Itapecerica da Serra is a city that has
been combining its natural and ancestral
characteristics with a favorable structure for new
investments and growing economic development.
Initially a territory for catechizing, the city
traced its history gaining autonomy, strength
and identity.
Crossed by important highways such as Rodovia
Régis Bittencourt and Rodoanel Mário Covas,
the municipality has several advantages for

Localizada na Zona Sudoeste da Grande São Paulo, Itapecerica da
Serra possui destaque no âmbito da educação e segurança.
Itapecerica da Serra é uma cidade multicultural
Inicialmente nomeada Itapycyryca, o nome do município advém do tupi-guarani e significa
“pedra lisa” ou “pedra escorregadia” (onde: ita = pedra; pecerica = lisa, ou escorregadia).
No passado, a região onde Itapecerica está instalada, compreendia áreas onde hoje se encontram
Taboão da Serra, Embu, Embu-Guaçu, Juquitiba e São Lourenço da Serra, mas com o passar do
tempo, esses distritos foram se emancipando dando origem à divisão territorial que temos hoje.
No índice de Governança Municipal (IGM/CFA), do Conselho Federal
de Administração a cidade ficou em 7º lugar no grupo 7 (conjunto de cidades
do país com com mais de 100 mil habitantes e renda per capita menor
do que R$ 28,9 mil), destacando-se no âmbito da educação com nota 9,44
segurança com 9,37 e vulnerabilidade social atingindo a nota 8,91.
Em um levantamento feito pela Urban Systems sobre as melhores cidades
para se fazer negócios, o município ficou na posição 79ª dentre as 100
melhores cidades para se investir em educação no país e em na 99ª posição
dentre as 100 melhores cidades para se investir no setor industrial no Brasil.

APRESENTAÇÃO DA CIDADE
Itapecerica da Serra originou-se
no século XVI em um aldeamento
fundado por padres jesuítas
No século seguinte o aldeamento cresceu devido à
chegada de povos indígenas trazidos de Carapicuíba,
que ficaram sob a orientação do Padre Jesuíta
Belchior de Pontes, responsável pela catequização
e colonização de várias aldeias. Mais tarde, no
século XIX, o território recebeu Colônias Alemã e
Prussiana, fato que contribuiu para a identidade do
povo itapecericano e hoje sua influência pode ser
vista na arquitetura, culinária e miscigenação.
Itapecerica da Serra se preocupa com
sustentabilidade
No âmbito da Sustentabilidade, a cidade participa
ativamente do Programa Município VerdeAzul
(programa criado pela Secretaria de Estado do Meio
Ambiente, que visa estimular o desenvolvimento de
uma agenda ambiental nos municípios), com ações
que vão desde Compostagem e Horta nas Escolas
a visitações à Estação de Tratamento de Esgoto do
Complexo Administrativo da Prefeitura. A nota de
Itapecerica vem aumentando ano a ano passando
de 17.52 (nota recebida em 2011) para 36.97 (nota
recebida no ano passado).

Located in the Southwest of Greater São Paulo,
Itapecerica da Serra stands out in education and safety
Itapecerica da Serra is a multicultural city
Initially named Itapycyryca, the name of the municipality comes from the
Tupi-Guarani and means “smooth stone” or “slippery stone” (where: ita =
stone; pecerica = smooth, or slippery).
In the past, the region where Itapecerica is located included areas where
Taboão da Serra, Embu, Embu-Guaçu, Juquitiba, and São Lourenço da
Serra are located today. But over time, these districts became emancipated,
giving rise to the territorial division that we have today.
In the Municipal Governance Index (IGM/CFA) of the Federal Council
of Administration, the city was in 7th place in group 7 (group of towns in
the country with more than 100,000 inhabitants and per capita income less
than R$ 28.9 thousand), standing out in the field of education with a score
of 9.44, safety with 9.37 and social vulnerability reaching a score of 8.91.
In a survey carried out by Urban Systems on the best cities to do business,
the municipality was ranked 79th among the 100 best cities to invest in
education in the country and in 99th position among the 100 best cities to
invest in the industrial sector in Brazil.

CITY PRESENTATION
Itapecerica da Serra originated
in the 16th century in a village
founded by Jesuit priests.
In the following century, the village grew due
to the arrival of indigenous peoples brought from
Carapicuíba. They were under the guidance of
Father Jesuit Belchior de Pontes, responsible for the
catechization and colonization of several villages.
Later on, in the 19th century, the territory received
German and Prussian colonies, which contributed
to the identity of the Itapecerican people. Today, its
influence can be seen in architecture, cuisine, and
miscegenation.

cares about sustainability
In the area of Sustainability, the city actively
participates in the VerdeAzul Municipality
Program. It is a program created by the Department
of State for the Environment, which aims to
encourage the development of an environmental
agenda in the municipalities—ranging from
Composting and Vegetable Gardens at Schools
to Visitors to the Sewage Treatment Plant of the
Administrative Complex of the City Hall. As a
result, Itapecerica’s score increased year after year,
going from 17.52 (grade received in 2011) to
36.97 (grade received last year).

Lei de Incentivos Fiscais
Itapecerica da Serra se preocupa com o desenvolvimento
do município a longo prazo
e geração de empregos, por isso investe nos
negócios por meio da Lei de Incentivos Fiscais
para pequenas e médias empresas, com
o objetivo de gerar empregos e aumentar as
receitas municipais.
A lei possibilita isenções tributárias como
isenção do Imposto Sobre Serviços (ISS) e
isenção do Imposto Predial e Territorial Urbano
(IPTU).

A Rodovia Régis Bittencourt interliga os mais importantes
polos econômicos das regiões Sudeste e Sul,

países do MERCOSUL. A rodovia liga São Paulo a
Curitiba, abrange 17 municípios em toda sua extensão,
cortando cidades como: Taboão da Serra, Itapecerica
da Serra, Embu das Artes e São Lourenço e
estima-se que cerca de 22 mil veículos movimentem
diariamente a Régis Bittencourt.
O Rodoanel Governador Mário Covas nasceu
com o princípio de melhorar a qualidade de vida da
Grande São Paulo e fazer a ligação de todas as rodovias
ao porto de Santos que recebe cerca de 80
milhões de mercadorias por ano.

SEBRAE-SP, Prefeitura de Itapecerica da
Serra, Associação Comercial e Empresarial
de Itapecerica da Serra (ACEIS) e a Agência
de Desenvolvimento de Itapecerica da
Serra (AGENDIS). O objetivo é fornecer
atendimento para futuros empreendedores
e micro e pequenos empresários para que

por meio de cursos, palestras,

A cidade está entre as 100 melhores do país para

vacinação para os profissionais
da educação
Vacinas Drive-Thru
Além disso, a cidade também oferece o Drive-Thru
da Saúde uma alternativa segura para
triagem, exames, atendimento e prescrição de
medicação, se necessário, para casos suspeitos
e confirmados de Covid-19.
A Secretaria de Educação, em parceria
com a Autarquia Municipal de Saúde de
Itapecerica da Serra, avança na vacinação
de profissionais da educação contemplando
profissionais das redes de ensino municipal,
rede estadual e particular.
A cidade possui Unidades Básicas de Saúde, Unidades
Saúde da Família, centros de diagnóstico,
prontos Socorro e outros equipamentos de saúde que
atendem diversas necessidades da população.
O Centro Cirúrgico e Obstétrico, por exemplo,
realiza desde de cirurgias ortopédicas até Cirurgias
Neurológicas e Obstétricas; o Centro de Especialidade
Municipal contempla diversos exames de diagnóstico

CAPS - Ad (Centro de Atenção Psicossocial Álcool e

Itapecerica alia campanha de vacinação
à ações sociais
A cidade também aderiu à campanha criada pelo
Governo do estado de São Paulo, onde as pessoas ap-
tas a se vacinarem contra COVID-19 são convidadas
a doar um quilo de alimento não perecível. A participação
é facultativa, porém extremamente incentivada,
pois a distribuição - que será feita pelo Fundo
Social de Solidariedade de Itapecerica da Serra (FUS-
SIS) - contemplará famílias com déficit nutricional e
em situação de vulnerabilidade no município.
Remédio em Casa
Outra ação para proteção dos munícipes sem abrir
mão dos seus direitos como cidadão, foi a criação
da iniciativa que entrega medicamentos de alto custo
em casa. O objetivo é que os moradores que necessitam
de medicamentos de alto custo oferecidos pelo
governo municipal, não se exponham ao vírus ou estejam
em aglomerações, visto que cerca de três mil e
quinhentas pessoas estão cadastradas para receber a
medicação de alto custo.

Variável para garantir a melhora da
mobilidade
O Painel de Mensagem Variável (PMV) visa promover a
comunicação com atualização constante, entre os gestores do
trânsito urbano e os usuários (cidadãos – motoristas e pedestres),
de forma eficaz no apoio às operações de trânsito.
O painel de mensagem variável auxilia os motoristas no
dia a dia através de mensagens dinâmicas sobre qualquer
alteração ou situação variável de alguma via, assim como
shows, eventos em geral, acidentes, congestionamentos, etc.
Com finalidade de direcionar, alertar e informar tais emergências,
rotas alternativas, para que o condutor não tenha
problemas em sua rota. Os três tipos de Painel de Mensagem
Variável: Móvel, Fixo e Modular, servem para Ocorrências
no trânsito, Educação no trânsito, Inversão de mão, Faixas
reversíveis, Faixas exclusivas, Fechamento de vias e túneis,
Administração de incidentes, Trajeto opcional, Eventos presentes
e futuros.
Guarda Municipal
A GCM intensificou ações de segurança na cidade
após reabertura dos comércios da cidade aos finais
de semana (devido à flexibilização do Plano de Contingência
à Covid-19), trazendo assim mais conforto
para os moradores que afirmam que se sentem mais
seguros quando têm que andar na rua e a guarda está
por perto.
O município conta com um batalhão da polícia
militar que recentemente recebeu novas viaturas para
reforço da patrulha nas áreas rurais. Essa ação visou
atender demandas dos próprios produtores rurais da
cidade e foi atendida pelos vereadores locais que levaram
a pauta para o Governo do Estado.
Defesa Civil
A Defesa Civil é responsável por estabelecer planos
e ações preventivas, de socorro e assistenciais que
visam evitar desastres naturais, incidentes tecnológicos,
fiscalizar áreas de risco, entre outros, a fim de
preservar a integridade física dos cidadãos.
Uma das ações de proteção aos cidadãos feita pela
Defesa Civil de Itapecerica da Serra, foi a disponibilização
de alertas por SMS para prevenção de desastres.
O intuito é avisar a população sobre enchentes,

the safety of residents.
The Variable Message Panel (PMV) aims to promote
communication with constant updating, between
urban traffic managers and users (citizens – drivers and
pedestrians), in a practical way in supporting traffic
operations.
The variable message panel helps drivers in their daily
lives through dynamic messages about any change or
unstable situation on any road and concerts, events in
general, accidents, traffic jams, and others. To direct, alert
and inform such emergencies, alternative routes so that the
driver does not have problems on his route. The three types
of Variable Message Panels: Mobile, Fixed, and Modular,
are for Traffic Occurrences, Traffic Education, Reversing
lanes, Reversible lanes, Exclusive lanes, Closing roads and
tunnels, Incident management, Optional route, Present
events, and futures.
Municipal guard
The GCM intensified security actions in the city after
the reopening of the city’s stores on weekends (due to
the flexibility of the Contingency Plan to Covid-19),
thus bringing more comfort to residents who claim they
feel safer when they have to walk on the street, and the
guard is nearby.
The municipality has a military police battalion that
recently received new vehicles to reinforce the patrol in
rural areas. This action aimed to meet the demands
of rural producers in the city and was met by local
councilors who took the plan to the State Government.
Civil defense
Civil Defense is responsible for establishing preventive,
rescue, and assistance plans and actions aimed at
avoiding natural disasters, technological incidents, and
inspecting risky areas, among others, to preserve citizens’
physical integrity.

In a ceremony at the 25th Military Police Battalion

O cartão postal da cidade é sem dúvidas o Santuário Nossa Senhora dos Prazeres e
Divina Misericórdia com suas cores vibrantes e anos de história. A construção atual
foi iniciada em meados do século XIX, sobre a estrutura e escombros de taipa de
uma capela colonial e foi finalizada por volta do ano 1888.

Religious tourism and events attract
people from all over Brazil
From churches to Buddhist temples
Itapecerica da Serra offers a diversity of options for leisure and cultural
immersions. This is shown in the city’s various parks, museums, and historical
sites such as Parque do Povo, Parque da Represinha, Historical and Memory
Museum of Itapecerica da Serra, Aldeinha Railway Station, among others,
and also in spiritual pursuits.
The municipality exudes natural beauty with its temples and parks. The
Parque da Represinha is an excellent example of leisure and abundant
vegetation. This tourist spot is located in a large part of the Atlantic Forest
and has a lake, bridges, decks, ecological trails, and an observatory.
The municipality has churches and monasteries such as the Sanctuary
of Nossa Senhora dos Prazeres and Divina Misericórdia, São Geraldo dos
Monges Benedictinos Monastery, Nossa Senhora da Paz Monastery. In
addition to that, Buddhist temples such as Kinkaku Ji and Enkoji, which are
spaces that transmit tranquility and encourage practices of Buddhism.
The city’s postcard is without a doubt the Nossa Senhora dos Prazeres and
Divine Mercy Sanctuary with its vibrant colors and years of history. In the mid-
19th century, the current construction began on the structure and mud rubble of
a colonial chapel and was completed around 1888.
The city stands out for the work of entrepreneurs in the event segment, where
the estimate is that the tourist demand is 15 thousand people per weekend, which
would total almost 800 thousand per year.
The city’s Tourism Department highlights tourism Master Plan sectors that
comprise tourist attractions that already occur in the city or could be developed,
such as Event Tourism, Religious Tourism, Adventure and Sports Tourism, and
Contemplation Tourism.

New platform for cultural activities in the city
The Department of Culture is committed to building a new
platform for cultural activities in the city. The curriculum platform
will be developed by EMAC (Municipal School of Arts and Culture)
and aims to improve the quality of teaching and learning processes
and, consequently, add even more to students’ lives in the municipality.

Prefeito Nakano, como sua trajetória profissional
o trouxe até o cargo de Prefeito de Itapecerica da Serra?
Sou médico há mais de trinta anos. Atuo em Itapecerica da Serra
e região. Minha missão sempre foi salvar vidas e cuidar de pessoas,
e isso me projetou naturalmente para uma vida pública. Atender
pessoas e tratá-las com dignidade. Exerci e continuo exercendo o
meu papel e acredito que isso fez com que me tornasse a esperança
de melhorias para o povo itapecericano.

Temos a intenção de trazer grandes
empreendimentos, e não mediremos esforços para
amparar o empresário que deseja trazer empregos e
fazer excelentes negócios na nossa região.
Quais são as principais metas e estratégias
para esse mandato?
Nosso plano de governo visa estruturar a saúde,
pelo simples fato de eu ser médico e ver as necessidades
da população de perto. Talvez esse seja o principal
motivo que me trouxe até o posto que hoje ocupo.
Porém temos vários outros problemas que precisam
de cuidados especiais: educação, segurança, turismo,
esporte, lazer e cultura, entre outros.
Infelizmente a pandemia fez com que nossos planos
fossem adiados. Pegamos um início de mandato
repleto de dificuldades e dívidas passadas. Com pouco
recurso fizemos muito já nesse primeiro semestre.
Visamos para o restante do ano, imunizar a população
contra a Covid-19, voltar 100% as aulas presenciais
nas escolas, fomentar empregos e impulsionar
o comércio da cidade.
Se alcançarmos essas metas essenciais, já será um
grande avanço.
”
A cidade possui índices favoráveis
em relação ao tema educação. O senhor poderia
nos explicar brevemente como a administração
municipal lida e trabalha com essa pauta?
À frente dessa secretaria está um dos melhores
educadores da Grande São Paulo, o professor Márcio
Carvalho. Ele tem desenvolvido com sua equipe,
dispositivos para incentivar os estudos a distância,
explorando ao máximo os recursos tecnológicos de
acordo com as possibilidades dos alunos. Ele tem autonomia
dentro da pasta para realizar seu trabalho
sem interferências e se mostrou apto para os desafios
trazidos pela pandemia. Preocupou-se com o Cartão-
Alimentação das crianças mesmo sem ter aulas
presenciais, demonstrando estar atento às questões
sociais pertinentes aos alunos. Tenho certeza que
tudo voltando à normalidade, alcançaremos índices
cada vez maiores na área da Educação em Itapecerica
da Serra.

O senhor considera Itapecerica
da Serra uma cidade propícia para investidores
e empresários fazerem negócios? O que podemos
destacar no município neste aspecto?
Sim, considero. E sempre que tenho a oportunidade
de ressaltar isso, faço com muita consciência
de que temos um verdadeiro tesouro mal explorado.
Nossa região durante um bom tempo foi vista como
cidade dormitório, e isso prejudicou demais nosso
comércio.
Uma cidade sem atrativos, sem turismo e cultura,
fica órfã de ferramentas importantes para a movimentação
de pessoas dentro da cidade.
Visamos investir em turismo e cultura, ampliando
o leque de possibilidades para nossos comerciantes
locais, mostrando que assim podemos aumentar os
ganhos de quem investiu ou tem vontade de investir
em Itapecerica da Serra. Quanto às indústrias, estamos
facilitando as condições para quem pretende se
instalar na nossa cidade. Temos a intenção de trazer
grandes empreendimentos, e não mediremos esforços
para amparar o empresário que deseja trazer empregos
e fazer excelentes negócios na nossa região.
Como o Sr. avalia os impactos
da pandemia para Itapecerica da Serra? A pandemia
influenciou alguma área em específico?
Se sim, quais ações foram tomadas para diminuição
do impacto?
Avaliamos que a pandemia trouxe perdas para
todos nós. Acredito que de alguma forma, todos
fomos prejudicados. Vejo empregos serem perdidos,
comércio em queda, famílias sofrendo. Destacar
uma área seria cometer injustiças com quem
hoje sofre.
No começo do ano alcançamos a pior fase da
pandemia, e mesmo com as fases mais críticas,
buscamos a flexibilização do comércio em parceria
com a Associação Comercial, Câmara dos
empresários e o Itapecerica Shopping. Nossa cidade
precisava respirar financeiramente, e juntos
desenvolvemos uma solução paliativa, para que
não ficássemos completamente sem fôlego.
Não poderia deixar de ressaltar também o
trabalho da nossa administração, que de forma
rápida e eficiente, resgatou a Frente de Trabalho
(abandonada pela gestão passada), gerando emprego
para centenas de pessoas já no segundo mês
da nossa gestão.
Sabemos que isso ainda é pouco perto do que
podemos fazer, mas foi o que conseguimos desenvolver
para que a nossa cidade não permanecesse
no caos que encontramos.

we will spare no efforts to support the

do excellent business in our region.

Mayor Nakano, how did your professional trajectory
lead you to the mayor of Itapecerica da Serra?
I have been a doctor for over thirty years. I work in Itapecerica da Serra
and the region. My mission has always been to save lives and take care of
people, which naturally projected me into public life—serving people and
treating them with dignity. I exercised and continue to exercise my role,
and I believe this made me the hope of improvements for the people of
Itapecerica.
What are the main goals and
strategies for this term?
Our government plan aims to structure health for the
simple fact that I am a doctor and see the population’s
needs up close. Perhaps this is the main reason that
brought me to the position I occupy today. However,
we have several other problems that need special care:
education, safety, tourism, sport, leisure, and culture,
among others.
Unfortunately, the pandemic caused our plans to be
postponed. As a result, we got a beginning of term full
of difficulties and past debts. Nevertheless, with few
resources, we did a lot in this first semester.
For the rest of the year, we aim to immunize the
population against Covid-19, return 100% to
classroom classes in schools, promote jobs, and boost
commerce in the city.
If we reach these essential goals, it will be a big step
forward.
The city has favorable indexes
in education. Could you briefly explain to us
how the municipal administration handles and
works with this issue?
This department’s head is one of the best educators
in Greater São Paulo, professor Márcio Carvalho. He
has developed, with his team, devices to encourage
distance studies, making the most of the technological
resources according to the possibilities of the students.
He has autonomy within the portfolio to carry out
his work without interference and has shown himself
to face the challenges brought by the pandemic. He
was concerned with the children’s Food Card, even
without attending classes, showing that he was
attentive to social issues relevant to the students. I
am sure that we will reach ever-higher rates in the
Education area in Itapecerica da Serra, returning to
normality.

Do you consider Itapecerica da Serra a friendly city for
investors and entrepreneurs to do business? What can we highlight in the
municipality in this regard?
Yes, I do. And whenever I have the opportunity
to point this out, I do it with great awareness
that we have a real underexploited treasure. But,
unfortunately, our region was seen as a dormitory
city for a long time, which greatly affected our
economy.
A city without attractions, tourism, and culture
is deprived of important tools for the movement of
people within the city.
We aim to invest in tourism and culture, expanding
the range of possibilities for our local traders, showing
them that is the way we can increase the earnings of
those who have invested or are willing to invest in
Itapecerica da Serra. As for the industries, we facilitate
the conditions for those who intend to settle in our city.
We want to bring large projects, and we will spare no
effort to support the entrepreneur who wants to bring
jobs and do excellent business in our region.
How do you assess the impacts
of the pandemic in Itapecerica da Serra? Did
the pandemic influence any specific area? If so,
what actions were taken to mitigate the impact?
We believe that the pandemic has brought losses
to all of us. I believe that somehow, we were all
harmed. I see jobs being lost, commerce falling,
families suffering. To highlight an area would be to
commit injustices to those who suffer today.
At the beginning of the year, we reached the worst
phase of the pandemic. Even with the most critical
stages, we sought to make commerce more flexible
in partnership with the Commercial Association,
Chamber of Entrepreneurs, and Itapecerica
Shopping. Our city needed to breathe financially,
and together we developed a palliative solution so
that we wouldn’t be entirely out of breath.
I should also emphasize the work of our
administration, which quickly and efficiently
rescued the Work Front (abandoned by the past
administration), creating jobs for hundreds of people
in the second month of our administration.
We know that this is still not close to what we can
do, but we managed to develop it so that our city
would not remain in the chaos we found.
