The Teusacá river basing is located in the central Eastern part of the Bogotá Plateau, toward the East of Bogotá D.C. city. This basing has an environmental, a hydrological and a social-economic, as well, special interests, because the San Rafael reservoir is located within it. The San Rafael reservoir is very important project for the region, because it is the control and water supply (from Teusacá river) project, to the city of Bogotá D.C., and some other towns. This project also gives supply and maintenance support to Chingaza Hydraulic Project, the main source of water for the capital city, among others. The operation of the discharge of San Rafael reservoir, located 2km upstream of La Calera city, obeys to a specific technical conditions, where the critical situation calls for an evacuation flow of 13 m3/sec (139.75 cuft/sec), along the Teusacá river watercourse. An innovative and proven method of analysis of the flooding effect generated by the San Rafael discharge operation over the river basing and La Calera city, is well presented. It was concluded that the discharge will not cause more grades of flooding hazard along the river basing than those caused by the river before the construction of the project. It was possible to determine with the study, that the flooding area was diminished by 16%, having the reservoir.
