Health centers have also been attacked. In 2013, the<br />

Séléka attacked the main hospital in Bangui and executed<br />

10 patients; in 2014, the same group killed 19 civilians<br />

and three humanitarian workers at a village health center.<br />

In both instances the facilities suspended operations. 34<br />

Attacks on health facilities, health workers, and vehicles<br />

continued in 2015 with the carjacking of a national blood<br />

bank vehicle by Anti-Balaka forces on February 27, and<br />

the abduction and killing of a nurse working in a village<br />

dispensary on March 15. 35<br />

COLOMBIA<br />

The Colombian conflict began in the mid-1960s and has<br />

involved the Colombian government; paramilitary groups;<br />

several groups that emerged after an official paramilitary<br />

demobilization process a decade ago; and guerrillas,<br />

including the Revolutionary Armed Forces of Colombia<br />

(FARC) and the National Liberation Army. Millions of<br />

people have been displaced by violence associated with<br />

the conflict.<br />

Peace negotiations with guerrillas have been underway<br />

and, at the joint request of President Santos and FARC,<br />

the UN Security Council adopted a resolution to establish<br />

a political mission in Colombia after the signing of a final<br />

peace accord with FARC. The mission would last for a<br />

minimum of 12 months and would consist of unarmed<br />

international observers that would be part of a mechanism<br />

in charge of monitoring and verifying a bilateral ceasefire<br />

and cessation of hostilities. 36 The goal for reaching an<br />

agreement with FARC was March 23, 2016, but as of the<br />

writing of this report, one had not yet been reached.<br />

Attacks on and interference with health services had<br />

been an ongoing feature of the conflict for many years.<br />

Although attacks on health care in Colombia have<br />

decreased, in April 2015, members of FARC reportedly<br />

attacked a Colombian Navy hospital boat that was<br />

travelling along the Putumayo River in the municipality of<br />

Leguizamo. 37<br />
