che<br />

non ha risparmiato il comparto. Ma il<br />

porto di Palermo, grazie all’accorpamento<br />

con il porto di Termini Imerese,<br />

scalo a naturale vocazione commerciale,<br />

ha contenuto il calo dei traffici: infatti,<br />

il tonnellaggio totale di merci di Termini<br />

Imerese si è più che triplicato negli<br />

ultimi tre anni (490.000 tonnellate nel<br />

2008, 1.723.841 nel 2010) registrando,<br />

in particolare, un forte interesse per le<br />

rinfuse e per le merci varie. Nel 2010<br />

il porto di Termini ha infatti superato il<br />

porto di Palermo nelle prime (130.464<br />

tonn contro 118.175 tonn), assestandosi<br />

ad un terzo, rispetto Palermo,<br />

nel traffico ro-ro (1.593.377 tonnellate<br />

contro 4.914.256 registrati a Palermo).<br />

Le previsioni per il periodo 2011-2013<br />

a Termini Imprese appaiono particolarmente<br />

rosee, anche in relazione<br />

agli interventi tecnici programmati che<br />

consentiranno di migliorare la funzionalità<br />

dello scalo: dai lavori di ripristino<br />

dell’impianto elettrico a quelli di recin-<br />

zione del porto, dalla strada di accesso<br />

al Molo Aldisio alla realizzazione di una<br />

struttura per una temporanea stazione<br />

marittima, ai lavori di consolidamento<br />

della banchina di riva e del Molo Trapezoidale<br />

del porto commerciale.<br />

I porti di Messina-Tremestieri e Milazzo<br />

rappresentano un complesso sistema<br />

portuale, ove coesistono traffici<br />

marittimi di varia tipologia, che nel complesso<br />

conferiscono al sistema stesso<br />

caratteri di assoluto rilievo nel panorama<br />

nazionale. Il porto di Messina-<br />

Tremestieri assolve prevalentemente<br />

alla funzione di collegamento Siciliacontinente<br />

tramite il traghettamento di<br />

persone, mezzi e carri ferroviari, e crocieristica,<br />

mentre il porto di Milazzo sviluppa<br />

prevalentemente traffico da e per<br />

le Isole Eolie e di rinfuse liquide (idrocarburi).<br />

Tuttavia, nessuno dei due porti<br />

può considerarsi specializzato su un<br />

solo tipo di traffici, essendo in entrambi<br />

i casi presenti diverse tipologie). Nel<br />

settore ro-ro il sistema portuale attuale<br />

è già operativo, con una linea regolare<br />

da Messina per Salerno.<br />

Le prospettive di crescita della domanda<br />

di questo tipo di trasporto sono<br />

tali da suggerire interventi più importanti<br />

e impegnativi, da realizzare in<br />

entrambi i poli di Messina e di Milazzo.<br />

In particolare a Messina sono in fase<br />

di cantierizzazione i lavori di completamento<br />

dei piazzali del Molo Norimberga<br />

(oltre 15.000 mq) destinati alla migliore<br />

e più razionale organizzazione delle<br />

aree di sosta e stoccaggio dei mezzi<br />

in attesa di imbarco sulle autostrade<br />

del mare (investimento di 1,5 milioni di<br />

Euro). Il porto di Milazzo sviluppa prevalentemente<br />

attività di traghettamento<br />

da e per le Isole Eolie, una interessante<br />

movimentazione lo/lo e notevole movimentazione<br />

di rinfuse liquide (idrocarburi)<br />

che avviene da pontili della vicina<br />

raffineria, nel comprensorio portuale<br />

di Milazzo. Sono in corso di cantierizzazione<br />

nuove opere grazie alle quali<br />

si riuscirà a superare in buona parte<br />

l’attuale limite operativo dello scalo,<br />

rappresentato dalla limitatezza di parte<br />

dei fondali e dalla scarsa disponibilità<br />

di banchine per traghetti in relazione<br />

alla locale domanda di mobilità. Da non<br />

dimenticare, sempre nei piani di sviluppo<br />

insiti del PRP, il rilancio delle attività<br />

cantieristiche e la imponente programmazione<br />

finalizzata al recupero delle<br />

aree portuali e costiere degradate per<br />

consentire un vero e tangibile rilancio<br />

del waterfront della città.<br />

verso uno straordinario cammino<br />

di crescita dei traffici. Il percorso iniziato<br />

è di fondamentale importanza per lo<br />

sviluppo dello Scalo commerciale campano<br />

in quanto inciderà positivamente<br />

su gran parte dell’economia del Sud<br />

Italia, in un momento di lenta uscita<br />

dalla crisi internazionale dei mercati. Il<br />

<strong>Porto</strong> di Salerno partecipa in tal modo<br />

alla complessiva ripresa italiana ed<br />

europea, fornendo anche al territorio<br />

extraregionale un determinante contributo<br />

alla promozione delle politiche<br />

MAJOR INVESTMENT IN SALERNO PORT<br />

300 million euros are to be invested in Salerno port<br />

to handle the ever increasing traffic. The investment<br />

programme is of fundamental importance for the<br />

development of the port and its positive effect on the<br />

economy of Southern Italy in an overall atmosphere<br />

of slow recovery from the international crisis. Salerno<br />

port therefore will not just play its part in the economic<br />

recovery in Italy and Europe but will also make a<br />

major contribution to the mission of the Italian Port<br />

Authorities to promote building port infrastructure as<br />

The main works underway at Salerno are;<br />

- reinforcement and lengthening of the Trapezio and<br />

Manfredi wharves and necessary dredging,<br />

- water and fire systems installation in the commercial<br />

port,<br />

- installation of security systems to control vehicle and<br />

passenger access to the port,<br />

- building a new berth at the Ponente pier and a faster<br />

road link to the motorway plus a logistics area behind<br />

Consistenti investimenti<br />

nel porto di Salerno<br />

infrastrutturali che connotano la “mission”<br />

delle Autorità Portuali nel nostro<br />

Paese, ha spiegato a <strong>Porto</strong>&<strong>diporto</strong><br />

Portuale.<br />

Nell’ambito di tale importante programma<br />

di opere infrastrutturali, gli<br />

interventi più significativi in corso di realizzazione<br />

sono:<br />

- consolidamento e prolungamento<br />

del Molo Trapezio e del Molo Manfredi;<br />

intervento finalizzato al dragaggio dei<br />

fondali;<br />

- realizzazione dell’impianto idrico e<br />

antincendio del porto commerciale;<br />

- infrastrutture per nuovo impianto di<br />

security per il controllo accessi di persone<br />

e veicoli ai varchi portuali;<br />

- realizzazione di un nuovo posto di<br />

ormeggio mediante briccole per creare<br />

al Molo di Ponente un ulteriore posto<br />

di ormeggio al servizio delle navi Roro<br />

Pax;<br />

- collegamenti stradali più veloci con<br />

lo svincolo autostradale e creazione di<br />

un’area logistica immediatamente a ridosso.<br />

Oltre agli interventi in corso di realizzazione<br />

ve ne sono altri al nastro di<br />

partenza tra cui si segnalano l’escavo<br />

the pier.<br />

Port Authority president Andrea Annunziata explained<br />

that these works will enable Salerno to maintain its top<br />

position in terms of efficiency and work safety. That is<br />

why the EU expressed its appreciation for the standard<br />

of security in the port as a result of an inspection carried<br />

out this year and a risk evaluation as part of its Port<br />

Security Plan. The Port Security Plan is of fundamental<br />

importance for ports like Salerno with its core business<br />

of passengers and freight now recovering well from the<br />

international economic crisis. Salerno with other major<br />

European ports discussed the EU directive 2005/65/EC<br />

on port security at a meeting in Brussels. Attendance<br />

at the meeting represents international recognition of<br />

Salerno’s work on security and joins last years award as<br />

best for freight and passenger handling in limited space.<br />

Salerno port is now installing IT systems to handle the<br />

Motorways of the Sea shipping as part of the MOS4MOS<br />

project co-financed by the EU.

europea ha espresso vivo apprezzamento<br />

per il grado di sicurezza<br />

del rischio contenuto nel Port Security<br />

Assessment (PSA). L’Autorità Portuale<br />

di Salerno ha presentato il proprio Port<br />

Security Plan (Piano di Sicurezza Portuale),<br />

di fondamentale importanza per<br />

uno scalo come Salerno dove i traffici<br />

merci e passeggeri rappresentano il<br />

core business, in netta ripresa dopo la<br />

crisi economica internazionale. I lavori<br />

del meeting di Bruxelles, ai quali hanno<br />

partecipato i maggiori porti europei,<br />

si sono focalizzati sullo stato di attuazione<br />

della Direttiva 2005/65/EC in<br />

tema di Port Security. Questi importanti<br />

riconoscimenti di livello internazionale<br />

in tema di security, ottenuti dallo scalo<br />

cittadino, si aggiungono ai primati dello<br />

scorso anno per efficienza nella movimentazione<br />

merci e passeggeri rispetto<br />

alle aree disponibili. In quest’ottica si<br />

inquadra anche una recente iniziativa<br />

finalizzata ad implementare servizi informatici<br />

di monitoraggio e di funzionamento<br />

Si chiama Galleria del Mare ed è un vero e proprio mall<br />

che apre le porte del porto di Napoli alla città che può<br />

così riappropriarsi del mare, una risorsa inesauribile<br />

troppo spesso dimenticata. Lo fa, dopo l’abbattimento fisico<br />

delle barriere, aprendo all’interno della Stazione Marittima il<br />

nuovo centro commerciale che va a completare il polo crocieristico<br />

e l’area congressuale, uno dei primi step di una completa<br />

riorganizzazione e riqualificazione della linea di costa<br />

tra il Beverello e Porta di Massa, come sostiene il presidente<br />

della società Terminal Napoli spa (75% Costa crociere, Msc e<br />

Royal Caribbean, 20% gruppo Lauro, 5% Autorità Portuale),<br />

Nicola Coccia. “Il progetto ha preso il via a fasi alterne nel<br />

2005 per un investimento finora di circa 28 milioni di euro e<br />

s’inquadra nel più ampio progetto di waterfront disegnato da<br />

Michel Euvè, ancora sulla carta. Si tratta del primo step in<br />

attesa che il nuovo waterfront dia un nuovo volto alla linea<br />

di costa con infrastrutture e servizi per i crocieristi e per le<br />

attività legate allo shipping”. Un progetto che, aggiunge Coccia,<br />

andrà “ad integrarsi con quello della riqualificazione di<br />

Napoli Est, consentendo la realizzazione di un grande anello<br />

di attrazione turistica che completerà il polo crocieristico ed il<br />

centro congressi, già in attività da anni. L’intervento urbanistico<br />

permetterà alla città non solo il recupero del gap che la separa<br />

da Civitavecchia e da Venezia ma soprattutto di essere<br />

competitiva a livello internazionale con i grandi porti di Miami<br />

e Dubai”. Per la sua location unica e per il ruolo di cerniera<br />

tra il mare e la città, la Galleria del mare si presenta dunque<br />

come un complesso da vivere a 360 gradi, meta di shopping,<br />

passeggiate, tempo libero e svago, nella comodità di un’isola<br />

al centro di Napoli. E per i prossimi mesi si preannunciano<br />

SHOPPING IN NAPLES PORT<br />

Galleria del Mare (Gallery by the Sea) is a true shopping<br />

mall which opens the port to its city and takes back an<br />

often forgotten inexhaustible resource by physically<br />

knocking down barriers. The new shopping centre is<br />

inside the passenger terminal which is now complete<br />

with the cruise passenger and convention areas and becomes<br />

one of the first steps in a reorganisation and requalification<br />

of the water front from Beverello to Porta di<br />

Massa. Nicola Coccia president of Terminal Napoli (25%<br />

Costa Crociere, 25% MSC, 25% Royal Caribbean, 20%<br />

Lauro Group and 5% the Naples Port Authority) said “the<br />

project has gone ahead in phases since 2005 with investment<br />

of 28 million euros and is a part of the water front<br />

project designed by Michel Euvè still however only on<br />

paper. It is a first step awaiting the new waterfront which<br />

will give a new face to the coast line with infrastructure<br />

and services for cruise ship passengers and for shipping.<br />

The project will be integrated in the re-qualification<br />

of the Naples East ex industrial zone where an area of<br />

tourist attractions is to be built to be added to the cruise<br />

passenger and convention areas in use for some years.<br />

The works will enable the city to close the gap with Civitavecchia<br />

and Venice and above all to compete internationally<br />

with the important ports of Miami and Dubai”.<br />

altri interventi infrastrutturali, tra cui un ampio parcheggio sotterraneo<br />

per consentire la pedonalizzazione dell’area. “Abbiamo<br />

l’intenzione di accogliere 1milione e 300mila crocieristi. E<br />

per farlo, è in progetto l’adeguamento del Molo San Vincenzo,<br />

mai utilizzato ai fini commerciali e turistici. Il suo uso ci<br />

consentirebbe di attraccare due navi da crociera. Stiamo già<br />

procedendo alle prime indagini marine, dopo di che contiamo<br />

di avere al più presto le necessarie autorizzazioni per un suo<br />

adeguamento. Come proporremo agli organi competenti la<br />

realizzazione di un’uscita della stazione della metropolitana<br />

cittadina direttamente nel piazzale antistante l’edificio della<br />

Galleria”. Nel frattempo il centro commerciale ospiterà 54 negozi<br />

tra griffe e prodotti tipici, per un giro di affari stimato a<br />

fine anno a circa 25 milioni di euro.<br />

“E’ per noi una grande opportunità di promozionare sia le<br />

tipicità enogastronomiche che i marchi delle eccellenze della<br />

Campania”, commenta Gerardo Vernazzano della Cantina<br />

Astroni, enologo di uno dei negozi che hanno scommesso sul<br />

progetto proposto dalla Terminal Napoli. All’interno del mall<br />

sono presenti grandi firme dell’imprenditoria nazionale e campana.<br />

Tra queste, Camomilla, Marinella Spose che dagli anni<br />

’80 prosegue la più antica delle tradizioni sartoriali, Napolimania,<br />

con le sue originali collezioni di gadget e l’esclusiva<br />

dei caschi Andrea Cardone, la Galleria Navarra che mette in<br />

vetrina il meglio delle collezioni d’arte e antiquariato. Numerosi<br />

anche i negozi di abbigliamento, come Otisopse Blu, Mat<br />

Vila, Intimò, Liberty, Chenzo, Mastri Camiciai. E altri ancora.<br />

In the next few months further works will be underway<br />

including a large underground car park to make the area<br />

from top fashion names to local products. First year<br />

turnover is estimated at 25 million euros.<br />

with a shop in the centre commented “this a big<br />

opportunity for us to promote our local gastronomy<br />

products and Campania’s top brands”. There are shops<br />

representing top brands from Italy and Campania including<br />

Camomilla, Marinella Spose a top tailor since the 80s,<br />

Napolimania with gadgets and Andrea Cardone helmets<br />

and La Galleria Navarra with art and antiques. There are<br />

many clothes shops such as Otisopse Blu, Mar Vila, Intimò,<br />

Progetti comunitari per lo sviluppo<br />

delle “Autostrade del Mare”<br />

il ruolo di RAM Spa<br />

Nella prospettiva di una graduale fuoriuscita<br />

dalla crisi globale di questi ultimi<br />

anni, il sistema logistico italiano è<br />

chiamato ad una sfida decisiva, che si<br />

riassume nella capacità di una effettiva<br />

crescita in termini di efficienza e competitività.<br />

Due sono le questioni principali:<br />

da un lato si tratta di definire un<br />

With the prospect of coming out of the global crisis<br />

Italian logistics faces the challenge of improving its<br />

efficiency and competitiveness. There are two principal<br />

questions to be answered. Firstly the definition of<br />

a national strategy to coordinate the system to be<br />

regulated by the new National Logistics Plan and<br />

secondly finance is required to fund the investment.<br />

The finance will be more readily found by treating the<br />

port not just as state property where investment in<br />

infrastructure must be provided by the state but by<br />

letting private and public participate together. The public<br />

sector would define strategy, regulations, administration<br />

and transparency in procedures and deadlines whereas<br />

the public sector would provide funding and take profit<br />

from managing the infrastructure and logistics’ systems.<br />

In revising Network TEN the EU is pushing its members<br />

towards an intermodular and eco-sustainable transport<br />

system by creating a network of key ports with private<br />

and public investment. Following the EU priorities<br />

and in accordance with “Motorways of the Sea” Rete<br />

Autostrade Mediterranee Spa (RAM) has made a valuable<br />

contribution to the project for the development of a sea<br />

transport network.<br />

RAM made this contribution last year working with<br />

France, Spain and Malta to complete the master plan<br />

for West-Med Corridors in “Motorways of the Sea” and<br />

they are now working on new projects for the Eastern<br />

Mediterranean and the Adriatic Corridor.<br />

Italy won 5 Motorways of the Sea projects from the EU<br />

public tender TEN-T2010 and 4 of these involve RAM.<br />

These are important projects with Port Authorities,<br />

universities, major private interests and RAM aimed at<br />

developing maritime and port industry to increase the<br />

country’s competitiveness.<br />

The project Adriatic Gateway is of particular importance<br />

to RAM and was developed with TLS Europe and<br />

supported by the Ministry for Infrastructure. The project<br />

creates the conditions for a maritime system to take<br />

traffic from the Eastern Mediterranean and connect it to<br />

the trans-European traffic flows of Network TEN using<br />

the Northern Adriatic ports of Ancona, Ravenna, Venice,<br />

Monfalcone, Trieste and Capodistria. Thus creating an<br />

nazionale in grado di coordinare<br />

i diversi attori del sistema e decisivo, a<br />

tal fine, sarà il nuovo Piano Nazionale<br />

della Logistica, che offrirà la cabina di<br />

regia dell’intero settore.<br />

Dall’altro occorrerà reperire risorse finanziarie<br />

adeguate rispetto alla mole<br />

degli investimenti necessari; obiettivo<br />

più facilmente raggiungibile con<br />

un approccio innovativo, ad esempio<br />

nel campo delle infrastrutture portuali,<br />

che non guardi più al porto come uno<br />

spazio demaniale pubblico, per cui gli<br />

investimenti competono solo allo Stato<br />

ma che privilegi il partenariato pubbli-<br />

alternative to the Northern Range route. Using estimates<br />

of supply and demand for transport and logistics in the<br />

Adriatic side of Italy plus infrastructure needs and existing<br />

development plans Adriatic Gateway will be projected to<br />

include land needs, infrastructure, terminals, logistic<br />

centres, port services, organisation, and procedures<br />

for sustainable environment. An action plan for Adriatic<br />

Gateway will be drawn up which will include actions,<br />

costs, timing and support. The plan will give indications<br />

to aid political decision making and inform public and<br />

private shareholders in Italy and in Europe.<br />

The other 3 projects involving RAM are MOS24,<br />

MOS4MOS and Adriatic Gateways ITS. MOS24 includes<br />

RAM, Genoa Port Authority, Malta Freeport, Uirnet and<br />

The university of Genoa’s centre of excellence and will<br />

put the various information systems connected with<br />

Corridor 24 into a network and set up promotion centres<br />

for modular. MOS4MOS (Monitoring and Operation<br />

Services for Motorways of the Sea) includes RAM,<br />

the Port Authorities of Livorno, Salerno and Valencia,<br />

Atlantica di Navigazione and a number of interports and<br />

will use IT to develop maritime traffic. Adriatic Gateways<br />

ITS will build an information network for NAPA ports to<br />

be used by the ports and their operators. RAM is also the<br />

team leader of AdriaticMos part of the IPA Cross Border<br />

programme which will develop a master plan for the<br />

countries of Croatia, Slovenia, Bosnia and Albania, that<br />

are about to enter the EU.<br />

RAM continues to work in Italy on transport incentive<br />

schemes such as the Ecobonus for shifting freight from<br />

road to sea. The scheme is being looked at with much<br />

interest by other EU members. In addition RAM manages<br />

incentives for business aggregation, professional<br />

training for transport and Ferrobonus which gives<br />

financial incentive for transferring freight from road to<br />

rail.<br />

All these actions aimed at “motorways of the sea” are<br />

speeding up its implementation but it still needs Euro<br />

Mediterranean integration in economic, commercial,<br />

political and cultural matters. It is hoped that the new<br />

democratic countries South of the Mediterranean will<br />

help the business recovery which both they and us need.<br />

Peace and economic growth in that area are of vital<br />

importance especially for Italy and Europe.

un sistema di trasporto intermodale ed<br />

ecosostenibile, verso la creazione di un<br />

network di porti di rilevanza strategica<br />

su cui concentrare risorse e investimenti<br />

sia pubblici che privati e verso<br />

una maggiore coesione territoriale tra<br />

partners comunitari e Paesi terzi. Per<br />

l’Italia, seguendo le priorità dell’Unione<br />

europea e in raccordo con il Programma<br />

Nazionale delle “Autostrade del Mare”,<br />

RAM – Rete Autostrade Mediterranee<br />

Spa – fornisce un prezioso contributo<br />

a nuove progettualità strategiche per lo<br />

sviluppo di una rete di trasporto marittimo.<br />

Lo ha fatto lo scorso anno con il completamento,<br />

insieme a Francia, Spagna<br />

e Malta, del Master Plan “West-Med<br />

Corridors” sulle “Autostrade del Mare”<br />

nel Mediterraneo occidentale; e si accinge,<br />

ora, a lavorare con impegno a<br />

nuovi Progetti che guardano anche al<br />

quadrante orientale del Mediterraneo<br />

ed al Corridoio Adriatico.<br />

Particolarmente soddisfacente è il risultato<br />

ottenuto nel bando comunitario<br />

TEN-T 2010 che ha assegnato all’Italia<br />

5 Progetti per le “Autostrade del Mare”<br />

- 4 dei quali vedono la presenza di<br />

RAM – grazie soprattutto all’impegno<br />

dei tanti soggetti che, con l’efficace<br />

coordinamento del Ministero delle Infrastrutture,<br />

vi hanno lavorato. Sono<br />

Progetti di grande respiro strategico<br />

che coinvolgono direttamente Autorità<br />

Portuali, la RAM, centri universitari<br />

di ricerca ed importanti soggetti privati<br />

che contribuiranno a far crescere il cluster<br />

marittimo-portuale ed aumentarne<br />

la competitività internazionale.<br />

Di particolare rilievo per RAM è il Progetto<br />

“Adriatic Gateway” – predisposto<br />

insieme a TLS Europe in stretta intesa<br />

con il Ministero delle Infrastrutture<br />

– che intende creare le condizioni per<br />

un sistema di collegamenti marittimi in<br />

grado di raccogliere i flussi di traffico<br />

provenienti soprattutto dal Mediterraneo<br />

Orientale e riconnetterli agli assi<br />

transeuropei della Rete TEN attraverso<br />

i Porti del Nord Adriatico (Ancona, Ravenna,<br />

Venezia, Monfalcone, Trieste e<br />

Capodistria). Si bilancerebbero così le<br />

dinamiche dei traffici marittimi che continuano<br />

a registrare un ruolo prevalente<br />

dei Porti del Northern Range e verrebbe<br />

valorizzata l’alternativa offerta dal<br />

Corridoio Adriatico come porta di accesso<br />

meridionale ai mercati europei.<br />

Muovendo da una analisi della domanda<br />

e dell’offerta dei servizi di trasporto<br />

e della logistica di potenziale interesse<br />

per il versante adriatico e da una ricognizione<br />

delle infrastrutture e dei piani<br />

di sviluppo in essere, il Progetto intende<br />

pervenire alla progettazione di un<br />

“Adriatic Gateway” di eccellenza che<br />

include l’individuazione delle aree, le<br />

dotazioni infrastrutturali, la progettazione<br />

dei terminal e dei centri logistici, i<br />

servizi portuali, gli aspetti organizzativi<br />

e le procedure per la sostenibilità ambientale.<br />

È prevista, inoltre, la realizzazione<br />

di un Piano d’Azione per lo sviluppo<br />

della Gateway che comprenderà<br />

cosa si potrebbe fare e come, in che<br />

tempi e a quali costi, individuando azioni<br />

di supporto per lo sviluppo del piano<br />

e definendo alcune raccomandazioni<br />

per il decisore politico e per gli altri stakeholders,<br />

del settore privato e pubblico,<br />

a livello nazionale ed europeo.<br />

RAM è presente anche in altri tre<br />

Progetti accolti dall’Unione europea:<br />

MOS24 – di cui sono partner, tra gli altri,<br />

l’Autorità portuale di Genova, Malta<br />

Freeport, UIRNet e il Centro di eccellenza<br />

(CIELI) dell’Università di Genova<br />

– con l’obiettivo di mettere in rete i diversi<br />

sistemi informatici che si allacceranno<br />

al Corridoio 24, e realizzare dei<br />

centri per la promozione della co-modalità.<br />

Vi è poi il Progetto MOS4MOS<br />

(Monitoring and Operation Services for<br />

Motorways of the Sea) al quale partecipano<br />

le A.P. di Livorno, Salerno e<br />

Valencia, Atlantica di Navigazione ed<br />

alcuni Interporti per l’implementazione<br />

di tecnologie informatiche per lo sviluppo<br />

dei traffici marittimi. Infine, tornando<br />

al versante adriatico, oltre a partecipare<br />

al Progetto comunitario “Adriatic<br />

Gateway ITS”, che intende favorire la<br />

costruzione di un network informatico<br />

per i porti aderenti a NAPA, in modo da<br />

utilizzare una piattaforma condivisa di<br />

comunicazione operativa tra gli scali ed<br />

i diversi operatori, RAM è capofila del<br />

Progetto “AdriaticMos” (per il Programma<br />

“IPA Cross Border”) il quale prevede<br />

la realizzazione di un Master Plan<br />

delle Adm per i Paesi dell’altra sponda<br />

adriatica in via di adesione all’Unione<br />

europea (Croazia, Slovenia, Bosnia ed<br />

Albania).<br />

RAM continua a lavorare anche a livello<br />

nazionale alla gestione degli incentivi<br />

all’autotrasporto, in particolare<br />

all’Ecobonus che, rivelatosi prezioso<br />

per il trasferimento di traffico commerciale<br />

sulla modalità marittima, è stato<br />

finanziato anche per l’annualità 2010 e<br />

viene guardato con crescente interesse<br />

a livello comunitario. A RAM è stata anche<br />

affidata la gestione degli incentivi<br />

per le aggregazioni aziendali, la formazione<br />

professionale per l’autotrasporto<br />

nonché del “Ferrobonus”, una misura<br />

anch’essa a favore di una modalità alternativa<br />

al trasporto su strada.<br />

Tutte le attività in atto sia a livello nazionale<br />

che comunitario, volte all’implementazione<br />

delle “Autostrade del<br />

Mare”, risultano essere degli ottimi<br />

strumenti capaci di accelerare quel<br />

processo, ormai in atto da anni ma<br />

che ha bisogno ancora di forti impulsi,<br />

di integrazione euro-mediterranea sia<br />

economico-commerciale che politicoculturale,<br />

soprattutto in un momento<br />

come questo che vede lo scoppio di<br />

tensioni e focolai di crisi in Paesi a noi<br />

vicini.<br />

C’è da sperare che l’avvento di regimi<br />

democratici nei Paesi del Sud del Mediterraneo,<br />

faciliti la ripresa dei traffici<br />

commerciali di cui hanno bisogno<br />

certamente quei popoli ma anche noi<br />

europei; la pacificazione e la crescita<br />

economica di quell’area, infatti, sono di<br />

vitale importanza per l’Europa e in particolare<br />

per il nostro Paese.<br />

Uirnet is an interports company with Telecom Italia,<br />

Telespazio, Autostrada per L’Italia and Elsag Datamat<br />

of the Finmeccanica Group as shareholders and has<br />

as its objective the placing of transport, logistics and<br />

operators on the web. It has therefore set up an open<br />

secure system which can dialogue with public and<br />

private bodies using existing technology. Uirnet has the<br />

job of developing open modular hardware and software<br />

to integrate suppliers of services and information into the<br />

processes of logistics and transport. Uirnet considers<br />

alle necessità del settore del trasporto e della logistica. In<br />

Considerando la logistica come risorsa<br />

strategica per il “Sitema Italia”<br />

UIRnet, portando avanti un progetto<br />

di respiro nazionale articolato per aree<br />

regionali, richiede la partecipazione<br />

indispensabile delle Regioni al fine di<br />

renderlo operativo. Vanno in questa<br />

direzione una serie di workshop itineranti:<br />

la prima tappa sarà a Roma dove<br />

l’assessore ai Trasporti Lollobrigida e<br />

la Presidente Polverini hanno recepito<br />

l’importanza dell’integrazione fra il si-<br />

into the system anomalies and stress areas can be<br />

come piattaforma per le merci dirette in<br />

Europa che si muovono sulle direttrici<br />

che attraversano il Mediterraneo sia da<br />

Sud a Nord che da Est a Ovest.<br />

Il porto di Civitavecchia utilizza il<br />

sistema Giada per la raccolta dei dati<br />

inerenti le operazioni portuali, in particolare<br />

per la gestione delle domande<br />

di accosto, ma anche per lo scambio di<br />

informazioni fra operatori, uffici pubblici<br />

e utilizzatori dei servizi.<br />

Con la sperimentazione Uirnet Civi-<br />

tavecchia sarà in grado<br />

di facilitare le operazioni<br />

di check e di assistenza<br />

in particolare<br />

per il gate-in e gate-out<br />

di mezzi pesanti e di<br />

rotabili.<br />

Il ruolo dell’Autorità<br />

Portuale sarà quello di<br />

facilitare il dialogo fra<br />

le componenti operative<br />

rendendo affidabile<br />

e sicuro il ciclo: una<br />

volta caricati i dati nel<br />

sistema, si potranno<br />

segnalare anomalie o<br />

situazioni di stress organizzativo<br />

in modo da<br />

evitare bottleneck e soste<br />

prolungate in area<br />

portuale. Il sistema telematico<br />

supererà i tradizionali<br />

confini portuali<br />

collegandosi con l’interporto<br />

di Orte e le altre<br />

infrastrutture logistiche<br />

regionali, con la possibilità<br />

di monitorare i<br />

traffici camionistici in avvicinamento al<br />

porto e intervenendo su situazioni di<br />

emergenza.<br />

Il sistema sarà in grado anche di<br />

allertare gli operatori dell’arrivo imminente<br />

della merce, sollecitando le<br />

operazioni di processo eventualmente<br />

carenti. Questo farà in modo che prima<br />

che il mezzo si presenti ai varchi sia in<br />

regola la documentazione necessaria<br />

riducendo i tempi di attesa. Diventa,<br />

quindi, particolarmente importante il<br />

ruolo dell’Autorità Portuale che governa<br />

i principali scali laziali, gate di accesso<br />

al territorio sia per le merci che<br />

per le persone. Civitavecchia è, infatti,<br />

il primo porto in Italia e nel Mediterraneo<br />

insieme a Barcellona per numero<br />

di crocieristi. Secondo le recenti stime<br />

2.400.000 crocieristi arriveranno nel<br />

2011 nel porto di Roma.<br />

How long has Euroservice been operating in Naples?<br />

The company exists since 1987 and next year we celebrate<br />

our 25 th anniversary. It began with services and expanded<br />

into transport and shipping. Today’s market needs<br />

have changed and to be more incisive in our services<br />

we decided to split the business in two in order for<br />

transport to grow and develop autonomously. The other<br />

company with its new shareholders will cover the whole<br />

of Italy. Currently Eusena is supported by the Esunion<br />

consortium and Hens Spa. Esunion manages motorway<br />

tickets by putting together groups of transporters to<br />

take advantage of the group discounts permitted by law.<br />

Hens Spa is an insurance broker which makes insurance<br />

programmes to fit all business needs.<br />

Currently how is the market?<br />

Our company has noted an increase in exports permitting<br />

us to speak with modest optimism. Cost increases and<br />

continual tariff reductions caused by Eastern European<br />

competition are worrying. The cost of an Italian driver is<br />

ten times that of a Rumanian.

la nostra azione è stata circoscritta<br />

Questa nuova operazione societaria,<br />

attraverso un importante aumento di<br />

capitale ci aprirà più vasti scenari per<br />

poter intraprendere una serie di iniziative<br />

che fin ad oggi non potevano essere<br />

concretizzate, penso ad esempio<br />

ad un prossimo accordo con il gruppo<br />

Grimaldi di Napoli che ci consentirà di<br />

rientrare nel settore ro-ro dopo alcuni<br />

anni di assenza.<br />

Da quanto opera Euroservice a<br />

Napoli?<br />

L’azienda nasce nel 1987, quindi il<br />

prossimo anno festeggeremo il quarto<br />

di secolo di attività, iniziata nel settore<br />

servizi, allargatasi poi al comparto<br />

trasporti e spedizioni; oggi le esigenze<br />

di mercato sono cambiate e per avere<br />

maggiore incisività nel settore servizi<br />

abbiamo deciso di realizzare questa<br />

divisione che consentirà al trasporto di<br />

crescere e svilupparsi autonomamente<br />

mentre la nuova azienda, con il sostanziale<br />

apporto dei nuovi soci, sarà<br />

in grado di spaziare su tutto il territorio<br />

nazionale.<br />

Attualmente inoltre Eusena è affiancata<br />

dal consorzio Esunion e da Hens<br />

Spa: la prima gestisce le carte autostradali<br />

e quindi saranno in grado di<br />

completarsi a vicenda nell’offerta alla<br />

clientela: il consorzio raggruppa aziende<br />

di autotrasporto per poter acceder<br />

agli sconti autostradali previsti dalla<br />

legge che agevola i raggruppamenti<br />

in un settore così polverizzato. Hens<br />

Spa è invece un broker assicurativo in<br />

grado di offrire alla clientela piani assi-<br />

curativi in linea con le scelte logistiche<br />

dell’imprenditore.<br />

Attualmente quale è l’andamento<br />

del mercato?<br />

Per quanto ci riguarda nella nostra<br />

clientela si è notata una ripresa soprattutto<br />

nel traffico in export, quindi<br />

possiamo parlare di cauto ottimismo;<br />

fattore di preoccupazione è certamente<br />

l’aumento dei costi e il continuo abbassarsi<br />

delle tariffe che è dovuto alla<br />

concorrenza delle aziende che si sono<br />

delocalizzate nei Paesi dell’Est Europa.<br />

Basti pensare che tra un autista italiano<br />

e uno rumeno esiste un rapporto di costo<br />

di dieci a uno.<br />

Marco Polo per equilibrare<br />

il trasporto merci europeo<br />

Un trasporto veloce ed efficiente è alla base dell’economia europea. Ancora<br />

oggi il trasporto su strada è la modalità preferita, ma l’aumento dei<br />

volumi di traffico è alla base del conseguente aumento della congestione,<br />

dell’inquinamento e dei costi.<br />

Naturalmente esistono alternative che si differenziano per il loro carattere<br />

di convenienza in termini economici ed ambientali: il trasporto ferroviario,<br />

marittimo a corto raggio e fluviale.<br />

Alcuni professionisti del trasporto esitano nel cambiare le proprie modalità<br />

di distribuzione delle merci o nell’implementarne delle nuove volte a<br />

ridurre sensibilmente o evitare del tutto il trasporto su strada. Il programma<br />

europeo denominato Marco Polo è indirizzato a loro.<br />

Il programma è un’importante iniziativa della Commissione Europea volta<br />

ad aiutare le compagnie di trasporto e le imprese nella riduzione dei costi<br />

a vantaggio non solo dell’economia ma anche dell’ambiente e quindi della<br />

società nel suo complesso. Marco Polo vuole liberare le strade europee da<br />

un volume annuale di 20 miliardi di tonnellate/chilometro di merci, l’equivalente<br />

di oltre 700mila tir che in un anno viaggiano tra Parigi e Berlino.<br />

Forme di trasporto alternative che, come detto, da un lato sono certamente<br />

più sostenibili a livello ambientale ed economico nel tempo, dall’altro<br />

incontrano la riluttanza di produttori ed autotrasportatori ad investire nel<br />

cambiamento di quello che è un settore assai competitivo dell’economia<br />

non solo italiana.<br />

I contributi del programma Marco Polo, però, possono fare la differenza.<br />

Una società che volesse implementare un progetto di trasferimento delle<br />

proprie merci dal trasporto stradale a quello ferroviario o marittimo, o di<br />

potenziamento di un sistema di trasporto intermodale, può beneficiare di un<br />

finanziamento messo a disposizione dal programma stesso. Dal 2003, anno<br />

di lancio del programma, più di 500 compagnie hanno potuto beneficiare di<br />

un contributo Marco Polo.<br />

Come detto, il programma Marco Polo co-finanzia progetti di riduzione del<br />

traffico stradale, o progetti che forniscono servizi di sostegno che consen-<br />

THE MARCO POLO PROGRAMME<br />

Fast efficient transport is fundamental for the economies<br />

of Europe. Today road transport is the preferred system<br />

but volume increases increase congestion, pollution<br />

and costs. Rail, short sea shipping and river and canal<br />

transport are all alternatives. A number of transport<br />

experts support change to reduce or eliminate road<br />

transport using the EU Marco Polo programme.<br />

The programme aims to help transport companies<br />

and businesses reduce costs as well as aiding the<br />

environment and society as a whole. The Marco Polo<br />

programme intends to take 20,000 million ton/kilometres<br />

of freight of the roads each year, the equivalent of 700,000<br />

Tir travelling from Paris to Berlin.<br />

Alternative transport systems are more environmentally<br />

and economically sustainable in the long term but<br />

encounter the reluctance of producers and road<br />

transporters to invest in change in a highly competitive<br />

business throughout Europe.<br />

Contributions from the Marco Polo programme can make<br />

the difference. A business which decides to transfer<br />

freight from road to rail or sea or to strengthen its<br />

intermodular transport system can obtain finance from<br />

the programme. Since it began in 2004 the Marco Polo<br />

programme has supported more than 500 companies.<br />

The finance is in the form of a direct non repayable<br />

subsidy and covers a period from 3 to 5 years. There<br />

are a number of requirements to be met including an<br />

international involvement. The subsidy covers part of<br />

the costs incurred in the start up and management of the<br />

new project and must be supported by results.<br />

The current programme expires in 2013 and has an<br />

annual budget of 60 million euros. Every year public<br />

notice is published asking for proposals.<br />

The following five categories are eligible for support.<br />

1 Direct transfer from road transport<br />

2 Actions aimed specifically at using existing<br />

infrastructure to improve synergy between rail, inland<br />

waterways and short sea shipping<br />

3 Seaways (autostrada of the sea)<br />

4 Road traffic reduction<br />

5<br />

Action aimed at increasing awareness and cooperation<br />

between intermodular and logistics.<br />

Marco Polo applies only to freight and not to passenger<br />

or air transport.

Il finanziamento è in forma di sovvenzione diretta. Non è quindi un<br />

prestito da restituire in seguito. Per ottenere la sovvenzione i candidati<br />

ed i progetti devono soddisfare una serie di requisiti, primo<br />

tra tutti il coinvolgimento di attori a livello internazionale. Il finanziamento<br />

copre una parte dei costi connessi al lancio e la gestione di<br />

un nuovo progetto di modal-shift ma deve allo stesso tempo essere<br />

supportato da risultati.<br />

Il finanziamento, che può durare dai due ai cinque anni, fornisce<br />

un sostegno finanziario nella fase cruciale di avvio di un progetto.<br />

L’attuale programma durerà fino al 2013 con un bilancio annuale<br />

intorno ai 60 milioni di euro. Ogni anno Marco Polo pubblica un<br />

avviso a presentare proposte per candidarsi ed ottenere un finanziamento.<br />

Cinque modalità di progetti che prevedono lo spostamento del<br />

trasporto delle merci dalle congestionate strade europee al trasporto<br />

ferroviari o marittimo sono eleggibili per un finanziamento Marco<br />

Polo. Queste categorie riguardano:<br />

- progetti di modal-shift diretto;<br />

-<br />

azioni catalizzatrici con specifico riferimento a quelle volte a<br />

migliorare le sinergie dei settori ferroviario, delle vie d’acqua interne<br />

e del trasporto marittimo a corto raggio mediante un miglior utilizzo<br />

delle infrastrutture esistenti;<br />

- autostrade del mare;<br />

- azioni per la riduzione del traffico;<br />

-<br />

azioni finalizzate ad accrescere la consapevolezza e la coope-<br />

razione del trasporto intermodale e della logistica.<br />

Da sottolineare che il programma si riferisce solo al trasporto di<br />

merci e che quindi sono esclusi eventuali progetti riguardanti il trasporto<br />

di passeggeri come ad esempio il servizio di traghettamento.<br />

Il programma Marco Polo esclude altresì il trasporto aereo.<br />

Union for Masters and Chief Engineers recounts the<br />

latest events in his years long battle with politicians and<br />

bureaucrats to win the same rights for sailors as for other<br />

workers affected by asbestos. “We have always believed<br />

in dialogue and we always had faith in the institutions. It<br />

is not our way to fight our battles by demonstrating in the<br />

streets. Now however after a further unsuccessful attempt<br />

to obtain recognition of our rights that is application of<br />

health service benefits to sailors exposed to asbestos in<br />

the same way as land workers exposed to asbestos we<br />

are beginning to have doubts and to be attracted by the<br />

idea of noisy protest”<br />

The parliamentary reply has arrived one year after its<br />

presentation. It is the last of many put up by the MP<br />

Antonio Borghesi of the Italy of Values party on the<br />

question of asbestos and sailors.<br />

of the particular nature of its labour force the Ministerial<br />

directive of July 14, 2009 whose purpose is the opening<br />

bankrupt leaving open the vast majority of positions<br />

regarding sailors unable to obtain their curriculum from<br />

existing companies. Unfortunately we are coming to the<br />

conclusion that the only way to obtain our rights is to<br />

take to the streets.

sull’esposizione all’amianto,<br />

ha attribuito alla Direzione<br />

provinciale del lavoro, in sostituzione<br />

del datore di lavoro, il potere<br />

di rilasciare il curriculum lavorativo<br />

all’interessato, nel caso in cui quest’ultimo<br />

sia impossibilitato a reperirlo. In<br />

particolare, la direzione provinciale<br />

del lavoro, ove non sia in possesso<br />

di un’altra documentazione utile ai fini<br />

dell’accertamento, provvede al rilascio<br />

di detto curriculum tramite validazione<br />

dell’estratto matricolare rilasciato dalla<br />

Capitaneria di porto, o del<br />

libretto di navigazione autenticato<br />

dalla medesima.<br />

Alla luce di quanto segnalato,<br />

pertanto, la richiesta<br />

contenuta nell’interrogazione<br />

in esame può ritenersi<br />

superata”.<br />

Una risposta che, conclude<br />

Nobile, “dimostra<br />

come questo Governo consapevolmente<br />

non voglia<br />

risolvere la situazione: già<br />

molte volte infatti abbiamo<br />

eccepito che la direttiva andrebbe<br />

modificata, dal momento<br />

che regola solo quei<br />

casi di assenza di curricula<br />

lavorativi dovuti alla cessazione<br />

o al fallimento della<br />

compagnia cui si riferiscono,<br />

lasciando, di fatto, aperta<br />

la stragrande maggioranza<br />

delle posizioni aperte,<br />

riguardante marittimi che<br />

non riescono ad ottenere<br />

il curriculum da compagnie<br />

tutt’ora in esercizio. Purtroppo<br />

comincia a maturare il sospetto che<br />

l’unico modo di far valere i propri diritti<br />

sia quello di protestare in piazza”.<br />

Il credito e le imprese<br />

E’<br />

il settore dei trasporti che ha trainato, insieme<br />

alla farmaceutica e alla metallurgia, il mercato<br />

del credito alle imprese in Italia. Il settore ha<br />

potuto beneficiare di prestiti soprattutto per sviluppare l’export<br />

delle aziende del Sud (+27% rispetto al +5,6% della<br />

media nazionale) e specificamente della Campania dove i<br />

prestiti sono serviti per penetrare sui nuovi mercati.<br />

Così è stato per i minerali non metalliferi (26,9%), per il<br />

legno (+42,2%), per la gomma e plastica (+29,5%). Della<br />

ripresa del credito in Italia hanno beneficiato grandi ma<br />

anche piccole imprese, con un andamento migliore rispetto<br />

alla media europea: +4,4% rispetto allo 0,5% dell’area<br />

euro. Anche i prestiti alle famiglie, soprattutto per l’acquisto<br />

di abitazioni, ha consolidato la crescita e nel Bel Paese si<br />

sono confermati più dinamici alla media europea, superando<br />

Germania e Francia. E’ quanto rileva il primo report di<br />

Intesa San Paolo sulla congiuntura del credito nel 2010;<br />

un’indagine che evidenzia come il credito nel Mezzogiorno<br />

sia cresciuto a tassi superiori di quelli dell’intero Paese.<br />

Anche per la minore presenza al Sud del settore industriale,<br />

il più colpito dalla recessione, e di grandi imprese che<br />

hanno subito le maggiori restrizioni del credito. In Campania,<br />

invece, sono soprattutto le famiglie che hanno trainato<br />

il mercato del credito, cresciuto dell’8%. Positiva anche la<br />

dinamica dei prestiti alle imprese industriali che sono aumentati<br />

in media del 3%, più della media nazionale. Se<br />

Napoli è la provincia che ha sviluppato più prestiti (+8,1%<br />

rispetto al 2009), grazie alla più elevata erogazione di denaro<br />

alle imprese, l’avellinese è il territorio più debole, pur<br />

essendo il più dinamico per credito alle famiglie. La regione<br />

non è comunque esente dalle difficoltà del ciclo recessivo<br />

che stanno ancora causando una crescita delle sofferenze<br />

delle imprese e dello stesso credito alle famiglie, nonostante<br />

proprio in questo territorio i tassi d’interesse siano rima-<br />

CREDIT AND BUSINESS ENTITIES<br />

Transport, pharmaceuticals and metals have led business<br />

credit in Italy especially for export from Southern Italy<br />

up 27% compared with 5,6% for Italy as a whole and<br />

particularly in Campania where finance was used to<br />

open up new markets. Non metal minerals showed an<br />

increase of 26,9%, timber 42,2% and rubber and plastic<br />

29,5%. Availability of credit benefited both large and<br />

small businesses at levels plus 4,4% higher than the EU<br />

average up 0,5%. House purchase finance consolidated<br />

its growth at a level above that of the EU and above that<br />

of France and Germany. All this is set out in the Intesa<br />

San Paolo Bank report on credit for 2010 which shows<br />

how credit levels are growing at a faster rate in Southern<br />

Italy than in the rest of Italy. Part of the reason is due to<br />

less industrialisation in the South of Italy. In Campania<br />

credit has grown by 8% mainly with family finance.<br />

Industrial loans were up 3% also higher than the national<br />

average. Naples was the leader with financing increasing<br />

by 8,1% over 2009. Avellino was the weakest although<br />

top for family finance but suffers the effects of the crisis<br />

despite having low interest rates.<br />

Bankers Association stated “despite the area’s problems<br />

and political instability businesses in Campania continue<br />

to grow supported by much more credit than the rest of<br />

the country. This demonstrates that banks pay more<br />

attention to businesses by offering then support in debt<br />

reconstruction, acquisitions, mergers and inventory<br />

management and that a new form of dialogue exists<br />

between bank and client” Banks have made available<br />

new instruments for going international, for investment<br />

in innovation and for management etc. Mr Castagna<br />

continued “As the economies of Southern Italy and<br />

Campania grow strongly those who have remained<br />

competitive must inspire other businessmen so that the<br />

number of sound businesses increases and in certain<br />

cases encourage the setting up of consortiums able to<br />

invest and develop innovation and become international”.<br />

The report also points out that the number of businesses<br />

with a deteriorating credit position has reached its lowest<br />

levels especially in Southern Italy with 45% in 2008 and<br />

now 10% in 2010.

anche nelle operazioni di acquisizione o fusioni e nella<br />

gestione delle scorte”. Un sostegno che è reso concreto<br />

anche mediante “una nuova forma di dialogo tra le parti”<br />

e dalla messa in campo di nuovi strumenti da parte degli<br />

istituti di credito basati sulla capacità d’internazionalizzazione,<br />

d’investire in innovazione, di managerialità, e così<br />

via. “Perché l’economia nel Mezzogiorno e in Campania<br />

torni a crescere a tassi sostenuti - sottolinea Castagna<br />

- occorre che l’esempio di chi è rimasto competitivo sia<br />

di ispirazione anche per altri imprenditori e che quindi la<br />

platea delle imprese solide si ampli, anche dando vita a<br />

consorzi in grado di investire e sviluppare innovazione e<br />

internazionalizzazione”. Il report mette in luce anche un<br />

altro aspetto: la percentuale di imprese che hanno percepito<br />

un peggioramento delle condizioni di accesso al<br />

credito ha toccato i minimi. Soprattutto nel Mezzogiorno<br />

dove la percentuale è passata da oltre il 45% del 2008 al<br />

10% del 2010. Una tendenza che lascia ben sperare per<br />

l’economia.<br />

STRATEGIES AND SOLUTIONS FOR<br />

EUROPEAN SHIPYARDS<br />

Shipyards are of strategic importance for Europe by<br />

supplying the instruments for our trade, defence and<br />

security in addition to technical innovation. Its impact<br />

on the economy is fundamental with a turnover of 50,000<br />

million euros per annum.<br />

The EU is working on supportive action to be taken<br />

from 2015 in a programme called Leadership 2015 –<br />

Defining the Future of European Shipyards – Competing<br />

through Excellence (Brussels 21/11/2003). The objective<br />

is to ensure that Europe stays at the top of world<br />

shipbuilding.<br />

The decline in orders at European yards which began in<br />

2008 reached its lowest point in 2009 causing layoffs at<br />

even highly specialised manpower level and collaboration<br />

between yards on work on hand.<br />

The Italian pleasure boat industry has faced up to the<br />

situation with extraordinary vitality and become one of<br />

the strong points of the maritime economy. In the last five<br />

years its share of the Italian market has almost doubled<br />

and exports have held up well.<br />

2009 was one of the most difficult years for Italian<br />

shipbuilding with 30% less sales. In 2010 there was a<br />

notable improvement. There were signs of recovery in the<br />

first half of 2010 although turnover and output continued<br />

to be down. The luxury super-yachts market continues to<br />

grow with Italy the world’s number one producer.<br />

commercio, la difesa e la sicurezza, oltre alle tecnologie<br />

innovative per tutto l’indotto. È altresì fondamentale<br />

per l’impatto sull’economia europea, generando circa € 50<br />

miliardi di fatturato ogni anno.<br />

La Commissione Europea, anche alla luce della crisi mondiale<br />

in atto, sta elaborando le azioni a sostegno del comparto<br />

al 2015: l’iniziativa “LeaderSHIP 2015 – Definire il futuro<br />

della cantieristica europea – La concorrenzialità mediante<br />

l’eccellenza” (Bruxelles 21/11/2003) è stata dunque ideata<br />

per sviluppare nuovi processi produttivi e priorità di sviluppo<br />

tecnologico, in modo da assicurare all’ Europa il timone di<br />

comando della cantieristica mondiale.<br />

Il declino dei nuovi ordini presso i cantieri navali europei<br />

evidenziatosi nell’anno 2008 ha raggiunto il culmine nel 2009,<br />

portando come conseguenza una riduzione del fabbisogno di<br />

manodopera per molti cantieri, anche per quelli tecnicamente<br />

molto avanzati, e la necessaria fusione delle commesse in<br />

corso. (figura 1)<br />

A fronte di tale scenario, il settore della nautica da <strong>diporto</strong><br />

italiano ha mostrato in questi ultimi anni una straordinaria vitalità,<br />

che ne ha fatto uno dei settori di punta dell’economia<br />

marittima: nell’arco dell’ultimo quinquennio la quota di mercato<br />

italiana nel settore è quasi raddoppiata e sempre sostenuta<br />

dalle esportazioni.<br />

Il 2009 è stato peraltro uno degli anni piu difficili anche per<br />

la cantieristica italiana, dove per il comparto si è registrata<br />

una riduzione delle vendite di circa il 30%. Con il 2010 la<br />

situazione è notevolmente migliorata, infatti nel primo semestre<br />

del 2010 sono emersi segnali di ripresa degli ordinativi<br />

pur proseguendo una flessione del fatturato e della produzione<br />

industriale. A spingere il settore è anche il mercato dei superyachts<br />

di lusso, in cui l’industria italiana detiene il primato<br />

mondiale e che nel corso degli ultimi anni ha mostrato livelli<br />

di market performance crescenti e assolutamente rilevanti.<br />

Certo è che il comparto della cantieristica può esprimere<br />

ancora forti potenzialità, al cui conseguimento concorre<br />

il consapevole e adeguato sostegno politico e istituzionale<br />

frutto di un’ormai matura sensibilità delle istituzioni verso la<br />

nautica da <strong>diporto</strong>. Nella soluzione, o nelle possibili soluzioni,<br />

dello squilibrio finanziario aggravato dallo stato di crisi globale<br />

sta il rilancio del settore.<br />

La tematica della crisi economica e finanziaria nel settore<br />

delle costruzioni navali sarà l’argomento principale del con-<br />

potential with the support of politics and institutions as it<br />

has done with the pleasure boat industry. The economic<br />

and financial crisis of ship building will be the main topic<br />

at the convention “Economic Crisis: Financial, Insurance,<br />

and Legal Solutions for Ship Building” to be held on May<br />

13 at the villa Cambiaso. Patron of the convention is the<br />

Confederation of Industry supported by Banca CARIGE.<br />

Organisers are the Department of Electrical and Naval<br />

Engineering of the Genoa University of Studies and the<br />

Interuniversity Centre for Transport Research.<br />

After an overview of the situation of the industry, legal<br />

aspects of shipbuilding contracts and industry prospects,<br />

the convention will look to strategies for shipbuilding with<br />

particular attention to warships and ship repair. Speakers<br />

will include Stefano Messina from the Confederation of<br />

Italian Shipowners, Pier Cipriano Rollo from Fincantieri<br />

and Mauro Chirco lecturer in ship building law at the<br />

University of Genoa. Captain Nicola Carlone of the<br />

Harbour Master and Coast Guard Command will discuss<br />

the current Maritime Labour Convention. Nicola Capuzzo<br />

a journalist with Ship2Shore and Milano Finanza will be<br />

moderator.<br />

The second part of the convention will describe financial<br />

and insurance instruments using test cases. Roberto<br />

Mumolo of Banca Carige will describe the role of the<br />

Bank in shipbuilding and the effect of Basil 3. Giancarlo<br />

Casani of ANCANAP will make an analysis of shipping<br />

finance both for shipyards and shipowners and Europ<br />

Arab Bank from London will show how Islamic finance<br />

could be used. Banchero & Costa and Sace will look at<br />

insuring economic/financial interests and structured<br />

shipping finance.

Maritime Labour Convention. Modererà Nicola Capuzzo,<br />

giornalista di Ship2Shore e di Milano Finanza.<br />

La seconda parte del convegno descriverà, anche attra-<br />

verso casi applicativi, gli strumenti offerti dal mondo finanziario<br />

ed assicurativo. Roberto Mumolo del Gruppo<br />

Banca Carige illustrerà, anche alla luce dell’imminente<br />

entrata in vigore di “Basilea 3”, il ruolo dell’Istituto in un<br />

territorio in cui la cantieristica, ma più in generale l’industria,<br />

ha radici storiche. ANCANAP (rappresentata da<br />

Giancarlo Casani) fornirà un’analisi dei finanziamenti<br />

navali dal punto di vista del cantiere e del committente,<br />

mentre la Europ Arab Bank London illustrerà come la<br />

finanza islamica potrebbe rappresentare uno strumento<br />

di sviluppo. Leader del settore, quali Banchero & Costa<br />

e SACE, approfondiranno rispettivamente i temi delle<br />

protezioni assicurative degli interessi economico-finanziari<br />

e della finanza strutturata/shipping finance.<br />

Finmeccanica Spa, il primo<br />

gruppo industriale italiano nel<br />

settore dell’alta tecnologia e<br />

tra i primi dieci player mondiali nell’aerospazio,<br />

difesa e sicurezza, porta a<br />

casa una nuova commessa. Il colosso<br />

industriale di piazza Monte Grappa a<br />

Roma ha ottenuto un contratto da 574<br />

milioni di dollari (poco più di 404 milioni<br />

di euro) per la metropolitana senza<br />

conducente di Honolulu, alle Hawaii<br />

(Stati Uniti). Il tutto attraverso le proprie<br />

società Ansaldo Sts e Ansaldo Breda. Il<br />

committente è la Municipalità della capitale<br />

dell’arcipelago, che ha richiesto<br />

un progetto della nuova linea metropolitana<br />

“driverless” ad alta capacità.<br />

NO CRISIS FOR FINMECCANICA<br />

Finmeccanica Spa is Italy’s number one technology<br />

company and one of the world’s top ten in aerospace,<br />

defence and safety. Finmeccanica has just won a 574<br />

million US $ contract to build the driverless metro in<br />

Honolulu. The contract will be undertaken by subsidiaries<br />

Ansaldo Sts and Ansaldo Breda in a joint venture named<br />

Ansaldo Honolulu JV. The customer Honolulu city<br />

council has requested a high capacity driverless system.<br />

Ansaldo St expert in rail and metro technology will take<br />

367 million US $ of the contract and Ansaldo Breda the<br />

main Italian company for building wheeled rail carriages<br />

will take 207 million US dollars.<br />

In a note Finmeccanica states “this new order represents<br />

the excellence that Finmeccanica has developed in<br />

driverless urban vehicles. Examples are already running<br />

in Taipei, Copenhagen and Riyad”. The new contract is<br />

keeping the Finmeccanica share price well up where it is<br />

quoted on the Milan stock exchange and is 30,2% owned<br />

the Ministry for the Economy. The Italy based Group is<br />

actively producing in three markets. Italy with 43,000<br />

employees, the UK with 10,000 and the USA with 12,000<br />

employees. Finmeccanica is present in France with<br />

3,700 employees, in Germany with 1,000 employees and<br />

in Poland with 4,000 employees and has collaboration<br />

in una nota del gruppo – rappresenta<br />

l’eccellenza che il gruppo Finmeccanica<br />

ha sviluppato nell’ambito dei<br />

sistemi di trasporto urbani innovativi<br />

driverless. Ne sono testimonianza<br />

le varie gare aggiudicate dal gruppo<br />

quali Taipei, Copenaghen e Riyad”.<br />

Il nuovo ordinativo, in particolare, contribuisce<br />

a tenere alto il titolo azionario<br />

di Finmeccanica, quotata alla Borsa Italiana<br />

con il 30,2% del capitale detenuto<br />

dal Ministero dell’Economia italiano. Il<br />

Gruppo, che ha la propria base in Italia,<br />

è oggi presente in modo stabile con<br />

asset produttivi importanti in tre mercati:<br />

Italia (con circa 43.000 addetti),<br />

Regno Unito (con circa 10.000 addetti)<br />

e Stati Uniti (con oltre 12.000 addetti).<br />

Quali sono le aree e settori di attività ABB in Italia e<br />

in particolare dell’unità di business turbocharging di<br />

ABB?<br />

Nell’ambito del Gruppo, ABB Italia detiene la leadership<br />

tecnologica a livello mondiale per gli interruttori automatici<br />

scatolati e aperti di bassa tensione, per gli interruttori differenziali<br />

modulari, per i motori in media tensione per ambienti<br />

a rischio di esplosione, per i sensori ed i trasmettitori<br />

di pressione, per i quadri di distribuzione di media tensione<br />

isolati in aria e per gli interruttori di media tensione. Ha<br />

inoltre la responsabilità mondiale per la ricerca e sviluppo<br />

di prodotti per sistemi di automazione per la generazione<br />

di energia. E’ centro di eccellenza per la realizzazione di<br />

impianti chiavi in mano nel settore dell’oil and gas e di soluzioni<br />

di automazione avanzata. Le unità di business Marine<br />

Come avete reagito alla crisi del settore navale e armatoriale?<br />

L’<strong>armamento</strong> mondiale ha sicuramente attraversato mo-<br />

The division’s main business is the supply of products<br />

and solutions for instrumentation, automation and<br />

maximisation of industrial processes. Customer<br />

industries include oil and gas, energy, chemicals,<br />

pharmaceuticals, paper, metals and mining, shipping<br />

and turbo compressors. Approximately 75% of ABB’s<br />

Turbocharging business in Italy comes from shipping and<br />

tendenza a limitare gli interventi di manutenzione allo stretto<br />

necessario, specie nel mercato Marine. Per far fronte a<br />

tale riduzione degli impegni manutentivi, ABB ha risposto<br />

con flessibilità, mettendo in opera programmi anti-crisi per<br />

venire incontro alle esigenze del cliente. Nel 2010 abbiamo<br />

riscontrato un graduale miglioramento, favorito da un recupero<br />

dell’economia mondiale e dall’assorbimento delle flotte<br />

in disarmo.<br />

Quali sono i rapporti tra ABB e gli armatori napoletani?<br />

In Italia sono operative 3 stazioni di servizio dedicate alla<br />

manutenzione delle turbosoffianti, la sede principale di Genova,<br />

la stazione di Marghera e una terza inaugurata proprio nel<br />

2009 a Teverola nei pressi di Napoli.<br />

La scelta strategica di aprire la terza stazione di servizio in<br />

Campania è stata dettata dall’esigenza di coprire il mercato<br />

del Centro-Sud, e visti i buoni rapporti con gli armatori napoletani,<br />

anche dall’esigenza di avvicinare ABB ad una città che<br />

si pone come un’importante sede del mondo armatoriale ita-<br />

What was your reaction to the shipping crisis?<br />

World shipowning certainly had difficult times in<br />

2009. We can say that there was a tendency to restrict<br />

maintenance to the minimum necessary especially in<br />

shipping. ABB responded with flexibility creating anti-<br />

crisis programmes to meet the customer’s needs. 2010<br />

saw a gradual improvement favoured by worldwide<br />

economic recovery and by absorption of laid up fleet.<br />

How does ABB get on with Naples shipowners?<br />

In Italy there are three turbo service stations. The principal<br />

station is in Genoa followed by Marghera and at Teverola<br />

close to Naples which opened in 2009. The decision<br />

to open the third station in Campania was dictated by<br />

the need to serve the Central –South market, the good<br />

relationships ABB has with Naples shipowners and by<br />

the importance of Naples for Italian shipping. The new<br />

station has been in operation since August 2009 and is<br />

part of a network of 114 stations worldwide.<br />

Does ABB carry out ecosustainable research?<br />

Our commitment to sustainable development derives<br />

from a clear planned strategy to supply our customers<br />

Un recente esempio trova riscontro<br />

nel campo di ricerca in ambito turbosoffianti;<br />

il dipartimento R&D (Research &<br />

tecnologia di sovralimentazione a due stadi. La turbosoffiante<br />

è un elemento importante per la riduzione dei consumi e di<br />

conseguenza per l’abbattimento di emissioni di NOx. Il passaggio<br />

dal singolo al doppio stadio si sposa coerentemente<br />

con i requisiti posti dalle regolamentazioni ambientali e con le<br />

strategie rivolte verso l’eco-sostenibilità del Gruppo.<br />

Quali sono le prospettive per la green energy nel Sud<br />

Italia?<br />

Le prospettive per la green Energy nel Sud Italia riguardano<br />

il settore delle energie rinnovabili. ABB Turbocharging<br />

già lavora con impianti di cogenerazione che utilizzano combustibili<br />

“verdi”, tra questi olio di palma e biogas. E’ da sottolineare<br />

che le prospettive di crescita di questi mercati sono<br />

legate alle regolamentazioni degli schemi di incentivazione<br />

ed alle previsioni di stabilità dei prezzi dei combustibili stessi,<br />

specie dell’olio di palma. Possiamo dire che se gli equilibri<br />

economico-legislativi rimarranno inalterati rispetto agli ultimi<br />

due anni, potremmo attenderci uno sviluppo interessante, sia<br />

nel Centro-Sud, così come nel resto del paese.<br />

ABB’s R & D department is adapting overfuel technology<br />

in two phases. The turbo charger is an important element<br />

in consumption reduction and therefore in reducing<br />

Nox emissions. The passage from a single to a double<br />

phase fits in with environmental regulations and with the<br />

Group’s ecosustainability strategies.<br />

What are the prospects for green energy in Southern<br />

Italy?<br />

The prospects are concerned with renewable energy.<br />

ABB Turbocharging already works with co-generation<br />

plants which use green combustibles such as palm oil<br />

and biogas. It has to be underlined that growth of these<br />

markets depends on the regulation of incentive schemes<br />

and the estimates of price stability for combustible<br />

fuels especially palm oil. We can say that if the present<br />

economic/legislative equilibrium remains the same as<br />

it has in the last two years we can expect interesting<br />

developments not just in Southern Italy but worldwide.

Non si vive di solo prodotto<br />

Nella scorsa puntata, ci eravamo<br />

soffermati a parlare di<br />

“prodotto” e del concetto di<br />

qualità ad esso legato. Oggi ci soffermeremo<br />

su un’altra situazione che va<br />

ad influenzare il rapporto tra qualità e<br />

prodotto, sempre inteso come bene o<br />

anche come insegna / brand / azienda.<br />

Una di queste è la competition.<br />

Si signori, la sana concorrenza. Vorrei<br />

esortare gli imprenditori a benedire la<br />

concorrenza ed i competitor. Tale stato<br />

dell’arte permette di evidenziare gli<br />

aspetti qualitativi del prodotto favorendo<br />

scelte e valutazioni da parte del<br />

consumatore. Con il solito esempio<br />

spero di chiarire. Pensate al TuttoSposi<br />

(la fiera tenutasi anche quest’anno a<br />

gennaio presso la Mostra d’Oltremare).<br />

Questa kermesse ha negli anni elevato<br />

il concetto di Fiera a Napoli, ma<br />

non vanta imitazioni degna di nota, se<br />

non ben più normali eventi dedicati a<br />

chi convola a nozze. Questa assenza<br />

di reali competitor ha provocato nei<br />

Clienti della fiera (gli espositori) un<br />

percepito ormai “normale” o addirittura<br />

“quasi standard” rispetto a quello<br />

che dovrebbe essere il percepito dei<br />

clienti di una manifestazione che si è<br />

imposta sin dall’inizio (e continua ad<br />

essere) come alta di livello. Evitare<br />

la competizione non fa apprezzare<br />

i livelli qualitativi di prodotto. In una<br />

situazione di sana concorrenza invece,<br />

l’azienda non è tentata ad abbassare<br />

gli standard, anzi è obbligata a<br />

tenerli sempre alti, e soprattutto, ed è<br />

quello che a noi interessa, i clienti dav-<br />

44 anni mi permettono di ricordare lo<br />

slogan di una nota marca di caramelle<br />

che, alludendo alla beltà<br />

del cofanetto, enunciava: “non<br />

s’incarta mai”, laddove al prodotto<br />

si aggiungeva il valore del<br />

packaging. E’ un esempio di sinergia<br />

tra due leve: prodotto e<br />

promotion, che insieme rendono<br />

molto di più<br />

Products without purpose<br />

Now we will analyse the interaction between the product<br />

and its marketing. I remember a well know brand of<br />

sweets which referred to the beauty of its packaging and<br />

said “never to be wrapped”. This is an example of the<br />

synergy between product and promotion which together<br />

produce a higher value than just the product alone. On<br />

low cost flights food is considered to be a frill defined as<br />

superfluous and therefore available on payment whereas<br />

for the full fare airlines food is an added value. In both<br />

cases the food complements the product and becomes<br />

an element of communication and difference permitting<br />

the company to use the factor and not rely entirely on<br />

the product. Obviously the quality of the complementary<br />

product determines opinion on the main product which

questi casi quello che dovrebbe essere<br />

un supporto al prodotto diventa un<br />

incubo per lo stesso.<br />

Poi il prodotto si combina con la distribuzione<br />

ed in base alle sue caratteristiche<br />

di solito si distingue in commodity,<br />

shopping e specialty goods. In<br />

tanti, tra consumatori, produttori e venditori<br />

sono convinti che questa trilogia<br />

debba influenzare il prezzo. La cosa<br />

non rientra nel mio modo di vedere.<br />

Innanzitutto il distinguo è legato al<br />

percepito di chi utilizza il prodotto.<br />

dalla cui definizione capiamo che<br />

vengono scelti in base ad un confronto<br />

che avviene on stage (inteso come sul<br />

posto), da cui le vie dello shopping. A<br />

differenza dei commodity difficilmente<br />

troviamo diverse tipologie di shopping<br />

goods nello stesso shop ed a volte nella<br />

stessa via. Questa situazione secondo<br />

me provoca la pochezza dei centri<br />

commerciali ed di altre forme aggregative<br />

che non hanno favorito tale chimica.<br />

Come i commodity, gli shopping<br />

goods sono facilmente acquistabili ed il<br />

prezzo diventa valore perché non è più<br />

legato al costo industriale, ma a quanto<br />

l’acquirente è disposto a pagare per<br />

averli. Ultimi ma non per importanza, ci<br />

sono gli specialty. Ci troviamo di fronte<br />

a tipologie di goods che impegnano in<br />

tutti i sensi il consumatore per l’acquisto.<br />

Basta pensare alle poche boutique<br />

di alcune griffe e di come sono dislocate<br />

sul territorio, ai prezzi ed al numero<br />

limitato di capi che offrono al mercato.<br />

Con le necessarie accortezze posso<br />

dire di aver esplicato, spero al meglio,<br />

le argomentazioni circa il prodotto, trattato<br />

come prima leva del marketing<br />

mix. Passeremo, dalla prossima volta,<br />

a trattare del prezzo e delle naturali intersecazioni<br />

con il prodotto.<br />

Più di 18 milioni di euro per<br />

I porti turistici. I nuovi fondi<br />

sono stati programmati dalla<br />

Regione Puglia secondo le esigenze<br />

espresse dai territori interessati. In linea<br />

con la riformulazione varata dalla<br />

Giunta regionale, sono confermate le<br />

risorse per i comuni di Lecce, Meledugno<br />

e Castro insieme all’introduzione<br />

di importanti interventi per Castrignano<br />

del Capo.<br />

Dei 18.184.710 di euro di risorse totali<br />

previste dall’Accordo di Programma<br />

Quadro “Realizzazione di Interventi a<br />

sostegno dello Sviluppo Locale”, 6,5<br />

milioni saranno destinati al porto di San<br />

Cataldo di Lecce, 3 milioni a Meledugno<br />

per l’approdo di S. Foca, 465.287,80<br />

euro a Castro per l’omonimo porto e<br />

infine 8.219.482,20 saranno stanziati<br />

al comune di Castrignano del Capo per<br />

l’approdo di Marina di Leuca.<br />

Le risorse, che derivano dalla delibera<br />

138/2000 del CIPE, permetteranno<br />

al Comune di Lecce di realizzare un<br />

18 MILLION FOR PUGLIA MARINAS<br />

Puglia region has set aside 18 million euros for the<br />

tourist ports at Lecce, Melendugno and Castro as well as<br />

for important works at Castrignano del Capo.<br />

The 18,184,710 euros included in the master programme<br />

“Realisation of Intervention in Support of Local<br />

Development” will be divided between 6,5 million euros<br />

for the port of San Cataldo di Lecce, 3 million euros for the<br />

S. Foca landing at Melendugno, 465,287 euros for Castro<br />

harbour and 8,129,482 euros to the town of Castrignano<br />

for the landing at the Marina of Leuca.<br />

The resources will enable Lecce to develop a complete<br />

tourist port at San Cataldo at a cost of 22,5 million euros<br />

of which 16 million will come from private investors. The<br />

3 million euros for the town of Melendugno will be used<br />

to rebuild and strengthen the rural pier of the San Foca<br />

tourist harbour. Castro will use its money to resurface<br />

the pier of its tourist port.<br />

Per quanto riguarda il Comune di<br />

Melendugno, i 3 milioni permetteranno<br />

di realizzare opere di ristrutturazione<br />

e rafforzamento del molo foraneo del<br />

porto turistico di San Foca. Il Comune<br />

di Castro con gli oltre 465mila euro a<br />

disposizione potrà ripristinare la pavimentazione<br />

della banchina del molo<br />

foraneo del proprio porto turistico.<br />

Al Comune di Castrignano del Capo,<br />

invece, con gli oltre 8,2 milioni di risorse<br />

pubbliche sarà possibile ripristinare<br />

le strutture portuali danneggiate nelle<br />

mareggiate del 4 e 7 dicembre 2008 e<br />

ripristinare i fondali delle aree transiti.<br />

Per aggiudicarsi le risorse, tuttavia,<br />

i quattro Comuni interessati dovranno<br />

pubblicare i bandi di gara per l’affidamento<br />

dei lavori entro il 31 luglio 2011.<br />

L’importante provvedimento si inseri-<br />

sce nelle politiche regionali che puntano<br />

sulla portualità turistica come su una<br />

fondamentale leva di sviluppo. “Per la<br />

Puglia che ha più di 800 km di costa –<br />

ha detto la vice presidente e assessore<br />

allo Sviluppo economico Loredana Capone<br />

– la portualità turistica significa<br />

sviluppo economico. È un aspetto fondamentale<br />

dell’economia regionale, e<br />

non solo, perché alimenta il turismo e<br />

fa crescere il settore della nautica da<br />

<strong>diporto</strong>. Per questo la Regione Puglia<br />

ha puntato moltissimo sui porti turistici,<br />

forte anche dell’impennata delle esportazioni<br />

nel settore della nautica da <strong>diporto</strong>,<br />

cresciute nei primi nove mesi del<br />

2010 del 301% rispetto allo stesso periodo<br />

del 2009 e contro un incremento<br />

nazionale del 10,6%. Adesso tocca ai<br />

Comuni pubblicare i bandi di gara nei<br />

tempi previsti. Per il nostro territorio -<br />

conclude infine l’assessore - è un’occasione<br />

da non perdere”.<br />
