Soviet Policy in Latvia in the Second Half of the 1950s –
Middle of the 1980s: The Course of Investigation, Results,
and Prospects (A Historiographic Overview)
Aleksandrs Ivanovs
Summary
In modern Latvian historiography, the problems of the Soviet policy implemented in Latvia
in the second half of the 1950s – middle of the 1980s are not in the scholars’ focus of
attention. Due to the generally accepted hierarchy of priorities in the Soviet policy studies
in Latvia, the range of topical problems encompasses first of all the aspects of the Soviet
repressive policies in Latvia in the 1940s–1950s. Meanwhile, further developments are being
disregarded in the modern Latvian historiography. Therefore, only some aspects, which are
closely connected with the Soviet policy in Latvia in the 1960s–1980s, are being studied
comprehensively (national communism and its defeat, national resistance movement in
post-war Latvia, history of religious belief, etc.). The history of the Soviet policy as such is
represented in some overviews only.
Thus, the study of the implementation of the Soviet policy in Latvia in the second half
of the 1950s – middle of the 1980s should be started anew. The investigation of these
problems can be based upon the “positive” experience accumulated in the Soviet Studies
(Sovietology) and Baltic Studies in the 1960s–1980s. To a certain extent, the empirical
material gathered and represented in the works written by the Soviet Latvian authors can
also be used in the modern studies of the Soviet policy. Naturally, this material should be
carefully verified, updated, and reevaluated in accordance with the present-day insight into
the essence and manifestations of the Soviet policies on the eve of the National Revival
in Latvia.
Therefore, in the focus of attention of the author, there is rather vast historiographic
material (monographs, research papers, conference materials, articles, popular essays,
etc.), which emerged within the institutional frameworks of the Soviet and Baltic Studies,
as well as theoretical concepts revealing the essence and nature of the Soviet policy, and
