Levenslang zonder papieren?<br />
A lifetime with no papers?<br />
Niemand weet het precies, maar het aantal migranten in<br />
Nederland zonder verblijfsvergunning wordt geschat op tienduizenden.<br />
Tavish is een van hen; al vijfentwintig jaar. Hij<br />
migreerde in 1992 van Sri Lanka naar Duitsland, waarna hij in<br />
2000 doorreisde naar Nederland. Gedurende de kwart eeuw<br />
dat hij hier is heeft hij menig wet- en regelgeving zien veranderen.<br />
In tegenstelling tot zijn twee zussen heeft het nooit in zijn<br />
voordeel uitgepakt. "Nóg niet…", zegt Tavish.<br />

Nobody knows exactly the number of migrants staying<br />
in the Netherlands without a residence permit, but it is<br />
estimated to be in the tens of thousands. Tavish is one<br />
of them and has been for twenty five years. He migrated<br />
from Sri Lanka to Germany in 1992 and then moved to the<br />
Netherlands in 2000. Over the quarter of a century that he's<br />
been here he has seen many laws and policies change.<br />
Contrary to his two sisters, they were never in his favour.<br />
"Not yet...", Tavish says.<br />
