W ciągu ostatniego roku najważniejszą decyzją MON<br />
w obszarze zakupów dla Sił Powietrznych było<br />
wykorzystanie opcji na pozyskanie kolejnych<br />
czterech (co da w sumie 16 maszyn) samolotów<br />
szkolenia zaawansowanego M-346 Bielik.<br />
Over the past year, the most important decision<br />
of the Ministry of National Defence in the area of<br />
procurement for the Air Force was to use the option<br />
to acquire another four (which will give a total of 16<br />
platforms) advanced training aircraft M-346 Bielik.<br />

Pod koniec lutego tego roku minister obrony narodowej Mariusz Błaszczak podpisał nowy Plan Modernizacji<br />
Technicznej sił zbrojnych, tym razem na lata 2017-2026. Z niedawnych zapowiedzi Ministerstwa Obrony Narodowej<br />
wynika natomiast, że już we wrześniu (być może w trakcie trwającego <strong>MSPO</strong>) zakończone zostaną prace nad nowym<br />
dokumentem planistycznym tej rangi, mówiącym o planach modernizacyjnych w latach 2021-2035. Pośród tej „dokumentozy”<br />
warto zauważyć, że rzeczywistość nie znosi próżni i w ostatnim roku MON prowadziło prace nad konkretnymi<br />
postępowaniami i podpisywało umowy na nowy sprzęt (oraz remonty i modyfikacje istniejącego wyposażenia), który<br />
w kolejnych latach ma trafić do Wojska Polskiego.<br />
At the end of February 2019, the Minister of National Defence Mariusz Błaszczak signed a new plan for the technical<br />
modernization of the armed forces, this time for years 2017-2026. However, the recent announcements of the Ministry<br />
of National Defence indicate that already in September (perhaps at the current <strong>MSPO</strong>) work will be completed on a new<br />
planning document of this rank, referring to technical modernization between 2021 and 2035. Among this “document<br />
spree” it is worth noting that reality hates vacuum and in the last year the Ministry of National Defence carried out works<br />
on specific proceedings and signed number of contracts for new equipment (as well as repairs and modifications of<br />
existing military hardware), which will be delivered to the Polish Armed Forces in the coming years.<br />

from <strong>MSPO</strong> 2018 to August 2019<br />
Na wstępie warto zaznaczyć, że niniejszy artykuł nie aspiruje<br />
do zaprezentowania wszystkich rozpoczętych procedur<br />
przetargowych i podpisanych przez wojsko umów w ostatnim<br />
czasie, a zawiera wyłącznie ważniejsze z nich, odnoszące<br />
się w głównej mierze do zadań wymienionych w programach<br />
modernizacji technicznej Sił Zbrojnych RP. Oprócz wyszczególnienia<br />
dotychczasowych działań, pod koniec znajduje<br />
się również informacja o przypuszczeniach autora dotyczących<br />
umów i postępowań, które powinny zostać podpisane<br />
w czasie nadchodzących kilku miesięcy.<br />
Siły Powietrzne i obrona przeciwlotnicza<br />
- Wsparcie eksploatacji samolotów wielozadaniowych F-16<br />
Jastrząb przez pięć lat. Umowa międzyrządowa LOA (Letter of<br />
Offer and Acceptance) podpisana w trybie FMS (Foreign Military<br />
Sales) pomiędzy rządami Stanów Zjednoczonych i Polski.<br />
Jej podpisanie miało miejsce w październiku 2018 r., a wartość<br />
to ponad 115 mln USD (około 440 mln PLN).<br />
- Cztery kolejne samoloty M-346 Master w ramach opcji do<br />
umowy na system szkolenia zaawansowanego AJT. Podobnie<br />
jak w przypadku umów z 2014 i marca 2018 r., wykonawcą jest<br />
włoski koncern Leonardo. Z opcji na dodatkowe samoloty zdecydowano<br />
się skorzystać w grudniu 2018 r. Wartość kolejnych<br />
maszyn wraz pakietem wsparcia to 675 mln PLN.<br />
- 73 pojazdy do transportu elementów systemu obrony<br />
powietrznej średniego zasięgu Patriot w ramach programu<br />
At the beginning, it is important to note that this article<br />
does not aspire to present all of the procedures undertaken<br />
and contracts recently signed by the military, but contains<br />
only the most important of them, referring mainly to the<br />
tasks listed in the technical modernization programs of the<br />
Polish Armed Forces. In addition to detailing recent activities,<br />
at the end there is also information about the author’s suppositions<br />
regarding contracts and proceedings, which might<br />
be signed during the next few months.<br />
Air Force and air defence<br />
- Support for the operation of F-16 aircraft for a period<br />
of 5 years. Intergovernmental Letter of Offer and Acceptance<br />
signed in the FMS (Foreign Military Sales) procedure<br />
between the US and Polish governments. It was finalised in<br />
October 2018 and the value of the contract is over USD 115<br />
million (about PLN 440 million).<br />
- Additional four M-346 Master trainer aircraft as an option<br />
to the contract for the Advanced Jet Training system. As with<br />
the deals from 2014 and March 2018, the contractor is the<br />
Italian company Leonardo. The decision to use the option for<br />
additional aircraft was made in December 2018. The value of<br />
the next four machines together with the support package<br />
is PLN 675 million.<br />
- 73 vehicles for transportation of elements of the Patriot<br />
medium-range air defence system under the Wisła<br />

Pod względem wartości największą,<br />
wartą około 1,9 mld PLN umową była ta<br />
dotycząca pozyskania jednego dywizjonu<br />
artylerii rakietowej dalekiego zasięgu<br />
systemu HIMARS w ramach programu<br />
Homar.<br />
In terms of value, the largest contract,<br />
worth approximately PLN 1.9 billion,<br />
was the acquisition of one squadron of<br />
long-range rocket artillery of the HIMARS<br />
system under the Homar program.<br />
Wisła wraz z pakietem logistycznym i szkoleniowym. Wykonawcą<br />
umowy jest firma Jelcz Sp. z o.o., należąca do Huty Stalowa<br />
Wola (HSW) S.A., która z kolei jest spółką zależną Polskiej<br />
Grupy Zbrojeniowej (PGZ) S.A. Kontrakt został podpisany<br />
w maju 2019 r. i opiewa na kwotę niemal 171 mln PLN.<br />
Wojska Lądowe, Wojska Obrony Terytorialnej i Wojska<br />
Specjalne<br />
- 12 zestawów bezzałogowych statków powietrznych<br />
klasy mini FlyEye. Wykonawcą kontraktu jest WB Electronics<br />
S.A. a jego całkowita wartość wraz z opcją to ponad 42 mln<br />
PLN. Samą umowę na pierwsze trzy zestawy podpisano<br />
3 grudnia 2018 r., a z aneksu na kolejne 9 skorzystano 18 lipca<br />
br.<br />
- Cztery śmigłowce S-70i Black Hawk wraz z doposażeniem<br />
oraz pakietem logistycznym i szkoleniowym. Podmiotem<br />
odpowiedzialnym za realizację umowy są Polskie<br />
Zakłady Lotnicze Sp. z o.o. (PZL-Mielec) należące do Sikorsky<br />
Aircraft Corporation, która jest własnością korporacji Lockheed<br />
Martin. Umowę o wartości ponad 683 mln PLN podpisano<br />
25 stycznia br.<br />
- Dywizjon (18 wyrzutni bojowych i 2 szkolne) systemu artyleryjskiego<br />
dalekiego zasięgu HIMARS w ramach programu<br />
Homar wraz z amunicją, modułami szkolnymi, dowodzenia<br />
i pojazdami wsparcia. Dostawa nastąpi na podstawie umowy<br />
między rządami Stanów Zjednoczonych i Polski, a jej wykonawcą<br />
jest Lockheed Martin. Podpisanie przez Polskę umowy<br />
odbyło się 13 lutego br., zaś jej szacunkowa wartość to około<br />
1,9 mld PLN (414 mln USD netto).<br />
- Remont i modyfikacja maksymalnie 318 czołgów T-72<br />
należących do SZ RP. Wykonawcą umowy zostało konsorcjum<br />
w składzie: PGZ (lider), <strong>Wojsko</strong>we Zakłady Motoryzacyjne S.A.<br />
i Zakłady Mechaniczne BUMAR-ŁABĘDY S.A. Całkowita wartość<br />
podpisanego 22 lipca br. kontraktu to 1,749 mld PLN.<br />
Marynarka Wojenna<br />
- Realizacja prac rozwojowych na opracowanie Mobilnego<br />
Systemu Radionawigacyjnego Średniego Zasięgu<br />
SRN. Wykonawcą podpisanej 5 września 2018 r. umowy<br />
o wartości 62,5 mln PLN jest należący do PGZ Ośrodek Badawczo-Rozwojowy<br />
Centrum Techniki Morskiej S.A.<br />

programme with logistics and training package. The company<br />
responsible for the delivery is Jelcz Sp.z o.o., belonging to<br />
the Huta Stalowa Wola (HSW) S.A., which in turn is a subsidiary<br />
of the Polish Armaments Group (PGZ) S.A. The contract<br />
was signed in May 2019 and amounts to almost PLN 171<br />
million.<br />
Land Forces, Territorial Defence Forces and Special<br />
Forces<br />
- 12 sets of FlyEye mini unmanned aerial system. The contractor<br />
is WB Electronics S.A. and its total value together with<br />
the option is over PLN 42 million. The contract itself for the<br />
first 3 sets was signed on December 3, 2018, and the annex<br />
for the following 9 sets was used on July 18, 2019.<br />
- Four S-70i Black Hawk helicopters with retrofitting as well<br />
as a logistics and training package. The entity responsible for<br />
the realisation of the contract is Polskie Zakłady Lotnicze Sp.<br />
z o.o. (PZL-Mielec) company owned by Sikorsky Aircraft Corporation,<br />
which is a subsidiary of Lockheed Martin. The contract<br />
worth over PLN 683 million was signed on January 25, 2019.<br />
- One squadron (18 combat and 2 training launchers) of<br />
HIMARS long range artillery system under the Homar programme,<br />
along with ammunition, training modules, command<br />
and support vehicles. The delivery will be based on an<br />
agreement between the US and Polish governments and its<br />
contractor is Lockheed Martin. The signing of the contract<br />
by Poland took place on February 13, 2019 and its estimated<br />
value is about PLN 1.9 billion (USD 414 million net).<br />
- Repair and modification of up to 318 T-72 main battle<br />
tanks (MBT) owned by the Polish Armed Forces. The contractor<br />
is the consortium composed of the PGZ (leader),<br />
<strong>Wojsko</strong>we Zakłady Motoryzacyjne S.A. and Zakłady Mechaniczne<br />
BUMAR-ŁABĘDY S.A companies. The total value of the<br />
contract signed on July 22, 2019 is PLN 1.749 billion.<br />
Navy<br />
- Works for the development of the SRN Medium Range<br />
Mobile Radio Navigation System. The contract valued PLN 62.5<br />
million was signed on September 5, 2018 and the company<br />
responsible is Ośrodek Badawczo-Rozwojowy Centrum Techniki<br />
Morskiej S.A. (OBR CTM), which is a part of the PGZ group.<br />

medycznym. Wykonawcą<br />
kontraktu jest Wytwórnia<br />
Sprzętu Komunikacyjnego PZL-Świdnik S.A. należąca do<br />
koncernu Leonardo. Umowę parafowano 26 kwietnia br., a jej<br />
wartość to 1,650 mld PLN.<br />
- Naprawa główna i dokowa fregaty rakietowej ORP Gen.<br />
T. Kościuszko. Za realizację zadania odpowiedzialnym zostało<br />
konsorcjum PGZ i PGZ Stocznia Wojenna. Umowę o wartości<br />
49 mln PLN podpisano 24 maja br.<br />
- Naprawa bieżąca i dokowa okrętu hydrograficznego ORP<br />
Arctowski. Wykonawcą podpisanej 24 maja br. umowy o wartości<br />
50 mln PLN jest konsorcjum PGZ i PGZ Stoczni Wojennej.<br />
Inną znaczącą umową, która ma wzmocnić potencjał Wojsk Lądowych był kontrakt<br />
na remont i modyfikację do 318 czołgów podstawowych T-72. Według<br />
MON jest to rozwiązanie tymczasowe wobec dalszych planów pozyskania nowych<br />
czołgów podstawowych, prawdopodobnie we współpracy z partnerami<br />
zagranicznymi.<br />
Another significant deal to strengthen the potential of the Land Forces was<br />
a contract for the renovation and modification of up to 318 T-72 MBTs. According<br />
to The Ministry of National Defence it is a temporary solution due to further<br />
plans to acquire new MBTs, probably in cooperation with foreign partners.<br />

- Four AW101 helicopters<br />
in ASW/CSAR version with<br />
training and logistics package<br />
as well as medical equipment.<br />
The contractor is Wytwórnia<br />
Sprzętu Komunikacyjnego<br />
PZL-Świdnik S.A. company,<br />
a subsidiary of Leonardo. The contract was signed on April<br />
26, 2019 and is valued PLN 1.650 billion.<br />
- Capital and dock repair of missile frigate ORP Gen. T. Kościuszko.<br />
Consortium of the PGZ and PGZ Stocznia Wojenna is<br />
responsible for the realisation of the contract. The deal worth<br />
PLN 49 million was signed on May 24, 2019.<br />
- Light and dock repair of the hydrographic ship ORP Arctowski.<br />
The contract worth PLN 50 million was signed on May<br />
24, 2019 and is being realised by the consortium of the PGZ<br />
and PGZ Stocznia Wojenna.<br />
Pozostałe<br />
- Modyfikacja zintegrowanych węzłów teleinformatycznych<br />
KTSAwp systemu wspomagania dowodzenia C3IS Jaśmin.<br />
Umowę z Teldat Sp. z o.o. Sp.k. o wartości ponad 64 mln<br />
PLN podpisano we wrześniu 2018 r.<br />
Other<br />
- Modification of the KTSAwp integrated ICT nodes of the<br />
C3IS Jaśmin command support system. The contract with<br />
Teldat Sp. z o.o. Sp.k. valued over PLN 64 million was signed<br />
in September 2018.<br />
Również Marynarka Wojenna otrzymała swoją część „tortu” związanego z modernizacją techniczną. Podpisana umowa na dostawę czterech śmigłowców ZOP/<br />
CSAR jest dobrym początkiem podnoszenia potencjału Brygady Lotnictwa Marynarki Wojennej.<br />
The Navy also received its part of the “cake” related to technical modernization. The contract signed for the supply of four ASW/CSAR helicopters is a good start<br />
to raising the potential of the Naval Air Brigade.<br />

Także spółka Jelcz może pochwalić się znacznymi<br />
sukcesami w kwestii podpisanych<br />
umów z MON w ostatnim czasie. Resort<br />
obrony zlecił firmie dostarczenie setek ciężarówek<br />
i pojazdów, które poważnie wzmocnią<br />
logistykę Sił Zbrojnych RP.<br />
In addition, the Jelcz company can boast of<br />
significant successes in the area of recently<br />
signed contracts with the Ministry of National<br />
Defence. The Ministry commissioned the<br />
company to provide hundreds of trucks and<br />
vehicles that would seriously strengthen the<br />
logistics of the Polish Armed Forces.<br />
- 11 mobilnych stacji radiolokacyjnych NUR-15M Odra.<br />
Wykonawcą zawartej 4 września 2018 r. umowy została należąca<br />
do PGZ firma PIT-RADWAR S.A., a jej wartość to ponad<br />
545 mln PLN.<br />
- 35 robotów patrolowo-przenośnych. Umowę o wartości<br />
ponad 80 mln PLN podpisano 27 listopada ub.r. z Przemysłowym<br />
Instytutem Automatyki i Pomiarów.<br />
- Osiem zestawów bezzałogowych statków powietrznych<br />
klasy taktycznej krótkiego zasięgu PGZ 19R Orlik. Podmiotem<br />
odpowiedzialnym za realizację umowy jest konsorcjum spółek<br />
należących do PGZ (wraz z nią samą), a liderem wykonawczym<br />
zostały <strong>Wojsko</strong>we Zakłady Lotnicze nr 2. Kontrakt o wartości niespełna<br />
790 mln PLN podpisano 30 listopada 2018 r.<br />
- Niemal 20 tys. pistoletów samopowtarzalnych kal. 9 mm<br />
PR-15 Ragun. Wykonawcą kontraktu została należąca do PGZ<br />
Fabryka Broni „Łucznik” – RADOM Sp. z o.o. Wartą 49 mln PLN<br />
umowę podpisano 4 grudnia 2018 r.<br />
- 780 moździerzy kal. 60 mm LMP-2017. Podmiotem<br />
odpowiedzialnym za realizację podpisanej 12 grudnia ub.r.<br />
umowy są należące do PGZ Zakłady Mechaniczne „Tarnów”<br />
S.A., a jej wartość to 31 mln PLN.<br />
- 888 samochodów średniej ładowności i wysokiej mobilności<br />
Jelcz 442.32, w tym 473 w ramach zamówienia gwarantowanego<br />
i kolejne 415 w ramach opcji. Dostawcą pojazdów<br />
został Jelcz Sp. z o.o. Umowa na kwotę od 419 do ponad 784<br />
(wykorzystanie opcji) mln PLN podpisano 18 grudnia 2018 r.<br />
- 58 zestawów narzędzi od mechanizacji prac przy budowie<br />
wiaduktów i mostów w ramach programu Kosodrzewina.<br />
Wart ponad 143 mln PLN kontrakt podpisano 20 grudnia<br />
2018 r. z firmą Janusz Kania Agregaty Pex-Pool Plus.<br />
- 41 węzłów teleinformatycznych w wersji kontenerowej<br />
(24 sztuki) i przenośnej (15 sztuk), a także w wersji szkolno-<br />
-treningowej (2 sztuki). Firmą odpowiedzialną za wykonanie<br />
umowy jest konsorcjum spółek Teldat Sp. z o.o. Sp.k. i Siltec<br />
sp. z o.o. Wartą prawie 300 mln PLN umowę podpisano 21<br />
grudnia 2018 r.<br />
- 47 zestawów Jelcz 862 z systemem samozaładowczym<br />
Multilift i przyczepą do transportu kontenerów PK 2-24-t.<br />
Kontrakt z przedsiębiorstwem Cargotec Poland Sp. z o.o.<br />
podpisano 2 kwietnia br., a jego wartość wyniosła ponad 95<br />
mln PLN.<br />
- 18 pojazdów dowodzenia i łączności – aparatowni<br />
łączności cyfrowych transmisyjnych RWŁC-10/T. Wykonawcą<br />
umowy są <strong>Wojsko</strong>we Zakłady Łączności nr 1 S.A<br />
i Transbit Sp. z o.o. Kontrakt o wartości ponad 156 mln PLN<br />
podpisano 9 maja br.<br />
- 11 NUR-15M Odra mobile radar stations. The contract<br />
signed with PIT-RADWAR S.A. (part of the PGZ) on September<br />
4, 2018 is valued over PLN 545 million.<br />
- 35 patrol and portable robots. The deal worth over PLN<br />
80 million was signed on November 27, 2018 with the Industrial<br />
Research Institute of Automation and Measurements<br />
(PIAP).<br />
- 8 sets of PGZ 19R Orlik short-range tactical unmanned<br />
aerial system. The entity responsible for the realisation of<br />
the contract is a consortium of companies belonging to the<br />
PGZ and the executive leader of the consortium is <strong>Wojsko</strong>we<br />
Zakłady Lotnicze (WZL) nr 2 company. The contract worth<br />
almost PLN 790 million was signed on November 30, 2018.<br />

- 888 Jelcz 442.32 medium load and high mobility vehicles,<br />
including 473 as part of the guaranteed order and<br />
another 415 as an option. The contractor is Jelcz sp. z o.o.<br />
The deal valued between PLN 419 to over 784 (with option)<br />
million was signed on December 18, 2018.<br />
- 58 tool sets from the mechanization of work on the<br />
construction of viaducts and bridges under Kosodrzewina<br />
programme. The contract worth over PLN 143 million was<br />
signed on December 20, 2018 with the company Janusz Kania<br />

pieces), as well as the training (2 pieces) versions. The entity<br />
responsible for the realisation of the contract is the consortium<br />

The contract, worth almost PLN 300 million, was signed on<br />
December 21, 2018.<br />

2019, and it valued over PLN 95 million.<br />

was signed on June 17, 2019 with the company Celtech sp.<br />
z o.o. and its value is over PLN 85 million.<br />

company was signed on July 11, 2019 and its value amounted<br />
to over PLN 53 million.<br />
The total value of contracts signed (including options) in<br />
the period between September 2018 and August 2019 is approximately<br />
PLN 11 billion. According to the announcement<br />
of the Ministry of National Defence and the analysed media<br />
reports, several more contracts might be signed by the end of<br />
the year, of which the following seem feasible: acquisition of<br />
mini unmanned aerial systems under the Wizjer programme;<br />
modernization of BPz-2 armoured tractors to the version of<br />
the armoured recovery vehicles; delivery of Rosomak-WPT<br />
technical support vehicles; delivery of Rosomak R-1 and<br />
R-2 reconnaissance and command vehicles with the Hitfist-<br />
-30P turret; delivery of Rosomak-RSK pollution recognition<br />

The armament from Tarnów has been an inseparable<br />
element of the <strong>MSPO</strong> exhibition of the Polish Defense<br />
Industry for years. What did your company bring to<br />
Kielce this year?<br />
Every year, during the <strong>MSPO</strong>, we present an offer for<br />
Polish customers, i.e. for the Polish Armed Forces and other<br />
governmental and law-enforcement agencies, as well as for<br />
foreign customers. We present our products – which is also<br />
a tradition – at the joint stand of the Polish Armaments Group.<br />
One of the calling cards of Zakłady Mechaniczne “Tarnów”<br />
S.A. are manual and semi-automatic sniper rifles. We<br />
also brought to Kielce: 7.62 mm UKM-2000P machine gun;<br />
12.7 mm heavy machine gun WKM-Bm; 12.7 mm WLKM multi-barrel<br />
rotary machine gun, 40 mm RGP-40 multi-shot grenade<br />
launcher; remotely controlled weapon modules and<br />
60 mm light infantry mortars, LMP-2017 and LMP-2017M. All<br />
this can be seen at the stand of Zakłady Mechaniczne “Tarnów”<br />
S.A. in hall C-3.<br />
An important point in<br />
our fair portfolio is the production<br />
version of the LMP-<br />
2017 light infantry mortar.<br />
This is the first of a newly<br />
created family of mortars<br />
protected by a proprietary<br />
European industrial design<br />
protection. The solutions<br />
used in it allow to offer weapons<br />
in two calibers, i.e.<br />
Polish 60 mm and NATO<br />
60.7 mm, for 2 kg shells with<br />
a fragmentation level of<br />
1500 shards. By the end of<br />
this year, Territorial Defense<br />
Forces will receive the first<br />
150 copies of this mortar. We<br />
also anticipate the modernization<br />
of the LM-60D light mortars used by the Polish Armed<br />
Forces to the LMP-2017M light modular mortar standard. It<br />
will cover, among others, replacement of the barrel together<br />
with the lock and the trigger mechanism, modification of the<br />
bipod and retrofitting the mortar with an additional electronic<br />
sight, a safety device prohibiting double-loading and<br />

dowodzenia oraz ciągnikiem artyleryjskim z jednostką ogniową.<br />
Ponadto, również na zewnątrz, pokazujemy 23 mm<br />
zestawy artyleryjsko-rakietowe z napędami mechanicznymi<br />
i elektrycznymi, kontener LOOK oraz naszą strzelnicę kontenerową.<br />
Nasze produkty wystawiamy na terenie zewnętrznym<br />
oznaczonym jako ZC-5.<br />
Można powiedzieć, że ekspozycja firmy podczas<br />
<strong>MSPO</strong> w pewnym stopniu stanowi odbicie kondycji,<br />
w której się ona znajduje. Jaka jest dzisiaj kondycja Zakładów<br />
Mechanicznych „Tarnów” i jakie są plany na ich<br />
rozwój w przyszłości?<br />
Kondycja naszej firmy jest dobra i perspektywiczna. Zakłady<br />
Mechaniczne „Tarnów” mają podpisane wieloletnie<br />
umowy na dostawy sprzętu dla Sił Zbrojnych RP. Są takie obszary,<br />
w których nasze wyroby są bezkonkurencyjne. Naszym<br />
głównym klientem jest polski resort obrony. Zadania, które<br />
stawia nam MON, realizujemy zgodnie z oczekiwaniami. Dostarczamy<br />
i będziemy dostarczać produkty o wysokich walorach<br />
technicznych i jakościowych, spełniających wymagania<br />
operacyjne wojska. Wobec powyższego, Zakłady Mechaniczne<br />
„Tarnów” zmuszone są nieprzerwanie podnosić swoje<br />
zdolności badawcze, produkcyjne i wytwórcze, zapewniając<br />
tym samym konkurencyjne produkty.<br />
Mamy opracowaną strategię i dążymy do jej realizacji,<br />
aby stale zajmować miejsce w gronie liderów wśród producentów<br />
uzbrojenia i sprzętu wojskowego. Nasza strategia na<br />
lata 2019-2023 zakłada, że Zakłady będą zmierzały do stałego<br />
wzrostu i podnoszenia doskonałości operacyjnej. Prognozowany<br />
plan przychodów ze sprzedaży w 2019 r. zakłada wynik<br />
na poziomie 200 mln PLN. Jeżeli zaś chodzi o przyszły rok, to<br />
a small resistance plate. Modifications introduced in the LMP-<br />
-2017M mortar and its newly developed ammunition allow<br />
for increasing the shooting range from 2330 m to 3000 m.<br />
In turn, at the exhibition in front of the fair halls we present<br />
the PSR-A Pilica Fire Unit with a command post and an<br />
artillery prime-mover with a munition stock. In addition, also<br />
outside, we show missile and 23 mm artillery systems with<br />
mechanical and electrical propulsion, the LOOK container<br />
and our container shooting range. We display our products<br />
in the external area marked as ZC-5.<br />
It can be said that the company’s exposition during<br />
the <strong>MSPO</strong> to some extent reflects the condition in<br />
which the company is. What is the condition of the Zakłady<br />
Mechaniczne “Tarnów” today and what are the<br />
plans for their development in the future?<br />
The condition of our company is good and promising.<br />
Zakłady Mechaniczne “Tarnów” has signed long-term contracts<br />
for the supply of equipment for the Polish Armed Forces.<br />
There are areas where our products are unrivaled. Our main<br />
client is the Polish Defense Sector. We carry out the tasks to<br />
meet the Ministry of National Defense expectations. We have<br />
provided and will provide products with high technical and<br />
quality values that meet the operational requirements of the<br />
Armed Forces. Taking the above into account, Zakłady Mechaniczne<br />
“Tarnów” company is constantly obliged to improve<br />
its research, production and production capabilities, thus<br />
ensuring competitive products.<br />
We have a strategy developed and we strive to implement it<br />
to constantly occupy a place among the leaders among manufacturers<br />
of armaments and military equipment. Our strategy for<br />
the years 2019-2023 assumes that the Plant will aim at constant<br />
growth and increasing operational excellence. The forecast sales<br />
revenue plan for 2019 assumes a result of PLN 200 million. As<br />
for next year, we plan that revenues of Mechanical Works will<br />
increase to over PLN 200 million. We also forecast that the growing<br />
demand for the Company’s products will lead to the fact<br />
that from 2023, revenues from domestic sales and exports will<br />
amount to approx. PLN 500 million per year.<br />

na rynek produktów znacząco udoskonalonych pod względem<br />
jakościowym. Zmodernizowaliśmy kluczowe budynki<br />
produkcyjne poprzez przystosowanie istniejącej infrastruktury<br />
do rozbudowanego parku maszynowego. Łączna wartość inwestycji<br />
w latach 2016-2018 wyniosła blisko 50 mln PLN.<br />
Dzięki inwestycjom w infrastrukturę i projekty badawczo-<br />
-rozwojowe chcemy zwiększyć innowacyjność i konkurencyjność<br />
Zakładów Mechanicznych „Tarnów”. W związku z tym<br />
planujemy kolejne inwestycje. Oszacowaliśmy, że w latach<br />

200 million. We also forecast that the growing demand for the<br />
company’s products will lead to the fact that from 2023, revenues<br />
from domestic sales and exports will amount to approx. PLN 500<br />
million per year.<br />
Virtually in all areas of our activity we have certain key projects<br />
that are our priority. We want the company to grow in a sustainable<br />
way in all fields of activity. We take into account aspects such<br />
as employee satisfaction and modernization of machinery and<br />
production technology. In the 2016-2018, we took many actions<br />
aimed at modernizing our industrial infrastructure. We purchased<br />
dozens of the most modern machining centers, enabling optimization<br />
of the production processes of key elements for our products.<br />
Zakłady Mechaniczne “Tarnów” also invested significantly<br />
on research equipment, which will allow to introduce to the market<br />
products considerably improved in quality. We have modernized<br />
key factory buildings by adapting the existing infrastructure<br />
to an extensive machine park. The total value of investments in<br />
2016-2018 amounted to nearly PLN 50 million.<br />
We want to increase innovation and competitiveness of Zakłady<br />
Mechaniczne “Tarnów” throught investments in infrastructure<br />
and research and development projects. Therefore, we are planning<br />
further investments. We estimated that in the 2019-2023 we<br />
will allocate nearly PLN 100 million to them. We want to be one<br />
of the most modern companies of the Polish Armaments Group.<br />
Investments in infrastructure and technologies are the only way<br />
that can lead us to achieve this objective.<br />

prototypu i egzemplarza testowego czołgu Leopard 2PL.<br />
In August, the range stage of the military acceptance tests of the Leopard 2PL<br />

The upgrade program of the Polish Army Leopard 2A4 tanks to the 2PL standard enters the stage of main contractor<br />
selection. The main contractor will be the Polish industry - Zakłady Mechaniczne “BUMAR-ŁABĘDY” S.A. After the end of<br />
the range acceptance tests of the prototype vehicle and test vehicle at the beginning of August this year, the final test<br />
report is currently being prepared. Acceptance of the prototype test report and the recommendations formulated as a result<br />
of it, will open the way to the approval of technical documentation for the modernization of tanks, and this will allow<br />
formal start of work at the industrial level. The program is delayed compared to the original schedule, but it is possible<br />

Przebieg badań prototypu Leoparda 2PL, prowadzonych<br />
pod nadzorem Inspektoratu Uzbrojenia (IU), otoczony był<br />
ścisłą tajemnicą. Obecnie, po zakończeniu ich etapu poligonowego,<br />
możemy już niektóre informacje opublikować, tym<br />
bardziej, że wyniki decydującego dla przyszłości całego programu<br />
sprawdzianu są pozytywne.<br />
Badania prototypu Leoparda 2PL<br />
Na wstępie należy podkreślić, że za opracowanie koncepcji<br />
modernizacji czołgu, przygotowanie prototypu i współpracę<br />
z zespołem badawczym podczas testów odpowiadał strategiczny<br />
partner projektu – firma Rheinmetall Landsysteme GmbH.<br />
Oczywiście w większości prac brali udział polscy specjaliści,<br />
a w wozie zamontowano dostarczone przez polskich uczestników<br />
programu i ich podwykonawców systemy oraz zespoły,<br />
niemniej z punktu widzenia zapisów kontraktu za cały proces<br />
badawczo-rozwojowy odpowiedzialna była niemiecka firma.<br />
W jego ramach, na podstawie specyfikacji istotnych warunków<br />
zamówienia zawartych w umowie, przygotowany został<br />

Inspectorate, was surrounded by strict confidentiality. At<br />
present, after the end of the test field stage, we can publish<br />
some information, especially that the results of the test crucial<br />
for the future are positive.<br />
Leoparda 2PL evaluation tests<br />
At the beginning it should be emphasized that the strategic<br />
project partner – Rheinmetall Landsysteme GmbH was<br />
responsible for developing the concept of tank modernization,<br />
prototype preparation and cooperation with the test<br />
team during evaluation tests. Of course, Polish specialists<br />
took part in most of the work, and the vehicle was equipped<br />
with systems and components provided by Polish program<br />
participants and their subcontractors, but from the point of<br />
view of the contract provisions, the German company was<br />
responsible for the entire research and development process.<br />

projekt koncepcyjny, którego pierwsza wersja została przekazana<br />
IU 6 maja 2016 r. W kolejnych miesiącach trwały jego analizy<br />
i wprowadzane były kolejne poprawki. Ostatecznie projekt ten,<br />
stanowiący podstawę do konfiguracji prototypu modernizacji,<br />
zatwierdzono w październiku 2017 r. Konfiguracji pierwszej<br />
wersji projektu koncepcyjnego odpowiadał demonstrator zmodernizowanego<br />
czołgu, przygotowany przez Rheinmetalla (wóz<br />
pochodzący z zasobów tej firmy). Nie miał on jeszcze zamontowanych<br />
wszystkich zaplanowanych i w pełni funkcjonalnych<br />
urządzeń (w wielu przypadkach były to makiety), ale spełniał<br />
bardzo ważną rolę podczas dyskusji na temat finalnego pakietu<br />
modernizacyjnego prototypu i na nim wprowadzano także<br />
zmiany wynikające z wprowadzanych w projekcie poprawek.<br />
W grudniu 2016 r. do <strong>Wojsko</strong>wego Instytutu Techniki<br />
Pancernej i Samochodowej w Sulejówku trafił czołg Leopard<br />
2A4, który miał aktualny przegląd F6 i przeszedł ograniczony<br />
proces usprawnienia mechanicznego oraz elementów<br />
podlegających modernizacji w ZM „BUMAR-ŁABĘDY” S.A.<br />
Z jego udziałem w następnych tygodniach przeprowadzony<br />
został cykl badań i pomiarów jako tzw. egzemplarza wzorcowego<br />
przed modernizacją. Porównanie wyników badań<br />
tego wozu miało posłużyć do określenia przyrostu parametrów<br />
taktyczno-techniczno-eksploatacyjnych uzyskanych<br />
w wyniku przeprowadzenia modernizacji. Ten sam egzemplarz<br />
został skierowany do Niemiec w celu przekształcenia<br />
w prototyp. Po zatwierdzeniu finalnego projektu koncepcyjnego,<br />
w zakładach Rheinmetall Landysteme w Unterlüß,<br />
poddano modernizacji i obsłudze F6 wóz prototypowy. Pozostałych<br />
pięć czołgów tzw. partii przedseryjnej, także Niemczech,<br />
doprowadzono do standardu prototypowi i przeprowadzono<br />
na nich obsługę F6. Choć pod nadzorem niemieckich<br />
inżynierów i techników, ale już z aktywnym udziałem<br />
polskich specjalistów. Ich uczestnictwo w tych pracach miało<br />
na celu przejęcie know-how i przeszkolenie w zakresie niezbędnych<br />
do wykonywania prac w Polsce umiejętności.<br />
Pierwszy prototyp przeszedł w pierwszej połowie 2018 r.<br />
badania zakładowe w Niemczech. Pierwszy ich etap leżał<br />
w kompetencji niemieckiego wykonawcy, ale drugi, prowadzony<br />
także w ramach badań zakładowych wiosną 2018 r.,<br />
był już nadzorowany przez komisję powołaną przez IU, przy<br />
współudziale badaczy z WITPiS. Przeprowadzono go w oparciu<br />
o bazę badawczo-poligonową Rheinmetalla w Unterlüß<br />
terms of the contract, a conceptual design was prepared, the<br />
first version of which was submitted to the Armament Inspectorate<br />
on May 6, 2016. In the following months the analyzes<br />
continued and further amendments were introduced.<br />
Ultimately, the project being the basis for the modernization<br />
prototype configuring, was approved in October 2017. The<br />
configuration of the first version of the conceptual design<br />
corresponded to the modernized tank demonstrator, prepared<br />
by Rheinmetall (a vehicle from the resources of a German<br />
company). It did not yet have all planned and fully functional<br />
devices installed (in many cases they were mock-ups), but it<br />
played a very important role during the discussion on the final<br />
prototype modernization package and it also introduced<br />
changes resulting from the amendments introduced in the<br />
project.<br />
In December 2016, a Leopard 2A4 tank was delivered to<br />
the Military Institute of Armored and Automotive Technology<br />
(WITPiS) in Sulejówek. The tank had a current F6 overhaul and<br />
underwent a limited process of mechanical improvement and<br />
elements modifications done at ZM “BUMAR-ŁABĘDY” S.A. In<br />
the following weeks it took part in a series of tests and measurements,<br />
it was to be so-called reference vehicle, before the<br />
actual modernization. Comparison of the test results of this<br />
vehicle was to determine the level of tactical-technical-operational<br />
parameters increase, obtained as a result of modernization.<br />
The same copy was sent to Germany for transformation<br />
into a prototype. After approval of the final concept design,<br />
the F6 prototype vehicle was modernized and serviced at the<br />
Rheinmetall Landysteme plant in Unterlüß. The remaining<br />
five examples, the so-called pre-series batch were brought to<br />
the prototype standard and F6 overhaul was carried out on<br />
them, also in Germany. The works were conducted under the<br />
supervision of German engineers and technicians, but with<br />
the active participation of Polish specialists. Their participation<br />
in these works was aimed at taking over the know-how and<br />
training in the skills necessary to perform works in Poland.<br />
The first prototype underwent factory tests in Germany<br />
in the first half of 2018. The first stage was the responsibility<br />
of the German contractor, but the second, also carried out as<br />
part of the plant research in spring 2018, was already supervised<br />
by a board appointed by the Armament Inspectorate, in<br />
cooperation with researchers from WITPiS. It was carried out<br />

Prototypowy czołg Leopard 2PL pokonał w trakcie wojskowych prób odbiorczych ponad 2200 km w bardzo zróżnicowanym terenie.<br />
The prototype was to cover over 2200 km on roads with different surfaces and off-road.<br />
i objął m.in. część badań klimatycznych i zgodności elektromagnetycznej,<br />
a także strzelania potwierdzające wymóg dostosowania<br />
czołgu do użycia amunicji podkalibrowej DM63<br />
(i ćwiczebnej DM78 CSDS-T/DM88) oraz odłamkowo-burzącej<br />
z zapalnikiem programowalnym DM11. Tych testów, z różnych<br />
względów, przede wszystkim braku dostępności w kraju odpowiedniej<br />
i certyfikowanej infrastruktury badawczej oraz<br />
poligonowej, nie można było przeprowadzić w Polsce lub<br />
byłoby to skomplikowane oraz kosztowne. Wyniki tych badań,<br />
odbywających się wg metodyki zatwierdzonej do badań wojskowych<br />
prototypu, zostały formalnie do nich zaliczone.<br />
W lipcu 2018 r. prototyp trafił do ZM „BUMAR-ŁABĘDY” S.A.,<br />
gdzie przygotowany został do intensywnych prób poligonowych<br />
w ramach polskiego etapu testów – właściwych badań<br />
wojskowych. Z Łabęd przewieziono go do WITPiS, gdzie w sierpniu<br />
2018 r. rozpoczęły się wojskowe badania odbiorcze. Według<br />
ówczesnych planów miały one potrwać do lutego 2019 r. Objęły<br />
one sprawdzenie wszystkich wymaganych nowych funkcjonalności<br />
w pełnym spektrum warunków, także w ramach prób<br />
przebiegowych i ogniowych. Jak już wspomniano, ich przebieg<br />
nie dał powodów do poważniejszych zastrzeżeń dotyczących<br />
pakietu modernizacyjnego czołgu. Choć oczywiście nie obyło<br />
się bez pewnych uwag. Dotyczyły one m.in. wprowadzenia poprawek<br />
do układu mocowania elementów zestawu pancerza<br />
dodatkowego, zmiany sposobu mocowania pokrywy pomocniczego<br />
zespołu prądotwórczego APU, czy poprawienia zamocowania<br />
wiązki przewodów zasilających i sygnałowych kamery<br />
termowizyjnej kierowcy KDN-1T.<br />
Większość usterek została ujawniona dzięki metodyce prób,<br />
która przewidywała badania przebiegowe na takim samym<br />
dystansie jak dla fabrycznie nowego pojazdu. Prototyp miał<br />
w ich trakcie pokonać 2000 km po drogach o różnej nawierzchni<br />
i bezdrożach, co odpowiada ok. 10-letniej eksploatacji w warunkach<br />
pokojowych (średni roczny przebieg Leoparda 2 w Wojsku<br />
Polskim to ok. 200 km, a dopuszczalny 900 km). Chociaż wóz był<br />
po przeglądzie F6 i niezbędnych naprawach, które przywróciły<br />
mu pełną sprawność na moment rozpoczęcia badań, nie należy<br />
zapominać, że opuścił zakład produkcyjny przed ponad 30 laty<br />
at the Rheinmetall Landysteme research and training base<br />
in Unterlüß, and included, among others, part of the climate<br />
and electromagnetic compatibility tests, as well as firing<br />
confirming the requirement to adapt the tank to firing DM63<br />
kinetic energy penetrator ammunition (and DM78 CSDS-T/<br />
DM88 training ammunition) as well as fragmentation and HE<br />
rounds with DM11 programmable fuse. These tests, for various<br />
reasons, primarily the lack of availability of adequate and certified<br />
research and testing infrastructure in the country, could<br />
not be carried out in Poland or it would be complicated and<br />
expensive. The results of these tests, taking place according to<br />
the methodology approved for prototype military tests, were<br />
formally included in the final report from them.<br />
In July 2018, the prototype was sent to Zakłady Mechaniczne<br />
“BUMAR-ŁABĘDY” S.A., where it was prepared for intensive<br />
field tests during the Polish testing stage - appropriate military<br />
tests. It was transported from Łabędy to WITPiS, where<br />
military acceptance tests began in August 2018. According to<br />
the plans at the time, they were to last until February 2019.<br />
They included checking all required new modes in the full<br />
spectrum of conditions, including driving and fire tests. As<br />
already mentioned, their course did not rise any serious concerns<br />
regarding the tank modernization package. Although, of<br />
course, it was not without some comments. They concerned,<br />
among others, introducing amendments to the mounting<br />
system of the additional armor kit elements, changing the<br />
method of mounting the APU auxiliary generator cover, or<br />
improving the attachment of the power and signal wiring harness<br />
for the KDN-1T thermal imaging camera.<br />
Most of the shortcomings were revealed due to the test<br />
methodology, which provided for driving tests at the same<br />
distance as for a brand new vehicle. The prototype was to<br />
cover 2000 km on roads with different surfaces and off-road,<br />
which corresponds to about 10 years of operation in peaceful<br />
conditions (the average annual mileage of Leopard 2 in<br />
the Polish Army is about 200 km, and permissible 900 km).<br />
Although the vehicle underwent F6 overhaul and necessary<br />
repairs, which restored it to full efficiency at the start of testing,<br />

i miał za sobą długą służbę w Bundeswehrze oraz Wojsku Polskim.<br />
Zespoły jego układu przeniesienia napędu oraz jezdnego<br />
zostały skontrolowane i uznane za nadające się do dalszej eksploatacji<br />
na podstawie procedur przyjętych przez producenta<br />
czołgu, ale po kolejnych pokonanych setkach kilometrów przebiegu<br />
awarie zaczęły pojawiać się coraz częściej, tym bardziej,<br />
że masa wozu wzrosła o ponad 4 t w stosunku do bazowego<br />
wozu (choć zostało to częściowo skompensowane regulacją<br />
drążków skrętnych). To zaś wymuszało przerywanie badań<br />
i konieczność dokonania niezbędnych napraw oraz wymian<br />
zespołów. Powinna być to cenna lekcja dla wszystkich, którzy<br />
jeszcze niedawno uważali, że do przywrócenia pełnej sprawności<br />
czołgu wystarczy jedynie przeprowadzenie prac przewidzianych<br />
przez producenta i zatwierdzonych metodykami<br />
stosowanymi przez służby techniczne Bundeswehry. Nie przewidują<br />
one np. obligatoryjnego demontażu czołgu, odmiennie<br />
od praktyki stosowanej w polskich zakładach remontujących<br />
tego typu sprzęt. „Zachodnie” podejście może jest i dobre, jeśli<br />
skrupulatnie przestrzega się terminów wszystkich przeglądów<br />
i wymian podzespołów, ale polskich Leopardów 2 to nie dotyczyło<br />
(przynajmniej większości). Nawet w Bundeswehrze, szczególnie<br />
w latach odprężenia po zakończeniu zimnej wojny, tych<br />
harmonogramów nie przestrzegano, a w Wojsku Polskim przez<br />
wiele lat wsparcie eksploatacji niemieckich wozów, zapewniane<br />
własnymi siłami przez wojsko, pozostawiało wiele do życzenia.<br />
Stąd większość czołgów, które dotąd trafiły do ZB „BUMAR-<br />
-ŁABĘDY” S.A. wymaga szeroko zakrojonego remontu. Jak twierdzą<br />
specjaliści z Łabęd, kondycja trafiających do nich wozów<br />
jest, delikatnie mówiąc, zróżnicowana. Są wśród nich czołgi,<br />
w których wstępny koszt przywrócenia sprawności oszacowano<br />
na 2 mln PLN, ale trafiają się i takie, których naprawa może<br />
pochłonąć i 8 mln PLN!<br />
W każdym razie awarie prototypu i konieczność ich naprawy<br />
lub wymiany znacząco wpłynęła na wydłużenie procesu<br />
prób. Tym bardziej, że części zamienne do Leopardów 2,<br />
szczególnie wczesnych serii produkcyjnych, są już coraz trudniej<br />
dostępne, a ich znalezienie i ściągnięcie zabiera niemało<br />
czasu. Należy jednak podkreślić, że wszystkie awarie dotyczyły<br />
obszarów nie objętych zabiegami modernizacyjnymi.<br />
Na to wszystko nałożyły się jeszcze ustalenia dotyczące<br />
sposobu przebadania nowych funkcjonalności do zmodernizowanych<br />
czołgów, wprowadzonych do projektu już podczas<br />

it should not be forgotten that it left the production plant<br />
more than 30 years ago and had a long service in the Bundeswehr<br />
and Polish Army units. Its powertrain and running<br />
gear assemblies were inspected and found suitable for further<br />
operation on the basis of the procedures adopted by the<br />
tank manufacturer, but after successive hundreds of kilometers<br />
traveled, failures began to appear more often, especially<br />
that the weight of the vehicle increased by more than 4 tons<br />
in relation to the base tank (although this was partly offset<br />
by the adjustment of the torsion bars). This in turn forced<br />
the discontinuation of tests and the need to make necessary<br />
repairs and replacement of parts. This should be a valuable<br />
lesson for all those who until recently thought that to restore<br />
the full efficiency of the tank, all you need to do is carry out<br />
the work foreseen by the manufacturer and approved by the<br />
methodologies used by the Bundeswehr’s technical services.<br />
For example, they do not provide for mandatory dismantling<br />
of the tank components, unlike the practice used in Polish<br />
plants renovating this type of equipment. The “Western”<br />
approach may be good if you strictly observe the deadlines<br />
for all inspections and replacements of components, but Polish<br />
Leopards 2 did not follow this practice (at least most of<br />
them). Even in the Bundeswehr, especially in the years of relaxation<br />
after the end of the Cold War, these schedules were<br />
not observed, and in the Polish Army for many years support<br />
for the operation of German tanks, provided by the army on<br />
their own, left much to be desired. Hence, most tanks that<br />
have been so far delivered to ZB “BUMAR-ŁABĘDY” S.A. requires<br />
extensive renovation. According to specialists from Łabędy,<br />
the condition of those arriving for the purpose of pre-<br />
-renovation verification of the technical condition is, to put it<br />
mildly, varied. Among them are vehicles in which the initial<br />
cost of restoring efficiency was estimated at PLN 2 million,<br />
but there are also those which repair can cost PLN 8 million!<br />
In any case, the failure of the prototype vehicle and<br />
the need to repair it, significantly extended the testing<br />
process. Furthermore, the spare parts for Leopards 2s,<br />
especially of the early production series, are getting harder<br />
and harder to find, and finding and obtaining of them<br />
takes a lot of time. It should be emphasized, however, that<br />
all failures concerned areas not covered by modernization<br />
measures.<br />

<strong>Wojsko</strong>we Zakłady Motoryzacyjne S.A., established in 1945, has operated in the armament industry. The WZM is now a part of Polska<br />
Grupa Zbrojeniowa S.A. which consolidates the Polish arms industry. The company is chiefly involved in production, modernisation, repairs<br />
and servicing of tanks, wheeled armoured vehicles as well as design and production of quick-change drive trains for military vehicles.<br />
The WZM ensures comprehensive coverage of the needs of Polish Armed Forces. In our Training Centre, crews of military vehicles learn<br />
to handle the equipment.<br />
<strong>Wojsko</strong>we Zakłady Motoryzacyjne S.A. in Poznań is now the only Polish producer certified to service and repair the Leopard 2 A4/A5 tanks owned<br />
by Polish Armed Forces. In order to ensure servicing and logistics of the Leopards owned by the Polish army and to respond to the company’s<br />
dynamic growth, we have established a Servicing and Logistic Centre to service the Leopard 2 (CSL-WZM-LEOPARD 2) tanks.

z przebiegu samych prób. Aby jeszcze bardziej nie wydłużać<br />
procesu badań, zamawiający przystał ostatecznie na propozycję<br />
wykonawcy włączenia do badań jednego z pięciu wozów<br />
przedseryjnych. Na nim na bieżąco, w Niemczech, wdrażane<br />
były kolejne zalecenia wynikające z badań prototypu.<br />
Badania prototypu, a konkretnie ostatnie testy przebiegowe,<br />
zakończono ostatecznie w kwietniu br., co zamknęło poligonową<br />
fazę testów sprawdzających pierwszego wozu. Teraz drugi<br />
egzemplarz kontrolny, doprowadzony do finalnej konfiguracji<br />
standardu 2PL, a więc uwzględniający zmiany i modyfikacje<br />
wynikające z badań w Polsce, mógł zostać poddany weryfikacji.<br />
Odbyła się ona w trybie zakładowych badań uzupełniających,<br />
ale równoważnych badaniom wojskowym prototypu ze względu<br />
na zastosowanie tej samej metodyki oraz uczestnictwo tych<br />
samych zespołów nadzorującego i badawczego. Wóz ten przejechał<br />
w trakcie badań uzupełniających ok. 500 km, co razem<br />
z ok. 2200 km przebiegu prototypu daje łączną wartość<br />
2700 km. Badania uzupełniające tego wozu przeprowadzono<br />
pomiędzy majem a początkiem sierpnia.<br />
Przedmiotem dyskusji jest nadal sposób weryfikacji niektórych<br />
wymagań zapisanych w specyfikacji modernizacji,<br />
np. zachowania możliwości prowadzenia ognia amunicją<br />
będącą wcześniej w uzbrojeniu SZ RP. Przemysł deklaruje,<br />
że ta funkcjonalność została zachowana, co potwierdza<br />
producenta systemu kierowania ogniem, a zmiany wprowadzone<br />
w ramach modernizacji nie mają na to żadnego<br />
wpływu. Od kilku tygodni trwają uzgodnienia na temat formuły<br />
uznania zachowania w zmodernizowanym wozie tej<br />
funkcjonalności.<br />
Obecnie trwa analiza wyników badań prototypu poddanego<br />
wojskowym badaniom odbiorczym i testowego wozu<br />
przedseryjnego, na którym – w ramach zakładowych prób<br />
uzupełniających – zweryfikowano większość zaleceń wynikających<br />
z badań prototypu. Sprawozdanie końcowe po badaniach<br />
powinno zostać zatwierdzone we wrześniu, co będzie<br />
jednoznaczne z akceptacją dokumentacji wykonawczej. To<br />
zaś umożliwi formalne uruchomienie prac integracyjnych<br />
w ramach modernizacji czołgów, które muszą opierać się na<br />
tej części orzeczenia po badaniach, która zatwierdza dokumentację,<br />
procedury odbioru i warunki techniczne odbioru.<br />
Aktualnie dotyczy to 12 wozów przedseryjnych, które wykonać<br />
mają ZM „BUMAR-ŁABĘDY” S.A. ze wsparciem technicznym<br />
strony niemieckiej. Większość nowych elementów pakietu<br />
modernizacyjnego do tych wozów została już dostarczona<br />
przez podwykonawców i oczekuje na zamontowanie.<br />
Według pierwotnego harmonogramu projektu skompletowane<br />
w Polsce wozy przedseryjne miały być gotowe<br />
w I kwartale tego roku. Ostatnim etapem prac modernizacyjnych<br />
będzie zakończenie obsługi F6, sankcjonujacej przywrócenie<br />
pełnej sprawności wozu.<br />

Intensywne próby poligonowe w Polsce objęły m.in. testy przebiegowe.<br />
Intensive field tests performed in Poland included driving tests.<br />
On top of that, there were also arrangements for testing<br />
new modes for modernized tanks, introduced to the project<br />
already during the prototype tests (more on this later),<br />
but also for corrections resulting from the tests themselves.<br />
In order not to extend the testing process even further, the<br />
contracting authority finally agreed to the contractor’s proposal<br />
to include one of the five pre-series vehicles in the<br />
tests. Further recommendations resulting from the prototype<br />
tests were systematically implemented in Germany.<br />
Tests of the prototype, and more specifically the last driving<br />
tests, were finally completed in April this year, which<br />
closed the range tests of the prototype. Now the second<br />
example, brought to the final configuration of the 2PL standard,<br />
and thus taking into account the changes and modifications<br />
resulting from tests in Poland, could be evaluated. It<br />
took place in the course of factory supplementary tests, but<br />
equivalent to military tests of the prototype due to the use<br />
of the same methodology and the participation of the same<br />
supervisory and research teams. During the supplementary<br />
tests, the vehicle drove about 500 km, which together with<br />
about 2200 km of the prototype, gives a total value of 2700<br />
km. Supplementary tests of this tank were carried out between<br />
May and the beginning of August.<br />
There is a discussion still ongoing, how to verify some of<br />
the requirements, included in the modernization specification,<br />
e.g. maintaining fire capabilities with the use of ammunition<br />
previously stocked by the Polish Army. The industry declares<br />
that this capability has been preserved, which is confirmed by<br />
the manufacturer of the fire control system, and that the changes<br />
introduced as part of the modernization have no impact<br />
on this. For several weeks there are talks on the formula for<br />
verifying this capability in the modernized vehicle.<br />
Currently, the analysis of the results of the prototype and the<br />
pre-series test vehicles military acceptance tests are conducted.<br />
As part of the factory supplementary tests, most of the recommendations<br />
resulting from the prototype tests were verified.<br />
The final report from the tests should be approved in September,<br />
which will be tantamount to acceptance of the production<br />
documentation. This, in turn, will allow for the formal launch<br />
of integration works as part of the modernization of the tanks,<br />
which must be based on the decisions after testing of approval<br />
of the documentation, acceptance procedures and technical<br />
conditions of acceptance. Currently, this applies to 12 pre-series<br />
vehicles, which are to be made by ZM “BUMAR-ŁABĘDY” S.A.<br />
with German technical support. Most of the new elements<br />
of the modernization package for these vehicles have already<br />
been delivered by subcontractors and are awaiting installation.<br />
According to the original project schedule, the pre-series wagons<br />
completed in Poland were to be ready in the first quarter<br />
of this year. The last stage of modernization works will be completing<br />
of the F6 overhauls, sanctioning the restoration of full<br />
efficiency of the vehicle.<br />

ostateczną konfigurację standardu 2PL, uwzględniającą zalecenia<br />
po badaniach prototypu.<br />
Aneks i Leopard 2PLM1<br />
Przyjęcie sprawozdania końcowego z badań prototypu<br />
i wozu testowego otworzy drogę nie tylko do uruchomienia<br />
modernizacji czołgów w Polsce, ale także umożliwi rozpoczęcie<br />
badań uzupełniających wozu oznaczonego Leopard<br />
2PLM1. To jeden z wozów partii przedseryjnej skompletowanych<br />
w Niemczech, na którym wprowadzono kolejny pakiet<br />
modyfikacji, tym razem wyspecyfikowanych w aneksie do<br />
umowy głównej, który został podpisany z wykonawcami<br />
kontraktu 20 czerwca 2018 r. Dotyczy on potwierdzenia opcji<br />
modernizacji pozostałych 14 czołgów Leopard 2A4 znajdujących<br />
się w zasobach Wojska Polskiego, przez co ogólna liczba<br />
zmodernizowanych czołgów wzrośnie do 142, ale także<br />
dodania wybranych nowych funkcjonalności na wszystkich<br />
czołgach przewidzianych do modernizacji. Aneks zwiększa<br />
wartość umowy z 28 grudnia 2015 r. o 305,8 mln PLN.<br />
Nie są to poważne zmiany, niemniej wymagające korekty<br />
projektu wykonawczego i weryfikacji w trakcie badań. Przemysł<br />
wnioskował, żeby nie były one wprowadzane na prototypie<br />
standardu 2PL, który w momencie podpisania aneksu<br />
już przechodził badania, ponieważ to generowałoby nowe<br />
opóźnienia. Dlatego w celu wdrożenia i przetestowania modyfikacji<br />
jeden z pięciu wozów przedseryjnych pozostał w Niemczech.<br />
Standard jaki reprezentuje został określony jako 2PLM1,<br />
a wprowadzone w nim nowe funkcjonalności dotyczą: wprowadzenia<br />
aktywnego systemu chłodzenia wieżowego przedziału<br />
elektroniki (w wozach wersji A5, które miały rozbudowane<br />
wyposażenie elektroniczne dochodziło do przypadków<br />
przegrzania aparatury); zastosowania układu wspomagania<br />
rozruchu zimnego silnika; dodanie gniazda do doładowania<br />
akumulatorów z sieci zewnętrznej; wprowadzenia układu automatycznego<br />
ustawiania panoramicznego przyrządu obserwacyjnego<br />
dowódcy w położeniu „godzina 6” lub „godzina 12”<br />
w celu pomocy kierowcy podczas manewrowania; dodania<br />
układu umożliwiającego automatyczny wybór pierwszego<br />
2PL standard, taking into account the recommendations after<br />
prototype testing.<br />
Amendment and the Leopard 2PLM1<br />
Adoption of the final report on the prototype and test<br />
vehicle will open the way not only to start modernizing of<br />
the tanks in Poland, but also enable to start of supplementary<br />
tests of the vehicle designated Leopard 2PLM1. This is one<br />
of the pre-series vehicle completed in Germany, on which<br />
another modification package was introduced, this time specified<br />
in the annex to the main agreement, which was signed<br />
on June 20, 2018. It covers the option to upgrade the remaining<br />
14 Leopard 2A4 tanks of the Polish Army, after which<br />
the total number of modernized tanks will increase to 142. It<br />
also adds selected new capabilities on all tanks planned for<br />
modernization. The annex increases the value of the contract<br />
from December 28, 2015 by PLN 305.8 million.<br />
These are not major alterations, but require changes in the<br />
detailed design and their verification during the tests. Industry<br />
has requested that the changes would not be introduced on the<br />
prototype of the 2PL standard, which at the time of signing of<br />
the annex was already undergoing testing. This would generate<br />
new delays. Therefore, to implement and test the modification,<br />
one of the five pre-series vehicles remained in Germany was<br />
used. The standard it represents has been defined as 2PLM1,<br />
and the new capabilities introduced: the introduction of an active<br />
cooling system for the turret electronics compartment (in A5<br />
vehicles that have extensive electronic equipment, overheating<br />
of them is quite frequent); cold start system support; adding<br />
a socket for recharging batteries from the external source; introducing<br />
of a system to automatically position the commander’s<br />
panoramic observation device to the “6 o’clock” or “12 o’clock”<br />
position to assist the driver in maneuvering; adding a system<br />
enabling automatic selection of the first or last “echo” of distance<br />
measurement using the laser rangefinder and entering it into<br />
the calculation of settings for firing through a fire control system.<br />
This tank is ready and is waiting for the possibility of<br />
formal commencement of supplementary tests. First,<br />

Czołg ten jest gotowy i czeka na możliwość formalnego<br />
rozpoczęcia badań uzupełniających. Najpierw musi jednak<br />
zostać przyjęte orzeczenie z badań prototypu i potwierdzenie<br />
wprowadzenia zaleceń wynikających z badań uzupełniających<br />
wozu testowego, ponieważ nowy pakiet musi być „nakładką”<br />
na finalną konfigurację standardu 2PL. Po weryfikacji<br />
nowych funkcjonalności w ramach badań uzupełniających<br />
możliwe będzie wniesienie kolejnych zmian w dokumentacji<br />
technicznej i rozpoczęcie wdrażania standardu 2PLM1 w seryjnie<br />
modernizowanych czołgach. Czołgi, które zostaną poddane<br />
modernizacji przed tym momentem przejdą stosowne doposażenie.<br />
Będzie to o tyle ułatwione, że już pierwsze wozy przedseryjne<br />
poddane modernizacji w ZM „BUMAR-ŁABĘDY” S.A.<br />
zostały do tego przystosowane, tak żeby później wprowadzanie<br />
modyfikacji było maksymalnie ułatwione (np. brak konieczności<br />
ponownego demontowania zespołów wieży i częściowego demontażu<br />
podwozia). W tym celu wykonane już zostały wszystkie<br />
przeróbki mechaniczne wymagające ingerencji w struktury<br />
wieży i podwozia (wycięcie luków, otworów montażowych,<br />
gniazd mocowania okablowania itp.).<br />
Leopard 2PLM2<br />
Standard 2PLM1 bynajmniej nie będzie ostateczny. Od<br />
dawna rozważana jest wymiana środków łączności w Leopardach<br />
2A4/PL i A5, a także innych pojazdach przejętych od<br />
Bundeswehry. Od pewnego czasu IU prowadzi zresztą tzw.<br />
pracę koncepcyjną dotyczącą tych zagadnień. Zastąpienie<br />
radiostacji SEM80/90 przez nowoczesne środki łączności wykorzystywane<br />
w SZ RP było przedmiotem negocjacji jeszcze<br />
na etapie formułowania ostatecznych wymagań dotyczących<br />
zakresu modernizacji czołgów. Ostatecznie jednak, także ze<br />
względów finansowych, wówczas z tego zrezygnowano.<br />
To niezrozumiałe, biorąc pod uwagę znaczenie tego kroku<br />
z punktu widzenia współpracy wozów w sieciocentrycznym<br />
środowisku łączności i wymiany informacji taktycznych...<br />
Nie oznacza to bynajmniej, że modernizowane Leopardy 2<br />
nowych środków łączności i terminali systemu BMS w ogóle nie<br />
otrzymają. W 2017 r. dwie polskie firmy – Teldat Sp. z o.o. Sp.k.<br />
i WB Electronics S.A. – otrzymały propozycję przygotowania<br />
oferty zestawu nowych środków łączności zewnętrznej i wewnętrznej,<br />
a także terminali komputerowych do modernizowanych<br />
Leopardów 2. 15 grudnia 2017 r. w ZM „BUMAR-ŁABĘDY”<br />
S.A. odbyła się prezentacja ich funkcjonalności na stendach,<br />
ale z uwzględnieniem uwarunkowań pracy urządzeń w wozie,<br />
a więc np. połączeń kablowych, połączeń za pomocą złącza obrotowego<br />
wieży, rozmieszczenia anten itp. Wyniki tych prób są<br />
własnością MON i do niego zależą dalsze działania w tej sprawie.<br />
Wydaje się jednak oczywiste, że decyzje w tej sprawie powinny<br />
zostać podjęte jak najszybciej i Leopard 2PLM2 powstanie. Argumentów<br />
do tego dostarczają wyniki weryfikacji stanu technicznego<br />
ponad 60 czołgów, które trafiły w tym celu do ZM<br />
„BUMAR-ŁABĘDY” S.A. Już dziś wiadomo, że pełne usprawnienie<br />
dotychczasowych urządzeń łączności wewnętrznej i zewnętrznej<br />
nawet we wszystkich tych czołgach nie będzie możliwe.<br />
Na przeszkodzie stoi brak dostępności części zamiennych, nie<br />
mówiąc o nieużywanych urządzeniach, które od kilkunastu lat<br />
nie są już produkowane. Na razie modernizowane czołgi będą<br />
opuszczać zakłady z dotychczasowym zestawem niemieckich<br />
urządzeń łączności, usprawnionym dzięki kanibalizacji instalacji<br />
w dostępnych wozach. To zaś wskazuje, że wymiana sprzętu łącznościowego<br />
w Leopardach 2PL nie jest bynajmniej zachcianką<br />
i środkiem do wzbogacenia się dostawców nowego sprzętu, ale<br />
zwykłą koniecznością.<br />

time will be upgraded later. This will be facilitated by the fact<br />
that the first pre-series vehicles that have been modernized at<br />
ZM “BUMAR-ŁABĘDY” S.A. have been adapted to this, so that<br />
later the modification is maximally facilitated (e.g. no need to<br />
dismantle the turret assemblies and partial dismantle of the<br />
chassis). For this purpose, all mechanical modifications have<br />
already been carried out requiring interference with the turret<br />
and chassis structures (cutting out hatches, mounting holes,<br />
wiring sockets etc.).<br />
Leopard 2PLM2<br />
The 2PLM1 standard will, by no means, be final. Replacement<br />
of communication systems in Leopards 2A4/PL and<br />
A5, as well as other vehicles taken over from the Bundeswehr<br />
have long been considered. For some time, the Armament<br />
Inspectorate has been running conceptual work on these<br />
issues. The replacement of the SEM80/90 radio by modern<br />
communication systems used in the Polish Armed Forces<br />
was subject to negotiations at the stage of formulating the<br />
final requirements regarding the scope of tank modernization.<br />
Ultimately, however, also for financial reasons, it was<br />
abandoned. This is incomprehensible, given the importance<br />
of this step from the point of view of the cooperation of tanks<br />
in a network-centric environment of communication and exchange<br />
of tactical information...<br />
This does not mean that modernized Leopards 2 will not<br />
receive new communication systems and BMS terminals. In<br />
2017, two Polish companies - Teldat Sp. z o.o. Sp.k. and WB<br />
Electronics S.A. - received a proposal to prepare a proposal<br />
for a set of new external and internal communications equipment,<br />
as well as computer terminals for modernized Leopards<br />
2. On December 15, 2017 at ZM “BUMAR-ŁABĘDY” S.A.<br />
their capabilities were presented on stands (without mounting<br />
in tanks), but taking into account the conditions of work<br />
of the systems in the vehicle, i.e. cable connections using the<br />
turntable rotary connector, distribution of antennas, etc. The<br />
results of these tests are the property of MON and its further<br />
action in this matter depends. However, it seems obvious that<br />
decisions on this matter should be taken as soon as possible<br />
and Leopard 2PLM2 will be created. Arguments for the modification<br />
are provided by the results of verification of the technical<br />
condition of over 60 tanks, which went to ZM “BUMAR-<br />
-ŁABĘDY” S.A. for the checks. It is already known today that<br />
it will not be possible to fully improve the existing internal<br />
and external communication systems even on all these tanks.<br />
The obstacle is the lack of availability of spare parts, especially<br />
because some system have not been produced for several<br />
years. For now, modernized tanks will leave the plant with the<br />
existing set of German communication devices, repaired by<br />
the cannibalization of installations in remaining vehicles. This<br />
in turn indicates that the exchange of communications equipment<br />
in Leopards 2PL is by no means a whim and a mean to<br />
enrich the suppliers of new equipment, but a mere necessity.<br />

i wynikająca z tego lepsza świadomość sytuacyjna na każdym szczeblu dowodzenia oraz wykonanie uderzenia<br />
we właściwym momencie, to klucz do uzyskania przewagi.<br />
What counts in contemporary battlefield in the sphere of fire command and control is the secure and reliable transmission<br />
of information in the most extreme conditions. Obtaining information about an opponent in advance results in<br />
a better situational awareness at each level of command and performing a strike at the right time are the key elements<br />
to getting the upper hand.<br />

dowódcom na każdym szczeblu dowodzenia pełną kontrolę<br />
nad realizacją dowolnego rodzaju misji.<br />
Doświadczenie i rozwój<br />
System TOPAZ, z powodzeniem wdrożony do Sił Zbrojnych<br />
RP od lat nie ma konkurenta wśród najnowocześniejszych systemów<br />
zarządzania walką. TOPAZ to kompletny system, służący nie<br />
tylko do kierowania ogniem, ale także do zarządzania własnymi<br />
oddziałami na szczeblu taktycznym. Pełna kompatybilność z pozostałymi<br />
rozwiązaniami oferowanymi przez Grupę WB i zdolność<br />
do integracji z systemami innych producentów umożliwia na<br />
stworzenie w pełni zintegrowanej sieci łączności oraz systemów<br />
dowodzenia pozwalających na skuteczne zarządzanie wszystkimi<br />
rodzajami sił zbrojnych. Zintegrowane z systemem TOPAZ radiostacje<br />
wojskowe, cyfrowe platformy dowodzenia i komunikacji<br />

Experience and development<br />
The TOPAZ system, successfully implemented in the Polish<br />
Armed Forces, has not meet competition among modern<br />
battle management systems in years. TOPAZ is a complete<br />
system used not only to control fire, but also to manage own<br />
troops at the tactical level. Full compatibility with other solutions<br />
offered by the WB Group and the ability to integrate<br />
with third-party systems allows to create a fully integrated<br />
communication network and command system that grants<br />
effective management of all types of armed forces. Equipment<br />
integrated with the TOPAZ system, such as military<br />
radio stations, digital command and communication platforms<br />
as well as precise fire control systems offered by the<br />

oraz precyzyjne systemy kierowania ogniem oferowane przez<br />
Grupę WB charakteryzuje łatwość obsługi, bezawaryjność oraz<br />
idealne dostosowanie do potrzeb operacyjnych.<br />
Doświadczenia z eksploatacji systemu TOPAZ w SZ RP<br />
i zagranicznych instalacji oraz toczących się konfliktów zbrojnych<br />
na przestrzeni ostatnich lat, doprowadziły do rozbudowy<br />
systemu o funkcjonalności związane z rozpoznaniem z wykorzystaniem<br />
różnorodnych sensorów (radary, systemy optoelektroniczne,<br />
systemy rozpoznania pasywnego), dowodzenia, zabezpieczenia<br />
logistycznego oraz kierowania uderzeniami bezzałogowych<br />
systemów w postaci amunicji krążącej. Nie mniej<br />
ważna jest możliwość pracy w środowisku koalicyjnym, dzięki<br />
wyposażeniu systemu TOPAZ w szereg rozwiązań/protokołów<br />
interoperacyjnych oraz wykorzystania zobrazowania zgodnego<br />
ze standardami NATO na podkładach map cyfrowych, wykorzystywanych<br />
zarówno przez SZ RP jak i wojska sojusznicze.<br />

WB Group are characterized by ease of use, trouble-free handling<br />
and perfect adaptation to operational needs.<br />
Experiences from the use of the TOPAZ system in the Polish<br />
Armed Forces and foreign installations as well as ongoing<br />
armed conflicts in recent years, have led to the expansion of<br />
the system with functionalities related to recognition using<br />
various sensors (radars, optoelectronic and passive recognition<br />
systems), command, logistic security and controlling the<br />
impact of unmanned systems in the form of loitering munition.<br />

Rozpoczęta przed kilkunastoma laty historia prac nad polskim systemem ochrony wozów bojowych przed skutkami<br />
pożaru i wybuchu paliwa zmierza do pomyślnego finału. STOPFIRE doczekał się wreszcie producenta, wyboru ostatecznej<br />
– na obecnym etapie – konfiguracji, przeszedł pomyślnie badania na zgodność z warunkami technicznymi, jest też<br />
renomowany producent wozów bojowych, który chce zastosować go w jednej ze swych najnowszych konstrukcji, która<br />
ma niedługo być wytwarzana w setkach egzemplarzy dla Sił Zbrojnych RP.<br />
The history of work on the Polish system for the protection of combat vehicles against the effects of fire and fuel explosion,<br />
started a dozen or so years ago is heading towards a successful final. STOPFIRE finally got the manufacturer, the final<br />
choice – at this stage of configuration, passed the tests for compliance with technical conditions, there is also a reputable<br />
manufacturer of combat vehicles, who wants to use it in one of its latest constructions, which will soon be produced in<br />
hundreds of copies for the Polish Armed Forces.<br />
System STOPFIRE – skuteczna ochrona wozów bojowych<br />
STOPFIRE system – effective protection of combat vehicles<br />
W powszechnej opinii o przeżywalności załogi wozu bojowego<br />
na polu walki decyduje przede wszystkim – oczywiście<br />
poza taktyką użycia – opancerzenie i system ochrony przeciwminowej,<br />
a także systemy samoosłony, coraz częściej aktywne.<br />
Nie należy jednak zapominać o środkach walki z zagrożeniem,<br />
jakim jest pożar, który może wybuchnąć we wnętrzu pojazdu<br />
na skutek bezpośredniego trafienia bądź bliskiej detonacji<br />
miny, pocisku artyleryjskiego czy improwizowanego urządzenie<br />
wybuchowego (IED) lub z powodu usterki technicznej czy<br />
nieostrożności załogi. Dopiero zastosowanie kompleksowego<br />
systemu ochrony wnętrza wozu bojowego, łączącego wyżej<br />
wymienione rozwiązania, daje szansę na efektywną ochronę<br />
życia i zdrowia ludzi, a także na zredukowanie uszkodzenia<br />
sprzętu. Skuteczny system przeciwpożarowy i tłumienia wybuchu<br />
(de facto wykrywczo-gaśniczy) powinien obejmować<br />
swym działaniem przedział napędowy i pomieszczenia załogi.<br />
Ten pierwszy powinien przede wszystkim służyć do gaszenia<br />
pożaru i być wyposażony w czujniki temperatury, drugi zaś do<br />
gaszenia pożaru oraz tłumienia wybuchu paliwa i współpracować<br />
z głowicami optycznymi. Współczesne systemy tego typu<br />
powinny pozostawać w gotowości przez cały czas, nie tylko<br />
podczas walki czy jazdy, ale także po wyłączeniu silnika. Kluczowymi<br />
parametrami dla tego typu urządzeń są: czas reakcji<br />
i szybkość eliminacji zagrożenia.<br />
Przez wiele lat czołgi, bojowe wozy piechoty i pojazdy<br />
<strong>specjalne</strong> na ich bazie Wojska Polskiego były wyposażone<br />
w półautomatyczne i automatyczne systemy przeciwpożarowe<br />
sowieckiej konstrukcji oraz produkcji, obejmujące<br />
In the general opinion, the survival of the combat vehicle<br />
crew on the battlefield is primarily determined - apart<br />
from tactics, of course - by armor and anti-mine protection<br />
system, as well as self-protection systems, which are more<br />
often of an active type. However, one should not forget<br />
about the means of combating the threat of a fire that may<br />
explode inside a vehicle as a result of a direct hit, or close<br />
detonation of a mine, artillery shell or improvised explosive<br />
device (IED), or due to technical malfunction, or carelessness<br />
of the crew. Only the use of a comprehensive system for<br />
protecting the interior of a combat vehicle, combining the<br />
solutions for above-mentioned threats, gives an opportunity<br />
to effectively protect people’s lives and health, as well as to<br />
reduce damage to equipment. An effective fire suppression<br />
and explosion suppression (de facto detection and fire extinguishing)<br />
system should cover the drive and crew compartments.<br />
The first should primarily be used to extinguish<br />
a fire and be equipped with temperature sensors, while the<br />
second should be used to extinguish a fire and to suppress<br />
a fuel explosion and cooperate with optical sensors. Contemporary<br />
systems of this type should remain in readiness<br />
at all times, not only during combat or driving, but also after<br />
switching off the engine. The key parameters for this type of<br />
devices are: response time and speed of threat elimination.<br />
For many years, Polish Army tanks, infantry fighting vehicles<br />
and special vehicles based on them were equipped<br />
with semi-automatic and automatic fire protection systems<br />
of the Soviet design and production, initially covering only<br />

początkowo jedynie przedział napędowy, a od schyłku lat<br />
70. Także pomieszczenia załogi. Na początku lat 90. możliwe<br />
stało się zastosowanie w wozach bojowych produkowanych<br />
w Polsce systemów przeciwpożarowych i tłumienia wybuchu<br />
produkcji zachodniej. Otrzymały je np. czołgi PT-91 Twardy<br />
i kołowe transportery opancerzone Rosomak. Mimo znacznej<br />
ilości produkowanych i modernizowanych czołgów oraz transporterów<br />
poprzestano na imporcie gotowych systemów, po<br />
dostosowaniu rozwiązań „z półki” do<br />
specyfiki konkretnych pojazdów.<br />
Trudne narodziny<br />
Ponieważ wszystkie eksploatowane<br />
w Wojsku Polskim systemy przeciwpożarowe<br />
i tłumienia wybuchu<br />
pojazdów były w połowie pierwszej<br />
dekady XXI wieku przestarzałe bądź<br />
miały wiele niedostatków, w Instytucie<br />
Optoelektroniki <strong>Wojsko</strong>wej Akademii<br />
Technicznej pojawiła się idea opracowania<br />
optoelektronicznego systemu<br />
przeciwpożarowego i tłumienia wybuchu.<br />
W tym celu nawiązano współpracę<br />
z zakładami WSK „PZL-Warszawa<br />
II” S.A., które podjęły się uruchomienia<br />
produkcji takiego systemu. Partnerzy<br />
wystąpili w lutym 2006 r. do Ministerstwa<br />
Nauki i Szkolnictwa Wyższego<br />
o przyznanie środków na realizację<br />
projektu celowego, w ramach którego<br />
taki system miał zostać opracowany,<br />
przebadany i wdrożony do produkcji.<br />
Jego realizacja rozpoczęła się formalnie<br />
13 listopada 2006 r., a zakończyła 31<br />
października 2008 r.<br />
Przed systemem, który otrzymał nazwę SF-01 STOPFIRE<br />
postawiono następujące krytyczne wymagania: bardzo szybki<br />
czas wykrycia i eliminacji zagrożenia w przedziale załogi<br />
pojazdu; wysoka odporność na zakłócenia optyczne i elektromagnetyczne;<br />
zastosowanie nietoksycznych, bezpiecznych<br />
dla sprzętu, ludzi i środowiska naturalnego środków<br />
gaśniczych; łatwa dostępność części zamiennych i środków<br />
gaśniczych, niskie koszty serwisowe; całkowicie polska konstrukcja<br />
układów wykrywczych i gaśniczych, opartych na<br />
polskich komponentach; duża podatność na modernizacje<br />
i dostosowanie do potrzeb użytkownika.<br />
Szczególnie istotny jest czas reakcji na zagrożenia w przedziale<br />
załogi, ponieważ dotychczas stosowane systemy tej<br />
klasy na ogół nie były zdolne do stłumienia wybuchu paliwa,<br />
co wynikało z jednej strony ze zbyt długiego czasu reakcji ich<br />
czujników, z drugiej czasu działania obwodu gaśniczego. Konstrukcja<br />
samych czujników powodowała, że nie były one w stanie<br />
odpowiednio szybko zareagować na rozprzestrzeniające<br />
się płomienie, ponieważ reagowały na zbyt wąskie spektrum<br />
bodźców towarzyszących powstawaniu zagrożenia, ale za to<br />
często wzbudzały system w sytuacji braku zagrożenia – np.<br />
od światła latarki, błysku lampy błyskowej czy zapalonego papierosa,<br />
nie mówiąc o błysku wystrzału broni strzeleckiej. Stąd<br />
brało się zaklejanie taśmą klejącą czujek niektórych systemów<br />
przeciwpożarowych czy wręcz ich odłączanie, gdy pojazd nie<br />
znajdował się w strefie działań bojowych. Podobnie działo się<br />
w przypadku zbliżenia do nich urządzeń elektronicznych emitujących<br />
fale elektromagnetyczne, np. indywidualnej radiostacji.<br />
Tutaj proste zaklejenie czujnika nie wystarczało i by uniknąć<br />
przypadkowego uruchomienia systemu należało go po prostu<br />
wyłączyć. STOPFIRE miał być tych wad pozbawiony.<br />

the propulsion compartment, and from the late 1970s also<br />
crew compartment. In the early 1990s, it became possible to<br />
use in combat vehicles firefighting systems and suppression<br />
systems produced in Poland. They were installed, for example,<br />
on PT-91 Twardy tanks and on Rosomak wheeled armored<br />
personnel carriers.<br />
Despite the significant number of tanks and transporters<br />
produced and modernized, for many years the only solution<br />
was to import of the off-the-shelf<br />
firefighting and suppression systems<br />
and to adopt them to the features of<br />
specific vehicles.<br />
Difficult beginning<br />
Because all the fire protection<br />
and explosion suppression systems<br />
of vehicles operated in the Polish<br />
Army were outdated in the middle<br />
of the first decade of the 21 st century,<br />
or had many deficiencies, the idea of<br />
developing an optoelectronic fire extinguishing<br />
and explosion suppression<br />
system appeared at the Institute<br />
of Optoelectronics of the Military<br />
University of Technology. To this end,<br />
cooperation was established with the<br />
WSK “PZL-Warszawa II” S.A. factories,<br />
which undertook the production<br />
of such a system. In February 2006,<br />
the partners applied to the Ministry<br />
of Science and Higher Education for<br />
funding for a “objective based project”<br />
under provision of which, such<br />
a system was to be developed, tested<br />
and implemented for production. Its implementation officially<br />
began on November 13, 2006 and ended on October 31, 2008.<br />
The following critical requirements for the system that<br />
received the name SF-01 STOPFIRE were set: very fast time<br />
to detect and eliminate hazards in the vehicle crew compartment;<br />
high resistance to optical and electromagnetic interference;<br />
the use of non-toxic extinguishing agents that are safe<br />
for equipment, people and the environment; easy availability<br />
of spare parts and extinguishing agents, low service costs;<br />
entirely Polish design of detection and fire extinguishing<br />
systems based on Polish components; high susceptibility to<br />
modernization and adaptation to the user’s needs.<br />
Particularly important is the response time to hazards in<br />
the crew compartment, because the systems used so far in<br />
this class were generally not able to suppress the fuel explosion,<br />
which was due to the long response time of their sensors<br />
on the one hand, and the extinguishing subsystem operation<br />
time on the other. The design of the sensors themselves meant<br />
that they were not able to respond quickly enough to the<br />
spreading flames, because they responded to a too narrow<br />
spectrum of stimuli accompanying the emergence of a threat,<br />
but often activated the system in the absence of danger – e.g.<br />
from the light of a flashlight, a flash or a lit cigarette, not to<br />
mention the flash of small arms. Hence the crews often used<br />
adhesive tape to cover the detectors of some fire protection<br />
systems or even the crew disconnected the system when the<br />
vehicle was not in the combat zone. Similarly was in the case of<br />
electronic devices emitting electromagnetic waves operating<br />
too close to sensors, e.g. an individual radio station. Simply<br />
sticking the sensor was not enough and to avoid accidental<br />
activation of the system, it had to be turned off. The STOPFIRE<br />
system was to be free from these disadvantages.<br />

Za kluczowe uznano zatem opracowanie<br />
głowicy optycznej, która zapewniałaby<br />
bardzo szybkie zadziałanie układu<br />
– rzędu kilku milisekund, a zarazem<br />
byłaby niewrażliwa na bodźce niezwiązane<br />
z pożarem, detonacją czy strumieniem<br />
kumulacyjnym. Jeśli chodzi o czujniki<br />
temperatury, gotowe rozwiązania<br />
dostępne były na rynku. Konieczna była<br />
ich adaptacja i integracja z systemem.<br />
Czujniki miały być podłączone do<br />
jednostki sterującej, której zadaniem<br />
miało być analizowanie sygnałów z czujników<br />
i otwarcie zaworów butli ze środkiem<br />
gaśniczym, w przypadku uznania<br />
sygnału alarmu za zagrożenie. Przewidywano<br />
też dołączenie do systemu także<br />
układu ochrony zewnętrznej, zapewniającego<br />
ochronę pancerza oraz kół<br />
lub gąsienic przed płonącą na pancerzu<br />
cieczą (np. skutkami obrzucenia pojazdu<br />
„koktajlami Mołotowa”).<br />
Zadanie okazało się jednak bardzo<br />
ambitne. O ile stosunkowo szybko dopracowano<br />
podsystem detekcyjno-sygnalizacyjny,<br />
to udoskonalenia wymagał<br />
obwód gaśniczy, szczególnie jeśli chodzi o minimalizację czasu<br />
opróżniania butli ze środkiem gaśniczym. Problemy związane<br />
były także ze stroną formalną całego przedsięwzięcia, ponieważ<br />
obowiązujące przepisy nie sprzyjały wprowadzaniu nawet<br />
najbardziej innowacyjnych rozwiązań powstałych w krajowym<br />
przemyśle do użycia w Siłach Zbrojnych RP.<br />
W połowie 2012 r. prace związane z systemem STOPFIRE<br />
zostały przekazane przez WSK „PZL-Warszawa II” S.A. spółce<br />
PCO S.A. Miała ona dokończyć etap wdrażania systemu do<br />
produkcji seryjnej, tym bardziej, że jego wstępne badania<br />
w pełnej konfiguracji, prowadzone przez <strong>Wojsko</strong>wy Instytut<br />
Techniki Pancernej i Samochodowej w Sulejówku, były bardzo<br />
obiecujące. Niestety, proces wdrożenia systemu do produkcji<br />
nie został sfinalizowany, nie udało się dokończyć wszystkich<br />
prac rozwojowych, a także przeprowadzić kompleksowych<br />
badań STOPFIRE’A w certyfikowanej placówce. Nie powiodły<br />
się także starania zainteresowania systemem użytkowników<br />
cywilnych. W 2013 r. z dalszego udziału w pracach wycofał<br />
się krajowy dostawca podsystemu gaśniczego. Wydawało się,<br />
że polski system wykrywczo-gaśniczy podzieli los wielu innych<br />
niezwykle obiecujących opracowań polskich konstruktorów,<br />
które przegrały z biurokracją i wszechobecną „niemocą”… Na<br />
szczęście tym razem czarny scenariusz się nie ziścił.<br />
WCBKT S.A. – solidny partner<br />
W 2015 r. specjaliści z Instytutu Optoelektroniki <strong>Wojsko</strong>wej<br />
Akademii Technicznej podjęli rozmowy na temat dokończenia<br />
projektu STOPFIRE z, wchodzącym w skład Polskiej Grupy Zbrojeniowej<br />
S.A., <strong>Wojsko</strong>wym Centralnym Biurem Konstrukcyjno-<br />
-Technologicznym S.A. Dotąd WCBKT S.A. koncentrowało się<br />
na rozwoju i produkcji sprzętu naziemnej obsługi statków powietrznych,<br />
ale poszukiwało także nowych obszarów rozwoju.<br />
W lipcu 2015 r. WCBKT S.A. uzyskało, za pośrednictwem Centrum<br />
Transferu Technologii WAT, wyłączne prawa licencyjne do<br />
STOPFIRE’A. Wznowienie prac nad systemem wykrywczo-gaśniczym<br />
było oczywiście związane z kosztami, które poniosły<br />
WCBKT S.A. W ramach prac zrealizowanych w WCBKT S.A. dokonano<br />
przeglądu już zrealizowanych prac i zidentyfikowano<br />
obszary, w których należy skupić wysiłki w przyszłości. Za kluczowe<br />
zadanie uznano znalezienie odpowiedniego systemu<br />

wyzwalaczem pirotechnicznym i dyszą gaśniczą<br />
stanowiąca element układu gaśniczego przedziału<br />

Therefore, the development of an optical<br />
sensor head was considered crucial,<br />
which would ensure very fast operation<br />
of the system – on the order of a few milliseconds,<br />
and at the same time it would<br />
be insensitive to stimuli not related to fire,<br />
detonation or cumulative stream. When<br />
it comes to temperature sensors, ready<br />
solutions were available on the market.<br />
It was necessary to adapt them and integrate<br />
them with the system.<br />
The sensors were to be connected to<br />
a control unit, which task was to analyze<br />
the signals from the sensors and open<br />
the valves of the cylinder with the extinguishing<br />
agent if the alarm signal was<br />
considered a threat. It was also planned<br />
to attach to the system an external protection<br />
system ensuring protection of<br />
the armor and wheels or tracks against<br />
the liquid burning on the armor (e.g. the<br />
effects of throwing ‘Molotov cocktails’ on<br />
the vehicle).<br />
However, the task turned out to be<br />
very ambitious. While the detection and<br />
signaling subsystem was developed<br />
relatively quickly, the extinguishing subsystem required improvement,<br />
especially when it comes to minimizing the time<br />
of emptying cylinders with the extinguishing agent. The<br />
problems were also related to the formal side of the entire<br />
project, because the applicable regulations did not favor the<br />
introduction of even the most innovative solutions created<br />
in the domestic industry for use in the Polish Armed Forces.<br />
In mid-2012, work related to the STOPFIRE system was<br />
transferred from WSK “PZL-Warszawa II” S.A. to PCO S.A. It was<br />
to complete the phase of system implementation for mass<br />
production, especially since its initial tests in full configuration,<br />
carried out by the Military Institute of Armored and<br />
Automotive Technology in Sulejówek, were very promising.<br />
Unfortunately, the process of implementing the system into<br />
production has not been finalized, all development works<br />
have not been completed, and comprehensive STOPFIRE<br />
tests have not been carried out in a certified facility up to the<br />
end. Attempts to interest the civilian user also failed.<br />
WCBKT S.A. - a Reliable Partner<br />
In 2015, specialists from the Institute of Optoelectronics<br />
of the Military University of Technology (WAT) initiated talks<br />
on completing the STOPFIRE project with the Central Military<br />
Development and Technology Office JSC (WCBKT S.A.),<br />
which is part of Polska Grupa Zbrojeniowa S.A. So far, WCBKT<br />
S.A. focused on the development and production of aviation<br />
ground handling equipment, but was also looking for new<br />
areas of development.<br />
In July 2015, WCBKT S.A. obtained, through the WAT<br />
Technology Transfer Center, exclusive license rights to STO-<br />
PFIRE. Resumption of work on the detection and fire extinguishing<br />
system was obviously related to the funds injected<br />
by WCBKT S.A. As part of the work carried out at WCBKT S.A.<br />
the work already carried out was reviewed and areas where<br />
future efforts should be focused were identified. Finding the<br />
right fire extinguishing system was considered a key task. Its<br />
development was taken into account on its own, but it was<br />
considered a cost-inefficient operation, definitely raising the<br />
price of the system, and in addition requiring a lot of time.<br />
Therefore, the focus was on finding a ready of-the-shelf<br />

siłami, ale uznano to za działanie nieefektywne kosztowo, zdecydowanie<br />
podnoszące cenę systemu, a na dodatek wymagające<br />
wiele czasu. Skoncentrowano się zatem na znalezieniu<br />
gotowego rozwiązania, które spełniałoby wszystkie wymagania<br />
postawione przez twórców systemu i spełniającego normy<br />
militarne. Za pośrednictwem specjalizującej się w systemach<br />
przeciwpożarowych i sygnalizacji pożarów firmy Savi Technologie<br />
Sp. z o.o. Sp.k., udało się dopasować do STOPFIRE’A<br />
odpowiedni system zaworów i butle ze środkiem gaśniczym<br />
o krótkim czasie opróżniania. Komponenty te były już wcześniej<br />
stosowane w systemach przeciwpożarowych wozów bojowych,<br />
m.in. w Izraelu, Wielkiej Brytanii i Austrii.<br />
W WCBKT S.A. przeprowadzono wszystkie niezbędne prace<br />
integracyjne i sprawdzenia systemu na poziomie zakładowym.<br />
To zaś umożliwiło opracowanie warunków technicznych<br />
do systemu i jego programu badań, które posłużyły jako podstawa<br />
merytoryczna do badań systemu, które w okresie luty<br />
2016 – sierpień 2017 r. przeprowadził <strong>Wojsko</strong>wy Instytut Techniki<br />
Pancernej i Samochodowej. Przeprowadzone sprawdzenia<br />
potwierdziły zgodność z parametrami zapisanymi w warunkach<br />
technicznych, m.in. uzyskano: czas wykrycia strumienia<br />
kumulacyjnego i/lub wybuchu paliwa w przedziale załogi<br />
poniżej 3 ms, czas ugaszenia standardowego<br />
pożaru testowego<br />
w przedziale załogi 100 ms na<br />
podstawie analizy obrazów<br />
wideo i 117 ms na podstawie<br />
obrazu termowizyjnego (wg warunków<br />
nie dłużej niż 250 ms);<br />
czas ugaszenia wybuchu paliwa<br />
wypływającego pod ciśnieniem –<br />
odpowiednio – 74 i 72,8 ms (wg<br />
warunków nie dłużej niż 250 ms);<br />

niż 20 s). Sprawdzono też odporność na zakłócenia: żarówki<br />
samochodowe, żarówki oświetleniowe, świetlówki, lampę<br />
błyskową, lampę stroboskopową, płomień zapalniczki gazowej,<br />
płomień zapałki, zapalony papieros, grzejnik elektryczny,<br />
światło słoneczne, ogień z broni strzeleckiej; narażenia mechaniczne,<br />
klimatyczne i elektromagnetyczne.<br />
Uzyskanie certyfikatu przez system STOPFIRE w docelowej<br />
postaci umożliwiło dalsze zacieśnienie współpracy IOE WAT<br />
i WCBKT S.A. w tym projekcie. 28 września 2017 r. podpisana<br />
została umowa pomiędzy WCBKT S.A. i <strong>Wojsko</strong>wą Akademią<br />
Techniczną, na mocy której WAT udzieli wsparcia WCBKT S.A.<br />
w realizacji wdrożenia systemu do produkcji seryjnej. Zgodnie<br />
z zapisami umowy jej strony wspólnie zobowiązują się również<br />
do zabezpieczenia funkcjonowania systemu STOPFIRE w całym<br />
cyklu jego życia. Oznacza to długoterminową współpracę<br />
i zarazem współudział IOE WAT w modernizacji systemu, zmianach<br />
jego konstrukcji i opracowywaniu kolejnych wersji.<br />
Pomyślne badania i przejście do fazy wdrożenia systemu<br />
do produkcji zintensyfikowało też działania marketingowe. Na<br />
odzew nie trzeba było długo czekać, a zainteresowanie instalacją<br />
STOPFIRE’A w swym najnowszym pojeździe wyraziła Huta<br />
Stalowa Wola S.A. Chodzi o jeden z kluczowych dla przyszłości<br />
stalowowolskiej firmy i niezwykle istotnych z punktu widzenia<br />
modernizacji Wojsk Lądowych programów – Nowego<br />
Bojowego Pływającego Wozu Piechoty Borsuk. Współpracę<br />
rozpoczęto już w 2017 r., a STOPFIRE będzie zintegrowany z<br />
innymi systemami pojazdu poprzez magistralę komunikacyjną<br />
CAN. W 2019 r. system został zainstalowany w modelu funkcjonalnym<br />
Borsuka. W docelowej konfiguracji w przedziale<br />

a company specializing in fire protection and fire signaling systems,<br />
Savi Technologie Sp. z o.o. Sp.k., it was possible to adapt<br />
to the STOPFIRE the appropriate valve system and bottles<br />
with extinguishing agent with a short emptying time. These<br />
components have already been used in combat vehicle firefighting<br />
systems, including in Israel, Great Britain and Austria.<br />
At WCBKT S.A. all necessary integration works and system<br />
checks were carried out at the plant level. This in turn enabled<br />
the development of technical conditions for the system<br />
and development of its test program, which served as the<br />
substantive basis for system tests. The tests were carried out<br />
by the Military Institute of Armored and Automotive Technology<br />
from February 2016 till August 2017. The field evaluation<br />
confirmed compliance with the parameters recorded in the<br />
technical conditions, including measured parameters: time<br />
of detection of the cumulative stream and/or fuel explosion<br />
in the crew compartment below 3 milliseconds, time of extinguishing<br />
a standard test fire in the crew compartment 100<br />
milliseconds based on video image analysis and 117 milliseconds<br />
based on a thermal image (according to requirements, it<br />
should be no longer than 250 milliseconds); time to extinguish<br />
the explosion of fuel leaking under<br />
pressure – 74 and 72.8 milliseconds,<br />
respectively (according<br />
to requirements, it should be no<br />
longer than 250 milliseconds); extinguishing<br />
time of a standard fire<br />
in the drive compartment about<br />
1 s (according to requirements,<br />
it should be no longer than 20 s).<br />
Interference immunity was also<br />
checked: car bulbs, lighting bulbs,<br />
fluorescent lamps, flash lamp,<br />
strobe lamp, gas lighter flame,<br />
match flame, lit cigarette, electric<br />
heater, sunlight, fire from small arms; mechanical, climatic and<br />
electromagnetic exposure.<br />
Obtaining the certificate by the STOPFIRE system in its final<br />
form enabled further strengthening the cooperation between<br />
IOE WAT and WCBKT S.A. in this project. On September<br />
28, 2017, an agreement was signed between WCBKT S.A. and<br />
the Military University of Technology, under which WAT will<br />
support WCBKT S.A. in the implementation of the system for<br />
serial production. According to the provisions of the agreement,<br />
its parties jointly undertake to support the functioning<br />
of the STOPFIRE system throughout its entire life cycle.<br />
This means long-term cooperation and at the same time the<br />
IOE WAT’s participation in system modernization, changes in<br />
its design and development of subsequent versions.<br />
Successful research and the transition to the implementation<br />
phase of the production system also intensified marketing<br />
activities. It didn’t take long to get respond, and Huta<br />
Stalowa Wola S.A. expressed interest in installing STOPFIRE<br />
in its latest vehicle. This is one of the key for the future of<br />
the Stalowa Wola company and the programs extremely important<br />
from the point of view of the modernization of the<br />
Land Forces – the New Borsuk Amphibious Infantry Fighting<br />
Vehicle. The cooperation started already in 2017, and STO-<br />
PFIRE will be integrated with other vehicle systems via the<br />
CAN communication bus. In 2019, the system was installed<br />
in the Borsuk functional model. In the ultimate configuration,<br />
four temperature sensors and two extinguishing agent cylinders<br />
will be installed in the propulsion compartment, while<br />
four optical heads and three extinguishing agent cylinders in<br />

kolejny zestaw systemu, który zostanie<br />
zamontowany w prototypie Borsuka. Trwają także rozmowy<br />
z innymi – polskimi i zagranicznymi – producentami pojazdów.<br />
Wiele już dziś wskazuje, że system STOPFIRE nie tylko<br />
przełamie monopol analogicznych urządzeń importowanych<br />
z państw zachodnich wśród krajowych producentów wozów<br />
bojowych, ale ma szanse także na eksport.<br />
Stopfire – opis techniczny<br />
System przeciwpożarowy i tłumienia wybuchu SF-01<br />
STOPFIRE jest przeznaczony do szybkiego wykrywania<br />
i tłumienia wybuchu paliwa oraz pożaru we wczesnym stadium<br />
rozwoju w przedziałach załogi, napędowym oraz na<br />
zewnątrz wozu bojowego. W przypadku ochrony przedziału<br />
załogi przed wybuchem paliwa, strumieniem kumulacyjnym<br />
czy pożarem, czas wykrycia zagrożenia nie przekracza 3 ms,<br />
a czas jego eliminacji ≤ 150ms (wyniki badań – 80÷120 ms).<br />
Jeśli chodzi o ochronę przedziału silnika przed pożarem<br />
wskaźniki te wynoszą, odpowiednio, poniżej 5 s i poniżej 20<br />
s. W przypadku systemu ochrony zewnętrznej pojazdu, chroniącym<br />
głównie przed pożarem rozlanej mieszanki zapalającej,<br />
podsystem gaśniczy jest uruchamiany ręcznie, a czas<br />
eliminacji zagrożenia nie powinien przekroczyć 60 s.<br />
Kompletacja systemu jest dobierana indywidualnie do<br />
konkretnego typu pojazdu, a warunkiem decydującym jest<br />
wielkość i stopień zabudowy nadzorowanej przestrzeni<br />
przedziałów załogi i silnika, a także chronionej powierzchni<br />
zewnętrznej pojazdu.<br />
Zasadnicze elementy systemu to:<br />
• centralka sterująca CS-01 (1 szt.);<br />
• wielospektralna głowica optyczna GO-01 (liczba dobierana<br />
indywidualnie do wielkości i stopnia zabudowy przedziału<br />
załogi);<br />
• czujnik temperatury CT-01 (liczba dobierana indywidualnie<br />
do wielkości i stopnia zabudowy przedziału napędowego);<br />
• przycisk aktywacji podsystemu ochrony zewnętrznej SPOZ<br />
(opcjonalny);<br />
• układ gaśniczy przedziału załogi UGPZ (konfiguracja zmienna);<br />
• układ gaśniczy przedziału napędowego UGPN (konfiguracja<br />
zmienna);<br />
• układ gaśniczy powierzchni zewnętrznych UGOZ (opcjonalny,<br />
konfiguracja zmienna);<br />
• okablowanie.<br />
Sercem systemu jest centralka sterująca<br />
CS-01, wyposażona w wyświetlacz systemowy,<br />
przycisk zerujący (RESET), gniazdo diagnostyczne<br />
i przełącznik ręcznego uruchamiania (FIRE),<br />
a także gniazda przyłączeniowe czujników,<br />
zestawów gaśnic i zasilania. Nadrzędną funkcją<br />
CS-01 jest odbiór sygnałów z głowic GO-01<br />
i czujników CT-01. W przypadku wykrycia przez<br />
głowice optyczne zjawisk zaklasyfikowanych<br />
jako zagrożenie, centralka automatycznie inicjuje<br />
otwarcie zaworów butli w przedziale załogi<br />
bądź – po wzroście temperatury powyżej<br />
ustalonego poziomu progowego wykrytym<br />

The vehicle in this configuration<br />
is presented at the XXVII <strong>MSPO</strong> in<br />
Kielce. At WCBKT S.A. another system<br />
kit was also prepared to be<br />
mounted on the Borsuk prototype.<br />
Talks are also underway with other<br />
Polish and foreign vehicle manufacturers.<br />
There are already many<br />
indications that the STOPFIRE<br />
system will not only break the monopoly of similar devices<br />
imported from Western countries among domestic manufacturers<br />
of combat vehicles, but also has chances for export.<br />
Stopfire – technical description<br />
The SF-01 STOPFIRE fire suppression and explosion suppression<br />
system is designed for quick detection and suppression<br />
of fuel explosion and fire in the early stages of development<br />
in crew compartments, propulsion compartment<br />
and outside the combat vehicle. In the case of protecting the<br />
crew compartment against fuel explosion, cumulative jet stream<br />
or fire, the time of threat detection shall not exceed 3<br />
milliseconds, and its elimination time ≤ 150 milliseconds (test<br />
results – 80 ÷ 120 milliseconds). When it comes to protecting<br />
the engine compartment from fire, these indicators are below 5<br />
s and below 20 s, respectively. In the case of an external vehicle<br />
protection system that mainly protects against spills of an ignition<br />
mixture, the extinguishing subsystem is manually operated<br />
and the hazard elimination time should not exceed 60 s.<br />
Complete set variant of the system is selected individually<br />
for a specific type of vehicle, and the decisive condition<br />
is the size and degree of crowding with equipment of the<br />
supervised space of crew and engine compartments, as well<br />
as the protected external surface of the vehicle. The main<br />
elements of the system are:<br />
• CS-01 control unit (1 pc);<br />
• GO-01 multispectral optical head (the number is individually<br />
selected for the size and degree of density of equipment in<br />
the crew compartment);<br />
• CT-01 temperature sensor (the number is individually selected<br />
for the size and degree of density of equipment in the<br />
crew compartment);<br />
• activation button of the external security subsystem SPOZ<br />
(optional);<br />
• firefighting system of the UGPZ crew compartment (variable<br />
configuration);<br />
• UGPN drive compartment fire extinguishing system (variable<br />
configuration);<br />
• fire extinguishing system of external surfaces UGOZ (optional,<br />
variable configuration);<br />
• wiring.<br />
The heart of the system is the CS-01 control<br />
unit, equipped with a system display, reset<br />
button (RESET), diagnostic socket and manual<br />
start switch (FIRE), as well as connection<br />
sockets for sensors, fire extinguisher sets and<br />
power supply. The superior function of CS-01<br />
is the reception of signals from GO-01 heads<br />
and CT-01 sensors. If the optical heads detect<br />
phenomena classified as hazardous, the control<br />
panel automatically initiates the opening<br />
of the cylinder valves in the crew compartment<br />
or - after the temperature rises above<br />
the set threshold level detected by the temperature<br />
sensors - opens the cylinder valves<br />

napędowym. Podsystem gaśniczy może zostać również uruchomiony<br />
ręcznie za pomocą naciśnięcia przycisku FIRE. Centralka,<br />
np. poprzez sygnał wysłany magistralą CAN pojazdu lub poprzez<br />
interfejs RS-485, może zainicjować zamknięcie układów wentylacji<br />
pojazdu, co zwiększa skuteczność gaszenia, a także przesłać<br />
komunikat o pożarze poprzez system łączności wewnętrznej.<br />
Centralka CS-01 prowadzi, w trybie czuwania, stały monitoring<br />
czujników temperatury, kontrolę systemów zasilania<br />
głowic i czujników, nadzór pracy zaworów oraz ciśnienia<br />
środka gaśniczego.<br />
Głowica GO-01 obserwuje widmo optyczne wewnątrz<br />
przedziału załogi i w przypadku wykrycia płomienia lub zjawisk<br />
towarzyszących strudze kumulacyjnej, generuje sygnał<br />
informacyjny, który przesyłany jest do CS-01.<br />
Czujnik CT-01 kontroluje w trybie ciągłym temperaturę<br />
wewnątrz przedziału silnikowego, informację o której przekazuje<br />
do CS-01. Porównanie informacji ze wszystkich czujników<br />
CT-01 i porównanie z wcześniej zaprogramowanym<br />
algorytmem, umożliwia odróżnienie pożaru od zjawisk towarzyszących<br />
normalnej pracy silnika.<br />
W skład układów gaśniczych UGPN i UGPZ wchodzą butle<br />
FRV-ES ze środkiem gaśniczym. W butlach układu UGPZ wykorzystuje<br />
się butle ze środkiem HFC 227 ea, który jest nietoksyczny,<br />
nieszkodliwy dla ludzi i środowiska, co potwierdza<br />
atest Państwowego Zakładu Higieny. W butlach UGPN stosuje<br />
się ten sam środek HFC 227 ea, ale z domieszką proszku gaśniczego<br />
– dwuwęglanu sodu. Czynnik HFC 227 ea działa jak<br />
aerozol, który przerywa w sposób chemiczny proces spalania,<br />
odparowuje w całości nie pozostawiając zanieczyszczeń. Butle<br />
wyposażone są w zawory butlowe z wyzwalaczami pirotechnicznymi,<br />
inicjowanymi elektrycznie na sygnał z CS-01.<br />
Dodatkowo w skład podsystemów gaśniczych wchodzą<br />
dysze rozpylające NOZ-FRV (butle w przedziale załogi) i NOZ-<br />
-ST (w przedziale silnika), a dla przedziału napędowego także<br />
dodatkowe rurociągi i łączniki elastyczne.<br />
Okablowanie zapewnia połączenia elektryczne pomiędzy<br />
poszczególnymi elementami systemu i jest projektowane indywidualnie<br />
do każdego pojazdu. Do każdej butli ze środkiem<br />
gaśniczym doprowadzone są niezależne kable z centralki –<br />
jedna para do wyzwalacza zaworu, druga do manometru.<br />
Butle i dysze rozpylające starszej wersji systemu STOPFIRE zamontowane w 2011 r. demonstratorze<br />
technologii wielozadaniowej platformy gąsienicowej Anders.<br />

subsystem can also be started manually by pressing the FIRE<br />
button. The control panel, e.g. via a signal sent through the<br />
vehicle’s CAN bus or through the RS-485 interface, can initiate<br />
the closing of vehicle ventilation systems, which increases<br />
the efficiency of extinguishing, as well as sends a fire message<br />
via the internal communication system.<br />
The CS-01 central unit provides, in standby mode, constant<br />
monitoring of temperature sensors, control of optical<br />
heads and sensors supply systems, supervision of valve operation<br />
and extinguishing agent pressure.<br />
The GO-01 optical head observes the optical spectrum<br />
inside the crew compartment and in the event of a flame or<br />
phenomena associated with the cumulative stream being detected,<br />
generates an information signal, which is sent to CS-01.<br />
The CT-01 sensor continuously monitors the temperature<br />
inside the engine compartment, which information it sends<br />
to CS-01. Comparison of information from all CT-01 sensors<br />
and comparison with a previously programmed algorithm<br />
makes it possible to distinguish fire from phenomena<br />

The UGPN and UGPZ extinguishing systems include FRV-<br />
-ES cylinders with an extinguishing agent. The cylinders of<br />
the UGPZ system use cylinders with HFC 227 ea, which is<br />
non-toxic, harmless to people and the environment, which<br />
is confirmed by the National Institute of Hygiene certificate.<br />
UGPN cylinders use the same HFC 227 ea agent, but with an<br />
admixture of powder, sodium bicarbonate. HFC 227 ea acts<br />
as an aerosol that interrupts the chemical process of combustion,<br />
evaporates completely leaving no impurities. The<br />
cylinders are equipped with valves with pyrotechnic triggers,<br />
electrically initiated on the signal from CS-01.<br />
Additionally, fire extinguishing subsystems include NOZ-<br />
-FRV atomizing nozzles (cylinders in the crew compartment)<br />
and NOZ-ST nozzles (in the engine compartment), and additional<br />
pipelines and flexible connectors for the propulsion<br />
compartment.<br />
Wiring provides electrical connections between the individual<br />
components of the system and is designed individually<br />
for each vehicle. Each cable with extinguishing medium<br />
has independent cables from the central unit – one pair for<br />
the valve trigger and the other for the pressure gauge.<br />

The Polish Armed Forces currently have 247 Leopard 2 MBTs, including 142 Leopard 2A4s, which are modernized<br />
to the 2PL standard, and 105 Leopard 2A5s, which are the best tanks with the highest combat potential that<br />
the Army currently have in her Armored and Mechanized Troops.<br />
Począwszy od 2002 r., tj. od chwili rozpoczęcia eksploatacji<br />
przez <strong>Wojsko</strong> Polskie czołgów Leopard 2 aż do 2014 r.<br />
nie udało się stworzyć warunków do realizacji obsług tych<br />
czołgów przez krajowy potencjał przemysłowy. Polska Grupa<br />
Zbrojeniowa S.A. (PGZ), kierując się zasadą optymalizacji wykorzystania<br />
posiadanych zasobów i przede wszystkim zabezpieczenia<br />
potrzeb SZ RP, rozdzieliła kompetencje produktowe<br />
bez naruszania zasady równego traktowania spółek. I tak<br />
czołgi Leopard 2A5 i zespoły napędowe do obu wersji czołgów<br />
są w zakresie kompetencyjnym <strong>Wojsko</strong>wych Zakładów<br />
Motoryzacyjnych S.A., natomiast czołgi Leopard 2A4/2PL leżą<br />
w gestii Zakładów Mechanicznych BUMAR-ŁABĘDY S.A.<br />
<strong>Wojsko</strong>we Zakłady Motoryzacyjne S.A. (WZM), jako<br />
pierwsze przedsiębiorstwo w Polsce, utworzyły potencjał<br />
krajowy do obsług czołgów Leopard 2. W 2014 r. czołgów<br />
Leopard 2A4, zaś w roku następnym Leopard 2A5. Cele, jakie<br />
przyświecały podjęciu przez zarząd WZM decyzji o utworzeniu<br />
tego potencjału, to:<br />

– producent czołgów Leopard 2. Istotą tej współpracy jest<br />
wsparcie WZM przez KMW wyłącznie w obszarach oczekiwanych<br />
przez polską firmę, w tym w szczególności w zakresie:<br />

had been created for the service of these tanks by domestic<br />

the competence of <strong>Wojsko</strong>we Zakłady Motoryzacyjnych S.A.,<br />
while Leopard 2A4/2PL tanks are the responsibility of Zakłady<br />

<strong>Wojsko</strong>we Zakłady Motoryzacyjne S.A. (WZA), as the first<br />
company in the country, created national potential to service<br />
Leopard 2 tanks. In 2014, Leopard 2A4 tanks maintenance<br />
was undertaken, and the following year, Leopard 2A5 tanks<br />
started to be supported.<br />
The goals that motivated the management board of<br />
WZM decisions to create this potential are:<br />
• increasing state security by strengthening the military<br />
defense system;<br />
• satisfying the needs of the Polish Armed Forces in all<br />
areas necessary to maintain full technical efficiency of<br />
Leopard 2 tanks, based on for national potential, both<br />

eksploatowanych przez Siły Zbrojne RP. Trzeba jednak wyraźnie zaznaczyć, że będzie to długa i kosztowna droga.<br />

– Present and Indefinite Future<br />
Modernization and renovation of Polish Armed Forces helicopter fleet has started this year, it was announced long<br />
time ago. It has to be however emphasized that it is going to be long and hard way to go.<br />
Siły Zbrojne RP eksploatują ok. 230<br />
śmigłowców ośmiu typów, których<br />
zużycie określono na 70% dostępnych<br />
resursów. Najwięcej z nich reprezentuje<br />
rodzinę PZL-Świdnik W-3 Sokół (68<br />
sztuk), których dostawy rozpoczęły się<br />
pod koniec lat 80. XX wieku. Obecnie<br />
część W-3 została gruntownie zmodernizowana<br />
w celu zwiększenia możliwości<br />
operacyjnych (osiem ratowniczych<br />
W-3WA/WARM Anakonda i tyle samo<br />
W-3PL Głuszec). Wiadomo, że to jeszcze<br />
nie koniec.<br />
Nad lądem…<br />
12 sierpnia Inspektorat Uzbrojenia<br />
MON poinformował o rozpoczęciu<br />
negocjacji w sprawie modernizacji<br />
partii wielozadaniowych śmigłowców<br />
transportowych W-3 Sokół, którą ma<br />
przeprowadzić PZL-Świdnik S.A. Przedmiotem<br />
negocjowanej od 7 sierpnia<br />
umowy o potencjalnej wartości 88<br />
mln PLN netto ma być modernizacja<br />
czterech śmigłowców W-3 Sokół i ich<br />
doposażenie do funkcji SAR zgodne<br />
z warunkami technicznymi modernizacji.<br />
Ponadto, należące do włoskiego<br />
koncernu Leonardo zakłady w Świdniku<br />
mają dostarczyć pakiet logistyczny<br />
i dokumentację eksploatacyjną zmodernizowanych<br />
wiropłatów. Negocjowano<br />
tylko z wybranym oferentem, gdyż jedynie<br />
PZL-Świdnik S.A. dysponuje (na<br />
zasadzie wyłączności) dokumentacją<br />
produkcyjną śmigłowców rodziny W-3.<br />
Na razie zamawiający nie informuje,<br />
dokąd mają trafić zmodernizowane Sokoły. Najprawdopodobniej<br />
ich użytkownikami będą Lotnicze Grupy Poszukiwawczo-Ratownicze.<br />
Być może wiropłaty trafią do stacjonującej<br />
w Krakowie 3. Grupy Poszukiwawczo-Ratowniczej, która<br />
obecnie eksploatuje śmigłowce Mi-8. Może to mieć związek<br />
z wyczerpywaniem resursów i brakiem perspektywy zakupu<br />
ich następców.<br />
Oprócz tego IU zakończył już dialog techniczny dotyczący<br />
planowanej modernizacji partii W-3 do wersji W-3WA<br />
Siedem W-3PL Głuszec to jedne z najlepiej wyposażonych<br />
wiropłatów SZ RP. Doświadczenia zdobyte przy<br />
Głuszcu mogą pomóc w planowanej modernizacji<br />
W-3WA WPW.<br />
Seven W-3PL Głuszec helicopters are one of the best<br />
equipped rotorcraft of the Polish Armed Forces. The<br />
experience gained during the Głuszec program, may<br />
help with the planned modernization of W-3WA WPW.<br />
The Armed Forces of Poland operate<br />
about 230 helicopters of eight<br />

the fleet is composed of PZL-Świdnik<br />

On August 12, the Armament Inspectorate<br />
of the Ministry of National<br />
Defense announced the commencement<br />
of negotiations on the modernization<br />
of a batch the W-3 Sokół multi-<br />
-role helicopter transport, which is to<br />
be carried out by PZL-Świdnik S.A. The<br />
subject of the contract, negotiated since<br />
August 7, with a potential net value<br />
of 88 million PLN is to be the modernization<br />
of four W-3 Sokół helicopters<br />
and their retrofitting to the SAR role<br />
in accordance with the technical specification<br />
of the modernization. In<br />
addition, the plant in Świdnik owned<br />
by Leonardo is to provide a logistics<br />
package and operational documentation<br />
for the modernized rotorcraft. The<br />
negotiations were conducted with the<br />
only selected bidder, since only PZL-<br />
-Świdnik S.A. has (on an exclusive basis)<br />
production documentation for W-3 helicopters.<br />
For now, the contracting authority does not inform where<br />
the modernized Sokół helicopters are to be delivered.<br />
Most likely, their users will be Air Search and Rescue Groups.<br />
Perhaps the rotorcraft will be delivered to the 3 rd Search and<br />
Rescue Group based in Krakow, which currently operates<br />
Mi-8 helicopters. This may be related to the exhaustion of<br />
the service-life time of the latter helicopters and the lack of<br />
prospects of purchasing their successors.<br />

to BLMW, and therefore they will carry on SAR tasks for the next years,<br />
supporting four AW101s.<br />
WPW (wsparcia pola walki). Według części deklaracji, projekt<br />
obejmujący ok. 30 maszyn może kosztować 1,5 mld USD<br />
i potrwać do sześciu lat. Ponadto wojsko zabiega o przebudowę<br />
i modernizację dodatkowego W-3PL Głuszec,<br />
który uzupełniłby stratę maszyny, zniszczonej w 2017 r.<br />
w czasie ćwiczeń we Włoszech. Doposażone wiropłaty będą<br />
mogły stanowić istotny element wsparcia wyspecjalizowanych<br />
śmigłowców szturmowych. Obecnie Siły Zbrojne RP<br />
dysponują 28 Mi-24D/W, które stacjonują w dwóch Bazach<br />
Lotniczych – 49. w Pruszczu Gdańskim i 56. w Inowrocławiu.<br />
Mi-24 mają już najlepsze lata za sobą, co więcej, intensywna<br />
eksploatacja w warunkach bojowych w Iraku i Afganistanie<br />
odcisnęła na nich swoje piętno. Następcę Mi-24 miał<br />
wyłonić program Kruk, który obecnie znajduje się w próżni<br />
– według wiceministra ON Wojciecha Skurkiewicza, pierwsze<br />
śmigłowce nowego typu miałyby pojawić się w jednostkach<br />
po 2022 r., jednak nic nie wskazuje, na rozpoczęcie odpowiedniej<br />
procedury zakupowej. Co ciekawe, już w 2017 r. Departament<br />
Obrony Stanów Zjednoczonych i korporacja Lockheed<br />
Martin podpisali umowę w spawie produkcji systemów<br />
obserwacji, celowania i naprowadzania systemów uzbrojenia<br />
śmigłowców szturmowych AH-64E Guardian M-TADS/PNVS,<br />
w której znalazła się opcja dotyczącą produkcji wspomnianego<br />
systemu do maszyn przeznaczonych dla Polski. Od<br />
tego czasu umowa nie została rozszerzona. Jednak pokazuje,<br />
że głównym faworytem do zastąpienia obecnie posiadanych<br />
śmigłowców tej klasy pozostaje wyrób Boeinga. Aby utrzymać<br />
(choćby częściowo) potencjał operacyjny, priorytetem<br />
stała się modernizacja części Mi-24 – dialog techniczny w tej<br />
sprawie zaplanowano na okres lipiec–wrzesień tego roku,<br />
a zgłosiło się do niego 15 zainteresowanych, spośród których<br />
IU miał wybrać tych z najlepszymi referencjami. Decyzje<br />
dotyczące programu mogą zaważyć na przyszłości Kruka,<br />
trudno bowiem wyobrazić sobie ewentualną integrację śmigłowców<br />
produkcji amerykańskiej z pociskami europejskimi<br />
bądź izraelskimi (choć technicznie nie byłby to precedens)<br />
na polskie zamówienie przy ograniczeniach budżetowych<br />
Additionally, the Armament Inspectorate has already<br />
completed the technical dialogue regarding the planned<br />
modernization of the batch of W-3s to the W-3WA WPW version<br />
(battlefield combat support). According to some declarations,<br />
a modernization program of about 30 helicopters<br />
can cost 1.5 billion USD and take up to six years. Furthermore,<br />
the military is seeking to rebuild and modernize an additional<br />
W-3PL Głuszec, which would supplement the loss of one<br />
helicopter, destroyed in 2017 during exercises in Italy. Retrofitted<br />
rotorcraft will be able to be an important supplement<br />
the dedicated attack helicopters. Currently, the Armed Forces<br />
of the Republic of Poland have 28 Mi-24D/Ws, which are divided<br />
between 49 th Air Base in Pruszcz Gdański and 56 th Air<br />
Bae in Inowrocław.<br />
The Mi-24 helicopters have already had the best years behind<br />
them, and what’s more, intensive operation in combat<br />
conditions in Iraq and Afghanistan has left its mark on them.<br />
The successor to the Mi-24 type was to be selected by the<br />
Kruk program, which is currently in a vacuum – according to<br />
deputy minister Wojciech Skurkiewicz, the first new attack<br />
helicopters would be delivered to front-line units after 2022.<br />
However, there is no indication that the appropriate purchasing<br />
procedure has started. Interestingly, already in 2017, the<br />
US Department of Defense and the Lockheed Martin corporation<br />
signed a contract for the production of M-TADS/PNVS<br />
observation, targeting and fire control systems for AH-64E<br />
Guardian attack helicopters, which included the option for<br />
the production of the mentioned systems for helicopters intended<br />
for Poland. The option has not been exercised since<br />
then. However, it shows that the Boeing’s product remains<br />
the main favorite to replace currently owned helicopters. In<br />
order to maintain (even partially) operational potential, the<br />
modernization of the part of the Mi-24 fleet became a priority<br />
– technical dialogue on this matter was scheduled for<br />
July-September this year, and 15 interested parties came forward,<br />
from which the Armament Inspectorate was to select<br />
those with the best references. Decisions regarding the program<br />
may affect the future of Kruk program, since it is difficult<br />
to imagine the possible integration of US made helicopters<br />
with European or Israeli missiles (although technically this<br />
would not be a precedent) as a part of the Polish order with<br />
budget restrictions caused by the purchase of the first two<br />
batteries of the Wisła system (not to mention the next planned<br />
procurement of further Wisła batteries).<br />

Another urgent problem<br />

ship-borne component<br />
of the Naval Air Brigade<br />
(BLMW). Along with the<br />
transfer of two frigates<br />
of the O. H. Perry class, the Polish Navy received four Kaman<br />
SH-2G Super Seasprite helicopters from the United States.<br />
Those helicopters will be deprived of the manufacturer’s<br />
technical support from January 2020, which is currently carried<br />
on through FMS contracts. This means that their operational<br />
readiness (presently at the level of around 50%) will<br />
deteriorate further. It seems sensible to consider their deep<br />
modernization with the help of foreign partners – for example<br />
Peru, which bought five SH-2G from New Zealand and<br />
ordered their modernization at General Dynamics Mission<br />

i zleciło modernizację General Dynamics Mission Systems<br />
Canada. Wraz z tym strona kanadyjska ma także realizować<br />
usługę wsparcia logistycznego, co pozwoli na zachowanie<br />
gotowości operacyjnej. Tego typu rozwiązanie, na pierwszy<br />
rzut oka egzotyczne, może mieć także sens w Polsce – fregaty<br />
mają być eksploatowane co najmniej do połowy lat 20.,<br />
a zakup śmigłowców innego typu wymusiłby inwestycje<br />
w infrastrukturę pokładową, nie mówiąc już o niezbędnym<br />
szkoleniu załóg i dłuższym czasie osiągnięcia gotowości<br />
operacyjnej. Czas (i fundusze) zaoszczędzone dzięki temu zabiegowi<br />
mógłby posłużyć na opracowanie wymagań wobec<br />
następców SH-2G i samych fregat.<br />
Szczęśliwie ten rok rozpoczął inny proces w BLMW – zakup<br />
czterech śmigłowców wielozadaniowych Leonardo AW101,<br />
które trafią do 44. Bazy Lotnictwa Morskiego w Darłowie. Maszyny<br />
w wersji zwalczania okrętów podwodnych z modułem<br />
SAR pozwolą na rozpoczęcie wycofywania eksploatowanych<br />
ośmiu Mi-14PŁ i pary poszukiwawczo-ratowniczych Mi-14PŁ/R,<br />
których służba ma zakończyć się do 2023 r. Zakup nowych maszyn<br />
rozpoczął jednocześnie wstrzymany program modernizacji<br />
infrastruktury naziemnej, który ma objąć budowę m.in. nowych<br />
hangarów i pomieszczeń socjalnych. Wydaje się oczywistym,<br />
że w ciągu najbliższych lat MON powinien przeanalizować sens<br />
kontynuacji zakupów, gdyż cztery śmigłowce mogą nie być<br />
w stanie zastąpić 10 obecnie eksploatowanych.<br />
Śmigłowce wielozadaniowe<br />
O ile Mi-14 mają już (częściowo) następców, tak kolejnym<br />
palącym problemem stanie się wkrótce kwestia śmigłowców<br />
Mi-8, których w linii pozostało ok. 25 sztuk. W planach sprzed<br />
lat, miały zostać zastąpione przez Airbus Helicopters H225M<br />
Caracal, jednak po zakończeniu procedury bez podpisania<br />
umowy, zdecydowano się na dalszą eksploatację Mi-8.<br />
Systems Canada. Along with the work, the Canadian side is<br />
also to provide logistic support services, which will allow to<br />
maintain their operational readiness. This type of solution, at<br />
first glance exotic, may also make sense in Poland – frigates<br />
are to be operated at least until the mid-2020s, and the purchase<br />
of other helicopters would force investments in ships’<br />
infrastructure, not to mention the necessary crew training<br />
and later achievement of the operational capability. The time<br />
(and funds) saved thanks to this could be used to develop<br />
requirements for the successors of SH-2G and the frigates.<br />
Fortunately, this year began another process at BLMW –<br />
the purchase of four Leonardo AW101 multi-role helicopters,<br />
which will be delivered to the 44 th Naval Air Base in Darłowo.<br />
The ASW version of the helicopter with the SAR module<br />
will allow the commencement of withdrawals of eight Mi-<br />
-14PŁs and the pair of Mi-14PŁ/Rs SAR helicopters, they are<br />
to be withdrawn from service by 2023. The procurement of<br />
the new helicopters also caused re-launching of an earlier<br />
suspended program of modernization of ground infrastructure,<br />
which is to include the construction of, among others,<br />
new hangars and social facilities. It seems obvious that in<br />
the next few years the Ministry of National Defense should<br />
analyze the feasibility of ordering more helicopters, as four<br />
helicopters may not be able to replace 10 currently operated.<br />
Multi-role helicopters<br />
While the Mi-14s already has (partly) successors, the next<br />
urgent issue will soon become the Mi-8 helicopters, 25 of<br />
which are still used. In plans from years ago, they were to<br />
be replaced by Airbus Helicopters H225M Caracal, but after<br />
the procedure was completed without signing the contract,<br />
it was decided to continue operating the Mi-8. Currently,<br />
these obsolete helicopters will slowly be phased out. Some<br />
of them can be replaced by modernized W-3 (e.g. in the 3 rd<br />

25 stycznia doszło bowiem do podpisania kontraktu na<br />
zakup czterech S-70i Black Hawk. Będą kosztować 683,4 mln<br />
PLN brutto. Kwota ta obejmuje także pakiet logistyczno-szkoleniowy<br />
i doposażenie według wymagań zamawiającego.<br />
Cała transakcja owiana jest cały czas mgłą tajemnicy, jednak<br />
nieoficjalnie wszystko wskazuje na to, że 7. Eskadra Działań<br />
Specjalnych otrzyma jedne z najlepiej wyposażonych S-70i<br />
na świecie. Jednocześnie Siły Zbrojne RP stały się pierwszym<br />
klientem wśród państw NATO, który zdecydował się na powyższą<br />
wersję Black Hawka – istnieje szansa, że wkrótce tą<br />
drogą pójdą także inni.<br />
Spory odsetek parku śmigłowców Wojska Polskiego to<br />
„wielozadaniowe” Mi-2 (60 sztuk), które w 2017 r. świętowały<br />
półwiecze służby. Według deklaracji MON, w 2018 r. miał ruszyć<br />
program Perkoz. Jego celem miał być wybór konstrukcji, która<br />
miałaby zastąpić Mi-2 – niestety, według najnowszych informacji<br />
płynących z IU, nastąpiła zmiana wymagań, co spowodowało<br />
przesunięcie na czas nieokreślony rozpoczęcia fazy analityczno-<br />
-koncepcyjnej. Teoretycznie zainteresowanie programem<br />
powinni wyrazić czołowi zachodni producenci śmigłowców:<br />
Leonardo, Bell, Airbus, do których może dołączyć także amerykański<br />
MD Helicopters, turecki Turkish Aerospace Industries czy<br />
południowokoreański Korea Aerospace Industries. Ze względu<br />
na brak upublicznionych wymagań można tylko spekulować,<br />
jakie konstrukcje mogłyby być zaoferowane wojsku.<br />
Tymczasem zamiast Perkoza uruchomiono program<br />
wydłużenia eksploatacji Mi-2. W 2018 r. podpisano pierwsze<br />
umowy dotyczące realizacji biuletynów technicznych<br />
(PZL-Świdnik S.A.) i prac przy układzie napędowym (Pratt<br />
& Whitney Rzeszów S.A.) oraz zwiększenia resursów technicznych<br />
łopat wirników (Instytut Techniczny Wojsk Lotniczych).<br />
Wszystko to oznacza, że popularne „czajniki” jeszcze przez<br />
długie lata pozostaną charakterystycznym elementem Wojska<br />
Polskiego.<br />

On January 25, the contract for the purchase of four S-70i<br />
Black Hawk was signed. They will cost 683.4 million PLN gross.<br />
This amount also includes a logistics and training packages<br />
and retrofitting as required by the client. The whole transaction<br />
is shrouded in mystery, but unofficially everything indicates<br />
that the 7 th Special Forces Squadron will receive one<br />
of the best equipped Black Hawks in the world. At the same<br />
time, the Polish Armed Forces have become the first customer<br />
among NATO countries to opt for this Black Hawk version<br />
– there is a chance that others will soon follow this path.<br />
A large percentage of the Polish Armed Forces helicopter<br />
fleet is “multi-role” Mi-2 helicopters (60 copies), which in 2017<br />
celebrated half a century of service. According to the Ministry<br />
of National Defense declaration, the Perkoz program was<br />
to start in 2018. It is aimed at selection of the type, which<br />
would replace the Mi-2s. Unfortunately, according to the<br />
latest information from the Armament Inspectorate, the<br />
requirements changed, which postponed the start of the<br />
analytical and conceptual phase indefinitely. Theoretically,<br />
interest in the program should be expressed by leading Western<br />
helicopter manufacturers: Leonardo, Bell, Airbus, which<br />
may also be joined by American MD Helicopters, Turkish<br />
Aerospace Industries or Korean Aerospace Industries. Due<br />
to the lack of public requirements, one can only speculate<br />
what types could be offered to the Armed Forces.<br />
Meanwhile, instead of Perkoz, the Mi-2 service-life extension<br />
program was launched. In 2018, the first contracts<br />
were signed for the implementation of technical bulletins<br />
(PZL-Świdnik S.A.) and works on the propulsion system (Pratt<br />
& Whitney Rzeszów S.A.) and to increase the service-life of<br />
rotor blades (Air Force Institute of Technology). All this means<br />
that popular “teapots” will remain a characteristic element of<br />
the Polish Armed Forces for many years to come.<br />

problemem krajów nadmorskich, ponieważ niezabezpieczony<br />
obszar morski stwarza znaczne ryzyko dla lokalnej i krajowej<br />
gospodarki oraz egzekwowania prawa i bezpieczeństwa<br />
narodowego. Jako wiodący producent systemów radarowych<br />

w pobliżu brzegu. Zabezpieczenie pasa wód terytorialnych<br />
o szerokości 12 mil morskich jest złożonym i trudnym zadaniem,<br />
szczególnie tam, gdzie topografia, urbanizacja i teren<br />
utrudniają ciągły nadzór po stronie lądu, podczas gdy fale<br />
morskie zakłócają zasięg radaru na akwenach przybrzeżnych.<br />
Wymagana jest skuteczna sieć nadzoru obejmująca<br />
różne czujniki, aby kontrolować i zabezpieczyć taki obszar.<br />
Ponadto określone krytyczne strefy, takie jak porty lub elektrownie,<br />
wymagają dodatkowych systemów bezpieczeństwa.<br />
ELM-2226 jest najczęściej stosowanym radarem przybrzeżnym<br />
ELTA, działającym w każdych warunkach pogodowych,<br />
w dzień i w nocy oraz na pełnym morzu, w celu<br />
wykrywania i śledzenia dużych i małych celów w obrębie<br />
morza. Radary te sprawdziły się już wielokrotnie na usługach<br />
bezpieczeństwa narodowego i ochrony wybrzeży w ramach<br />
sieci ochrony wybrzeży w wielu krajach.<br />
Nowy radar nadzoru ELM-2112 V22 jest mniejszy i lżejszy,<br />
co stanowi uzupełnienie do większych radarów przybrzeżnych.<br />
Jest łatwym do zainstalowania, mobilnym systemem<br />
radarowym do stosowania przybrzeżnego. Jego główną<br />
zaletą jest możliwość wykrywania bardzo małych celów na<br />
morzu, w tym pływaków. Składa się z półprzewodnikowych,<br />
sterowanych elektronicznie anten i wymaga mniej infrastruktury<br />
do wdrożenia niż większe systemy. Jego zaawansowane<br />
przetwarzanie sygnału zwiększa możliwości identyfikacji<br />

Czujniki radarowe są zintegrowane z systemami optoelektronicznymi<br />
do identyfikacji i śledzenia dalekiego zasięgu<br />
(LRIT) identyfikującymi i weryfikującymi tożsamość<br />
celów wykrytych przez radar. Inne metody stosowane<br />
w tym celu, to systemy automatycznej identyfikacji jednostek<br />
pływających (AIS) i pasywne systemy radiolokacyjne,<br />
takie jak rozpoznanie sygnałowe (SIGINT), obie stosowane<br />

verify offshore marine traffic and alert for every suspicious<br />
activity close to the shore. Securing a 12 nautical miles wide<br />
strip of territorial water is a complex and challenging task,<br />
particularly where topography, urban and terrain inhibits<br />
continuous surveillance on the land side, while the breaking<br />
waves challenge radar coverage at the shallows. Effective<br />
surveillance network comprising different sensors is required<br />
to cover such area. Moreover, specific critical sites such<br />
as ports or power stations merit additional layers of security.<br />
The ELM-2226 is Elta’s most widely used coastal radar,<br />
operating at all weather conditions, day and night and at<br />
a high sea state, to detect and track large and small targets<br />
within the sea clutter. These radars have an extensive proven<br />
record in national security and coastal protection, as part<br />
of country-wide coastal protection networks in numerous<br />
nations.<br />
The new ELM-2112 V22 surveillance radar is smaller and<br />
lighter, complementing the larger coastal radars with easily<br />
deployable, mobile coastal radar system. Its main advantage<br />
is the capability to detect very small targets, including swimmers<br />
at sea. Comprised of a solid-state, electronically steered<br />
antennae, it requires less infrastructures for deployment. Its<br />
sophisticated signal processing enables advanced target<br />
identification and tracking capabilities, improving surveillance<br />
not only in the seaside, but also from the surf area<br />
and inland, detecting targets the size of rubber boats up to<br />
22 Km (12 Nm).<br />
Radar sensors do not operating alone. They are Integrated<br />
with electro optical systems for Long Range Identification<br />
& Tracking (LRIT) identifying and verifying the and identity<br />
of targets detected by radar. Other methods employed for<br />
this purpose are Automatic Identification Systems (AIS) and<br />
RF sensors such as signals intelligence (SIGINT), both used<br />
to localize transmissions sources that indicate the presence<br />
of legitimate marine traffic, correlating the radar tracks with<br />
scheduled traffic. Anomalies picked up by the sensors could<br />
indicate illegal activities or distress signals in emergency.<br />
During search and rescue operations, when rapid coverage of<br />
a large area at sea, rapid and effective response could be a life<br />
saver for survivors.<br />
Different measures are used to establish security<br />
offshore, either for oil and gas rigs, enforcement of environmental<br />
regulations, fishery or other maritime<br />
exploitation in the Economic Exclusion<br />
Zone, up to 200 nautical miles from land. Securing<br />
the nation’s interests in this area requires<br />
different assets and capabilities, including<br />
wide area surveillance, based on satellites,<br />
airborne assets and land based over-the-<br />
-horizon (OTH) radars.<br />
ELTA provides specific solutions for each<br />
of these requirements. Data obtained from<br />
satellite-based synthetic aperture radar is<br />
used to classify and at times identify distant<br />
maritime targets. The ELM-2022 family of airborne<br />
maritime surveillance radars is used<br />
around the globe, by 55 nations on surveillance<br />
aircraft, helicopters and unmanned<br />
aircraft for maritime patrol, search and rescue<br />
and environmental monitoring Additionally.<br />
ELTA’s novel ELM-2270 Over-The–Horizon<br />
(OTH) radar, operating in the High-Frequency<br />
(HF) band, detects hundreds of miles into the<br />

state. Finally, offshore rigs may be protected by compact<br />
systems such as the ELM-2112 providing early warning<br />
and cueing of other systems and self-defense measures.<br />
All sensors are remotely controlled and link to a central<br />
command control facility, where sensor feeds are fused,<br />
correlated and processed to deliver a situational picture<br />
enabling rapid decision making and actionable response,<br />
thus creating Maritime Situational Awarenes. Such actions<br />
could be a dispatch of other sensor, such as a patrol boat or<br />
unmanned aerial vehicle, to verify the situation and intervene<br />
as necessary.<br />
This integrated Maritime Situation Awareness employs<br />
ELTA’s proven command and control systems developed and<br />
deployed by navies worldwide and adapted for the users of<br />
maritime security applications. It provides a hub for decision<br />
making, command and control, ensuring efficient operation,<br />

Mało kto spodziewał się, że tegoroczny maj rozgrzeje dyskusje o przyszłości Sił Powietrznych RP niemal do temperatury<br />
wrzenia. Było to zasługą wypowiedzi czołowych polityków Ministerstwa Obrony Narodowej, którzy w wyniku kolejnego<br />
wypadku samolotu MiG-29 4 marca br., podjęli decyzję o przyspieszeniu procesu zastąpienia obecnie eksploatowanych<br />
samolotów produkcji sowieckiej.<br />
Few expected this May to raise discussions about the future of the Polish Air Force almost to boiling point. This was due<br />
to the statements of leading politicians of the Ministry of National Defense, who as a result of another accident of the<br />
MiG-29 aircraft on March 4 this year, decided to accelerate the process of replacing the currently operated aircraft of<br />
Soviet origin.<br />

Czarna seria incydentów z udziałem MiG-ów-29 w Siłach<br />
Powietrznych rozpoczęła się 18 grudnia 2017 r., kiedy<br />
pod Kałuszynem rozbił się egzemplarz o numerze 67. 6 lipca<br />
2018 r. w pobliżu Pasłęka doszło do katastrofy maszyny<br />
o numerze 4103, w której zginął pilot. 4 marca br. listę wydłużył<br />
MiG o numerze 40, w tym przypadku pilot przeżył.<br />
Biorąc pod uwagę, że przez 28 lat eksploatacji samolotów<br />
tego typu nigdy nie było podobnej serii, uwaga polityków<br />
skupiła się na problemie stanu technicznego lotnictwa wojskowego,<br />
szczególnie maszyn produkcji sowieckiej, które<br />
są pozbawione wsparcia ze strony producenta. Niejako<br />
w tym samym czasie, listopadzie 2017 r., Inspektorat Uzbrojenia<br />
uruchomił fazę analizy rynku dotyczącej pozyskania<br />
wielozadaniowego samolotu bojowego i zdolności do prowadzenia<br />
zakłóceń elektronicznych z powietrza – podmioty<br />
zainteresowane udziałem miały czas na składanie dokumentacji<br />
do 18 grudnia 2017 r. Ostatecznie do powyższego<br />
projektu zgłosiły się Saab AB, Lockheed Martin, Boeing,<br />
Leonardo S.p.A. i firma Fights-on-Logistics. Poza ostatnią<br />
z nich, reszta to renomowani producenci wielozadaniowych<br />
samolotów bojowych, w większości mający w ofercie<br />
konstrukcje tzw. generacji 4,5. Jedynym przedstawicielem<br />
5. generacji jest na rynku F-35 Lightning II produkowany<br />
przez korporację Lockheed Martin. Co mogło zastanawiać,<br />
to brak w grupie podmiotów francuskiego Dassault Aviation,<br />
producenta Rafale.<br />
A black series of incidents involving MiG-29 in the Air<br />
Force began on December 18, 2017, when a fighter board<br />
number 67 crashed near Kałuszyn. On July 6, 2018, near Pasłęka,<br />
the machine board number 4103 was destroyed killing<br />
its pilot. March 4 this year the list was extended by MiG-29<br />
board number 40, in this case the pilot again survived. Given<br />
that for 28 years of operation of this type of aircraft, there<br />
has never been a similar series, the attention of politicians<br />
focused on the problem of the technical condition of military<br />
aviation, especially Soviet production fighters, which are deprived<br />
of support from the manufacturer. At the same time,<br />
in November 2017, the Armament Inspectorate launched<br />
a market analysis phase regarding the acquisition of a multi-<br />
-role combat aircraft and the ability to conduct airborne electronic<br />
warfare – entities interested in participating had time<br />
to submit documentation by December 18, 2017. Finally, Saab<br />
AB, Lockheed Martin, Boeing, and Leonardo S.p.A. applied for<br />
the above project. and the Fights-on-Logistics Company with<br />
proposal of used aircraft. Beside the last of them, the rest are<br />
reputable manufacturers of multi-role combat aircraft, offering<br />
mostly of the so-called generation 4.5 fighters. The only representative<br />
of the 5 th generation on the market which could be<br />
considered by Poland, is the F-35 Lightning II offered by Lockheed<br />
Martin. What might have wondered is the lack of French<br />
Dassault Aviation, manufacturer of Rafale, in the group of entities<br />
interested in Polish tender.<br />

Zatwierdzony w lutym 2019 r. Plan Modernizacji Technicznej<br />
wymienił wśród głównych priorytetów zakup 32<br />
wielozadaniowych samolotów bojowych 5. generacji, których<br />
wsparciem mają być obecnie eksploatowane F-16C/D<br />
Jastrząb – te ostatnie zbliżają się do momentu modernizacji<br />
w ramach standardu F-16V (tą drogą poszła już m.in. Grecja,<br />
a planuje także Maroko). Nowa konstrukcja, mająca mieć<br />
zdolność do swobodnego operowania w środowisku nasyconym<br />
środkami obrony przeciwlotniczej, ma być w pełni<br />
interoperacyjna z sojusznikami i mieć możliwość transmisji<br />
danych w czasie rzeczywistym. Tego typu zapisy wyraźnie<br />
wskazywały na F-35A Lightning II, który może być kupiony<br />
poprzez federalną procedurę FMS.<br />
Powyższe przypuszczenia potwierdził 12 marca prezydent<br />
RP Andrzej Duda, który w wywiadzie radiowym poinformował<br />
o rozpoczęciu rozmów ze stroną amerykańską<br />
odnośnie zakupu właśnie maszyn wspomnianego typu. Co<br />
ciekawe, tuż po marcowym wypadku MiG-a-29, prezydent<br />
i Biuro Bezpieczeństwa Narodowego poinformowali o rozpoczęciu<br />
analiz nad realizacją programu Harpia w sposób<br />
identyczny jak F-16C/D – poprzez ustawę, finansowanie programu<br />
odbywało się wówczas spoza budżetu MON.<br />
W kolejnych dniach marca sprawa ucichła, by ponownie<br />
rozgrzać scenę polityczną 4 kwietnia. Wówczas, w trakcie debaty<br />
w Kongresie USA, wiceadmirał Mat Winter, szef biura F-35<br />
Lightning II z ramienia Departamentu Obrony, poinformował,<br />
że administracja federalna rozważa <strong>wydanie</strong> zgody na sprzedaż<br />
tej konstrukcji do czterech państw europejskich. Na liście<br />
znalazły się: Hiszpania, Grecja, Rumunia i Polska. W przypadku<br />
tej ostatniej, Letter of Request, będący formalną prośbą<br />
o udostępnienie ceny i dostępności wybranego sprzętu, został<br />
przesłany z Warszawy 28 marca tego roku. Minister obrony<br />
narodowej Mariusz Błaszczak skomentował powyższe<br />
informacje jeszcze ciekawiej: powiedział o przygotowaniu<br />
podstaw finansowych i prawnych do zakupu przynajmniej 32<br />
samolotów 5. generacji. Strona polska zabiega o maksymalne<br />
skrócenie procedur autoryzacji zakupu, a także szybkiej<br />

Plan, listed among the main priorities the purchase of 32<br />
multi-role combat aircraft of the 5 th generation, which are to<br />
be supported by the currently used F-16C/D Jastrząb fleet.<br />
The latter are approaching the moment of modernization<br />
under the F-16V standard (Greece has already contracted<br />
such modernization, and Morocco is also planning it). The<br />
new fighter, designed to be able to freely operate in an environment<br />
dense with air defense means, is to be fully interoperable<br />
with allies and be able to transmit data in real time.<br />
These requirements clearly pointed to the F-35A Lightning II,<br />
which can be bought through a federal FMS procedure.<br />
The above assumptions were confirmed on 12 March by<br />
President of Poland Andrzej Duda, who in a radio interview<br />
announced the start of talks with the American side regarding<br />
the purchase of F-35A fighters. Interestingly, just after<br />
the March accident of a MiG-29, the president and the National<br />
Security Bureau announced the start of analyzes on the<br />
implementation of the program to purchase new fighters<br />
under code name of Harpia, in the same way as F-16C/Ds<br />
were purchased a more than a decade ago. This is going to<br />
involve a Parliamentary Act and the provision to finance the<br />
program from the outside the budget of the Ministry of National<br />
Defense.<br />
In the following days of March the matter almost died,<br />
to reheat the political scene again on the 4 th of April. At that<br />
time, during a debate in Congress, Vice Admiral Mat Winter,<br />
head of the F-35 Lightning II office on behalf of the Department<br />
of Defense, announced that the federal administration<br />
was considering approving the sale of this fighters to four<br />
European countries. The list included: Spain, Greece, Romania<br />
and Poland. In the case of the latter, a Letter of Request,<br />
which is a formal request for the pricing, conditions, and<br />
availability of the mentioned equipment, was sent from Warsaw<br />
on March 28 this year. The Minister of National Defense<br />
Mariusz Błaszczak commented on the above information<br />
even more interestingly: he said about the preparation of<br />

The core of the combat capabilities of the Polish Air Force are 48 F-16Cs/Ds Jastrząbs.<br />
ścieżki negocjacji. Obecne szacunki wskazują, że ewentualne<br />
porozumienie LoA z rządem Stanów Zjednoczonych podpisane<br />
w bieżącym roku mogłoby umożliwić rozpoczęcie<br />
dostaw samolotów około 2024 r. Tak szybkie tempo może<br />
umożliwić przejęcie przez Polskę tureckich slotów produkcyjnych.<br />
W kolejnych tygodniach temperatura wokół kwestii F-35<br />
została ochłodzona, wybuchając ponownie w maju. Kluczowe<br />
wydają się dwa dni – 16 i 28 tego miesiąca. Pierwszego doszło<br />
do debaty w Komisji Obrony Narodowej Sejmu RP, w czasie której<br />
wiceminister Wojciech Skurkiewicz poinformował posłów<br />
o faktycznym wyborze samolotu 5. generacji (a więc F-35A<br />
Lightning II) dla dwóch eskadr. Pierwsza z nich została ujęta<br />
w Planie Modernizacji Technicznej do 2026, a druga po tym<br />
okresie – łącznie mowa o 32 egzemplarzach. Według dostępnych<br />
informacji zastosowanie procedury bezprzetargowej<br />
pozwala uznanie zakupu za pilną potrzebę operacyjną.<br />
Powyższy krok to wynik serii wypadków z udziałem MiG-<br />
-ów-29, które w bieżącym roku świętują 30-lecie służby. Obecnie<br />
są one uziemione, jednak już wiadomo, że podjęto decyzję<br />
o wznowieniu eksploatacji. Jest ona uzależniona od wprowadzenia<br />
rekomendacji raportu dotyczącego wypadku z grudnia<br />
2017 r. Decydenci nie chcą jednak inwestować w ten typ<br />
samolotu, co oznacza, że po montażu nowego systemu IFF<br />
na zmodernizowanych MiG-29M nie należy spodziewać się<br />
kolejnych projektów dotyczących tych maszyn. Co więcej,<br />
liczba sprawnych MiG-ów zacznie spadać, według nieoficjalnych<br />
informacji, już w listopadzie tego roku 22. Baza Lotnicza<br />
w Malborku wycofa z eksploatacji pierwszy z posiadanych<br />
myśliwców. Najprawdopodobniej zostanie dawcą części dla<br />
pozostałych stacjonujących na Pomorzu.<br />
28 maja minister Błaszczak poinformował, że MON wysłało<br />
do Stanów Zjednoczonych oficjalne zapytanie ofertowe<br />
(LoR) w sprawie zakupu 32 wielozadaniowych samolotów<br />
bojowych F-35A. Z upublicznionej informacji wynika,<br />
że obok zakupu samych samolotów ujęty zostanie pakiet<br />
logistyczny i szkoleniowy, a więc standardowy zestaw dla<br />

negotiation paths. Current estimates indicate that a possible<br />
LoA agreement with the US government signed this year<br />
could enable the launch of aircraft deliveries around 2024.<br />
Such a rapid pace could allow Poland to take over Turkish<br />
production slots, since delivery to Turkey has been cancelled<br />
by US Government.<br />
In the following weeks, the temperature around the F-35<br />
issue was cooled, but it explode again in May. Two days seem<br />
to be of a key importance – May 16 and 28. The first was<br />
a debate in the National Defense Committee of the Lower<br />
Chamber of Polish Parliament of the Republic of Poland, during<br />
which deputy minister Wojciech Skurkiewicz informed<br />
Representatives about the actual choice of the 5 th generation<br />
aircraft (i.e. the F-35A Lightning II) for two squadrons. The first<br />
of these squadrons had been included in the Technical Modernization<br />
Plan until 2026, and the second squadron is to be<br />
equipped after 2026. Totally 32 fighters are to be procurred.<br />
According to the information available, the use of the non-<br />
-tender purchase procedure is allowed to be under provision<br />
of an urgent operational need. The above step is the result of<br />
a series of accidents involving MiG-29s, which are this year<br />
celebrating their 30 th anniversary of the Polish Ari Force use.<br />
They are currently grounded, but it is already known that<br />
a decision was made to resume their operations. It depends<br />
on the introduction of the recommendation of the December<br />
2017 accident report. However, decision-makers do<br />
not want to invest in this type of aircraft, which means that<br />
after installing the new IFF system on the modernized MiG-<br />
-29M, no further modernization for these machines should<br />
be expected. What’s more, the number of operational MiGs<br />
will start to fall, according to unofficial information, as early<br />
as November this year. 22 nd Tactical Air Base in Malbork will<br />
start to gradual withdrawal process of them. Most likely the<br />
withdrawn fighters will be used as spare parts resource for<br />

można wymienić choćby modernizację baz<br />
lotniczych, które zostaną wybrane do przyjęcia nowych<br />
samolotów – przy założeniu pozostawienia pięciu (Łask,<br />
Poznań, Mińsk Mazowiecki, Malbork i Świdwin) oznacza to<br />
pozostawienie jednej do przebudowy w przyszłości. Jak<br />
pokazują doświadczenia zachodnioeuropejskie, koszt prac<br />
budowlanych może przekroczyć 300 mln USD. Ponadto<br />
otwartym pozostaje pytanie, czy MON planuje pozostawić<br />
sześć eskadr samolotów bojowych – przy założeniu, że zakup<br />
obejmie wyłącznie sprzęt dla dwóch, pozostanie kwestia<br />
zakupu kolejnych 16-18 samolotów dla ostatniej. Czy<br />
będą to kolejne F-35A, czy na przykład „bojowe” M346 – zobaczymy<br />
w przyszłości.<br />
Zakup i dostawa F-35A Lightning II spowoduje, że Siły Powietrzne będą dysponować<br />
około 80 wielozadaniowymi maszynami produkcji zachodniej.<br />

On May 28, Minister Blaszczak<br />
announced that the Ministry<br />
of National Defense sent<br />
an official request for quotation<br />
(LoR) to the United States regarding<br />
the purchase of 32 F-<br />
-35A multi-role combat aircraft.<br />
According to public information,<br />
beside to the purchase of<br />
the aircraft themselves, a logistics<br />
and training packages are<br />
to be included, i.e. a standard<br />
set for the intergovernmental<br />
FMS procedure to be used to<br />
purchase machinery. Sending<br />
LoR launches a formal process<br />
on the American side, the first<br />
stages will be approval by the<br />
State Department and later by<br />
Congress. Then, the Americans,<br />
through the DSCA agency, should<br />
publish the maximum value of the offer and its details - with<br />
the maximum value of the package offered will be known. Perhaps<br />
the above data will be known when you read the above<br />
article. Authorizing sales should result in sending a Letter of Offer<br />
and Acceptance agreement to Poland, which may (but does not<br />
have to) be accepted by decision makers in Warsaw. According<br />
to some analysts, in the absence of errors and political will, the<br />
entire procedure can be completed in about eight months.<br />
The purchase of the F-35A also means additional costs that<br />
will have to be paid by the Polish side. The largest of them will<br />
be the modernization of the air bases, which will be selected<br />
to operate the new aircraft. Five airbases could be considered<br />
(Łask, Poznań, Mińsk Mazowiecki, Malbork and Świdwin). This<br />
means that one of those fives will be modernized on later date.<br />
As Western European experience shows, the cost of airbase construction<br />
work may exceed USD 300 million. In addition, the question<br />
remains whether the Ministry of National Defense plans<br />
to leave six combat squadrons – assuming that the purchase<br />
will cover only equipment for two squadrons, the question of<br />
buying another 16-18 aircraft for the last, seventh squadron, will<br />
remain open. Will it be solved by buying the next F-35As or, for<br />
example, the “combat” M346 variant, the future will show.<br />
