First look at Collett’s Corner plan
DESIGNS: New images generated by artist Eoin Hudson show what the
planned Collett’s Corner complex and apartments (right) will look like.
• By Jess Gibson
THIS IS WHAT Lyttelton’s new
Collett’s Corner will look like when it
opens in 2022.
New images show the 2710 sq m twostorey
building set for London St will
include apartments, a wellness centre,
community concierge, and hospitality,
retail and co-working spaces.
Ohu Development is behind the
project, and ran New Zealand’s
first crowdfunding campaign for a
commercial building to help pay for it.
It aims to start seeking tenants for the
commercial spaces and residents to buy
apartments from next month.
The majority of the building must
be either pre-leased or pre-sold for the
developers to take on any bank debt.
Low paying
board fails
to attract
enough
candidates
• By Louis Day
LOW PAY has been cited as
one of the reasons the Banks
Peninsula Community Board
failed to attract enough
candidates for the October local
body elections.
The community board will
not be able to fill one of its two
Mt Herbert subdivision seats,
with Howard Needham being
the only candidate to enter after
nominations closed on Friday.
It is the only board out of seven
across the city to not attract
enough candidates.
A by-election will now be held
following the October elections
to fill the vacancy.
Banks Peninsula Community
Board member John McLister
said the low interest could
be linked to the rate of
remuneration board members on
the peninsula receive.
Only three of the eight current
board members are standing
for re-election and nine new
candidates have been nominated.
Five of the current board
members were elected unopposed
in the 2016 elections.
NO SURPRISES there aren’t enough
candidates to fill the Banks Peninsula
Community Board for the local body
elections in October (see page 1).
We revealed some months ago there were
grumblings about representing the area
because of the pay community board members get.
Board members receive $9864 and the chairperson $19,729.
Banks Peninsula is the lowest paid in the city council area.
Board members have argued it should be more because they
have to travel long distances to meetings and other community
board business – so it takes more of their time.
After the elections the situation could change and pay
increased. But board members will have to rely on the generosity
of city councillors for that.
Big grant for The Loons Club
• By Jess Gibson
IT IS lights, camera, action for
Lyttelton’s The Loons Club after
receiving a Government grant of
almost $1 million.
The history-rich performing
arts venue on Canterbury St will
get $981,000 from the Regional
Culture and Heritage Fund,
which has now completed the
club’s long fundraising battle.
The former Lyttelton Working
Men’s Club has struggled
with funding to carry out the
re-establishment of the building
since it was demolished following
the 2011 earthquakes.
Built in 1905, the building has
been an integral, significant and
well-known part of the Lyttelton
community.
It housed a range of commercial
premises through to 1944
before it was converted to the
Waterside Workers Social Club,
known locally as ‘The Loons.’
In 1951, the building became a
hub of support during the largest
industrial dispute ever seen
in New Zealand, which lasted
for 151 days.
The Government declared a
state of emergency during the
waterfront dispute and made it
an offence for citizens to assist
strikers – even giving food to
their children was outlawed.
However, the club broke
the law to help strikers and
their families in Lyttelton,
distributing food which had
been illegally donated by people
sympathetic to their cause.
When the Government deregistered
the Waterside Workers
Union and sought to seize its assets,
it became a different entity
– the Lyttelton Working Men’s
Club, which saved the building.
The newly-formed club helped
reunite the community by
hosting events and serving as a
meeting place for local groups.
The building was leased to
the Cabaret Club in 2007 and
became The Loons Theatre
2011 earthquakes.
Now, the club has the opportunity
to “save the past and look
to the future” with the recent
funding.
Club treasurer Thea Mickell
was thrilled that the club
received the full amount requested.
“RCHF wanted to ensure that
we didn’t have another shortfall.
completed.”
CENTRE COMMITTEE
Birdlings Flat residents will form
an elected committee to take
responsibility for the community
centre on Poranui Beach Rd. An
informal committee has managed
the hall for the past two years
under the Little River Wairewa
Community Trust umbrella. Part
of an agreement when the hall
was built was to establish a group
with its own entity after two
years. An annual meeting will
be held on August 30 to start the
process.
REDCLIFFS ECO-VILLAGE
A gathering of about 30 turned out
on a strategy to turn Redcliffs into
an eco-village last Wednesday.
Five people agreed to form a new
group which will work to help other
residents reduce their emissions.
$13,500 RAISED FOR FILM
Needham
in election
challenge
• By Louis Day
A CHARTERIS Bay resident has
stepped up to challenge deputy
mayor and Banks Peninsula city
councillor Andrew Turner.
Internet retailer Howard
Needham said he is running for
the city council
because he does not
think Cr Turner is
doing enough for
the area. He is also
running for the
Banks Peninsula
Howard
Needham
Andrew
Community Board.
Cr Turner was
elected unopposed
in the 2016 elections.
Said Mr Needham:
“He is too busy being
Dalziel’s deputy and
is not doing enough
out here. We have
lots of great communities
out here
and we kind of get
Turner
left behind, the council takes our
money and does nothing for us.”
However, Cr Turner said he has
been an effective advocate for the
peninsula in his two terms on the
city council. He refuted claims his
role as deputy mayor was getting
in the way of being a representative
for the peninsula.
Kirsty Nixon
Horizons
24 August - 18 September 2019
Like portals to paradise, Kirsty Nixon’s large-scale paintings invite the viewer to
pull back the ‘fringes’ of our native flora to reveal quintessentially New Zealand
landscapes hidden in behind. Framed by the structural forms of our native
foliage, like cabbage tree leaves or nectar-laden flax flowers, and almost always
with a native bird or two in attendance, unfolding before your eyes could be
an endless coastline, a deep, green cove or perhaps even a glimpse of the far
horizon.
Kirsty is repeatedly drawn to the New Zealand landscape
in its various guises and while on holiday at the bird
sanctuary island Tiritiri Matangi recently she experienced
a sense of utter peace while watching the bellbirds
flitting about the feeders and hearing their hypnotic song.
Returning home, she became keenly aware of the absence
of native birdsong and thus her new works pay tribute to
the ways in which the melodic voices of our native birds
have the ability to enrich our lives as we navigate daily life.
Based in Auckland, Kirsty has been painting full-time
since 1997, initially in the medium of watercolour but
now having found her home in the freedom and impact of
acrylic.
•From page 1
The building’s basement will
be home to the wellness centre,
which is envisioned to have hot
and cold baths, a sauna, steam
and therapy rooms.
On the ground floor, there will
likely be a gym, retail, hospitality
and consultation rooms.
Floors one and two will have
18 studio apartments and eight
single bedroom apartments. A
rooftop terrace will be exclusive
to residents.
The apartments are likely
to cost between $390,000 and
$530,000, depending on the size
and location of the space.
Lyttelton Residents’
Association chairman Ken
Maynard said he is concerned
the complex is not aimed at local
residents.
“It’s a fairly personal opinion,
not one for the association . . .
but I don’t think this is what we
needed,” he said.
“It’s quite big. It’s
taller than the other
buildings in the street,
and I thought one of
the features which was
going to be attractive
was the roof garden,
but it’s actually for the
tenants.”
said she would have loved for
the rooftop to be open to
the public,. However, it
“would never” be allowed
due to health and safety
requirements.
“That was one of the
major issues that was in the
city council requirements
for the rooftop terrace,” Ms
Young said.
Resource consent is now
pending for the new design,
which was modified after the
city council requested changes.
“I’m dancing with every policy
Crime not being reported
• By Jess Gibson
POLICE SAY there has
been no noticeable spike
in crimes happening in
Lyttelton.
A community meeting
has been set up by Banks
Peninsula Community
Board members on September
8 to address concerns
over the area being a
target for offenders.
Regular posts about
Bigger population, better remuneration
•From page 1
Mr McLister thought the
current pay rate failed to
account for the workload
and a pay rate similar to
the other boards would
encourage more candidates
to step forward.
The current remuneration
model is set by population,
so community boards
with bigger populations get
better remuneration.
As it stands, Banks Peninsula
Community Board
members are set to receive
$9864 and the chairperson
$19,729 after the elections.
Whereas members of the
Halswell-Hornby-Riccarton
Community Board
will receive $24,580 and
their chair $49,160.
Mr McLister thought
Resene cardholder special!
crime are being made
to Lyttelton community
Facebook pages.
But Sergeant Franco
Lovrich said incidents are
not being reported which
has made it hard for police
to detect any increase.
“If it’s not life-threatening,
call 105 and report incidents
so we can monitor
what is going on,” he said.
He said incidents in
relation to a white ute
John McLister
they deserved a pay rate
similar to the inner-city
boards.
The remuneration of the
community boards could
all change when the new
city council decides on the
allocation of a $1,843,200
governance pool.
Funds from the pool
caused a spike in particular
offending and police
are now seeking information
in relation to the
vehicle and its driver.
Sergeant Lovrich will
be present to listen to the
communities concerns
and give advice on crime
prevention at the meeting.
The meeting will be held
at 5pm in the Lyttelton
Arts Factory, 1 Sumner
Rd.
could be used to increase
the $97,280 base salary of
city councillors, the mayor’s
$195,000 pay packet or
the remuneration of community
board members.
Mr McLister said he
would like to see some of
the money from the governance
pool used to bring
the Banks Peninsula Community
Board remuneration
to a similar standard
as the inner city boards.
“We have a land mass
bigger than Christchurch,
we have two harbours,
we used to have our own
council.”
He said the low level of
remuneration and time
commitments of the role
contributed to his decision
to not stand for re-election.
Extra fees for Akaroa ships
CRUISE SHIPS berthing in
Akaroa will contribute more
this summer towards the costs
of maintaining the area’s public
amenities.
The city council has decided
to add an ‘amenity cost contribution’
to its cruise ship fees this
summer, meaning overall fees
for berthing in Akaroa Harbour
will increase by nine per cent.
The fee increase is designed
to help the city council recoup
more of the additional costs it
incurs due to increased demand
on the region’s public amenities,
like toilets, during the cruise
season.
The small township of Akaroa
has become a busy cruise ship
destination since the earthquakes
damaged the wharf
facilities at Lyttelton, forcing
cruise ship companies to find
alternative places to berth.
While cruise ship visits over
the past few years have brought
significant economic benefits
to local businesses, they have
also put pressure on the town’s
amenities and infrastructure,
particularly its public toilets.
The city council is about to
spend $630,000 on replacing the
ageing block of public toilets on
Rue Jolie, behind the Akaroa
Service Centre.
It is also currently in the
process of looking at how it can
POPULAR: Cruise ships have placed demand on Akaroa’s
infrastructure.
upgrade Akaroa’s main wharf
so that it better meets the community’s
needs.
City council citizens and
community general manager
Brent Smith said the fees that
cruise ships will be charged this
summer are more reflective of
the additional expenditure that
is required in Akaroa because of
their visits.
“The additional costs of providing
adequate toilet facilities
for cruise ship passengers is
the major cost the council has
been covering, with additional
cleaning and temporary toilets
required at times. Now we can
meet these costs without it
becoming a ratepayer burden,
freeing up funds to be spent on
other needed maintenance in
the community’’ Mr Smith said.
Cruise ship agent ISS McKay
operations manager Richard
Carvalho agrees the contribution
is a good outcome.
“Agreeing this cost
contribution from visiting
cruise operators reflects our
commitment to a strong
relationship with the Akaroa
community,’’ Mr Carvalho said.
Wolf painting wins
children’s choice
in $40k fundraiser
• By Jess Gibson
WHEN BARBI Larkins was
diagnosed with cancer in 2015,
she picked up her paintbrush.
The Cass Bay resident, who had
an unused commercial art degree,
started off painting animals
to rediscover her passion.
One of Mrs Larkins’ first artworks
was a wolf – representing
the freedom and adventure she
felt while exploring her creativity.
Now, that wolf will hang in the
halls of Lyttelton Primary School
after being voted children’s choice
in the Peninsula Art Auction.
Mrs Larkins’ painting, titled
Woof, was one of 160 artworks
which raised more than $40,000
for the school during its major
biennial fundraiser on August 3
and 4.
In the lead up to the auction,
a number of pupils were given
a golden ticket to vote on their
favourite piece of art.
Mrs Larkins, who is now cancerfree,
said she was “stoked” children
liked her painting so much.
It was bought for about $300
and donated back to the school by
the buyer.
“I’ve had some feedback since
then on how much they enjoyed
it, which is really special for me.”
A strong crowd browsed and
bid on the art, which was donated
by artists with a connection to
the Banks Peninsula.
The school’s upstairs classrooms
and library were transformed
into a “sophisticated” art
gallery.
The total sum was almost
on par with the $42,000 which
poured in during the 2017 auction.
Principal Brendan Wright said
the money raised reflected the
nature of the community.
“They want to do the best for
the children who live here and
the auction one of the ways that
they show it,” he said.

Pupils donate sports gear to needy
• By Jess Gibson
A GROUP of Mt Pleasant School
pupils will use second-hand sports
gear to achieve a goal.
But that goal has nothing to do
with netball, football or hockey – it
is all about increasing opportunities
for kids who struggle to afford
recreational equipment.
Year 8 pupils Neve Ballin, Maeve
Montgomery McCarthy, Luke Wenham,
and Mohamed Wahabzabah
are collecting unwanted sports gear
around the community before donating
it to schools and individuals
in need.
The group, who all love sports,
have chosen the project as a part
of the school’s framework which
requires pupils in their last year at
the school to look into a significant
issue they are interested in.
The concept is based on Sport
Canterbury’s “give gear get great”
programme – a similar initiative
supported by the Halswell-Hornby-
Riccarton and Spreydon-Cashmere
community boards.
“We all think that there are so
many benefits of playing sports it is
so important for all kids physically
and especially mentally,” Neve said.
“Playing sports gives all children
something for them and their
families to be proud of. We are all
• By Jess Gibson
A SUMNER professor has just
completed new research into the
development of babies affected
by their mother’s drug use.
Canterbury University head of
health sciences Lianne Woodward
has discovered increased
opioid and other drug use is
affecting children’s readiness for
learning when they start school.
Ms Woodward led a five-year
study of 100 babies whose mothers
took methadone to treat opioid
dependence and 110 babies
whose mothers did not.
With PhD graduate Dr Samantha
Lee, Ms Woodward followed
the babies from birth to four and
a half years old, with researchers
just a group of kids who all love
sports and we also understand what
a privilege it is for us to be able to
participate in sports and wanted to
level the playing field and help other
kids to get the benefits that we get.”
The group hopes that once the
project grows more, it can make a
database for kids to request equipment
and pick it up from the school.
Principal Chris Nord said the aim
of the school’s framework is to help
pupils understand how they can
make an impact on the world and
the people around them.
“We want them to care and know
there actually is something that they
can do in the community.”
Because the group want the
project to continue after they leave
the school, they will pitch the idea
to the Linwood-Central-Heathcote
Community Board at a meeting
today to see whether it will support
the initiative.
Research into affects of maternal drug use completed
assessing the children’s physical
and motor development, socialemotional
skills, approaches to
learning, language, and cognitive
functioning.
“Opioid use in New Zealand
is on the rise, so the hope is
that this study can contribute
to health and education services
planning to help support the
needs of these children and
their families,” Ms Woodward
said.
“We wanted to understand
not only the effects of maternal
substance use during pregnancy
on children’s development but
also how social disadvantage and
other medical and family factors
might contribute to difficulties.”
Ms Woodward is an interna-
This is a role for someone who can lead a team, has great event
management skills and a keen interest in their community.
to Opioid Dependent Mothers
at School Entry, looks at the
extent and the mix of mothers’
substance use as well other social
and biological factors.
The results found that over
70 per cent of children born to
opioid-dependent mothers had
at least one health or developmental
difficulty that would
likely impact their schooling,
compared to 29 per cent of
children drawn from the general
population.
Multiple problems were also
common, affecting 48 per cent
of methadone-exposed children
compared with 15 per cent of
control-group children.
The research showed the more
substance used during pregnancy,
the worse the outcomes
for children.
However, with early targeted
help for these children and their
families, children’s outcomes can
be improved.
“It is clear from our results
that when there is good support
for the family and the family
is coping with the challenges
of parenting, their children do
well,” she said.
“We can mitigate the
long-term risks associated
with opioids and other forms
of maternal drug use during
pregnancy, but we need early
developmental surveillance
and intervention to identify
those who will benefit from
support.”
Wheels turning
on new
cycleway
THE SECOND stage of a new
cycleway connecting Ferrymead
with other suburbs has finished a
month ahead of schedule.
The Heathcote Expressway
cycle route, which travels across
Ferry Rd, will eventually link up
with Opawa, Woolston and the
central city.
At the peak of the project,
which finished on August 2, 14
separate crews were working
together on-site to pour 57 new
vehicle crossings.
Over 41,000 construction hours
were worked on-site, including on
Saturdays.
City council transport planning
and delivery manager Lynette
Ellis said contractors worked
extremely hard to minimise disruption
to local businesses.
“Every effort was made to
keep everyone informed including
sending weekly newsletter
updates to over 120 stakeholders,”
she said.
“It’s proving popular with cyclists
so far, with an official count
showing that 40 cyclists and a
couple of scooters used the Ferry
Rd section of the route between
7am and 8am last Wednesday.”
The Heathcote Expressway is
part of a network of cycleways
the city council is building to
encourage more people to cycle.
A holiday of sweating and stressing
IT IS HOT here. Swimming in
sweat and trapped inside in the
heat. But that’s to be expected
from an Italian summer.
We are in Laura’s home town
of Pravisdomini, a rural village
about an hour north of Venice,
staying in the apartment where
Laura’s mum used to live.
So far we’ve only managed to
catch up with a few people and
get out a handful of times due
to the constant heat and poor
Vittoria only just getting over
being sick from the week before
last.
You might remember from last
week that poor wee Vittoria had
not only been on antibiotics but
had vomited in Dubai airport on
our way over.
For the whole of last week she
was off her food (which is a quite
a big deal considering we’re in
Italy) and would vomit at least
once a day. Normally after slowly
having a munch on some cheese
or grapes, some of the only
things she would eat.
Then on Wednesday she came
out in a nasty looking red rash
VITTORIA
& Matt
which was all over her body
by Thursday. With the recent
outbreak of measles at home in
mind, we were worried that it
could be something sinister, so
we took a plunge into the Italian
health system.
Being that we’re staying in a
fairly small rural village near
Venice there’s nothing like a 24-
hour surgery here. So we booked
in to see the local doctor (who
even wore a white coat) who sent
us to the paediatric ward of the
nearby San Vito hospital.
We were obviously stretched
pretty thin emotionally at
this stage after spending days
stressing about Vittoria and not
sleeping well.
Bubs on the other hand
had managed to have a ball in
between vomits since discovering
a love of the tarantella (a type
of music from Southern Italy)
through the magic of a small
singing hamster toy. Weird
right? I mean, we’re not even in
Southern Italy and I still hear Che
La Luna about a million times a
day.
ON THE MEND: First time
walking in jandals on one of
the very few walks of week
in Pravisdomini.
Thankfully said hospital was
incredibly quiet and we were
seen almost as soon as we walked
in. After a thorough check we
were told that it was likely down
to be a reaction to the antibiotics.
Nothing to worry about and it
would clear up on its own in
a couple of days. The cherry
on top was that it didn’t cost as
much as I feared. Less than 60
Euro isn’t too bad seeing as we’re
foreign.
With absolute relief awash
through our systems we went
out to eat on Saturday night
with my sister-in-law Christine,
her partner Fabrizio, my nephew
William, his partner Sara and
their daughter Grace (who’s
around the same age as Vittoria).
The village was celebrating La
Festa del Gran Perdon, a religious
festival which takes place every
five years. Over the weekend
there was music, theatre, games
and a massive barbecue by the
church, a beautiful 600-year-old
edifice that nobody here thinks is
as amazing as I do.
Although it was still hot
enough to fuse your shirt to your
skin it was great to finally get out
and spend some time with family
and see Vittoria finally taste
(literally and figuratively) a little
of her mum’s culture as well.
Library to
open longer
in Diamond
Harbour
• By Jess Gibson
DIAMOND Harbour residents
will soon be able to bury their
noses in a good read six days
a week thanks to two young
bookworms.
The library and community
hub on Waipapa Ave will extend
its hours from Monday following
the approval of extra funding in
the city council’s Annual Plan.
It will be open on Mondays,
Tuesdays and Fridays, 2-6pm,
Wednesdays and Thursdays,
10am-2pm, and Saturdays,
10am-1pm.
It comes after a petition
with 251 signatures started by
Annabelle Wear to extend the
libraries hours was submitted to
the draft Annual Plan in April.
Mrs Wear was determined to
satisfy the reading appetites of
her 12 and eight-year-old sons,
who spend about 25 hours a
week reading books.
“It’s fabulous to hear we will
be getting more library hours.
Hooray for Diamond Harbour.
Everyone I have spoken to is very
excited and pleased that we were
listened to and a change is being
made fairly quickly,” Mrs Wear
said.
The city council said residents
put “a very strong case for sixday-a-week
access” of the facility.
The End of Forever Series, Book #2
by Paullina Simons
Love was just the beginning ... The second novel in Paullina Simons' stunning
End of Forever saga continues the heartbreaking story of Julian and Josephine,
and a love that spans lifetimes.
Sometimes a second chance is your only hope.
Is there a fate beyond the fates? Julian has failed Josephine once. Despite grave
danger and impossible odds, he is determined to do the unimaginable and try
again to save the woman he loves.
What follows is a love story like no other as the doomed lovers embark on an
incredible adventure across time and space. Racing through history and against
the merciless clock, they face countless dangers and deadly enemies.
Living amid beauty and ecstasy, bloodshed and betrayal, each time they court
and cheat death brings Julian and Josephine closer to an unthinkable sacrifice
and a confrontation with the harshest master of all...destiny.
Icehouse will wind the clock back
• By Matt Slaughter
FEW BANDS can boast opening
for David Bowie just six years
after forming.
But for front man Iva Davies
and his band Icehouse, this is
exactly what happened.
The award-winning Australian
rock outfit will bring their hitfilled
set to Selwyn Sounds in the
Lincoln Domain on March 7.
Icehouse’s line-up has changed
many times since forming as
Flowers more than 40 years ago.
Davies has been there since the
beginning.
He said years of on-stage
experience and songwriting
would be encapsulated in
the band’s Selwyn Sounds
performance.
“I’ve been working with
some of these guys for 35 years
and they are absolutely the
most brilliant set of musicians
that Australia has to offer, I’m
completely confident in saying
that.”
Davies said the band is very
selective about where they
play these days, but they want
to perform at Selwyn Sounds
because New Zealand audiences
have always been some of their
biggest supporters.
“The kind of relationship that
we have with New Zealand is
quite a special one because in the
80s when we were in full swing,
we noted even then per head of
population we actually had more
success in New Zealand than
anywhere else in the world.”
But it is fair to say Icehouse’s
music has been heard and
appreciated by audiences all over
the world.
Davies said the turnaround
from being a band of
20-something-year-olds
and $18,000 in debt to their
management, to achieving
international success had not
been easy.
“It was just ridiculously hard
work. The first album [Icehouse
when the band was still called
Flowers] was a massive success
in Australia, it was the highestselling
debut album by any
Australian band at that point
. . . I remember when that first
royalty cheque turned up. At that
point I actually had no home,
I was kind of couch surfing
and under duress living in my
parents home, which I hated
doing.
“When that first album came
out it was a big success and, of
course, we were able to pay off
that debt and end up finally
earning some money.”
Davies said he didn’t believe
the money would keep rolling
in and certainly did not expect
three years later Icehouse would
have to choose between touring
with David Bowie or Peter
Gabriel. They decided to support
Bowie on his 1983 Serious
Moonlight European tour.
“The sheer scale of it was just
beyond comprehension when
you’re playing to 70,000 people
every show that you do . . . I
remember pulling into one big
outdoor show and there were
about 10 coaches, 10 buses . . . my
kind of head exploded because I
couldn’t conceive 10 buses full of
crew working on a single show.”
Davies said the Selwyn Sounds
crowd could expect Icehouse to
wind back the clock and put on
a performance with just as much
energy as they brought all those
years ago.
