2.7.2 Child Benefit<br />

Under the VPR Scheme your key worker will help you submit an application for Child Benefit<br />

as soon as possible after you arrive.<br />

Normally, to claim Child Benefit you would have to complete an application online or<br />

download an application form from www.gov.uk/government/publications/child-benefitclaim-form-ch2.<br />

You need to send your original documents (for example a birth certificate)<br />

with the Child Benefit application. All original documents should be sent by recorded<br />

delivery. The application should be processed within ten working days. An application for<br />

Child Benefit cannot be made through the Fast Track process.<br />

Child Benefit can be claimed in addition to Child Tax Credit.<br />

It can be claimed whether or not you are in full time paid work.<br />

You must be responsible for a child or qualifying young person. You remain eligible until<br />

31 August after the child’s 16 th birthday. After that, you will continue to be eligible up to<br />

the age of 20 if the young person remains in certain types of full time education or<br />

training of at least 12 hours per week.<br />

You need not be the child’s parent and the child need not live with you. However, you<br />

must contribute financially to the care of the child, so that all the amount of the Child<br />

Benefit is used for the care of the child.<br />

2.8 Benefits to help with the extra costs of disability and care<br />

If you are disabled, or you are caring for a family member who has a disability, you might be<br />

eligible for other benefits. These include:<br />

Disability Living Allowance;<br />

Attendance Allowance;<br />

Personal Independence Payment (this benefit will be introduced on a phased basis from<br />

2016);<br />

Carer’s Allowance.<br />

These benefits are administered by the Disability and Carers Service, Castle Court Belfast.<br />

To claim Disability Living Allowance, telephone (028) 9090 6182 and request a claim form.<br />

The date when you make this phone call will be considered to be the date of your claim. You<br />

will have six weeks to complete and return the lengthy form.<br />

To claim Attendance Allowance, telephone (028) 9090 6178 and request a claim form.<br />

Again, the date when you make this phone call will then be considered to be the date of<br />

your claim. You will have six weeks to complete and return the form.<br />

It is also possible to download a claim form from the NI Direct website or to request a form<br />

from a Jobs and Benefits Office. In this case, the date of claim is when the form is completed<br />

and submitted.<br />

2.8.1 Disability Living Allowance and Attendance Allowance<br />

Disability Living Allowance (DLA) is a benefit for people who are aged under 65 when<br />

they claim and who have a disability which causes needs for supervision, care and<br />

attention or mobility problems.<br />

DLA has two separate components, one for care and one for mobility. It is a single<br />

benefit. Each component can be paid at different rates. There is a single claim form for<br />

both components.<br />
