Council Tax Summons refund - journalist no human rights – discrimination & persecution - NHS blood tests doctored incl. The Lighthouse
Medical Practice – NHS specialist care blocked – smear campaign by GOV-UK, NHS, Sussex Police, Eastbourne Adult Social Care [illegally and
wrongly sectioned due to political smear campaign] – BREAK-INS stalking assaults ignored by UK police, E. Sussex Council & Eastbourne Council

I am writing to request I be refunded the £82.50 fee for the 2 late Council Tax payments, made 30 Sept 2021 and 30 Oct 2021.
On 2 Nov 2021 I spoke to Eastbourne Council’s Senior Customer Advisor Venusa, I explained the background- please read letter to
Eastbourne Council 27 October 2020 – you were already made aware I have no human rights. You state having a low income is not a
valid defence for late payment, but as my post is being stolen, my life hacked by GOV-UK these are exceptional circumstances.
I recorded my discussion with Venusa as I am misquoted by NHS GPs, secretaries & specialists, Sussex Police [previously West
Mercia Police also] Shrops & Eastbourne Adult Social Care – basically almost anyone I speak to regarding anything that happens
through being hacked & undermined. Venusa agreed I could record the phone call. I explained I wanted the £82.50 Council
Summons fee refunded – Venusa said I could appeal – I am appealing now. She then agreed to my request to split the outstanding
Council Tax, to make payments on 17 th of the month, the first on 17 November. I explained I had made a £123 payment 30 Oct 2021
and that due to my PC being hacked Eastbourne Council, keen to undermine [as the Lighthouse, Sussex Police, Adult Social Care,
district nurses & JCR for mum’s care] quickly sent out the Summons, backed to 28 Oct 2021 to make it look like I’d quickly paid to try
and avoid a summons.
As I have paid £125-65 18 March 2021, £492 1 May 2021, £123 30 Sept 2021 and £123 30 Oct 2021, the outstanding amount was
£369 plus the court fees of £82.50, so £451.50 owing which with 5 payments starting 17 Nov 2021 until 17 March 2021 would
mean everything paid off including the court fees. I have made my first of those payments – on 16 Nov 2021, I paid £90 as
discussed.
By 30 Sept 2021 I’d paid £740.65, which was payment in advance up to 8 Nov 2021, by 30 October 2021 I’d paid in advance up to
14 December 2021 and by 16 November 2021 I’ve paid in advance to mid January 2022 so I don’t think the Court Summons was
justifiable at all, especially in context to being GOV-UK-hacked [as upheld by the IPCC 29 May 2015] whilst also GOV-UK
blacklisted. I had made you aware of this on moving to Eastbourne Nov 2016 when I told the Lighthouse Medical Practice, then
Sussex Police Jan 2017; a ‘Special’ called Jackie Walker sent around to gaslight & harass ‘You’re mentally ill’ as sent by now
retired West Mercia CC Bangham, who with his force perverted justice over and over, also upheld by the IPCC Oct 2015. I
explained to Jackie all of the above and as usual was ignored, abused as ‘mentally ill’.
You will see in my letter to the Council dated 27 October 2020 my post with mum’s final bill and my new account from the
Council was either not sent – or stolen – and payments I tried to make didn’t go through [I now assume the GOV-UK hacking].
So it seems already in 2020 the third party IT-interference [as recorded by West Mercia Police June 2015 after my IPCC appeal
was upheld about GOV-UK RIPA misuse] was already trying to delay me paying Council tax so I would end up with a Summons.
I would also like Eastbourne & East Sussex Council to do whatever they can to get this GOV-UK surveillance, hacking & smear
campaign stopped and help get my human rights reinstated with apologies. PCC Katy Bourne, PCC John Campion, SeAP, the PHSO,
IOPC, police, NHS, GMC, GOV-UK, Human Rights Committee, Anti-Corruption CC Watson & John Penrose MP won’t help so I decided
to give it another try with Councillors and my MP Caroline Ansell yet again. The law is on my side, but GOV-UK corruption is not.
My own thoughts are this is coming from the ISC current/former members Ken Clarke, Gerald Howarth, Mark Pritchard, Malcolm
Rifkind, Julian Lewis, Boris Johnson, Philip Pledger, Tony Blair, Mandelson & chums including my brother in law and sister.
Please read enclosed 18 pgs [both sides] of my October 2021 mailing with cover letter 5 Oct 2021 – it provides background to the
long term smear campaign & GOV-UK misuse of surveillance, abuse & torture. Part of the many reasons I’m persecuted is also
misuse of power regards my father’s Will by the Court of Protection, Official Solicitor & my father’s Eastbourne-based solicitor &
possible money laundering via St Wilfreds Hospice. Please also read enclosed letter about mum’s NHS care undermined [EDG
Hospital, district nurses & JCR] dated 26 August 2020 – everything denied and covered up by Eastbourne Council c/o Carly Driver.
My Human Rights were taken from 1968/1976 due to ‘VIP’ child sex abuse, the hacking & surveillance misuse worsened in my life
from 1994 [when I was also anonymously blacklisted] as the Intelligence Services Act 1994 passed, worse still in 1997 when Police
Act was passed – when I became a journalist with my first paid job at BBC Radio 4 – my freelance blocked 2003 as David Kelly found
dead. Freelance since hacked to poverty levels.
West Mercia PSDs David Goosen Aug & Nov 2015 cited I have no Right to Life Article 2 & need Protection from Torture Article 3 –
I’ve been forced to embark on a campaign for human rights, hence the mass emails, Tweets, letters as my appeals are all being
corrupted. GOV-UK incl. Councils can pre-empt anything I do to clear my name, get my human rights and block and pervert justice or
simply undermine via the hacking; anything to pervert justice and avoid litigation, a press scandal and vast compensation, GP Dr

McDonald back in 2014 refused to sign mum as ‘of sound mind’ for the Power of Attorney, telling her “Sue’s legal case could cost
the NHS a lot of money”. At that point I already had proof that practice, the Albrighton Medical Practice, had deliberately blocked
my medical care by multiple blood tests done in Germany Jan 2012 to May 2014 that were not doctored reconfirming low WBC [as
found in a few un-doctored NHS tests & blood tests done in Brazil, how Immunologist Dr Alachkar found my immune condition
Specific Pneumococcal Antibody Deficiency], the diagnosis of hypothyroidism, diagnosis of fungal infection in my oesophagus that
was also trapping infection in my lungs [and is a sign of low immune] and diagnosis of Hashimotos autoimmune. March 2014 my
room in Albrighton was accessed when the flat was broken into – this was West Mercia officers/’spycops’ on behalf of GOV-UK &
NHS to cover up. PC Hughes who attended the break in was only interested in my German diagnoses & to manipulate me to ‘use the
Cloud’ so I could be hacked more easily, especially should more diagnoses abroad [or privately] such as cancer/stroke risk, diabetes
or anything else, undermine the NHS medical crime. The Albrighton Medical Practice then dispatched Philip Pledger, former West
Mercia detective, under the guise as being a visitor for the aged for mum, who threatened mum April 2014, then me May 2014.
When I made the £123 payment on Sat 30 Oct 2021 GOV-UK hackers tried to block me saving proof of the bank transfer. I didn’t
know why they were so keen I would have no proof of payment, but it made sense when I got the Summons letter Monday
1 November backdated to 28 Oct 2021 to make it look as if I’d hurriedly made a payment to avoid a Summons. Letters to the NCA,
Jeremy Hunt, Action Fraud, CC Dick & Neil Basu at the Met, GCHQ, on 27 Feb 2019 & 5 March 2020 were also hacked as numerous
other letters and appeals with the PHSO, IOPC as proven but ignored. Another appeal with West Mercia PSDs 2017 when Helena
Bennett PSDs Chief was filed May 2017. It was delayed until mid Oct 2017, but as I was about to email West Mercia’s CC Bangham
and others that former West Mercia detective Philip Pledger was the last person to see Rochdale Grammar teacher Owen Elbourne
alive [Elbourne suddenly died on a bike ride with Pledger just before they were due to go to a school reunion] – that email was
blocked in my outbox all afternoon & by 6pm a letter from West Mercia PSDs Helena Bennett shoved through the door, rejecting my
appeal. So yet again, left GOV-UK hacked & tortured.
My ID has been stolen and GOV-UK continue to hack me-my ID – attempting to criminalise me, whilst defaming me as ‘insane’ – also
how my NHS blood tests are being doctored and medical care blocked. West Mercia’s Robert Thomas [who corrupted the so-called
RIPA investigations in 2016 when Gary Watson Chief at West Mercia PSDs] changed my DOB to 1960, W.Mercia officers changed my
address from 3 Maywood Fold to 3 High Street [a vacant property] along with the DVLA, HMRC, TSB etc. Despite contacting
Eastbourne Council as soon as mum & I moved in here Nov 2016, my address was retained on the Electoral Roll as vacant property
3 High Street, Albrighton whilst Eastbourne Council retained the previous owner here [Wickers] at this address. This letter has also
been hacked just now – screenshot taken if you wish to see.
Eastbourne and/or East Sussex Council have also joined in undermining me: Sussex Police have ignored every report I’ve made of
assaults, stalking, break-ins & the Lighthouse Medical Practice doctoring my blood tests. PC Hopgood turned up Feb 2021 – I don’t
know why – he saw my notebook in which I had written I would write to the Met again-days later it was stolen from my home.
I’ve been harassed by Sussex Police and defamed, as West Mercia & the Met.
• The Lighthouse Medical Practice have doctored my blood tests, defamed me and did not put I was my mother’s Health & Welfare
POA on mum’s RSPECT form. Worrying as a link to possible misuse of power by the Council over elderly & vulnerable people.
• I’ve been wrongly and illegally sectioned under the Mental Health Act, the Tribunal corrupted and whilst detained gaslit and
bullied including Ward Manager Jackie Lake asking, “Are you in touch with other journalists? Are they digging?” Then “Don’t talk
about the child sex abuse or we might have to keep you in.”
• Eastbourne Adult Social Care lied and tried to claim I ‘imagined’ being assaulted by neighbour Mark Holt – after my own extensive
efforts reaching the Sussex Police PC who attended after the assault [as soon as I walked on the property after delivering letters to
the Lighthouse Medical Practice 6 Aug 2018 I’d return to the PHSO] PC Ali Slater confirmed in writing Holt admitted assaulting me. I
was assaulted again by another neighbour returning from delivering letters October 2020 about mum’s NHS care undermined in the
last weeks of her life, at and by the Eastbourne District General, as well as Eastbourne Adults Social Care & JCR. See enclosed PALs
letter about mum’s medical care undermined dated 26 August 2020, the beginning of a complaint about her care, culminating in
the second assault by a different neighbour returning delivering a letter to Carly Driver 10 Oct 2020 REF. CLD/CSA/14467. PALs
reference ID85892 [case also corrupted].
• Sussex Police and the Council have all turned blind eye to the drugs in the building here. May 2021, the same week a County Lines
nationwide op was arresting dealers, because Sussex Police were ignoring me, I’d text-d myself hoping ethical police would see,
resolve the stalking, break-ins, blocks to my human rights. When I typed in Cllr Tutt’s name, my mobile was remotely shut down.
Dec 2020 to Sept 2021 the new freeholder was trying to get planning permission to build an extra floor. I believe this was solely for
the local drugs network so they’d have a view of the sea and drugs arriving by boat, notable it was May 2021 £80m cocaine ‘washed
up’ on local beaches, somehow protected by authorities misusing power.
As you can see from enclosed Oct 2021 mailing I’ve offered to sign an NDA so long as he surveillance, hacking, IT-interference, life
interference & smear campaign stops and all defamatory notes are removed from Council, NHS, GOV, police, ASC records.
Despite paying my Council Tax I am not only getting no service [as mum at times] but what has been going on forms part of the
Torture West Mercia PSDs’ David Goosen was referring to.
Kindly respond asap as to how you propose to get my human rights reinstated & getting the £82.50 fee refunded.
