HAZMAT IUOE Safety and Health Instructors Take Advantage of Courses Around the Country HAZWOPER Train-the-Trainer (TTT) Twenty-five instructors from 16 IUOE Locals attended the HAZWOPER Train-the-Trainer course held in June at Local 66’s training site in New Alexandria, PA. Successful completion of this course allows the instructor to teach the 40-, 24-, 16-, and 8-hour HAZWOPER courses, and the 8-hour HAZWOPER Supervisor course. The instructors gained knowledge in the basic concepts of the HAZWOPER standards, teaching techniques, industrial hygiene and toxicology, hazard communication (includes GHS), respirators and respiratory protection, personal protective equipment, instrumentation and monitoring, confined space, medical monitoring, radiation, heat/cold stress, emergency response, decontamination, work zones, and drum handling. At the end of the course the students participate in a large-scale, hands-on Hazmat site cleanup simulation exercise that incorporates what they have learned in the course. OSHA 2264 Permit-Required Confined Space Six instructors from five IUOE Locals attended the OSHA 2264 Permit-Required Confined Space course held in June at Local 513’s training site in Silex, MO. The instructors gained knowledge in topics such as identifying a permitrequired confined space, hazards of confined spaces, safe confined space entry including proper air monitoring and upper and lower explosive limits. Instructors participated in a demonstration of air movement in a confined space and several simulated confined space entries. Mine Safety Health Administration (MSHA) Training Workshop (Part 48) Fourteen instructors from seven IUOE Locals attended MSHA Training Workshops held in June and September at the MSHA Safety and Health Training Academy in Beaver, WV. IUOE instructors must compete this course to apply to become MSHA instructors and be able to train members to work jobs under MSHA jurisdiction. Once an instructor receives his/her MSHA teaching credential they can then teach the 24-hour New Miner and 8-hour Miner Refresher classes. [above] HAZWOPER Train-the-Trainer [below] OSHA 2264 Permit-Required Confined Space [above] Rigging Safety/Signaling Safety Trainer Course [above] OSHA 510 Standards and OSHA 500 Trainer Course [below] OSHA 510 Standards and OSHA 500 Trainer Course Rigging Safety/Signaling Safety Trainer Twenty instructors from 12 IUOE Locals attended the Rigging Safety/Signaling Safety Trainer course held in July at Local 14’s training site in Montrose, NY. The instructors gained knowledge in topics such as slings and rigging hardware, sling configurations, rigging plans, rigger qualification criteria and protocol, and signal person qualification criteria and protocol for issuing cards as qualified rigger and/or qualified signal person evaluator. Exercises included cable seizing, Christmas tree rigging, and effective weight among others. OSHA 502 Update for Construction Industry Outreach Trainers Thirty-nine instructors from 25 IUOE Locals attended the OSHA 502 class held in July at Local 478’s training site in Meriden, CT. The course used the new format of facilitating discussion instead of requiring instructors to prepare and give a presentation. This format is very informative and provides them with more materials they could use in their own classes. OSHA 510 Occupational Safety and Health Standards for the Construction Industry and OSHA 500 Trainer Course in Occupational Safety and Health Standards for the Construction Industry Twenty-five instructors from 13 IUOE Locals attended the OSHA 510 standards course, and 23 instructors attended the OSHA 500 Trainer course. Both classes were held in August at Local 49’s training site in Hinckley, MN. The instructors gained knowledge in the OSHA construction standards, policies and procedures, and how to use and read the 29 CFR 1926 standards during the OSHA 510. The OSHA 500 requires instructors to give an OSHA presentation with special emphasis placed on those topics that are required in the 10- and 30-hour Construction Outreach courses as well as applicable topics that are the most hazardous to Operating Engineers. Completion of this course allows instructors to teach the 10- and 30-hour OSHA Construction Industry Outreach courses. An additional OSHA 510 standards course and OSHA 500 Trainer course were held at the Maritime Center in Baltimore, MD in October/November. Twenty-nine instructors from 13 IUOE Locals attended the 510 course and 34 instructors from nine IUOE Locals attended the 500 course. 18 INTERNATIONAL OPERATING ENGINEER WINTER 2018 19
