Whom to Enumerate<br />

As in past population censuses, enumerators in POPCEN <strong>2007</strong> were<br />

provided with guidelines on whom to list as members of a household. This will<br />

ensure uniformity in determining household membership and in identifying persons<br />

to be included in the enumeration or excluded from it. Furthermore, this will<br />

ensure that there is no omission or duplication in the enumeration of persons and<br />

households during census-taking. The following are the guidelines in determining<br />

household membership:<br />

Persons enumerated as members of the household<br />

The following individuals are enumerated as members of a household.<br />

1. Those present at the time of visit and whose usual place of residence is<br />

the housing unit where the household lives.<br />

2. Family members who are overseas workers and who have been away at<br />

the time of census for not more than five years from the date of<br />

departure and are expected to be back within five years from the date of<br />

last departure. These include overseas workers who are on vacation in<br />

the Philippines and with existing work contract.<br />

An overseas worker is a household member who is currently out of the<br />

country due to overseas employment. He/She may or may not have a<br />

specific work contract or may be presently at home on vacation but has<br />

an existing overseas employment to return to. Undocumented overseas<br />

workers, or “TNT” (“Tago Nang Tago”), are considered as overseas<br />

workers for as long as they are still considered members of the<br />

household and if they have been away for less than five years.<br />

However, immigrants are excluded from the census.<br />

3. Those whose usual place of residence is the place where the household<br />

lives but are temporarily away at the time of the census for any of the<br />

following reasons:<br />

a. on vacation, business/pleasure trip, or training somewhere in the<br />

Philippines and are expected to be back within six months from the<br />

National Statistics Office ix
