firmy ukraińskie. Wcześniej podczas<br />
Salonu można było zwiedzać Wystawy<br />
Narodowe, które stały się tradycją<br />
<strong>MSPO</strong> od 2004 roku.<br />
Po raz kolejny podczas targów<br />
ważne będzie bezpieczeństwo.<br />
W tym roku obok wszelkich<br />
stosowanych już wcześniej środków ostrożności czyli kabin<br />
dekontaminacyjnych, zasłaniania ust i nosa i szczegółowego<br />
dezynfekowania powierzchni pojawią się kolejne. Wszyscy goście<br />
oraz wystawcy, będą proszeni o wypełnienie ankiety dotyczącej<br />
szczepienia przeciw COVID-19. Wiedza o liczbie osób<br />
zaszczepionych jest niezbędna do oszacowania ile osób może<br />
w danym momencie przebywać w obiektach targowych. Pracownicy<br />
Targów Kielce obsługujący wydarzenia targowe należą<br />
do osób zaszczepionych.<br />
Mam nadzieję, że tegoroczne targi przyniosą Państwu<br />
wiele efektywnych rozmów, owocnych spotkań i ciekawych doświadczeń.<br />

Dear Ladies and Gentlemen,<br />
For 29 years, the International Defence Industry Exhibition<br />
(<strong>MSPO</strong>) has become a place of presentation of the<br />
greatest achievements of the defence industry from around<br />
the world, it always takes place in September. I cordially<br />
invite you to this year’s edition of the event, in which<br />
400 companies from 27 countries have announced their<br />
participation. The Polish defence industry will be the<br />
most <strong>numer</strong>ous. Strategic partner of the<br />
exhibition – Polska Grupa Zbrojeniowa S.A.<br />
is preparing an exhibition for 32 companies<br />
in the entire hall and outside. Traditionally,<br />
<strong>MSPO</strong> will be accompanied by the Exhibition<br />
of the Polish Armed Forces, organized<br />
this year under the slogan „ENDURE-CON-<br />
TROL-OVERCOME”.<br />
The National Pavilions, where Americans,<br />
British, Germans, Norwegians, Italians<br />
and Ukrainian companies will present<br />
their potential, will be a novelty at this<br />
year’s Show. Previously, during the Salon,<br />
visitors could visit National Exhibitions,<br />
which have become a tradition of <strong>MSPO</strong><br />
since 2004.<br />
Once again, security and safety will be<br />
important during the fair. This year, in addition<br />
to all the previously used precautions, i.e. decontamination<br />
booths, covering the mouth and nose, and<br />
detailed disinfection of surfaces, new ones will appear.<br />
All visitors and exhibitors will be asked to complete a CO-<br />
VID-19 vaccination survey. The knowledge about the<br />
number of vaccinated people is necessary to estimate<br />
how many people may be at the fair premises at a given<br />
moment. Targi Kielce employees supporting trade fair<br />
events are among the vaccinated people.<br />
I hope that this year’s fair will bring you many effective<br />
talks, fruitful meetings and interesting experiences.<br />
I cordially invite you to participate in the events accompanying<br />
the fair and wish you a pleasant stay in Kielce.<br />

14 które odbyło się na terenie 1. Warszawskiej Brygady<br />
Pancernej w Wesołej, przedstawiciele rządu poinformowali<br />
o planie zakupu czołgów podstawowych Abrams wraz<br />
ze sprzętem wsparcia działań, pakietem logistycznym, szkoleniowym<br />
i amunicją. Pierwsze skrzypce podczas tego wydarzenia<br />
grał wiceprezes Rady Ministrów oraz przewodniczący Komitetu<br />
ds. Bezpieczeństwa Narodowego i Spraw Obronnych<br />
Jarosław Kaczyński, którego wspierali minister obrony narodowej<br />
Mariusz Błaszczak oraz Dowódca Generalny Rodzajów Sił<br />
Zbrojnych gen. Jarosław Mika. Według premiera Kaczyńskiego<br />
i ministra Błaszczaka w Stanach Zjednoczonych zakupione<br />
miałyby zostać czołgi w liczbie wystarczającej do uzbrojenia<br />
czterech batalionów, a także zabezpieczenia szkolenia, a więc<br />
ok. 250 wozów. Miałyby być to czołgi w aktualnie najnowszej<br />
wersji M1A2 SEPv3, która niedawno zaczęła wchodzić<br />
do uzbrojenia jednostek US Army. Wraz z Abramsami zakupione<br />
miałyby zostać m.in. wozy dowodzenia M577 CPC (Command<br />
Post Carrier, na podwoziu gąsienicowego transportera<br />
M113) i wozy zabezpieczenia technicznego M88A2 HERCU-<br />
LES (Heavy Equipment Recovery Combat Utility Lift System,<br />
na podwoziu czołgu M60), mosty towarzyszące M1074 JABS<br />

Zakup ma dotyczyć czołgów w aktualnie najnowszej wersji M1A2 SEPv3. Ich ostateczna konfiguracja będzie przedmiotem polsko-amerykańskich ustaleń.<br />
The purchase is to be of the tanks in the currently latest version M1A2 SEPv3. Their final configuration will be the subject of Polish-American agreements.<br />
Potwierdziły się, pojawiające się od kilku lat, do niedawna zazwyczaj nie traktowane jednak poważnie, plotki<br />
o zamiarze zakupu przez polskie władze w Stanach Zjednoczonych czołgów M1 Abrams dla Sił Zbrojnych<br />
RP. W ostatnich miesiącach, w związku z wyraźnym zintensyfikowaniem działań obecnego kierownictwa<br />
resortu obrony nakierowanych na wzmocnienie potencjału skoncentrowanego na tzw. ścianie wschodniej,<br />
czego wyrazem jest m.in. sformowanie 18. Dywizji Zmechanizowanej, odżyły one ze zdwojoną siłą, a w lipcu<br />
przekształciły się w wyrażone na najwyższym szczeblu władzy deklaracje i kroki formalne.<br />
The rumors that the Polish authorities intended to purchase M1 Abrams tanks for the Polish Armed Forces<br />
in the United States, that had been appearing for several years, but not taken seriously until recently, have<br />
been confirmed. In recent months, due to the remarkable intensification of the activities of the current management<br />
of the Ministry of National Defence, aimed at strengthening the military potential defending the<br />
so-called ‘eastern wall’, including the formation of the 18th Mechanized Division, rumours about Abrams<br />
MBTs purchase resurfaced with redoubled strength. In July, formal steps were undertaken at the highest<br />
level of government towards the procurement of these tanks.<br />
On July 14, during a meeting with media representatives,<br />
which took place on the premises of the 1st ‘Warszawska’<br />
Armored Brigade in Wesoła, government representatives<br />
announced a plan to purchase Abrams MBTs along with operational<br />
support equipment, logistics and training packages<br />
and ammunition. The vice-president of the Council<br />
of Ministers and the chairman of the Committee for National<br />
Security and Defence Affairs Jarosław Kaczyński, supported<br />
by the Minister of National Defence Mariusz Błaszczak, and<br />
the General Commander of the Polish Armed Forces Gen.<br />
Jarosław Mika played first fiddle during that event. According<br />
to Prime Minister Kaczyński and Minister Błaszczak, the<br />
number of tanks purchased in the United States would be sufficient<br />
to rearm four battalions and to secure the training,<br />
i.e. about 250 vehicles. These would be tanks in the currently<br />
latest version of the M1A2 SEPv3, which has recently begun<br />
to enter the service of the U.S. Army units. Together with the<br />
Abrams MBTs, M577 CPC (Command Post Carrier, M113 tracked<br />
transporter) and M88A2 HERCULES (Heavy Equipment Recovery<br />
Combat Utility Lift System, M60 chassis), M1074 JABS<br />
(Joint Assault Bridge System, M1 tank chassis) accompanying<br />
bridges, M113A4 AMEV (Armored Medical Evacuation<br />

(Joint Assault Bridge System, na podwoziu czołgu M1), pojazdy<br />
ewakuacji medycznej M113A4 AMEV (Armored Medical Evacuation<br />
Vehicle), symulatory i inne pomoce szkoleniowe, a także<br />
znaczne ilości amunicji (bojowej – naboje z pociskiem podkalibrowym,<br />
naboje z pociskiem odłamkowo-burzącym, ćwiczebnej<br />
– naboje ćwiczebne z pociskiem podkalibrowym i naboje<br />
wielozadaniowe przeciwpancerne ćwiczebne). Według informacji<br />
udzielonych przez Inspektorat Uzbrojenia, ostateczna<br />
konfiguracja czołgów M1A2 SEPv3 Abrams zostanie określona<br />
w umowie z administracją federalną Stanów Zjednoczonych.<br />
Całość ma kosztować 23,3 mld PLN, a pierwsze czołgi miałyby<br />
znaleźć się w Polsce już w przyszłym roku. Trafiłyby one do wyposażenia<br />
jednostek rozlokowanych we wschodniej części<br />
Polski – do 19. Lubelskiej Brygady Zmechanizowanej z Lublina<br />
i 1. Warszawskiej Brygady Pancernej z Wesołej, wchodzących<br />
w skład 18. Dywizji Zmechanizowanej. Za zabezpieczenie<br />
eksploatacji nowego sprzętu mają<br />
odpowiadać wojskowe zakłady remontowe.<br />
Ministerstwo Obrony<br />
Narodowej będzie musiało dodatkowo<br />
ponieść koszty budowy specjalistycznej<br />
infrastruktury na terenie<br />
jednostek użytkujących nowe czołgi,<br />
a także ośrodków szkoleniowych.<br />
Należy wyraźnie podkreślić,<br />
że zakup nie będzie dotyczył wozów<br />
fabrycznie nowych. Ostatnie<br />
nowe Abramsy wyprodukowano<br />
na terenie Stanów Zjednoczonych<br />
w 2000 r., zresztą dla odbiorców eksportowych<br />
(dla Sił Zbrojnych Stanów<br />
Zjednoczonych w 1995 r.). Łącznie<br />
wyprodukowano w Stanach Zjednoczonych<br />
ponad 9800 takich czołgów,<br />
a wraz z wozami wyprodukowanymi<br />
w Egipcie liczba ta wzrasta<br />
do ok. 10 300. Wszystkie później powstające<br />
wersje, łącznie z najnowszą<br />
M1A2C (SEPv3) i planowaną M1A2D<br />
(SEPv4), powstają poprzez konwersję<br />
bądź wykorzystanie elementów<br />
(np. kadłubów, powerpacków, armat) wcześniej wyprodukowanych<br />
wozów, często składowanych od wielu lat w magazynach<br />
sprzętu na terenie Stanów Zjednoczonych.<br />
Jak zadeklarowali politycy, środki na zakup Abramsów mają<br />
pochodzić spoza budżetu resortu obrony narodowej i ich wydatkowanie<br />
ma nie wpłynąć na inne realizowane programy<br />
modernizacyjne SZ RP. Nowy program modernizacji polskiej<br />
broni pancernej stanowić ma swego rodzaju „program pilotażowy”<br />
w ramach nowego, wielkiego programu przyspieszonej<br />
modernizacji technicznej Wojska Polskiego, niezbędnego wobec<br />
nowych zagrożeń ze wschodu. Według wypowiedzi ministra<br />
Mariusza Błaszczaka towarzyszącej tegorocznym obchodom<br />
Święta Wojska Polskiego, działania te miałyby docelowo<br />
doprowadzić do wzrostu liczby żołnierzy zawodowych w Siłach<br />
Zbrojnych RP do 250 000 (obecnie nieco poniżej 110 000),<br />
zaś żołnierzy Terytorialnej Służby <strong>Wojsko</strong>wej do 50 000 (obecnie<br />
ok. 27 000). Minister nie poinformował jednak kiedy takie<br />
stany miałyby zostać osiągnięte i jakiego wzrostu wydatków<br />
na obronność w budżecie Rzeczypospolitej Polskiej będzie<br />

Vehicle), simulators and other training aids, as well as significant<br />
amounts of ammunition (combat rounds – AT-Sabot,<br />
HEAT, and training rounds – AT-Sabot and multi-role AT) are<br />
to be ordered as well. According to the information provided<br />
by the Armament Inspectorate, the final configuration of M1A2<br />
SEPv3 Abrams tanks will be determined in an agreement with<br />
the U.S. federal administration. The whole is to cost PLN 23.3<br />
billion, and the first tanks would arrive in Poland next year. They<br />
would be deployed to military units located in the eastern part<br />
of Poland – the 19th Lublin Mechanized Brigade from Lublin<br />
and the 1st Warsaw Armored Brigade from Wesoła, which both<br />
are part of the 18th Mechanized Division. Military repair plants<br />
are to be responsible for supporting the operation of the new<br />
equipment. The Ministry of National Defence will additionally<br />
have to bear the costs of building specialized infrastructure<br />
in the facilities of units using the new tanks, as well as training<br />
centres.<br />
It should be clearly<br />

purchase will not apply<br />
to brand new vehicles.<br />
The last new Abrams<br />
MBTs were produced<br />
in the United States<br />
in 2000, moreover,<br />
it was for an export<br />
recipient (The United<br />
States Army Armor<br />
Branch received their<br />
last newly produced<br />
Abrams tanks in 1995).<br />
In total, more than<br />
9,800 such tanks were<br />
produced in the United<br />
States, and along with<br />
the vehicles produced<br />
in Egypt, their number<br />
reaches almost<br />
10,300. All late production<br />
vehicles, including<br />
the newest M1A2C<br />
(SEPv3) and planned M1A2D (SEPv4), are made by the conversion<br />
of existing tanks or by refurbishing major components<br />
(e.g. hulls, powerpacks, cannons) of previously manufactured<br />
vehicles, often stored for many years in military depots in the<br />
United States.<br />
As declared by politicians, funds for the purchase of Abrams<br />
MBTs are to come from outside the budget of the Ministry<br />
of National Defence and this expenditure is not expected to affect<br />
other modernisation programmes of the Polish Armed<br />
Forces. This newest modernisation effort of Polish tank units<br />
is to constitute a kind of ‘pilot programme’ within the new, large<br />
programme of accelerated technical modernisation of the Polish<br />
Armed Forces, necessary in the face of new threats from<br />
the East. According to the minister Błaszczak’s statement, accompanying<br />
this year’s celebration of the Polish Armed Forces<br />
Day, modernisation activities would ultimately lead to the increase<br />
of numbers of professional soldiers in the Polish Armed<br />
Forces up to 250,000 (currently slightly below 110,000), and<br />
soldiers of the Territorial Military Service up to 50,000 (currently<br />

Wraz z czołgami zostaną zakupione także pojazdy wsparcia działań – wozy zabezpieczenia<br />
technicznego M88A2 HERCULES…<br />
Along with the tanks, combat support vehicles will also be purchased – M88A2<br />

to wymagało. Na razie, 3 sierpnia, Rada Ministrów przyjęła<br />
uchwałę nr 89 w sprawie ustanowienia programu wieloletniego<br />
„Wyposażenie Sił Zbrojnych Rzeczypospolitej Polskiej<br />
w czołgi” i zapewnienia warunków jego realizacji, w którego<br />
ramach miałyby zostać pozyskane Abramsy. Ma być on realizowany<br />
w latach <strong>2021</strong>–2026 (do 31 grudnia 2026 r.) i objąć: wyposażenie<br />
SZ RP w czołgi, pakiet szkoleniowy i logistyczny oraz<br />
środki bojowe; szkolenie personelu, przygotowanie infrastruktury<br />
oraz sfinansowanie wydatków związanych z wyborem<br />
określonego rodzaju (sic!) i amunicji. Potwierdza ona, że program<br />
będzie finansowany ze środków budżetu państwa, które<br />
nie są wliczane do limitu wydatków obronnych na podstawie<br />
art. 7 ustawy z 25 maja 2001 r. o przebudowie i modernizacji<br />
technicznej SZ RP lub ze środków Funduszu Modernizacji Sił<br />
Zbrojnych albo z innych źródeł. Wydatki te nie mogą w latach<br />
<strong>2021</strong>–2026 przekroczyć kwoty 4,8 mld PLN rocznie. Środki niewykorzystane<br />
w jednym roku przechodzą na lata następne.<br />
Nie podano dotąd żadnych szczegółowych informacji dotyczących<br />
procesu decyzyjnego, którego efektem jest zainicjowanie<br />
procedury zakupu czołgów w Stanach Zjednoczonych,<br />
a także o trybie zakupu. Wiadomo jedynie, że wiosną tego roku<br />
w Stanach Zjednoczonych przebywała w tym celu grupa rekonesansowa<br />
polskich oficerów z Inspektorem Wojsk Lądowych<br />
gen. dyw. Maciejem Jabłońskim na czele, a decyzja o zakupie<br />
Abramsów to wynik tzw. pilnej potrzeby operacyjnej.<br />
Jeśli chodzi o podjęte kroki formalne związane z procedurą<br />
zakupu, także 14 lipca minister Mariusz Błaszczak poinformował<br />
o skierowaniu do amerykańskiej administracji federalnej<br />
zapytania ofertowego (Letter of Request, LoR) w sprawie zakupu<br />
czołgów wraz z pakietem towarzyszącym. Jest to pierwszy<br />
formalny etap zakupu sprzętu wojskowego w ramach<br />
procedury Foreign Military Sales (FMS). Na podstawie zapytania<br />
Departamenty Stanu i Obrony wydadzą (lub nie) zgodę<br />
na ewentualną sprzedaż czołgów wraz z pakietami modernizacyjnymi<br />
do Polski. Jeśli zgoda zostanie wyrażona, Agencja<br />
ds. Bezpieczeństwa Współpracy Obronnej (DSCA, Defense Security<br />
Cooperation Agency) prześle stosowny wniosek do Kongresu<br />
Stanów Zjednoczonych w celu notyfikacji. To umożliwi<br />
zainicjowanie ostatecznych negocjacji cenowych i sformułowanie<br />
projektu umowy międzyrządowej pomiędzy Stanami<br />
Zjednoczonymi a Polską (Letter of Offer and Acceptance,<br />
LOA). Cała ta procedura zajmie z pewnością kilka miesięcy, jeśli<br />
approx. 27,000). However, the minister did not inform when<br />
such strengths would be reached and what increase in defence<br />
spending in the budget of the Republic of Poland would be required.<br />
For now, on August 3, the Council of Ministers adopted<br />
the resolution No. 89 on establishing a multi-annual programme<br />
‘Equipping the Polish Armed Forces with tanks’ and ensuring the<br />
conditions for its implementation, under which Abrams MBTs<br />
would be obtained. The programme is to be implemented<br />
in the years <strong>2021</strong>–2026 (until December 31, 2026) and it will<br />
include equipping the Polish Armed Forces with tanks, training<br />
and logistics packages as well as ammunition; staff training,<br />
infrastructure preparation and financing of expenses related<br />
to the selection of a specific type (sic!) and ammunition. The<br />
resolution confirms that the programme will be financed from<br />
the state budget funds, which are not included in the limit of defence<br />
expenditures pursuant to Art. 7 of the Act of May 25, 2001<br />
on the reconstruction and technical modernisation of the Polish<br />
Armed Forces or from the Armed Forces Modernisation Fund<br />
or other sources. These expenses may not exceed PLN 4.8 billion<br />
per year in the years <strong>2021</strong>–2026. Funds not used in one year are<br />
transferred to the following years.<br />
So far, no detailed information has been provided on the<br />
decision-making process, in result of which is to initiate the purchase<br />
procedure for tanks in the United States, as well as on the<br />
purchase procedure. It is only known that in the spring of this<br />
year, a recointer group of Polish officers with from the Inspector<br />
of Land Forces Maj. Gen. Maciej Jabłoński at the forefront,<br />
visited the U.S. and that the decision to buy Abrams MBTs is the<br />
result of the so-called urgent operational need.<br />
As for the formal steps taken related to the purchase procedure,<br />
also on July 14, Minister Błaszczak announced that<br />
a Letter of Request (LoR) was sent to the U.S. federal administration<br />
regarding the purchase of tanks with an accompanying<br />
package. This is the first formal stage of purchasing military<br />
equipment under the Foreign Military Sales (FMS) procedure.<br />
On the basis of the inquiry, the Departments of State and Defence<br />
will (or not) grant consent to the possible sale of tanks<br />
along with modernisation packages to Poland. If consent<br />
is given, the Defense Security Cooperation Agency (DSCA) will<br />
send the appropriate request to the U.S. Congress for notification.<br />
This will enable the initiation of final price negotiations<br />
and the formulation of a draft intergovernmental agreement<br />
between the United States and Poland (Letter of Offer and<br />
Acceptance, LOA). The entire procedure will certainly take<br />

oczywiście na decyzje administracji federalnej nie wpłyną liczne<br />
kwestie sporne pomiędzy Waszyngtonem a Warszawą, które<br />
pojawiły się na przestrzeni ostatnich kilku tygodni. Nie tylko<br />
zresztą z tego powodu pożądany termin dostarczenia pierwszych<br />
egzemplarzy nowych czołgów w 2022 r. wydaje się być<br />
mało realny. Chyba, że będą to wozy już poddawane konwersji<br />
do standardu nowej wersji na zamówienie Departamentu<br />
Obrony Stanów Zjednoczonych.<br />
Według informacji Inspektoratu Uzbrojenia, zakupu czołgów<br />
w Stanach Zjednoczonych nie należy wiązać z programem<br />
Nowego Czołgu Podstawowego Wilk, mającego zostać<br />
pozyskanym w ramach programu operacyjnego zwiększenia<br />
manewrowości wojsk w środowisku lądowym w terenie trudno<br />
dostępnym. Te zadanie znajduje się aktualnie w fazie analityczno-koncepcyjnej.<br />
Plan zakupu czołgów Abrams wzbudził ożywioną dyskusję,<br />
a opinie na ten temat oscylują między entuzjazmem a całkowitą<br />
negacją. Prawda, jak zwykle,<br />
leży jednak pośrodku.<br />

wygrają. Ich efektywne działanie<br />
wymaga sprawnego<br />
rozpoznania, łączności i dowodzenia,<br />
wreszcie wsparcia<br />
obrony przeciwlotniczej, lotnictwa,<br />
artylerii lądowej – lufowej i rakietowej, a także inżynieryjno-saperskiego.<br />
Dopiero kompleksowe potraktowanie skokowego<br />
wzrostu potencjału 18. Dywizji Zmechanizowanej<br />
i innych związków taktycznych mających odeprzeć atak nieprzyjaciela<br />
w rejonie granicy wschodniej może dać pożądany<br />
rezultat. Nic nie wskazuje, żeby udało się to, patrząc choćby<br />
na zaawansowanie innych programów modernizacji technicznej,<br />
uzyskać wcześniej niż za dekadę. Niestety ćwierćwiecze<br />
zaniedbań w budowie nowoczesnych sił zbrojnych przez Polskę<br />
skutkuje dziś skumulowanymi, negatywnymi skutkami dotyczącymi<br />
praktycznie wszystkich rodzajów sił zbrojnych (poza<br />
Wojskami <strong>Specjalny</strong>mi i Wojskami Obrony Terytorialnej), na które<br />
reakcja jest już o wiele spóźniona i zakup nawet 500 Abramsów<br />
tego nie zmieni.<br />

Washington and Warsaw that have arisen over the past few<br />
weeks. It is not only for this reason that the desired date of delivery<br />
of the first new tanks in 2022 seems to be unrealistic.<br />
Unless M1A2C MBTs, recently refurbished at the request of the<br />
U.S. Department of Defense, become available to Poland<br />
as well, the delivery schedule presented by the Polish MoD<br />
neither seems plausible.<br />
According to the information from the Armament Inspectorate,<br />
the purchase of tanks in the United States should not be<br />
associated with the programme of the New Main Battle Tank,<br />
Wilk, which is to be acquired under the operational programme<br />
to increase the maneuverability of troops in a land domain<br />
in hard-to-reach terrain. This task is currently in the analytical<br />
and conceptual phase.<br />
The plan to buy Abrams tanks has sparked a lively discussion,<br />
and opinions on this subject<br />
oscillate between enthusiasm<br />
and complete negation.<br />
However, the truth, as always,<br />
lies in the middle. Certainly, the<br />
rapid strengthening of the eastern<br />
flank with 250 modern tanks<br />
will improve the balance of the<br />
Polish Army in the main direction<br />
of a possible defence operation.<br />
However, it should be remembered<br />
that Abrams MBTs<br />
will have to be kept in good<br />
working order, supplied with<br />
fuel and other consumables,<br />
as well as ammunition. All this<br />
requires enormous outlays<br />
– mostly from the Ministry of National<br />
Defence budget – and<br />
a revolution in the logistic support<br />
structures. It should also<br />
not be forgotten that the tanks<br />
themselves will not win in a possible<br />
war. Their effective operation<br />
requires efficient reconnaissance,<br />
communication and<br />
command, and finally the support of air defence, airpower, land<br />
gun and rocket artillery, as well as engineering and sappers<br />
support. Only a comprehensive approach to the abrupt increase<br />
in the potential of the 18th Mechanized Division and<br />
other tactical units to repel the enemy attack in the eastern border<br />
region can bring the desired result. There is no indication<br />
that all these goals could be achieved earlier than in a decade,<br />
looking at the advancement of other technical modernisation<br />
programmes. Unfortunately, a quarter of a century of negligence<br />
in the construction of modern armed forces by Poland<br />
results today in cumulative negative effects on virtually all services<br />
of armed forces (except for the Special Forces and Territorial<br />
Defence Forces), to which the reaction is much late and the<br />
purchase of even 500 Abrams MBTs will not change that.<br />

Zbrojeniowa S.A. przygotowała projekt systemu Narew<br />
wykorzystującego w pełni polski sieciocentryczny system<br />
dowodzenia, zaproponowany przez PIT-Radwar S.A.,<br />
docelowo umożliwiający integrację z Narwią dowolnie<br />
wybranego zagranicznego rakietowego pocisku przeciwlotniczego.<br />
Jednak, MON zdecydowało, że Narew będzie<br />
wykorzystywała jako system dowodzenia amerykański<br />
system Northrop Grumman IBCS, taki sam jak zakupiony<br />
wcześniej w ramach rakietowego systemu przeciwlotniczego<br />
i przeciwrakietowego średniego zasięgu Wisła.<br />
Zgodnie z przyjętym obecnie harmonogramem programu<br />
Narew, we wrześniu miałaby zostać podpisana z konsorcjum<br />
PGZ Narew umowa ramowa, która określi sposób<br />

obrony powietrznej [czyli najwyraźniej przynajmniej<br />
jedną baterię Wisły osłanianą przez Narew – przyp. red.]<br />
w 2026 roku.” Jest to bardzo optymistyczny plan, biorąc<br />
pod uwagę tempo realizacji programu Wisła, w którym<br />
transfer technologii do polskiego przemysłu jest niewielki.<br />

Zadania systemu Narew<br />
Posiedzenie Komisji Obrony Narodowej 22 lipca nie dało<br />
klarownej odpowiedzi, jakie zadania ma wypełniać Narew.<br />
Teoretycznie odpowiedź jest prosta – zastąpić przestarzałe<br />
systemy rakietowe 2K12 Kub i 9K33 Osa sowieckiej produkcji<br />
w oddziałach OPL Wojsk Lądowych, a także S-125 Newa-<br />
-SC w dywizjonach rakietowych Sił Powietrznych. Jednak<br />
różni oficjele w różny sposób rozkładali akcenty. Według<br />
Ociepy Narew ma osłaniać siły lądowe i obiekty w obszarze<br />
prowadzonych działań, bazy lotnicze w ich mobilnym<br />
module osłony, uzupełniać systemy Wisła w zwalczaniu<br />
celów na małych wysokościach. Narew ma zwalczać samoloty<br />
i śmigłowce, pociski manewrujące i bezzałogowce<br />
na małych wysokościach. Natomiast wg gen. Janowskiego,<br />
appointed on May 7 a commission to prepare and conduct<br />
a public procurement procedure with Col. Marciniak appointed<br />
as its chairman for the Narew Programme. The Programme<br />
was assessed as ‘significant’ from the point of view<br />
of the basic interest of state security. It will be addressed<br />
to the PGZ Narew consortium, except for the scope related<br />
to the IBCS (Integrated Air and Missile Defense Battle Command<br />
System). Let us recall that Polska Grupa Zbrojeniowa<br />
S.A. prepared the project of the Narew system using the fully<br />
Polish network-centric C2 system, proposed by PIT-Radwar<br />
S.A., ultimately enabling the integration of any selected foreign<br />
air defence missile with the Narew system. However, the<br />
Ministry of National Defence decided that Narew would use<br />
the American Northrop Grumman IBCS system as a C2 system,<br />
the same as previously purchased<br />
medium-range Wisła defence system.<br />
According to the currently adopted<br />
schedule of the Narew Programme,<br />
in September the PGZ Narew consortium<br />
is going to sign a framework agreement<br />
which will define the way and rules for<br />
awarding contracting orders for individual<br />
components of the system. Then, in the<br />
years 2022–2023, negotiations necessary<br />
to sign individual executive agreements<br />
are to take place. The planned delivery<br />
date for the first battalion of Narew system<br />
will depend on PGZ production capabilities,<br />
i.e. production implementation<br />
efficiency of the selected missile in Poland<br />
(or rather assembly, at least initially), which<br />
is going to be manufactured in result of its<br />
technology transfer (license agreement).<br />
According to Col. Marciniak, the signing<br />
of all contracts regarding the Narew Programme would<br />
be completed by 2023. Colonel Marciniak added that ‘he<br />
would like to see the first elements […] of the integrated<br />
air defence system [Editor’s Note: that is, apparently at least<br />
one Wisła battery protected by Narew] in 2026.’ This is a very<br />
optimistic plan, taking into account the pace of implementation<br />
of the Wisła programme, with its minor transfer<br />
of technology to Polish industry.<br />
The Mission and Tasks of the Narew System<br />
The meeting of the National Defence Committee on July 22<br />
did not give a clear answer as to what tasks the Narew system<br />
is to fulfill. Theoretically, the answer is simple – to replace<br />
the outdated 2K12 Kub and 9K33 Osa missile systems<br />
of Soviet origin in the Air Defence units of the Land Forces,<br />
as well as the S-125 Newa-SC in the Air Force missile battalions.<br />
However, different officials laid out the accents differently.<br />
According to Ociepa, Narew is to cover ground forces<br />
and facilities in the area of operations, air bases as their<br />
mobile air cover module, and complement the Wisła systems<br />
in defence against low-altitude targets. Narew is to fight<br />
aircraft and helicopters, cruise missiles and unmanned<br />
aerial vehicles at low altitudes. However, according to Gen.<br />
Janowski, once an integrated air defence system is created<br />
(based on the IBCS system), perhaps the Land Forces<br />
divisions will not have to be independent in the area of air<br />

gdy już powstanie zintegrowany system obrony przeciwlotniczej<br />
(w oparciu o system IBCS), to być może dywizje<br />
Wojsk Lądowych nie będą musiały być niezależne przeciwlotniczo.<br />
A wszystkie działania lądowe lub morskie [w ramach<br />
bronionego polskiego terytorium – przyp. red.] będą<br />
prowadzone wyłącznie pod „parasolem” wielowarstwowego<br />
systemu obrony przeciwlotniczej i przeciwrakietowej.<br />
Jednak wg płk. Maksymiuka „może się zdarzyć, że zestawy<br />
Narew mogą być wykorzystane bojowo jako zestawy autonomiczne.<br />
Czyli to będzie rakieta, wyrzutnia, system dowodzenia”.<br />
Zatem Narew musi być też mobilnym systemem<br />
OPL, co jest obecnie niemożliwe w przypadku podłączenia<br />
do sieci IFCN systemu IBCS. Dlatego, jak powiedział Maksymiuk,<br />
„nie zamykamy drogi do opracowania systemu C2”<br />
siłami polskiego przemysłu obronnego.<br />
Zatem na pewno system Narew ma współdziałać z systemem<br />
Wisła w ramach zintegrowanego systemu obrony<br />
powietrznej, zbudowanego w oparciu o IBCS, aby bronić<br />
baterii Wisły przed zagrożeniami powietrznymi, które pojawią<br />
się w martwych sektorach obserwacji stacji radiolokacyjnych<br />
AN/MPQ-65 (w perspektywie nowy system<br />
radiolokacyjny LTAMDS Raytheona) systemu Patriot. Inne<br />
scenariusze operacyjnego użycia systemu Narew są hipotetyczne<br />
i prawdopodobnie będą wypadkową koniecznych<br />
potrzeb oraz możliwości finansowych MON.<br />
Dylemat wyboru pocisku<br />
Jak powiedział płk Maksymiuk, MON przygotowało pożądane<br />
wymagania taktyczno-techniczne pocisku rakietowego<br />
do Narwi. Wymagania przekazano konsorcjum PGZ Narew,<br />
które na ich podstawie zaproponuje MON do akceptacji<br />
wybrane rozwiązanie. Wymagania są niejawne. Wiadomo<br />
na pewno, że pocisk do Narwi ma być jednostopniowy,<br />
bez odrzucanego stopnia startowego, co potwierdził płk<br />
Maksymiuk. Nie ma natomiast wymogu pionowego startu,<br />
co może zaskakiwać w XXI w. Choćby dlatego, że byłoby logiczne,<br />
aby system Narew używał takiego samego pocisku,<br />
co przyszłe okręty typu Miecznik. Upraszczałoby to szkolenie<br />
i logistykę, obniżało koszty, ułatwiało wynegocjowanie<br />
transferu technologii pocisku. Jednak już przebieg programu<br />
Wisła pokazał, że logika jest wśród polskich decydentów<br />
defence. And all land or sea operations [Editor’s Note: within<br />
the defended Polish territory] will be conducted only under<br />
the ‘umbrella’ of a multi-layer air and missile defence system.<br />
However, according to Col. Maksymiuk ‘it may happen<br />
that the Narew sets can be used in combat as autonomous<br />
sets. So it will consist of missiles, launchers, and C2 system.’<br />
Therefore, Narew must also be a mobile AMDS what is currently<br />
impossible when Narew is connected to the IBCS<br />
Integrated Fire Control Network (IFCN). Thus, as Col. Maksymiuk<br />
said, ‘we are not closing the road to the development<br />
of the C2 system’ with the competences of the Polish<br />
defence industry.<br />
Therefore, the Narew system is definitely to cooperate<br />
with the Wisła system as part of the integrated AMDS, built<br />
on the basis of IBCS, to defend the Wisła batteries against<br />
air threats that will appear outside AN/MPQ-65 radar field<br />
of view (or new Raytheon LTAMDS radar, once available)<br />
of the Patriot system. Other scenarios for the operational<br />
use of the Narew system are hypothetical and will probably<br />
be the result of the necessary requirements and financial capabilities<br />
of the Ministry of National Defence.<br />
Missile Selection Dilemmas<br />
As Col. Maksymiuk said, the Ministry of National Defence<br />
prepared the desired tactical and technical requirements for<br />
the missile of the Narew system. The requirements were submitted<br />
to the PGZ Narew consortium, which upon the requirements<br />
will submit proposals of selected solutions to the<br />
Ministry of National Defence for approval. The requirements<br />
are classified. It is known for certain that the missile for Narew<br />
is to be single-stage, without detachable booster, what was<br />
confirmed by Col. Maksymiuk. However, there is no vertical<br />
launch requirement, which may surprise in the 21st century.<br />
Obviously it would be logical for the Narew system to use<br />
the same air defence missiles as the future Miecznik frigates.<br />
This would simplify training and logistics, reduce costs,<br />
and facilitate the negotiations of missile technology transfer.<br />
However, the course of the Wisła programme has already<br />
shown that the logic of Polish decision-makers is questionable.<br />
Another issue, also mentioned by Col. Maksymiuk, is the<br />
ability of the Narew system to combat targets within a 360°<br />

niektórzy producenci pocisków<br />
rakietowych zgadzają się na „bardzo<br />
duży transfer technologii”.<br />
Jednak niemniej istotnym, jeśli nie istotniejszym, warunkiem,<br />
będzie możliwość integracji wybranego pocisku<br />
z systemem IBCS. Teoretycznie, w przypadku dysponowania<br />
kodami źródłowymi oprogramowania sterującego pocisku<br />
(jego modelem matematycznym), integracja z IBCS<br />
nie powinna być problemem. Przynajmniej technicznym,<br />
ale na przeszkodzie mogą stanąć przesłanki innego rodzaju<br />
– polityczne. Tak było w przypadku zakupu systemu Iron<br />
Dome dla US Army, kiedy spółka Rafael ADS odmówiła<br />
przekazania Pentagonowi kodów oprogramowania pocisków<br />
Tamir, przez co Stany Zjednoczone zrezygnowały<br />
z zakupu kolejnych systemów. A te już kupione nie są kompatybilne<br />
z IBCS.<br />

that the selected offer<br />

to meet the technical and industrial<br />
requirements for the<br />
transfer of technology. For<br />
this reason, official talks are<br />
underway at the governmental<br />
level (including the<br />
one conducted as a part<br />
of the technical dialogue carried<br />
on by the Ministry of National<br />
Defence) and at the<br />
industrial level, in which PGZ<br />
is the representative of Polish<br />
side. Colonel Maksymiuk said<br />
that some missile manufacturers<br />
agree to ‘very large<br />
technology transfer’. However, the mandatory ability to integrate<br />
the selected missile with the IBCS system is equally,<br />
if not even more important condition. Theoretically, if you<br />
have the source code of the missile control software (its mathematical<br />
model), integration with IBCS should not be a problem.<br />
At least from technical point of view, but there may<br />
be obstacles of a different nature, the political ones. This was<br />
the case with the purchase of the Iron Dome system for<br />
the U.S. Army, when Rafael ADS refused to provide<br />
the Pentagon with the Tamir missile software codes.<br />
As the result the United States abandoned the purchase<br />
of further systems. And those already purchased are not<br />
compatible with the IBCS.<br />

sześć bezzałogowców TB2, sześć głowic optoelektronicznych MX-15,<br />
dwie stacje radiolokacyjne z syntetyczną aperturą SAR (Synthetic Aperture<br />
Radar), trzy naziemne stacje kierowania i trzy terminale transmisji<br />
danych, pozwalające na zwiększenie zasięgu operacyjnego bezzałogowych<br />
aparatów powietrznych. Dodatkowo strona turecka dostarczy<br />
dwa symulatory, które zostaną zainstalowane w bazach lotniczych<br />
w Mirosławcu i Dęblinie.<br />
Co ciekawe, realizacja usług serwisowych ma odbywać się siłami Warsztatów<br />
Techniki Lotniczej w Toruniu. Z całą pewnością taka lokalizacja<br />

This year has repeatedly surprised many observers of the activities<br />
of the Ministry of National Defence of Poland related<br />
to the technical modernisation of the Polish Armed Forces.<br />
Among them, there was certainly the purchase of four sets<br />
of Bayraktar TB2 unmanned aerial system. The agreement covering<br />
the purchase was signed during the May <strong>2021</strong> visit of the<br />
President of the Republic of Poland Andrzej Duda to Turkey.<br />

The delivery of four Bayraktar TB2 unmanned aerial system (UAV)<br />
sets is planned for the years 2022–2024 (one in 2022 and 2024,<br />
two in 2023). Each set will include: six TB2 unmanned aerial vehicles, six<br />
MX-15 optoelectronic heads, two SAR (Synthetic Aperture Radars) radars,<br />
three ground control stations and three data transmission terminals,<br />
enabling to increase the operational range of unmanned aerial vehicles.<br />
Additionally, the Turkish side will provide two simulators that will<br />
be installed at the air bases in Mirosławiec and Dęblin.<br />
Interestingly, the implementation of maintenance services is to be carried<br />
out by the Aviation Techniques Workshop in Toruń. Certainly, such<br />
a selection is surprising, taking into account the fact that Polska Grupa<br />
Zbrojeniowa S.A. has established Competitive Center for Unmanned<br />
Aircraft Systems PGZ S.A. at Military Aviation Works No. 2 in Bydgoszcz.<br />
As pointed out by Gen. Tomasz Piotrowski, the operational commander<br />
of the Polish Armed Forces, the urgent<br />
operational need forcing the purchase<br />
of reconnaissance and attack UAVs<br />
is the result of analyzes and observations<br />
of the activities of a potential<br />
adversaries, i.e. Russian and Belarusian<br />
forces combined, which are systematically<br />
expanding their potential in many<br />
areas. Importantly, thanks to the use<br />
of technical solutions compliant with<br />
the NATO standardization system<br />
STANAG, Bayraktar TB2 can be integrated<br />
into the national system including,<br />
among others ground reconnaissance<br />
system, DB-110 reconnaissance pods<br />
(carried by Lockheed Martin F-16C/D<br />
Jastrząb multi-role combat aircraft),<br />
as well as the Jaśmin and TOPAZ command<br />
& control systems. Unfortunately,<br />
despite the fact that a few months<br />
have passed since signing the contract,<br />

ozpoznania naziemnego, zasobniki rozpoznawcze DB-110 (wykorzystywane<br />
przez wielozadaniowe samoloty bojowe Lockheed Martin<br />
F-16C/D Jastrząb), a także systemy Jaśmin i TOPAZ. Niestety, pomimo<br />
upływu kilku miesięcy od podpisania umowy, nadal brak szczegółów<br />
dotyczących m.in. pełnej wartości kontraktu – cztery zestawy kosztowały<br />
MON około 980 mln PLN, jednak nie wiadomo, czy kwota obejmuje<br />
koszt uzbrojenia, wyposażenia logistycznego, pakietu szkoleniowego<br />
i transferu technologii wsparcia eksploatacji. Z tego też względu ogólna<br />
wartość umowy może być szacowana nawet na ok. 1,4 mld PLN. Ponadto<br />
nadal nie wiadomo czy mowa o kwotach brutto czy netto.<br />
Zakup systemu Bayraktar TB2 to kolejny element modernizacji Wojska<br />
Polskiego w sferze systemów bezzałogowych. Są one elementem programu<br />
operacyjnego Obserwator, który został ujęty w kolejnych Planach<br />
Modernizacji Technicznej Sił Zbrojnych, w tym aktualnie obowiązującym<br />
na lata <strong>2021</strong>-2035. Pomimo upływu lat trudno wskazać na większe sukcesy.<br />
Dotychczas komórki Ministerstwa Obrony Narodowej (Inspektorat<br />
Uzbrojenia i Jednostka <strong>Wojsko</strong>wa NIL) podpisały umowy na dostawy<br />
mini BSP WB Electronics FlyEye – dostawy zakończono do końca 2018 r.<br />
W listopadzie 2018 r. IU podpisał umowę z konsorcjum polskich firm<br />
(Polska Grupa Zbrojeniowa S.A., <strong>Wojsko</strong>we Zakłady Lotnicze Nr 2 S.A.,<br />
PIT-RADWAR S.A.) na dostawę ośmiu zestawów BSP klasy taktycznej krótkiego<br />
zasięgu Orlik (z opcją na cztery kolejne). Według harmonogramu<br />
dostawy miały zostać zrealizowane w latach <strong>2021</strong>-2023, jednak dotychczas<br />
nie rozpoczęto ich produkcji. Zgodnie z informacjami, które zostały<br />
upublicznione przez MON w sierpniu tego roku, w 2020 r. zamawiający<br />
zatwierdził uzgodniony z wykonawcą projekt wykonawczy, a obecnie<br />
wykonawca opracowuje i testuje rozwiązania techniczne. Zamawiający<br />
nie otrzymał od wykonawcy żadnej informacji o braku możliwości<br />
wykonania umowy.<br />
We wrześniu 2020 r. IU podpisał kontrakt z Asseco Poland S.A. na dostawę<br />
sześciu zestawów BSP klasy mikro MayFly, które trafią do Wojsk <strong>Specjalny</strong>ch.<br />
Kolejnymi projektami, które mają szanse na realizację, są BSP<br />
klasy mini Wizjer – w 2020 r. ruszyły negocjacje pomiędzy IU a PGZ<br />
w sprawie zakupu 25 zestawów tej klasy. Umowa, być może, zostanie<br />
podpisana w tym roku.<br />
W grudniu 2020 r. ogłoszono postępowanie przetargowe na zakup<br />
BSP klasy taktycznej krótkiego zasięgu, pionowego startu i lądowania<br />
Albatros, który ma trafić do Brygady Lotnictwa Marynarki Wojennej. Program<br />
ma objąć do dwóch zestawów (w tym jeden w opcji), a zainteresowanie<br />
udziałem wyrazili: UMS Skeldar, WB Electronics S.A., Schiebel<br />
Elektronische Geräte GmbH, Siltec Sp. z o.o., WSK PZL Świdnik S.A. wraz<br />
z Leonardo S.p.A. oraz Works 11 Sp. z o.o. wraz z Martin UAV. Ostatecznie<br />
do fazy składania ofert wstępnych zakwalifikowano dwóch wykonawców<br />
– WB Electronics i Schiebel Elektronische Geräte. Głównym<br />
zadaniem Albatrosa ma być rozpoznanie sił przeciwnika na morzu i linii<br />
brzegowej, a także wsparcie operacji poszukiwawczo-ratowniczych.<br />
Z tego też względu maszyny mają otrzymać optoelektroniczną głowicę<br />
obserwacyjną, mieć możliwość użycia stacji radiolokacyjnej SAR oraz<br />
system łączności pozwalający na przekazywanie uzyskanych danych<br />
w czasie rzeczywistym. Szczegóły dotyczące przedmiotu zamówienia<br />
określone zostaną w specyfikacji istotnych warunków zamówienia,<br />
która zostanie przekazana wykonawcom zaproszonym do składania<br />
ofert wstępnych. Według dostępnych informacji pojedyncza platforma<br />
o maksymalnej masie startowej do 200 kg może realizować<br />
wspomniane zadania. Obok zdolności do operacji z terenu przygodnego,<br />
BSP (według danych z dialogu technicznego) powinny umożliwiać<br />
działanie w warunkach panujących na okrętach dysponujących<br />

The purchase of the Bayraktar TB2 system is another element of the<br />
modernisation of the Polish Armed Forces in the area of unmanned<br />
systems. They are an element of the Observer operational programme,<br />
which has been included in subsequent Technical Modernisation Plans<br />
of the Armed Forces, also in the one currently in force for the years <strong>2021</strong>–<br />
2035. Despite the years passing, it is difficult to indicate any greater successes.<br />
So far, agencies of the Ministry of National Defence (Armament<br />

Inspectorate and Military Unit NIL) have signed contracts for the supply<br />
of mini UAV WB Electronics FlyEye, deliveries of which had been completed<br />
by the end of 2018. In November 2018, the Armament Inspectorate<br />
signed a contract with a consortium of Polish companies (Polska<br />
Grupa Zbrojeniowa S.A., Military Aviation Works No. 2, PIT-RADWAR S.A.)<br />
for the delivery of eight Orlik short-range tactical UAV sets (with an option<br />
for four more). According to the schedule, the deliveries were to be<br />
carried on in <strong>2021</strong>–2023, but their production has not yet started. According<br />
to the information published by the Ministry of National Defence<br />
in August this year, in 2020 the contracting authority approved the<br />
detailed design agreed with the supplier company, which is currently<br />
developing and testing technical solutions. The contracting authority<br />
has not received any information from the supplier that the order<br />
cannot be performed.<br />
In September 2020, the Armament Inspectorate signed a contract with<br />
Asseco Poland S.A. for the delivery of six MayFly micro-class UAVs, which<br />
will be delivered to the Special Forces. Other projects that have a chance<br />
of being implemented are the mini class Wizjer UAV, in 2020, negotiations<br />
began regarding the purchase of 25 sets of this class, conducted<br />
between the Armament Inspectorate and PGZ. It is possible that a contract<br />
will be signed by the end of this year.<br />

fregat typu O. H. Perry, które obok lądowisk mają także po dwa hangary<br />
do wiropłatów Kaman SH-2G, natomiast certyfikowane lądowiska<br />
są też na korwecie patrolowej ORP Ślązak i okręcie dowodzenia siłami<br />
obrony przeciwminowej ORP Kontradmirał X. Czernicki. Ponadto okręty<br />
ratownicze OORP Piast i Lech oraz szkolny ORP Wodnik dysponują lądowiskami,<br />
służącymi głównie w trakcie ewakuacji osób i przekazywania ładunków<br />
śmigłowcem (VERTREP), które być może będą w stanie przyjąć<br />
aparat o wskazanej masie.<br />
Także w ubiegłym roku uruchomiono negocjacje w sprawie zakupu<br />
do 15 zestawów BSP klasy taktycznej średniego zasięgu Gryf<br />
– w tym przypadku głównym wykonawcą ma być PGZ S.A. z udziałem<br />
partnera zagranicznego.<br />
In December 2020 it was announced that a tender procedure started<br />
for the purchase of the Albatros tactical short-range, vertical take-off<br />
and landing UAV system, which is to be delivered to the Naval Aviation<br />
Brigade. The programme is to cover up to two sets (including one<br />
as an option), and the interest in participation was expressed by: UMS<br />
Skeldar, WB Electronics S.A., Schiebel Elektronische Geräte GmbH, Siltec<br />
Sp. z o.o., WSK PZL Świdnik S.A. together with Leonardo S.p.A., and<br />
Works 11 Sp. z o.o. together with Martin UAV. Finally, two contractors<br />
– WB Electronics and Schiebel Elektronische Geräte were selected for<br />
the next phase, initial bid submission one. The main task of the Albatros<br />
is to conduct reconnaissance of enemy forces at the seaside and the<br />
shoreline, as well as to support search and rescue operations. For this<br />
purpose, the systems are to receive an optoelectronic observation turret,<br />
ability to use a synthetic-aperture radar (SAR) and a communication<br />
system allowing the transmission of the obtained data in real time. Details<br />
regarding the subject of the contract will be specified in the<br />
specification of essential terms of the contract, which will be submitted<br />
to contractors invited to submit initial offers.<br />

According to the available information, all those tasks are<br />
to be performed by a single platform with a maximum take-off<br />
weight of up to 200 kg. In addition to the ability to operate from<br />
land, UAVs (according to the data from the technical dialogue)<br />
should be able to operate from boards of the ships, using the<br />
landing platform and facilities destined for shipborne helicopters.<br />
Currently, the Polish Navy has a pair of O. H. Perry class frigates,<br />
which, apart from the flight deck, also have two hangars for Kaman<br />
SH-2G helicopters. The certified flight deck and facilities are<br />
also on the ORP Ślązak patrol corvette and the ORP Kontradmirał<br />
X. Czernicki MCM command vessel. In addition, the rescue ships<br />
OORP Piast and Lech and the training ORP Wodnik have flight<br />
decks, used mainly during the evacuation of people and transfer<br />
of cargo by helicopter (VERTREP), which may be able to host a flying<br />
vehicle of the indicated mass.<br />
Also during the last year, negotiations were launched on the<br />
purchase of up to 15 Gryf mid-range tactical UAVs. In this case<br />
PGZ is to be the main contractor with the participation<br />
of a foreign partner.<br />
Po 2026 r. zaplanowano też zakup czterech zestawów BSP klasy MALE<br />
kryjących się pod kryptonimem Zefir – w tym przypadku zainteresowanie<br />
dostawą wyrażają producenci amerykańscy i izraelscy.<br />
Osobno należy traktować zakupy bezzałogowców realizowane samodzielnie<br />
przez Wojska Specjalne. 13 maja 2019 r. Jednostka <strong>Wojsko</strong>wa Komandosów<br />
podpisała kontrakt z UMO Sp. z o.o. na dostawę 40 kompletów<br />
BSP klasy nano (FLIR Systems PD-100 Black Hornet III Nano) za 14,4 mln PLN.<br />
Umowa została już zrealizowana. Dzięki środkom amerykańskiej pomocy<br />
wojskowej Foreign Military Financing zakupiono dla Wojsk <strong>Specjalny</strong>ch<br />
na mocy umowy z 30 marca 2018 r. jeden zestaw Insitu RQ-21A Blackjack<br />
z pięcioma aparatami (w 2010 r., w ten sam sposób, pozyskano zestaw<br />
ScanEagle tego samego producenta z 10 aparatami). Koszt sprzętu pokryła<br />
strona amerykańska. 21 sierpnia 2018 r. Departament Obrony Stanów<br />
Zjednoczonych, za 1,2 mln USD, zamówił dodatkowy egzemplarz RQ-21A<br />
Blackjack dla Polski. Z kolei 28 czerwca 2019 r. Departament Obrony oraz<br />
Insitu Inc. podpisały wieloletnią umowę dotyczącą produkcji bezzałogowych<br />
aparatów latających RQ-21A Blackjack i ScanEagle – wśród opcji,<br />
które dotychczas nie zostały uruchomione, wymienia się możliwość dostawy<br />
sprzętu do Polski poprzez procedurę FMS.<br />

of the equipment was covered by the American side. On August 21,<br />
2018, the U.S. Department of Defense ordered an additional RQ-21A for<br />
Poland for USD 1.2 million. On June 28, 2019, the Department of Defense<br />
and Insitu Inc. signed a long-term contract for the production of RQ-21A<br />
and ScanEagle unmanned aerial vehicles. Among the possible options<br />
that have not been implemented so far, there is the possibility of delivering<br />
the equipment to Poland via the FMS procedure.<br />

Zgodnie z oficjalnymi danymi, Siły Zbrojne RP<br />

jeśli spojrzy się na szczegóły, okazuje się, że w przypadku<br />
znacznej części tych wiropłatów zbliża się<br />
moment spisania ze stanu bądź podjęcia decyzji<br />
o gruntownej modernizacji. W ciągu ostatnich lat,<br />
pomimo szumnych deklaracji polityków, liczba<br />
nowo zakupionych maszyn jest minimalna.<br />
Najważniejszym wydarzeniem tego roku w kontekście<br />
modernizacji floty polskich wojskowych śmigłowców<br />
był oblot pierwszego egzemplarza wielozadaniowej maszyny<br />
Leonardo AW101. Odbył się on 19 lipca w brytyjskim<br />
Yeovil, gdzie znajduje się centrum montażu końcowego<br />
wiropłatów tego typu. Jest to pierwszy od dwóch dziesięcioleci<br />
fabrycznie nowy śmigłowiec, który zostanie dostarczony<br />
do Brygady Lotnictwa Marynarki Wojennej (BLMW).<br />
Zgodnie z komunikatem producenta, oblot techniczny<br />
miał na celu przetestowanie podstawowych zespołów<br />
śmigłowca – systemu sterowania, układu napędowego,<br />
jak też sprawności poszczególnych elementów awioniki<br />
pokładowej. Łącznie etap prób w locie wszystkich czterech<br />

According to official data, in <strong>2021</strong> the Polish Armed<br />
Forces have in service approximately 230 helicopters<br />
of various types. The above figure is impressive,<br />
but when you look at the details, it turns out that<br />
a significant part of these rotorcraft fleet is near<br />
the scrapping or facing a decision to thoroughly<br />
modernize it. In recent years, despite loud declarations<br />
made by politicians, the number of newly purchased<br />
rotorcrafts has been minimal.<br />

The most important event of this year in the context of the<br />
modernisation of the Polish military helicopter fleet was<br />
the flight test of the first Leonardo AW101 multi-role maritime<br />
helicopter. It took place on July 19 in Yeovil, UK, where<br />
the final assembly center for rotorcraft of this type is located.<br />
It is the first brand<br />

to the manufacturer’s<br />
announcement,<br />
the<br />
technical flight<br />
was to test the basic<br />
components<br />

– the control system,<br />
propulsion<br />
system, as well<br />
as the efficiency<br />
of individual subsystems<br />

on-board avionics.<br />
In total, the<br />
flight test phase<br />
of all four machines<br />
is to cover<br />
700 hours of flight time. Such a serious scope of tests is related<br />
to the need for full certification of the configuration<br />
ordered by the Armament Inspectorate (IU). According<br />
to the provisions of the contract concluded on April 26,<br />
2019, worth PLN 1.65 billion, all four AW101s are to be delivered<br />
to the 44th Naval Aviation Base in Darłowo<br />
by the end of 2022. This will allow for the initiation of the<br />
equipment replacement of this unit, which currently<br />

z nich, że „prowadzony<br />
w ramach<br />
fazy analityczno-<br />
-koncepcyjnej (FA-K) dialog techniczny dla zadania mającego<br />
na celu pozyskanie nowych wielozadaniowych<br />
morskich śmigłowców pokładowych w ramach programu<br />
Kondor został zakończony, niemniej etap FA-K trwa nadal.<br />
W dalszej kolejności, po zakończeniu FA-K, planowane jest<br />
wszczęcie postępowania, którego celem będzie pozyskanie<br />
śmigłowców pokładowych dla Marynarki Wojennej RP,<br />
a jego uruchomienie zostanie skorelowane z terminami<br />
określonymi w „Planie Modernizacji Technicznej Sił Zbrojnych<br />
RP na lata <strong>2021</strong>-2035 z uwzględnieniem 2020 roku”<br />
(dokument niejawny).” Najprawdopodobniej niezakończenie<br />
FA-K to wynik braku zatwierdzania wniosków po dialogu<br />
technicznym przez Ministerstwo Obrony Narodowej.<br />
Dopiero to otworzyłoby drogę do uruchomienia postępowania<br />
przetargowego. Zgodnie z wcześniejszymi informacjami,<br />
które zostały przekazane przez IU wynika, że wśród<br />
podmiotów uczestniczących w dialogu technicznym znaleźli<br />
się czterej producenci: Bell Textron Inc., WSK PZL-Świdnik<br />
S.A., Airbus Helicopters SAS i Polskie Zakłady Lotnicze<br />
Sp. z o.o. Powyższa lista oznacza, że wśród promowanych<br />
konstrukcji są najprawdopodobniej: Bell 412, Leonardo<br />
AW159 Wildcat, Airbus H160M i Lockheed Martin MH-60R<br />
Seahawk. Nowe śmigłowce mają zastąpić w BLMW cztery<br />
obecnie eksploatowane wiropłaty Kaman SH-2G Super<br />
Seasprite (ostatecznie IU i użytkownik nie są zainteresowani<br />
gruntowną modernizacją tych maszyn, oferowaną<br />
przez General Dynamics Mission Systems – Canada Inc.).<br />

operates mainly the Mil Mi-14PŁ (eight) and Mi-14PŁ/R<br />
(two) helicopters.<br />
On July 30, IU answered questions about the progress of the<br />
Kondor programme, i.e. the purchase of multi-role shipborne<br />
helicopters for Naval Aviation Brigade. They indicate that ‘the<br />
technical dialogue conducted as part of the analytical and conceptual<br />
(FA-K) phase for the task of acquiring the new multi-role<br />
shipborne maritime helicopters under the Kondor programme<br />
has been completed, but the FA-K phase is still ongoing. Subsequently,<br />
after the completion of the FA-K, it is planned to initiate<br />
a procedure aimed at acquiring shipborne helicopters for the<br />
Polish Navy, and the procedure launch time will be correlated<br />
with the dates set out in the ‘Technical Modernisation Plan<br />
of the Polish Armed Forces for <strong>2021</strong>–2035, including 2020 year’<br />
(classified document). Most likely, the failure to finalize the FA-K<br />
is the result of the Ministry of National Defence not approving<br />
the applications after the technical dialogue. Only this would<br />
open the way to launching the tender procedure. According<br />
to the previous information provided by IU, four manufacturers<br />
were among the entities participating in the technical dialogue:<br />
Bell Textron Inc., WSK PZL-Świdnik S.A., Airbus Helicopters<br />
SAS and Polskie Zakłady Lotnicze Sp. z o.o. The above list<br />
means that the most likely promoted designs include: Bell 412,<br />
Leonardo AW159 Wildcat, Airbus H160M and Lockheed Martin<br />
MH-60R Seahawk. The new helicopters are to replace the four<br />
currently operated Kaman SH-2G Super Seasprite rotorcrafts<br />
in Naval Aviation Brigade (ultimately, the Armament Inspectorate<br />
and the user are not interested in a thorough modernisation<br />
of these machines, offered by General Dynamics Mission<br />
Systems – Canada Inc.). According to the plans, the tender<br />
is to cover the purchase of four to eight helicopters, which will<br />
constitute the aviation component for multi-purpose frigates<br />
ordered under the Miecznik Programme.<br />

Zgodnie z planami, przetarg ma opiewać na zakup od czterech<br />
do ośmiu maszyn, które będą m.in. lotniczym komponentem<br />
dla wielozadaniowych fregat zamówionych w ramach<br />
programu Miecznik.<br />
Obok obydwu programów morskich, które są realizowane<br />
określoną ścieżką, w pozostałych przypadkach tak<br />
dobrze już nie jest. W ramach programu zakupu nowych<br />
wiropłatów MON planuje zakup<br />
śmigłowców bojowych Kruk, które<br />
wraz z Kondorem mają kosztować<br />
około 16,2 mld PLN. Niestety,<br />
obecnie brak konkretnych decyzji<br />
– w przypadku Kruka, według sekretarza<br />
stanu w MON Wojciecha<br />
Skurkiewicza, zapadła decyzja<br />
o przesunięciu terminu wyboru<br />
poza 2024 r. Oznacza to, że wybór<br />
następców dla obecnie eksploatowanych<br />
Mi-24D/W nastąpi<br />
dopiero w najbliższych latach. Jak<br />
wskazał wiceminister „przed nami<br />
jeszcze kilka lat do momentu, kiedy<br />
dokonamy wyboru tego statku”.<br />
To z kolei wskazuje, że MON może<br />
skłaniać się ku oczekiwaniu na decyzję<br />
w Stanach Zjednoczonych<br />
Ameryki, gdzie w 2023 r. nastąpi<br />
wybór w programie FARA (Future<br />
Attack Reconnaissance Aircraft).<br />
Rewolucyjne założenia tego projektu<br />
(szczególnie pod względem<br />
prędkości przelotowej i uzbrojenia)<br />
mogą spowodować szybsze<br />
„zestarzenie się” dotychczasowych<br />
konstrukcji. Obecnie Lotnictwo<br />
Wojsk Lądowych dysponuje 28 śmigłowcami bojowymi<br />
Mi-24D/W. W ciągu ostatnich dwóch dekad były intensywnie<br />
wykorzystywane m.in. w ramach misji w Afganistanie.<br />
W tym roku powinny zostać przedstawione wyniki prób<br />
zmęczeniowych, które są prowadzone od 2019 r. przez Instytut<br />
Techniczny Wojsk Lotniczych i WSK PZL-Świdnik S.A.<br />
Mają one dać odpowiedź, czy istnieje możliwość wydłużenia<br />
resursów technicznych Mi-24D/W do 5500 godzin lotu<br />
bądź 14 000 lądowań. MON w 2018 r. deklarowało potrzebę<br />
zakupu 32 śmigłowców bojowych Kruk. Zainteresowanie<br />
ich dostawą wyrażają czołowi producenci zachodni:<br />
Boeing (AH-64E Apache Guardian), Bell (AH-1Z Viper) czy<br />
Leonardo (AW249). Deklaracja o przesunięciu zakupu poza<br />
rok 2024 oznacza, że sytuacja na rynku może się zmienić<br />
na niekorzyść części z nich.<br />
Kolejnym programem, który w bieżącym roku został<br />
zahamowany, jest Perkoz. Zgodnie z oficjalnym komunikatem<br />
IU: „W wyniku przeprowadzonych w resorcie obrony<br />
narodowej konsultacji podjęta została decyzja o wstrzymaniu<br />
prowadzonego przez IU dialogu technicznego<br />
dotyczącego wielozadaniowego śmigłowca wsparcia<br />
kr. Perkoz, natomiast F-AK, w ramach której był realizowany<br />
ww. dialog, nie została zakończona. W związku z faktem,<br />
że zadanie dotyczące pozyskania nowych wielozadaniowych<br />
śmigłowców wsparcia będzie realizowane<br />

Apart from the two maritime programmes, which follow<br />
a specific path, it is not so good in other cases. As part<br />
of the programme for the purchase of new rotorcraft, the<br />
Ministry of National Defence plans to buy Kruk combat helicopters,<br />
which, together with Kondor, are to cost approximately<br />
PLN 16.2 billion. Unfortunately, there are currently<br />
no specific decisions – in the case of Kruk, according to the<br />

Skurkiewicz, a decision was made to postpone the<br />
selection date beyond 2024. This means that the selection<br />
of successors for the currently operated Mi-24D/W will take<br />
place in some years to come. As the deputy minister pointed<br />
out, ‘there are still a few years ahead of us until we choose<br />
this helicopter’. This, in turn, indicates that the Ministry of National<br />
Defence may be inclined to wait for a decision in the<br />
United States of America, where in 2023 the FARA (Future<br />
Attack Reconnaissance Aircraft) programme will be selected.<br />
The revolutionary features of this design (especially<br />
in terms of cruising speed and armament) may cause faster<br />
‘aging’ of the existing helicopters. Currently, the aviation<br />
of the Land Forces has 28 Mi-24D/W attack helicopters. Over<br />
the last two decades, they have been intensively operated,<br />
among others, as part of the mission in Afghanistan. This<br />
year, the results of the fatigue tests, that have been carried<br />
out since 2019 by the Air Force Institute of Technology and<br />
WSK PZL-Świdnik S.A., should be presented. They are to answer<br />
whether it is possible to extend the technical service life<br />
of the Mi-24D/W up to 5,500 flight hours or 14,000 landings.<br />
In 2018, the Ministry of National Defence declared the need<br />
to purchase 32 Kruk attack helicopters. The leading Western<br />
producers are interested in their delivery: Boeing (AH-64E<br />
Apache Guardian), Bell (AH-1Z Viper) and Leonardo (AW249).<br />

zgodnie ze wskazanymi przez Siły Zbrojne RP terminami<br />
osiągnięcia poszczególnych zdolności operacyjnych,<br />
wstępne konsultacje rynkowe dla ww. zadania zostaną<br />
przeprowadzone w terminie poprzedzającym uruchomienie<br />
fazy realizacyjnej, co pozwoli na pozyskanie najbardziej<br />
aktualnych w danym przedziale czasowym informacji<br />
rynkowych”. Do dialogu technicznego dotyczącego<br />
programu Perkoz zgłosiło się ostatecznie 13 podmiotów.<br />
Wśród nich byli producenci śmigłowców ze Stanów<br />
Zjednoczonych, Europy i Indii. Zgodnie z deklaracjami IU<br />
poszukiwał danych niezbędnych do przygotowania postępowania<br />
przetargowego obejmującego zakup 32 wiropłatów<br />
nowego pokolenia. Ich głównymi zadaniami<br />
mają być wsparcie bojowe z możliwością prowadzenia<br />
zaawansowanego szkolenia lotniczego, dowodzenie oraz<br />
rozpoznanie i walka elektroniczna. Tego typu wymagania<br />
wskazują, że Perkoz ma być następcą dla Mi-2 i zarazem<br />
W-3 Sokół/Anakonda.<br />
Poza zakupami nowych wiropłatów, MON realizuje<br />
proces modernizacji wielozadaniowych śmigłowców<br />
W-3 Sokół do standardu wiropłatów poszukiwawczo-ratowniczych.<br />
Obecnie w zakładach w Świdniku prowadzona<br />
jest przebudowa czterech maszyn (dostawy zaplanowano<br />
na okres lipiec <strong>2021</strong> – październik 2022). Niestety,<br />
do momentu zamknięcia <strong>numer</strong>u specjalnego <strong>MSPO</strong><br />
„Wojska i Techniki” IU ani wykonawca nie poinformowali<br />
o postępach prac. Docelowo MON planuje zmodernizowanie<br />
20 Sokołów, które będą eksploatowane w 1. i 2. grupach<br />
poszukiwawczo-ratowniczych oraz 33. Bazie<br />
Lotnictwa Transportowego.<br />
The declaration to postpone the purchase beyond 2024<br />
means that the situation on the market may change to the<br />
disadvantage of some of them.<br />
Another programme that has been stopped this year<br />
is Perkoz. According to the official announcement of the IU:<br />
‘As a result of the consultations carried out in the Ministry<br />
of National Defence, a decision was made to suspend the<br />
technical dialogue conducted by the IU concerning the<br />
multi-role support helicopter Perkoz, while the analytical and<br />
conceptual phase, under which the above-mentioned dialogue<br />
was conducted, has not been completed. Due to the<br />
fact that the task of acquiring new multi-role support helicopters<br />
will be implemented in accordance with the dates<br />
indicated by the Armed Forces of the Republic of Poland for<br />
the achievement of individual operational capabilities, preliminary<br />
market consultations for the above-mentioned tasks<br />
will be carried out in the period preceding the launch of the<br />
implementation phase, which will allow to obtain the most<br />
up-to-date market information in a given period of time’. Ultimately<br />
13 entities signed up for the technical dialogue regarding<br />
the Perkoz programme. Among them were helicopter<br />
manufacturers from the United States, Europe and India.<br />
According to the declarations of the IU, the Inspectorate was<br />
looking for data necessary<br />
to prepare a tender<br />
procedure for the purchase<br />
of 32 new generation<br />
helicopters. Their<br />
main tasks are to be:<br />
combat support with<br />
the possibility of conducting<br />
advanced flight<br />
training, command, reconnaissance<br />
and electronic<br />
warfare. Such requirements<br />
indicate that<br />
Perkoz is to be the successor<br />
to the Mi-2 and<br />
at the same time the W-3<br />
Sokół/Anakonda.<br />
In addition to the<br />

the Ministry<br />

is carrying out the modernisation<br />
of the multirole<br />
W-3 Sokół helicopters<br />
to the search and<br />
rescue standard. Currently,<br />
four machines<br />
are being rebuilt at the<br />
Świdnik plant (deliveries<br />
are scheduled for<br />
July <strong>2021</strong> – October 2022). Unfortunately, until the closing<br />
of the special issue of <strong>MSPO</strong> ‘<strong>Wojsko</strong> i <strong>Technika</strong>’, neither<br />
the IU, nor the contractor informed about the work<br />
progress. Ultimately, the Ministry of National Defence<br />

27 lipca w PGZ Stoczni Wojennej w Gdyni, w obecności ministra obrony narodowej Mariusza Błaszczaka,<br />
przedstawiciele konsorcjum PGZ-Miecznik i Inspektoratu Uzbrojenia sygnowali umowę na dostawę<br />
trzech okrętów nawodnych klasy fregata dla Marynarki Wojennej RP. W ten sposób rozpoczęto fazę<br />
przemysłową programu Miecznik, która ma – zdaniem Ministerstwa Obrony Narodowej – potrwać<br />
do 2034 r. Szacowana przez resort obrony na 8 mld PLN wartość kontraktu wskazuje, że będzie to najdroższe<br />
jednorazowe zamówienie złożone dotychczas w spółkach polskiego przemysłu obronnego.<br />
Umowa na Mieczniki podpisana<br />
Miecznik Frigates contract signed<br />
Realizacja programu okrętu obrony wybrzeża kryptonim Miecznik<br />
rozpoczęła się w 2013 r. od fazy analityczno-koncepcyjnej<br />
(FA-K), którą zainicjował Inspektorat Uzbrojenia. Na ówczesnym etapie<br />
programu miał to być okręt nawodny klasy korweta wielozadaniowa,<br />
nieco tylko większy od ORP Ślązak (wraz z trójką okrętów obrony<br />
wybrzeża miano zakupić trzy okręty patrolowe z funkcją zwalczania<br />
min kryptonim Czapla, mające zunifikowane platformy). Postępowanie<br />
dotyczące pozyskania okrętów uruchomiono 30 czerwca 2015 r.<br />
Przystąpiły do niego zarówno firmy i konsorcja krajowe, jak też zagraniczne.<br />
Niestety, w następnym roku, 28 września MON unieważnił<br />
postępowanie na Mieczniki i Czaple, motywując to koniecznością redefiniowania<br />
wymagań operacyjnych dla okrętów.<br />
Restart programu nastąpił w grudniu 2018 r. Tym razem wybrano<br />
tryb negocjacji z jednym wykonawcą i zaproszono do nich Polską<br />
Grupę Zbrojeniową S.A. (PGZ). Jednak ta nie złożyła ważnej oferty<br />
w wyznaczonym termie, skutkiem czego już w połowie następnego<br />
roku postępowanie unieważniono.<br />
W końcu 2019 r. IU rozpoczął kolejną FA-K. Zakończono ją w listopadzie<br />
2020 r., a jej wynikiem był Wniosek w sprawie pozyskania<br />
sprzętu wojskowego dla Sił Zbrojnych RP w programie Miecznik wraz<br />
ze Studium Wykonalności i Wstępnymi Założeniami Taktyczno-Technicznymi<br />
przedłożony MON. Tryb ten wynika z decyzji nr 141/MON<br />

On July 27, at PGZ Stocznia Wojenna in Gdynia, in the presence of the Minister of National Defence Mariusz<br />
Błaszczak, representatives of the PGZ-Miecznik consortium and the Armament Inspectorate signed<br />
a contract for the supply of three frigate class surface ships for the Polish Navy. In this way, the industrial<br />
phase of the Miecznik programme began, which – according to the Ministry of National Defence<br />
– is to last until 2034. The value of the contract estimated by the Ministry of Defence at PLN 8 billion<br />
indicates that it will be the most expensive one-off order placed in Polish defence companies so far.<br />
The implementation of the coastal defence ship programme, codenamed<br />
Miecznik, began in 2013 with the analytical and conceptual<br />
phase initiated by the Armament Inspectorate. At that stage<br />
of the programme, it was to be a multi-purpose corvette-class surface<br />
ship, slightly larger than ORP Ślązak (along with three coastal defence<br />
ships, three anti-mine patrol ships, codenamed Czapla, with unified<br />
systems were to be purchased). The procedure for acquiring the<br />
ships was launched on June 30, 2015. It was joined by both domestic<br />
and foreign companies and consortia. Unfortunately, the following<br />
year, on September 28, the Ministry of National Defence canceled the<br />
procedure for Miecznik and Czapla programmes, justifying it with the<br />
need to redefine the operational requirements for the ships.<br />
The programme was restarted in December 2018. This time, the<br />
negotiation procedure with a single contractor was exercised and<br />
Polska Grupa Zbrojeniowa S.A. was invited to participate. However,<br />
the latter did not submit a valid offer within the prescribed deadline,<br />
as a result of which the procedure was canceled already in the middle<br />
of the following year.<br />
At the end of 2019, the Armament Inspectorate started another<br />
analytical and conceptual phase. It was completed in November<br />
2020, and its result was the Application for the acquisition of military<br />
equipment for the Armed Forces of the Republic of Poland<br />

z 5 lipca 2017 r. w sprawie systemu pozyskiwania, eksploatacji i wycofywania<br />
sprzętu wojskowego SZ RP. Od tej pory potrzebna była już<br />
„tylko” sygnatura szefa MON na dokumentach.<br />
Miecznik przyspiesza<br />
22 lutego tego roku minister Błaszczak w mediach społecznościowych<br />
ogłosił rychłe wznowienie programu budowy dużych bojowych<br />
okrętów nawodnych dla polskiej floty. W ślad za tym, 15 marca<br />
zaakceptował on wniosek IU, rozpoczynając trzecią odsłonę Miecznika.<br />
Już 15 kwietnia MON wysłało do PGZ Stoczni Wojennej Sp. z o.o.<br />
w Gdyni (PGZ SW) zaproszenie do negocjacji w sprawie pozyskania<br />
fregat dla Marynarki Wojennej RP.<br />
14 maja PGZ (występująca jako lider) i PGZ SW zawarły porozumienie<br />
ustanawiające konsorcjum PGZ-Miecznik, będące głównym<br />
wykonawcą programu budowy fregat dla MW RP. Preferowanym<br />
partnerem wybrano prywatną stocznię Remontowa Shipbuilding<br />
S.A. z Gdańska (RSB), wchodzącą w skład Remontowa Holding S.A.<br />
Już trzy dni później konsorcjum złożyło w IU wstępny formularz ofertowy,<br />
zawierający propozycje realizacji programu fregatowego (komplet<br />
dokumentów obejmujący proponowane platformy, konfiguracje<br />
systemów i podsystemów stanowiących ich wyposażenie oraz<br />
szacunkowe oferty cenowe). Dokument obejmował sześć rozwiązań,<br />
opartych na projektach fregat od wspomnianych partnerów zagranicznych.<br />
24 czerwca PGZ-Miecznik i RSB podpisały aneks do majowej<br />
umowy, na mocy którego gdańskie przedsiębiorstwo formalnie<br />
weszło w skład konsorcjum.<br />
Od tej pory wyczekiwano zawarcia umowy pomiędzy zamawiającym<br />
a wykonawcą, co według słów szefa MON miało nastąpić<br />
w czerwcu. Ostatecznie stało się to 27 lipca.<br />
Praca rozwojowa<br />
Zgodnie z założeniami MON program Miecznik jest realizowany w formie<br />
pracy rozwojowej. Podpisana umowa określa ramy czasowe projektu<br />
na lata <strong>2021</strong>–2034 i jego podział na etapy.<br />
W ramach pierwszego etapu konsorcjum określi założenia<br />
do projektowania i przygotuje trzy projekty koncepcyjne platformy<br />
okrętowej ze Zintegrowanym Systemem Walki (ZSW) wraz z propozycjami<br />
transferu technologii, ustanowienia potencjału produkcyjnego<br />
Zakład wiodący programu Miecznik, PGZ Stocznia Wojenna, wymaga modernizacji.<br />

in the Miecznik programme along with the Feasibility Study and<br />
Initial Tactical and Technical Assumptions submitted to the Ministry<br />
of National Defence. This procedure resulted from Decision No.141/<br />
MON of 5 July 2017 on the system for the acquisition, operation and<br />
withdrawal of military equipment of the Polish Armed Forces. From<br />
then on, ‘only’ the signature of the head of the Ministry of National<br />
Defence on the documents was needed.<br />
Miecznik accelerates<br />
On February 22 of this year, Minister Błaszczak announced in social<br />
media the imminent resumption of the programme of building<br />
of large combat surface ships for the Polish Navy. Following this,<br />
on March 15, he accepted the request of the Armament Inspectorate,<br />
starting the Miecznik Programme for the third time. On April 15, the<br />
Ministry of National Defence sent to PGZ Stocznia Wojenna Sp. z o.o.<br />
(PGZ SW) an invitation to negotiations on the acquisition of frigates<br />
for the Polish Navy.<br />
On May 14, PGZ (acting as the leader) and PGZ Navy Shipyard<br />
concluded an agreement on establishing the PGZ-Miecznik consortium,<br />
which is the main contractor of the frigate construction<br />
programme for the Polish Navy. The preferred partner of the consortium<br />
was the private shipyard Remontowa Shipbuilding S.A., part<br />
of Remontowa Holding S.A. Already three days later, the consortium<br />
submitted to the Armament Inspectorate a preliminary tender form,<br />
containing proposals for the implementation of the frigate programme<br />
(a set of documents covering the proposed platforms, configurations<br />
of systems and subsystems constituting their equipment, and<br />
estimated price offers). The document included six solutions, based<br />
on frigate designs from the above-mentioned foreign partners.<br />
On June 24, PGZ-Miecznik and Remontowa Shipbuilding signed<br />
an annex to the May agreement, under which the company from<br />
Gdańsk formally joined the consortium.<br />
From then on, the conclusion of a contract between the contracting<br />
authority and the contractor was expected, which, according<br />
to the head of the Ministry of National Defence, was to take<br />
place in June. It finally happened on July 27.<br />
Development Works<br />
According to the guidelines of the Ministry of National Defence, the<br />
Miecznik Programme is to be implemented in the form of development<br />
work. The signed contract defines the time frame of the project<br />
for the years <strong>2021</strong>–2034 and its division into phases.<br />

oraz wyceną i harmonogramem dostaw, które wsparte będą ofertami<br />
od zagranicznych poddostawców. Na „krótkiej liście” trzech podwykonawców<br />
pozostali producenci z Wielkiej Brytanii, Królestwa Hiszpanii<br />
i Republiki Federalnej Niemiec, czyli: Babcock International, Navantia<br />
i thyssenkrupp Marine Systems. Trzy projekty koncepcyjne mają być<br />
przedstawione MON w listopadzie tego roku.<br />
Drugi etap stanowić będzie przygotowanie zaktualizowanego przemysłowego<br />
studium wykonalności i projektu wstępnego na bazie pierwotnie<br />
wybranego projektu koncepcyjnego. Wraz z tym nastąpią renegocjacje<br />
tej części umowy. dotyczącej budowy prototypu wraz z ZSW i niezbędnymi<br />
środkami bojowymi. Wtedy rozpocznie się transfer technologii i wiedzy<br />
oraz przygotowywanie potencjału przemysłowego do rozpoczęcia<br />
produkcji. Pod hasłem „przygotowywanie potencjału przemysłowego”<br />
kryje się planowana modernizacja PGZ SW. W jej ramach ma nastąpić:<br />
relokacja doku<br />
pływającego,<br />
budowa nowej<br />
hali do finalnego<br />
montażu bloków<br />
kadłubowych,<br />
nowej hali malarskiej,<br />
nowej hali<br />
wyposażeniowej,<br />
remonty istniejących<br />
budynków<br />
produkcyjnych<br />
do prefabrykacji<br />
i wyposażania bloków<br />
kadłubowych.<br />
Na tym etapie<br />
ustalone zostaną<br />
też założenia budowy prototypu wraz z ZSW. Wybór zwycięzcy ma być<br />
dokonany na przełomie bieżącego i przyszłego roku.<br />
Zgodnie z obecnymi założeniami wodowanie prototypu (platformy)<br />
ma nastąpić w 2025 r., ale ukończenie pierwszego Miecznika<br />
przewidywane jest w 2028 r. Później odbędą się próby kwalifikacyjne<br />
prototypu, a dopiero po ich zakończeniu budowa okrętów seryjnych.<br />
Brzmi znajomo? I słusznie. Ministerstwo zdecydowało o wykonaniu<br />
Miecznika jako pracy rozwojowej w formule „1+2”, znanej z programu<br />
Kormoran II. Zdaniem resortu obrony przyjęty sposób pozwoli<br />
na optymalne pozyskanie pierwszego okrętu w konfiguracji dostosowanej<br />
do potrzeb MW RP i skuteczną implementację krajowych zdolności<br />
w budowie okrętów. Umożliwi też zbudowanie potencjału wiedzy, umiejętności<br />
i technologii w krajowych podmiotach przemysłowych oraz<br />
badawczo-naukowych, a także sprawną budowę kolejnych jednostek<br />
z uwzględnieniem ewentualnych uwag użytkownika.<br />
Po zakończeniu badań kwalifikacyjnych rozpocznie się etap trzeci,<br />
czyli produkcja dwóch jednostek seryjnych wraz z pozyskaniem<br />
pakietów logistycznych. Zanim do tego dojdzie, ponownie odbędą<br />
się renegocjacje, tym razem dotyczące warunków dostawy seryjnej<br />
pary Mieczników.<br />
Wspomniane pakiety logistyczne obejmą wytworzenie bazy<br />
do bieżącej obsługi jednostek wraz z magazynem części zapasowych<br />
do kluczowych podzespołów i podsystemów okrętów. Pakiety będą<br />
dostarczane do wszystkich trzech okrętów. Dodatkowo elementem<br />
tego etapu będzie dostawa amunicji i środków bojowych do całej<br />
trójki Mieczników. Zdaniem MON program ma kosztować<br />
ok. 8 mld PLN i zakończyć się w 2034 r. Ma wygenerować „tysiące”<br />
miejsc pracy w zakładach konsorcjum i u podwykonawców w „setkach”<br />
przedsiębiorstw na terenie kraju.<br />

As part of the first phase, the consortium will define design guidelines<br />
and prepare three conceptual designs of a ship platform with<br />
an Integrated Combat System (ZSW) along with proposals for technology<br />
transfer, establishment of production potential as well as pricing<br />
and delivery schedule, which will be supported by offers from foreign<br />
subcontractors. Manufacturers from the United Kingdom, the Kingdom<br />
of Spain and the Federal Republic of Germany remained on the ‘short<br />
list’ of three subcontractors, namely: Babcock International, Navantia and<br />
thyssenkrupp Marine Systems. Three concept designs are to be presented<br />
to the Ministry of National Defence in November this year.<br />
The second phase will cover the preparation of an updated industrial<br />
feasibility study and preliminary design based on the initially<br />
selected concept design. Along with the findings, this part of the<br />
contract will be renegotiated, concerning the construction of the prototype<br />
together with the Integrated Combat System<br />
and the necessary combat systems. Then the<br />
transfer of technology and knowledge will begin,<br />
as well as the preparation of the industrial potential<br />
for production. Under the slogan ‘preparation<br />
of the industrial potential’ is the planned modernisation<br />
of PGZ Navy Shipyard. It is to include: the<br />
relocation of the floating dry dock, the construction<br />
of a new hall for the final assembly of hull<br />
blocks, a new painting hall, a new equipment hall,<br />
renovation of the existing production buildings<br />
for prefabrication and equipment of hull blocks.<br />
At this stage, the guidelines for the construction<br />
of the prototype together with the Integrated<br />
Combat System will also be established.<br />
The winner is to be selected at the turn<br />
of this year and next year.<br />
According to the current assumptions, the launch of the prototype<br />
(platform) is to take place in 2025, but the completion of the first<br />
Miecznik is scheduled for 2028. Later, qualification tests of the prototype<br />
will take place, and only after the tests completion, the construction<br />
of serial ships is to be started. Sounds familiar? And rightly so. The<br />
Ministry decided to carry out Miecznik as a development work in the<br />
‘1 + 2’ formula, known from the Kormoran II programme. According<br />
to the Ministry of Defence, the adopted method will allow for the<br />
optimal acquisition of the first ship in a configuration adapted to the<br />
needs of the Polish Navy and the effective implementation of domestic<br />
shipbuilding capabilities. It will also enable building the potential<br />
of expertise, skills and technology in domestic industrial and research<br />
and scientific entities, as well as the efficient construction of subsequent<br />
units, taking into account possible user comments.<br />
After the completion of the qualification tests, the third stage<br />
will begin, i.e. the production of two serial units together with the<br />
acquisition of logistic packages. Before that happens, renegotiations<br />
will take place again, this time regarding the terms of the serial delivery<br />
of the pair of Miecznik ships.<br />
The aforementioned logistic packages will include the establishment<br />
of facilities for the ongoing servicing of units along with a spare<br />
parts warehouse for key components and subsystems of the ships.<br />
The packages will be delivered to all three ships. Additionally, an element<br />
of this stage will be the supply of ammunition and combat systems<br />
to all three Miecznik ships. According to the Ministry of National<br />
Defence, the programme is to cost about PLN 8 billion and will end<br />
in 2034. It is to generate ‘thousands’ of jobs in the consortium’s<br />
plants and at subcontractors and in ‘hundreds’ of enterprises throughout<br />
the country.<br />
