Jones Boys Boats 

slopitch team captures 

league title 

The Kaslo slo-pitch league playoff 

tournament was held the weekend of 

July 23 at Murray Pearson Ballpark. 

All 10 local teams took part. Each team 

played 4 round robin games with the 4 

top teams advancing to the finals. The 

Khaki team, sponsored by Jones Boys 

Boats, went undefeated in the round 

robin and won 2 more games in the final 

4 to capture bragging rights for the 2022 

season. Jones Boys ended the regular 

season in third place but saved their best 

for when it counted most. The team was 

made up of old geezers and young pups, 

veterans and rookies and a couple token 

hippies. Noteably: Amanda Mcrae is the 

only player to win both the May Days 

tourney (with Ainsworth) and League 

Tourney this year. 

The champs would like to thank 

everyone involved – from organizers to 

fans and everyone in between for a great 

time - and a great year.

PLEASE TAKE NOTICE that the Board of Directors 

(the Board) of the Regional District of Central 

Kootenay (RDCK) proposes to proceed with 

Electoral Area E Library Financial Aid Service Bylaw 

No. 2841, 2022. 

PURPOSE: 

The Bylaw, if adopted, will establish a financial aid 

service in Electoral Area E for the purpose of 

funding the Nelson Public Library. 

Currently, residents of Electoral Area E are 

required to pay a subscription fee of $90 per family 

or $45 per individual for Nelson Public Library 

membership. If the proposal is approved residents 

of Area E will receive free membership like 

residents of the City of Nelson, Electoral Area F, 

and defined portions of Electoral Area H. 

AREA: 

The Bylaw No. 2841 will include all of Electoral 

Area E. 

ALTERNATIVE APPROVAL PROCESS (AAP): 

Under Section 86 of the Community Charter, 

approval of the electors within the service area is 

being obtained by means of AAP. Therefore, 

eligible electors within the service area opposed to 

the RDCK adopting Bylaw No. 2841 may petition 

against the adoption by signing an Elector 

Response Form. 

At least 10% of electors must petition against the 

proposal prior to the deadline date in order to 

prevent the Board from proceeding with the 

Bylaw. 

ELECTOR RESPONSE FORM: 

The Elector Response Form must be in the form 

established by the Board and is available at the 

RDCK Nelson Office at 202 Lakeside Drive or from 

the RDCK’s website. 

RATE IMPLICATIONS: 

The proposed maximum annual allowable 

requisition for the service is $117,185. At the 

maximum requisition an average residential 

property with an assessed value in land and 

improvements of $483,312 would expect to pay 

$39.03 annually for library services. 

If the service receives elector approval the 

proposed requisition amount for 2023 would be 

$106,138. An average residential property in Area E 

with an assessed value in land and improvements 

of $483,312 would expect to pay $35.37 for library 

services. 

WHO MAY SIGN THE ELECTOR RESPONSE FORM: 

Electors, either resident or owning property, within 

the boundaries of the service area are the only 

persons entitled to sign the Elector Response Form. 

An elector is a person who meets the requirements 

and qualifications as described on the Elector 

Response Form. 

The Board has resolved that a fair estimate of the 

number of electors in the subject area is 3,483. 

Accordingly, pursuant to Section 86 of the 

Community Charter, 348 or more electors must sign 

the Elector Response Form to prevent the Board 

from proceeding. 

DEADLINE: 

The Elector Response Form must be received by 

the undersigned before 4:30 p.m. on September 5, 

2022.

Creston local lands Grand Prize 

Creston resident Allan Mather has won a $15,000 Marlon boat

Allan Mather is a retired farmer and passionate angler who 

fishes almost weekly with friends in a large boat. Some of his 

fishing companions have been monthly KLAIP draw winners, 

based on fish they caught from Alan’s boat The end of May also 

marked the selection of our final $1,000 monthly draw winner, 

Scott Girdwood. 

Kootenay Lake has traditionally been famous for its large Gerrard 

rainbow trout and bull trout. However, their population 

increased so much that they forced their prey, juvenile Kokanee 

salmon, to near extinction, causing the predators to decrease 

in size and condition. Only by helping the Kokanee population 

recover can the Kootenay Lake fishery be returned to its former 

glory. The Kootenay Lake Angler Incentive Program inspires 

anglers to get out fishing and enjoy the outdoors. Anglers are 

encouraged to harvest predator rainbow and bull trout in the 

main body of Kootenay Lake and then turn in the heads to local 

depots for a chance to win prizes. 

Kootenay Lake Angler Incentive Program is managed by the 

local West Arm Outdoors Club with support from BC Wildlife 

Federation, Freshwater Fisheries Society of BC, Habitat Conservation 

Trust Foundation, Ministry of Forests, and several local 

merchants from around Kootenay Lake.

Introducing…The Kootenay Calendar 

As part of Kootenay Co-op Radio’s new website launch and 

re-brand, it has teamed up with Nelson Kootenay Lake Tourism 

(NKLT) on an already-popular events and community 

calendar. 

The Kootenay Calendar will feature event listings encompassing 

live music, visual and theatre arts, gallery openings, 

festivals and film showings, non-profit, community and outdoor 

adventure events around Kootenay Lake, Nelson, Kaslo, 

East Shore, the Slocan Valley to Nakusp, Castlegar, Rossland 

and Trail. You can even add your own events, in English or 

French, for free. 

The original Calendar was established in 2011 by NKLT, 

the local destination marketing organization, that represents 

over 200 tourism businesses and organizations, and promotes 

all there is to do across the Kootenay Lake region to potential 

travellers. 

“Because we market to visitors directly, we reach over 30,000 

people monthly through our website and social channels. A lot 

of locals follow us too to find what to do with visiting friends 

and family,” says NKLT Executive Director Dianna Ducs. “The 

events calendar has been the most visited page on our website, 

and is now hosted on KCR, a community run media network!” 

Ducs says the partnership with Kootenay Co-op Radio is 

a perfect fit enhancing the promotion of regional events and 

making it easy for organizations to post events and share.

The Nelson & Kootenay Lake Tourism site has shifted its 

daily events calendar to KCR’s Kootenay Calendar, www.kootenaycoopradio.com/events/ 

but NKLT still hosts an Annual 

Events Listing www.nelsonkootenaylake.com/calendar to 

make it easy to see, in a snapshot, the annual events that are 

key draws to the region. “The West Kootenay is an internationally 

recognized destination for arts and culture venues, with 

so many festivals and a lot of non–profits too, and all of them 

enrich the Kootenays,” says KCR sponsorship and membership 

coordinator Amélie Sauquet, “but having worked with so many 

of them over the last 23 years, and being a non-profit ourselves, 

we know that promoting events can be difficult.” 

Organizations often don’t have the resources to reach all the 

people who’d be interested in their events, Sauquet adds, or 

they end up having to reach out at the last minute. “But Kootenay 

Co-op Radio reaches across the region to a population of 

over 50,000, we broadcast everywhere online through our new 

site, and we’re supported by over 4,700 members.” 

Kootenay Calendar listings will include links to the events 

themselves, and also to the venues, businesses and organizations 

that host them. KCR Operations and Programming Manager 

Ed Zych says the station is working hard to be the region’s 

hub for arts, culture and genuinely local information. “Kootenay 

Co-op Radio has been member owned and volunteer operated 

from the start, since 1999,” says Zych. “And we’re still here 

for people who not only want to know what’s going on in their 

community, but to be a part of it, and to contribute.”

ADVANCE NON-RESIDENT PROPERTY ELECTOR REGISTRATION 

Advance Non-Resident Property Elector registrations will be accepted at Kaslo City Hall at 413 Fourth Street, Kaslo BC 

from 10:00 a.m. to 3:00 p.m., Monday to Friday (excluding holidays) until August 23, 2022. Non-Resident Property Elector 

registrations will not be accepted during the period August 24, 2022 – October 17, 2022 but will be accepted on voting 

days and in conjunction with mail ballot voting. 

NON-RESIDENT PROPERTY ELECTOR QUALIFICATIONS: 

• 18 years of age or older on general voting day for the election or assent voting; and 

• a Canadian citizen; and 

• a resident of British Columbia for at least 6 months immediately before the day of registration; and 

• a registered owner of real property in the Village of Kaslo for at least 30 days immediately before the day of 

registration; and 

• the only persons who are registered owners of the property, either as joint tenants or tenants in common, 

are individuals who are not holding the property in trust for a corporation or another trust; and 

• not entitled to register as a resident elector; and 

• not disqualified under the Local Government Act or any other enactment from voting in an election or assent 

voting and not otherwise disqualified by law; and 

• if there is more than one registered owner of the property, only one of those individuals may, with the written 

consent of the majority of the owners, register as a non-resident property elector. 

RESIDENT ELECTOR REGISTRATION 

If you are a resident of Kaslo and already on the Provincial Voters List you are automatically registered to vote in the 

2022 General Local Election. Online registration is available until August 17, 2022 through the Elections BC website at 

www.elections.bc.ca Registration will also be available at the polling station on voting days and in conjunction with 

mail ballot voting. 

RESIDENT ELECTOR QUALIFICATIONS: 

• 18 years of age or older on general voting day for the election or assent voting; and 

• a Canadian citizen; and 

• a resident of British Columbia for at least 6 months immediately before the day of registration; and 

• a resident of the Village of Kaslo; and 

• not disqualified under the Local Government Act or any other enactment from voting in an election or assent 

voting and not otherwise disqualified by law. 

LIST OF REGISTERED ELECTORS 

Beginning August 30, 2022, until the close of general voting for the election on October 15, 2022, a copy of the list 

of registered electors will be available for public inspection, at Kaslo City Hall, during regular office hours, Monday to 

Friday, excluding statutory holidays. 

Before inspecting the list, a person must sign a statement that they will not inspect the list, make copies, or use the 

information included in the list except for the purposes of Part 3 – Electors and Elections of the Local Government Act. 

REQUEST TO OMIT OR OBSCURE 

An elector may request that their address or other personal information about them be omitted from or obscured 

on the list of electors. The elector must contact the Chief Election Officer or the Deputy Election Officer to make this 

request. 

OBJECTION TO REGISTRATION OF AN ELECTOR 

An objection to the registration of a person whose name appears on the list of registered electors may be made in 

accordance with the Local Government Act until 4:00 pm on September 9, 2022. An objection must be in writing and an 

objection may only be made by a person entitled to be registered as an elector of the Village of Kaslo and only on the 

basis that a person whose name appears on the list of electors has died or is not qualified to register as an elector of the 

Village of Kaslo.

Be Prepared for Hot Weather 

Environment and Climate Change Canada has issued special 

weather statements for several parts of the province, with daytime 

temperatures in the Interior ranging from the low to mid 

30s. This is not a heat warning or an extreme heat emergency, but 

we will experience the first high temperatures of the summer. The 

warmer weather will also cause rapid snow melt, leading to high 

rivers and streams throughout the province so please keep water 

safety in mind. 

The first high temperatures of the season can lead to some people 

overheating because they are not yet acclimatized to warmer 

weather. There are some basic steps you can take to ensure you and 

your family remain safe and healthy during warmer temperatures. 

Additional heat information is available on the Interior Health 

public website. The BC Centre of Disease Control (BCCDC) 

also has a broad range of heat-related information on its website, 

including information on the different types of heat alerts, how 

to prepare for warmer temperatures, symptoms of heat-related 

illnesses, those most at risk during warmer weather, and ways to 

stay cool. 

• Identify a cooler space in your home and prepare it so you 

can stay there at night, if possible. You may need to change daily 

living arrangements. 

• Find an air-conditioned spot close by where you can cool off 

on very hot days. Consider staying with friends or family or find 

places in your community to spend time such as movie theatres, 

libraries, community centres, or shopping malls. 

• Check that you have a working fan. If you have an air conditioner, 

make sure it works. 

• Install awnings, shutters, blinds, or curtains over your windows 

to keep the sun out during the day. 

• Practice opening doors and windows to move cool air in at 

night and shutting windows during the day to prevent hot outdoor 

air from coming inside. 

• Get a digital room thermometer to keep with you so you 

know when your home is getting too hot. 

Who is most at risk? 

It is important to monitor yourself and family members, and to 

consider developing a check-in system for neighbours and friends 

who are at higher-risk during warmer weather 

The most susceptible individuals include: 

• Older adults, especially those over 60 

• people who live alone 

• people with pre-existing health conditions such as diabetes, 

heart disease or respiratory disease 

• people with mental illnesses such as schizophrenia, depression, 

or anxiety 

• people with substance use disorders 

• people with limited mobility 

• people who are marginally housed 

• people who work in hot environments 

• people who are pregnant 

• infants and young children 

Spray your body down with water, wear a damp shirt, take a 

cool shower or bath, or sit with part of your body in water to cool 

down if you are feeling too hot. 

Drink plenty of water and other liquids to stay hydrated, even if 

you are not feeling thirsty 

Take it easy, especially during the hottest hours of the day. 

Stay in the shade and use a broad spectrum sunscreen with SPF 

30 or more. 

Signs of overheating include feeling unwell, headache, and dizziness. 

Take immediate action to cool down if you are overheating.

It is important to remember that overheating can lead to heat 

exhaustion and heat stroke. 

Signs of heat exhaustion include heavy sweating, severe headache, 

muscle cramps, extreme thirst, and dark urine. If you are 

experiencing these symptoms, you should seek a cooler environment, 

drink plenty of water, rest, and use water to cool your body. 

Heat stroke is a medical emergency 

In the event of a medical emergency, British Columbians are 

advised to call 9-1-1. However, it is also important to use 9-1-1 

responsibly to avoid overwhelming the system. 

BC Emergency Health Services in partnership with ECOMM 

is reminding British Columbians to only dial 9-1-1 for serious or 

life-threatening injuries 

When to call 9-1-1: 

• In general: when there is chest pain, difficulty breathing, loss 

of consciousness, severe burns, choking, convulsions that are not 

stopping, a drowning, a severe allergic reaction, a head injury, 

signs of a stroke, a major trauma. 

• More specifically related to hot weather: severe headache, 

confusion, unsteadiness, loss of thirst, nausea/vomiting, and dark 

urine or no urine are signs of dangerous heat-related illness. 

If you have a less urgent health issue, you can call 8-1-1 and 

get connected with a nurse at HealthLinkBC. Or, if you can do it 

safely, you could go to an urgent care centre or clinic. That way, 

our highly trained emergency medical dispatch staff and paramedics 

will be available for people who need their services the 

most.

Your Symptoms’ tool.

In response to the ongoing toxic drug emergency, a new health 

alert system has been launched across Interior Health. 

“Across the province – in every community – we continue to see 

tragic deaths due to the toxic drug supply. The new alert system 

is an example of innovation and community collaboration to save 

lives in this crisis,” said Minister of Mental Health and Addiction 

Sheila Malcolmson. 

The Toxic Drug Alerts system uses text messaging to send alerts 

as a public health measure to prevent drug poisonings and deaths, 

and provides timely information and up-to-date resources to people 

who use drugs and community members. 

“We are thrilled to have this new tool available in the Interior 

to support people and to get information out immediately to 

those who need it most,” said Interior Health president and CEO, 

Susan Brown. “As the number of lives lost continues to grow, we 

are focused on removing barriers to supports, and implementing 

new strategies to prevent drug poisonings and deaths and mitigate 

harm from the toxic drug supply.” 

People who use drugs, those who support them, and community 

members are encouraged to opt-in for toxic drug alerts by sending 

the keyword JOIN to ALERTS (253787). They will receive toxic 

drug and drug poisoning alerts and, in the future, public health 

alerts, such as COVID-19 related information. 

“Timely and targeted information regarding the current drug 

supply is vital when we are seeing the toxicity of illicit drugs 

increase at an alarming rate. Alerts will help people make better 

informed decisions and ultimately help reduce harms, including 

overdose and death, from poisoned drugs,” said Jessica Bridgeman, 

Interior Health sexual health and harm reduction manager. 

To further help keep communities safe, subscribers can anonymously 

submit information relating to toxic drugs or drug poisonings 

via text using the keyword OD. 

“The priority is to get people access to safe supply, but while we’re 

waiting, toxic drug alerts will be really helpful in letting us know 

what is going around in our communities, and can help people 

make harm reduction decisions for themselves,” said Sara Young, 

manager of Harm Reduction at BC Centre for Disease Control. 

“Interior Health is the first health authority to be launching the 

new system which is developed by the BC Centre for Disease Control 

and the Office of Virtual Health at the Provincial Health Services 

Authority in partnership with regional health authorities. The 

alert system is expected to expand to additional health authorities 

summer 2022.

‘Of Light Itself ’ - A RetroPerspective

to present Of Light Itself 

showcasing the life and work of 

the eclectic Japanese Canadian 

artist Tsuneko Kokubo who 

was born in Steveston, B.C. in 

1937, and since 1994, has been 

living on the shores of Slocan 

Lake in Silverton. Fondly 

known as ‘Koko’, her creativity 

and knowledge in several arenas of experience and study 

are reflected in her multiple bodies of work, both visual 

and in performance physical theatre. 

The exhibition is a 66-year survey of Koko’s creative life, 

which includes paintings from her earlier art school days 

to her current works in oils and acrylics. Parallel to her 

visual work, the exhibition includes sample video clips 

of past choreographed performances over the years, 

and interviews, expanding her dynamic vision through 

multiple mediums. Curated by Maggie Tchir.
