● PICUMPICUM, the Platform for International Cooperation onUndocumented Migrants, is a non-governmental organizationthat aims to promote respect for the human rights ofundocumented migrants within Europe. PICUM also seeksdialogue with organizations and networks with similar concernsin other parts of the world.PICUM promotes respect for the basic social rights ofundocumented migrants, such as the right to health care,the right to shelter, the right to education and training, theright to a minimum subsistence, the right to family life, theright to moral and physical integrity, the right to legal aid,and the right to fair labor conditions.PICUM is based in Brussels and works as a network ofapproximately 2,400 civil society organizations and individualsoperating in most EU member states.● PICUMPICUM, la Plate-forme pour la coopération internationaleconcernant les sans-papiers, est une organisation non gouvernementaleayant pour but de promouvoir le respect desdroits de l’homme des migrants sans papiers au sein del’Europe. In fact, the lack of access has proven to have seriousconsequences for both undocumented migrants and publichealth in general. In addition, local actors (health care staff,social workers, local administrations and grassroots NGOs)increasingly stress that they are being left alone to deal with theproblems related to access to health care for undocumentedmigrants. Therefore, they have to constantly improvise to findsolutions and sometimes feel obliged to break the law.There are already many good practices at the local level inEurope such as partnerships between NGOs, local authoritiesand health care staff aiming to ensure that undocumentedmigrants have access to both preventative and curative healthcare. These practices should be linked up, supported and multiplied.● L’ACCÈS AUX SOINS DE SANTÉPOUR LES MIGRANTS SANS-PAPIERSL’accès aux soins de santé est une priorité urgente pour lesmigrants sans-papiers. Le manque d’accès aux soins entraîneen effet des conséquences graves pour les sans-papiers et pourla santé publique en général. Sur le terrain, les acteurs locaux(personnel médical, travailleurs sociaux, administrations localeset ONG de terrain) insistent régulièrement sur le fait qu’ilssont isolés face au problème de l’accès aux soins pour lesmigrants sans-papiers. Ils sont la plupart du temps obligésd’improviser pour trouver des solutions et se sentent parfoisobligés d’aller à l’encontre de la loi.Il existe déjà beaucoup de bonnes pratiques au niveau local enEurope (à l’exemple des partenariats entre ONG, autorités localeset personnel médical) qui permettent aux migrants sanspapiersd’avoir accès à des soins de santé à la fois préventifs etcuratifs. Ces pratiques devraient être soutenues et multipliées.● CONFERENCE 28-29 JUNE 2007This conference, organized by PICUM with the support ofEUROCITIES within the framework of the EU project “Access toHealth Care for Undocumented Migrants”, aims to bring togetherNGOs, local authorities, health care providers, policy makers,researchers and other professionals to discuss the health carechallenges facing undocumented migrants. This event will providea forum to share creative examples and strategies toaddress the problems associated with insufficient access tohealth care for undocumented migrants in Europe.To set the stage, the first day of the conference will focus on: i)the project research results and recommendations; ii) thepotential of the social inclusion process, human rights and publichealth strategies to advance undocumented migrants’ accessto health services in Europe; and iii) some urgent prioritiesregarding the health care needs of undocumented migrants.During the second day, special attention will be paid to examplesof good practices in terms of providing assistance and conductingadvocacy involving cooperation among different actorsat the local, national and European levels.The working languages in the plenary sessions and in two of theworkshops will be English and French (with passiveuse of Spanish, Portuguese, Italianand German in the plenary sessions).A third workshop will beheld only in English.● CONFERENCE 28-29 JUIN 2007Cette conférence, organisée par PICUM avec la collaborationde EUROCITIES dans le cadre du Projet UE de ‘l’accèsaux soins de santé des migrants sans papiers’, a pour objectifde rassembler des ONGs, autorités locales, fournisseursde soins, responsables politiques, chercheurs et autres professionnelspour discuter des défis liés aux soins de santéauxquels sont confrontés des migrants sans papiers. Cetteconférence offrira un forum pour partager des exemplescréatifs et des stratégies développées pour faire face auxproblèmes liés à un accès insuffisant aux soins de santé desmigrants sans-papiers en Europe.Le premier jour de la conférence se focalisera sur : i) lesrésultats du projet de recherche et ses recommandations ;ii) le potentiel du processus d’inclusion social, des stratégiesde droits de l’homme et de santé publique dans l’avancementde l’accès des migrants sans-papiers aux servicesde santé en Europe ; et iii) quelques urgentes priorités ence qui concerne les besoins de santé des migrants sanspapiersen Europe.Au cours de la seconde journée, une attention particulièresera portée sur des exemples de bonnes pratiques en termesd’assistance et de sensibilisation impliquant la coopérationde différents acteurs intervenant aux niveauxlocal, national et européen.Les langues de travail dans les sessionsplénaires et dans deux des groupes detravail seront l'anglais et le français(avec un usage passif de l'espagnol,portugais, italien et allemanddans les sessions plénaires). Untroisième group de travail auralieu seulement en anglais.
