International ExperienceMore broadly outside Sweden there is now a quite substantial history of HSR project procurementinvolving the private sector in delivery and funding. As suggested above, broadly these examplesfall into two categories:• Stand-alone vertically integrated projects• Separate infrastructure and operations projectsStand AloneIn this type of project, a developer acquires the right to build and operate a complete HSR system.Such a project might (will normally) be at the initiative of the public sector (who will generally berequired to put forward a significant capital subsidy); however there are examples where the projectis developed purely as a private sector initiative.GautrainAn example of the first (a private sector response to a public specification) is the Gautrain Project.This is an 80 km rail link between Pretoria and Johannesburg, and serving the OR Tambointernational airport in Johannesburg. Travelling at up to 160 kilometres per hour, Gautrain willtake 42 minutes to travel between Johannesburg and Pretoria. From Sandton to the OR TamboInternational Airport takes 15 minutes, and provision has been made for air passengers to remotelycheck in at Sandton.Running parallel to the very congested N1, Ben Schoeman Highway, the train was intended to cutthe number of cars on the N1 Ben Schoeman Highway by 20%.<strong>The</strong> Grantor for the project was a team led by the Gauteng Provincial Government, who pursuedthe project with professionalism and commitment throughout the whole period. This was (and is)essential for a successful procurement of this sort – with the bid teams confident that the projectwill actually reach the market.Despite some political difficulties, the procurement was achieved in a comparatively short period.• Gauteng announced their intention to proceed with the project as a PPP in 2000, beforeSouth Africa won the rights to host the 2010 FIFA World Cup.• <strong>The</strong> Department of Transport obtai<strong>ned</strong> environmental authorization, granted on 25 April2004.• On 7 December 2005 the South African government gave the go-ahead for the project, expectedto cost more than 24 billion Rand (approx. 20bn SEK)• In 2006 the province sig<strong>ned</strong> a 20-year PPP contract with the international Bombela ConcessionCo consortium, and construction started on 28 September 2006.• <strong>The</strong> first part of the system, between Sandton and OR Tambo Airport, ope<strong>ned</strong> to the publicon 8 June 2010, in time for the 2010 FIFA World Cup. <strong>The</strong> route from Rosebank to Pretoriaand Hatfield commenced operations on 2 August 2011, while the remaining section fromRosebank South to Johannesburg Park Station ope<strong>ned</strong> in June 20<strong>12</strong>.DesertXpressA second very interesting example of an integrated project is the DesertXpress project connectingLas Vegas to Los Angeles in the USA. However, this is a purely private initiative, driven by developersand resort owners in Las Vegas. <strong>The</strong> promoters have obtai<strong>ned</strong> from the relevant authorities theright to build and operate a railroad and have recently also acquired full environmental permissionsto proceed. It is intended that the project will be completely self-supporting, and the promoters arenow seeking to raise funds for the project – including making an application for a loan from thefederal Railway Infrastructure Investment Fund.37
