Charter of Student Rights & Duties
تُعَد الجامعة بمثابة مصنعَ‏ لإنتاجِ‏ الكوادرِ‏ البشریة اللازمة لتلبیةِ‏ احتیاجاتِ‏
المجتمعِ‏ وإحداثِ‏ تَغی ُّر نوعيٍ‏ ملموسٍ‏ على طریقِ‏ التطویرِ‏ والتحدیث
المستمر.‏ ویحتاج ذلك إلى أن شعر الطلابُ‏ بأن لھم حقوقًا في جامعاتھم
وعلیھم في المقابل واجباتٍ‏ تجاهَ‏ أنفسھم وجامعاتھم وتِجاهَ‏ كُل من یعمل في
الوسط الجامعي وكذلك المجتمعِ‏ بشكل عام.‏
لذلك فإن تعلیمَ‏ الطالبِ‏ وتنمیة مھاراتھ،‏ لا بُد َّ أن یُقابلھا الاھتمامُ‏ بسلوكیات
الطالبِ‏ وتقویمُھا بالطرق التربویة السلیمة.‏ كذلك فإن غرسَ‏ أُسس التعاملِ‏
المتوازن بین الجمیعِ‏ یُعد ُّ ھدفًا وطنیًا عظیم الأھمیة..‏ سعیًا لتحقیقِ‏ الغایة
العظمى المتمثلة في إیجاد أجیال من الخریجین لھم انتماءُ‏ واضح لوطنھم،‏
ولدیھم قدرةٌ‏ عالیة على تطبیق كل ما تعلموه في مجالات تخصصھم وما
تم من تنمیة لقدراتھم ومھاراتھم،‏ وذلك كلھ في إطار بناء شخصیاتھم
المتكاملة.‏

Introduction
– The University is considered as a factory to produce the
necessary human cadres to meet the needs of society and create
tangible quality change on the path of continuous development
and modernization. This requires students to sense that they have
rights within their universities, and in return they have obligations
towards themselves, their universities and everyone working in
the university community as well as society in general.
– Therefore, the education and skill development of the student
must be met by the interest in the student's behaviours and
correcting the same by sound educational methods. Also, instilling
the foundations for balanced interaction among all is a national
goal of great importance ... In pursuit of this great goal of creating
generations of graduates with a clear affiliation to their homeland,
and having a high ability to apply everything they have learned
and their capabilities and skills developed in their fields of
specialization, and all of this is within the framework of building
their integrated personalities.

وقد تم الاطلاع على ما یَت َّبِعھ كثیر من الجامعات المرموقة والمتعارف
علیھ بشكل عام عالمیًا كمیثاق للأخلاق،‏ ومع عدم الإخلال بمبادئ المجتمع
المصري وأعرافھ الأصیلة في التعامل المبنى على التضامنِ‏ وحب الخیر
ونبذِ‏ العنف بكافة أشكالھ،‏ ومع الأخذ في الاعتبار التشریعاتِ‏ الوطنیة
الحاكمة للعمل والنشاط الطلابي،‏ لیكون بمثابة مرجعیة عند صیاغة میثاق
لحقوق وواجبات الطالب الجامعي.‏
ھذا المیثاقُ‏ یُحدد حقوق الطالب وواجباتھ،‏ بحیث تكون متوازنة وتدفع إلى
تنمیة مھاراتھ ومواھبھ وغرس قیم المواطنة،‏ واحترام حریات الآخرین،‏
والتمتع بالنزاھة والشرف،‏ واحترام القانونِ‏ والقواعد والأعراف الجامعیة،‏
والمحافظة على الممتلكات العامة،‏ والالتزام بالسلوك والأخلاقیات والقیم
التي یحترمھا المجتمع المصري.‏
من جانبھا،‏ تلتزمُ‏ الجامعة بالمساواة بین جمیع الطلاب واحترامِ‏ مبدأ
الشفافیة في جمیع قراراتھا،‏ وتوفیرِ‏ فُرَ‏ صٍ‏ كاملة لجمیع الطلاب لإبداء
آرائھم،‏ والكشفِ‏ عن أیة تجاوزاتٍ‏ أو انتھاكات أخلاقیة وإعمال القانون
فیما یثبت وجوده منھا بالدلیل.‏
یُعتبر میثاق حقوق الطالب وواجباتھ،‏ بمثابة تعاقد بین الطالب والجامعة
یُنَظم قواعد سلوك الطالب المتوقعِ‏ للمسائل الأكادیمیة والسلوك الشخصي.‏
ویَشْمَل حقوق الطالب وواجباتھ تجاهَ‏ ھیئةِ‏ التدریس والعاملین بالجامعة،‏
ویسمحُ‏ بتشجیعِ‏ النقد الموضوعي المبنى على احترام الرأي الآخر
ومناقشتھ.‏

– The Charter of ethics generally and universally recognized and
followed by many prestigious universities has been viewed without
prejudice to the principles of the Egyptian society and its original
customs of dealing based on solidarity, love of goodness and
rejecting violence in all forms, while taking into account the
national legislations governing student work and activity, so that it
serves as a reference when drafting the charter of university
student rights and duties.
– This Charter defines the rights and duties of the student in order
to be balanced to drive the development of his/her skills and
talents, instilling of the citizenship values, respect for the freedoms
of others, having integrity and honour, respect for law and
University rules and norms, preserving public property, and
adherence to the behaviour, ethics, and values that are respected
by the Egyptian society.
– The University shall treat all students equally, respect the principle
of transparency in all its decisions, grant complete opportunities
to all students to express their opinions, detect any ethical
violations or contraventions and enforce law in any such violations
or contraventions that are proven by evidence.
– The Charter of Student Rights and Duties is a contract between
the student and the University that regulates code of conduct for
the student that is expected regarding academic matters and
personal behaviour. It includes the rights and duties of the student
towards the faculty and staff of the University and it encourages
objective criticism based on respecting and discussing the other
viewpoint.
