DECLARATION OF THE CIVIL SOCIETY ON THE OCCASION OF THE 

20TH ANNIVERSARY OF THE INTERNATIONAL YEAR OF THE FAMILY 

INTEGRATING A FAMILY PERSPECTIVE BY INTRODUCING A FAMILY IMPACT REPORT

The declaration of civil society on the occasion of the twentieth 

anniversary of the International Year of the Family has been 

proposed and disseminated by the International Federation for 

Family Development. The declaration emphasizes that familyfocused 

policies have proven both valuable and efficient in many 

areas of social development and urges Member States to promote 

and implement family-friendly policies aimed at providing 

sustainable, affordable and quality living conditions for families; 

and to empower families and recognize their role in social 

cohesion and economic development. Specific policies are noted 

in the areas of poverty eradication, work-family balance and 

intergenerational solidarity. 

Report of the UN Secretary-General on the ‘Preparations for and 

observance of the twentieth anniversary of the International 

Year of the Family in 2014’ [A/69/61–E/2014/4]. 

We propose this Declaration of the Civil Society in which 

the basic contents of United Nations resolutions about the 

International Year of the Family are included, as well as the 

main recommendations of different Expert Group Meetings, 

particularly the European one organized in Brussels. 

We aim to enroll as many Policy Makers, Academics and 

Representatives of NGOs in every country as we can, so that 

we can present it together with the rest of international 

organizations in the United Nations Commission for Social 

Development to be convened in February 2014. 

We also hope that its contents can inspire the contents of a 

resolution by the General Assembly on the occasion of the 20th 

Anniversary of the International Year of the Family.

DECLARATION OF THE CIVIL SOCIETY ON THE OCCASION OF THE 

20TH ANNIVERSARY OF THE INTERNATIONAL YEAR OF THE FAMILY 

The representatives of civil society organizations, academics and policy makers named 

below, 

Acknowledging the right to found a family, as described by the art. 16 of the Universal 

Declaration of Human Rights, 

Recognizing that, as basic and essential building blocks of societies, families have a crucial 

role in social development, bear the primary responsibility for the nurturing, protection, 

education and socialization of children, as well as instilling values of citizenship and belonging 

in the society, and provide material and non-material care and support to its 

members, from children to older persons or those suffering from illness, sheltering them 

from hardship to the maximum possible extent, [1] 

Recalling that this social protection function performed by families is especially important 

in times of increased uncertainty and vulnerability, when families find it more and more 

difficult to fulfil these multiple roles and tackle all responsibilities entrusted to them, [2] 

Emphasizing that family-focused policies have proven both valuable and efficient in many 

areas of social development, and that the very achievement of Millennium Development 

Goals depends on how well families are empowered to contribute to it, [3] 

Expressing the will to work closely with the United Nations Department of Economic and 

Social Affairs in a coordinated manner on family-related issues, including the preparations 

for the twentieth anniversary of the International Year of the Family. [4] 

1. Welcome the call made by United Nations to celebrate the forthcoming twentieth anniversary, 

in 2014, of the International Year of the Family, noting the opportunity it provides 

to revisit family-oriented policies as part of overall development efforts, [5] supporting 

its objective to aim at responding to challenges faced by families and continuing 

to guide national efforts that benefit families worldwide [6] and to integrate a family perspective 

[7] by introducing a family impact report or assessment as a standing and compulsory 

part of policymaking; 

2. Urge Member States to enhance and strengthen family mainstreaming in policy making 

at all levels, considering the impacts of socio-economic policies on families; to develop, 

promote and implement family-friendly policies aimed at providing sustainable, affordable 

and quality living conditions for families; and to empower families and recognize 

their role in social cohesion and economic development; [8] 

3. Invite Member States to recognize the right of families to sufficient resources and social 

assistance and the right to live in a manner compatible with human dignity, recalling 

that this is a common vital issue for single-parent, large and immigrant families; to develop, 

promote and implement policies aimed at ending child poverty through the eradi-


cation of family poverty, and encourage social, economic and educational policies to prevent 

intergenerational transmission of poverty; and to promote the provision of integrated 

services for families and family-friendly taxation policies and practices, including reduced 

taxes on goods and services for early childhood products and services; [9] 

4. Request Member States to recognize and communicate the value of balancing family 

and work in the economy and in society; to develop, provide and communicate comprehensive 

well-resourced and flexible parental leave entitlements, to promote skill development 

and learning systems throughout the life course of the family and in periods of 

transition, to facilitate parents’re-entering the labor market, and to enhance dialogue 

and partnerships between social policy makers and relevant stakeholders, including families, 

family associations, business sector, trade unions and employers to develop and improve 

family-friendly policies and practices in the workplace; [10] 

5. Encourage Member States to facilitate intergenerational solidarity, quality couple and 

family relationships, parenting programmes; high-quality childcare and other ancillary 

services which support families; promote and develop active measures to support the 

psychological well-being of children and youth with sensitivity to family situations; prevent 

violence, addictions and juvenile delinquency; and promote school to work transitions 

and young adults’ economic security to facilitate family formation and stability, 

particularly among those with insecure socio-economic resources; as well as to promote 

and develop public policies concerning the support to the elder members of the family, 

especially in situations of particular need such as cases of Alzheimer or similar diseases.

XXeme. Anniversaire de l’Année Internationale de la Famille 

Les signataires mentionnés ci-dessous, représentants des organisations de la société 

civile, professeurs d’université, et personnalités politiques, 

Affirmant le droit de fonder une famille, comme décrit par l’article 16 de la Déclaration 

Universelle des Droits de l’Homme, 

Reconnaissant que la famille constitue l’ossature de la société et qu’elle joue un rôle crucial 

en matière de développement social, c’est à elle que reviennent en premier lieu 

l’éducation et la socialisation des enfants. De même, y sont inculquées les valeurs telles 

que la citoyenneté et le sentiment d’appartenance à la société. La famille prend en 

charge et encadre ceux de ses membres qui en ont besoin, qu’il s’agisse des enfants, des 

personnes âgées ou des malades, sur le plan financier et autre, en les protégeant dans la 

mesure du possible, [1] 

Rappelant que le rôle assumé par la famille en matière de protection sociale est particulièrement 

crucial en ces temps d’incertitude et de vulnérabilité accrue. Cependant, la 

famille a de plus en plus de difficultés à remplir ses multiples fonctions et à s’acquitter de 

toutes les responsabilités qui lui sont confiées, [2] 

Soulignant que les politiques qui ont pour objectif l’amélioration du bien-être des familles 

se sont montrés très efficientes et de grande valeur dans plusieurs domaines du développement 

social et que les objectifs du millénaire pour le développement ne pourront être 

atteints si les familles n’ont pas les moyens d’y contribuer, [3] 

Exprimant la volonté de collaborer étroitement et de façon coordonnée avec le Département 

des affaires économiques et sociales du Secrétariat des Nations Unies sur les questions 

relatives à la famille, y compris celles ayant trait aux préparatifs en vue de la célébration 

du vingtième anniversaire de l’Année internationale de la famille. [4] 

1. Accueillent l’appel des Nations Unies à célébrer le vingtième anniversaire de l’Année 

internationale de la famille en 2014, notant l’opportunité qu’elle nous donne de réviser les 

politiques destinées à la famille entendue comme une façon parmi d’autres de contribuer 

au développement de la société [5], soutenant l’objectif de répondre aux difficultés auxquelles 

sont confrontées les familles et de guider les efforts nationaux pour améliorer le 

bien-être des familles dans le monde entier [6] et l’intégration de la perspective de famille 

[7] à travers l’introduction d’un rapport d’impact familial comme une des composantes 

obligatoires et permanentes du processus législatif ;


2. Exhortent les Etats membres à améliorer et renforcer la perspective de famille dans le 

processus législatif à tous les niveaux, en tenant compte des conséquences des politiques 

socioéconomiques sur les familles ; à développer, promouvoir et mettre en pratique des 

politiques pour l’amélioration des conditions de vie des familles ; et d’augmenter le pouvoir 

d’action des familles en reconnaissant leur rôle en matière de cohésion sociale et le 

développement économique; [8] 

3. Invitent les Etats membres à reconnaître le droit des familles à recevoir les ressources 

et l’assistance sociale nécessaire ainsi que le droit de vivre d’une façon compatible avec la 

dignité humaine, rappelant qu’il s’agit d’une matière d’une grande importance pour les 

familles monoparentales, les familles nombreuses et les familles d’immigrants ; développer, 

promouvoir et mettre en pratique des politiques visant la fin de la pauvreté des enfants 

au travers de l’éradication de la pauvreté des familles et de l’instauration de nouvelles 

politiques sociales, économiques et éducatives afin d’éviter la transmission de la 

pauvreté entre les générations ; et promouvoir la mise à disposition de services intégrés 

pour les familles, des politiques et pratiques fiscales cherchant l’amélioration du bien-être 

des familles, y compris des avantages fiscaux sur les biens et services destinés aux produits 

et services de la petite enfance; [9] 

4. Demandent aux Etats membres de reconnaître et de communiquer la valeur pour 

l’économie et la société de la réconciliation entre la vie familiale et la vie professionnelle ; 

de développer, rendre accessible et diffuser l’accès à des congés parentaux suffisamment 

longs, correctement financés et flexibles ; de promouvoir le développement des compétences 

et les systèmes d’apprentissage tout au long de la vie familiale ainsi que pendant 

les périodes de transition, afin de faciliter le retour au marché du travail des parents ; et 

qu’ils améliorent le dialogue entre les législateurs et les autres partenaires intéressés en 

la matière, y compris les familles, les associations familiales, les entreprises, les syndicats 

et les employeurs afin de développer et d’améliorer les politiques et les pratiques visant 

l’amélioration du bien-être des familles aux lieux de travail; [10] 

5. Encouragent les Etats membres à faciliter la solidarité intergénérationnelle, les relations 

familiales et de couple de qualité, des programmes d’aide aux parents ; des services 

de grande qualité de garde d’enfants ainsi que d’autres services parallèles d’aide aux familles 

; promouvoir et développer des mesures actives qui améliorent le bien-être psychologique 

des enfants et des jeunes en tenant compte des différentes situations familiales 

; à prévenir la violence, les addictions et la délinquance juvénile ; à promouvoir une 

bonne transition entre les études et le travail ainsi que la stabilité économique des jeunes 

afin de faciliter la formation et la stabilité des familles particulièrement parmi celles qui 

disposent de ressources socio-économiques instables; et à promouvoir et développer des 

politiques publiques pour les personnes âgées au sein de la famille, et ce, en particulier 

dans les cas où il est fait appel à des soins spécifiques, tels que pour les individus touchés 

par la maladie d’Alzheimer ou par des maladies semblables. [11]

Declaración de la Sociedad Civil con ocasión del 

XX Aniversario del Año Internacional de la Familia 

Los abajo firmantes, representantes de las organizaciones de la sociedad civil, académicos 

y políticos, 

Afirmando el derecho a fundar una familia, tal como lo describe el art. 16 de la Declaración 

Universal de los Derechos Humanos, 

Reconociendo que, por ser los componentes básicos y esenciales de las sociedades, las 

familias tienen un papel crucial en el desarrollo social; que sobre ellas recae la responsabilidad 

primordial de la educación y socialización de los niños, así como de inculcar los valores 

de ciudadanía y pertenencia a una sociedad; y que proporcionan atención y apoyo 

material e inmaterial a sus miembros, ya sea a los niños, a las personas mayores o a quienes 

padecen una enfermedad, protegiéndoles de la adversidad de la mejor forma posible 

[1], 

Recordando que la función de protección social que cumplen las familias es especialmente 

importante en tiempos de mayor incertidumbre y vulnerabilidad, cuando a las familias 

les resulta cada vez más difícil cumplir esas múltiples tareas y hacer frente a todas las 

responsabilidades a que se enfrentan [2], 

Destacando que las políticas centradas en el mejoramiento del bienestar de las familias 

han mostrado su valiosa y eficiente contribución a diversas áreas del desarrollo social, y 

que el logro mismo de los Objetivos de Desarrollo del Milenio depende de la manera en 

que se empodere a las familias para que contribuyan a la consecución de esos Objetivos 

[3], 

Expresando la voluntad de colaborar estrechamente y de forma coordinada con el Departamento 

de Asuntos Económicos y Sociales de Naciones Unidas en las cuestiones relacionadas 

con la familia, incluidos los preparativos para la celebración del XX aniversario 

del Año Internacional de la Familia [4], 

1. Dan la bienvenida a la convocatoria de Naciones Unidas para celebrar el próximo aniversario, 

en 2014, del Año Internacional de la Familia, haciendo notar que ofrece la oportunidad 

de revisar las políticas orientadas hacia la familia como parte de las iniciativas de 

desarrollo en general [5], apoyando su propósito de responder a las dificultades con las 

que se enfrentan las familias y a continuar guiando las iniciativas nacionales que benefician 

a las familias en todo el mundo [6] e integrando la perspectiva de la familia [7] a 

través de la introducción de un informe o evaluación de impacto familiar como un componente 

destacado e inexcusable del proceso legislativo;


2. Urgen a los Estados miembros a mejorar y fortalecer la perspectiva familiar en el proceso 

legislativo a todos los niveles, teniendo en cuenta el impacto de las políticas sociales 

y económicas en las familias; a desarrollar, promover y poner en práctica políticas centradas 

en el mejoramiento de las condiciones de vida de las familias, de forma que puedan 

ser sostenibles, resulten asequibles y tengan la suficiente calidad; y a empoderar a las 

familias y reconocer su función para la cohesión social y el desarrollo económico [8]; 

3. Invitan a los Estados Miembros a reconocer el derecho de las familias a percibir los recursos 

y la asistencia social suficientes, así como el de vivir de forma compatible con la 

dignidad humana, recordando que se trata de un aspecto de vital importancia para las 

familias monoparentales, numerosas y de inmigrantes; a desarrollar, promover y poner 

en práctica políticas que acaben con la pobreza infantil a través de la erradicación de la 

pobreza familiar; a promocionar políticas sociales, económicas y educativas destinadas a 

prevenir la transmisión intergeneracional de la pobreza; y a promover la aportación de 

servicios integrados para las familias y de políticas y prácticas fiscales centradas en el 

mejoramiento del bienestar de las familias, incluyendo los beneficios fiscales en bienes y 

servicios destinados a los productos y servicios para la primera infancia [9]; 

4. Solicitan a los Estados Miembros que reconozcan y difundan el valor de reconciliar familia 

y trabajo en la economía y la sociedad; que desarrollen, proporcionen y difundan 

permisos de paternidad y maternidad con la suficiente duración, financiación y flexibilidad; 

que promueven el desarrollo de las competencias y los sistemas de aprendizaje a lo 

largo de todo el transcurso de la vida familiar y de los periodos de transición, para facilitar 

el retorno al mercado de trabajo; y que incrementen el diálogo y la colaboración entre los 

legisladores y las demás partes interesadas, incluyendo a las familias, las asociaciones 

familiares, el sector empresarial, los sindicatos y los empresarios, de forma que puedan 

desarrollarse y consolidarse las políticas centradas en el mejoramiento del bienestar de 

las familias y prácticas en el lugar de trabajo [10]; 

5. Alientan a los Estados Miembros a facilitar la solidaridad intergeneracional, las relaciones 

de pareja y familiares de calidad, los programas de ayuda a los padres, la educación 

infantil de alta calidad y otros servicios auxiliares que ayuden a las familias; a promover y 

desarrollar medidas activas que contribuyan al bienestar psicológico de los menores y 

jóvenes, según la situación de cada familia; a prevenir la violencia, las adicciones y la delincuencia 

juveniles; a promover la transición de la educación a la vida laboral, así como la 

estabilidad económica de los jóvenes, de forma que pueda facilitarse la formación y estabilidad 

de la familia, especialmente para los que tienen recursos socioeconómicos frágiles; 

y a promover y desarrollar políticas públicas relativas al apoyo a los mayores de la 

familia, especialmente en las situaciones de especial necesidad, como sucede en los casos 

de Alzheimer u otras enfermedades semejantes [11].

家庭生活 ; 赋予家庭权力 , 承认家庭对于社会和谐与经济发展的作用。[8] 

3. 号召各成员国承认家庭有获取生活必需物质资料和社会保障、有人格尊严地生活的权利 , 这一点 

对于单亲、子女众多和移民家庭尤为重要 ; 制定、推动并实施根除家庭贫困、避免贫困童年的政策 

; 发展相关社会、经济和教育政策以避免代际贫困 ; 完善家庭配套服务 , 以及其他以提高家庭福利

إعلان المجتمع المدني بمناسبة الذكرى العشرین للسنة الدولیة للأسرة 

إن الموقعون أدناه،‏ ممثلو منظمات المجتمع المدني والأكادیمیون والسیاسیون،‏ 

إذ یؤكدون على الحق في تأسیس أسرة،‏ كما ھو موضح في المادة 16 من الإعلان العالمي لحقوق الإنسان،‏ 

وإذ یؤكدون على أن الأسر،‏ باعتبارھا المكونات الأساسیة والضروریة للمجتمعات،‏ تلعب دوراً‏ حاسماً‏ في مجال 

التنمیة الاجتماعیة،‏ وعلى عاتقھا تقع المسؤولیة الأولى في تعلیم الأطفال وتنشئتھم الاجتماعیة،‏ وكذلك في غرس قیم 

المواطنة والانتماء إلى المجتمع في نفوسھم.‏ وھي توفر رعایة ودعما مادیین وغیر مادیین لأفرادھا،‏ سواء كانوا 

أطفالا أومسنین أو أشخاصا یعانون من أمراض،‏ حیث تحمیھم من المصاعب إلى أقصى حد ممكن

Декларация гражданского общества в связи с двадцатой годовщиной 

Международного года семьи 

Ниже представленные подписи принадлежат представителям гражданского 

общества, политикам и академикам. 

Подписывая право о создании семьи согласно ст. 16 Всемирной Декларации прав 

человека, 

Признавая, что, будучи основной и важнейшей опорой общества, семья призвана 

играть важнейшую роль в социальном развитии. Семья несет основную 

ответственность за воспитание детей и их подготовку к жизни в обществе, а также 

за развитие у них чувства социальной ответственности и принадлежности к 

обществу. Семья обеспечивает материальную и нематериальную заботу и 

поддержку своим членам, как детям, так и пожилым или больным, избавляя их, 

насколько это возможно, от различных испытаний [1], 

Напоминая, что функция социальной защиты, которую выполняет семья, особенно 

важна в периоды повышенной неопределенности и незащищенности, когда семье 

становится все труднее решать эту неоднозначную задачу и справляться с 

возложенными на нее обязанностями [2], 

Отмечая, что стратегии, направленные на повышение благосостояния семьи, 

внесли ценный вклад, который способствовал эффективному развитию общества в 

разных сферах. Само достижение этих целей зависит от того, в какой мере семья 

способна внести вклад в их достижение [3], 

Выражая желание тесного сотрудничества и стремление усилить координацию 

деятельности с департаментом Экономического и Социального Совета 

Организации Объединенных Наций в вопросах, связанных с семьей, включая 

подготовку к двадцатой годовщине Международного года семьи и ее 

празднованию [4], 

1. Поддерживают призыв Организации Объединенных Наций о праздновании 

предстоящей годовщины Международного года семьи в 2014 году, что даст 

возможность переоценки политики, ориентированной на семью, в рамках общих 

усилий по обеспечению развития [5], одобряют предложение гарантировать 

решение задач, стоящих перед семьями, и продолжать направлять национальные 

инициативы, способствующие благу семей во всем мире, [6] и решение 

проблематики семьи [7] с помощью ведения отчета о воздействии семьи как важной 

составляющей законодательного процесса;


2. Призывают государства-члены улучшить и укрепить позицию семьи в 

законодательном процессе, развить и применить комплексные подходы к 

стратегиям решения проблем малоимущих семей, чтобы семья могла обеспечивать 

себя и иметь достаточный уровень жизни; способствовать расширению прав и 

возможностей семьи, чтобы она реализовывала свою функцию поддержания 

социальной сплоченности и влияла на улучшение экономического состояния [8]; 

3. Приглашают государства-члены признать право семей получать материальные 

ресурсы и достаточную социальную помощь, чтобы жить согласно человеческому 

достоинству, помня, что этот вопрос в первую очередь касается неполных или 

многодетных семей и семей эмигрантов; развивать, поощрять и осуществлять 

политику по прекращению детской бедности через искоренение бедности в семье; 

содействовать социальным, экономическим и образовательным стратегиям, 

направленным на предотвращение перехода бремени нищеты из поколения в 

поколение; способствовать развитию комплексных услуг для семей и направлений 

налоговой политики, направленных на улучшение благосостояния семей, в том 

числе установление льгот на товары и услуги для младенцев [9]; 

4. Призывают государства-члены признать и распространить важность 

совмещения работы с выполнением семейных обязанностей (что способствует 

развитию экономики и общества в целом), справедливого распределения 

обязанностей между мужчинами и женщинами, предоставления отпуска по уходу 

за родителями, финансирования; содействовать развитию систем образования на 

протяжении всей жизни и в переходные периоды, чтобы облегчить возвращение 

родителей на рынок труда; расширить диалог между законодателями и другими 

заинтересованными сторонами, включая семьи, семейные ассоциации, 

предпринимательский сектор, профсоюзы и работодателей, чтобы они могли 

определять политику на рабочих местах таким образом, чтобы она была 

направлена на повышение благосостояния семьи [10]; 

5. Призывают государства-члены принимать участие в укреплении солидарности 

поколений, отношений между мужчиной и женщиной и другими членами семьи, 

поощрять и развивать активную деятельность, способствующую психологическому 

благополучию детей и молодежи; содействовать успешному переходу от 

образовательного этапа к началу трудовой жизни, а также способствовать 

экономической стабильности, содействуя формированию прочных и 

благополучных семей, особенно в отношении людей, не располагающих 

достаточными социальными и экономическими средствами; поощрять и развивать 

государственную политику в области поддержки пожилых членов семей, главным 

образом в ситуациях особой необходимости, например в случаях болезни 

Альцгеймера или других заболеваний [11].

The twentieth anniversary of the International Year of the Family (2014) 

offers an opportunity to refocus on the role of families in development; 

take stock of recent trends in family policy development; share good 

practices in family policy making; review challenges faced by families 

worldwide and recommend solutions. Owing to rapid socio-economic 

and demographic transformations, families find it more and more 

difficult to fulfil their numerous responsibilities. Many struggle to 

overcome poverty and adequately provide for the younger and older 

family members. It is also more and more difficult for them to reconcile 

work and family responsibilities and maintain the intergenerational 

bonds that sustained them in the past. 

In response to these trends, the preparations for this anniversary have 

focused on exploring family-oriented policies and strategies aiming 

mainly at confronting family poverty; ensuring work-family balance and 

advancing social integration and intergenerational solidarity. As part of 

this process, we propose this Declaration of the Civil Society, noting the 

opportunity this Anniversary provides “to revisit family-oriented policies 

as part of overall development efforts, supporting its objective to aim at 

responding to challenges faced by families and continuing to guide 

national efforts that benefit families worldwide and to integrate a family 

perspective by introducing a family impact report or assessment as a 

standing and compulsory part of policymaking.” 

We also believe that, as the latest report by the Secretary-General 

‘Preparations for and observance of the twentieth anniversary of the 

International Year of the Family in 2014’says, “the Millennium 

Development Goals, especially those relating to poverty, education and 

the reduction of maternal mortality are difficult to achieve unless the 

strategies to achieve them focus on the family. Women, children and 

youth are among the major priorities for the United Nations and will 

remain a top priority in the post-2015 development strategy. Adding 

families to this agenda would be a step forward in the direction of 

empowerment and reduction of inequality and contribute to the 

achievement of sustainable development goals” [A/69/61–E/2014/4].
