Internal Board Policies - Organization<br />
<strong>Committee</strong>s and <strong>Committee</strong> Functions<br />
Subcommittees<br />
Unless o<strong>the</strong>rwise designated by <strong>the</strong> Board, <strong>the</strong> President shall appoint <strong>the</strong> members and chairs<br />
and <strong>the</strong> President may authorize <strong>the</strong> Superintendent to appoint members <strong>of</strong> <strong>the</strong> administration or<br />
<strong>the</strong> community to serve <strong>the</strong> needs <strong>of</strong> <strong>the</strong> committee. Summaries <strong>of</strong> all subcommittee meetings<br />
shall be reported to <strong>the</strong> Board for its information, recording, and recommendation. Each<br />
subcommittee shall have a membership <strong>of</strong> no less than three members, including <strong>the</strong> President<br />
(who shall be an ex <strong>of</strong>ficio member), with any two constituting a quorum.<br />
<strong>Committee</strong> <strong>of</strong> <strong>the</strong> <strong>Whole</strong><br />
The Omaha Public Schools Board <strong>of</strong> Education may function as a <strong>Committee</strong> <strong>of</strong> <strong>the</strong> <strong>Whole</strong><br />
during a regularly scheduled or special meeting when it is necessary to extend discussion on an<br />
issue. Any member may refer an item to <strong>the</strong> <strong>Committee</strong> <strong>of</strong> <strong>the</strong> <strong>Whole</strong> through a motion to<br />
commit or to refer.<br />
The Secretary shall keep a memorandum <strong>of</strong> <strong>the</strong> matters discussed and prepare a <strong>Committee</strong> <strong>of</strong><br />
<strong>the</strong> <strong>Whole</strong> report for submission at a regularly scheduled business or special meeting.<br />
<strong>Committee</strong>s Required by Statute:<br />
Americanism <strong>Committee</strong> – Required by law and shall perform <strong>the</strong> functions required by<br />
<strong>the</strong> law.<br />
<strong>Committee</strong> on Claims – Required by law and shall perform <strong>the</strong> functions required by law.<br />
Standing <strong>Committee</strong>s:<br />
Accountability <strong>Committee</strong> – Schedule and coordinate <strong>the</strong> evaluation <strong>of</strong> <strong>the</strong><br />
Superintendent <strong>of</strong> Schools, Secretary to <strong>the</strong> Board <strong>of</strong> Education, and Board <strong>of</strong> Education<br />
self-evaluation. The committee will also coordinate semiannual performance<br />
discussions with <strong>the</strong> Superintendent.<br />
Budget and Audit <strong>Committee</strong> – Monitor financial matters <strong>of</strong> <strong>the</strong> district, approve <strong>the</strong><br />
budget timeline and provide input to <strong>the</strong> budget development process. The committee<br />
will also coordinate audit work for <strong>the</strong> Board with <strong>the</strong> district’s External/Internal Auditor.<br />

Communications <strong>Committee</strong> – Increase awareness, understanding, involvement, and<br />
support for our schools through clear, accurate, transparent and engaging communication<br />
with students, families, and community.<br />
Policy <strong>Committee</strong> – Develops and recommends policies for <strong>the</strong> Omaha Public Schools.<br />
Temporary, Special or Ad Hoc <strong>Committee</strong>s<br />
Additional temporary, special, or ad hoc committees <strong>of</strong> <strong>the</strong> Board may be established only by<br />
Board action or by <strong>the</strong> President. The President shall appoint such temporary and special<br />
committees as may be deemed necessary or advisable by <strong>the</strong> Board and may authorize <strong>the</strong><br />
Superintendent to appoint members <strong>of</strong> <strong>the</strong> administration or <strong>the</strong> community to serve <strong>the</strong> needs <strong>of</strong><br />
<strong>the</strong> committee.<br />
Special Appointment<br />
Members <strong>of</strong> <strong>the</strong> Board may be appointed to represent <strong>the</strong> Board on joint committees with o<strong>the</strong>r<br />
agencies or as advisors to o<strong>the</strong>r agencies. The President will make such special appointments<br />
and may authorize <strong>the</strong> Superintendent to appoint members <strong>of</strong> <strong>the</strong> administration or <strong>the</strong><br />
community to serve <strong>the</strong> needs <strong>of</strong> <strong>the</strong> appointment, unless o<strong>the</strong>rwise designated by <strong>the</strong> Board.<br />
Functions <strong>of</strong> <strong>Committee</strong>s (Revised 12/15/08)<br />
A. The functions <strong>of</strong> a committee shall be to study, analyze, and report on any questions or<br />
issues as may be referred to it by <strong>the</strong> Board <strong>of</strong> Education, brought to its attention by <strong>the</strong><br />
Superintendent, or raised by a member <strong>of</strong> <strong>the</strong> board. Any committee may at its discretion<br />
hold hearings or call for reports prepared by <strong>the</strong> Superintendent or <strong>the</strong> Superintendent's<br />
staff. Findings and recommendations shall be made to <strong>the</strong> board as a whole for final<br />
action.<br />
B. The President <strong>of</strong> <strong>the</strong> Board <strong>of</strong> Education shall be an ex <strong>of</strong>ficio member <strong>of</strong> all committees<br />
with <strong>the</strong> same power and privileges as o<strong>the</strong>r members. The Superintendent <strong>of</strong> schools<br />
may be appointed to membership on special committees and shall be eligible to attend<br />
any committee meeting. The Superintendent is not eligible to attend committee meetings<br />
held for Superintendent re-employment and/or salary considerations, except as permitted<br />
by <strong>the</strong> Board <strong>of</strong> Education.<br />
