FSEC Fire

Compartmentation

investigations

Fire compartmentation is an integral part of the safety

features of any building and The Fire strategy should dictate

what standard of fire resistance the walls and floors of a

building should have in accordance with Building Regulations

and fire safety principles, dependent upon the height size and

use of the building.

Failures in fire compartmentation like the Grenfell incident,

can lead to smoke and flames spreading rapidly and prevent

escape routes being available to the occupants with the

resulting consequences.

Failures in Fire compartmentation are punishable under the

articles of the Fire Safety Order 2005 and ignorance of the

problem is not a defence in law for the “Responsible Person”.

Often horizontal fire compartmentation between floors

(usually 60 minutes FR) on buildings up to 6 floors, will be

breached by service risers and pipes and cables passing

through the premises. Each breach must be sealed correctly

without using expanding fire foam.

Instead, best practice requires the installation of fire collars,

fire wraps, and socks plus intumescent Fire batts and bricks as

part of a number of measures used to seal such breaches in a

very specific manner.

We undertake both INTRUSIVE AND DESTRUCTIVE Fire

compartmentation investigations in any type of premises

including blocks of flats.

Why should we inspect them?

Fire Doors form an integral and crucially

important part of your building’s fire

compartmentation lines and Fire Strategy. The

function of fire compartmentation is to slow

down the spread of fire and smoke to allow

your building occupants time to leave safely

and protect your building contents and

business.

Fire doors should comply with BS 476 and

should be checked under article 17 of the Fire

Safety Order 2005, with BS 9999 2017, section

I.6.2 stating a 6 monthly check and central Gov

(MHCLG) recommending every quarter!

Fire Doors can be on risers, cupboards, rooms

where you have a high risk (plant rooms etc),

etc and they can be either timber or metal.

Failure to keep your doors well maintained is

not only part of the British Standards, but it is

covered under criminal law!

The Regulatory Reform Order (2005) Article 17

specifically states that it is a legal requirement to

ensure that fire resisting doors and escape doors

are correctly installed and adequately maintained

in order for them to be fit for purpose and the

responsibility to ensure this happens falls on

whoever has day-to-day control of premises

(Responsible Person).

At FSEC, we can demonstrate full competency with

our assessors as well as demonstratable years of

experience across fire engineering, Building

Control, active and passive systems. We cannot

only inspect, assess and report on your doors, but

offer advice on wider possible issues we may come

across including compartmentation and fire

strategy.

We use the latest electronic reporting to record

each door and check/measure no less than 20

different points to give you a comprehensive

survey. Upon completion, we file the report to a

secure server, then have the report audited by a

3rd party before issuing.

FSEC Fire Risk Assessments

FSEC has one of the most experienced teams in the UK with Ex Fire safety officers and

managers, Graduate Fire Engineers who are also ex-operational fire service officers and

Building control experts. Collectively they have over 200 years of fire consultancy experience

in fire safety and building code enforcement.

Currently, the Regulatory Reform (Fire Safety) Order 2005 (FSO) dictates that the “Responsible

Person” is responsible for the completion of a fire risk assessment and reporting of the

“Significant findings” in the form of an action plan.

Since 2006, FSEC staff have collectively undertaken over 6000 risk assessments and assisted

many companies under threat of enforcement with an action plan for remedial works in a costeffective

manner for the client.

FSEC staff and the company have a number of third party accreditations including:

BAFE SP 205 which requires validation by accredited validators.

IFSM Tier 3

IFE Life Register

Articles of the FSO commonly used for prosecution include articles 4, 9, 11 14 and 17, and the

Order is based in criminal law with suitable punishments including fines and custodial

sentences possible. Since 2006 prosecutions have increased over 5000% As ex enforcers we

enjoy the challenge of legal defence and as our team is lead by Graduate Fire Engineers at the

top of their careers we can deal with almost all circumstances using our skills experience

training and competence.

FSEC Fire

Strategies

We undertake Fire strategies either for

new buildings or those to be refurbished

and even retrospective documents for

those who have lost or waylaid their

reports.

A Fire Strategy should be in place for the

risk assessor and management and

should be used as a benchmark to assist

the risk assessor to evaluate compliance

of the fire risk assessment against the

Fire Safety Order 2005.

A strategy should have been agreed

under Building Regs either when the

building was new, or during any refit or

upgrade, and under Regulation 38 of the

B Regs a short version should be passed

on to the building’s Responsible Person

to enable them to understand how to

manage fire safety in their building.

A strategy includes

The design of escape routes

Escape capacity (how many people can

safely escape)

Occupancy capacity (how many people can

safely occupy the premises)

The type of evacuation system

The standard and coverage of fire alarm

The need for fire suppression or smoke

control

The standard of fire compartmentation

required.

Where the lines of fire compartmentation

are required.

The design of walls and floors and fire

stopping.

What fire doors are needed and where.

Emergency lighting and fire exit signage
