Romania

O&M: Within the last decade Romania became a strong

ITO destination. Can you describe how currently the

Romanian ITO market looks like?

Loredana Niculae: The ITO in Romania is now one of the most

dynamic sectors with over 4,500 players and it is recording

a constant growth rate of over 20% from year to year. It is

worth mentioning at this point that the main competitive

advantages offered by Romania are still the high availability

of human capital and the overall decreased costs of doing

business compared to other countries. Basically, Romania can

be considered a fiscal paradise for IT&C investments and it is

the only country in the region that offers 100% exemption on

income tax for the IT employees.

Another important aspect is that investors are attracted

by the availability and qualifications of the Romanian

labor force. Our education system has a strong focus on IT,

finance and accounting and, therefore, providing a steady

qualitative flow of skilled resources to meet the growing

demands of IT / SSC/ BPO entities. The Romanian education

system has allowed Romanian professionals to meet the

growing expectations of ITO companies both locally and

abroad. We have strong aptitudes for foreign languages

among professionals and graduates: covering English,

French, Hungarian, Spanish, Italian, German, Portuguese,

Czech, Slovak, Bulgarian and Russian, and this provides

a competitive edge to the Romanian workforce. It is

also worth mentioning that there are five main cities in

Romania in which outsourcing market is developing and

these are Bucharest, Cluj-Napoca, Timișoara, Brașov and

Iași but still there is untapped potential in University cities

for further development of the outsourcing sector.

Demand for Romanian IT professionals is now greater

than ever in IT services (custom application development/

CAD, support, and testing services), BPO services, and
