Scope of the <strong>EU</strong> Construction Products<br />

Regulation (<strong>CPR</strong>) No. 305/2011 for<br />

<strong>cables</strong><br />

With the aim of the European Union to improve<br />

the safety of houses and public build<strong>in</strong>gs,<br />

a system for the classification of construction<br />

products has been appropriately developed<br />

accord<strong>in</strong>g to the relevant fire behaviour. This<br />

applies throughout Europe <strong>with</strong><strong>in</strong> the scope of<br />

the Construction Products Regulation of 2011<br />

or <strong>CPR</strong>, as it is abbreviated <strong>in</strong> English.<br />

By means of a comprehensive certification system,<br />

the standard ensures that only approved<br />

products are used <strong>in</strong> the construction sector.<br />

It specifies the classification of <strong>cables</strong> and<br />

electrical l<strong>in</strong>es <strong>in</strong> specific classifications of fire<br />

behaviour (Euro classes from B2ca to Fca),<br />

establishes the requirements for the required<br />

appropriate test methods and procedures and<br />

determ<strong>in</strong>es to what extent the <strong>in</strong>volvement of a<br />

notified body is required <strong>in</strong> each <strong>in</strong>dividual fire<br />

behaviour classification. It also requires the CE<br />

mark<strong>in</strong>g of <strong>cables</strong>.<br />

XBK-KABEL already has cable constructions<br />

these days that conta<strong>in</strong> high-quality<br />

materials which ensure improved fire behaviour<br />

of <strong>cables</strong> and electrical l<strong>in</strong>es and thus<br />

contribute to the safety of humans.<br />

In the case of fire, less smoke and toxic gases<br />

are produced. This means better visibility and<br />

improved chances to escape from the fire as<br />

well as a reduced danger for rescue workers.<br />

The application of the Construction Products<br />

Regulation (<strong>CPR</strong>) must be implemented by<br />

1st July 2017. This regulation is b<strong>in</strong>d<strong>in</strong>g for<br />

all member states s<strong>in</strong>ce it has entered <strong>in</strong>to<br />

force on 1st July 2013, and <strong>cables</strong>, which are<br />

permanently <strong>in</strong>stalled <strong>in</strong> the build<strong>in</strong>g and for<br />

which harmonised European standards on the<br />

basis of the Construction Products Regulation<br />

(<strong>CPR</strong>) also applies, are now also <strong>in</strong>cluded <strong>in</strong><br />

this regulation.<br />

Classification of <strong>cables</strong> as a construction<br />

product<br />

Accord<strong>in</strong>g to the def<strong>in</strong>ition of the European<br />

Commission and the European Court of Justice,<br />

a cable is only considered as a construction<br />

product <strong>with</strong><strong>in</strong> the mean<strong>in</strong>g of the Construction<br />

Products Regulation, if it cannot be<br />

removed from the build<strong>in</strong>g <strong>with</strong>out any<br />

associated construction work. This is especially<br />

the case if the <strong>cables</strong> are <strong>in</strong>stalled flush-mounted<br />

or <strong>in</strong> permanently <strong>in</strong>stalled cable ducts.<br />

Implementation deadl<strong>in</strong>e for EN 50575<br />

EN 50575 has entered <strong>in</strong>to force on 1st July<br />

2016. However, its actual implementation is<br />

subject to an implementation period until 30th<br />

June 2017. Hence, the date of the first delivery<br />

of XBK-KABEL to the respective European<br />

customers is decisive for the fulfilment of the<br />

applicable statutory requirements.<br />

Therefore, if a product is placed on the market<br />

before 1st July 2017 <strong>with</strong>out comply<strong>in</strong>g <strong>with</strong><br />

the requirements of the Construction Products<br />

Regulation (<strong>CPR</strong>) and is subsequently<br />

resold <strong>with</strong><strong>in</strong> the <strong>EU</strong> after this date, the reseller<br />

behaves absolutely lawfully: S<strong>in</strong>ce the cable<br />

was already brought onto the market <strong>in</strong><br />

compliance <strong>with</strong> the standards and guidel<strong>in</strong>es,<br />

the subsequent distributors <strong>in</strong> the distribution<br />

cha<strong>in</strong> can also resell the cable after 01st July<br />

2017 <strong>with</strong>out the obligatory data and documentation<br />

of the Construction Products Regulation<br />

(<strong>CPR</strong>). Products that have been <strong>in</strong>troduced<br />

on the market for the first time by 30th June<br />

2017 do therefore not require documentation<br />

<strong>in</strong> <strong>accordance</strong> <strong>with</strong> the Construction Products<br />

Regulation (<strong>CPR</strong>) and EN 50575.<br />

Euroclasses of the Construction Products<br />

Regulation (<strong>CPR</strong>)<br />

On the basis of the Commission’s delegated<br />

regulation (<strong>EU</strong>) 2016/364 of 1st July 2015 on<br />

the classification of the fire behaviour of<br />

construction products, a s<strong>in</strong>gle and unique<br />

criterion for the classification <strong>with</strong><strong>in</strong> the <strong>EU</strong> was<br />

created. In order to be able to determ<strong>in</strong>e the<br />

reaction to fire, different classes <strong>with</strong> the criteria<br />

for the classification were def<strong>in</strong>ed,<br />

depend<strong>in</strong>g on the heat release <strong>in</strong> the case of<br />

fire. In addition, it is also <strong>in</strong>tended that the<br />

manufacturer can use the „no performance<br />

determ<strong>in</strong>ed“ option (Euroclass Fca), if no<br />

conditions are specified for reaction to fire.<br />
