Nuestra América Avanza<br />

La Unidad <strong>de</strong> Trabajadores<br />

Con la participación <strong>de</strong><br />

aproximadam<strong>en</strong>te 300 <strong>de</strong>legaciones<br />

<strong>de</strong> 23 países se realizó <strong>en</strong> Caracas,<br />

V<strong>en</strong>ezuela, el III Encu<strong>en</strong>tro Sindical <strong>de</strong><br />

Nuestra América (ESNA) los días 22-24 <strong>de</strong><br />

julio <strong>de</strong> 2010. Con el énfasis puesto <strong>en</strong> la<br />

necesidad <strong>de</strong> aunar propuestas y acciones<br />

para contribuir <strong>de</strong>s<strong>de</strong> los trabajadores con<br />

los procesos emancipatorios que viv<strong>en</strong> los<br />

países <strong>de</strong> Nuestra América.<br />

Durante el <strong>de</strong>sarrollo <strong>de</strong>l III ESNA se<br />

aguardaban <strong>las</strong> pres<strong>en</strong>cias <strong>de</strong>l canciller <strong>de</strong><br />

V<strong>en</strong>ezuela, Nicolás Maduro.<br />

El presid<strong>en</strong>te <strong>de</strong> la República Bolivariana<br />

<strong>de</strong> V<strong>en</strong>ezuela, Hugo Chávez, asistió al<br />

acto <strong>de</strong> clausura <strong>de</strong>l III Encu<strong>en</strong>tro Sindical<br />

Nuestra América que se <strong>de</strong>sarrolló <strong>en</strong> el<br />

Hotel Alba Caracas.<br />

A partir <strong>de</strong> la jornada inaugural<br />

com<strong>en</strong>zaron a funcionar tres Comisiones<br />

que abordarán los temas c<strong>en</strong>trales que<br />

motivaron la convocatoria, para aportar,<br />

<strong>de</strong>s<strong>de</strong> la unidad amplia <strong>de</strong> los trabajadores,<br />

al avance <strong>de</strong> los procesos liberadores que<br />

se viv<strong>en</strong> <strong>en</strong> América latina y el Caribe,<br />

así como la estructuración <strong>de</strong>l ESNA,<br />

sus cont<strong>en</strong>idos i<strong>de</strong>ológicos, programa<br />

y accionar, la creación <strong>de</strong> un instituto o<br />

c<strong>en</strong>tro <strong>de</strong> formación para la región y la<br />

proyección <strong>de</strong> una unidad que abarque<br />

no solo a los sindicatos sino también a<br />

los movimi<strong>en</strong>tos sociales, campesinos,<br />

indíg<strong>en</strong>as, culturales, territoriales, etc.<br />

con objetivos e intereses comunes <strong>de</strong><br />

<strong>de</strong>f<strong>en</strong>sa <strong>de</strong> los principios <strong>de</strong>mocráticos,<br />

<strong>de</strong> pluralismo, <strong>de</strong> soberanía fr<strong>en</strong>te al<br />

imperio y <strong>de</strong> impulso a la lucha g<strong>en</strong>eral<br />

por los cambios.<br />

Igualm<strong>en</strong>te se refleja el <strong>de</strong>sacuerdo <strong>de</strong><br />

los trabajadores con la liberalización <strong>de</strong><br />

la economía, al pago <strong>de</strong> la <strong>de</strong>uda externa<br />

pública y a <strong>las</strong> privatizaciones <strong>en</strong> g<strong>en</strong>eral,<br />

así como a toda forma <strong>de</strong> subordinación<br />

<strong>de</strong> la región y <strong>de</strong> los pueblos a los<br />

intereses <strong>de</strong>l capital transnacional, a<br />

grupos económicos locales o al sistema<br />

internacional <strong>de</strong> dominación y sus<br />

instituciones, <strong>en</strong>tre el<strong>las</strong> el Grupo <strong>de</strong><br />

PLATAFORMA<br />

1. Def<strong>en</strong>sa <strong>de</strong> los <strong>de</strong>rechos laborales y<br />

sociales.<br />

2. Integración solidaria y soberana.<br />

3. Lucha <strong>en</strong> <strong>de</strong>f<strong>en</strong>sa <strong>de</strong> la soberanía<br />

alim<strong>en</strong>taria, sobre los recursos<br />

<strong>en</strong>ergéticos. Hídricos, la biodiversidad y la<br />

sust<strong>en</strong>tabilidad ambi<strong>en</strong>tal.<br />

4. Trabajar por la unidad <strong>de</strong> acción sindical y<br />

social <strong>de</strong> los que luchan <strong>de</strong>s<strong>de</strong> su condición<br />

<strong>de</strong> trabajadores formales e informales,<br />

<strong>de</strong>sempleados, campesinos, indíg<strong>en</strong>as, sin<br />

tierras, Jubilados y p<strong>en</strong>sionados, mujeres<br />

y jóv<strong>en</strong>es trabajadores.<br />

5. Continuar con el trabajo unitario <strong>en</strong><br />

la búsqueda perman<strong>en</strong>te <strong>de</strong> espacios<br />

<strong>de</strong> actuación conjunta con <strong>las</strong> c<strong>en</strong>trales<br />

sindicales mundiales y regionales, <strong>en</strong> los<br />

que <strong>de</strong>f<strong>en</strong>damos los intereses comunes <strong>de</strong><br />

los trabajadores. Promover la creación <strong>de</strong><br />

una mesa <strong>de</strong> diálogo para coordinar una<br />

plataforma <strong>de</strong> acción común.<br />

6. Integrarnos y trabajar para fortalecer <strong>las</strong><br />

instancias sindicales regionales valorizando<br />

el carácter unitario y <strong>de</strong>mocrático que <strong>las</strong><br />

sust<strong>en</strong>t<strong>en</strong>.<br />

7. Construir un ámbito <strong>de</strong> intercambio<br />

con el conjunto <strong>de</strong> organizaciones<br />

los 20, el G-8, el Fondo Monetario<br />

Internacional y el Banco Mundial.<br />

El primero <strong>de</strong> estos <strong>en</strong>cu<strong>en</strong>tros se<br />

realizó <strong>en</strong> Quito, Ecuador <strong>en</strong> 2008,<br />

posteriorm<strong>en</strong>te la cita fue trasladada a<br />

Sao Paulo, Brasil <strong>en</strong> 2009; para concretarse<br />

una tercera reunión este año <strong>en</strong> Caracas.<br />

Una <strong>de</strong> <strong>las</strong> más<br />

i m p o r t a n t e s<br />

resoluciones adoptadas<br />

<strong>en</strong> este <strong>en</strong>cu<strong>en</strong>tro es la<br />

<strong>de</strong>terminación <strong>de</strong> crear<br />

un instituto para la<br />

formación y capacitación<br />

<strong>de</strong> nuevos dirig<strong>en</strong>tes<br />

sindicales.<br />

La cuarta reunión sindical<br />

se realizará <strong>en</strong> la capital<br />

nicaragü<strong>en</strong>se, Managua,<br />

<strong>en</strong> agosto <strong>de</strong> 2011, <strong>en</strong> el<br />

marco <strong>de</strong> la celebración<br />

<strong>de</strong> la Revolución<br />

Sandinista <strong>en</strong> ese país<br />

c<strong>en</strong>troamericano.<br />

Resoluciones <strong>de</strong>l III ESNA:<br />

PLATAFORMA, ESTRUCTURA Y PLAN DE ACCION<br />

sociales <strong>de</strong> América e incursionar <strong>en</strong> la<br />

posibilidad <strong>de</strong> activida<strong>de</strong>s, acciones y<br />

movilizaciones conjuntas. Estimular el<br />

papel protagónico <strong>de</strong> los trabajadores <strong>en</strong><br />

<strong>las</strong> transformaciones políticas <strong>de</strong> nuestras<br />

socieda<strong>de</strong>s e insertarnos <strong>en</strong> <strong>las</strong> batal<strong>las</strong><br />

<strong>de</strong> los movimi<strong>en</strong>tos sociales, participando<br />

recíprocam<strong>en</strong>te <strong>de</strong> <strong>las</strong> distintas iniciativas,<br />

luchas y programas, al tiempo que<br />

brindamos nuestro aporte a sus acciones.<br />

8. Desarrollar <strong>en</strong> cada país, espacios <strong>de</strong><br />

converg<strong>en</strong>cia “Nuestra América” que<br />

fortalezcan los procesos unitarios internos<br />

e implem<strong>en</strong>t<strong>en</strong> con sus acciones <strong>las</strong><br />

resoluciones <strong>de</strong>l ESNA.<br />

9. Impulsar, organizar, participar y<br />

auspiciar el <strong>de</strong>sarrollo <strong>de</strong> <strong>en</strong>cu<strong>en</strong>tros,<br />

seminarios y otras formas <strong>de</strong> intercambios<br />

sobre diversos ejes temáticos. Fom<strong>en</strong>tar el<br />

estudio <strong>de</strong> <strong>las</strong> problemáticas que afectan<br />

a los trabajadores y difundir materiales<br />

que contribuyan a la clarificación <strong>de</strong> <strong>las</strong><br />

organizaciones sindicales.<br />

10. Int<strong>en</strong>sificar la divulgación <strong>de</strong> acciones<br />

sindicales y artículos <strong>de</strong> opinión <strong>de</strong>l<br />

ESNA y <strong>de</strong> organizaciones sociales y<br />

sindicales integrantes y fraternas. Las<br />

of Our America Advances<br />

Towards Workers Unity<br />

With the participation of approximately<br />

300 <strong>de</strong>legates from 23 countries, the<br />

III Tra<strong>de</strong> Union Meeting of Our America<br />

(ESNA) took place from July 22-24th 2010<br />

in Caracas, V<strong>en</strong>ezuela. The meeting was<br />

organized with the objective of uniting<br />

workers’ proposals into actions that will<br />

help consolidate the<br />

emancipation process<br />

that is unfolding<br />

throughout<br />

América.<br />

PLATFORM<br />

1. Def<strong>en</strong>d labor and social rights.<br />

2. Solidarity and sovereign integration.<br />

3. Struggle for the <strong>de</strong>f<strong>en</strong>se of food sovereignty,<br />

of <strong>en</strong>ergy resources, water, biodiversity and<br />

<strong>en</strong>vironm<strong>en</strong>tal sustainability.<br />

4. Work towards unity in action of organized<br />

labor and social movem<strong>en</strong>ts, that struggle<br />

from each according to their work conditions,<br />

both formal and informal, unemployed, farm<br />

workers, indig<strong>en</strong>ous, dispossessed, retired<br />

and p<strong>en</strong>sioned workers, wom<strong>en</strong> and young<br />

workers.<br />

5. Continue to work to build unity in action<br />

with c<strong>en</strong>tral labor confe<strong>de</strong>rations, at the<br />

Regional and World level, where we can<br />

jointly <strong>de</strong>f<strong>en</strong>d the common interests of<br />

workers. Promote and create dialogue for the<br />

coordination of a platform for joint action.<br />

6. Join and work to build on labor unions at a<br />

regional level, based on the character which<br />

brings them together and on the <strong>de</strong>mocratic<br />

principles that sustain them.<br />

7. Build an <strong>en</strong>vironm<strong>en</strong>t of collaboration with<br />

social organizations of the Americas, with<br />

the purpose of coordinated, joint actions and<br />

mobilizations. Stimulate the participation of<br />

workers in the transformation of policies<br />

that took place at the Hotel Alba Caracas.<br />

At the op<strong>en</strong>ing ceremony, three working<br />

commissions were formed to <strong>de</strong>al with<br />

the c<strong>en</strong>tral themes that motivated the<br />

conv<strong>en</strong>ing; such as the structure of the<br />

ESNA, its i<strong>de</strong>ological cont<strong>en</strong>t, program and<br />

action, the creation of a c<strong>en</strong>ter or institute<br />

for the formation of cadre for the promotion<br />

of unity across the region that not only<br />

inclu<strong>de</strong>s labor unions, but also social, farm<br />

worker, indig<strong>en</strong>ous, cultural and territorial<br />

movem<strong>en</strong>ts, among others; all around the<br />

common <strong>de</strong>f<strong>en</strong>se of <strong>de</strong>mocratic principles,<br />

of pluralism, of sovereignty before the<br />

empire, and the g<strong>en</strong>eral impulse of struggle<br />

for progressive change.<br />

Equally, there was a g<strong>en</strong>eral repudiation<br />

by the workers of the liberalization of<br />

the economy, of paym<strong>en</strong>t of the external<br />

public <strong>de</strong>bt and the privatization in g<strong>en</strong>eral,<br />

as well as all form of subordination of the<br />

region and of the people to the interests<br />

of transnational capital, to a group of local<br />

economic interests and to the international<br />

system of domination and its institutions,<br />

among which inclu<strong>de</strong> the Group of the 20,<br />

the G-8, the International Monetary Fund,<br />

and the World Bank.<br />

The first of these tra<strong>de</strong> union meetings took<br />

place in Quito, Ecuador in 2008, later it was<br />

conv<strong>en</strong>ed in Sao Paulo, Brazil in 2009; with<br />

the third of its kind taking place in Caracas<br />

V<strong>en</strong>ezuela this year [2010].<br />

Among the most important resolutions<br />

was the creation of an institute that would<br />

prepare and build on the skills of new labor<br />

lea<strong>de</strong>rs.<br />

The fourth tra<strong>de</strong> union meeting will take<br />

place in the Nicaraguan capital of Managua<br />

in august of 2011, during the celebration<br />

of the commemoration of the Sandinista<br />

Revolution of that C<strong>en</strong>tral American<br />

country.<br />

Resolutions of the III ESNA :<br />

PLATFORM, STRUCTURE & PLAN OF ACTION<br />

within our societies and insert ourselves<br />

in the struggles of social movem<strong>en</strong>ts,<br />

participating reciprocally on each action,<br />

initiative, struggles and programs, as we l<strong>en</strong>d<br />

support to their actions.<br />

8. Build within each country, converg<strong>en</strong>ce<br />

with “Nuestra América” that favors the<br />

internal unity process and implem<strong>en</strong>ts,<br />

through their actions, the ESNA resolutions.<br />

9. Promote, organize, and host the seminars,<br />

forums, and other forms of exchange on<br />

a variety of themes. Promote the study of<br />

problems that affect workers and promote<br />

the distribution of material that help clarify<br />

the role of labor unions.<br />

10. Int<strong>en</strong>sify the promotion of labor union<br />

action and opinion articles from ESNA, and<br />

social organizations, member unions and<br />

fraternal organizations. Information shall be<br />

inclu<strong>de</strong>d in the bulletin of the ESNA, that<br />

will be published bi-monthly and on-line<br />

for timely updates. In addition this could<br />

also inclu<strong>de</strong> other initiatives in concerning<br />

communication that contribute towards the<br />

objectives of the ESNA.<br />

11. Reaffirm the need for Latin-American<br />

and Caribbean integration and consequ<strong>en</strong>tly<br />
