FCM first gathered information from
the authorities and a number of social
agents (around forty meetings were
held in all), compiling their views on
the problems facing the city. On the
grounds of these encounters, a series
of suggestions and comments was
formulated on social, urban planning,
environmental, architectural and
heritage issues affecting Arrecife,
along with projections for its future.
This information was eventually
forwarded to each of the architects
participating in the project.
In the interim, a technical committee
was created to determine the profile and
names of the architects who would
participate in the project, as well as the
nature and bounds of the intervention;
