Do Your Part forBecome a FirstIPI partners with First Observer program to teach parking professionals howThe International Parking Institute’s Safety and Security Committee has developed anti-terrorism trainingthat addresses issues specific to parking professionals. After consulting with security and anti-terrorismprofessionals, a parking module was created to augment the respected First Observer training program. TheFirst Observer program is an established anti-terrorism and security awareness program that supports theNational Preparedness Guidelines, and is operated by Team HMS under a cooperative agreement with theDepartment of Homeland Security (DHS).The training program will teach parkingprofessionals to be aware of potential terroristactivities, and how to identify, evaluate and reportunusual or suspicious activities. Unveiled at the2010 IPI Conference & Expo in May, this essentialprogram is now available to all parking professionalsand IPI State & Regional Allied Associations.William Arrington, general manager,TSNM/Highway and Motor Carrier Division atDHS, emphasized the importance of acceptingresponsibility for public safety:Security is everyone’s responsibility,and together we can make a difference.As partners in transportation security, wemust be prepared to go into battle everyday, sometimes without warning and oftentimes without a clue as to who our enemiesmight be. We need to be better preparedand expect the unexpected. Through therichness of communication, cooperationand collaboration, together we can besuccessful in our fight against those seekingto harm us by disrupting our quality oflife as we know it and by crippling ourtransportation systems.National Security is Everyone’s BusinessThe Transportation Security Administration(TSA), borne out of the 2001 Patriot Act, overseesthe security of all modes of transportation.While airports are a high-profile component ofnational security, all surface transportationmodes are critical to the safety of U.S. citizens,including parking facilities.After the terrorist attacks of 9/11, the nationwas on high alert, and everyone was anxious toidentify terrorists. Nearly a decade since thosecallous and unspeakable acts, not everyone isconvinced that similar events could recur. Butthe United States is engaged in a battle of willswith the enemy. We cannot afford any areasof vulnerability.In July 2008, DHS awarded a federal grant of$15.5 million to the HMS Company to provideprogram management, support and training forits Trucking Security Program. HMS consultedwith leaders in the parking community to developa comprehensive training and awareness modulethat will help parking professionals identify,assess and report activity that is potentiallydangerous to their facility or even a U.S.security breach.First Observer Trains ParkingProfessionals in Critical AreasThe International Parking Institute’s membersand partners are vital to the success of the “Waron Terror.” Parking and transportation professionalshave five critical security awareness areas:on-street, surface lots, garages/decks, specialevents, and shuttle operations.
