La revista <strong>Ensamble</strong> tiene el objetivo <strong>de</strong> registrar los sucesos<br />
culturales que le dan vida a las ciuda<strong>de</strong>s, en ediciones especiales<br />
llamadas “Oxígeno” se presentaran aquellas propuestas urbanas,<br />
arquitectónicas, <strong>de</strong> diseño y <strong>de</strong> arte que operan en el ámbito <strong>de</strong> las<br />
i<strong>de</strong>as y que tienen la capacidad <strong>de</strong> transformar y dar vitalidad a<br />
diferentes ciuda<strong>de</strong>s. el objetivo es presentar nuestro punto <strong>de</strong> vista<br />
sobre aquellas cosas que le dan empuje a diferentes ciuda<strong>de</strong>s <strong>de</strong><br />
América. Este número <strong>de</strong>dicado a la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> tiene dos<br />
objetivos: el primero es saludar a todas aquellas condiciones que en<br />
ésta ciudad han permitido la existencia <strong>de</strong> éste proyecto editorial,<br />
entre las cuales está el haber congregado a un grupo <strong>de</strong><br />
colaboradores con madurez crítica, que nos permite empren<strong>de</strong>r<br />
este importante reto. El segundo objetivo consiste en <strong>de</strong>spedirnos<br />
<strong>de</strong>l entorno local <strong>de</strong> esta ciudad. <strong>Ensamble</strong> no está enfocada en ver<br />
las noveda<strong>de</strong>s <strong>de</strong> diseño y el último grito <strong>de</strong> la arquitectura,<br />
particularmente la mexicana. Nuestra preocupación es presentar<br />
aquellos espacios que ponen en evi<strong>de</strong>ncia las prácticas cotidianas<br />
<strong>de</strong> una sociedad y cómo éstas se encuentran directamente<br />
vinculadas con los modos <strong>de</strong> producción histórica. Dichos criterios<br />
nos permiten plantear Oxígeno, y en general los contenidos <strong>de</strong> la<br />
revista, en cualquier parte y a partir <strong>de</strong> cualquier tema. En este<br />
número especial hemos encontrado proyectos que le dan oxígeno<br />
a la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong>. Son el resultado <strong>de</strong> un trabajo editorial en<br />
el que distinguimos la tensión que existe entre la simulación y lo que<br />
llamamos una constructividad técnica arquitectónica. Nuestra mirada<br />
tiene la particularidad <strong>de</strong> leer la arquitectura, así como el diseño, tan<br />
sólo como una periferia <strong>de</strong> la realidad. Lo que mostramos, a través<br />
<strong>de</strong> los edificios es un contexto social, económico y político.<br />
En la actualidad, y más en el acelerado mundo mediático <strong>de</strong> la<br />
arquitectura, el arte y el diseño lo que normalmente se presenta son<br />
producciones espectaculares, principalmente <strong>de</strong> arquitectura, que<br />
funcionan como una máscara y simulan el bienestar y el <strong>de</strong>sarrollo;<br />
son proyectos que establecen vanguardias y una discusión sobre la<br />
forma y la estética, pero que impi<strong>de</strong>n una discusión ética sobre los<br />
balances que se producen en las socieda<strong>de</strong>s y cómo es que opera la<br />
arquitectura como un instrumento <strong>de</strong> legitimación cultural. Es<br />
propiamente la producción <strong>de</strong> espacios y el uso que se les da lo que<br />
<strong>de</strong>vela nuestras verda<strong>de</strong>ras prácticas culturales, y <strong>de</strong>linea los valores<br />
predominantes que se representan mediante edificios y espacios.<br />
Los espacios funcionan como un reflejo <strong>de</strong> quienes somos y ponen<br />
en evi<strong>de</strong>ncia nuestras formas <strong>de</strong> habitar y la manera en que<br />
<strong>de</strong>splegamos la vida cotidiana. Des<strong>de</strong> nuestra óptica hay proyectos<br />
que atien<strong>de</strong>n las necesida<strong>de</strong>s <strong>de</strong> una sociedad y se plantan en el<br />
espacio con una racionalidad técnica que entien<strong>de</strong> la estructura <strong>de</strong><br />
lo construido, como la arquitectura en sí misma. En general,<br />
<strong>Ensamble</strong> magazine has the objective of registering the cultural<br />
phenomena that give life to a city. In a special yearly edition<br />
called “Oxygen” will be featured urban, architectural, <strong>de</strong>sign and<br />
art proposals that operate in the realm of i<strong>de</strong>as and have the<br />
capacity to transform and vitalize. These are the things that,<br />
figuratively, provi<strong>de</strong> oxygen.<br />
We have taken up the i<strong>de</strong>a of Oxígeno in <strong>Ensamble</strong> to give our point<br />
of view about the things that give vitality to different cities on the<br />
American continent. This edition of Oxygen Mexico City has two<br />
objectives: the first is to acknowledge the conditions in Mexico City<br />
that have allowed the publication of <strong>Ensamble</strong>, which inclu<strong>de</strong> the<br />
gathering of a group of collaborators with a critical capacity and<br />
maturity that allow us to embark on this important editorial<br />
challenge. The second objective is to say goodbye to this city’s local<br />
surroundings. <strong>Ensamble</strong> is not focused on looking at <strong>de</strong>sign<br />
novelties and the very latest in architecture, particularly Mexican<br />
architecture. Our concern is to present those spaces that bring to<br />
light the daily practices of a society and see how they are directly<br />
linked to historical mo<strong>de</strong>s of production.<br />
This criteria allows us to propose Oxygen, and in general all the<br />
magazine’s contents, in any place and for any topic.<br />
In this special edition we have found projects that provi<strong>de</strong> oxygen<br />
to Mexico City. They are the result of an editorial work in which<br />
we distinguish the tension that exists between simulation and<br />
what we call an architectural constructivity technique. Our vision<br />
has the particularity of reading architecture, as well as <strong>de</strong>sign, as<br />
simply a periphery of reality. What we show through the buildings<br />
is a social, economic and political context. Today and more so in<br />
the accelerated media world of architecture, art and <strong>de</strong>sign, what<br />
is usually presented are spectacular productions, mainly in<br />
architecture, that work as a mask and simulate well-being and<br />
<strong>de</strong>velopment; they are projects that establish avant-gar<strong>de</strong> trends<br />
and a discussion on shape and aesthetics, but that prevent an<br />
ethical discussion of the balances created in societies and how it is<br />
that architecture works as an instrument to legitimate culture. It is<br />
the spaces production itself and their use that reveal our true<br />
cultural practices and outline the predominant values that are<br />
represented through buildings and spaces. Spaces become a<br />
reflection of who we are and evi<strong>de</strong>nce our way of living and the<br />
manner in which we live our daily lives.<br />
From our point of view, there are projects that answer to society’s<br />
needs and place themselves in the space with a technical<br />
rationality that un<strong>de</strong>rstands the structure of what is constructed<br />
as architecture itself. In general, the projects we have selected have<br />
this clarity; we see in them a technical constructivity that allows<br />

los proyectos que hemos seleccionado tienen esta claridad;<br />
vemos en ellos una constructividad técnica que permite<br />
expresiones arquitectónicas, <strong>de</strong> diseño e incluso <strong>de</strong> arte<br />
congruentes con el contexto en el que se encuentran. Oxígeno<br />
<strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> presenta estrategias y acciones urbanas que<br />
expresan que lo importante es producir condiciones para po<strong>de</strong>r<br />
ejercer la ciudadanía y gozar <strong>de</strong> nuestros <strong>de</strong>rechos. En arquitectura<br />
escogimos expresiones que muestran condiciones externas a los<br />
proyectos, en don<strong>de</strong> la solución arquitectónica se presenta como la<br />
sentencia inteligente a una necesidad espacial resuelta <strong>de</strong>ntro <strong>de</strong> un<br />
contexto específico y que a<strong>de</strong>más sugieran ejercicios tectónicos<br />
cuya estructura <strong>de</strong>fina la expresión arquitectónica, construcciones<br />
técnicas con una dimensión cultural. En el diseño hemos propuesto<br />
expresiones que son resultado <strong>de</strong> una necesidad social, que están<br />
más preocupadas en solucionar problemas genéricos <strong>de</strong> una<br />
sociedad que en poner el énfasis en las formas y las proezas<br />
creativas. En temas <strong>de</strong> arte, hemos abordado el espacio público y<br />
la manera en que se pue<strong>de</strong>n crear dispositivos culturales, que<br />
convoquen y provoquen expresiones que normalmente están<br />
excluidas <strong>de</strong> los espacios museísticos; queremos ver su utilidad más<br />
allá <strong>de</strong> la función mercantil. Sin duda, este proyecto editorial tiene la<br />
intención <strong>de</strong> participar en la discusión sobre la producción cultural.<br />
Esperamos que nuestro punto <strong>de</strong> vista sea una mirada fresca que<br />
contribuya a la creación <strong>de</strong> una conciencia crítica.<br />

Oxygen Mexico City presents urban strategies and actions that<br />
<strong>de</strong>monstrate that what is important is to produce conditions to<br />
exercise our citizenship and enjoy our rights. In architecture we have<br />
chosen expressions that show the conditions that are external to the<br />
projects, where the architectural solution is presented as an<br />
intelligent ruling to a space nead solved within a specific context,<br />
and that furthermore <strong>de</strong>monstrate tectonic exercises whose<br />
structure <strong>de</strong>fines the architectural expression; that they be technical<br />
constructions with a cultural dimension. In <strong>de</strong>sign, we have<br />
proposed expressions that are the result of a social need, that are<br />
more concerned with solving society’s generic problems than<br />
emphasizing shapes and creative feats. In artistic themes, we have<br />
<strong>de</strong>alt with public space and the way in which cultural <strong>de</strong>vices can be<br />
created, that convoke and provoke expressions that are normally<br />
exclu<strong>de</strong>d from museums. We also want to see their usefulness<br />
beyond the mercantile function. This editorial project intends to<br />
participate in the discussion about cultural production. We hope<br />
that our point of view will be a refreshing one that contributes to the<br />
creation of a critical consciousness.<br />

Con la finalidad <strong>de</strong> exten<strong>de</strong>r la mirada <strong>de</strong> los lectores<br />
sobre la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> presentamos algunos <strong>de</strong> los<br />
aspectos que le dan forma y sentido a esta ciudad.<br />
Exploramos los criterios que, <strong>de</strong>s<strong>de</strong> nuestra óptica, <strong>de</strong>berían<br />
seguirse para <strong>de</strong>finir un futuro accesible para todos don<strong>de</strong> el<br />
ejercicio ciudadano sea un contexto y no un acci<strong>de</strong>nte.<br />
El Área Metropolitana <strong>de</strong> la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong>2 (AMCM) está<br />
localizada sobre el altiplano mexicano a una altura <strong>de</strong> 2 200 m<br />
sobre el nivel <strong>de</strong>l mar. Se encuentra asentada sobre una cuenca<br />
con un complejo sistema <strong>de</strong> montañas, a partir <strong>de</strong> lo cual se le<br />
conoce como el Valle <strong>de</strong> <strong>México</strong>. En su origen este territorio<br />
tuvo un lago <strong>de</strong> 2 000 km2 y su historia siempre ha estado<br />
vinculada con las <strong>de</strong>cisiones estratégicas que se han tomado<br />
en relación con el agua. Se compone geopolíticamente por un<br />
Distrito Fe<strong>de</strong>ral (que normalmente se conoce como la <strong>Ciudad</strong><br />
<strong>de</strong> <strong>México</strong>), dividido en 16 <strong>de</strong>legaciones, en don<strong>de</strong> viven nueve<br />
millones <strong>de</strong> habitantes. Cuenta a<strong>de</strong>más con 42 municipios<br />
conurbados <strong>de</strong>l Estado <strong>de</strong> <strong>México</strong> y uno <strong>de</strong>l estado <strong>de</strong> Hidalgo.<br />
En estas conurbaciones viven 12 millones <strong>de</strong> personas,<br />
formando una ciudad <strong>de</strong> 21 millones <strong>de</strong> habitantes, con una<br />
extensión urbana <strong>de</strong> 1 600 km2 . El AMCM está clasificada<br />
como una megaciudad3 y se caracteriza por ser policéntrica,<br />
es <strong>de</strong>cir, capaz <strong>de</strong> atraer activida<strong>de</strong>s económicas, políticas<br />
y sociales en diferentes puntos <strong>de</strong> su extensión urbana.<br />
El AMCM tiene altos índices productivos, que se hacen<br />
evi<strong>de</strong>ntes al observar que su producto interno bruto equivale<br />
al <strong>de</strong> Zurich o Madrid, y en el año 2000 representó 32.47%<br />
<strong>de</strong>l producto interno bruto <strong>de</strong>l país, 4 mientras que en la<br />
misma fecha concentró 18.43% <strong>de</strong> la población nacional. 5<br />
Esta productividad la sitúa en un ámbito <strong>de</strong> competencia<br />
internacional en cuanto a los servicios, el equipamiento<br />
y la infraestructura necesarios para participar en el mercado<br />
internacional <strong>de</strong> servicios financieros.<br />
Durante el siglo xx, el AMCM experimentó un proceso <strong>de</strong><br />
industrialización que fue acompañado por una explosión<br />
<strong>de</strong>mográfica intensa, particularmente entre las décadas<br />
<strong>de</strong> los sesenta, setenta y ochenta, cuando la ciudad pasó <strong>de</strong><br />
5 125 447 habitantes y una extensión <strong>de</strong> 471 km2 en 1960,<br />
a 15 274 256 habitantes y una superficie <strong>de</strong> 1 305 km2 en 1990.<br />

in or<strong>de</strong>r to draw our rea<strong>de</strong>rs gaze over Mexico City,<br />
we present some of the aspects that give this city its shape<br />
and form. We also explore criteria that from our point of view should<br />
be followed in or<strong>de</strong>r to <strong>de</strong>fine an accessible future for everyone,<br />
where exercising citizenship is a context and not an acci<strong>de</strong>nt.<br />
The Mexico City Metropolitan Area2 (AMCM for its Spanish<br />
initials) is located on the Mexican plateau 2 200 meters above<br />
sea level. It sits upon a basin with a complex mountain range,<br />
giving the area the name of the Valley of Mexico. Originally<br />
this territory had a 2 000 square kilometer lake; its history has<br />
always been associated with strategic water related <strong>de</strong>cisions.<br />
Geopolitically it is ma<strong>de</strong> up by a Fe<strong>de</strong>ral District (which is<br />
usually known as Mexico City), divi<strong>de</strong>d into 16 districts with<br />
9 million inhabitants. It also has 42 conurbated municipalities<br />
belonging to the State of Mexico and one belonging to the<br />
State of Hidalgo. There are 12 million people living in these<br />
conurbations, making a city of 21 million inhabitants with an<br />
urban extension of 1 600 square kilometers. The AMCM is<br />
classified as a megacity3 and is characterized as polycentric,<br />
meaning, capable of attracting economic, political and social<br />
activities at different locations within its urban extension.<br />
The AMCM has high productivity levels, which are evi<strong>de</strong>nt when<br />
you see that its Gross Domestic Product is equivalent to that of<br />
Zurich or Madrid, in 2000 it represented 32.47% of the country’s<br />
Gross National Product, 4 and at the same time it concentrated<br />
18.43% of the country’s population. 5 This productivity places it<br />
in the sphere of international competition regarding to services,<br />
public facilities and infrastructure necessary to participate<br />
in the international financial services market.<br />
During the twentieth century, the AMCM went through<br />
an industrialization process accompanied by an intense<br />
<strong>de</strong>mographic explosion, particularly during the 1960’s, 1970’s<br />
and 1980’s when the city went from 5 125 447 inhabitants and<br />
an extension of 471 square kilometers in 1960 to 15 274 256<br />
inhabitants and a surface of 1 305 square kilometers in 1990.<br />
The twentieth century urban growth processes come from the<br />
industrial mo<strong>de</strong>s of production: large factory areas were<br />
constructed, mainly in the northern area of the city. Starting in<br />
the 1980’s, the industrial mo<strong>de</strong> of production was substituted<br />

Los procesos <strong>de</strong> crecimiento urbano durante el siglo xx se<br />
<strong>de</strong>spren<strong>de</strong>n <strong>de</strong> los modos <strong>de</strong> producción industrial: gran<strong>de</strong>s<br />
áreas fabriles fueron construidas principalmente en la zona<br />
norte <strong>de</strong> la ciudad. A partir <strong>de</strong> los años ochenta, se registró una<br />
sustitución <strong>de</strong> los modos <strong>de</strong> producción industrial por formas<br />
<strong>de</strong> producción financiera. Las transformaciones urbanas han<br />
acompañado a los cambios en las formas <strong>de</strong> producción.<br />
En 20 años se ha consolidado una zona <strong>de</strong> negocios que<br />
concentra gran cantidad <strong>de</strong> edificios corporativos.<br />
Des<strong>de</strong> entonces, el centro <strong>de</strong> activida<strong>de</strong>s <strong>de</strong> la ciudad se ha<br />
re<strong>de</strong>finido y se localiza en un corredor que inicia en el Centro<br />
Histórico, pasa por la Avenida Reforma y llega hasta la colonia<br />
Santa Fe, en el extremo poniente. Esta importante y simbólica<br />
avenida, Reforma, registra una transformación paulatina:<br />
edificios <strong>de</strong> 10 o 12 pisos son sustituídos por torres <strong>de</strong> más <strong>de</strong><br />
35 o 40 niveles, con usos mixtos y orientados a un mercado<br />
internacional <strong>de</strong> oficinas, turismo y vivienda resi<strong>de</strong>ncial.<br />
Las industrias han emigrado <strong>de</strong> las zonas centrales y ahora<br />
se localizan sobre ejes carreteros que permiten un vínculo<br />
eficiente con los puertos <strong>de</strong>l Golfo y <strong>de</strong>l Pacífico; mientras<br />
que los terrenos que la industria <strong>de</strong>jó representan una<br />
reserva territorial <strong>de</strong> importancia y se están regenerando<br />
mediante proyectos inmobiliarios con oferta <strong>de</strong> vivienda<br />
para clases medias y oficinas corporativas <strong>de</strong> soporte.<br />
La vivienda social ha sido expulsada también <strong>de</strong> las zonas<br />
centrales y es el ejemplo más claro <strong>de</strong> una ciudad que basa su<br />
economía en la producción financiera. Millones <strong>de</strong> pequeñas<br />
casas individuales han sido construidas en las periferias por<br />
las instituciones <strong>de</strong>l Estado y empresas privadas. Gran<strong>de</strong>s<br />
fraccionamientos <strong>de</strong> casas se han <strong>de</strong>sarrollado sobre terrenos<br />
rústicos, muchas veces <strong>de</strong> uso agrícola, que ofrecen vivienda<br />
<strong>de</strong> mala calidad, con mala ubicación (<strong>de</strong>sconectada <strong>de</strong> los<br />
servicios urbanos) y con costos financieros muy altos.<br />
Estas viviendas son posibles a partir <strong>de</strong>l establecimiento <strong>de</strong><br />
políticas <strong>de</strong> <strong>de</strong>sregulación económica y territorial impulsadas<br />
a principios <strong>de</strong> la década <strong>de</strong> los noventa <strong>de</strong>l siglo pasado por el<br />
ex presi<strong>de</strong>nte Carlos Salinas <strong>de</strong> Gortari. El esquema ha tenido<br />
como resultado un gran éxito económico a corto plazo, pero<br />
ha producido una calidad <strong>de</strong> vida <strong>de</strong>plorable, al grado que 25%<br />
<strong>de</strong> las viviendas financiadas por el Instituto para el Fondo<br />
Nacional <strong>de</strong> Vivienda para los Trabajadores (Infonavit) están<br />
abandonadas. En su mayoría, estas casas son otorgadas a<br />
familias que tienen un ingreso <strong>de</strong> al menos cinco salarios<br />
mínimos mensuales. El resto <strong>de</strong> la población que gana menos<br />
<strong>de</strong> eso, y que por lo general no es sujeto <strong>de</strong> crédito, representa<br />
los grupos sociales que producen ciudad por medio <strong>de</strong> la<br />
autogestión; los <strong>de</strong>sarrollos que se generan son conocidos<br />
como asentamientos irregulares. La producción <strong>de</strong> la ciudad más<br />
gran<strong>de</strong> en extensión surge mediante este tipo <strong>de</strong><br />
asentamientos que se localizan al extremo oriente y al norte,<br />
conformando municipios enteros <strong>de</strong> viviendas irregulares.<br />
Si analizamos a fondo la forma en que estamos produciendo la<br />
ciudad, resulta evi<strong>de</strong>nte que se han tomado <strong>de</strong>cisiones<br />
contradictorias. Por ejemplo, se han hecho gran<strong>de</strong>s esfuerzos<br />
por concentrar las zonas <strong>de</strong> empleo tanto en las áreas<br />
financieras como en las zonas industriales, mientras que las<br />
políticas <strong>de</strong> vivienda social han orillado a la producción <strong>de</strong> ésta<br />
y a los asentamientos irregulares a ubicarse en las periferias a<br />

urban transformations.<br />
In twenty years, a business area with a large concentration of<br />
corporative buildings was consolidated. Since then, the city’s<br />
activity center has been re<strong>de</strong>fined and there is now a financial<br />
corridor that begins in the Historic Center, runs along Avenida<br />
Reforma, and continues until reaching Santa Fe neighborhood<br />
in the city’s west area. This important and symbolic avenue,<br />
Reforma, is showing a gradual transformation: 10 or 12-story<br />
buildings are substituted by towers with over 35 or 40 stories of<br />
mixed use and oriented toward an international market of offices,<br />
tourism and resi<strong>de</strong>ntial homes. Industries have emigrated from<br />
the central zones and have relocated on highway arteries that<br />
efficiently link them to the Gulf and Pacific ports; whereas the<br />
land vacated by industry represents an important territorial<br />
reserve and is being regenerated with real estate projects that offer<br />
housing for the middle class, along with corporative offices.<br />
Low income housing has also been removed from the central<br />
areas and is the clearest example of a city that bases its<br />
economy on financial production. Millions of small individual<br />
homes have been built in the peripheries by State institutions<br />
and private companies. Large housing subdivisions have been<br />
<strong>de</strong>veloped on rural land, often <strong>de</strong>stined for agricultural use,<br />
that offer poor quality homes, poor location (far away from<br />
urban services) and with very high financial costs. These<br />
homes were possible after the economic and territorial<br />
<strong>de</strong>regulation policies promoted at the beginning of the 1990’s<br />
by former Presi<strong>de</strong>nt Carlos Salinas <strong>de</strong> Gortari. The scheme<br />
has had great short term economic success, but it has<br />
produced a <strong>de</strong>plorable quality of life, to the extent that 25%<br />
of the homes financed by the National Workers’ Housing<br />
Fund (Instituto para el Fondo Nacional <strong>de</strong> Vivienda para los<br />
Trabajadores or Infonavit) are abandoned.<br />
The majority of these homes are given to families that have an<br />
income of at least five minimum monthly wages. The rest of<br />
the population who earns less than that and is usually<br />
ineligible for credit, represents the social groups that create a<br />
city through self-management; these <strong>de</strong>velopments are known<br />
as irregular settlements. The largest exten<strong>de</strong>d city production<br />
<strong>de</strong>velops through these settlements that are found in the<br />
eastern and northern parts of the city, where they have come<br />
together to form entire municipalities of irregular housing.<br />
If we do an in-<strong>de</strong>pth analysis of how we are producing the city,<br />
it is evi<strong>de</strong>nt that there have been contradictory <strong>de</strong>cisions.<br />
For example, great effort has been ma<strong>de</strong> to concentrate<br />
employment zones, both in the financial and the industrial<br />
areas, whereas the low income housing policies have pushed<br />
its own housing production and the irregular settlements to<br />
the periphery in a sort of fragmented explosion scattered<br />
throughout the territory surrounding the central city.<br />
We can question the <strong>de</strong>cisions that have been ma<strong>de</strong> in this area.<br />
It is unclear, however, who we should question, since the<br />
political administrative structures have confusing attributes and<br />
do not have joint planning instruments. Mexico City’s<br />
Government has urban <strong>de</strong>velopment rules and laws that are not<br />
linked to those of the State of Mexico and Hidalgo, and as the<br />
municipalities are autonomous they sometimes create urban<br />
<strong>de</strong>velopment plans without taking into account the neighboring<br />
manera <strong>de</strong> una explosión <strong>de</strong> fragmentos esparcidos por todo<br />
el territorio que ro<strong>de</strong>a a la ciudad central.<br />
Se pue<strong>de</strong> cuestionar este tipo <strong>de</strong> <strong>de</strong>cisiones; sin embargo, no<br />
existe claridad respecto a quién cuestionar, <strong>de</strong>bido a que las<br />
estructuras políticas administrativas tienen atributos confusos<br />
y no cuentan con instrumentos <strong>de</strong> planeación conjunta.<br />
El Gobierno <strong>de</strong>l Distrito Fe<strong>de</strong>ral tiene normas y leyes <strong>de</strong><br />
<strong>de</strong>sarrollo urbano que no están vinculadas a las <strong>de</strong>l Estado<br />
<strong>de</strong> <strong>México</strong> e Hidalgo, a<strong>de</strong>más <strong>de</strong> que los municipios son<br />
autónomos y en ocasiones hacen planes <strong>de</strong> <strong>de</strong>sarrollo<br />
urbano sin consi<strong>de</strong>rar a las entida<strong>de</strong>s políticas vecinas.<br />
Adicionalmente, muchas atribuciones <strong>de</strong> infraestructura<br />
siguen perteneciendo al Gobierno Fe<strong>de</strong>ral.<br />
CRitERiOS PARA EL FUtURO dEL ÁREA<br />
MEtROPOLitANA dE LA CiUdAd dE MéXiCO<br />
Ante un contexto <strong>de</strong> tanta complejidad como el <strong>de</strong>scrito,<br />
parece difícil encontrar una dirección que le dé rumbo al<br />
AMCM en el futuro. No obstante, experiencias<br />
internacionales en entornos urbanos complejos han<br />
<strong>de</strong>sarrollado lo que se conoce como Planeación Estratégica<br />
Urbana (PEU) que, si bien pue<strong>de</strong> ser una lista <strong>de</strong> buenas<br />
intenciones, también es una forma <strong>de</strong> imaginar posibilida<strong>de</strong>s<br />
que en realidad hacen bastante sentido cuando las pensamos<br />
en el contexto <strong>de</strong>l AMCM, principalmente porque mediante<br />
la PEU es posible establecer los siguientes conceptos y<br />
orientaciones para el <strong>de</strong>sarrollo urbano: es fundamental crear<br />
una planeación estratégica metropolitana capaz <strong>de</strong> establecer<br />
instrumentos <strong>de</strong> gestión urbana por medio <strong>de</strong> acciones<br />
colaborativas entre los diversos actores urbanos, con la<br />
finalidad <strong>de</strong> aten<strong>de</strong>r las necesida<strong>de</strong>s <strong>de</strong>l Área Metropolitana<br />
<strong>de</strong> la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> más allá <strong>de</strong> sus límites políticos; una<br />
planeación congruente con el territorio natural sobre el cual<br />
se asienta, y que sea el producto <strong>de</strong> una construcción social<br />
fundamentada en la participación y la colaboración entre<br />
instituciones públicas y privadas, gobiernos fe<strong>de</strong>rales, estatales<br />
y municipales, y la sociedad en general.<br />
Los esfuerzos para lograr un <strong>de</strong>sarrollo social y urbano en el<br />
AMCM <strong>de</strong>ben estar dirigidos a mejorar la calidad <strong>de</strong> vida <strong>de</strong> sus<br />
political entities. Furthermore, many infrastructure attributions<br />
still belong to the Fe<strong>de</strong>ral Government.<br />
CRitERiA FOR tHE FUtURE OF tHE MEXiCO City<br />
MEtROPOLitAN AREA<br />
Faced with a context of such complexity as that <strong>de</strong>scribed above,<br />
it appears difficult to find a direction to gui<strong>de</strong> the AMCM in the<br />
future. Nevertheless, international experiences in complex urban<br />
environments have <strong>de</strong>veloped what is known as Strategic Urban<br />
Planning (SUP), which, although it may just be a list of good<br />
intentions, is also a way to imagine possibilities that actually make<br />
a lot of sense when we think about them in the context of the<br />
AMCM, mainly because they make it possible to establish the<br />
following concepts and orientations for future urban <strong>de</strong>velopment:<br />
it is essential to create strategic metropolitan planning that is<br />
capable of establishing instruments of urban management through<br />
collaborative actions between the different urban players in or<strong>de</strong>r to<br />
respond to the needs of Mexico City’s Metropolitan Area beyond<br />
its political limits; it should remain congruent with the natural<br />
territory upon which it rests and it should be a product of a social<br />
construction based on the participation and collaboration between<br />
public and private institutions, fe<strong>de</strong>ral, state and municipal<br />
governments, and society in general.<br />
Social and urban <strong>de</strong>velopment efforts in the AMCM should<br />
be directed towards improving the quality of life of its citizens.<br />
One of the greatest challenges for its institutions is to<br />
un<strong>de</strong>rstand that security and the right to the city are not<br />
limited to private property. We need to extend the right to the<br />
city and the daily practice of citizenship so that individuals<br />
can enjoy the guarantees offered by the State.<br />
To acheive this we need to generate a compact city that<br />
concentrates activities and takes better advantage of land use,<br />
allows urban environments to be mainly pe<strong>de</strong>strian, promotes<br />
the creation of new central areas, and offers public spaces.<br />
We also need to strengthen urban connectivity through public<br />
transportation strategies that link the new and the pre-existing<br />
central areas. Furthermore, mixed land use should be favored<br />
in or<strong>de</strong>r to promote and strengthen our heterogeneous<br />

ciudadanos. Uno <strong>de</strong> los mayores retos para sus instituciones es<br />
compren<strong>de</strong>r que la seguridad y el <strong>de</strong>recho a la ciudad no se<br />
reducen a la propiedad privada. Es necesario ampliar el <strong>de</strong>recho<br />
a la ciudad y la práctica cotidiana <strong>de</strong> la ciudadanía para que los<br />
individuos gocen <strong>de</strong> las garantías que ofrece el Estado.<br />
Para lograr lo anterior se requiere generar una ciudad compacta,<br />
que concentre las activida<strong>de</strong>s y busque un mayor aprovechamiento<br />
<strong>de</strong>l suelo, que permita que los entornos urbanos sean<br />
principalmente peatonales, que fomente nuevas centralida<strong>de</strong>s y<br />
brin<strong>de</strong> espacios públicos. También es necesario fortalecer la<br />
conectividad urbana mediante estrategias <strong>de</strong> transporte público<br />
que vinculen a las centralida<strong>de</strong>s nuevas y a las preexistentes.<br />
Adicionalmente, se <strong>de</strong>be propiciar la combinación <strong>de</strong> usos <strong>de</strong> suelo<br />
con la finalidad <strong>de</strong> impulsar y fortalecer la heterogeneidad que nos<br />
caracteriza. Los esfuerzos <strong>de</strong>ben estar dirigidos hacia el <strong>de</strong>sarrollo<br />
sostenible, <strong>de</strong> forma que no se comprometan recursos <strong>de</strong>l futuro<br />
en el presente, pero sobre todo que tiendan a establecer un<br />
equilibrio social, económico y ecológico.<br />
Alcanzar estos objetivos, implica <strong>de</strong>senca<strong>de</strong>nar procesos<br />
<strong>de</strong> <strong>de</strong>sarrollo urbano mediante instrumentos <strong>de</strong> planificación<br />
y or<strong>de</strong>nación territorial <strong>de</strong>rivados <strong>de</strong> un trabajo participativo<br />
en el que se <strong>de</strong>finan las priorida<strong>de</strong>s urbanas <strong>de</strong>l territorio que<br />
<strong>de</strong>ben ser atendidas. Asimismo, es fundamental hacer una<br />
planeación metropolitana que clarifique las atribuciones<br />
específicas <strong>de</strong> las instituciones públicas en los tres niveles <strong>de</strong><br />
gobierno y las que correspon<strong>de</strong>n a las instituciones privadas<br />
y a la sociedad en general. Adicionalmente, los procesos <strong>de</strong><br />
or<strong>de</strong>nación territorial metropolitana <strong>de</strong>ben ser flexibles a las<br />
necesida<strong>de</strong>s específicas <strong>de</strong> los gobiernos locales, como<br />
<strong>de</strong>legaciones o municipios. Una estrategia urbana para una<br />
ciudad como ésta exige tener horizontes <strong>de</strong> planeación a largo<br />

<strong>de</strong> abrir espacios <strong>de</strong> discusión política con la finalidad <strong>de</strong><br />
fortalecer sus <strong>de</strong>rechos.<br />

public institutions on the three levels of government and those that<br />
correspond to private institutions and society in general. The processes<br />
of metropolitan territorial management should be flexible according to<br />
the specific needs of local governments, such as districts and<br />
municipalities. An urban strategy for a city such as this, <strong>de</strong>mands<br />
long-term planning that responds to the space temporal scale of a city<br />
with 21 million inhabitants.<br />
Without a doubt, the only existing force that favors<br />
transformations in the government is agreements with society,<br />
is the citizens’ <strong>de</strong>mand to open spaces for political discussion<br />
in or<strong>de</strong>r to strengthen their rights.<br />

Jacobo Zabludovsky (JZ) Nací en el centro <strong>de</strong> la <strong>Ciudad</strong><br />
<strong>de</strong> <strong>México</strong>, viví ahí más <strong>de</strong> veinte años. Nací en la calle <strong>de</strong><br />
Dr. Barragán, cuando esa zona era <strong>de</strong> terregales. Había bo<strong>de</strong>gas<br />
<strong>de</strong> fábricas, talleres y establos con vacas que salían a pastar.<br />
Aprendí a caminar en el Centro Histórico, [ahí] aprendí a hablar.<br />
Viví en muchas <strong>de</strong> sus vecinda<strong>de</strong>s: en la calle <strong>de</strong> Mesones, en San<br />
Jerónimo, en Correo Mayor, en la calle <strong>de</strong> Cruces. A veces me<br />
preguntan si conozco el Centro Histórico calle por calle; digo que<br />
Arturo Ortiz Struck (AOS) Your interest in the Centro Histórico<br />
downtown of Mexico City is well known. How did it all begin?<br />
Jacobo Zabludovsky ( JZ) I was born downtown in Mexico<br />
City, where I lived for over twenty years. I was born on<br />
Dr. Barragán Street when it was still dusty soil. There were<br />
factory warehouses, workshops and stables with cows that<br />
would go out to graze.<br />
I learned to walk in the Centro Histórico; I learned to speak<br />
there. I lived in many of its vecinda<strong>de</strong>s: on Mesones Street, on San<br />
Jerónimo, on Correo Mayor, on Cruces Street. I’m sometimes<br />
no: lo conozco casa por casa. Ésa es la razón <strong>de</strong> mi <strong>de</strong>voción por<br />
el Centro Histórico, yo <strong>de</strong> ahí soy. Si preguntan “¿Cada cuándo<br />
vas al Centro Histórico?”, respondo: “Nunca he salido”.<br />
AOS ¿Con qué <strong>de</strong>l Centro Histórico se i<strong>de</strong>ntifica?<br />
JZ Sobre todo con la gente. Mi padre me inscribió en la escuela<br />
primaria más cercana a la casa. Era gratuita, laica y popular,<br />
es <strong>de</strong>cir, entraba el que quería. Estudié en la Escuela Primaria<br />
“República <strong>de</strong>l Perú”, don<strong>de</strong> los estudiantes éramos <strong>de</strong> todos<br />
los orígenes. Mi familia había llegado <strong>de</strong> Polonia con mi<br />
hermana mayor y mi hermano. Yo nací en la <strong>Ciudad</strong> <strong>de</strong><br />
<strong>México</strong>: soy el menor y el único que queda vivo.<br />
Nuestros compañeros eran <strong>de</strong> origen libanés, <strong>de</strong> origen español,<br />
inditos llegados <strong>de</strong> Chalco, <strong>de</strong> Xochimilco. Eso es lo más<br />
importante que me arraigó en el barrio <strong>de</strong> La Merced, la igualdad,<br />
la tolerancia. Pero nosotros no sabíamos que eso era tolerancia.<br />
Así era: yo era “el Güero” y otro era “el Chaparro” o “el<br />
Gordo” o “el Tartamudo”. Esto no se ha perdido <strong>de</strong>l todo.<br />
Algunos barrios mantienen su circunscripción geográfica<br />
étnica y económica. La Merced mantiene cierto espíritu.<br />
AOS ¿Qué espacios reflejan la vida cotidiana <strong>de</strong>l habitante <strong>de</strong>l<br />
Centro Histórico?<br />
JZ Creo que la vida cotidiana se refleja en lo que queda <strong>de</strong>l<br />
viejo barrio universitario, San Il<strong>de</strong>fonso, como una muestra<br />
<strong>de</strong> la importancia que la cultura ha tenido en el <strong>de</strong>sarrollo <strong>de</strong><br />
<strong>México</strong>. Aunque la universidad se trasladó al campus <strong>de</strong>l<br />
Pedregal quedan las casas que la universidad ocupó, como la<br />
Escuela Nacional Preparatoria, fundada por Benito Juárez;<br />
lugares como La Lagunilla, con una vocación mercantil <strong>de</strong>s<strong>de</strong><br />
su origen prehispánico. Ahí esos comerciantes representan<br />
también el espíritu <strong>de</strong>l mexicano, así como los empleados<br />
públicos, los burócratas que antes se concentraban en el<br />
centro, en él se concentran el servidor más humil<strong>de</strong>, el que<br />
limpia los zapatos, el que maneja un autobús <strong>de</strong> pasajeros.<br />
Creo que ahí está la esencia <strong>de</strong>l habitante <strong>de</strong> esta ciudad.<br />
AOS ¿Cómo ha cambiado la imagen <strong>de</strong> esta zona?<br />
JZ Hubo un cambio hace unos diez años. Era peligroso.<br />
El gran cambio tuvo lugar cuando el presi<strong>de</strong>nte Vicente Fox y<br />
el jefe <strong>de</strong> Gobierno <strong>de</strong>l Distrito Fe<strong>de</strong>ral, Andrés Manuel López<br />
Obrador, <strong>de</strong>cidieron transformar el Centro Histórico y<br />
nombraron un Consejo Consultivo <strong>de</strong> cuatro ciudadanos<br />
mexicanos: el car<strong>de</strong>nal Norberto Rivera, el empresario Carlos<br />
Slim, el historiador Guillermo Tovar y <strong>de</strong> Teresa y yo. A mí no<br />
sé por qué me nombraron, supongo que por ser vecino<br />
acreditado, oriundo y amante <strong>de</strong>l centro, todo eso. Si por eso<br />
me nombraron, me nombraron bien. Este Consejo Consultivo<br />
tuvo faculta<strong>de</strong>s ejecutivas y la ventaja <strong>de</strong> ser muy pequeño.<br />
Teníamos una reunión mensual. A todas las reuniones acudió<br />
López Obrador y todas las <strong>de</strong>cisiones que tomábamos se<br />
ejecutaban inmediatamente. Había voluntad política. El centro se<br />
transformó en ese sexenio como nunca antes en su vida. Con el<br />
nuevo jefe <strong>de</strong> Gobierno, Marcelo Ebrard, se logró una cosa que<br />
parecía increíble: en una sola noche todos los ven<strong>de</strong>dores<br />
ambulantes <strong>de</strong>l perímetro A <strong>de</strong>l Centro Histórico fueron<br />
trasladados a otros lugares sin, ya no digamos disparar un balazo,<br />
sin dar un golpe a nadie: se concertó con los voceadores y sus<br />
representantes a qué lugares se iban a trasladar. En una sola<br />
noche quedó limpio <strong>de</strong> ambulantes. Ahora el Centro Histórico es<br />
seguro. Se convirtió en el lugar <strong>de</strong> mayor atractivo turístico <strong>de</strong> la<br />

asked “How often do you go to the Centro Histórico,” I answer:<br />
“I have never left”.<br />
AOS What part of the Centro Histórico do you i<strong>de</strong>ntify yourself with?<br />
JZ Mostly with the people. My father enrolled me in the<br />
elementary school that was closest to our house. It was free,<br />
secular, and popular; in other words, anybody could study there.<br />
I went to the “República <strong>de</strong>l Perú” Elementary School, which had<br />
stu<strong>de</strong>nts from different origin. My family had arrived from<br />
Poland with my big brother and sister, I was born in Mexico City<br />
and I am the youngest and the only one still alive.<br />
Our schoolmates were from Lebanon, Spain, and little<br />
indigenous children from Chalco and Xochimilco. That is the<br />
most important thing that firmly rooted me to the La Merced<br />
barrio: equality and tolerance. But we didn’t know that was<br />
tolerance. This was the way it was: I was “el Güero” and another<br />
one was “el Chaparro” or “el Gordo” or “el Tartamudo”. This has<br />
not been entirely lost. Some barrios preserve their ethnic,<br />
economic, and geographic boundaries. La Merced still has a<br />
certain spirit.<br />
AOS Which spaces reflect the daily lives of those who live in the<br />
Histórico?<br />
JZ I believe that the everyday life is mirrored by what is left of the<br />
old university barrio, San Il<strong>de</strong>fonso, as a sample of the<br />
importance of culture in Mexico’ s <strong>de</strong>velopment. Even though<br />
the university moved to El Pedregal campus, the houses that were<br />
part of the university are still there, such as the Escuela Nacional<br />
Preparatoria, foun<strong>de</strong>d by Benito Juárez; places like La Lagunilla,<br />
which has been used for commerce since its pre-Hispanic origins.<br />
There, those merchants also symbolize the Mexican spirit, as well<br />
as the government employees, the bureaucrats that used to work<br />
in the downtown area, where the humblest of workers are<br />
concentrated: the shoe shiner, the passenger bus driver. I think<br />
that the essence of the inhabitants of this city is there.<br />
AOS How has this zone’s image changed?<br />
JZ There was a change about ten years ago. It used to be<br />
a dangerous site. The big change happened when Presi<strong>de</strong>nt<br />
Vicente Fox and the Mexico City Mayor, Andrés Manuel<br />
López Obrador, <strong>de</strong>ci<strong>de</strong>d to transform the Centro Histórico<br />
and appointed an Advisory Board with four Mexican citizens:<br />
Cardinal Norberto Rivera, entrepreneur Carlos Slim, historian<br />
Guillermo Tovar y <strong>de</strong> Teresa and me. I don’t know why I was<br />
appointed. I suppose it was because I am a well-known neighbor,<br />
a native and a lover of the Centro Histórico. If that is the reason why<br />
I was appointed, it was a good <strong>de</strong>signation. This Advisory Board<br />
had executive powers and the advantage of being very small.<br />
We had a meeting every month. López Obrador went to all of the<br />
meetings, and all of the <strong>de</strong>cisions that we ma<strong>de</strong> were carried out<br />
immediately. There was (a) political will. The Centro Histórico was<br />
transformed during that six-year presi<strong>de</strong>ntial period as never before.<br />
Something that seemed unbelievable was achieved with the new<br />
Mayor, Marcelo Ebrard: in a single night, all of the street vendors in<br />
Perimeter A of the Centro Histórico were moved to other places<br />
without anyone getting hurt, much less firing a shot. An agreement<br />
was reached with the spokesmen and representatives about where<br />
they would be moved to. In one night the street was cleared of street<br />

República. Las ciuda<strong>de</strong>s son organismos vivos, en perpetua<br />
transformación. En perpetuo <strong>de</strong>terioro, en perpetuo crecimiento.<br />
Uno <strong>de</strong> los puntos <strong>de</strong> vista que más <strong>de</strong>fiendo es establecer<br />
instrumentos para estimular la inversión en vivienda para quienes<br />
ganan un salario más bien bajo. Creo que una necesidad<br />
imprescindible e inaplazable es repoblar el Centro Histórico, no<br />
solamente con la gente que trabaja ahí, sino hacer que la gente<br />
regrese. Se <strong>de</strong>spobló por muchas razones, <strong>de</strong> las que nadie es<br />
verda<strong>de</strong>ramente culpable. Primero se fue la universidad. Cuando<br />
se va la universidad se van los servidores <strong>de</strong> la universidad: se van<br />
las casas <strong>de</strong> huéspe<strong>de</strong>s, se cierran las librerías, se cierra la<br />
biblioteca. Luego se fue el Gobierno. La Presi<strong>de</strong>ncia se fue a<br />
Los Pinos. Se fue la Secretaría <strong>de</strong> la Defensa, Hacienda se fue,<br />
el Mercado <strong>de</strong> la Merced se fue a la Central <strong>de</strong> Abastos, y con eso<br />
se cierran los hoteles don<strong>de</strong> duermen en la noche los choferes<br />
que manejan sus camiones. Se cierran las cantinas que eran<br />
centros <strong>de</strong> reunión, no <strong>de</strong> borrachera. La gente se dispersó y el<br />
centro se <strong>de</strong>spobló. Hay que volverlo a poblar.<br />
AOS ¿Cuál es la dimensión cultural <strong>de</strong> la arquitectura en este sitio?<br />
JZ A lo largo <strong>de</strong> su historia la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> ha tenido<br />
la suerte <strong>de</strong> combinar magníficos arquitectos con magníficos<br />
urbanistas. En 1325 los aztecas fundan una ciudad admirable,<br />
con gran<strong>de</strong>s calzadas, con centros <strong>de</strong> reunión, con habitaciones<br />
<strong>de</strong> distintos niveles. Para sustituir la ciudad azteca, Hernán<br />
Cortés nombra a García Bravo, un geométrico al que le encarga<br />
trazar una nueva ciudad sobre las ruinas <strong>de</strong> la anterior, y lo<br />
hace con un gran talento: es el Centro Histórico actual. Ha<br />
sobrevivido quinientos años. Han sobrevivido su traza urbana<br />
y algunos edificios, sobre todo iglesias y gran<strong>de</strong>s palacios.<br />
En cambio, las vecinda<strong>de</strong>s han <strong>de</strong>saparecido; eran centros <strong>de</strong><br />
convivencia extraordinariamente bien hechos por muy buenos<br />
arquitectos. Casas <strong>de</strong> dos pisos con un patio central, con<br />
viviendas alre<strong>de</strong>dor <strong>de</strong>l patio, los lava<strong>de</strong>ros en medio, los<br />
ten<strong>de</strong><strong>de</strong>ros en la azotea, autosuficientes.<br />
En gran parte la arquitectura es un reflejo <strong>de</strong> la capacidad <strong>de</strong><br />
los gobernantes, porque uno <strong>de</strong> los gran<strong>de</strong>s promotores <strong>de</strong> las<br />
construcciones son los gobiernos. Actualmente tenemos<br />
vendors. Now the Centro Histórico is safe. It became the greatest<br />
tourist attraction site in Mexico.<br />
Cities are living organisms, in perpetual transformation,<br />
<strong>de</strong>terioration and growth. One of the points of view that<br />
I strongly stand up for is to establish instruments to stimulate<br />
investments in housing for those who earn lower salaries.<br />
I believe that there is an essential, unavoidable need to repopulate<br />
the Centro Histórico, not only with the people who work there,<br />
but also to make people return to live there. It lost population for<br />
many reasons that no one is truly responsible for. First the<br />
university left. When the university was gone, the university<br />
service-len<strong>de</strong>rs left as did the boarding houses, bookstores, and<br />
the library closed. Then the Government left, as the Presi<strong>de</strong>ncy<br />
moved to Los Pinos. The Department of Defense and the<br />
Treasury Department left too, the market of La Merced was<br />
moved to the Central <strong>de</strong> Abastos, causing the closure of the<br />
hotels where truck drivers would sleep at night. The cantinas,<br />
which were places to gather and not to get drunk, also closed.<br />
People scattered and the Centro Histórico lost population.<br />
It needs to be populated again.<br />
AOS What is the cultural standing of the architecture in this area?<br />
JZ Throughout its history, Mexico City has been fortunate<br />
enough to combine magnificent architects with magnificent city<br />
planners. In 1325, the Aztecs foun<strong>de</strong>d an admirable city with<br />
wi<strong>de</strong> avenues, gathering places, and different levels of housing.<br />
In or<strong>de</strong>r to substitute the Aztec city, Hernán Cortés appointed<br />
the geometer García Bravo to outline a new city on the ruins<br />
of the old one. He did so with great talent, creating the current<br />
Centro Histórico, which has survived five hundred years.<br />
Its urban plan and some buildings, mostly churches and large<br />
palaces, havesurvived. On the other hand, the vecinda<strong>de</strong>s have<br />
disappeared; they were coexistance centers extraordinarily well<br />
ma<strong>de</strong> by very good architects. Two-story houses with a central<br />
patio, homes surrounding the patio, the laundry sinks in the<br />
middle, the clotheslines on the roof, self-sufficient.<br />
To a great extent, architecture is a reflection of the ability of those who<br />
govern, because governments are some of the greatest building<br />
ejemplos lamentables <strong>de</strong> lo que los gobiernos pue<strong>de</strong>n hacer: el<br />
arco (<strong>de</strong>l bicentenario) que no es arco, es una especie <strong>de</strong> paleta<br />
“Mimí” con el enorme <strong>de</strong>scubrimiento <strong>de</strong> ponerle luz <strong>de</strong>ntro,<br />
hacerlo translúcido y ponerle unos focos <strong>de</strong>ntro. El lamentable<br />
experimento <strong>de</strong>l Senado <strong>de</strong> la República en un lugar totalmente<br />
equivocado, con una arquitectura intrascen<strong>de</strong>nte, es una<br />
<strong>de</strong>mostración <strong>de</strong> los gran<strong>de</strong>s errores que los gobiernos pue<strong>de</strong>n<br />
cometer. Mientras que en Bilbao, un arquitecto genial los saca<br />
<strong>de</strong>l siglo XIX y los pone en el XXI; mientras que el viejo Museo<br />
<strong>de</strong> Louvre multiplica su superficie y se mo<strong>de</strong>rniza con la<br />
solución <strong>de</strong> una pirámi<strong>de</strong> <strong>de</strong> vidrio que se convierte en el centro<br />
distribuidor <strong>de</strong>l tránsito <strong>de</strong> vehículos y personas. Y mientras que<br />
en el mismo París vemos la nueva Biblioteca Nacional surgiendo<br />
como pilares <strong>de</strong> la nueva arquitectura, en <strong>México</strong> el gobierno no<br />
ha logrado realizar ninguna obra valiosa. En cambio, la<br />
iniciativa privada sí, el Paseo <strong>de</strong> la Reforma es un ejemplo.<br />
AOS ¿Pue<strong>de</strong> sugerir un recorrido por el Centro Histórico?<br />
JZ Recomendaría un recorrido a base <strong>de</strong> las calles y las escuelas<br />
don<strong>de</strong> viví. Y sugeriría observar las esquinas <strong>de</strong>l viejo centro.<br />
Porque en las esquinas están las hornacinas <strong>de</strong> las viejas imágenes<br />
<strong>de</strong> piedra <strong>de</strong> los santos que ponían ahí. Muchas que siempre<br />
estuvieron en la parte superior, en la azotea, quedaron en el<br />
segundo piso, por <strong>de</strong>bajo <strong>de</strong> un tercero o cuarto [piso], porque<br />
para sacar más rentas se les aprobó a muchos dueños agregar pisos.<br />
Por ejemplo, la esquina <strong>de</strong> Regina y Correo Mayor es el único<br />
ejemplo <strong>de</strong> una cruz esquinada que hay en la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong>:<br />
el ma<strong>de</strong>ro vertical ocupa la esquina, pero los brazos van hacia<br />
Correo Mayor y Regina, curiosísimo. En la esquina <strong>de</strong> República<br />
<strong>de</strong> El Salvador y Pino Suárez está lo que hoy es el Museo <strong>de</strong> la<br />
<strong>Ciudad</strong> <strong>de</strong> <strong>México</strong>, la casa <strong>de</strong> los con<strong>de</strong>s <strong>de</strong> Santiago Calatrava,<br />
casa bellísima don<strong>de</strong> el <strong>de</strong>sagüe <strong>de</strong> las azoteas son unos cañones<br />
<strong>de</strong> piedra. En la esquina, la base <strong>de</strong>l edificio es una cabeza<br />
emplumada, un enorme monolito sacado <strong>de</strong>l Templo Mayor<br />
hace cuatrocientos años, cuando aquello fue construido.<br />
En <strong>México</strong> está sepultado Hernán Cortés, mucha gente no lo<br />
sabe. Está en el centro, en el hospital más antiguo <strong>de</strong> América que<br />
sigue abierto y nunca ha interrumpido sus funciones, el Hospital<br />

governments can do: the (bicentennial) arch that is not an arch, it is<br />
more like some kind of “Mimi Mouse” lollypop with the enormous<br />
invention consisting of making it translucent and putting some light<br />
bulbs in it; and the regrettable experiment of the Republican Senate<br />
in a totally wrong place, with insignificant architecture… they are a<br />
<strong>de</strong>monstration of the big mistakes governments can make. While in<br />
Bilbao, a genius architect pulled them out of the 19 th century into the<br />
21 st ; while the old Louvre museum expan<strong>de</strong>d its surface and was<br />
mo<strong>de</strong>rnized by a glass pyramid that has turned into a landmark for<br />
vehicle and pe<strong>de</strong>strian traffic; and while in Paris itself we see the new<br />
National Library rise as a pillar of new architecture, in Mexico the<br />
government has not been able to accomplish any valuable work.<br />
On the other hand private initiative has been able to do so, and<br />
Paseo <strong>de</strong> la Reforma Avenue is an example.<br />
AOS What advice would you give for a visit through the Centro<br />
Histórico?<br />
JZ I would recommend a tour based on the streets and schools<br />
where I lived, and I would suggest observing the corners in the<br />
old part of downtown because they have niches where old stone<br />
images of saints used to be placed. Many of them that had always<br />
been on upper part– on the roof – en<strong>de</strong>d up on the second floor,<br />
below a third or a fourth floor, because many of their owners<br />
were authorized to add floors in or<strong>de</strong>r to gain renting spaces.<br />
For example, the corner of Regina and Correo Mayor is the only<br />
example of a a cross kinked in Mexico City: its vertical beam<br />
covers the corner but its arms point down Correo Mayor and<br />
Regina, it is truly curious. The home to the Counts of Santiago<br />
Calatrava on the corner of República <strong>de</strong> El Salvador and Pino<br />
Suárez, today the Mexico City Museum, is a stunning house with<br />
stone cannons as rain gutters. At the corner, the base of the<br />

Pino Suárez en esa acera: le quitaron un pedazo al hospital y<br />
abrieron la calle 20 <strong>de</strong> noviembre. En la iglesia, parte <strong>de</strong> la cual<br />
pintó José Clemente Orozco, está enterrado Hernán Cortés.<br />
Haría un recorrido <strong>de</strong> la calle <strong>de</strong> San Jerónimo, por la <strong>de</strong> Correo<br />
Mayor; me iría a La Merced y luego caminando a San Il<strong>de</strong>fonso.<br />
El Zócalo es indispensable en un recorrido. Me iría por la calle <strong>de</strong><br />
Argentina a ver las ruinas <strong>de</strong>l Templo Mayor, la vieja librería<br />
<strong>de</strong> Porrúa, que ahora tiene un buen restaurante arriba, hasta<br />

Ahí hay una foto <strong>de</strong> Marilyn Monroe comiéndose un taco.<br />
¡Lo que pagaría el 21 Club <strong>de</strong> Nueva York por tener una foto <strong>de</strong><br />
Marilyn Monroe comiéndose una hamburguesa! Y luego está la<br />
“Fonda <strong>de</strong> Don Chon” en Regina, el “Jardín <strong>de</strong> la Aguilita”.<br />
Está la Plaza <strong>de</strong> la Alhóndiga y el patio mudéjar <strong>de</strong>l Convento<br />
<strong>de</strong> la Merced; es <strong>de</strong> una belleza enorme la combinación <strong>de</strong> lo<br />
azteca, lo árabe y lo colonial español. Están las dos sinagogas<br />
más antiguas <strong>de</strong> la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> frente a Loreto. Loreto es<br />
otra cosa bellísima <strong>de</strong> Tolsá, la iglesia que está inclinada… y la<br />
fuente también es <strong>de</strong> Tolsá.<br />
En esa esquina <strong>de</strong> Venustiano Carranza y Jesús María hay una<br />
fachada que es como una concha <strong>de</strong> cantera: hay una mano <strong>de</strong><br />
cantera con un clavo <strong>de</strong> cantera, alguna vez castigaron a un<br />
ladrón cortándole la mano y la clavaron ahí. La mano se pudrió<br />
y se <strong>de</strong>sbarató, entonces, algún gobernante, para que siguiera<br />
existiendo ese ejemplo, la hizo <strong>de</strong> cantera y está ahí. La Iglesia<br />
<strong>de</strong> Balvanera, que es sobre todo <strong>de</strong> libaneses, el pasaje Yucatán<br />
que es una especie <strong>de</strong> mall antiguo. En fin…<br />
It is a functionalist building on the outsi<strong>de</strong> because Pino Suárez<br />
Street was enlarged on that si<strong>de</strong> of the street: a piece was taken<br />
off from the hospital and 20 <strong>de</strong> Noviembre Street was opened.<br />
I would go down San Jerónimo Street and Correo Mayor<br />
Street. I would swing by La Merced and then walk to San<br />
Il<strong>de</strong>fonso. The Zócalo is a must to visit. I would go down the<br />
street of Argentina to see the Templo Mayor ruins, the old Porrúa<br />
bookstore, which now has a good restaurant on the floor above,<br />
until reaching the San Il<strong>de</strong>fonso Museum. From San Il<strong>de</strong>fonso<br />
I would go for lunch to “El Taquito”, at Carmen 69, the ol<strong>de</strong>st<br />
restaurant in Mexico City. There you can see a picture of Marilyn<br />
Monroe eating a taco. Imagine how much the Club 21 in New York<br />
would pay to have a picture of Marilyn Monroe eating a hamburger!<br />
Then there is the “Fonda <strong>de</strong> Don Chon” on Regina, the “Jardín <strong>de</strong> la<br />
Aguilita”. There is the Plaza <strong>de</strong> la Alhóndiga and the Patio Morisco<br />
in the La Merced Convent, which is an incredibly beautiful<br />
combination of Aztec, Arabian and Spanish Colonial styles. In front<br />
of Loreto you can find the two ol<strong>de</strong>st synagogues in Mexico City.<br />
Loreto, the tilted church, is another lovely thing, and the fountain,<br />
both <strong>de</strong>signed by Manuel Tolsá.<br />
There is a faça<strong>de</strong> on the corner of Venustiano Carranza and Jesús<br />
María that looks like a stone shell: it has a stone hand with a stone<br />
nail. A thief was once punished by having his hand cut off and nailed<br />
there. The hand rotted and fell apart, so some ruler had the stone<br />
carved as an example to be remin<strong>de</strong>d, and there it is. Balvanera<br />
Church, mostly of Libanese attendance, the Yucatán passageway,<br />

EN EL CONtEXtO dE LA GUERRA CONtRA EL<br />
NARCOtRÁFiCO el Distrito Fe<strong>de</strong>ral emerge como un espacio<br />
urbano radiante. La población se apo<strong>de</strong>ra <strong>de</strong> sus calles y<br />
espacios públicos a pesar <strong>de</strong> la prevalencia <strong>de</strong> las obras, el<br />
tráfico, la contaminación y los retos <strong>de</strong> inseguridad. Las calles<br />
tienen baches y las banquetas son <strong>de</strong> pésima calidad; los<br />
parques no son i<strong>de</strong>ales, pero reciben cada vez más atención y<br />
presencia. Los museos y activida<strong>de</strong>s culturales se multiplican.<br />
Faltan empleos, sin embargo, la actividad económica evoluciona<br />
hacia el sector servicios. Hay casi nueve millones <strong>de</strong> habitantes<br />
y no hay espacio para crecer, pero se percibe movimiento,<br />
apertura y libertad.<br />
La pregunta es ¿<strong>de</strong> dón<strong>de</strong> viene el cambio? Hasta hace 15 años,<br />
la capital era la más insegura <strong>de</strong>l país. Predominaban las<br />
historias <strong>de</strong> secuestros y asaltos con violencia. Nos encerrábamos<br />
en las casas a contar historias y contagiarnos el miedo.<br />
El DF se transformó. Aumentó el presupuesto en seguridad,<br />
pero sobre todo, se transformó la regulación tanto social como<br />
espacial. Los cambios son en su mayoría, incluyentes. En vez<br />
<strong>de</strong> prohibir, regulan.<br />
Se <strong>de</strong>spenalizó el aborto; con la ley <strong>de</strong> convivencia se<br />
garantizaron los <strong>de</strong>rechos <strong>de</strong> las parejas no casadas; se legalizó<br />
el matrimonio entre homosexuales y su <strong>de</strong>recho a la adopción;<br />
se reguló la reproducción asistida y la maternidad subrogada. Se<br />
crearon programas sociales para grupos vulnerables y programas<br />
<strong>de</strong> <strong>de</strong>sarrollo comunitario con un importante impacto local.<br />
Se establecieron medidas <strong>de</strong> prevención: alcoholímetros, uso<br />
iN tHE CONtEXt OF tHE WAR AGAiNSt dRUGS,<br />
Mexico City emerges as a radiant urban space. Its population<br />
takes possession of its streets and public areas <strong>de</strong>spite the<br />
prevalence of construction work, traffic, pollution, and the<br />
challenges posed by insecurity. There are bumps in the streets<br />
and the quality of the si<strong>de</strong>walks is very poor; the parks are not<br />
i<strong>de</strong>al, but they increasingly receive more attention and visitors.<br />
Museums and cultural activities multiply. Jobs are scarce, but<br />
economic activity evolves towards the service sector. There are<br />
almost nine million inhabitants and there is no room to grow, but<br />
we can see movement, openness and freedom.<br />
The question is: where does the change come from? Fifteen<br />
years ago the capital was the most dangerous city in the country.<br />
Stories of kidnappings and violent assaults prevailed. We locked<br />
ourselves in our homes to tell stories and transmit our fear.<br />
Mexico City was transformed. The security budget was increased<br />
but more importantly, both the social and space regulations were<br />
transformed. The majority of the changes are inclusive.<br />
They regulate instead of prohibit.<br />
Abortion was legalized; the law of coexistence guaranteed<br />
the rights of unmarried couples; homosexual marriage and their<br />
right to adopt was legalized; assisted reproduction and surrogate<br />
motherhood were regulated. Social programs for vulnerable<br />
groups and community <strong>de</strong>velopment programs were created with<br />
a significant local impact.<br />
Preventative measures were established: breathalyzers,<br />
obligatory seat belts, briga<strong>de</strong>s against addictions, and advisory<br />

La regulación espacial también cambió. Se re<strong>de</strong>finió la<br />
distribución <strong>de</strong> la <strong>de</strong>nsidad urbana. Se permitió a las cuatro<br />
<strong>de</strong>legaciones centrales regenerarse y fomentar el <strong>de</strong>sarrollo<br />
inmobiliario y el aprovechamiento <strong>de</strong> uso <strong>de</strong> suelo múltiple.<br />
Se regeneraron el Centro Histórico y el corredor Reforma con<br />
subsidios y reducción <strong>de</strong> tarifas y licencias. En el resto <strong>de</strong> la<br />
ciudad se instrumentaron programas <strong>de</strong> rescate barrial y <strong>de</strong><br />
unida<strong>de</strong>s habitacionales. La nueva estructura ofrece una mejor<br />
integración urbana y mayor impacto en la inclusión social.<br />
Los cambios fueron controversiales y rechazados por los grupos<br />
conservadores, pero reflejan las <strong>de</strong>mandas y necesida<strong>de</strong>s <strong>de</strong><br />
un amplio sector <strong>de</strong> la sociedad. No se trata sólo <strong>de</strong> la<br />
aportación <strong>de</strong> los gobiernos liberales, sino <strong>de</strong> una nueva<br />
comunicación entre sociedad y gobierno.<br />
La población capitalina tiene características distintas <strong>de</strong> las <strong>de</strong>l<br />
resto <strong>de</strong>l país. Es la <strong>de</strong> mayor nivel <strong>de</strong> ingreso y la <strong>de</strong> mayor nivel<br />
educativo, es también en la que más sobresalen las <strong>de</strong>sigualda<strong>de</strong>s.<br />
La ciudad <strong>de</strong> <strong>México</strong> fue la principal fuente <strong>de</strong> empleo industrial.<br />
Con un crecimiento caótico, combinó razas, orígenes, preferencias<br />
sexuales y diversidad <strong>de</strong> hábitos. En 1985 el terremoto revolucionó<br />
a sus habitantes. La <strong>de</strong>bilidad <strong>de</strong> las autorida<strong>de</strong>s los llevó a<br />
asumirse solos en la tragedia. A partir <strong>de</strong> ahí, la ciudadanía maduró,<br />
<strong>de</strong>sarrolló un carácter guerrero, se volvió exigente y participativa.<br />
Por nuestro pasado <strong>de</strong> régimen unipartidista, acostumbramos<br />
analizar el <strong>de</strong>sarrollo a través <strong>de</strong> las <strong>de</strong>cisiones <strong>de</strong> la<br />
autoridad. Enten<strong>de</strong>mos como resultado la visión <strong>de</strong>l<br />

of society. They are not simply contributions of liberal<br />
governments; they are proof of a new dialogue between<br />
government and society.<br />
The characteristics of the capital’s population are different<br />
from those in the rest of the country. It has the highest level<br />
of income and highest level of education; it is also an<br />
example where inequalities are most apparent. Mexico City<br />
to be the main source of industrial employment. With a<br />
chaotic growth, it combined races, origins, sexual preferences<br />
and diversity of habits. In 1985, the earthquake<br />
revolutionized its inhabitants. The weakness of the<br />
authorities led them to take care of the tragedy on their own.<br />
Since then, the citizens matured and <strong>de</strong>veloped a fighting<br />
spirit. They became <strong>de</strong>manding and participative.<br />
Because of our past with a single political party, we are used to<br />
gobernante. En estos casos, conforme aumenta la presión<br />
ciudadana se tensa la relación sociedad-gobierno.<br />
En concentraciones urbanas esta presión crece por la<br />
interacción cotidiana <strong>de</strong> sus habitantes. No pue<strong>de</strong> dispersarse<br />
el malestar social.<br />
Para revertir este proceso las autorida<strong>de</strong>s capitalinas, allen<strong>de</strong><br />
sus prejuicios o valores, optaron por escuchar a los ciudadanos.<br />
Las presiones y necesida<strong>de</strong>s sociales se reflejan en las políticas<br />
públicas y en los cambios institucionales que las atien<strong>de</strong>n,<br />
más allá <strong>de</strong>l intercambio <strong>de</strong> prebendas por votos. La tensión<br />
disminuyó. Conforme se restablece el diálogo entre gobernantes<br />
y gobernados, la sociedad florece.<br />
En el Distrito Fe<strong>de</strong>ral los problemas están lejos <strong>de</strong> ser resueltos;<br />
no obstante, el ánimo local es otro. Las exigencias sociales se<br />
reflejan cotidianamente en diversas acciones <strong>de</strong> gobierno.<br />
Más allá <strong>de</strong> políticos <strong>de</strong> izquierda o <strong>de</strong> <strong>de</strong>recha, <strong>de</strong> evi<strong>de</strong>nte<br />
corrupción y graves fallas en la impartición <strong>de</strong> justicia, emerge<br />
una ciudad con i<strong>de</strong>ntidad y rumbo <strong>de</strong>finido. Es la emergencia<br />
<strong>de</strong> una sociedad que florece al ser escuchada.<br />
No se trata <strong>de</strong> tener lí<strong>de</strong>res mesiánicos ni visionarios <strong>de</strong>l<br />
futuro. La capital ilustra una nueva forma <strong>de</strong> interactuar<br />
entre sociedad y gobierno que es hoy, ejemplo para el resto<br />
<strong>de</strong> las entida<strong>de</strong>s. No se pue<strong>de</strong>n replicar las medidas precisas<br />
<strong>de</strong>l DF en el resto <strong>de</strong>l país, porque las socieda<strong>de</strong>s <strong>de</strong> los otros<br />
estados tienen <strong>de</strong>mandas y necesida<strong>de</strong>s diferentes. Es el<br />
mo<strong>de</strong>lo <strong>de</strong> gobierno incluyente y receptivo el que <strong>de</strong>be ser<br />
tomado en cuenta para transformar la dinámica social<br />
en el resto <strong>de</strong>l país.<br />

To revert this process, the authorities in the capital, going beyond<br />
their prejudices or values, <strong>de</strong>ci<strong>de</strong>d to listen to the citizens.<br />
The social pressures and needs are reflected in public policies and<br />
institutional changes that respond to them, beyond any exchange<br />
of privileges for votes. Tension diminished. As the dialogue<br />
between those governing and those governed was reestablished,<br />
society flourished.<br />
The problems in Mexico City are far from being solved;<br />
nevertheless, the local frame of mind has changed. Social<br />
<strong>de</strong>mands are reflected daily in different government actions.<br />
Beyond politicians from left or right, evi<strong>de</strong>nt corruption and<br />
serious faults in the administration of justice, a city emerges<br />
with a <strong>de</strong>fined i<strong>de</strong>ntity and path. It is the emergence of a society<br />
that flourishes as it is heard.<br />
It is not a question of having messianic lea<strong>de</strong>rs or future<br />
visionaries. The capital illustrates a new form of society and<br />
government interaction which is, today, an example for the rest<br />
of the states. The exact measures taken by Mexico City cannot<br />
be replicated in the rest of the country, because the societies<br />
in other states have different <strong>de</strong>mands and needs. The inclusive<br />
and receptive government mo<strong>de</strong>l should be taken into account<br />
to transform the social dynamics in the rest of the country.<br />

ES POSiBLE dEFiNiR UNA EXPERiENCiA EStétiCA<br />
como la construcción <strong>de</strong> un afecto a partir <strong>de</strong> la obtención <strong>de</strong><br />
un conocimiento. Des<strong>de</strong> mi punto <strong>de</strong> vista, esta premisa ha<br />
acompañado siempre el trabajo <strong>de</strong>l arquitecto Oscar Hagerman,<br />
cuya producción <strong>de</strong> arquitectura y diseño han estado siempre<br />
orientados a las necesida<strong>de</strong>s populares, indígenas y campesinas.<br />
Hagerman ha procurado invariablemente crear un sentido <strong>de</strong><br />
pertenencia entre los objetos que diseña o los espacios que<br />
construye y las personas que los usan o los habitan.<br />
Él ha entendido su <strong>de</strong>sempeño profesional como una práctica<br />
<strong>de</strong> servicio, la cual ha sido capaz <strong>de</strong> <strong>de</strong>senca<strong>de</strong>nar procesos<br />
<strong>de</strong> asimilación <strong>de</strong> objetos <strong>de</strong>ntro <strong>de</strong> las vidas cotidianas y<br />
la construcción <strong>de</strong> i<strong>de</strong>ntidad entre las personas y las cosas.<br />
Su trabajo ha buscado una reproductibilidad <strong>de</strong> los diseños,<br />
<strong>de</strong> tal forma que éstos toman vida propia y se repiten en forma<br />
infinita por diferentes artesanos, carpinteros y albañiles.<br />
Nacido en la Coruña, España, en 1936, arribó a la <strong>Ciudad</strong> <strong>de</strong><br />
<strong>México</strong> a los 15 años y más tar<strong>de</strong> estudió arquitectura en la<br />
UNAM. Des<strong>de</strong> el principio <strong>de</strong> su práctica profesional, Oscar<br />
Hagerman comenzó a hacer diseño <strong>de</strong> mobiliario para familias<br />
<strong>de</strong> bajos recursos, manteniendo una postura congruente con el<br />
contexto mexicano. Esta postura queda sintetizada en su<br />
comentario sobre la educación que brindan la escuelas <strong>de</strong><br />
diseño industrial: “nos enseñan a buscar formas originales,<br />
pero la riqueza más gran<strong>de</strong> es hacer un mundo que le<br />
pertenezca a la gente y lo sientan suyo porque eso es lo que da<br />
felicidad. Si tu casa no tiene que ver contigo, no es nada.<br />
En la escuela <strong>de</strong>bería haber una materia que nos enseñara<br />
cómo relacionarnos, cómo compren<strong>de</strong>r lo que la gente necesita,<br />
y para eso hay que apren<strong>de</strong>r a escuchar”.<br />
Compren<strong>de</strong>r nuestro contexto, establecer un criterio capaz<br />
<strong>de</strong> encontrar los vínculos que crean un sentido <strong>de</strong> pertenencia<br />
en un entorno y enten<strong>de</strong>r que el diseño sirve también y<br />
principalmente para resolver problemas comunes y cotidianos,<br />
es una lección que queremos apropiarnos.<br />
Cientos <strong>de</strong> miles <strong>de</strong> sillas Hagerman producidas en diferentes<br />
talleres <strong>de</strong>l país son una constancia <strong>de</strong> que lo importante<br />
en el diseño no está en las formas, sino en la comprensión<br />
<strong>de</strong> un entorno.<br />

as the construction of an affect after obtaining knowledge.<br />
From my point of view, this premise has always accompanied<br />
architect Oscar Hagerman’s work; his architectural and <strong>de</strong>sign<br />
productions have always been directed towards addressing the<br />
needs of the working class, the indigenous people of Mexico and<br />
farmers. Hagerman has invariably sought to create a sense of<br />
belonging between the objects produced or the spaces constructed<br />
and the people who use or inhabit them. He consi<strong>de</strong>rs his<br />
professional practice as a call to service, which has been able to<br />
trigger processes of assimilation of objects into people’s daily<br />
lives and of i<strong>de</strong>ntity construction between people and things. His<br />
work has sought to make <strong>de</strong>signs replicable so that they may take<br />
on a life of their own and be reproduced infinitely by different<br />
artisans, carpenters and masons.<br />
Born in la Coruña, Spain, in 1936, he arrived in Mexico City<br />
at the age of 15 and later studied architecture at the UNAM.<br />
Since the beginning of his professional practice, Oscar<br />
Hagerman started creating furniture <strong>de</strong>signs for low-income<br />
households, thus maintaining a posture congruent with the<br />
Mexican context. This posture is summed up in his<br />
commentary on the education offered by industrial <strong>de</strong>sign<br />
schools: “they teach us to seek original forms, but the greatest<br />
wealth is to create a world that belongs to the people, which<br />
they can feel as their own, because that is what brings<br />
happiness. If your house has nothing to do with you, then it is<br />
nothing. In school, they should teach us a subject that shows<br />
us how to relate, how to un<strong>de</strong>rstand what the people need,<br />
and for that you have to learn to listen.”<br />
Un<strong>de</strong>rstanding our context, establishing a criterion capable<br />
of finding the bonds that create a sense of belonging in an<br />
environment, and comprehending that <strong>de</strong>sign also helps, and<br />
mainly in resolving common, daily problems, is a lesson we<br />
want to make our own.<br />

EL PROyECtO iSLA URBANA NACió EN EL 2006 en la<br />
Rho<strong>de</strong> Island School of Design, a partir <strong>de</strong> la ambiciosa i<strong>de</strong>a <strong>de</strong><br />
introducir un sistema <strong>de</strong> captación <strong>de</strong> agua <strong>de</strong> lluvia en las casas<br />
<strong>de</strong> bajos ingresos <strong>de</strong>l DF., para satisfacer sus necesida<strong>de</strong>s <strong>de</strong> agua<br />
diarias. La i<strong>de</strong>a estaba fundamentada en la crisis <strong>de</strong><br />
abastecimiento <strong>de</strong>l agua por un lado, y por otro, en las<br />
condiciones sociales y culturales <strong>de</strong> las zonas más afectadas, las<br />
cuales justificaban una solución así. El problema <strong>de</strong>l agua en la<br />
<strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> es abrumador y todavía no ha sido resuelto por<br />
las soluciones convencionales; eso nos llevó a explorarlo con<br />
herramientas <strong>de</strong> diseño. El proyecto cobró vida tres años <strong>de</strong>spués,<br />
cuando el primer sistema <strong>de</strong> captación se instaló bajo el nombre<br />
<strong>de</strong> Isla urbana, en la colonia Cultura Maya, un barrio popular<br />
ubicado en el volcán Ajusco, al sur <strong>de</strong> la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong>.<br />
Aunque la captación <strong>de</strong> agua <strong>de</strong> lluvia es una i<strong>de</strong>a sencilla, su<br />
aplicación resulta muy compleja. No sólo implicó diseñar un<br />
sistema <strong>de</strong> captación adaptado a la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong>; su reto<br />
principal fue encontrar la manera <strong>de</strong> introducirlo y hacerlo crecer<br />
para que la población lo adoptara, logrando que los sistemas<br />
terminaran instalados y en uso en las casas <strong>de</strong> la gente. Ha sido<br />
un trabajo amplio en el que han colaborado asociaciones civiles,<br />
grupos <strong>de</strong> vecinos, gobierno local, fundaciones, lí<strong>de</strong>res<br />
comunitarios, ingenieros y voluntarios, entre otros. A mi modo <strong>de</strong><br />
ver, representa un trabajo <strong>de</strong> diseño completo, en el que se tienen<br />
que elaborar (diseñar) estrategias a la vez que productos,<br />
capacitaciones, presentaciones, etc. La belleza <strong>de</strong>l campo <strong>de</strong>l<br />
diseño está en su amplitud y su capacidad <strong>de</strong> ver con distancia un<br />
problema para i<strong>de</strong>ar <strong>de</strong>s<strong>de</strong> un mundo <strong>de</strong> infinitas posibilida<strong>de</strong>s,<br />
una solución; <strong>de</strong>spués, ya en la complejidad <strong>de</strong> la realización, el<br />
diseño te da los recursos para respon<strong>de</strong>r con creatividad a los<br />
obstáculos y oportunida<strong>de</strong>s que te presenta la realidad.<br />
En la actualidad Isla urbana ha instalado 521 sistemas <strong>de</strong><br />
captación <strong>de</strong> agua <strong>de</strong> lluvia, con 3 716 habitantes beneficiados y<br />
4 300 000 litros recuperados.<br />
tHE iSLA URBANA PROJECt WAS BORN iN 2006 in the<br />
Rho<strong>de</strong> Island School of Design. It sprang from an ambitious<br />
i<strong>de</strong>a of using rain collection systems in low-income households<br />
in Mexico City to satisfy their daily water needs. The i<strong>de</strong>a was<br />
based, on one hand, on the water supply crisis, and on the<br />
other, on the social and cultural conditions of the most<br />
affected areas that warranted such a solution. The water<br />
problem in Mexico City is overwhelming and still has not<br />
been solved using conventional solutions; this led us to<br />
explore it with <strong>de</strong>sign tools. The project came to life three<br />
years later when the first rainwater collection system was<br />
installed un<strong>de</strong>r the name of Isla Urbana, in the neighborhood<br />
Cultura Maya, a working class barrio located in the Ajusco<br />
volcano in South Mexico City.<br />
Although rainwater collection is a simple i<strong>de</strong>a, its application<br />
turns out to be very complex. It not only implied <strong>de</strong>signing a<br />
collection system adapted to Mexico City; its greatest challenge<br />
was to find a way of introducing it and spreading its use so the<br />
people would adopt it and the systems would end up installed<br />
and working in their homes. It has been a major job that has<br />
required collaboration betwen civil associations, neighborhood<br />
groups, local government, foundations, community lea<strong>de</strong>rs,<br />
engineers and volunteers, amongst others. As I see it, it<br />
represents a complete <strong>de</strong>sign job in which strategies have to be<br />
elaborated (<strong>de</strong>signed) along with products, training,<br />
presentations, etc. The beauty of the <strong>de</strong>sign field lies in its extent<br />
and capacity to see a problem from a distance, to find a solution<br />
from a world filled with infinite possibilities; later, in the<br />
complexity of the implementation, <strong>de</strong>sign gives you the resources<br />
to respond creatively to the obstacles and opportunities<br />
presented by real life.<br />

HACER UN ALtO EN EL CAMiNO EN MEdiO <strong>de</strong> la vorágine<br />
que representa la vida contemporánea no sólo implica una<br />
emancipación <strong>de</strong>l statu quo, sino un privilegio consistente en<br />
establecer la relación entre el hombre y la naturaleza.<br />
Compartir una experiencia <strong>de</strong> sorpresa ante el agitado día a día<br />
y transmitir un conocimiento a través <strong>de</strong>l cual los individuos<br />
puedan verse en su justa magnitud frente a la naturaleza<br />
no-humana (como prefiere precisar el artista). Este es el<br />
objetivo <strong>de</strong> Jerónimo Hagerman, quien <strong>de</strong> forma irreverente<br />
intenta separar a los individuos <strong>de</strong> lo cotidiano para<br />
confrontarlos con lo silvestre, construyendo ocasiones en las que<br />
surjan momentos <strong>de</strong> intimidad entre la vegetación y las<br />
personas; instantes que aparten lo natural <strong>de</strong> su irrelevante<br />
papel <strong>de</strong>ntro <strong>de</strong> la cotidianidad para colocarlo en su dimensión<br />
incondicional y categórica.<br />
Almohadas vegetales, invasiones <strong>de</strong> la naturaleza en ámbitos<br />
construidos, plantas que flotan en los espacios, parques que<br />
migran <strong>de</strong> manera itinerante por las ciuda<strong>de</strong>s,<br />
archipiélagos vegetales que en el centro cultural Mata<strong>de</strong>ro<br />
Madrid, en España, se diferencian con el paso <strong>de</strong>l tiempo a<br />
voluntad <strong>de</strong> los visitantes o <strong>de</strong> los jardineros.<br />
Éstas son algunas <strong>de</strong> las expresiones que Hagerman ha<br />
<strong>de</strong>sarrollado, logrando una producción artística sin referente y<br />
que por sus características sale <strong>de</strong>l espacio museístico. Su obra<br />
aparece en una plaza, en una avenida, en medio <strong>de</strong> un bosque,<br />
<strong>de</strong> manera sensible, amable, iluminando rincones con los<br />
reflejos <strong>de</strong> su vegetación.<br />
Definido por el contacto con la tierra, el trabajo <strong>de</strong> Hagerman no<br />
sólo conquista posibilida<strong>de</strong>s inteligentes en el espacio, como en la<br />
instalación que realizó para el museo Miró <strong>de</strong> Barcelona, en<br />
2010, sino que parece tener la capacidad <strong>de</strong> generar afectos en<br />
quienes viven sus obras. Los espectadores no sólo se confrontan<br />
con la naturaleza en ellas, sino también con su propia naturaleza.<br />
Actualmente en la calle <strong>de</strong> Regina, en el Centro Histórico <strong>de</strong> la<br />
<strong>Ciudad</strong> <strong>de</strong> <strong>México</strong>, po<strong>de</strong>mos contemplar una <strong>de</strong> sus intervenciones<br />
urbanas, cuya presencia cotidiana ha generado la voluntad<br />
política por mantenerla <strong>de</strong> manera permanente.<br />

tO MAKE A StOP ON tHE WAy, iN tHE MidSt of<br />
contemporary life’s maelstrom, implies not only an emancipation<br />
from the statu quo, but a privilege that consists of establishing<br />
the relation between man and nature.<br />
Sharing an experience of surprise before the busy day by day<br />
and transmitting knowledge through which individuals might see<br />
themselves in their true proportion in face of non-human nature<br />
(as the artist would rather specify). This is Jerónimo Hagerman’s<br />
objective, who irreverently tries to separate individuals from the<br />
daily to confront them with the wild, constructing occasions in<br />
which moments of intimacy between vegetation and people can<br />
arise; instants that remove the natural from its irrelevant role<br />
within the daily to place it in its inconditional and categoric<br />
dimension.<br />
Plant pillows, invasions of nature in built contexts, plants that<br />
float in spaces, peripatetic parks that migrate throughout cities,<br />
archipelagos of vegetation that, in the Madrid Mata<strong>de</strong>ro cultural<br />
center, in Spain, differentiate themselves -over time- from the will<br />
of visitors or gar<strong>de</strong>ners. These are some of the expressions that<br />
Hagerman has <strong>de</strong>veloped, achieving an artistic output without<br />
prece<strong>de</strong>nts and that, because of its characteristics, grows apart<br />
from the museum space. His work will appear on a square, an<br />
avenue, in the middle of a forest, in a sensitive, kind manner,<br />
lighting corners with the reflections of his vegetation.<br />
Defined by the contact with earth, Hagerman’s output not only<br />
conquers intelligent posibilities in space -like the installation he<br />
created in 2010 for the Miró Museum in Barcelona- but it also<br />
seems to have the capacity of generating affections in those who<br />
experience it. Spectators are not only confronted with the work’s<br />
nature, but also their own.<br />
Currently, in Regina street, in Mexico City’s Centro Histórico, we<br />
are able to see one of his urban interventions, the daily presence<br />
of which has generated the political will to keep it permanently.<br />

LA FÁBRiCA dE ARtES y OFiCiOS dE ORiENtE es una<br />
iniciativa <strong>de</strong> la Secretaría <strong>de</strong> Cultura <strong>de</strong>l Gobierno local. Surgió en<br />
el año 2000 como una alternativa cultural, cuyo objetivo es llevar a<br />
un entorno marginado característico <strong>de</strong>l oriente <strong>de</strong> la <strong>Ciudad</strong> <strong>de</strong><br />
<strong>México</strong> opciones para la formación, la promoción y el intercambio<br />
<strong>de</strong> expresiones artísticas y artesanales; ofrece talleres<br />
multidisciplinarios <strong>de</strong> artes y oficios para jóvenes y adultos, y<br />
cuenta con una ludoteca orientada a la población infantil, así como<br />
una librería y una biblioteca con 16 000 volúmenes en su acervo.<br />
El Faro <strong>de</strong> Oriente atien<strong>de</strong> anualmente a 2 800 alumnos a través<br />
<strong>de</strong> diferentes talleres, cursos y seminarios, a<strong>de</strong>más <strong>de</strong> que posee<br />
la infraestructura necesaria para la realización <strong>de</strong> resi<strong>de</strong>ncias<br />
artísticas. Cuenta también con la galería en la que se organizan<br />
exhibiciones diversas (en promedio 20 al año) en las que se pue<strong>de</strong><br />
apreciar el trabajo producido en el Faro, así como la obra <strong>de</strong><br />
artistas invitados <strong>de</strong> otras partes <strong>de</strong> la ciudad, <strong>de</strong>l país y <strong>de</strong>l<br />
mundo. Aquí surgen programas <strong>de</strong> teatro y <strong>de</strong> música que se<br />
presentan <strong>de</strong>ntro y fuera <strong>de</strong> las instalaciones.<br />
La dinámica social que ha producido el Faro en los últimos 11<br />
años es evi<strong>de</strong>ncia <strong>de</strong> cómo una comunidad marginada se pue<strong>de</strong><br />
apropiar <strong>de</strong> un proyecto cultural y sus instalaciones. Su dirección,<br />
caracterizada por un sistema <strong>de</strong> organización horizontal, ha sido<br />
capaz <strong>de</strong> fortalecer al tejido social <strong>de</strong> la zona al brindar<br />
elementos <strong>de</strong> i<strong>de</strong>ntidad y pertenencia.<br />
El edificio que alberga al Faro <strong>de</strong> Oriente, diseñado por el<br />
arquitecto Alberto Kalach, ha sido tomado por los talleristas, los<br />
alumnos y los artistas para convertirlo en un lugar <strong>de</strong>finido por la<br />
diversidad, el <strong>de</strong>bate y una multitud <strong>de</strong> expresiones que sólo un<br />
espacio público <strong>de</strong> alta calidad pue<strong>de</strong> ofrecer. Por su capacidad <strong>de</strong><br />
transformación social a partir <strong>de</strong> estrategias culturales, hoy en día<br />
el Faro es reconocido por instituciones nacionales y extranjeras.<br />
La experiencia <strong>de</strong> este espacio cultural ha trascendido a su<br />
ubicación, pues en la actualidad este mismo esquema y proyecto<br />
cultural se reproduce en otros Faros, <strong>de</strong> entre los cuales <strong>de</strong>staca<br />
por su actividad y convocatoria social el Faro <strong>de</strong> Tláhuac.<br />
tHE FÁBRiCA dE ARtES y OFiCiOS dE ORiENtE,<br />
is an iniciative implemented by the local Ministry of Culture.<br />
It began in 2000 as a cultural alternative whose main goal is to<br />
<strong>de</strong>liver options for the learning, promotion and exchange of<br />
artistic and handicraft expressions to a marginal suburb as the<br />
eastern zone of Mexico City. It offers multidisciplinary arts and<br />
crafts workshops for adults and young people, it also has<br />
ludoteca oriented towards children, a book store and a library<br />
with more than 16 000 titles.<br />
The Faro <strong>de</strong> Oriente looks after 2 800 stu<strong>de</strong>nts a year through<br />
different workshops, seminars and lectures, even it has the<br />
substructure to attain artistic resi<strong>de</strong>nces. It has a gallery space<br />
where an average of 20 exhibits are organized, annually, in<br />
which the work done at the Faro, and that of invited artists from<br />
other parts of the city, the country and the world, is shown.<br />
Music and theater programs created here, are presented in the<br />
Faro, as well as outsi<strong>de</strong> its walls.<br />
The social transformation influenced by the Faro´s presence<br />
in the last 11 years, is an evi<strong>de</strong>nce of the way a marginal<br />
community can embrace a cultural project and its location.<br />
The board of directors, organized in a “horizontal” system,<br />
has been capable of fortifying the social structure in the area,<br />
by bringing i<strong>de</strong>ntity and belonging elements to the community.<br />
The building that shelters the Faro <strong>de</strong> Oriente, <strong>de</strong>signed by<br />
architech Alberto Kalach, has been embraced by the talleristas ,<br />
stu<strong>de</strong>nts and artists, to turn it into a place <strong>de</strong>fined by diversity,<br />
<strong>de</strong>bate and many other expressions that can only be achieved<br />
in a high quality public space. The Faro has been recognized by<br />
local and international institutions, for its capacity to obtain<br />
social transformation through cultural strategies.<br />
The Faro experience has transcen<strong>de</strong>d its boundaries and ma<strong>de</strong><br />
an impact in other locations, these same cultural proposal and<br />
project have been reproduced in other Faros. The Faro <strong>de</strong><br />
Tláhuac, stands out for its activity and its expertise to<br />
summon society.<br />

AñOS NOVENtA en respuesta a las aún perceptibles<br />
secuelas <strong>de</strong>l terremoto <strong>de</strong> 1985, el primer corredor cultural<br />
intentó atraer visitantes <strong>de</strong> otras zonas, renovar el interés en<br />
el arte y fortalecer las activida<strong>de</strong>s comerciales y culturales.<br />
En 2009, en un clima <strong>de</strong> crisis económica y en medio <strong>de</strong> la<br />
epi<strong>de</strong>mia <strong>de</strong> influenza, Ana Ellena Mallet, en colaboración<br />
con diversos agentes como el Museo Universitario <strong>de</strong> Ciencias<br />
y Arte Roma, y la Secretaría <strong>de</strong>l Medio Ambiente y Recursos<br />
Naturales, entre otros, retoma la i<strong>de</strong>a <strong>de</strong>l corredor cultural<br />

El nuevo corredor cultural abarca también la colonia Con<strong>de</strong>sa<br />
e incluye no sólo las galerías <strong>de</strong> arte, sino otros espacios <strong>de</strong> moda,<br />
<strong>de</strong> diseño y gastronómicos, que también han sido <strong>de</strong>terminantes<br />
en la reactivación <strong>de</strong> la zona. A partir <strong>de</strong> 2010 el corredor<br />
inauguró su edición diurna, logrando así captar distintos públicos<br />
y realizar activida<strong>de</strong>s diferentes.<br />
Si bien es cierto que el objetivo principal <strong>de</strong>l corredor cultural<br />
es estimular la economía y la actividad local <strong>de</strong> las colonias en<br />
las que se realiza, también tiene el notable potencial <strong>de</strong> recuperar<br />
el espacio público, sobre todo porque entien<strong>de</strong> que éste, más allá<br />
<strong>de</strong> ser infraestructura y equipamiento, es principalmente un lugar<br />
común para una sociedad diversa. Queda por ver si más a<strong>de</strong>lante<br />
se explotará este potencial, o si se logrará consolidar el corredor<br />
como un <strong>de</strong>stino permanente <strong>de</strong> la ciudad.<br />
La más reciente edición <strong>de</strong>l corredor cultural contó con la<br />
participación <strong>de</strong> 53 espacios <strong>de</strong> arte y diseño y a<strong>de</strong>más se<br />
introdujeron nuevas orientaciones que tomaron forma con los<br />
corredores ambientales, caninos y gastronómicos.<br />
ORiGiNALLy PLANNEd iN tHE Mid 1990’S as an answer to<br />
the still perceptible repercussions of the 1985 earthquake, the first<br />
cultural corridor attempted to attract visitors from other areas,<br />
renovate interest in art and strengthen commercial and cultural<br />
activities. In 2009, in a climate of financial crisis and in the middle<br />
of the influenza epi<strong>de</strong>mic, Ana Ellena Mallet, along with different<br />
organizations such as the Museo Universitario <strong>de</strong> Ciencias y Arte<br />
Roma and the Ministry of Environment and Natural Resources,<br />
among others, reintroduced the i<strong>de</strong>a of the original cultural<br />
corridor with similar objectives.<br />
The new cultural corridor also encompasses the Con<strong>de</strong>sa<br />
neighborhood, and incorporates not only art galleries, but also<br />
spaces <strong>de</strong>dicated to fashion, <strong>de</strong>sign and cuisine, which have also<br />
been <strong>de</strong>terminant factors in the area’s reactivation. Starting in<br />
2010, the corridor inaugurated its daytime edition, thus<br />
attracting a different public and opening up different activities.<br />
Although it is true that the cultural corridor’s main objective is to<br />
stimulate the economy and the local activity in the neighborhoods<br />
where it takes place, it also has the notable potential to reclaim<br />
public space, especially because it un<strong>de</strong>rstands that the latter,<br />
beyond being just infrastructure and fixtures, is mainly a common<br />
space for a diverse society. It remains to be seen if this potential<br />
will be exploited later on, or if the corridor can be consolidated as<br />
a permanent city <strong>de</strong>stination.<br />

EL FEStiVAL dE MéXiCO o fmx, antes conocido ampliamente<br />
como Festival <strong>de</strong>l Centro Histórico, es un evento que a lo largo <strong>de</strong><br />
poco más <strong>de</strong> dos semanas ha concentrado activida<strong>de</strong>s y<br />
presentaciones <strong>de</strong> naturaleza tan diversa como música, cine, artes<br />
plásticas, artes escénicas y ponencias académicas; esto en un<br />
marco plenamente internacional, invitando a exponentes relevantes<br />
<strong>de</strong> todas partes <strong>de</strong>l mundo para cada disciplina.<br />
El festival inicia en 1985 bajo el nombre Festival <strong>de</strong> Primavera<br />
<strong>de</strong> la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong>, con el propósito <strong>de</strong> aumentar el número<br />
<strong>de</strong> visitantes al Centro Histórico y rehabilitar la imagen <strong>de</strong> una<br />

organizadores han llamado capítulos o sub-festivales y que<br />
son notables: Aural, antes Radar, presenta las más relevantes<br />

Animasivo es un foro para la promoción, difusión y gestión <strong>de</strong><br />

imagen animada, una reflexión en torno a la i<strong>de</strong>a <strong>de</strong> género.<br />
Radical Mestizo, que abarca música con visibles inflexiones étnicasculturales<br />
latinas. En su última presentación, Radical Mestizo<br />
expuso a Novalima, colectivo musical integrado por músicos<br />
peruanos, que fusiona el cancionero afro-peruano con beats<br />
electrónicos. Expuso también a Toy Selectah, productor famoso,<br />
primeramente, por sus beats en Control Machete y, <strong>de</strong>spués, por su<br />
propia trayectoria <strong>de</strong> productor solista, reconocido<br />
internacionalmente por su sonido dancehall—cumbia—rave<br />
mutante. La última versión <strong>de</strong>l Festival <strong>de</strong> <strong>México</strong>, realizada<br />
durante 18 días el pasado marzo <strong>de</strong> 2011, atrajo alre<strong>de</strong>dor <strong>de</strong><br />
275 000 personas, e incluyó aproximadamente 280 conciertos,<br />
espectáculos y activida<strong>de</strong>s en más <strong>de</strong> 60 recintos. Así, el Festival <strong>de</strong><br />

tHE FEStiVAL dE MéXiCO o fmx, previously known<br />
as the Festival <strong>de</strong>l Centro Histórico, is an event that, in the<br />
course of over two weeks, concentrates activities and<br />
presentations in areas as diverse as music, film, art, theatre<br />
and aca<strong>de</strong>mic activities. This is done on a fully international<br />
scale, inviting outstanding exponents in each discipline from<br />
all over the world.<br />
The festival began in 1985 un<strong>de</strong>r the name of Festival <strong>de</strong><br />
Primavera <strong>de</strong> la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> as a means of increasing<br />
the number of visitors to the Centro Histórico and of<br />
rehabilitating the very tarnished image of an area in the city<br />
not well thought of by its citizens. As the festival has grown,<br />
more activities have been scheduled in venues outsi<strong>de</strong> the<br />
Historic Center such as the Faro <strong>de</strong> Oriente, the Sala<br />
Nezahualcóyotl in the unam or at the Museo <strong>de</strong>l Chopo.<br />

Novalima, an ensemble of Peruvian musicians that fuses the<br />
Afro-Peruvian song tradition with electronic beats. They also<br />
presented Toy Selectah, a producer famous at first for his beats<br />
in Control Machete and later for his own career as solo<br />
producer internationally renowned for his dancehall—cumbia—<br />
mutated rave sound. The latest version of the Festival <strong>de</strong> <strong>México</strong>,<br />
that lasted 18 days in March, 2011, attracted about 275 000<br />
visitors and inclu<strong>de</strong>d approximately 280 concerts, shows and<br />
activities in 60 venues. Thus, the Festival <strong>de</strong> <strong>México</strong> comprises<br />

CAdA AñO dESdE EL 2004 MéXiCO ARtE<br />
CONtEMPORÁNEO presenta más <strong>de</strong> 100 galerías y mil artistas,<br />
convirtiendo por cinco días a la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> en un centro <strong>de</strong><br />
atención <strong>de</strong> la comunidad internacional <strong>de</strong>l arte contemporáneo.<br />
En su versión más reciente, MACO introdujo Zona MACO Diseño,<br />
presentando propuestas mexicanas e internacionales <strong>de</strong>l diseño<br />
industrial, como Pirwi, Esrawe o Ezequiel Farca; también contó<br />
con un apartado <strong>de</strong> MACO Nuevas Propuestas, que presentó<br />
exclusivamente galerías con menos <strong>de</strong> cinco años <strong>de</strong> experiencia,<br />
abriendo así un espacio para los artistas emergentes. En MACO<br />

Indiscutiblemente, gran parte <strong>de</strong> una feria <strong>de</strong> arte suce<strong>de</strong> más allá<br />
<strong>de</strong> sus muros, y MACO no es la excepción. De manera colateral a<br />
las activida<strong>de</strong>s que suce<strong>de</strong>n estrictamente en el espacio <strong>de</strong><br />
exposición, MACO genera una serie <strong>de</strong> eventos a su alre<strong>de</strong>dor que<br />
son parte <strong>de</strong> su atractivo. Artistas, galeristas, coleccionistas y otros<br />
personajes relacionados con el mundo <strong>de</strong>l arte hacen contacto,<br />
aprovechando el espacio que abre la feria. Este año, por ejemplo,<br />
Michael Nyman dio un concierto al lado <strong>de</strong> la coreógrafa Maria<br />
Hassabi y se llevaron a cabo fiestas en el salón Covadonga, en la<br />
colección Jumex y en muchas otras locaciones, así como cenas y<br />

CONtEMPORÁNEO presents more than 100 galleries and<br />
a thousand artists, placing Mexico City in the spotlight of the<br />
international contemporary art community for five days.<br />
In its most recent version, MACO introduced Zona MACO Diseño,<br />
offering Mexican and international proposals for industrial <strong>de</strong>sign,<br />
such as Pirwi, Esrawe or Ezequiel Farca; there was a section called<br />
MACO Nuevas Propuestas, which solely presented galleries with<br />
less than five years of experience, thus making room for emerging<br />
artists. In MACO Sur, the curator Patrick Charpenel selected 22<br />

Undoubtedly, a major part of an art fair happens outsi<strong>de</strong> its<br />

making it more attractive. Artists, gallery owners, collectors and<br />
other people related to the art world mingle together taking<br />
advantage of the forum opened up by the fair. For example, this<br />

Maria Hassabi, and parties were held in the salón Covadonga,<br />

NO ES NiNGUNA REVELACióN el hecho <strong>de</strong> que una<br />
<strong>de</strong> las manifestaciones urbanas <strong>de</strong> facto entre la juventud<br />
metropolitana es la música. El rock and roll y sus distintas<br />
filiales han servido en los últimos 60 años como instrumento<br />
clave para <strong>de</strong>sarrollar y mantener culturas subterráneas<br />
<strong>de</strong>stinadas a ser apropiadas por voces privadas <strong>de</strong> sus <strong>de</strong>rechos,<br />
artistas buscando un contacto y liberación instantánea y<br />
colectivos que se mueven al compás <strong>de</strong> su propio tambor.<br />
Para la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> este movimiento significa una mezcla<br />
caótica <strong>de</strong> sonidos e influencias en don<strong>de</strong> ningún artista<br />
o agrupación es una copia <strong>de</strong> otra, pero en don<strong>de</strong> la opresión<br />
<strong>de</strong> un territorio con nueve millones <strong>de</strong> habitantes obliga a crear<br />

El Festival <strong>de</strong> Rock y Ruedas <strong>de</strong> Avándaro, realizado en 1971,<br />
podría consi<strong>de</strong>rarse el ban<strong>de</strong>razo, en más <strong>de</strong> un sentido, <strong>de</strong>l inicio<br />
<strong>de</strong> la época mo<strong>de</strong>rna <strong>de</strong>l rock en <strong>México</strong> en don<strong>de</strong> la música<br />
urbana adquiere un perfil peligroso y una imprevisibilidad<br />
excitante. La comunidad <strong>de</strong> músicos y seguidores congregados<br />
lograron fugazmente liberarse <strong>de</strong> la opresión social y política<br />
en torno a la trifecta <strong>de</strong> la música mo<strong>de</strong>rna: el sexo, las drogas y,<br />
obviamente, el Rock and Roll. El renombre <strong>de</strong>l festival plantó la<br />
semilla para que paulatinamente la escena musical en la <strong>Ciudad</strong><br />
<strong>de</strong> <strong>México</strong> obtuviera la personalidad que se merecía.<br />
Actualmente la ciudad cuenta con una propuesta tan variada<br />
como cada una <strong>de</strong> sus <strong>de</strong>legaciones y colonias. La cumbia<br />
protesta <strong>de</strong> Sonido Changorama, el postrock <strong>de</strong> URSS Bajo el<br />
Árbol y el pop psicodélico <strong>de</strong> Suave as Hell, advierten solamente<br />
parte <strong>de</strong> la riqueza creativa <strong>de</strong> aquellos artistas chilangos<br />
jugando con el Pro Tools en sus espacios <strong>de</strong> ensayo.<br />
Si bien no existe una línea clara en el sonido musical <strong>de</strong> la ciudad,<br />
es indudable que el sentimiento <strong>de</strong> espacios urbanizados está latente<br />
en las composiciones y actitu<strong>de</strong>s, en los intereses y obsesiones, en los<br />
fetiches y poesía <strong>de</strong> sus creadores. Una inquietud nerviosa e<br />
impaciente que se rebela en contra <strong>de</strong>l congestionamiento que<br />
parece compren<strong>de</strong>rlo todo. Mientras que la escena en Tijuana por<br />
momentos es más performática y artística, y la comunidad Regia<br />
tien<strong>de</strong> a ser más exploratoria, la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> cuenta con una<br />
franqueza <strong>de</strong>sor<strong>de</strong>nada pero tentadora menos interesada en qué es<br />
lo que sigue y más en qué es lo mejor ahora.<br />
Andrea Balency es una <strong>de</strong> estas artistas. Con menos <strong>de</strong> 25 años<br />
<strong>de</strong> edad, Balency es un elemento clave <strong>de</strong> la escena musical<br />

manifestations of urban youth is music. For the past 60 years,<br />
Rock and Roll and its different branches have been instrumental<br />
in <strong>de</strong>veloping and maintaining subterranean cultures, meant to<br />
be reappropriated by voices <strong>de</strong>prived of their rights, artists<br />
looking for instant outreach and liberation and collectives<br />
moving to the beat of their own drum.<br />
In the case of Mexico City, this movement means a chaotic<br />
blend of sounds and influences where no artist or group<br />
copies another, but where the opression of a territory with a<br />
population of 9 million makes it compulsory to forge a very<br />
particular i<strong>de</strong>ntity.<br />
The “Festival <strong>de</strong> Rock y Ruedas” of Avándaro, in 1971,<br />
could be consi<strong>de</strong>red the starting point in more than one way,<br />
the beginning of the mo<strong>de</strong>rn Rock era in Mexico where music<br />
acquired its aura of exciting unpredictability and danger.<br />
The community of musicians and fans that were congregated<br />
there managed to fleetingly rid themselves of the social and<br />
political opression that surroun<strong>de</strong>d mo<strong>de</strong>rn music’s trifecta:<br />
Sex, Drugs and, of course, Rock and Roll. The festival’s<br />
reputation sowed the seed for the scene in Mexico City<br />
to finally get the personality it <strong>de</strong>served.<br />
Currently, the city showcases a variety of artists and styles as<br />
broad as its number of boroughs and districts. The protest<br />
cumbia of Sonido Changorama, URSS Bajo el Árbol’s postrock,<br />
or the psyche<strong>de</strong>lic pop of Suave as Hell, expose only a part<br />
of the creative wealth of chilango artists playing around with<br />
Pro Tools in their rehearsal spaces.<br />
While there is no one single running thread in the city’s musical<br />
landscape, the sentiment of urban spaces is undoubtedly latent<br />
in the arrangements and attitu<strong>de</strong>s, interests and obsessions,<br />
fixations and poetry of its creators. A nervous and impatient<br />
outlook that rebels against an apparently all-embracing<br />
congestion. While the scene in Tijuana sometimes seems to<br />
be more performance and art-oriented, and the Monterrey<br />
community tends more towards exploration, Mexico City revels<br />
in an unorganized but alluring honesty that is less interested in<br />
what’s next than what is best now.<br />

repudiado por el machismo, Balency ha tomado control <strong>de</strong> su<br />
carrera y <strong>de</strong> su panorama creativo para forjar una personalidad<br />
artística propia, pero en comunidad con sus colegas, como lo ha<br />
mostrado en sus colaboraciones con grupos como Torreblanca y<br />
La Chilanga Banda. Ahora, <strong>de</strong>spués <strong>de</strong> <strong>de</strong>jar atrás el proyecto<br />
como trio y empren<strong>de</strong>r su carrera como solista, Balency necesita<br />
mostrar a los escépticos que pue<strong>de</strong> y necesita ser un pilar<br />
importante <strong>de</strong> la escena local.<br />
Otros sujetos notables <strong>de</strong> un tipo distinto son los Twin Tones.<br />
En 2003 irrumpen en la escena con su álbum Nación Apache<br />

Estos vaqueros sigilosos presentan algo único pero extrañamente<br />
reconfortante; su trabajo es una interpretación <strong>de</strong> las bandas<br />
sonoras <strong>de</strong> los spaguetti westerns <strong>de</strong> los años sesenta, música surf<br />
y por momentos honky tonk clásico. Es como si Ennio Morricone<br />
hubiera nacido al norte <strong>de</strong> la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> escuchando a<br />
Dick Dale durante toda su infancia.<br />
Los Twin Tones forman parte <strong>de</strong> un grupo <strong>de</strong> músicos con<br />
influencias similares <strong>de</strong> punk, rock, surf y rockabilly acogidos<br />
por el icónico Foro Alicia. Fundado en 1995 en la colonia Roma,<br />
el Alicia representa el centro <strong>de</strong> la comunidad musical por<br />
excelencia. Subiendo por unas escaleras estrechas hasta llegar<br />
al espacio <strong>de</strong> conciertos, el foro revela un diálogo artístico y<br />
social único, con sus pare<strong>de</strong>s iluminadas por un grafiti magnético,<br />
un sistema <strong>de</strong> sonido inconsistente y un entrañable sentimiento<br />
<strong>de</strong> hermandad. Con carteles conformados comúnmente por<br />
cuatro o más grupos y a precios inimaginables para la calidad<br />
<strong>de</strong> música que se escucha, el lugar se ha convertido en un<br />
epicentro <strong>de</strong> música local.<br />
La escena musical en la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> nace y subsiste <strong>de</strong> una<br />
necesidad <strong>de</strong> comunidad activa y <strong>de</strong>l conocimiento <strong>de</strong> que una <strong>de</strong><br />
las metrópolis más problemáticas <strong>de</strong>l mundo también carga una<br />
energía singular en busca <strong>de</strong> cultura y movimiento. La música ha<br />
sobrepasado una función primordial <strong>de</strong> expresión personal y se ha<br />
transformado en la conversación que muchas veces no po<strong>de</strong>mos<br />
tener con nuestras propias palabras. Es una llave para compren<strong>de</strong>r<br />
lo que nos ro<strong>de</strong>a, y a nosotros mismos.<br />

fanbase and an apparently endless tour schedule. More<br />
importantly, her presence as a multi-instrumentalist and a<br />
prolific writer with an imposing onstage vision has ma<strong>de</strong> her<br />
a femenine icon of power and creativity. In a frequently macho<br />
context, Balency has taken the reins of her career and her<br />
creative horizon to form an artistic personality of her own, but<br />
in community with her colleagues, a fact that her collaborations<br />
with Torreblanca and La Chilanga Banda attest to. Now, after<br />
leaving behind her trio project and beginning her solo career,<br />
Balency needs to show the sceptics that she can and should be<br />
a cornerstone of the local scene.<br />
Other noteworthy fellows of a different kind are the Twin Tones.<br />
In 2003 they break through with their album Nación Apache<br />
and achieve some notoriety through their live acts. These stealth<br />
cowboys showcase something unique but strangely comforting:<br />
their work is an interpretation of the soundtracks of 60’s<br />
spaghetti westerns, surf music and occasionally classic Honky<br />
Tonk. It’s as if Ennio Morricone had been born in northern<br />
Mexico City listening to Dick Dale during his childhood.<br />
The Twin Tones are part of a group of musicians with similar<br />
punk, rock, surf and rockabilly influences embraced by the<br />
iconic Foro Alicia. Foun<strong>de</strong>d in 1995 in the Roma district,<br />
the Alicia represents the core of the music community in spa<strong>de</strong>s.<br />
Up a narrow staircase into the concert space, the venue reveals<br />
a unique artistic and social dialog, its walls emblazoned with<br />
magnetic graffiti, with an inconsistent sound system and a<br />
lovely brotherly sentiment. With lineups of usually four or more<br />
bands and unthinkable prices for the music’s quality, the place<br />
has become an epicenter for the local music scene.<br />
Mexico City’s music scene was born and survives off of the<br />
necessity for an active community and of acknowledging that<br />
one of the most problematic cities in the world is also loa<strong>de</strong>d<br />
with a special kind of energy and is looking for culture and<br />
movement. Music has surpassed its essential function of<br />
personal expression and has gone on to become a<br />
conversation that all too often we can’t have with our own<br />
words. It is a key to un<strong>de</strong>rstanding what surrounds us, and to<br />
un<strong>de</strong>rstanding ourselves.<br />

Probablemente una <strong>de</strong> las características más valiosas <strong>de</strong> la<br />
<strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> es la diversidad que la conforma. Esta selección<br />
fotográfica tiene el objetivo <strong>de</strong> mostrar una cotidianidad que se<br />
ajusta a eventos específicos, los cuales generan ámbitos híbridos<br />
don<strong>de</strong> las líneas que divi<strong>de</strong>n a la emergencia, la fe, el empleo,<br />
la producción y la fiesta se <strong>de</strong>sdibujan; Así, <strong>de</strong>velan un entorno<br />
que <strong>de</strong>s<strong>de</strong> su estructura urbana muestra una cultura<br />
<strong>de</strong>svertebrada que se vincula solamente a través <strong>de</strong> los<br />
intersticios. Entre el pragmatismo y el espejismo, las imágenes<br />
nos llevan por una representación heterogénea <strong>de</strong> la <strong>Ciudad</strong> <strong>de</strong><br />
<strong>México</strong>, capaz <strong>de</strong> enseñar contextos y condiciones humanas que<br />
parecen inexistentes y difíciles <strong>de</strong> i<strong>de</strong>alizar.<br />
La luz, las obras, neoprehispanicismos priistas, las risas, la<br />
fiesta, el policía, las quinceañeras, los ejercicios, las playas,<br />
la fuente, la muerte, las gárgolas... Imágenes cotidianas que<br />
cualquier habitante <strong>de</strong> la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> distingue como<br />
propias pero entre las cuales no parece haber nada en común.<br />
Tal vez la velocidad <strong>de</strong> la acumulación <strong>de</strong> i<strong>de</strong>ntida<strong>de</strong>s hace <strong>de</strong><br />
la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> un espacio difuso entre las divergencias<br />
culturales y la esquizofrenia.<br />
Probably one of Mexico City’s most valuable qualities is<br />
the diversity that it is revels in. This photographic selection has the<br />
objective of showing an everyday life that adjusts to specific events,<br />
which in turn generate hybrid contexts where the lines between<br />
emergency, faith, work, production and party are blurred; as such,<br />
they unveil an environment that, from its urban structure, shows an<br />
invertebrate culture that bonds only through interstices.<br />
Somewhere between pragmatism and mirage, the images take us<br />
through a heterogeneous representation of Mexico City,<br />
capable of showing contexts and human conditions that seem<br />
inexistent and hard to i<strong>de</strong>alize.<br />
The light, the works, PRI-ist neohispanicisms, the laughter, the party,<br />
the policeman, the fifteeners, the exercise, the beaches, the fountain,<br />
<strong>de</strong>ath, the gargoyles... Everyday images that any... Everyday images but<br />
among which there seems to be nothing in common. Maybe the<br />
velocity of Mexico City’s accumulation of i<strong>de</strong>ntities makes it a diffuse<br />
space among cultural divergences and schizophrenia.<br />

La <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> en el mundo<br />
Mexico City in the World<br />
El nuevo or<strong>de</strong>n económico mundial ha reconfigurado los tipos <strong>de</strong> producción<br />
y los entornos urbanos que le dan cabida. En esta dinámica <strong>de</strong> producción<br />
sustentada en los servicios, principalmente financieros, las ciuda<strong>de</strong>s han<br />
adquirido una relevancia sin prece<strong>de</strong>nte y se han convertido en centros en los<br />
que se concentran el po<strong>de</strong>r y la riqueza, <strong>de</strong>jando a los estados en una posición<br />
<strong>de</strong>bilitada e incluso <strong>de</strong>pendientes <strong>de</strong> la actividad económica <strong>de</strong> dichas ciuda<strong>de</strong>s.<br />
Con la finalidad <strong>de</strong> registrar y enten<strong>de</strong>r este fenómeno, diversos institutos<br />
y universida<strong>de</strong>s <strong>de</strong> geografía y urbanismo en todo mundo lo han estudiado y<br />
clasificado. La red creada en el Departamento <strong>de</strong> Geografía <strong>de</strong> la Universidad<br />
<strong>de</strong> Loughborough, en el Reino Unido, ha <strong>de</strong>sarrollado un sistema <strong>de</strong><br />
clasificación <strong>de</strong> las ciuda<strong>de</strong>s respecto a su actividad económica global,<br />
tomando como parámetro las transacciones <strong>de</strong> una ciudad con el resto <strong>de</strong>l<br />
mundo. Este <strong>de</strong>partamento es se<strong>de</strong> <strong>de</strong> una red global <strong>de</strong> investigación urbana<br />
llamada The Globalization and World Cities (GaWC) Research Network,<br />
dirigida por Peter Tylor <strong>de</strong> la Universidad <strong>de</strong> Nothumbria y cuenta con<br />
investigadores permanentes y se<strong>de</strong>s alternas en todo el mundo. En esta red<br />
participan algunos <strong>de</strong> los estudiosos más relevantes <strong>de</strong> los fenómenos urbanos<br />
contemporáneos, como Manuel Castells <strong>de</strong> la University of Southern<br />
California, John Friedmann <strong>de</strong> la University of British Columbia, sir Peter Hall <strong>de</strong><br />
la University College London, Saskia Sassen <strong>de</strong> la Columbia University, y Nigel<br />
Thrift <strong>de</strong> la University of Warwick.<br />
La clasificación <strong>de</strong> las ciuda<strong>de</strong>s (alpha, beta y gamma) se <strong>de</strong>riva <strong>de</strong>l potencial <strong>de</strong><br />
cada una para afectar la economía <strong>de</strong>l mundo o <strong>de</strong> una región. Por su actividad<br />
económica, las ciuda<strong>de</strong>s alpha son las más relevantes y las gamma, las menos.<br />
La clasificación original, elaborada en 1998, se ha transformado en la medida en<br />
que se han incorporado diferentes parámetros que atien<strong>de</strong>n nuevas configuraciones<br />
<strong>de</strong> la geografía urbana. La clasificación más reciente data <strong>de</strong> 2010 y es la que da<br />
soporte al mapa que mostramos; incluye muchas otras ciuda<strong>de</strong>s y ha generado<br />
nuevas formas y parámetros <strong>de</strong> clasificación.<br />
La <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> es una ciudad alpha, comparable por su importancia<br />
económica con Ámsterdam, San Francisco, Buenos Aires, Sao Paolo y Mumbai,<br />
entre otras. Esta posición nos ayuda a compren<strong>de</strong>r el peso y la importancia<br />
específica <strong>de</strong> la <strong>Ciudad</strong> <strong>de</strong> <strong>México</strong> en relación con el mundo y permite suponer<br />
su importancia relativa con el resto <strong>de</strong>l territorio nacional.<br />

The new economic world or<strong>de</strong>r has reconfigured the types of production<br />
and the urban environments that fit them. In this production dynamic built<br />
on mainly financial services, cities have acquired a heretofore unseen<br />
relevance, leaving States in a weakened position and even pushing them<br />
to rely on the economic activity of such cities.<br />
With the object of recording and un<strong>de</strong>rstanding this phenomenon, several<br />
geography and urban studies institutes and universities across the world have<br />
studied and observed it. The net created by the University of<br />
Loughborough’s Department of Geography, in the UK, has <strong>de</strong>veloped a<br />
system for classifying cities according to its global economic activity,<br />
taking as a standpoint a city’s transactions with the rest of the world. This<br />
<strong>de</strong>partment is home to a global urban research network called<br />
The Globalization and World Cities (GaWC) Research Network, run by<br />
Peter Taylor of the University of Northumbria<br />
and with full-time investigators and alternative headquarters across the<br />
world. Some of the world’s most relevant contemporary urban phenomenon<br />
scholars participate in the network, such as Manuel Castells of the University<br />
of Southern California, John Friedmann of the University of British Columbia,<br />
sir Peter Hall of the University College London, Saskia Sassen from Columbia,<br />
and Nigel Thrift of the University of Warwick.<br />
The cities’ class (alpha, beta, gamma) is <strong>de</strong>rived from the potential each one has to<br />
affect the economy of a region or of the world. Economic activity-wise, alpha cities<br />
are the most relevant, and gamma cities the less relevant. The original classification,<br />
<strong>de</strong>vised in 1998, has changed as different criteria have been introduced that<br />
respond to new configurations of urban geography. The most recent classification<br />
was ma<strong>de</strong> in 2010 and is the support for the map we are showing; it inclu<strong>de</strong>s many<br />
more cities and has incorporated new forms and classification criteria.<br />
Mexico City is an alpha city, on par with Amsterdam, San Francisco, Buenos Aires,<br />
Sao Paolo and Mumbai, among others. This position is helpful in un<strong>de</strong>rstanding<br />
the specific importance of Mexico City in relation to the world, and allows us to<br />
<strong>de</strong>duce its weight within the rest of the national territory.<br />
