Д Рік тому ми наважились спробувати те, на що 

більшість дивилася досить скептично – щомісяця 

розповідати українським канадцям про події у 

нашій громаді, про Україну, дізнаватися більше одне 

про одного та про видатну історію наших земляків 

у Манітобі, ділитися досвідом з новоприбулими та 

залучати всіх до більш активної участі у житті нашої 

громади. Скептицизм багатьох полягав у тому, що 

фінансово забезпечити видання глянцевого кольорового 

журналу зі спонсорських коштів буде неможливо. 

Живе підтвердження протилежного ви зараз читаєте, а 

все завдяки підтримці дуже багатьох людей. Ми щиро 

дякуємо вам усім за співробітництво, за пожертви, за 

ваші дописи, за коментарі, за поширення інформації, 

а головне – за віру в цей проект! Це лише початок, ми 

прагнемо ставати кращими з кожним випуском, ми 

хочемо, аби видання існувало навіть якщо один з нас, 

або ми вдвох вирішимо зайнятися чимось іншим. Для 

цього ми вводимо підписку. Журнал буде залишатися 

безкоштовним і буде доступним у більшості місць, але 

якщо ви підпишетесь, ви допоможете зробити видання 

більш незалежним: ми зможемо більше часу присвячувати 

статтям та вигляду журналу, а не пошукам 

спонсорів. Ми зможемо наймати професійних авторів 

та дизайнерів, а в майбутньому і головного редактора.

D It has been one year since we decided to start 

something many of our friends were sceptical 

about: every month inform our community about the 

latest news, tell about the upcoming events, helping to 

get to know each other better, learning something new 

about Ukraine and prominent history of Ukrainians in 

Manitoba. We wanted to help newcomers and encourage 

everyone to play a more active role in the life of our 

community. The scepticism was regarding the financial 

part of the project questioning the ability to support a 

full-color gloss monthly publication with the assistance 

of local businesses. Yes, it turned out to be possible 

but only due to the synergetic effort of sponsors and 

volunteers who helped us with articles, pictures and 

distribution. Thank you all for your faith in this project. 

This is just the beginning, from the very first issue we 

have strived to become better and we want this project 

to exist in case one or both of us decide to “move on”. 

That is why we are introducing subscription. To be clear 

– the magazine will remain free for a pick up at most of 

locations, but if you subscribe, we will be able to spend 

less time on seeking sponsors and dedicate our efforts to 

content instead. We would be able to hire professional 

writers, designers and editor in chief.

З нові іпотечні правила. 

Покупці житла вартістю 

понад 500 тисяч доларів 

будуть змушені сплатити 

початковий внесок мінімум 

у 10%. Обов’язковий 

мінімальний внесок на 

перші 500 тисяч ціни залишився 

на тому ж рівні - 5%. 

Таким чином, для будинку, 

наприклад, вартістю у 700 

тисяч мінімальний початковий 

внесок складе 5% від 

500 тисяч (25 тисяч) плюс 

10% від залишку (10% від 

200,000 - 20 тисяч), або разом 

- 45 тисяч доларів. 

Нові правила не поширюються 

на житло дорожче 

мільйона доларів, оскільки 

обов’язковий початковий 

внесок на нього вже зараз 

не повинен бути менше 

20%. За останні кілька років 

федеральний уряд прийняв 

ряд заходів для стабілізації 

ринку житла: був 

введений обов’язковий початковий 

внесок у розмірі 

не менше 5% вартості; термін, 

за який потрібно викупити 

будинок, знизили з 30 

до 25 років, а максимальна 

вартість будинку для іпотечного 

страхування була 

обмежена мільйоном доларів. 

Чи допоможе це, особливо 

ринкам Торонто та 

Ванкувера, покаже час. 

Як і обіцяли ліберали, закон 

Bill C-24 буде скасовано. 

Нагадаємо, що зараз 

до подання на громадянство 

необхідно прожити в 

Канаді 4 з 6 років у якості 

постійного резидента. Після 

відміни С-24 цей період 

буде повернено до 3 з 

5 років. Окрім того, певну 

частину часу у якості нерезидента 

(тимчасового статусу) 

будуть зараховувати 

до цих трьох років. Також, 

буде повернено вікові рамки 

для проходження тесту 

на знання мов (з 14-64 років 

зараз до 18-54 років). 

Поки що незрозуміло коли 

саме зміни вступлять у дію 

(розгляд мають розпочати 

у березні). 

Ukrainian officers receive Flight Safety training in Winnipeg under Operation UNIFIER

Two pilots of the Ukrainian Armed 

Forces (UAF) completed a Canadian 

Armed Forces (CAF) Flight Safety Course 

in Winnipeg, Manitoba, from January 

19 to 28, 2016. Flight safety training is 

one of the training activities conducted 

by the CAF during Operation UNIFIER, 

Canada’s contribution to support the UAF 

through military capacity building and 

professional development. 

The Flight Safety Course covers all 

aspects of the CAF flight safety program. In 

order to meet the program requirements, 

course members are introduced 

to a wide range of airworthiness 

disciplines, including flight safety officer 

relationships, human factors, the review 

of causal factors, flight safety documents, 

and interviewing and other investigative 

techniques. CAF subject matter experts 

from a selection of related fields are 

also invited to deliver lectures, conduct

demonstrations, and hold discussions and 

practical exercises. The participants learn 

to report and investigate flight safety 

occurrences and implement preventive 

measures; by the end of the course, they 

are able to recognize and address related 

human factors.

Vitalii Fedoryshyn to carry out the 

equivalent duties and responsibilities 

of a Canadian Unit Flight Safety Officer, 

and to conduct the supervisory duties 

and responsibilities of a Wing or Base 

Flight Safety Officer. These important 

skills will enable the UAF to become 

self-sufficient in the area of flight 

safety as Ukraine strives to maintain its 

sovereignty, security, and stability. 

Operation UNIFIER is Canada’s 

contribution to support the UAF 

by enhancing their capabilities, in 

coordination with the U.S. and other 

countries that provide similar training 

assistance. The CAF’s primary focus 

is tactical soldier training, including 

military first aid training. Other training 

efforts consists of explosive ordnance 

disposal (EOD) and improvised explosive 

device disposal (IEDD) training; and 

military police training.

Prime Minister Justin Trudeau walks on 

Parliament Hill in Ottawa 

The Prime Minister, Justin Trudeau, 

issued the following statement today to 

highlight the accomplishments made by 

the Government of Canada during the first 

100 days of its mandate: 

“When we were elected, we promised 

real change to improve the lives of 

Canadians – change based on what people 

from coast to coast to coast have told 

us they want. After the first 100 days, I 

am proud of the progress we have made 

towards that goal. 

“As one of our first orders of business, 

we cut taxes for the middle class. We 

asked the wealthiest Canadians to pay a 

little more, so that more money could be 

put back into the pockets of middle class 

Canadians. 

Statement by the Prime Minister of Canada 

on First 100 days 

“In November, I was extremely proud to 

introduce our gender-balanced Cabinet. 

We know our country is enriched – and 

our government is more effective – when 

decision-makers represent Canada’s rich 

diversity. 

“Our government also began the 

important consultations to design a 

framework for an inquiry into missing 

and murdered Indigenous women and 

girls. Indigenous communities demand 

answers and they deserve justice. 

“Together, we have demonstrated global 

leadership by welcoming thousands of 

Syrian refugees into our homes and our 

communities. These new Canadians will 

make great contributions to our country, 

and the extent to which Canadians have 

come together to lend a hand is nothing 

short of inspirational. 

“We have also made important 

investments in innovative industries like 

regenerative medicine and clean water 

technologies. We restored the long-form 

census, introduced legislation to bring 

fairness to Canadian labour laws, and 

have announced that we will re-open the 

Kitsilano Coast Guard base. These are just 

a handful of our achievements after just 

100 days in government. 

“Today, I am happy to announce that 

our government will create an additional 

35,000 summer jobs for students this 

year. Through the Canada Summer Jobs 

program, we will invest up to an extra 

$113 million to help young Canadians 

get the valuable work experience they 

need. 

“Youth unemployment has remained 

stubbornly high, and far too many young 

people have not been able to join the 

workforce. Our government was elected 

on a promise to do something about 

this, right away, and that is exactly what 

we are doing. 

“While I am excited about what we 

have accomplished in the first 100 days, 

I know there is still much to do to help 

Canadian families. In the upcoming 

budget, we will continue with our plan 

to invest in strengthening the middle 

class with a new Canada Child Benefit 

and historic investments in job-creating 

infrastructure.”

Шановні пані і панове, минув рік з моменту 

проведення у м. Тернополі Четвертого 

Чемпіонату Світу серед Українських 

Діаспорних команд з футболу, 

в якому взяли участь збірні українців 

Угорщини, Іспанії, Польщі, Білорусі, Румунії 

та місцева команда «Креаторбуд». 

У результаті чесної та безкомпромісної 

боротьби першість вибороли футболісти 

з Угорщини. Це було справжнє Свято 

Спорту. Спогади про цей чудовий захід і 

надалі залишаються знаковими та яскравими. 

Вкотре хочемо висловити глибоку 

вдячність Вам особисто та усьому організаційному 

комітету за неабиякі зусилля 

по підготовці Чемпіонату. 

Захід відвідала велика кількість тернополян 

та гостей міста. Його висвітлювали 

численні друковані, радіо- та телезасоби 

масової інформації. Чемпіонат набув 

якості незалежного та національного. І 

в цей важкий період для нашої країни, 

яка переживає розбрат та загарбницьку 

політику Кремлівської Росії на Донбасі, 

незаконне відторгнення Кримського 

півострову, ми маємо бути разом і посправжньому 

продемонструвати нашу 

єдність Діаспори та Батьківщини. 

Запрошуємо Вас взяти участь у 

П’ятому Чемпіонаті Світу з футболу 

серед українських діаспорних команд 

у період з 17 по 22 травня 2016 року. 

Зважаючи на минулорічний досвід, 

українська сторона візьме на себе організацію 

побуту спортсменів (транспортування 

по місту, дозвілля та екскурсії) 

і проведення футбольних матчів (стадіони, 

суддівство ігор). Ми, МОГО «Четверта 

Хвиля», у свою чергу беремо на себе забезпечення 

команд-учасниць з різних 

країн світу, спортивну частину змагань 

(підготовку регламенту, календаря та 

допомогу в суддівстві), а також проживання 

та харчування спортсменів. 

Витрати на приїзд до Тернополя та 

від’їзд спортсмени здійснюють за свій 

рахунок. 

Проведення Чемпіонату стало доброю 

традицією, ось вже п’ятий рік поспіль 

ми закликаємо до співпраці усі 

зацікавлені футбольні команди українців 

з різних куточків світу, громадські 

організації, спонсорів, журналістів.

УКРАЇНСЬКІ ОРГАНІЗАЦІЇ 

ПРО МОЛОДІЖНУ ОРГАНІЗАЦІЮ - 

‘СПІЛКА УКРАЇНСЬКОЇ МОЛОДІ’ (СУМ) 

Спілка Української Молоді – молодіжна виховна організація, 

створена групою національно-орієнтованих студентів у Києві в 1925 році, займається 

вихованням молоді на національних традиціях та ідеалах, виплеканих 

українською нацією протягом століть, у дусі свого гасла «Бог і Україна». 

З ЧОГО ВСЕ ПОЧИНАЛОСЬ: ІСТОРІЯ СУМ 

пілка Української Молоді (СУМ) щонайменше 

тричі в своїй історії ставала найвідомішою молодіжною 

українською організацією: як підпіль-

на організація в першій столиці України, яку було знижено 

на гучному «харківському» процесі; як найчисельніша 

молодіжна організація в діаспорі після закінчення ІІ Світової 

Війни; та коли відбувалися протестні акції СНУМ- 

СУМ на межі 1980-90-х років минулого століття в Україні. 

Спілка Української Молоді стала несподівано відомою 

широкому загалу в березні-квітні 1930 року, коли на великому 

судовому процесі у тогочасній столиці України 

– Харкові, було засуджено 45 видатних представників 

інтелігенції Союзу Визволення України (СВУ) на чолі із 

Сергієм Єфремовим, якого називали «совістю нації» та 

Спілки Української Молоді, яку очолював близький його 

родич – студент Микола Павлушков. 

Харківський процес тісно пов’язав між собою українських 

інтелектуалів, патріотичну молодь та автокефальну 

Церкву. Події березня-квітня 1930 року стали сумним 

підсумком українізації Радянської України. Згодом ефект 

цього процесу посилиться під впливом тривалих вироків, 

які отримали підсудні. Та через якийсь час радянська каральна 

система не вдовольниться термінами покарання 

і більшість учасників цього процесу буде страчено. Зокрема, 

голову СУМу Миколу Павлушкова в числі інших 

1111 в’язнів Соловецького табору, розстріляють в 1937 році 

- «на честь» 20-х роковин Жовтневого перевороту. 

Іншою є історія Спілки в селі Кошляки на Тернопільщині. 

Тут п’ятеро неповнолітніх юнаків створюють в 1948 

році підпільний СУМ. В 1951 році всіх членів організації 

заарештовано та засуджено на 25 років ув’язнення та 5 

років заслання. 

В 1968 році, під час «Празької весни», на етнічних українських 

землях, які знаходилися на території Чехословаччини 

– Пряшівщині, здійснено спробу створити «Спілку 

Української Молоді Карпат». А в 1972 році 5 хлопців засновують 

на Франківщині підпільну «Спілку Української 

Молоді Галичини». За рік кількість юнаків збільшилася до 

12. Проте в 1973 році хлопців заарештують та присудять 

різні терміни ув’язнення. 

В кінці 1980-х років в Україні стихійно виникають 

структури, що називають себе СУМом. Головну роль в цих 

процесах відіграла Спілка Незалежної Української Молоді 

(СНУМ), яку було створено в колах Української Гельсінської 

Спілки і, за порадою В’ячеслава Чорновола, свідомо 

названо відмінно від діаспорного СУМу. 19 серпня 1989 

року, в підніжжі гори Маківка, що відома стрілецькою 

звитягою, молодь Львівщини проголосила створення 

СНУМ. 

Відлунням процесу СВУ-СУМ стала поява в різних роках 

чисельних організацій, які називали себе «Спілкою 

Української Молоді». Одна з перших таких ініціатив була 

в Харбіні, на Далекому Сході (сьогодні це територія Китаю), 

де в 1935 році було засновано «Союз Української 

Молоді» (СУМ), який через два роки перейменовано на 

Українську Далекосхіду Січ.

Контакти СНУМу та діаспорного СУМу вибудовувалися 

через Польщу, зокрема тут, у Білому Борі, 23-24 серпня 

1990 року відбулася Перша Світова Конференція Українських 

Молодіжних Організацій (СКУМО), в якій обидві 

організації відіграли ключову роль. 

Втім, велика й незалежна молодіжна організація поєднувала 

у собі активну молодь із різними поглядами, що 

привело до поділу на дві автономні структури. Спочатку 

націоналістична фракція СНУМу стала зародком УНА- 

УНСО, а після Всеукраїнського референдуму, 1 грудня 

1991 року, інша частина членства прийняла рішення про 

переорієнтацію на виховну діяльність серед молоді та 

зміну назви на «Спілка Української Молоді». 

У 1996 році СУМ з України та діаспори об’єднюються в 

одну структуру, що з однієї сторони юридично оформить 

«Центральну Управу» СУМ в «Світову», а вітчизняний 

СУМ – у «Спілку Української Молоді в Україні». 

ОРГАНІЗАЦІЯ В ДІАСПОРІ 

творення, а вірніше – відновлення СУМ у діаспорі, 

відбулось після закінчення ІІ Світової війни.

Відповідно до статистичних даних, в таборах переміщених 

осіб в англійській, американській і французькій 

окупаційних зонах Німеччини та Австрії нараховувалось 

близько 200 тисяч українців. 

Така кількість здебільшого молодих українців і примара 

подальшого розселення по інших країнах та континентах 

підштовхнули активнішу громадськість до дискусії щодо 

потреби створення національної молодіжної організації. 

Ініціатива походила від Організації Українських Націоналістів 

(«бандерівців») та вихідців із Східної України. 

Останні наполягли аби нова організація отримала назву 

Спілка Української Молоді й стала ідейним та організаційним 

продовженням СУМу 1925-1930-х років. 

Завзяття, з яким почалось відновлення Спілки, було 

надзвичайним: від липня 1946 року і до 1948 року СУМ 

об’єднав у своїх лавах 6330 членів. Історики подають, що 

в цей час Спілка об’єднувала майже половину всієї молоді, 

яка належала до українських молодіжних та спортивних 

структур. За наступні чотири роки СУМ поширився 

по цілому світі – від Європи, Північної та Південної Америки 

до Австралії та Африки, об’єднуючи 8 тисяч членів. 

Загалом, за свою історію СУМ діяв у 18 країнах, а найбільшої 

чисельності організація досягла на межі 1960-1970-х 

років, коли в її лавах перебувало близько 15 тисяч членів. 

На створення власної сумівської виховної методики 

значно вплинув авторитетний професор-педагог із Наддніпрянщини 

– Григорій Ващенко. Автор системи національної 

освіти та виховання присвятив свої роздуми 

щодо формування сумівського виховного ідеалу, відтак 

першим удостоївся звання почесного члена Спілки Української 

Молоді. 

Спілка Української Молоді, від часу свого заснування 90 

років тому і до її відновлення в діаспорі в 1946 році, стояла 

в аванґарді служіння своєму народу – наполегливо і 

жертвенно працюючи на користь української спільноти і 

нескореного українського народу. СУМівці завжди захищали 

і поширювали ідею української державности серед 

своїх співмешканців СУМ виховувала в своїх рядах нові 

покоління молоді на підставі християнських і націоналістичних 

принципів - молодь, яка завжди гідно була готова 

боронити честь України. 

Сьогодні Спілка Української Молоді є динамічною 

світовою організацією, яка зробила значний 

внесок у національне і духовне виховання цілих 

поколінь української молоді в країнах нашого 

поселення. Підґрунтя, яке дає СУМ, спрямовує 

діяльність нових поколінь українців не лише в 

самій організації, але і поза її межами.

ПАМ’ЯТІ ЖЕРТВ ГОЛОДОМОРУ. МЮНХЕН, БЕРЕЗЕНЬ 1948 РОКУ 

Про громадську активність свідчить й те, що сумівці 

продовж останніх десятиліть очолювали або очолюють 

українські громадські надбудови в діаспорі, зокрема, з 

найбільших слід виокремити: Український Конгресовий

Комітет Америки (УККА) – колишній голова – Аскольд Лозинський, 

Конгрес Українців Канади (КУК) – Павло Ґрод, Союз 

Українців у Британії (СУБ) - Зенон Ластовецький, Союз Українських 

Організацій Австралії (СУОА) – Стефан Романів. В наш 

час вихованці СУМу очолюють Світовий Конгрес Українців 

(СКУ) – Аскольд Лозинський (1998-2008) та Евген Чолій (з 2008 

року до нинішнього часу). 

Впродовж своєї 90-літньої історії СУМ кількаразово проходив 

шлях від політичної структури до виховної, від функції 

представлення поневоленої нації до боротьби за душу конкретної 

української молодої людини. За цей час добрий десяток 

вихованців СУМу стали єпископами та священиками, 

кілька – народними депутатами в Україні й працювали в Уряді 

та Верховній Раді, очолювали громадські структури в Україні 

та діаспорі. Наразі Спілка Української Молоді діє на чотирьох 

континентах, в 10 країнах світу: Австралії, Аргентині, Бельгії, 

Великобританії, Естонії, Канаді, Німеччині, США, Франції, 

Україні. Влітку минулого року відбувся літний табір для дітей, 

а в грудні – семінар-тренінг ‘Основи Сумівської Діяльності’ в 

Іспанії для зацікавлених СУМом. 

Виховна праця СУМ охоплює 4 вікові групи: «Суменята» – у 

віці від 4-6 років, «Молодше Юнацтво» – від 6-12 років, «Старше 

Юнацтво» – від 13-18 років і «Дружинники» – віком від 

18-35 років. «Сеньйори» є допоміжною силою, як дорадники, 

інструктори та адміністратори. 

Від 1963 року Світова Управа СУМ видає періодичний пригодницький 

журнал для юних читачів – «Крилаті», який в 2015 

році визнано найкращим друкованим виданням для дітей в 

Україні. 

ОСЕРЕДОК СУМ У ВІННІПЕҐУ 

В 

Канаді існують 10 осередків СУМ, об’єднані під Крайову 

Управу СУМ з осередком в Торонто. 

Вінніпезький осередок Спілки Української Молоді (СУМ) носить 

ім’я Олекси Гасина-Лицаря, полковника Української Повстанської 

Армії, керівника Головного військового Штабу УПА. 

Історичне засідання, яке започаткувало створення Вінніпезького 

осередку СУМу, відбулося 16-го квітня 1949 року. У ньому 

взяли участь близко 150-ти молодих членів, в основному, колишні 

сумівці, що прибули до Канади з Європи. Першою головою 

СУМівської управи було обрано С. Романова. Також було 

прийнято рішення розпочати публікацію інформаційного бюлетеня, 

перше видання якого вийшло 24-го квітня 1949 року. 

Спочатку Вінніпезький осередок СУМу проводив зібрання 

у стінах Рідної Школи Маркіяна Шашкевича. Проте, трохи 

згодом, осередок, отримавши запрошення від президента 

Українсько-Канадського Інституту «Просвіта» на 777 Pritchard 

Avenue, офіційно перемістився до вищезгаданої установи, де й

залишається до цього часу. У 1951 році було сформовано дитячу 

частину осередку – Відділ Юнацтва СУМ, і робота СУМ зконцентрувалася 

на вихованні нового покоління українських дітей 

та молоді. 

СУМівська програма дає дітворі й молоді можливість пізнати 

українську культуру, традиції та історію в дружній україномовній 

атмосфері, щоб стати гордими за свою приналежність 

до української спільноти. Різноманітна програма включає зібрання, 

на яких обговорюються актуальні питання сьогодення, 

прогулянки на природі, вивчення мистецтв і ремесел, заняття 

співом та спортом з метою виховання української молодь у дусі 

християнської етики та сильного характеру. Теми зібрань обираються 

відповідно до релігійно-народного календаря та історичних 

річниць, які відзначають протягом року. Такі сходини і 

самодіяльні гуртки дають молоді змогу розширити свої знання 

в галузі українознавства і плекають дружбу, життєрадість і позитивні 

риси характеру. 

Важливу виховну роль відіграють різного роду літні та зимові 

табори. Деякі табори спеціалізуються на розвитку провідницьких 

якостей, інші орієнтуються на спортивний, культурний чи 

інший вишкіл. Серед юнацтва СУМ віком 6–17 років особливо 

популярними є виховно-відпочинкові табори. У студентському 

віці популярні є крайові та світові семінарі, з’їзди і злети, 

які дають можливість зустрічі з членам молодіжних осередків 

інших країн. 

Метою діяльності спілки є сприяння розв’язанню молодіжних 

проблем, вихованню в української молоді національної 

свідомості, допомога в її самореалізації та суспільному становленні. 

Наголос ставиться на важливості ролі особи як громадянина 

держави і як члена української спільноти. СУМ пишається 

своєю виховною працею, яка готує його членів стати лідерами 

в ширшому суспільстві. Багато наших членів стали помітними 

провідниками української громади і світової спільноти. 

Понад 65 років від часу заснування СУМ у Вінніпезі організація 

працює далі для того, аби українська молодь зростала в дусі 

патріотичного гасла – “Бог і Україна”, плекала дружбу і розвивалася 

духовно, культурно та фізично.

Taxation and the 

Recent Immigrant 

s Milton Friedman so wisely observed “You cannot 

simultaneously have free immigration and a welfare 

state” (Friedman, 1999). This, of course, is an 

A 

observation based on pure free market economic 

theory. If people can immigrate, they will as long as they can 

improve their standards of living. The higher social benefits 

usually offered in the destination country contribute to higher 

living standards for immigrants just as wages do. But unlike 

wages, which reflect the immigrants’ contribution to the destination 

country’s output, fiscal (read government programs) 

benefits must be paid for by the population already living 

in the destination country, thus creating a net fiscal burden 

and reducing the living standards of the countries existing 

residents. While the tendency of immigrants to be attracted 

by social benefits is based on economic theory, the extent 

to which it generates a net fiscal burden is an empirical and 

thus measurable question. It depends largely on the extent to 

which immigrants earn less than other Canadians. They are 

seen to thus pay less tax for the services they receive, which 

are generally, the same services as those received by other 

residents. 

There will thus be a tendency to increase the net fiscal burden 

on all residents through taxation in order to recoup a 

growing fiscal imbalance. Don’t allow this to happen to you 

by a lack of tax planning. This lower initial arrival income 

will not always be so for the immigrant tax payer. 

When you arrive in Canada you are required, from that day 

forward, to report all of your world wide income to the tax authorities. 

So immigrants will now typically have two periods 

of reportable income. They will be claiming tax deductions 

for the Canadian period only. The first is the non-residency 

period measured in the number of days in that year while 

outside Canada. Then there is the residency period which is 

recorded on the same tax return. Federal and provincial taxes 

are based on the province of residence on the last day of the 

calendar year for immigrants and also for other tax residents. 

This next point is becoming more important annually. 

Computerization is allowing the tax authorities to track foreign 

assets and their values as time moves on. Immigrants 

to Canada must determine the FMV (Fair Market Value) of 

their assets at the time of immigration. If you believe that 

the Canadian authorities will not know what you have outside 

of Canada, think again. Tax treaties with most countries have 

closed this avenue of hiding wealth. This is especially true 

due to the global interest in finding and curtailing the problem 

of terrorist financing that most countries have signed on 

to. The rate at which penalties are assessed on this external 

and hidden wealth are, to say the least, becoming increasingly 

onerous on the scofflaws that unreport or underreport this 

type of asset. 

A few notes are in order in understanding Canada’s taxation 

system. First, it is based on self-assessment. This means 

you must file audit-proof tax returns. Second, is the concept 

of progressivity. Meaning that the more you earn the more tax 

you pay. Third, is the principle of tax withholding. This applies 

to employees where the employer is deducting ‘source deductions’ 

of income tax, CPP and EI. The only way to reconcile if 

the employer was correct in the amounts deducted is by filing 

a tax return. A ‘refund’, when it exists, is ‘new’ or ‘found 

money’ and can be used to make valuable future investment 

decisions in your financial lives. 

The question often asked is “Which tax planning 

techniques can you use as you become 

more ingrained in the host country and see 

your net tax burden increasing”? I am going 

to list some of the more common programs 

that are available to you to deduct from your 

tax to the Government of Canada. Their collection 

arm is the CRA (Canada Revenue Agency). 

RRSP’s (Registered Retirement Savings Plan): 

If you have the cash flow, or a lump sum, make RRSP deposits 

then deduct just enough to get your taxable income into the 

lowest tax bracket. Given that the tax spread between the first 

and second tax brackets is about 15%, you will carry forward 

the unused amount and use the deduction when most beneficial, 

next year or even further out! The lowest tax bracket is a 

number below approx. $45,000. 

If this tax advantage can’t be used, then maybe the use of 

a TFSA (Tax Free Savings Account) is more beneficial. This 

technique can build-up a lifetime guaranteed tax-free pension, 

if started early enough. 

The Children’s Arts and Fitness Credit: 

If your children, under the age of 16 take either Ukrainian 

or other language schooling in the evenings or on weekends, 

keep the receipts for the federal and provincial tax deduction. 

Sports such as Soccer, Volleyball or even dancing can be

claimed under this heading. In Manitoba the fitness credit is 

valid to age 23 on the provincial return. 

Childcare: 

costs are deductible if they allow both parents to work and 

be unavailable to the children. If both parents are involved in 

a family business this maybe an opportunity to have a ‘nanny’ 

paid for outside of regular school hours. Maybe ‘baba/babusia’ 

can be paid. A potential claim is possible if set up properly. 

This category saw an increase of $1000 for each child in 

2015 if the amount was spent. 

Opportunities may even exist that haven’t been looked into 

when multiple generations live in the same household. Personal 

exemptions should be arranged such that they allow the 

actual living arrangements to create a large tax credit for the 

household. Very large refunds are possible under Canada’s 

‘Fairness Legislation” if missed in previous years. 

Moving expenses: 

are available where the taxpayer has earned an income in 

a new work location in Canada that is at least 40 km closer 

to this location. Rules can apply to students who move to attend 

a post-secondary education facility in either Canada or 

outside Canada. 

The First-time Home Buyers’ tax Credit: 

can be used by a person, their spouse or common-law partners, 

who haven’t owned a home in the current or preceding 

four years. 

The Public Transit Amount: 

s a deduction for those of you, or for your qualified children, 

who have an eligible public transit pass. However, documentation 

and receipts must be maintained and collected throughout 

the year. 

Medical expenses: 

are an area typically neglected by taxpayers. This is especially 

true when these expenses exceed 3 % of Net Income and 

the taxpayer forgets or isn’t aware that employee paid Dental 

and Extended Health premiums are also eligible for this deduction. 

There are numerous other credits and techniques available 

to accurately assess your tax and reduce the amount left for 

Ottawa to spend. Finding and working with a knowledgeable 

tax practitioner is the best place to start.

KIDS SUMMER CAMP 

Welcome to 

Ukrainian Park Camp 

very summer for two weeks of the year, Ukrainian 

Park Camp is filled with life. For the first two weeks 

E of July, Ukrainian Park Catholic Children’s Camp provides 

children with the opportunity to experience 

their faith in a camp atmosphere. Ukrainian Park Camp is located 

9.5km North of Gimli, Manitoba, and is run under the Archeparchy 

of Winnipeg. The camp is situated on the shores of Lake 

Winnipeg, with direct access to the beach. We are focused on creating 

an environment that is filled with faith, friends, and fun! 

Week One is for the older children (Grades 6-10) and Week Two 

is for the younger children (Grades K-6). We also run a leadership 

program throughout the second week for grades 9 – 12. 

theme will work together with other activities like our soccer 

tournament, The Koubassa Cup, scavenger hunts, and activities 

commemorating the 125 Years of Ukrainian Settlement in Canada. 

At the end of the week, we will roll out the red carpet, dust off our 

formal attire, and host the first ever Golden Pysanky Awards! 

Throughout the week campers participate in Art led by artist 

Alice Kulyk. Previous art projects have included silk painting, 

watercolour painting, and other mediums. We display the 

artwork throughout the week so campers can see each other’s 

masterpieces. We also offer daily catechism lead by the Sisters 

Servants of Mary Immaculate, and celebrate Divine Liturgy twice 

per week during camp. Additionally, we bring in instructors to 

offer sailing, archery, fencing, and the camper’s favourite, Zumba! 

Since the camp is right on the lake, swimming and playing on the 

beach is a daily activity. 

Each year camp has a different theme. Past themes have been 

Olympics, The Nature of Things, and most recently The Amazing 

Race. The theme for 2016 is Lights. Camera. Camp! Campers will 

have the opportunity to make their own movies, and will receive 

a copy of all the movies they make throughout the week. The

attended the camp throughout their childhood, and donate 

their time to give campers the same opportunity they had. Our 

counselors are not only role models for our campers, but truly 

are the life of the camp. Counselors get the campers excited 

to participate, and are always willing to make sure everyone 

is having fun! If being a camp counselor is something you are

Our main goal is to provide children with the 

opportunity to attend a summer camp rooted 

in our Ukrainian Catholic faith. We also look to 

make our camp as well-rounded as possible.

для прерій спортом – альпінізмом.

не побачите подібного» - запевняють члени 

клубу любителів гірських сходжень (le Club 

d’escalade de Saint-Boniface). Починаючи 

з 1996 року, протягом 2-3 перших тижнів 

зими, вони поливають зображену на фото 

справа споруду водою, перетворюючи її 

на 20-метрову, майже вертикальну, трасу 

для починаючих альпіністів. Кажемо

цю висоту абсолютно без досвіду 

чи особливої фізичної підготовки,

In this age of conspiracy theories galore, it 

is very easy to imagine and give credibility 

to a conspiracy surrounding Da Vinci’s 

Last Supper painting, especially since it 

was made to order for the Roman Catholic 

Church. And since old Leonardo is considered 

a good guy these days, it is very 

apt for some to want to see a secret anti- 

Vatican message in the painting. However, 

all it really does is emphasize how far the 

Roman Catholic Church has strayed from 

its Christian roots. 

or 1500 years prior to Da Vinci’s painting, the 

last supper participants were sitting not at a head

table configuration where some apostles heard 

the words of Isus Khrystos more clearly than 

others, but in a round or semi-circular setting. The oblong 

rectangular banquet table is a product of Renaissance Italy, 

emphasizing that some apostles were more important 

than others – closer to the central figure, more important, 

farther away, less important. In a round setting, all are of 

equal importance. There is no need of an intermediary 

to interpret the words being said to others. For the first 

Christians, it was important to translate the religious texts 

into the local languages in order that they be understood 

by all, and not kept hidden in languages no one understood 

such as Greek or Latin The movement to the oblong 

banquet table also moves the Roman Catholicism from an 

egalitarian movement where all are equal, to one where 

some are more equal than others. 

While there are many paintings of the last supper in a 

round table setting in Eastern Christianity, in the Western 

European mindset, the biggest mention of a round table 

surrounds the legend of King Arthur and the Knights of 

the Round Table. And one of the goals of the noble knights 

was to find the Holy Grail. 

However, what is important are the 

Cathar beliefs with their egalitarianism 

and sexual equality. The name 

Cathars means Good Christians 

and those who have studied their 

beliefs see connections to the 

Paulican movement in Armenia, 

Bogomils in Bulgaria, and Coptic 

Christianity. The Cathar Cross 

as is essentially a circular cross, 

emphasizing the egalitarianism 

of the beliefs and the connection to 

the Last Supper in a round table 

setting.

This pursuit of the Holy Grail has spawned many tales, 

films, and adventure stories. But they all forget one 

essential element. If Professor Indiana Jones had been a 

real student of Early Christianity, he would have known 

that for the Christians of the 1-2nd centuries CE, the Holy 

Grail was not a chalice or some other golden trinket. It 

was a spiritual quest, a quest leading to the heavens, where 

the Holy Grail sign was. The Holy Grail is actually a 

constellation visible during the Easter Moon Cycle March 

20-April 20. 

The actual pursuit for this Holy Grail is a bloody 

genocidal one. In the 12th century, Pope Innocent III 

launched a bloody crusade against the Cathars in Southern 

France, where thousands were massacred, in an attempt to 

squash their religious beliefs, seize their lands and wealth, 

and capture the Holy Grail which the Cathars supposedly 

possessed. This Holy Grail could have been a chalice or it 

may have been as some claim, direct descendants of Isus 

Khrystos and Mary Magdalene. Never-the-less, the Holy 

Grail was never found and some speculate it was sent to 

Scotland for safekeeping. And more conspiracy theories 

abound from there.

Vinci insinuating that the two of them are similar, are they 

collaborators in the betrayal, do the occupiers of the Throne 

of Peter in the Vatican conspire to betray Isus Khrystos??? 

But what is worth nothing in Da Vinci’s Last Supper, is the

A NEW NOVEL ON THE BEGINNINGS OF KYIVAN RUS’

dearly. When he lived in Aldeigja, he would 

raid every summer, but most of this past 

year he had lived the life of an administrator 

rather than a warrior. He longed for battle 

again. 

Uppsala was the most important place in 

all of Scandanavia. It was here that the god 

Freyr founded the temple, and it was here 

that the Sveald kings resided. The current 

King was Ragnarr Lodbrok. Ragnarr was King 

of the Danes as well. He was also Askoldir’s 

grandfather. He would be the one leading the 

Thing of All Svealds and being King made him 

the gothi, high priest of the temple at Uppsala. 

skoldir had spent the beginning of the winter 

laying the foundations for the expansion of Kyiv

and the strengthening of its defenses. He wanted 

it to become more self-sufficient. When he saw 

that things were progressing nicely, he left Vratymyr in 

charge to oversee the projects and travelled north with 

several of his most trusted boyars and Gunnar and Stoyan 

to meet with Riurik in Aldeigja. Vratymyr was a good man, 

but Askoldir wondered if he had the stomach for the things 

to come. 

Travelling north in the winter was usually easier than 

travelling north in the spring. Even the mighty Dnipro 

would freeze over most winters and it was much easier 

moving things with sleds along the river than trying to 

navigate it upstream in ships or boats during the spring 

rains. It was also easier to travel through the snow than 

through mud. 

After spending a few weeks in Aldiegja, Riurik and 

a handful of his henchmen, along with Askoldir and his 

crew, sailed to Uppsala in Svealand. It had been a long 

time since Askoldir had been on the sea, and he missed it

for the disir to provide a plentiful harvest a 

sacrifice to them must be made. The disir 

were female spirits who could be very 

helpful or very cruel, so it was always best to 

be in their better graces. During the Disablot 

and the Thing, there was a huge fair where wares from all 

over the known world were bought, sold and traded. 

Askoldir, Gunnar and Stoyan made their way towards 

the temple, the most important and central structure in 

Uppsala. It was in the center of a small valley surrounded 

by hills. It was average in size compared with the massive 

cathedrals and basilicas of the Christians. The unique 

feature of its exterior was a huge chain that wrapped 

around it, giving the impression that the shrine must be 

anchored to the Earth to prevent it from ascending into the 

heavens. Beside the temple was a well and a grove of elms. 

The central, massive elm was the sacred tree of Uppsala. 

Inside the house of worship was a large triple throne 

on which sat statues of Thor, Odin and Freyr. Thor sat in 

the center, being the most important and held his hammer 

Mjolnir in his lap. At his sides sat Odin, who wore an 

elaborate suit of armor, and Freyr, who had a massive erect 

penis. Smaller statues depicting famous Scandanavian 

warriors and kings stood along the walls. These men were 

honored along with the gods because they had become 

immortal due to their deeds in life.

Each of the three gods had their specific priest and 

served a specific function. Sacrifices were made to the 

gods on behalf of the priests, depending on the occasion. 

During war or prior to a raid the priest appointed to Odin 

would make a sacrifice to him. If someone were getting 

married, then Freyr’s priest made a sacrifice to him on 

their behalf. In times of famine or plague there would be 

a sacrifice to Thor. 

The Disablot would last nine days, during which there 

would be twenty-seven sacrifices. Each day one man and 

two animals would be hung from the sacred trees in the 

grove, and their blood would be smeared on the trees. If 

the gods were appeased, then the harvest would be a good 

one. 

Today’s human sacrifice was a scrawny thrall who looked 

Frankish. There was a terrified expression on his face as 

the faithful chanted and a noose was slipped around his 

neck. He screamed in his native tongue, probably begging 

for mercy. His screams ceased when he was hoisted up on 

one of the branches of the massive elm in the center of the 

grove. He raised his arms, desperately clawing at the rope. 

His legs flailed trying to find something solid to brace 

themselves against or to stand on. At this point Ragnarr 

approached him with his drawn sword and sliced open his 

belly. The thrall’s bowels emptied out of him like long 

coiled snakes slithering down to the grass. The priestesses 

then grabbed the bloody intestines and began smearing 

the trees in the grove with them. The thrall’s eyes bulged 

as his lungs found no air, and soon his thrashing ceased for 

all eternity. 

The ritual continued, and the same fate awaited first a 

horse and then a cow. Askoldir glanced over at Stoyan who 

stared in amazement, having never witnessed something 

like this before. The Slavs were pagans as well, and many 

of their gods were quite similar to those of the Norsemen 

even though they had different names, but they did not 

perform ritual sacrifices of humans.

GOLDEN HARVEST ORATORIO 

Winnipeg Symphony Orchestra, March 18 and 19, 2016 

Excerpts from an interview with Laurence Ewashko: 

Chorus Master and Associate Professor of Choral Activities 

at the University of Ottawa, commissioner of the oratorio.

A portion of my sabbatical in 2011 involved 

travel to Ukraine for research on choral music. 

In L’viv, I was deeply moved by a work that was 

written by Olexander Kozarenko that commemorated 

the Holodomor. This work was the source of my 

inspiration to commission an oratorio to celebrate the 

125th anniversary of Ukrainian immigration to Canada. It 

was essential that the creative process of the genesis of 

this composition through to its performance be the offspring 

of Ukrainian Canadians. My first thoughts turned 

to Larysa Kuzmenko as the composer of choice to create 

this trilingual 30-minute score. My reasoning was twofold: 

she is a renowned Canadian composer, and is of Ukrainian 

descent. There is great lyricism and beauty in her compositions 

and her writing style is immediately accessible 

to the general public. The poetry of librettist, Talia Zajac 

was well suited to the depth of Kuzmenko’s creative vision. 

The Winnipeg Symphony Orchestra was the first 

amongst my contacts to embrace the project, 

as they were quite familiar with Larysa’s work. 

Once the composer, librettist and venue were in 

place I approached the Shevchenko Foundation, who put 

forward a generous donation to help realize this ambitious 

project and in turn they offered to manage the donations. 

I then launched a campaign to raise the balance of the 

funds. I am very pleased to state that through the generosity 

of individuals from across North America we have 

successfully accomplished that goal. 

Golden Harvest is written in three languages: 

Ukrainian, English and French. In addition to the 

premiere in Winnipeg on March 18 of this year, 

there are performances scheduled in Saskatoon, Toronto, 

St. Catherine’s, Ottawa and Montreal. Regina is considering 

it as well. My dream is to have the entire country hear 

and celebrate this significant work. I am in conversation with 

the orchestras in Victoria, Vancouver, Edmonton, Calgary and 

St John’s. 

It is important to me to honor those Ukrainians who 

immigrated, who lived through an entire spectrum 

of great difficulties, including internment in the 

First World War, and yet were able to make significant 

contributions to the fabric of Canadian culture. 

I have dedicated the work to two people: my mentor 

Walter Klymkiw, the former conductor of the O. 

Koshetz Choir, and my maternal aunt Lesia Kapty, 

who gifted me with her unfailing life-long support. 

The debut soprano soloist will be Andriana Chuchman 

whom I first met when she was a teenage 

member of the O. Koshetz Choir. She is of Ukrainian 

heritage who has established an illustrious international 

career; I am thrilled that she is performing in the 

Canadian premiere. 

Through the support of the community I have seen 

my dream realized. I am sincerely grateful to all 

who have generously donated their creativity, time 

and financial support to this project. At this point in 

time the composer is writing a chamber version of the Oratorio 

to be premiered during Ottawa’s Chamber Fest this July. 

This new oratorio will indeed have its place in the ranks of 

great works of Canadian Art.
